Ledgewood Special election landslide still unstable By Nathan Whalen Staff Reporter

Homeowners still living near the massive landslide area in Ledgewood are wary as more pieces of the bluff continue to slough off. Ralph Young, a resident living near the landslide site, said a large piece of the bluff broke away last month. “We were concerned it’ll slide again,” Young said. Island County Public Works Director Bill Oakes said officials anticipated that more parts of the bluff would break off and that the debris field from the springtime landslide would remain unstable.

In search of a more level playing field for its athletic teams, Coupeville High School will leave the Cascade Conference and join the Olympic League next fall. Though the switch isn’t official (some procedural paperwork needs to be completed with the two leagues and the state), the move is a “done deal,” according to Coupeville High School Athletic Director Lori Stolee. Two years ago, primarily because of concerns with injuries to football players, Coupeville parents, coaches and administrators started looking for a more equitable situation for their athletes. Coupeville is the smallest school, by far, in enrollment in the Cascade Conference, and for years it and King’s were the only 1A schools in the eight-team league. The Cascade Conference, beginning

Coupeville School District has two proposals on the Feb. 11 ballot. The first request is for renewal of the maintenance and operations levy, which will bring in $2.24 million each year for four years. That money accounts for nearly one quarter of the school district’s revenue, according to school district officials. It helps pay the salaries for teachers, paraeducators, a school nurse, counseling and library services. It also helps fund student transportation, sports and extracurricular activities and staff training. The second request, a technology levy, would provide the school district with $300,000 each year for the next four years to allow officials to continue upgrading the district’s computer systems. Voters first approved the technology levy four years ago. With that levy, school officials have purchased 738 devices over the past four years. Those devices include 313

iMacs, 197 iPads, 192 Chromebooks, displays, LCD projectors and a district-wide phone system that was recently installed. The phone system, which is Internet based, cost approximately $17,000. The dollars also paid for professional development for staff. “Coupeville is a wonderful community and they’ve been really good supporting the schools in the past,” said Christy Kellison, who is co-chairing the Friends of Coupeville Schools volunteer group with Susan Armstrong. Both measures have to pass by a 50 percent simple majority. If the measures are approved, a property owner in Central Whidbey would pay $1.302 per $1,000 assessed property value. A homeowner who has a $250,000 home would pay

$325.50 each year. Ballots went out to voters living within the school district boundaries last week. They have to be postmarked by Feb. 11 in order to be counted. Ballots can also be dropped off at the Island County Elections office on North Main Street. Kellison said volunteers have been busy posting signs in people’s yards and visiting community groups. People will be rallying at the corner of Main Street and State Highway 20 to encourage voters to support the levy. Levy supporters were seen Jan. 24 and will visit the busy corner Jan. 31 and again on Feb. 7.

LEDGEWOOD: Report cites groundwater contributed to landslide From page 1 The massive landslide occurred in March 2013, destroying a portion of Driftwood Way and prompted the evacuation of several nearby houses. Oakes said a final geology report concerning the landslide was completed in late 2013. That report described the incident as “unprecedented in recent history” and

said it “represents one of the largest landslide events in the recorded history of the Puget Sound area.” The report, which was compiled by GeoEngineers, Inc., highlighted several factors that likely triggered the collapse: n The presence of preexisting slide planes with low strength. n Possible buildup of groundwater and hydrostatic

pressure because of slide debris that may have impeded seepage. n Erosion at the toe of the slide area regularly occurred during storm events, particularly during the 201213 winter. n High seasonal and cumulative precipitation resulted in increased water infiltration, high amounts of surface water runoff, high groundwater levels and increased

seepage into the slide area. The report notes that groundwater was a significant factor to the slides that were recorded in spring 2013. People still living near the area are still feeling the impacts of the disaster. To provide access to the area, Island County installed a one-lane-wide access road that connects Fircrest Avenue with Driftwood Way. Residents living in the

neighborhood experienced the limitations of the road last week when a fire destroyed a condemned home. Fire engines weren’t able to maneuver down the road and smaller brush rigs had to be used to fight the blaze. After the landslide, county officials red tagged two homes, which means they’re unsafe to enter and yellowtagged three others, meaning people can’t stay overnight

in those homes. The report recommended those homes retain those tags through the 2013-14 winter and spring seasons. A significant portion of Driftwood Way remains closed and buried under dirt, debris and fallen trees. Oakes said there aren’t any plans to repair the road. The debris field is too unstable and work won’t take place until it stabilizes, he said.

CONFERENCE: Coupeville makes move to smaller conference level From page 1 in the fall of 2012, allowed Coupeville to play as an independent in football, letting the Wolves skip the larger 2A schools. The other Coupeville sports continued to play a full conference schedule. The agreement for football was for two years, giving time for Coupeville “to build up its program,” Stolee said.

Coupeville’s enrollment, however, continued to drop, and next fall it will be the smallest 1A school in the state with 225 students in grades 10-12. Other enrollments in the Cascade Conference range from Cedarcrest’s 691 to King’s 368. Two years ago, South Whidbey dropped from 2A to 1A and Sultan will make the switch next fall. “The Cascade Conference

has been very supportive,” Stolee said, and understands Coupeville’s situation and wish to move. The change in leagues picked up momentum when the athletic directors from Port Townsend and Chimacum, both small 1A schools like Coupeville, approached Stolee. Port Townsend is in a similar situation as Coupeville, being the only 1A school along with eight 2A schools in the nine-team Olympic League. (Port Townsend, however, competes in the 1A Nisqually League in football.) Chimacum, a full-time member of the 1A Nisqually League, was also dissatisfied with its situation; six of the nine league schools in the conference are private. The Port Townsend and Chimacum athletic directors asked Stole to consider form-

ing a four-team 1A division within the Olympic League along with Klahowya High School of Silverdale, which will drop from 2A to 1A next school year. The Olympic League accepted Coupeville and Chimacum Jan. 23 and will split into two divisions, 2A and 1A. Unlike the Cascade Conference, which will also have a mix of 2A and 1A schools, the Olympic League will not require the 1A schools to play the 2A schools; separate standings will also be kept for each division. Port Townsend, with 327 students, and Chimacum, with 237, are similar in size to Coupeville. Klahowya, however, is the third largest 1A school in the state with 456 students. The 2A members of the Olympic League are Port Angeles (939 students), Olympic

Philosophically, the Olympic League will be a better fit, Stolee said. “Port Townsend and Chimacum are more like us; they think like us,” Stolee said. In her meetings with their athletic directors, the focus was always on “what is best for kids,” Stolee said. Port Townsend and Chimacum are also similar to Coupeville in their isolation from the I-5 corridor, Stolee added. The other Cascade Conference teams are much closer to the Seattle area and its off-season athletic opportunities, such as private coaches, academies and elite teams. The move does include a few negatives, primarily in scheduling. With what will be essentially a four-team league, it may be difficult to find 14 non-league games to fill out a 20-game schedule. Also, the Port Townsend ferry does not run as late as

the Mukilteo ferry, so traditional starting times for some sports will have to change. Coupeville football coach Tony Maggio is all for the change: “I love it. (The) teams are close to our size. It levels the playing field not having to play 2A powerhouses.” David King, the head girls basketball coach and co-head coach of the softball program, said he is “fine” with the Cascade Conference but sees the benefits of the Olympic League. “I like the competition we face in the Cascade Conference,” King said. He also likes being familiar with the Cascade Conference teams and their playing styles. The Olympic League will present “a whole new set of teams to learn.” On the other hand, he said, “Playing new teams is intriguing.” “If it puts us on a more even playing field,” he added, “then I’m all for the change.” The bottom line, Stolee said, is “at the end of the day, we did what was best for the kids.”

Weber finishes dozen years on the Port board Changes to Greenbank Farm mark tenure By Nathan Whalen Staff Reporter

Benye Weber worked through many changes during her 12 years serving on the Port of Coupeville’s publicly elected board. When she was elected as commissioner, the Port of Coupeville operated a bit more informally. It didn’t have regular office hours, nobody manned the phones and its records were stored at the home of the then-port consultant. “We needed a director. We didn’t need a consultant,” Weber said in an interview. Jim Patton, who recently completed his tenure as port executive director, was hired in 2004. During her tenure as commissioner, she tried to find grant money to help pay for maintenance of the ports facilities. Armed with a 25-year-old comprehensive plan to make a case for improvements, the results weren’t good. “That’s when I was laughed out of the room in Olympia,” Weber said. In the coming years, port officials worked with the community to outline visions for the port’s facilities. The commissioners eventually approved a new comprehensive plan for the Port of Coupeville and a master site plan for the Greenbank Farm. She also highlighted the establishment of a small farmer training center at the farm and working with the Ebey’s Forever Fund to secure funding that paid for repairs of the south wall at the Coupeville Wharf.

Benye Weber holds a recognition she received from the Port of Coupeville. She recently finished 12 years of service on the publicly elected board. Recently the port secured a conservation easement for the Greenbank Farm that protects the recreational, agriculture and environmentally sensitive land. “I feel good about the results and I feel good about the leadership left there,” Weber said. Marshall Bronson, president of Port of Coupeville board of commissioners, said Weber helped shepherd the Greenbank Farm projects. She did have disagreements with her fellow commissioners. Most recently she voted against a proposal extending by more than one year the lease the port had with the Greenbank Farm Management Group. She voted against it because she said she wanted to be faithful to the original agreement. Weber moved to Whidbey Island in 1965 and her children graduated from Coupeville schools. She has also been active with the Trust Board of Ebey’s Landing and she is one of the organizers for the Penn Cove Water Festival. She has been a member of the Island County Civil Service Com-

Weber said she wants to “bird dog” some things to make sure they come to fruition, like the funding to replace the fuel floats at the end of the Coupeville Wharf. She also wants to see port officials apply for the county’s rural development fund to help pay for the redesign of the sewer system at Greenbank Farm. “I’m real pleased with the state of the port right now,” Weber said.

Family pet warns owners of attic fire at Crockett Lake home A family cat woke its owners when a fire sparked in an attic last week. At 3:08 a.m., Jan. 24, Central Whidbey Island Fire and Rescue responded to a reported residential fire in the 900 block of Gainsborough Road in Crockett Lake Estates. The first arriving engine found a fire in the attic with smoke from the gable ends of the roof, according to a news release from the fire department. Three engines, a water tender and chief officer quickly extinguished the fire that was burning the roof trusses and insulation in the attic. The fire likely occurred as a result of a defect in the metal chimney where it penetrated the ceiling, officials said. Heat from the chim-

ney ignited wood trusses and insulation above the ceiling and burned unnoticed for a considerable time. The fire developed slowly due to its location under a layer of insulation, according to the news release. Smoke filled the attic and then pushed down into the living area of the residence. The home was equipped with a smoke detector, but it failed to activate. The family cat woke the occupants and they were able to escape from the smokefilled home. Before the fire department arrived, the owner opened

the front and rear doors to clear smoke and attacked the fire with water from a garden hose. While resident’s actions had a positive impact on the outcome of the incident, under slightly different conditions opening doors and re-entering a burning building would have been extremely dangerous, the news release stated. Our opinion:

Move to Olympic League is a step in the right direction for all Coupeville High School Athletic Director Lori Stolee said changing the school’s athletic affiliation from the Cascade Conference to the Olympic League is what is best for Coupeville student-athletes. She is right. Although the two leagues have similar makeups – a mixture of 2A and 1A schools – the Olympic League, unlike the Cascade Conference, will place the two classifications into separate divisions. The smaller 1A schools will not be required to play the 2A schools. Beginning next fall, the Wolves will join Port Townsend, Chimacum and Klahowya (Silverdale) in the Olympic League’s 1A division. Coupeville is the state’s smallest 1A school with 225 students in the top three grades. Port Townsend (327 students) and Chimacum (237) are also two of Washington’s smallest in the classification. The Wolves will no longer face schools like Cedarcrest and Lakewood, who have enrollments twice their size. They will also no longer face private schools, such as King’s and Archbishop Murphy, which have the advantage of attracting athletes from outside the district. With the move, Coupeville will be consistently more competitive, which will result in more wins and greater school pride and spirit. And, more importantly, it will be safer. In football, for example, most of the varsity teams are dominated by physically mature upperclassmen. At large schools, when a starter is injured, he is replaced by another upperclassmen. Small schools like Coupeville don’t have that luxury. Freshmen back up seniors and juniors. It’s risky, as Coupeville found out three years ago when it finished the football season with 17 players out because of injury. Coupeville moved to the Cascade Conference to seek greater competition. For years, the Wolves valiantly held their own, but with a decreasing enrollment, the successes are becoming fewer. No one should look at the move to the Olympic League as a step down. Everyone should look at it as a step in the right direction.

CHS boys chase down Cougs with 4th-quarter rally By Jim Waller Staff Reporter

The Coupeville High School boys basketball team grabbed a victory sandwiched between two losses, and it was that win in the middle that was the most filling. The Wolves squeaked by host Lakewood 59-57 Friday, Jan. 24, to keep their playoff hopes afloat. The win also broke a 37-game Cascade Conference losing streak. On each side of the win, Coupeville lost to the league’s top teams. Tuesday, Jan. 21, the Wolves fell 72-39 at second-place Cedarcrest; and Saturday, Jan. 25, first-place King’s defeated host Coupeville 73-33. Tuesday, Jan. 28, Coupeville took on South Whidbey in a game to decide which of the teams would earn the league’s second 1A berth in the playoffs. Results were not available at press time. In Friday’s win at Lakewood (2-7, 5-10), the Cougars led 16-14 at the end of the first quarter, then Coupeville knotted the score at 24 at halftime. Coupeville girls let Lakewood game slip away Going into the girls basketball contest against Lakewood Friday, Jan. 24, Coupeville High School coach David King said he expected a “tough game.” It turned out to be tough in more ways than one. As predicted, it was close; the visiting Cougars won 39-36. But it was also a tough loss for the Wolves to accept because they let an 11-point, fourth-quarter lead slip away as Lakewood finished the game on a 17-3 run.

The game followed another rough loss. Coupeville played one of its best games of the season before falling to powerful Cedarcrest 57-47 at home Tuesday, Jan. 21. Against Lakewood (5-4, 5-10), turnovers, missed shots, lax defense and poor execution hurt the Wolves during the Cougars’ comeback, according to King. In regard to the Cedarcrest game, King said, “What a game we had last night.” Cedarcrest (7-1, 12-2), ranked seventh in the state 2A poll, outscored Coupeville 20-11 in the fourth quarter to hold off the pesky Wolves. Coupeville controlled the first half, then Cedarcrest outscored the Wolves 13-6 in the third period to

take a one-point lead, 37-36, into the final quarter. “We started to lose energy and we were tired in the fourth,” King said. Stone was the game’s dominate player with 23 points and 14 rebounds. Messner added 10 points, Fabrizi seven, Kiel four and Strasburg three. Cedarcrest defeated Coupeville 66-27 Dec. 10. Coupeville (3-6, 6-8) hosts Sultan (4-5, 5-10) at 6:45 p.m. Friday, Jan. 31.
