Commissioner Kelly Emerson prematurely packed up and left a meeting of the board Monday night, clearly annoying the chairwoman. The incident is the latest in a series of disruptions showing a visibly-strained relationship between the commissioner from
Camano Island and her fellow board members. During an interview Tuesday, Emerson said she didn’t think she was being rude — and didn’t intend to be disrespectful —but that her colleague’s reaction isn’t anything new. “They are always annoyed at me,” she said.

Ex-Police Explorer enters ‘not guilty’ plea

A former Police Explorer accused of stealing a police car and impersonating an officer on the Navy base was arraigned Monday in Island County Superior Court. Josue A. Capellan, a 20-year-old Oak Harbor resident, pleaded not guilty to taking a motor vehicle without permission, criminal impersonation in the second degree, theft in the third degree, and possession of a pistol by a person over 18 and under 21. Capellan wore the bright orange jail uniform at the hearing. He is being held in jail on $15,000 bail. According to Oak Harbor police, Capellan was the longest-tenured member of the department’s Explorer program, which is meant to educate young people interested in careers in public service about the realities of police work. Capellan allegedly stole a Taser, a police badge, a “key fob” for a patrol car and other items from the police department. In May, he dressed in a police uniform and drove the patrol car onto Whidbey Island Naval Air Station. See plea, A11
