ohn Catanzaro, a Bothell naturopathic physician whose license was recently suspended by the state, launched a personal

website this week.

The goal of the site is to raise funds not only for his defense, but to repay his patients back for the funds they invested in their individual vaccines Catanzaro was forced to

destroy following his suspension. Catanzaro’s Health and Wellness Institute of Integrative Medicine and Cancer Treatment is still open and treating patients, but Catanzaro is not.

“I am a doctor and I am

full of compassion and the desire to help others,” Catanzaro said. “My heart is broken over all of this.

These are stage 4 cancer patients waiting on treatments we had to throw away and I just want to be able to pay

them back for all they’ve lost.”

Catanzaro asked for a settlement opportunity and hearing to contest the Washington Sate Department of Health’s statement of charges against him,

issued Jan. 24. The board suspended his license to practice at his business, Health and Wellness Institute, on Jan. 28.

Bothell, Kenmore marijuana business hopefuls ranked in state lottery

Two marijuana retail stores in Bothell and one store in Kenmore are likely to open, according to lottery results released last week by the Washington State Liquor Control Board.

Kenmore was not assigned a retail outlet by the liquor control board, so the 10 applicants had to participate in the lottery for the 11 King County “at-large” retail licenses. Around 20 people applied in Bothell.

The lottery produced the following applicants in ranked order for Bothell: Recreational Marijuna King; 41. Cannabliss, 1912

Northshore Summit Park neighbors experiencing water drainage issues Kenmore resident Kyle Tate can no longer allow his kids to play or let his dog out in his backyard.

around his home’s foundation.

“These water issues never existed prior to construction of the park,” Tate said.

“I’ve lived here for eight years and never had a problem like this before.”

In February, Tate noticed water in the roadway that seemed to be coming out of the rock wall next to the park. About six to eight weeks later, he noticed around four inches of water in his backyard.

“What they’ve done is totally raise the topography and closed off the stormdrain pipe that used to be connected to my property so now we have water seeping from the ground and filling up our backyards,” he

said. “The problem keeps getting bigger and bigger and my neighbors and I have written letters to the city and not gotten any help.”

Catanzaro said he is not 100 percent sold that alternative medicine is the only option.

“I’ve always advocated blended care and have never discouraged patients from seeking conventional options,” he said.

“My treatments can be a great addition for, say, a patient going through chemotherapy treatments because what I offer can help thwart the side effects of the chemotherapy.”

Catanzaro said this incident has caused financial trouble for his family due to legal costs and it has hit his business, as he can no longer treat his specialized patients.

“This has put everyone in a very difficult position,” he said. “I don’t have any patients mad at me, they are very supportive and don’t understand why this is happening.”

magine the domed state Capitol as a classroom, with 147 state lawmakers as students, and you may get a better picture of the challenge facing Washington’s Supreme Court this summer.

Justices in January gave the ‘students’ a twopart assignment, which was due April 30.

They told them they needed to put more money into education, reminding them the state must be paying the full cost of basic education in public schools by 2018.

Another part of their homework required legislators to draw up a timeline showing what will be spent year-to-year, to ensure the state meets the court-imposed deadline in the McCleary case.

Well, those ‘students’ didn’t get either done.

On Wednesday, a bipartisan committee of lawmakers representing the Legislature turned in a required progress report which described how they tried, and how political and philosophical divisions prevented them from completing their assignment.

They also explained that supplemental budgets, like the one adopted in 2014, are not the ideal vehicle for making a billion-dollar investment, as the court might have desired. A decision like that will be best made in 2015 when the next two-year budget is adopted.

And in the 58-page report, lawmakers expressed appreciation of the justices’ prodding to get them to live up to their constitutional obligations for education. But they also not-so-subtly said ‘don’t mess with us’ in a section arguing why they didn’t think the justices could force them to do the homework as assigned.

How will the court deal with such recalcitrance?

It’s a bit of a crapshoot because, well, there’s never been a showdown quite like this between these two branches of Washington government.

The Supreme Court could deliver another scolding — there have been two so far — then wait to see if lawmakers next year come up with “the grand agreement” they deem necessary for doing as they’ve been told.

Or it could exact punishment, as has hap-

pened in other states. In March, the Kansas Supreme Court directed the Legislature to provide more funds for education by July 1, or else part of the state budget will be voided.

In Washington, justices in January warned of a potentially bumpy road ahead should lawmakers not turn in a completed assignment.

“Our decision in this case remains fully subject to judicial enforcement,” Chief Justice Barbara Madsen wrote.

“We have no wish to be forced into entering specific funding directives to the State, or, as some state high courts have done, holding the legislature in contempt of court.”

Those families and school districts whose lawsuits led to the McCleary decision hope the court’s patience is running out.

Lawmakers candidly admit in the report they did not do what the court asked them to do, said Thomas Ahearne, who is the attorney for the plaintiffs.

“Frankly, the Supreme Court is going to have to make a decision,” he said. “They are going to have to decide whether they meant what they said.”

If they do, those ‘students’ could face a lot more than detention.

Remember water safety During the past few weeks the sun has been seen in the skies over Bothell and Kenmore. We don’t see it too often and it warms the air an makes many of us want to get outside and enjoy our beautiful surroundings. It even makes many of us want to jump into Lake Washington or paddle down the Sammamish River.

For us at the Reporter and those in emergency services we have a different take on the warmer weather. We know that certain calls or stories are headed our way.

But those stories are told far too often during the spring and early summer months.

The stories are normally somewhat the same from year to year. They are about people not realizing how cold the local waters are or people forgetting their life preserver on local rivers and being pulled under.

Stories about a drowning are some of the worst that we have to write. They are horrible stories because they are preventable.

Don’t become a statistic; wear a life jacket on the Sammish River and stay safe on Lake Washington by swimming with friends and staying close to shore. That is not the type of story we want to write about people in our community. Have fun in the sun but stay safe this summer.

It’s worth noting that Freed and Spivey ran unopposed in 2013 and that Steve Booth received $600 from Republic in his losing race against Councilwoman Tris Samberg, who took no money from any company, last year.

In the end the council, on a motion by Samberg, voted to proceed with CleanScapes.

The Historical Societies of Kenmore, Bothell, Woodinville and Redmond will hold their annual Petals on the River event at 1 p.m. on May 25 in each city to honor friends, family and

improvements for the 3.5 acre park began during the fall of 2013. At a city council meeting in July, council members unanimously passed a motion to increase the 2013 project budget from $190,000 to $659,000 to complete construction of all the park’s improvements based on a community generated 2013 updated master plan. The plan contains looped trails, a playground area of approximately 1,900 square feet containing both “natural” looking and traditional play equipment. Landscaping includes wetland and wetland buffer plantings, improvements to

the open lawn informal play areas, woodland restoration and plantings to improve the landscape buffer on the western park boundary.

The plan also includes park entry improvements, site furniture and interpretative signs.

Tate’s neighbor Virginia Allison said there is standing water in several areas of her yard, which started becoming “squishy and wet” in the wintertime. Allison had to put off remodeling her backyard because of the damage.

“I’ve lived here for 21 years and never had a water problem until now and the

community members who are no longer alive.

“It is quite a sight to see the river transformed into a carpet of flowers, floating gently downstream,” said organizer Sue Kienast.

“The Sammamish River continues to play such an important role in all four of these communities; what a wonderful way for all to re-connect to each other

and remember those who we love.”

This event has evolved during the past 15 years when the Bothell Museum started its Memorial Fund in memory of those who had died that year, and whose names were placed on their memorial board at the Bothell Museum at Bothell Landing.

Some of the members on

this board include relatives long gone, soldiers who died in battle, pioneers and friends. This will be the first year for Kenmore, Woodinville and Redmond to join the event.

Local historical organizations present Petals on the River

Rob Karlinsey went to Tate’s home last week to see the damages and discuss the situation.

“We are taking his complaint seriously and trying to figure out what’s causing the issue and what the city can do to fix it,” Karlinsey said. “I told Kyle we would get together with engineers and coworkers touching the project and talk it through and call him back in a couple weeks.”

Tate says the meeting with Karlinsey went “ok” and that he hoped the city would identify the source of the problem and take responsibility.

“I received a copy of the city’s drainage plan for the park,” Tate said. “They did not put a drainage field in the park; the only thing the city did was reroute the existing storm drain and run it down the center of the park and make changes to the overall topography.”

Karlinsey hopes to discover what is causing the drainage issue.

“We want to be as helpful as we can,” he said. “We have to look and determine if it is being caused by this construction or if it is uphill water. I don’t think the exact source has been identified yet, all we can do is look into it.”

The park is used by kids to play but there has been concern from neighbors about crime, noise level and a shrinking property value from when the reconstruction first started.

“We do not support the city’s plan for redeveloping the greenbelt,” Tate said. “As a family living in Kenmore, there are currently numerous parks available to the community and we feel that the city is wasting its valuable resources. Why waste hundreds of thousands of dollars developing an unneeded park when the money could be used for something more deserving?”

Tate said Kenmore City Council members are refusing to talk to him in resolving the water issues. The city sent back a reply to one of his letters saying, “because of potential legal action it would not be prudent for any city official to respond further at this time.”

“This statement leaves me and my neighbors at a stalemate with the city,” Tate said.

recent data collected by the Census Bureau, over 53,000 people are now 100 years and older in the United States alone.

The “oldest old” – those who are 90 and beyond – are the fastest expanding segment of the U.S. population.

Today there are nearly two million nonagenarians. That number will likely increase to 10 to 12 million by mid-century, a prospect that raises multiple concerns in terms of healthcare and retirement issues.

A study titled “90+,” conducted by the University of California, Irvine and sponsored by the National Institute on Aging (NIA), has followed this demographic since 2003.

As reported by 60 Minutes, the news magazine on CBS, it is the largest study on the subject of old

age to date, and includes clinical, pathological, and genetic research, involving more than 1,600 participants.

While the study is still ongoing, it has already produced some surprising results.

For example, putting on a little extra weight late in life does not do as much harm as previously thought and may even have some benefits. Eating right is still important, but adding more nutrients, e.g. by taking vitamin supplements, seems to have no noticeable effects. On the other hand, drinking moderate amounts of alcohol and coffee can indeed promote healthy aging and increase longevity, the researchers found.

Mental health, however, is less assured, no matter what action is taken. Over 40 percent of nonagenarians suffer from dementia, and about half of those are diagnosed with Alzheimer’s disease. The causes are not fully understood yet, but experts say that lack of physical activity may be a contributing factor. Naturally, most 90-year-olds do not or are not able to exercise rigorously.

He is not the currently longest-living human, though. He is surpassed by 66 women, including

Communities, neighborhoods, and even climatic and geographic differences seem to contribute to longevity. In other words, it is not one thing or set of rules people who age well live by – but usually a whole package that fulfills their needs and lets them thrive over long periods of time.

We are witnessing an extraordinary growth of aging populations throughout the world, and the current trends will likely accelerate in the future. How we handle the challenges that come with longer life expectancy, demographic changes, age-related disease, and many others, depends on how well we understand the natural aging process and meet its demands.

Extending the human life span further and further, just because our medical and pharmaceutical advances enable us to do so, may not be the best way to go – it may not even be the right way.

he city of Bothell is in negotiations with CleanScapes to assume garbage services at the end of this year when the Waste Management contract expires in December.

Staff will be taking the proposed contract to city council for consideration on the May 20 board meeting. The city of Bothell currently contracts with Waste Management, Inc. to provide comprehensive services for solid waste, recyclables and organics collection. The current contract began on Jan. 1, 2006 and will expire on Dec. 31, 2014. The contract was extended for two years past its initial expiration date of Dec. 31, 2012.

Waste Management’s 2011 Proposal for Renegotiation included a 7 percent increase for existing, pre-annexation customers. Staff did not feel this met with the council’s objective to minimize the rate impact to citizens.

Staff provided Waste Management with an opportunity to reevaluate the rates and bring a more competitive offer to the table and Waste Management declined to do so, city staff said.

“Waste Management’s proposed rate increase and the changes to annexation were key factors that led to the decision to reevaluate options,” said Erin Leonhart, public works director for the city of Bothell.

On Oct. 28, 2013, the city advertised a Request for Proposals (RFP) and three local haulers, Republic Services, Waste Management and CleanScapes submitted propos-

Kenmore Council votes to extend moratorium on marijuana businesses

edical Marijuana business owner Joshua Shade is losing around $10,000 a day in revenue as his store in Kenmore sits empty. He is awaiting city staff to make zoning regulations.

“I don’t understand why they aren’t listening to their own constituents,” Shade said. “How incompetent can they be that they can’t figure out simple zoning for a retail store? I feel like they just don’t want this kind of store and are stalling the process as long as possible.”

On April 28, Kenmore City Council adopted an ordinance to extend the moratorium on marijuana businesses through Nov. 7.

The council extended the moratorium in September 2013 as well.

Nigel Herbig was the only council member voting against extending the moratorium.

“The people of Kenmore spoke loud and clear on this issue when they voted in favor of I-502 with over 60 percent of the vote in the 2012 general election,” Herbig said. “Legalizing marijuana and authorizing the legal sale of recreational

marijuana received more votes than I or any of my colleagues on the council have ever received when we were on the ballot and we need to respect the will of our voters in this matter.”

Herbig addressed concerns from the audience regarding the belief that marijuana stores will increase crime.

“I don’t buy it,” he said.

“I’ve read through the restrictions put on recreational marijuana businesses by I-502, and I just don’t see how one of these businesses will be any worse than a liquor store or a smoke shop. Cities banning these businesses are also creating a vacuum for drug dealers to continue operating in.”

Herbig says he supports the idea of the city placing regulations around marijuana stores.

“I am fully supportive of making sure we have proper zoning for I-502 businesses,” he said. “In fact, I voted in favor of extending our interim zoning regulations against marijuana businesses locating in our residential zones.”

Initially, the state received more than 2,000 applications to sell pot legally. But a large percentage failed to complete the application properly. Roughly 1,500 applicants were a part of the lottery. The winners of the retail license still have to pass an intense background check.

“There’s a big chance there will be many appeals to the lottery system,” Anderson said. “The whole process is taking a while.”

Shade mentioned he wanted to open in Kenmore because he grew up on the Eastside and likes the area. He believes the traffic resulting from the tolling of the 520 Bridge will be good for business.

“I believe my business will thrive in Kenmore,” he said. “And this is what people want, the voters have spoken.”

Around 66 percent of Kenmore residents voted to legalize marijuana in Washington state.

Shade and his family are the only people to apply for a license in Kenmore.

“When I win the lottery I’m just going to open my doors no matter what’s going on with the city council in Kenmore,” he said. “If they arrest me for selling something that is legal, they arrest me and I’ll deal with that.”

Anderson said her staff has collected questions concerning zoning regulations put in writing by the city council and expects to bring answers to the council around June.

“The city council started discussions on April 28 about how to regulate recreational marijuana businesses and medical marijuana collective gardens,” she said.

“The council asked that I provide additional information and I expect to be doing that in the next couple of months.”

Puget Sound Energy filed a request with state regulators to lower electric bills by passing through a higher amount of the federal energy exchange credit for residential and small farm customers.

If the request is approved by the state’s Utilities and Transportation Commission, PSE residential customers using an average of 1,000 kilowatt hours (kWh) of electricity a month can expect a nearly 6 percent reduction in their monthly bills for one year, from June 2014 through May 2015. That’s a drop of $5.89, which would take the average monthly statement from about $99 down to roughly $93.

The increased credit made under an agreement between the Bonneville Power Administration (BPA) and PSE - passes through a nearly $63 million payment for PSE customers from the federal Columbia River benefits supplied by BPA. The payment trues up the full amount owed to PSE customers of the residential and farm exchange benefits established under the 2008 Residential Exchange Interim Relief and Standstill Agreements.

BPA has provided the residential exchange credit since 1981 to customers of investor-owned utilities under the Northwest Power Act of 1980, which requires the sharing of federal power benefits with all residential and small farm customers in the region.

Kenmore nature lover to host free nature walks in May

ifelong nature lover Linda Phillips wants to share her knowledge of birds and the outdoors with her fellow Kenmore residents.

Phillips is organizing free nature walks for anyone interested, starting the first Monday of June at 9 a.m. and ending Aug. 4. The

walks are around an hour long at Wallace Swamp Creek Park, located at 19851 73rd Ave. NE, Kenmore.

“The park is 25 acres and is mostly natural, paved and primitive trails through the brush,” Phillips said. “My area of expertise is bird watching, so I will answer any questions I can about the nature and the park.”

Attendees will be able to observe all aspects of the

natural world with a specific focus on 35-plus species of birds, both year-round species and neotropical migrants that are frequently seen in Wallace Swamp Creek Park. Phillips’ interest in birds has grown during the past 10 years, in which she has studied Wallace Swamp Creek Park birds and identified more than 100 species of birds on her many walks through the park.

“Birds are the easiest of the wildlife to observe; other animals are seldom seen because they hide out from strangers,” she said. “I just love that park; I walk my dog there almost daily and have observed it for many years.”

Phillips has been a longtime volunteer as an advisor and guest speaker for Kenmore Elementary School Eco-Cubs after-school program and enjoys sharing

her knowledge and love for the birds of Wallace Swamp Creek Park with others.

“As we go on these walks, I will answer questions for people, give anecdotal stories of nature in the park and hope to instill love and appreciation of nature in others that I have,” Phillips said.
