Feasibility study done for Eastside Tacoma Community Center Posted online Weds., March 26 Article By Todd Matthews, Editor Image Courtesy ARC Architects / Ballard*King A consulting team hired last year to conduct a feasibility study for a community center on Tacoma's Eastside has issued its report and recommendations. The project is a collaboration between the City of Tacoma, Metro Parks Tacoma, Tacoma Housing Authority, and Team Billy Ray that has been in the works for several years. In October 2012, Shalisa Hayes, founder of Team Billy Ray, told Tacoma City Council's Public Safety, Human Services, and Eduction Committee a grassroots effort led by local youth was under way to garner support for the idea. Team Billy Ray was created in September 2011 after Hayes' 17-year-old son, Billy Ray Shirley III, was murdered in Tacoma. Hayes told council committee members that two days after her son's funeral, kids held a car wash to raise money for a community center. Supporters have since pointed to a variety of reasons for building a community center: the closures of Gault Middle School and the Eastside Boys & Girls Club over the past several years; the Puyallup Tribe's interest in converting Gault Middle School into a community center for both tribal members and the larger community; a gang assessment reported recently completed by the City of Tacoma that showed the Eastside is one neighborhood affected by gangs and could benefit from a community center to serve as an alternative to joining gangs; and Team Billy Ray's efforts to raise awareness and funds. Recently, the Washington State Legislature set aside $400,000 from the 2013-2015 State Capital Budget for the project. Last year, the City of Tacoma issued a Request for Proposals from consultants interested in completing the feasibility study. A steering committee was created, two public open houses were held last fall, and more than 100 local youth participated in a design charrette. The study was completed on Feb. 19, 2014, by ARC Architects and Ballard*King, and highlights the following recommendations: -- A community center on Tacoma's Eastside should consist of a 58,400-square-foot building that includes a 31,600-square-foot community

Eight sites were considered for the community center. center and a 26,800-square-foot aquatic center; -- The center should be located near First Creek Middle School because of quick connections to the school, its sports fields, and Swan Creek Park -- thereby creating a nearly 32,000-square-foot "community campus." The nearby Army Reserve Center is expected to be surplussed, and could become part of the community center campus; -- One design plan calls for a one-story "Urban Lodge" that reflects the architecture of the Pacific Northwest and the building traditions of Native American and Japanese architecture. The facility would include two entrances -- one linking the center to the school, and another linking the center to the main parking lot -- a grand entry court, a six-lane lap pool and a leisure pool, gym, cafe and lobby space for informal gatherings and groups, multi-purpose rooms for dance and fitness classes, social hall, kitchen, game room, arts and crafts room, childcare room, restrooms, administrative offices, and a garden roof;

-- Another design plan calls for a two-story "City Icons" building that reflects three Tacoma cultural icons: Tacoma Art Museum, Museum of Glass, and LeMay / America's Car Museum. The facility would also include a six-lane lap pool and a leisure pool, gym, cafe and lobby space for informal gatherings and groups, multi-purpose rooms for dance and fitness classes, social hall, kitchen, game room, arts and crafts room, childcare room, restrooms, and administrative offices. In addition, the facility would include outdoor terraces with views of nearby wetlands, as well as metal siding and roofing that reflect an aesthetic connection to the three museums; -- The center is expected to cost between $29.3 million and $30.8 million. City of Tacoma staff have recommended negotiating an agreement between the City of Tacoma, Metro Parks Tacoma, Tacoma Public Schools, Tacoma Housing Authority, and Team Billy Ray that defines roles, responsibilities, and levels of participation for each group, as well as using the $400,000 set aside by the Legislature to move the project through schematic design. Tacoma City Council's Public Safety, Human Services, and Education Committee is scheduled to meet on Thurs., March 27, at 4:30 p.m. at the Tacoma Municipal Building, 747 Market St., Room 248, to discuss the findings of a feasibility study. City of Tacoma launches online Green Living Guide

Posted online Weds., March 26 The City of Tacoma has launched an online and interactive mapping tool designed to help Tacoma residents who are interested in living more environmentally sustainable lifestyles. Those who attended the recent South Sound Sustainability Expo got a sneak peak at the Green Living Guide, which maps a range of eco-friendly topics, including: Transportation – Tacoma's Green Living Guide aims to help Tacomans find a variety of transportation options, such as car-sharing services, electric vehicle charging stations, kayak launches, light rail stations, park-and-ride stations, off-street paved bicycle trails, walking trails, transit centers, and bicycle lanes; Sustainable Purchasing – Being conscious of how you spend your money is an important part of living sustainably. Tacoma's Green Living Guide aims to help Tacomans find businesses around Tacoma that offer consumers environmentally-friendly products and services, such as businesses with Pierce County Enviro Stars certification, EarthSure-certified products, and Point Defiance Zoo and Aquarium "Paw of Approval" certifications; Sustainable Agriculture – Tacoma's Green Living Guide aims to help Tacomans find the city's 30plus community gardens and six Farmer's Markets; Open Space – Open spaces are natural areas that provide important community space, habitat for plants and animals, and various recreational opportunities. 3 contractors bid on phase II Sprague Avenue enhancement project Posted online Tues., March 25 The City of Tacoma has received three bids from contractors interested in working on the second phase of the Sprague Avenue enhancement project. One year ago, the City of Tacoma wrapped up work on the first phase of the project, which included better separation between South Sprague Avenue and the adjacent residential street known as residential Sprague; bio-retention rain gardens to filter stormwater runoff; and a new traffic-calming median and neighborhood gateway sign that welcomes drivers entering Tacoma from State Route 16. According to bid documents, the second phase of the project calls for soil amendments and landscape improvements—such as planting nearly five-dozen trees—on the west side of South Sprague Avenue between South 19th Street and South 23rd Street. The project budget is estimated between $150,000 and $175,000. The bid deadline expired on Mon., March 17. The three companies that placed bids include Buckley Nursery Company (Sumner, Wash.) — $175,542.55; Green Earthworks Construction, Inc. (Tacoma, Wash.) — $167,986.47; and Specialized Landscaping, Inc. (Tacoma, Wash.) — $173,270.

7 contractors bid on Central Wastewater Treatment Plant flood protection project Port of Tacoma continues clean-up work on former Arkema manufacturing site Posted online Weds., March 26 Photo Courtesy Washington State Department of Ecology Port of Tacoma Commissioners are expected to vote this week on whether direct a little more than $1 million in additional funding toward an ongoing project to clean up the former Arkema manufacturing site (pictured) between Blair Waterway and Hylebos Waterway on the Tacoma tide flats. The former chemical plant ceased operations in 1997 and most of the buildings were torn down, according to the Washington State Department of Ecology. The Port purchased the nearly-78-acre, three-parcel property located at 2901, 2920, and 3009 Taylor Way in May 2007 and assumed all environmental remediation responsibilities. Since then, commissioners have approved spending to allow staff to determine the extent of the contamination, develop a cleanup plan, and complete a feasibility study as part of an agreement with the Washington State Department of Ecology. In total, the Port is expected to spend nearly $3.5 million on this portion of the project. Other project phases include design work and clean up construction. The overall cost to develop the property for future Port of Tacoma operations, such as a marine terminal, is expected to cost between $23.4 million and $43.4 million. The Port of Tacoma Commission is expected to vote on a resolution to authorize spending an additional $1,036,611 on the current phase of the clean-up project during its meeting on Thurs., March 27, at 12 p.m. in the Fabulich Center, 3600 Port of Tacoma Road, Room 104. Posted online Weds., March 26 The City of Tacoma has received seven bids from contractors interested in working on a project to protect Tacoma’s Central Wastewater Treatment Plant against future floods. In February, the City of Tacoma announced it would accept bids for the project, which calls for the installation of approximately 2,500 feet of sheet pile floodwall around the southern and northern portions of the plant. The project also consists of constructing five floodgates (of which three will be automated), a trench safety system, and a new pump station, among other things. According to City of Tacoma officials, the plant, which is located just west of the Puyallup River in a low-lying area at 2201 E. Portland Ave., receives and treats more than 130 million gallons of wastewater per day during large storm events before it flows into Commencement Bay. Eighty per cent of the wastewater comes from Tacoma, but the plant also treats the wastewater from about 19,500 customers in Fife, Fircrest, and unincorporated Pierce County. In October, the Flood Control Zone District Board of Pierce County announced it would award a $6 million grant to the City of Tacoma to help build the floodwall. The board noted the project was selected primarily due to its highrisk ranking — namely, an overflow from the plant could introduce untreated wastewater into Puget Sound, impacting water-based businesses, recreation activities, and wildlife. The City of Tacoma’s Environmental Services has funded the project’s $1.2 million design. The year-long construction project is expected to begin this year. The bid deadline for the $6.1 million to $7.5 million project expired on Tues., March 11. The seven companies that placed bids include Orion Marine Group (Tacoma, Wash.) — $5,938,500; James W. Fowler Co. (Dallas, Ore.) — $6,815,000; IMCO General Construction (Tacoma, Wash.) — $5,050,775; Quigg Bros. (Aberdeen, Wash.) — $5,544,225; Massana Construction (Gig Harbor, Wash.) — $6,660,500; Tapani, Inc. (Battle Ground, Wash.) — $5,937,000; and Rognlins Inc. (Aberdeen, Wash.) — $5,216,625.
