Hearing set for town’s ‘14 budget By Megan Hansen Editor

Coupeville Town Council will hold a public hearing next week to seek input on the draft $5.1 million 2014 budget. The document reflects a few changes to town finances including a 5 percent cost of living increase for town employees. Mayor Nancy Conard said employees haven’t seen a raise since 2009. “There was a steady upswing in sales tax revenue,” she said. “It was time.” When budgeting, Conard said she takes a very conservative approach. Mayor plans to propose one-way road By Megan Hansen Editor

In an attempt to deal with bluff erosion, Town of Coupeville officials are looking at possibly turning part of Front Street into a one-way road as a way to deal with bluff erosion issues. Mayor Nancy Conard said she is waiting for additional reports from surveyors before bringing a recommendation to council. She said she anticipates that happening early next year. Officials started looking at options after part of the bluff gave way earlier this year, causing part of the pedestrian walkway to crack and be taped off from foot traffic. The area in question is a residential area, between Main Street and Gould Street, and the road sees minor traffic, Conard said. Part of her inquiry has been to visit with residents who live along the road and get their opinion. Conard said she still has a couple more residents to talk to, but so far everyone she’s

New shelter one step in WAIF’s goal for expanding service By Nathan Whalen Staff Reporter

If fundraising goes as expected, stray animals caught on Whidbey Island could have a new home. Officials with the Whidbey Animals’ Improvement Foundation are raising money and constructing a new campus. Nearly $2 million has been raised and leaders are looking to collect another $1.8 million to pay for construction of a new 8,700-square-foot- building on 9.8 acres of land located across the street from the current shelter near Coupeville. Waif’s current home is only 2,200 square feet in size, lacks potable water and is located on a former landfill that vents methane. “It’s a pretty minimal space,” said Bob Rupp, WAIF board president who is also helping manage the project. “We’re grateful the county has let us use the building for as

long as we have.” He added the county-owned building was never designed to be a shelter and it’s a challenge for staff to meet health standards. Officials announced the public portion of the fundraising campaign in August. The public portion of the campaign features a “Tag the Wall” medallion. Donors pay $50 for a custom engraved dog or cat medallion, which will be placed on a wall that will be located in the new shelter. In the months since the public announcement, approximately $150,000 has been raised. Rupp said a “friendly competition” is underway to see whether more dog lovers or cat lovers purchase a medallion. Rupp described WAIF as a minimal kill shelter, where dogs and cats, which are either too sick or too incorrigible, are euthanized. He added that approximately 60 percent of the dogs and cats are eventually returned to

their owners. In 2012, 320 dogs and 173 cats came through the WAIF shelter near Coupeville. For the dogs, 141 were adopted, 132 were returned to their owners, four were transferred to other shelters and 14 were put to sleep. For cats, 123 were adopted and 14 were put to sleep while the others remain in WAIF custody, according to information provided by the organization. The new shelter would feature more space to house animals. Plus, the nearly 10-acre property would provide space for the animals to exercise. Expanding the facility would also allow the nonprofit organization to expand services such as the spay-and-neuter program. The first building for WAIF’s new shelter is already complete. Two Coupeville school levies Port approve’s McDonald’s head to voters in February employment arrangement By Nathan Whalen Staff Reporter

Central Whidbey voters s will be asked to decide early next year whether to continue local funding for Coupeville schools. The Coupeville School Board last week approved sending two levies that will bring in millions of dollars to the district. Voters will consider the two replacement levies during a special election scheduled for Feb. 12, 2014. “We want to stress that this is a replacement levy,” board president Kathleen Anderson said “It’s the same as what ran four years ago.” The maintenance and operations levy will bring in $2.24 million a year for the next four years, which is a significant portion of the school district’s roughly $10 million budget. If approved, property owners would pay approximately $1.15 per $1,000 assessed property value. The technology levy would bring in $300,000 a year for the next four years. It

would pay for continued technology purchases, training and upgrades. Voters first approved the tech levy four years ago. Since then, school leaders used the levy dollars to purchase more than 700 electronic devices, an Internet-based phone system and training for staff. “We’ve come a long ways in the last four years and we want to continue to move forward,” said superintendent Jim Shank. Anderson said the state doesn’t provide much support for technology in schools. “The state does not recognize technology as basic education,” Anderson said. Both levy proposals are similar to the ones school officials presented to voters four years ago. They both need to be approved by a simple majority. Shank said he is looking for names of potential candidates to lead a levy committee tasked with promoted the two levies to Central Whidbey voters.

The next month or so will be a time of transition for the Port of Coupeville. A new executive director will take the helm of the district in December and a new commissioner will start his term in January. The commissioners for the Port of Coupeville this month approved an employment arrangement for Tim McDonald, who will start his tenure as executive director Dec. 1. The one-time Island County health and human services director will work as a salaried employee and earn $3,200 a month, or $38,400 a year. He won’t receive any benefits. The agreement doesn’t include a required number of hours, he has to work as long as it takes to complete his duties, current

McDonald’s contract is slightly higher than what was budgeted for Patton, who earns $50 an hour as a contractor for the port and the port’s budgets $33,600 a year for his salary. Patton worked for the Port of Coupeville on a contract basis and he carried his own liability insurance. McDonald, on the other hand, wanted to be an employee with the port so he would be covered by port’s insurance. The commissioners for the Port of Coupeville approved terminating Patton’s contract effective at the end of the month Patton said. He will serve as assistant executive director for the Port

of Coupeville through the month of December. Patton said he will show McDonald the ropes and introduce him to the contacts needed to perform his job duties. Patton will continue to earn $50 an hour. McDonald’s start date comes on the heels of the general election that places a new face on the three-member board. Bill Larsen appears to have edged out Patton for the District 2 commissioner seat. Larsen earned 53.04 percent of the vote during the Nov. 5 election. He will replace Benye Weber. Mike Diamanti, who was appointed to the District 3 seat earlier in the year, garnered 57.09 percent of the vote over Dick Bowen. A ballot measure reducing the length of commissioner terms from six years to four years, was passing with nearly 92 percent of the voters favoring the measure. The Island County Auditor is scheduled to certify the results of the general election Wednesday. McDonald will participate in the Port of Coupeville’s December meeting scheduled at 10 a.m., Wednesday, Dec. 11, at the Coupeville Public Library. Ebey Bowl back in action with new partnership By Sara Hansen Staff Reporter

After taking a break, Ebey Bowl is back in action. The bowling alley was closed for about a month, and re-opened mid-October. On Sept. 22, Traci Wisdom received a phone call from Matt Iverson and Mimi Johnson, the siblings who own Ebey Bowl. They asked her if she wanted to become a partner. The siblings own an Allstate Insurance Company branch in Oak Harbor as well. Between the business in Oak Harbor and the bowling alley, they were not getting to spend as much time with their families, Wisdom said. By managing Ebey Bowl, it helps everyone out. Wisdom worked at Oak Bowl & Mario’s Pizza and managed the kitchen for six years. She said John Youngsman taught her how to run a kitchen when he worked there, and the owners Thomas and Kathy Cockrell showed her how to run a business That experience gave her the confidence to take on this project. “I’ve always wanted to

in Ebey Bowl has changed some, but Wisdom is keeping old favorites. She added allyou-can-eat fish and chips on Sundays and created a build-your-own burger

menu. The bowling alley still has the same features customers love — the old Pac-Man and Donkey Kong video games, as well as the old Brunswick

pin setting machines. The business is rich with history, opening in November 1959 after Bill and Anne Engle decided to give their barn a makeover. “This is what people like. It’s got one of those feelings that takes people back to their childhood,” Wisdom said. Wisdom graduated from Oak Harbor High School and has been friends with Iverson and Johnson for a while. When she got her drivers license at 16, she actually bought her insurance through their dad. When they first took over Ebey Bowl in 2010, she helped them put together their menu, and taught them everything she knew from her previous experiences. “We’re just one big happy family,” Wisdom said. After high school, Wisdom joined the Army military police and served in Virginia for 10 years. She moved back to Whidbey Island in

2002 to be closer to friends and family. Winter is the busy time at the bowling alley, Wisdom said. The weather isn’t as nice outside, and the sun sets sooner. League bowling started Nov. 7 and is every Thursday for 12 weeks not counting holidays. It’s nonsanctioned, Wisdom said, so bowlers play for fun and of course for bragging rights. A new addition to Ebey Bowl’s offerings is karaoke. The first karaoke night is 7-11 p.m. Friday, Nov. 15. Wisdom said she is excited because it will be family friendly. Children will be encouraged to participate. “If a 5-year-old kid wants to sing, ‘I’m a Little Teapot,’ she can do that if she wants to,” Wisdom said. Wisdom said her goal is to make Ebey Bowl a place where families and community members want to come and enjoy. “It’s all about giving families a nice, fun place to go.”

There’s plenty to be thankful for living in this town As the holiday season approaches, people usually take a moment to stop, look around and appreciate the things for which they are thankful. Residents in Coupeville should have a lot of thankfulness. They get to live in a beauMegan Hansen tiful, charming community Some perspective that does so much to support each other. Next week as people gear up for a day of roasted turkey and football, many in the community will be gathering at the Coupeville Rec Hall for a community Thanksgiving potluck. The annual event starts at noon and goes until food runs out. Volunteers provide and cook the main courses and the public is invited to participate by bringing a side dish. Attendance could exceed 200 people. This is just one of the upcoming events this holiday season the lucky people in Coupeville get to look forward to. From 11 a.m. to 2 p.m. Saturday, Nov. 30, families can come back to the Rec Hall for a gingerbread workshop hosted by the Coupeville Historic Waterfront Association. The association provides materials for everyone to make festive gingerbread creations, offering some good ole’ family fun. This event segues into a contest sponsored by The Whidbey Examiner and Coupeville Library. After creating your gingerbread masterpiece, we invite you to drop off your creation at the library for the Fourth Annual Gingerbread Challenge. With an entry fee of nonperishable food items for Gifts from the Heart food bank, contestants are eligible to win a prize in one of three categories — youth, adult and people’s choice. Keeping futures Fund should be no-brainer Editor, What do you love too much to lose? There is a proposal before the Island County Board of Commissioners to essentially gut the highly successful and popular Conservations Futures Fund. What has the fund done? It has helped preserve and create public beach access, forest parks, off-leash-dog areas, wildlife habitat of regional significance; miles of hiking, biking and equestrian trails and helped preserve prime farmland. Double Bluff County Park, Ala Spit, Greenbank Farm, Davis Slough Heron Rookery, Trillium Forest and the 3 Sisters farm to mention just a few examples of what the fund has done for us. Who benefits? We all do. We have access to beautiful areas to

recreate, keep fit, commune with nature and spend quality time with friends and family. This is also what attracts the tourists who bring revenue into our county. These natural spaces have made our county a magnet for the region and beyond. Tourism is a major economic driver for us. It also provides an important tool for sequestering carbon dioxide, which is dangerously changing our ocean and atmosphere. Trees and healthy soils absorb tremendous quantities of carbon dioxide so that it can’t acidify the sea or contribute to the global warming melting of the polar ice cap and creating ever more severe extreme weather. The CFF is a gift to the present and the future and easy to give. What does it cost? Roughly $13 a year for the owner of a $250,000 house. What can you get for $13 these days that would be the equivalent of those

benefits I mentioned earlier? Actually, you’d be saving money. As a physical therapist, I know just how valuable staying active, especially outdoors, is for our physical, emotional and, yes, cognitive health and well-being. In addition, the money raised through the Conservation Futures tax is highly leveraged. The money raised is almost always matched by state, federal and nonprofit organizations. This multiplies the impact to preserve far more open space than could possibly be accomplished with local funding alone. This is a no brainer. New town employees settle in

Nancy Conard Town Talk I’d like to introduce you to some of the new faces at Town Hall: Bridget Smith is our new planner, and is also handling some of the work regarding building permits. Bridget has been on board since May 28. She has a bachelor’s degree in architecture, from University of Oregon, which will serve her well in working with the Historic Preservation Commission and our local residents processing building permits in Ebey’s Reserve. She has both public and private experience, having worked for the City of Shoreline as Building Official, and in private practice in a variety of positions which included project management, plan check, code compli-

ance, short plats and building within critical areas. Her problem solving skills, systems analysis and focus on process will help us to improve our internal procedures and increase our efficiency. She has a passion for sustainability and has been involved in many organizations and assumed leadership roles around the topic, as well as in emergency preparedness, green building and low impact development. Bob Snyder, our building official, recently accepted another position with another municipality. Bridget has assumed responsibility for responding to requests for information and coordination of permit applications. Plan checks and building inspections are being contracted to Island County Building Department. Bridget is in the office Tuesday-Thursday, and may be reached at planner@ townofcoupeville.org Jesse Lynn has joined the Utilities Department, replacing Paul Knight, who accepted a position with another utility district.

Jesse is a long time resident of the island, graduating from Oak Harbor High School and Skagit Valley College. His past experience in residential and commercial construction and underground utilities are assets in his new position. Jesse works with Paul Vinsant operating the water and sewer utilities. Stephanie Rogers joined our Maintenance Department. Another long time Whidbey Island resident, Stephanie’s experience with Island County Road Department in a similar position means she has quickly come up to speed on our town procedures. She joins Dan Dalton in the maintenance department. In addition to these new additions, Kelly Riepma was recently promoted to public works superintendent. She came to the town with good skills and has honed them further in the

Hundreds to gather for annual community Thanksgiving meal Hundreds of people will share their Thanksgiving holiday together at the Coupeville Recreation Hall. Coupeville’s Community Potluck begins at noon Thanksgiving Day and continues until the food runs out. A loose-knit group of a half a dozen or so volunteers will cook the turkey, ham and gravy as the main course and it’s up to the people who show up to bring the side dishes, said Sandey Brandon, publicist for the event. “It’s just an opportunity to get together,” Brandon said. The dinner is funded through donations and it is alcohol and smoke free. In addition to the residents attending, Brandon said tourists visiting Coupeville and families with loved ones in the hospital also enjoy a Thanksgiving meal at the rec hall. People can also stop by

Now it’s time to look to the future. For Coupeville High School football players Nick Streubel and Jake Tumblin, the season – as a team and individually – did not turn out as hoped. The Wolves entered the fall with high expectations, but injuries derailed Coupe-

One of those little things, the injuries, turned out to be a big one. A slew of players missed games, including Streubel and Tumblin, arguably the Wolves’ best two players. Three running backs, three linemen and the starting quarterback all missed chunks of the season. The result: a 4-5 record and no playoff berth. Streubel missed a game and played only part of another because of a sprained ankle, which he injured, ironically, away from the football field. Watching from the sideline, Streubel said, was “very frustrating.” He added, “It killed me watching the rival game.” The rival game was a homecoming loss to South Whidbey that essentially knocked Coupeville out of the playoff race. Tumblin was hindered by a hamstring injury early in the season and eventually missed a game because of it. After finally getting healthy, he put together back-to-back 200-yard rushing games only to be sidelined again for a game and a half with a concussion. Though the final season mark of 4-5 was lower than expected, head coach Tony Maggio pointed out that it is still the best record by Coupeville in four years. The high school football careers of Streubel and Tumblin are over and now the pair is looking to the next level. Each wants to play college ball. Streubel, a 6-foot, 4-inch two-way lineman, is receiving strong looks from some schools. Wyoming and Montana have been in constant contact, and others, like Oregon State, have shown interest. For Tumblin, a 5-9, 175-pound back, the interest has been less. His first real taste of recruiting came when he joined Streubel on an unofficial visit to Boise State last weekend. “An amazing experience,” Tumblin said. “ Just glad I was able to experience an amazing city and football atmosphere.” Both said they first realized college football as a realistic goal last fall. At that time “coaches started calling and asking about us,” Tumblin said. To enhance their chances, they went to several summer camps to get exposure. The pair traveled to Montana together and Streubel added a trip to Portland State.

Town council is still debating between keeping its own police force or contracting with Island County Sheriff’s Office. Conard said a draft contract with Island County is still being reviewed and she doesn’t expect to see it until January.

“I still don’t know which way it will go,” Conard said. “Whichever way it will go, the budget will handle it.” Two utility projects are also reflected in the budget, which will also segue into a street project that includes rebuilding and resurfacing Madrona Way from Broadway to Vine streets. Conard said she isn’t sure when the projects will go to bid. Several years ago, Conard said the council started earmarking funds for future projects and started saving. Some of those projects in-

clude $40,000 for new public restrooms, though no location has been determined, $35,000 for renovations to the town park restrooms, $20,000 toward improvements to the municipal parking lot.
