Project Description: Western Washington Phase II Municipal Stormwater Permit (WWPIIMS) requires that all permittees review, revise, and make effective their local development-related codes, rules, standards, or other enforceable documents to incorporate and require low impact development (LID) principles and LID BMPs. The Permit mandates that this work be completed no later than December 31, 2016. This non-project action is the result of Covington’s effort to comply with the permit. These proposed code changes will result in a clear compliance with the Ecology NPDES Permit. The associated amendments to Titles 12, 13, 17 & 18 related to stormwater design and implementation will provide better consistency for staff and applicants that are subject to the requirements of the permit.
