‘Classy’ Class of 2013 goes forth from South Whidbey By BEN WATANABE Staff reporter The 118 graduates from South Whidbey High School could be identified by all the things they weren’t. The class of 2013 wasn’t the return to the state championship class. It wasn’t the class that killed the senior parade through Langley. It wasn’t the class that had prom off the island. It was the classy class, at least in the faculty choice student speaker’s opinion. The class of 2013 was also the year of leaders. “We’re the classy class,” said Kyle Simchuk, the school’s ASB president. “We’re the problem solvers, or we’re going to be the problem solvers.” Plenty of problems await the Falcon graduates. College courses lay ahead for many of them, trade schools for others. Some of them will take trips to Europe, Africa or South America, uncertain when they’ll return to the states. For those students that venture overseas, one of the school’s two valedictorians had advice for any would-be globetrotters. “Don’t use ‘YOLO’ (you only live once), an uneducated version of carpe diem for those not in the loop, as a reason to get a tattoo from a street vendor in Tijuana,” said Kellen Field, who graduated with a 4.0 grade point average. Graduation was a smooth ceremony, other than a rocky, emotional beginning for the school’s principal, John Patton. In the auxiliary gym, a waiting and staging room for the graduates, Patton lined them up in order along the perimeter of the court. He told them it was time and to remember their cues. Fighting his emotions, he put the megaphone down and uttered, “I hate this part.” The students rallied around their faculty leader. One yelled, “We love you, Patton.” Encouraged, he responded in kind. “I love you guys.” Once in the main gym packed with family, friends and other supporters, Patton turned to humor in his address to the graduates. Turning into a financial advisor, he cautioned against writing checks because they don’t manifest money if there’s none in the account and signing up for a credit card just because it comes with a free T-shirt. “You’ve passed the HSPE, EOCs, SAT and ACT,” he said.

Josh Bishop performed “Climb” alone on guitar and vocals. Later, Bishop returned with the help of the jazz band seniors Connor McCauley, Zoe Hensler, Lucy Rock and Sylvie Kaul-Anderson, as well as Sam Turpin and Anna Hood and performed “93 Million Miles.” Its refrain echoed the common sentiment throughout the commencement that South Whidbey is their home, “No matter where you go, you can always come back

home,” sang Turpin. The senior class president parroted that notion at the end of the ceremony. “This will always be the place we call home,” said Elliauna Madsen. Student choice speaker Lennox Bishop thanked her peers for being themselves and allowing her to be herself. Simchuk told his classmates to remind themselves that many have had similar scholastic experiences until this point. He asked the graduates who have been enrolled in South Whidbey schools since kindergarten to stand. Most of them stood. SEE GRADUATES, A10

Prosecutor, judges continue fire at Recovery Services By JUSTIN BURNETT Staff reporter Another error by Island County Recovery Services that nearly led to the unjust incarceration of a patient and the recent revelation that the treatment center was under review by state regulators for months spurred decisive action by law and justice leaders. On Monday, Island County Prosecutor Greg Banks, in cooperation with Superior Court Judges Alan Hancock and Vickie Churchill, announced the immediate cessation

of new defendants to the county’s drug courts. “The latest incident and my knowledge of the (state) reports have pushed me one step closer to terminating the programs,” wrote Banks in an email to the Island County Board of Commissioners. “I am convinced that we are failing the public and our drug court participants by allowing them into our program with this treatment provider.” Under the umbrella of Island County Human Services, the drug and alcohol recovery center opened

its doors in July 2011. It offers outpatient services and partners as the treatment provider for the county’s adult and juvenile drug courts. Human Services Director Jackie Henderson, who is also a Coupeville Town Council member, could not be reached for comment for this story but she defended the organization and its staff during the board’s Wednesday work session. She, along with Island County Recovery Services Manager Mark MacNaughton, cited a lack of resources — funding and staff — as the primary source of the treatment

center’s shortcomings. In an unusual and bold move, Henderson also announced she will not seek proposals from alternate and private treatment providers, even if directed to do so by the commissioners — her bosses. When asked by Commissioner Helen Price Johnson to clarify that position, Henderson responded, “With all due respect, that means I won’t do it.” Last month, drug court leaders made the equally unusual move of publicly charging the treatment center with a slew of allegations

before the board. Citing issues from sexual misconduct and the use of abusive language to repeated errors and tardy patient assessments, the group requested the board immediately begin looking for alternate service providers. Perhaps the most serious claims concerned instances when drug court patients were nearly sentenced to undeserved jail time based on incorrect information provided by recovery services professionals. Notable Arise announces grants to women The Arise Charitable Trust has announced the results of the May 2013 funding session in which educational grants totaling $80,500 were awarded to South Whidbey women, and $36,920 was awarded to charitable nonprofit organizations that assist women. The grant awards were made by the allocation committee at its May meeting. Organizational grants were made to: CADA — Citizen’s Against Domestic Abuse — Crisis and Advocacy Program. Skagit Valley College — Support the Women in Transition program. South Whidbey Cooperative Preschool — Parent Educator Support and Scholarships. Auction raises $92k for animals Whidbey Animals’ Improvement Foundation held its 10th annual Spring Fling Auction on June 1 and raised over $92,000 in net proceeds at Useless Bay Golf & Country Club. “This outpouring of community support will help the stray and abandoned pet population that arrives at WAIF shelters,” said Bob Rupp, WAIF board president and event emcee. He described the auction as “a true demonstration of people coming together on behalf of homeless pets.” The event, put on entirely by dedicated volunteers, is supported by sponsors, individuals and businesses who contributed auction items that were then heavily bid on by auction guests. “The energy from the evening’s event was electric and exhilarating,” Rupp said. “It’s always fun to see people bid good-naturedly with each other, especially when the animals benefit. It was great to see people from around the island and surrounding communities support WAIF’s mission

of finding homes for all of our healthy and adoptable animals. We’re amazed and so grateful for all the support WAIF receives.” WAIF welcomed back auctioneer Paul Schenfeld from Stokes Auction Group who encouraged auction attendees to raise their bid cards with his playful sense of humor. Hospital employees lament conditions By NathaN WhaleN Staff Reporter

A group of Whidbey General Hospital employees descended upon the June 10 hospital commissioners’ meeting to speak about the long hours they work, often days at a time with no days off or no vacation, and the lessthan-average wages they earn. Around 40 people, many of whom work in the hospital’s laboratory, attended the monthly meeting to voice their concerns. “They are worthy of an increase in a cost of living and worthy of no reduction in benefits,” said Pat Lamont, who retired 10 days ago after working at Whidbey General Hospital for 38 years. She claimed that the management team is more concerned about numbers. Sue Landusky, who works as a phlebotomist, said the lab has lost staff in recent months, and the hospital needs to hire higher qualified staff and retain current staff. Others spoke about the average wages being four-to-five dollars an hour less than other hospitals, working an extended number of days without a day off or a vacation. Audience members were also rankled by the more than 40-minute executive session hospital commissioners scheduled in the middle of the meeting to discuss potential litigation. The hospital’s laboratory is short staffed. The lab has 31 employees currently working, which is seven employees short of a full staff. Hospital Chief Operating Officer Hank Hanigan said temporary workers were filling vacancies. Hospital CEO Tom Tomasino said he met with the current staff to discuss the situation and the hospital’s recruiting efforts. Three lab employees were hired and four more need to be found. Others attending advocated maintaining the continuing education reimbursement because of the high cost involved. For some employees, they have to complete 40 hours of continuing education to maintain their license. One employee mentioned a six-hour class that cost $625. Hospital administrators are currently negotiating a new contract with the union that represents technicians and support staff — UFCW 21.

The Island County commissioners voted unanimously to dissolve a declaration of emergency enacted just after the massive landslide occurred on March 27. On the surface, the action would seem to be good news and signify a return to normalcy, but that is not the case, according to Bill Oakes, director of Island County Public Works. What it does signify is the end of the county’s initial steps to ensure the safety of residents — the road to recovery is just beginning, he said. “Recovery can take a long time,” Oakes said. “New Orleans has never recovered.” Ending the declaration will have other ramifications as well and while residents from both communities are

Aside from being on the hook for maintenance, the community inherited the legal liability of any accidents that may occur on the dangerous road. It’s a real concern for residents, he said. Oakes confirmed the county has no intention of taking stewardship of the road even if the two communities hand over ownership of the property. The area is unpredictable for a variety of reasons, including unstable geology, groundwater out of the bluff and toe erosion due to weather and tidal exposure, he said. “The whole area is unstable and it will fail at some point,” Oakes said. “That doesn’t make people feel safe.” He promises the county “is not abandoning” the community, however, and will continue to work with residents to find solutions. A feasibility study will be conducted in the future to rebuild Driftwood Way, though Oakes said it’s nearly a foregone conclusion that repairs will be too expensive to be realistic.

superintendent. His arrival marks the first time since the middle of 2012 that the school district has had a permanent superintendent. Shank has been involved in school district operations since the Coupeville School Board selected him as superintendent. He visited the school district in April, has participated in board meetings via Skype and has been working with Lisa Bjork, interim superintendent who was once South Whidbey’s superintendent. The Coupeville School District has had three interim superintendents since Patty Page resigned at the end of the 2012 school year. The first interim superintendent, Karen Koschak, resigned in early 2013 due to a family issue. Since then, Jerry Jenkins from the Educational Service District and Bjork have filled the superintendent role.

COUNTY IDIPIC wins insurance grant State Farm Insurance Companies awarded a $5,000 grant to the Impaired Driving Impact Panel of Island County at the organization’s annual appreciation luncheon in late May. The grant will help cover some of the cost and materials used in IDIPIC’s work with middle school and driver’s education students. Besides DUI impact panels, IDIPIC offers comprehensive safety classes to educate youths about the dangers of underage drinking, other drug use and ultimately driving under the influence. Classes range from elementary to high school and beyond. “Think, Don’t Drink, Drug and Drive” has been a popular safety seminar provided to driver’s education classes since 2002. It currently includes an impacting video, discussion on indicators of impairment, walk-the-line with

FERRIES Gas tax may power ferries A gas tax being considered by the state Legislature could, if adopted, make the ferry system financially stable for more than a decade. David Moseley, assistant secretary for the Washington State Department of Transportation Ferries Division, met with Coupeville business lead-

ers at a Tuesday morning chamber of commerce meeting, and highlighted a package of bills that he said would make the ferry system financially stable for the next 12-15 years. But that stability comes at a price. The legislature is considering adding a graduated gas tax over the next three years and the ferry system would get a piece of the money raised through that tax. According to a recent draft of House Bill 1954, motorists would pay an additional 5 cents per gallon starting in August 2013; an additional 3 cents per gallon starting in July 2014; and an additional 2 cents per gallon starting in July 2015. Another bill, House Bill 1955, under consideration by the legislature would sell $110 million in bonds that would pay for vessel construction and terminal renovations. Moseley said during the meeting held at the Coupeville Public Library that the tax would raise $9.6 billion over the next 12 years and the ferry system would receive $1 billion of that amount.

A time for joy as days shorten The summer solstice occurs Wednesday in the Northwest, a time of celebration for some and a time of mixed elation/depression for others. It means summer has officially begun, which is joyful; but it also means the days will start getting shorter, a condition that will continue for the next six months. Many of us prefer the winter solstice, which signifies hope. Winter begins on or around Dec. 21 but it also means the daylight seconds, and later minutes and hours, will grow steadily longer. That’s a comforting thought when it’s pitch black at 5 p.m. Dec. 23 and we’re driving through rain or sleet to start purchasing Christmas gifts. Eventually, we see the difference when suddenly the sky is bright one morning, or when we notice we’re not driving home in total darkness any more. The summer solstice hardly causes depression, however, as almost everyone has summer fun and vacation on their mind. Who will notice that on Whidbey Island Thursday, June 20, the sun will rise at 5:11 a.m., and then on Thursday, June 21, it will rise at 5:12 a.m.? Whether walking the dog or on one’s morning jog along Cascade Avenue in Langley, it will seem exactly the same, but in fact the sun will peek over the Cascades one minute later. It’s just the start of something darker. It’s not a difference worth noting, however, as sunset will be stuck at 9:11 p.m. until July. It won’t be until mid August that the average person notices the days are getting shorter even as the temperatures rise. But who cares when it’s 80 degrees and the Whidbey Island Fair is about to begin? It’s the fall equinox that brings with it thoughts of flying leaves, shorter days, the time change, Halloween and darkening skies. In the meantime, we have summer to celebrate: The Third of July Fireworks, Maxwelton Fourth of July Parade, Choochokam, Bayview street dances, Whidbey Island Fair, Loganberry Festival and many other events. Enjoy it all while it lasts because it won’t last forever.

Letters Reducing college debt To the editor: I enjoyed your editorial on the benefits of free education for our graduating seniors and all public school children. Near the end of the piece, you mention that many students end up with $35,000 of student loans at the end of their college careers. A partial solution to that, available to qualifying Washington state juniors and seniors, is Running Start. Running Start is a program that allows students to earn their high school diplomas and associate of arts degrees at the same time. They can graduate from high school with two years of community college under their belts and transfer to most any college in Washington (and other states, too) as a junior. That’s

mistake happened again after The South Whidbey Record ran a story in May that highlighted the many problems at the county treatment center. Banks said Judge Hancock confronted a juvenile in court about missing a scheduled urinalysis test and, choosing to believe information provided by a counselor, ruled against the individual. It was learned at the last minute, however, that the report was false and the juvenile was telling the truth, Banks said. “It is astonishing to me that, after the very recent publicity about repeated occurrences of this identical fact pattern, it has happened again,” wrote Banks in the Monday email to the board. “One would have thought that the current scrutiny by the public and the (commissioners) would have led to intense efforts at quality control by the Island Recovery staff.” It’s also now clear that drug court officials, such as Banks and the Superior Court Judges, are not the only ones with concerns. Information provided to the newspaper from a public records request to the state

Department of Social and Health Services, revealed the county treatment center was under the close eye of state regulators for at least one year. In June 2012, the department conducted an on-site technical assistance survey of the organization and identified a slew of “deficiencies” — instances in which records or practices did not comply with Washington’s Administrative Code. Recovery Services was required to submit a corrective action plan in October, which it did. But subsequent visits by state monitors revealed the plan “has not been successfully implemented, or the corrections were not maintained.” For example, 60 percent of patient records last June were found to be in compliance for containing a chemical dependency assessment. By April 23 of this year, that number had only increased by 10 percent — three out of 10 records examined were still found to be out of compliance. Other areas saw backward progress. In June, 100 percent of reviewed patient records contained an individualized treatment plan, but that number fell to 50 percent by April. The records request also revealed an alarming dialogue between Henderson and

The treatment center, which is under the umbrella of the human services department, has come under fire from drug court officials and state regulators. MacNaughton’s predecessor, Michael Baird, about the treatment center’s internal state of affairs. In an Oct. 26 email between the two, Baird complained about low morale among workers. “So, I don’t have much hope for this place turning any corners … I will work on the SAPT (Substance Abuse Prevention and Treatment Block Grant) yearly report this weekend but I wish I could see the ‘strategic plan’ that had to be submitted at or before this biennium.” Henderson responded,

“Well, I don’t know what to say or do. I’ll email everyone on Monday and see if they just want to bag it. Pick a date and close up shop … Fire everyone and start over? No guarantees it would be any different. Don’t worry about the report. Make stuff up if you have to.” It’s unclear whether Baird was fired or quit but the state’s records show his successor, MacNaughton, may be facing his own difficulties. The same state monitor who visited the treatment center in April discovered MacNaughton was working under an expired credential since March 22. Although the credential was renewed by wire transfer the same day, the monitor noted MacNaughton “engaged in unlicensed practice … in criminal violation of Revised Code of Washington.” MacNaughton did not address the issue of his credentials during Wednesday’s work session but he did provide an overview of the treatment center’s rapid growth and demand for services. The organization had just

67 clients when it opened its doors in 2011. By the end of its first year, that number had mushroomed to 156 and by March 2013, the organization was serving about 280 people. “We’ve managed to do this with the addition of just one counselor,” he said. According to MacNaughton, the organization’s current client load is about 50 per counselor. He claimed criticism about the time it takes to provide assessments was unfair and that two or three weeks is common in the industry. “If we can increase our staff to nine counselors, we’ll have assessments in a week,” he said. Drug court officials have since challenged the accuracy of the claim as did a representative of the county’s former and private treatment provider. The woman was sitting in the crowd, who whispered loudly, “That’s not true.” Henderson also painted a future of financial uncertainty, citing changes in health care and possible reductions in state funding. It was for that reason that she said she was unwilling to seek bids from other treatment providers. “I don’t think it’s responsible with all of the unknowns, the budget, around the Affordable Care Act and health care reform,” Henderson said. “I know there have been problems with the drug court; there have not been problems with the rest of our treatment.” And while attempts are being made to improve some of the ongoing issues, such as investigating the use of an Oak Harbor lab for urinalysis work, Henderson said she is willing to seek proposals for the drug court work only. But according to Banks, Henderson’s suggestion is unrealistic as it would likely yield few if any willing alterna-

tive treatment providers. “That’s a poison pill because that’s a case load that’s not big enough to attract a provider,” he said. The board did not appear receptive to the idea either and issued no directive to seek bids, despite Henderson’s open challenge. Instead, Commissioner Jill Johnson sought a reconciliation between the two sides — Recovery Services and drug court officials — asking that a memorandum of understanding be drafted within two weeks. “This is a relationship that has to work and it’s broken,” Johnson said. She noted that Superior Court judges are elected officials and these “significant inconsistencies” from the treatment provider could unfairly stain their reputations, along with that of the county as a whole. She said she was “unwilling to sacrifice the drug court programs.” Drug court officials voiced little optimism over the prospects of resolution. “We’ve been working with (the organization) for two years … We’ve seen no measurable improvement,” Judge Hancock said. “We have no confidence in Island County Recovery Services,” he added. Hancock said drug court leaders believe the board should pursue a request for proposal process immediately and that “we would have to question whether we could continue with our drug court” if Recovery Services “continues to be our treatment provider.” Similarly, Banks said, “I’m not letting anyone else in drug court until we have a treatment provider we can trust. I just can’t do it in good conscience anymore.”

Group of four senior girls push Falcon golf to new level Senior Moments: Swinging in the rain By BEN WATANABE Staff reporter Four friends convinced each other to try golf as ninth-grade students. Four years later, they finished as a top-10 1A girls golf program. South Whidbey seniors Jenna Kaik and Hannah Cotton qualified for the state tournament, and Chelsey Schultz barely missed the cutoff mark. Cotton sprained her ankle in a bizarre accident the night before the tournament after she tripped in a parking lot. Kaitlyn Hanson varied between varsity and junior varsity. This class paved the way for South Whidbey to make an impression across the state. Along the way, the Falcons won the Cascade Conference championship, the 1A District 1 championship and the tri-district championship. Not bad for a handful of girls who started swinging irons, drivers and putters four years ago. Here are their reflections on their careers with the Falcon golf team, coached by Tom Sage and assistant Ron Eaton.

How were you introduced to golf? Cotton: My parents introduced me to golf, we would go out and play Island Greens once in awhile. Hanson: Ninth grade. My friends and I (Jenna and Hannah) thought that it could be fun … so we gave it a try. Kaik: I never really expected to play golf, it was a last-second decision to join along with Hannah and Kaitlyn. Schultz: I was introduced to golf by my dad. When I was little he taught me how to putt

What are your favorite courses? Favorite hole? Cotton: Cedarcrest Golf Course in Marysville and Useless Bay. I don’t have a favorite hole, I liked a lot of them! Hanson: I had a good time at all of the courses but my favorite is Useless Bay, even though it is the hardest one. My favorite hole is the fourth. I always seemed to do well on that hole. I got my first par on that hole. I also got it on the green in two strokes, which is a good thing for me. Kaik: I would have to say Useless Bay is my absolute favorite but I also really enjoyed playing Gold Mountain and North Bellingham because they are all challenging, beautiful and fun. Hole four at Useless Bay Golf Course, that is always my best hole and I have birdied it multiple times and have been close to an eagle on it also. Schultz: My favorite course is our home course of Useless Bay, and my favorite hole is the 7th hole. The 7th hole was the hardest challenge for me as a freshmen even though it was a par 3. It was because you has to go directly over water. I learned that it was mind over matter and I learned to pretend that there was no water at all. It used to be my hardest hole, now that hole is usually good for a par or bogey. Worst hole you ever played? Cotton: Hole No. 1 was definitely a hard one for me; until this past year it always got me frustrated and the best of me, but now I love that hole. Hanson: At Useless Bay I have to say that I hate the first hole with a burning passion. I have never done well on that

hole. I am hoping one day I can actually finish that hole out and score some points. I also hate every hole at Blue Boy. I never had a good experience there … it was always raining! Kaik: Hole 15 on the Useless Bay golf course, because this year while playing against King’s I went in the water hazard and had to go to the drop zone and went back into the water from there. I had to pick up but if I would have made it across the next time and two putted I would have had an 11 on that hole. Schultz: How about my worst match, my first varsity match as a freshmen where I didn’t score a single point by “X-ing” out on every single hole on our home course. Best tip about playing golf: Cotton: Don’t give up, it is a very frustrating sport. Don’t let one hole get to you, start with a clean slate at the next tee box. Hanson: The best tip I have about playing golf would have to be always bring a light rain coat if you live in Washington. And if you start getting frustrated just shake it off because you always have the next hole! That definitely got me through golf. Also a positive attitude is the key. Kaik: Have patience and when you make one bad hit don’t stress about it, shake it off and concentrate on making your next hit phenomenal because if you can’t shake off the bad hit it will affect your whole game and you will end up with a bad score. Schultz: Stay calm.

Hams to broadcast during national emergency radio test RECORD STAFF Ham radio buffs from throughout Whidbey Island will be among thousands nationwide who will operate shortwave radios at remote locations to practice their emergency communications capabilities during an annual field radio event June 22-23. Cliff Allen, president of the Island County Amateur Radio Club, said members will start pitching tents, setting up radio gear and hoisting up wire transmitting antennas in trees a day prior to the beginning of the exercise at a hilltop location at South Whidbey Community Park. Whidbey’s only radio club will also set up an additional radio station to demonstrate to the public how shortwave radio communications work and to allow interested persons an opportunity to talk across the nation on the radio. Beginning Saturday morning, June 22, dozens of Whidbey people, ranging from high school students to retired men and women, will take turns manning their radios around the clock at the emergency powered radio site, located at 5495 Maxwelton Road, Langley. “We want to invite the public to come see for themselves what this fascinating hobby offers to people and communities,” Allen said. “The communications networks that ham radio people can quickly

create have saved many lives after natural disasters in the past several months when other systems failed or were overloaded.” Allen, a federally licensed ham radio operator for the past four years, said the public is invited to visit the radio camp site beginning at 11 a.m. Saturday, June 22, at the park’s upper most soccer field on top of the hill. Radio activities will continue throughout the night and end at 11 a.m. Sunday. “We’re inviting folks young and old to see ham radio’s capabilities and learn how to get their own radio license before any disaster strikes,” Allen said. The Whidbey radio club broadcast from the same location last year and successfully contacted over 500 other radio operators around the nation as a means to test its communications capabilities during civil disaster conditions. The club also supports local communities and governmental agencies with communications support during special events such as parades and sports events, Allen said. There are 650,000 amateur radio licensees in the U.S. and more than 2.5 million around the world, according to the American Radio Relay League, the hams’ national fraternal organization. Through the ARRL, ham volunteers provide free emergency communications for hundreds of state and local emergency
