Tacoma City Council vote Tuesday on proposed Mr. Dahl Drive

Posted online Fri., June 21 Article By Todd Matthews, Editor Photos Courtesy City of Tacoma / Tacoma Public Schools Tacoma City Council is expected to vote Tuesday on a resolution that would rename a section of roadway to honor the late principal of Lowell Elementary School. Former principal Bob Dahl passed away on March 18, 2012, at the age of 58 after he was hospitalized following a diagnosis of idiopathic pulmonary fibrosis, a lung disease in which the lungs develop scar tissue of unknown causes, according to Tacoma Public Schools officials. Dahl began working for the school district in 1983 when he was hired as a fifth-grade teacher at Oakland Elementary. He also taught at DeLong Elementary School as a fifth-grade teacher from 1987 to 1994. He worked as an administrative assistant at Reed Elementary School from 1994 to 1995, and served as principal of Stanley Elementary School from 1995 to 1997. He began as principal of Lowell in 1997. In January, a group of students submitted a request to City Hall to rename the 800 Block of North 13th Street, which runs from North Yakima Street to the school's playground, "Mr. Dahl Drive." "Mr. Dahl was the beloved principal at Lowell for 15 years," wrote Sue A. Keene, a fifth-grade teacher at Lowell Elementary School, in a Jan. 17 letter to Tacoma's Landmarks Preservation Commission. "He saw many children go through Lowell and contributed greatly to their academic, physical, and emotional development. Everyone speaks highly of Mr. Dahl. It was a tremendous loss to the school and the community when he unexpectedly passed away last year. "We understand that you would probably like the students to commemorate their principal in another way, with a plaque or bench, but that just wouldn't have the same affect," added Keene. "The students are only asking to change a small part of North 13th Street, the part that dead ends at their school. The only people who use this street are from the Lowell Community. In considering a name change you would be contributing to the educational growth of

They would understand that they can make a difference." Students presented their proposal to the landmarks commission in February. The commission held a public hearing in April and opened up a 30day public comment period. According to city staff, more than 160 comments were received at City Hall. The response was overwhelmingly in support of the name change. The Tacoma Fire Department suggested the city adopt a commemorative name changes, as opposed to a formal name change, because of its need to update city maps and the 911 database, which is expected to cost approximately

$2,500. In May, however, the landmarks commission voted unanimously in favor of the formal name change. Tacoma City Council is scheduled to vote on the resolution during its meeting on Tues., June 25 at 5 p.m. at the Tacoma Municipal Building, First Floor, 747 Market St. A copy of the agenda is available online at cms.cityoftacoma.org/cityclerk/files/citycouncil/Agendas/2013-FullAgendas/Full20130625.pdf. Meetings are streamed live online at tvtacoma.com and broadcast live on TV Tacoma. UW Tacoma launches doctoral degree program

Photo Courtesy UW Tacoma The University of Washington Tacoma is launching its first doctoral-level academic program, an educational leadership degree (Ed.D.) offered conjointly by the Education Program and the Nursing Program. The degree is a response to needs expressed by K-12 educators, community colleges and higher education and nursing advocates in the South Sound community. UW Tacoma officials celebrated the program with a public event on June 22 to welcome the first cohort of students. There are many educational leadership programs in the United States, and a few others in Washington State, but this program is unusual in three ways: it bridges academic boundaries, emphasizes the role the teacher or professor plays in student outcomes, and it is designed to meet pent-up demand for this kind of doctoral education in the South Puget Sound region. "We attracted an impressive first cohort of professionals from our region and they'll take the skills and knowledge they gain and invest it right back into our region," said Ginger MacDonald, professor of educational psychology and one of the co-designers of the new degree program. "We believe that whatever the development level of the student, from preschool through doctoral programs, the ability of a student to learn is deeply rooted in the quality of instruction provided by the teacher or professor, as supported by the educational system." "From the beginning, nurse educators have been a focus of the new degree," added Dr. Sharon Fought, director of the UW Tacoma Nursing program, and another Ed.D. program co-designer. "Not just clinical nursing education, but staff development and education of patients, clients, as well as community health education." The communities that UW Tacoma serve were inspirations for creation of the degree in a variety of ways. Superintendents from local public school districts—such as Tacoma Public Schools, Clover Park, Franklin Pierce, Bethel and University Place—have been requesting advanced leadership training for

Campaign begins to curb illegal fireworks over Independence Day Posted online Fri., June 21 The Tacoma Fire Department and the Tacoma Police Department are preparing to roll out this year's plan to curb illegal fireworks through the Independence Day holiday. According to Tacoma Fire Chief James P. Duggan, 6,300 fliers announcing fireworks are illegal were delivered to all public schools in Tacoma on June 10. Similarly, beginning June 24, 300 "fireworks prohibited" posters will be distributed to local businesses, and 900 "fireworks prohibited" fliers will be distributed throughout neighborhoods identified as "fireworks hot spots." Other fireworks prevention activities include information kiosks at the Downtown, Proctor Street, and South Tacoma Farmers Markets; public outreach at all neighborhood council meetings; delivery of posters and fliers to Tacoma Public Libraries, Metro Parks Tacoma, and neighborhood businesses; posting information on City of Tacoma and Tacoma Fire Department Web sites; and the display of fireworks ban warnings on electronic reader boards at the Tacoma Dome, Cheney Stadium, principals and other district leaders. "I regularly encourage my most talented principles to pursue their Ed.D. and superintendent certification," said Dr. Frank Hewins, superintendent of the Franklin Pierce School District. "Many are interested, but the choices of institutions available are limited and lack enough flexibility in their programs to accommodate school administrators who work very long hours." Nursing advocates say there is a need for a doctoral program that will help nursing instructors move up the ranks into educational leadership in the state's two- and four-year colleges. And community college presidents, acting in their roles as mentors of their administrative staffs, see a need for an educational leadership program that will help dedicated staff and faculty prepare for career advancement. MacDonald, Fought and their UW Tacoma colleagues intend the new degree program to provide the educational leaders necessary to carry out these community visions. These leaders will be equipped with expertise in employing research to improve their organizations, to ensure quality teaching for diverse learners, to assess their programs, and to lead an accreditation process. To meet these needs, the degree program has three study options: P-12 educator leadership, nursing educator leadership and higher education leadership. Students pursuing these options will work together on common topics, benefiting from crossdisciplinary interaction, and will break into smaller groups for topics specific to their study option. This

fire stations, and police stations. In addition, form for documenting fireworks injuries will be hand-delivered to area hospital emergency rooms and urgent care centers; the Tacoma Fire Department's training center will be used to destroy confiscated fireworks; and additional fire and EMS staff will be on duty during the 4th of July holiday to respond to anticipated increases in calls for service. All fireworks are illegal in the City of Tacoma. Tacoma Police will issue citations for $257 and confiscating fireworks. Residents are encouraged to call (253) 798-4722 to report violations (only use 911 to report emergencies). The police will respond to fireworks-related calls as units become available. More information is available online at tacomafiredepartment.org. approach draws benefit from UW Tacoma's long experience with the bridging of traditional academic boundaries and puts an emphasis on creativity, problem solving, flexibility and openness. The degree program started recruiting its first cohort of students during the fall of 2012 and winter of 2013, for classes that start June 28. Students will work for a total of three years, meeting on campus for classes one Friday and Saturday per month, taking intensive workshops, using online learning tools and working on a year-long field-based capstone project addressing an actual problem of practice.
