For the first time since its adoption in 2005, the City of Redmond’s Transportation Master Plan (TMP) is undergoing a major update.

The process began in 2010 when the city collected travel diaries from members of the community to see what types of transportation — car, bicycle, bus, foot or any other mode — people used in a 24-hour period.

This was followed in 2011 by public meetings and online opportunities for the community to provide input.

Don Cairns, transportation planning and engineering manager for the city, said the diaries were instrumental in giving them a clearer picture of the city’s transportation needs and the community input “was really helpful early on.”

The updated TMP, which is a component of the city’s Comprehensive Plan, will guide citywide transportation investments and policies and is made up of two components: An 18-year plan of what the city can afford through the year 2030 and a buildout plan, which includes all the city’s important transportation needs. The plan is in the final approval stage and Redmond City Council is scheduled to vote to approve it on Aug. 20.

Cairns said there have been some specific changes in transportation since 2005 but the general

direction of the TMP has remained the same.

Some of the changes the city has had to factor in while updating the TMP include a complete-streets ordinance that requires roadways to be car, bike and pedestrian friendly.

Cairns said they also have to take the environment into consideration now and think about how their plans would affect the area’s water and air quality.

The approval of light rail coming to Overlake has also given city staff something concrete to work with in planning that area as they know where the stations will be located and how this will affect land use, Cairns said.

“That’s been pretty significant,” he said.

Another significant change that has affected the TMP update has been the economic downturn as it affected what the city could afford to deliver, Cairns said.

In addition to community feedback, he said city staff updated the TMP using a strategic framework that incorporates the city’s vision and an analysis of the challenges and opportunities facing Redmond.

That strategic framework included looking at whether the TMP supports the city’s two urban centers in downtown and Overlake, improves travel choices and mobility in the community, prepares the city for light rail, increases neighborhood connections and enhances freight mobility.

In the weeks before her death, the single mother told her son that she suspected Polak may be back in Bellevue. She warned him to stay away and worried that her ex intended to kidnap the teenager.

“I had no clue that there was anything wrong,” said Dr. Welch. “She was always upbeat and always positive.”

Detectives contacted Polak on the evening of June 20 in the parking lot of the Hid-

den Creek apartments, where his sister and nephew lived. Upon asking him to voluntarily join them at the police station, they noted a scratch on the back of his neck and a bandage on his left pinky finger, which would later reveal a deep laceration. In his car, which Polak told police he had borrowed from a friend, they noticed stains and material that resembled that at the crime scene. Polak told police that he had been alone all of June 17, after swimming in the morning to help his asthma. He attributed his lacerated finger to an injury he had sustained while cutting an avocado. Charging papers say that Polak later asked the police what the sentence for murder was, and when he would be arrested.

That same day, after the interview with police had concluded, Polak was seen purchasing a bus ticket at the downtown Seattle Greyhound station. The following morning, police witnessed him board a bus and followed suit.

Local officers arrested Polak in Los Angeles with the assistance of U.S. Marshalls and the Los Angeles Police Department. He was found hiding $5,000 in his baseball cap and interviews with fellow passengers would later reveal that Polak had asked them about traveling to Mexico.

On Monday, Polak appeared at an extradition hearing in Los Angeles.

As the chief of the Redmond Police Department, I want to briefly address the recent claims made against the City of Redmond Police Department.

I am proud of the manner in which we uphold our core values of integrity, accountability and commitment to service, even at times when these values are put into question. As the chief, I strongly believe that it is our civic duty and responsibility to fairly hold our employees accountable when their behavior falls short of our high expectations. This is a duty that I take seriously.

While I will not comment at this time about any particular claim, I will say that our commitment to accountability is at the root of each of these claims. In each instance, the officer involved was the subject of sustained findings of violations of policies, procedures and/or standards.

It is only through this level of accountability that we continue to have the support of the citizens we serve. I remain

steadfast that my disciplinary decisions in these cases have been made in a manner that is in keeping with our community expectations, our department values, our internal Manual of Standards and the Collective Bargaining Agreement established by and between the City of Redmond and the Redmond Police Association (which represents our officers).

Congresswoman DelBene visits STEM High School Deep within the quiet hills of Redmond (or rather, forests) lies a school that, to put it mildly, is doing anything but quiet business.

Lake Washington School District’s STEM High School, just having completed its first year as a school, already has an impressive number of plaques, awards and wide breadth of recognition under its belt.

The school has and continues to receive a great amount of attention, from elementary school tours to interviews and visiting educators.

Earlier this month, STEM was fortunate enough to have Dr. Mary Alice Heuschel, Gov. Jay Inslee’s chief of staff, pay a visit to the school and interact with the students as they presented and explained their various projects (ranging from the Imagine Tomorrow competition — in which STEM received six awards and an impressive amount in cash prizes — adept computer applications created by the students, a world-competition qualifying VEX Robotics team and a nationally ranked first-place National History Day

team).

A few days later, Congresswoman Suzan DelBene paid a visit to the school, as well, and formally cut the ribbon for STEM High School.

She mingled with the students and listened to them talk about their work.

What was perhaps the most fascinating thing about seeing this community-scholar interaction was that it truly solidified the idea that STEM is built on the principle of an open and involved community that strives to not merely educate students in said fields, but to educate the students to make an impact.

The two visits mentioned above, the extraordinary achievements of STEM’s students as well as the added cumulative interest of the community in general really sheds a positive light on what the future holds for STEM education and the next generation of scientists, technology oriented careers, engineers and mathematicians.

Novelty Hill Road project is a ‘thing of beauty’ It was an exciting Tuesday morning (June 25) for residents and travelers in the Northeast Novelty Hill Road area. After more than a decade in planning, permitting, process, design and construction, the roadway between Northeast Novelty Hill Road and Northeast 95th Street (near the Bear Creek Valley Campus and Perrigo Park) opened ahead of schedule after a brief celebration and ribbon-cutting ceremony.

I served on the community advisory group for the project since late 2002, and it seemed like a unique opportunity to have a wide variety of citizens involved in the planning process. I feel privileged to have played a small role in the project. Barbara deMichele, and later DeAnna Martin, served as the community liaisons during the many phases.

Not only did the overall design for the project invite feedback and input from neighborhood citizens and interested parties, it incorporates best practices for road design and maximizing safety improvements, solving and actually improving multiple and complex environmental challenges, all the while working with the community at large to communicate the progress and minimize traffic impacts and disruptions during construction.

One of the engineers mentioned that people often look at a completed road and think, “It doesn’t look like much.” That may be the case here… and this is a testimony of great design where it flows with the surrounding area, feels like it “belongs” and as King County Councilwoman Kathy Lambert describes, you look ahead and see a place where you want to go.

Although this process has spanned many, many years, the benefits and impact will be enjoyed for decades to come.

It truly is a thing of beauty!!!

The King County Library System will reopen the Library Express at Redmond Ridge, 10735 Cedar Park Crescent N.E., on July 16.

New operating hours will

be from 6 a.m. to 10 p.m. daily.

Beginning July 16, all new Redmond Ridge holds ready for pickup will be available at the Library Express. If people changed their pick-up locations for items during the closure, they can contact library staff to change it back.

Cancer survivor returns to Children’s Hospital Redmond native to begin internship at her ‘second home’ SAMANTHA PAK spak@redmond-reporter.com

Cassandra Hargin-Muller has no qualms admitting she is a bit different from others.

First of all, she considers Seattle Children’s Hospital a second home and calls it her “happy place.” Second of all, she looks back at the time she was diagnosed with and treated for stage-four rhabdomyosarcoma — a type of muscle cancer — with fond memories. And finally, after (reluctantly) aging out of Children’s, the Redmond native is returning to the place where she received intense chemotherapy and radiation treatments for her condition — all with a big smile on her face.

“The Children’s Hospital cockroach,” she said with a laugh, describing how she’s not making it easy for the hospital to get rid of her.

COMING FULL CIRCLE

While in the past, HarginMuller, who graduated from Redmond High School in 2008 and now lives in Kirkland, has entered the hospital as a patient, this summer, she will be on the other side of the medical chart.

Earlier this month, she graduated from Seattle University’s College of Nursing and will soon begin a summer internship in Children’s pediatric oncology unit — the same unit in which she was treated as a kid, though it is in a new wing in the hospital.

Hargin-Muller was diagnosed in November 1995 at age 5. She received chemotherapy and radiation and underwent nine surgical procedures to remove a grapefruit-sized tumor in her left gluteal muscle near her hip. She went into remission

by July 1996 and since then, has been cancer free.

Despite her grave prognosis, Hargin-Muller said she enjoyed her time at Children’s because the nurses and doctors were so

nice, she made friends and the environment was so kid friendly.

“They do such a good job of making it not sterile,” she said, adding that Children’s always has activities to keep kids and families busy such as visits from Santa, clowns, hospital dogs and more.

“They’re really catering to kids.”

Hargin-Muller said she couldn’t have asked for a better experience and as a result, she grew up looking up to the nurses who treated her rather than the singers, actresses and other celebrities young girls typically idolize.

In deciding to go into the medical field, Hargin-Muller said she chose to be a nurse rather than a doctor because nurses have a bigger role in a patient’s treatment and are more involved. She also chose to go into pediatric oncology with the goal of returning to Children’s.

Redmond is known as the Bicycle Capital of the Northwest and this weekend, the city will live up to its nickname as hundreds of cyclists will gather to raise money for the local and global biking community.

The second annual World Bicycle Relief (WBR) Red-Bell 100 Ride will begin at 7 a.m. on Saturday at Marymoor Park just outside of town. The fundraiser is a 104-mile ride from Redmond to Boundary Bay Brewery in Bellingham to benefit WBR and Seattle-based Cascade Bicycle Club (CBC).

The proceeds will be split 70-30 with the majority of the funds going

Her parents, however, were fully aware of her condition.

“I really struggled at first — realizing that the apple of my eye had just been

A LONG ROAD TO SUCCESS

Even though HarginMuller has had her sights set on nursing since she was a little girl, it wasn’t easy.

As a result of her treatments, she developed “chemo brain,” a condition

Jonathan Gorstein is this year’s top fundraiser, bringing in $6,872 as of Wednesday evening.

The 52-year-old man from Seattle first learned about WBR when he was in rural Zambia for his work as a public health nutritionist and some farmers were using bikes to transport crops to a local market.

“The farmers told me that they could never get

their crops to market to sell and the bikes had been ‘transformational’ for their livelihood, their families and to make vegetables more widely available to other families,” he said. “The bikes they had before would all break down and were a waste of money. As I learned more about World Bicycle Relief, I became more and more excited about finding a way to support the organization.”

He learned about RedBell 100 as a member of CBC, but could not participate last year because he was out of the country. Gorstein said he thought a goal to raise $1,000 was too ambitious, but once he saw how “compelling [ more RIDE page 10 ]

A science degree, such as one in nursing, is even more difficult as it requires a lot of memorizing and “chemo brain” affects a person’s rote memory, she said. Hargin-Muller began showing signs of the condition in elementary school.

“It was so hard to get through college,” said Har-

gin-Muller, who chose to get her degree in five years to make her course load more manageable. “It was like running a marathon.”

Hargin said any parent is proud to see their child finish college but for him, watching his daughter power through some of the post-treatment obstacles she has faced, “has been nothing short of amazing.”

Hargin-Muller said after what she went through academically, she wants to work on making resources

available to students struggling with “chemo brain.” She pointed out that accommodations are made for individuals with dyslexia and attention deficit disorder; “chemo brain” is just as real a condition.

Although it would have been nice for someone to initiate this while she was in school, Hargin-Muller has no problem taking on a leading role.

“I am happy to be a pioneer,” she said.

According to the WBR website, these programs provide bicycles for health care workers and students through work-to-own or studyto-own programs or are “purchased by (nongovernment organizations), corporations or individuals in need of reliable transportation in order to reach clean water, education, health care, markets and jobs.”

In addition to providing rugged bicycles designed specifically for rural African terrain, Schofield said WBR also trains field mechanics who can repair the bikes if and when needed.

Shoreline resident Judy Soferman and Seattle resident Jack Seifert are both participating in the ride and said they wanted to find an event to take part in with a cause they could support.

“I had no trouble fundraising for this cause,” said Seifert, who will be riding the Buffalo bike, the bike WBR uses in Africa, for the event. (The robust Buffalo bike features heavy gauge spokes, rims and steel tubing and puncture-resistant long-wear tires.)

At 53, Seifert has been cycling for 30 years and said he gets bikes.

“Rush has always had a strong sense of community, with traditions and values, such as the Peacebuilder program, that have been built by many amazing former faculty, families and students and passed on to our children to enjoy today,” said Ben Rush PTA Vice President Shanna Barr. “We wanted to find a way to embrace that legacy into the new school.”

To that end, the new entry walkway of the school will be made up of engraved brick pavers available for purchase with proceeds going to the PTA fund.

Besides reducing congestion, distributing trips on area roads also is expected to reduce rear-end collisions at the Avondale intersection, county engineers said.

“Opening up this connector road gives an alternative to waiting in traffic at the Avondale intersection, easing congestion for thousands of commuters each day,” said Brenda Bauer, Road Services Division manager. “We appreciate the community’s patience as we completed this important work — which is notably five months ahead of schedule and within budget.”

Since December, drivers have traveled through new county roundabouts built on Northeast Novelty Hill and Union Hill roads.

With the opening of this 800-foot-long segment, drivers now have a complete mile-long road between the two new roundabouts carrying north-south traffic to and from Redmond.

• Rebuilt and widened Northeast Union Hill Road to include a new four-lane section, with turn lanes in areas and a new two-lane roundabout.

• Widened and raised Evans Creek Bridge to better accommodate pedestrians, equestrians and bicyclists using the Bear and Evans Creek Trail and Greenway.

• Built the new 195th Avenue Northeast connection as a two- and three-lane road with full shoulders for pedestrians and bicyclists.

• Rebuilt and widened 196th Avenue Northeast, adding a turn lane and full 8-foot-wide shoulders.

• Made project environmental mitigation and surface water quality improvements, including rain gardens, porous pavement and sidewalks and stormwater wetlands.

• Built improvements and added shoulders along Northeast 95th Street.

“Jerry was very kind,” said Williams. “He was genuine.

He was quick to help anyone.”

His kindness and generosity were common themes among those who spoke Wednesday — as was his constant presence at the Velodrome. A number of cyclists said they couldn’t remember exactly when they met Jerry — who was a competitive cyclist and treasurer for the MVA. He was just always at the Velodrome, they said.

In addition to training and his role as MVA treasurer, Williams said Jerry also helped teach classes.

And as much as the cyclist community loved Jerry, he loved them right back.

“He had a ball (at the Velodrome) and you guys did that

for him,” Jerry’s brother John Shafer told the crowd.

Jerry died while on a bike ride that began in Kenmore to train for an upcoming fundraising ride.

At around 10:45 a.m. on Saturday, Snohomish County Sheriff deputies responded to the 6500 block of 240th Street Southeast near Woodinville, in unincorporated Snohomish County, to a report of a fatal collision between a bicyclist and a car.

Jerry died at the scene from injuries he received.

According to the Snohomish County Sheriff ’s Office, Jerry struck an oncoming vehicle while attempting to pass other cyclists ahead of him. Speed or alcohol are not considered to be factors and it is not anticipated that the

culated his return using these bogus documents, determining that he was owed $827,117.

The IRS did not catch the fraud immediately, and Frink used the money for various transactions, including the purchase of a $48,000 car. Even after Frink was contacted by a Federal Revenue Agent, he continued to spend the money instead of returning it to the U.S. Treasury.

The scheme Frink used has been seen multiple times in the Western District of Washington and has resulted in significant prison terms.

“The IRS included 1099-OID fraud on its ‘Dirty Dozen Tax Scams’ for 2012. Although some scam participants are undeterrable, there are a number of people who will be deterred if they understand that their conduct could lead to serious penalties, including imprisonment,” prosecutors wrote in their sentencing memo.

The case was investigated by the Internal Revenue Service Criminal Investigation (IRSCI). The case is being prosecuted by Assistant United States Attorney Thomas Woods.

A 69-year-old Redmond man who falsely claimed he was owed a tax refund of more than $800,000 was sentenced on Wednesday in the U.S. District Court in Seattle to one year in prison and three years of supervised release, announced U.S. Attorney Jenny A. Durkan.

Fred F. Frink was charged in September 2012 and pleaded guilty on March 13, 2013 to filing a false, fictitious and fraudulent claim. At sentencing, U.S. District Judge Robert S. Lasnik said Frink “had many opportunities to pull the plug” on his fraud. The judge ordered Frink to report to prison on Sept.

24, 2013, giving him some time to be treated for a variety of health issues.

According to records in the case, in 2009, Frink hired a tax preparer to prepare his 2008 return. The tax preparer calculated the taxes and determined that Frink was owed a refund of $7,413.

However, Frink failed to file that tax return and instead went to an H & R Block outlet and provided fake forms indicating that more than $1 million had been withheld on his behalf. H & R Block cal-
