King County Fire District 28 has announced an opening for Fire Commissioner Position No. 3 due to the June 10 resignation of Commissioner Chris Ingham. The district is seeking applications to fill the position. This position will be appointed with the term expiring on Dec. 31, 2015. Applicants must be a registered voter residing within boundaries of the fire district. To be considered, candidates must submit a letter of interest and a one-page resume by 4 p.m. July 11. Applications may be dropped off or mailed to the headquarters station at 1330 Wells St., Enumclaw, 98022. Application packets will be reviewed and selected finalists will be interviewed July 22-24. The district commissioners plan fill this position by July 31.

The board of commissioners is responsible for governing the operations of the fire district. The board will generally be responsible for the following areas: 1. Determining levels of service and establishing goals. 2. Determining type and level of funding, approve budgets, tax levies. 3. Establishing policies and approve operational procedures. 4. Employing key personnel and supervising the fire chief. 5. Guiding strategic planning. 6. Representing the district to public. Commissioners meet at 10 a.m. the first Monday of each month and are paid a nominal fee per meeting. For more information regarding job duties, see the WFCA Commissioners Handbook. Ingham submitted his letter of resignation June 3. He had two years remaining on his term.

Buckley joins cities with approved shoreline master plan The Washing ton Department of Ecology has approved Buckley’s updated shoreline master program. The program provides significant improvements in the protection, use, development and restoration of more than three miles of shoreline and the water quality of the White River in Buckley. Buckley is one of nearly

81 local governments that have completed updates. The updated master program combines local plans for future shoreline development and preservation with new shoreline development ordinances and related permitting requirements. About 150 cities and counties statewide are in the process of, or soon

will be updating or crafting, their master programs under the state’s 1972 voter-approved Shoreline Management Act. Shoreline master programs are the cornerstone of the act. The law requires cities and counties with regulated shorelines to develop and periodically update their locally tailored programs to help minimize

environmental damage to shoreline areas, reserve appropriate areas for wateroriented uses, and protect the public’s right to public lands and waters. Buckley’s process brought local interests to the table to work collaboratively. The shoreline master program process began with a thorough inventory of existing land-use patterns and envi-

ronmental conditions and was completed with consultant support. Cascade Water Alliance, representatives from the Muckleshoot Indian Tribe, Buckley citizens and city elected officials all contributed. Buckley’s shoreline master program: encourages soft-bank erosion control methods; includes a restoration plan showing

where and how voluntary improvements in water and upland areas can enhance the local shoreline environment; and helps support the broader initiative to protect and restore Puget Sound. Under state law, the local shoreline plan must be approved by Ecology before taking effect. It then becomes part of the state shoreline master program. If needed, the department will help defend Buckley’s shoreline program against legal challenges. All of Washington’s cities and counties with regulated shorelines must update their programs by December 2014.

POLICE BLOTTER Enumclaw

WINDOW SMASHED: A citizen watched a man break the window of a parked car at 1:43 a.m. June 12. The suspect then fled in a white van. Later on the 12th the victim arrived at the police station, stating she had been in contact with the suspect and they had reached an agreement regarding repairs. There was to be no further police action. HARASSMENT: Police took a report June 12 about a student being harassed at a local school. An officer made contact and determined there was mutual activity between two students. The parent was satisfied with the school staff handling the situation. JUVENILE PROBLEM: An anonymous motorist told police June 12 of two groups of youngsters on Semanski Street pretending to pull a rope across the roadway just as cars approached, causing a problem for drivers. An officer identified a house the kids ran to and contacted a parent who assured the behavior would not continue. SAFE FOUND: A woman found a safe on her lawn while mowing June 13. An officer could not identify an owner so the safe was stored. FIRE SET: A citizen contacted police at 1:11 a.m. June 11, reporting possible fireworks or gunshot in the vicinity of Wynalda Drive. Police found nothing suspicious. Twenty minutes later, police were advised to return to the scene for a possible arson, as a fire had been set in a garbage can. There were no suspects and the fire was extinguished by the homeowner. RESIDENTIAL BURGLARY: A pair of laptop computers were reported stolen June 11 from a Schmid Street residence. Someone entered the home through the garage while the homeowners were at work. The victims identified a family member as a suspect. The estimated value of the laptops is $3,000. THEFT CLAIMED: Police were told June 11 $1,000 had been stolen from a resident’s room at a Jensen Street address. Further investigation was put on hold while it was determined if the funds had been stolen or misplaced. DESK TAKEN: An antique desk valued at $180 were reportedly stolen June 11 from a Roosevelt Avenue address. The victim suspected a family member was involved. An officer contacted the named suspect and

MINOR THEFT: At 5:45 p.m. June 11 officers were dispatched to a Buckley store where a 12-year-old from Buckley and a 16-year-old from Bonney Lake had admitted to stealing candy bars and an energy drink. They were arrested for theft and released to their parents. The case was forwarded to the Pierce County juvenile prosecutor for review and charging. SHOPLIFTING: A 27-year-old man entered a Buckley store at 5:30 p.m June 10 and was monitored by an employee because he was suspected of stealing fruit a week earlier. He was seen placing two automotive-related items in his pocket. He then walked to the cashier and paid for a seasoning packet, but did not pay for the hidden items. As he prepared to leave the store, he was stopped by an employee and detained until police arrived. He was cited for third-degree theft, ordered to stay out of the store and released. ENUMCLAW ASSIST: At 2:40 a.m. June 6, a Buckley officer spotted a vehicle that had been used during a shoplifting incident about 15 minutes earlier in Enumclaw. A basket of food in the car matched the items taken during the Enumclaw incident and a man was arrested for theft. TWO CHARGES: An officer stopped a vehicle at 1:34 a.m. June 5 and found the owner had failed to transfer the title. He received a criminal citation for that omission and also received an infraction for having no automobile insurance. TWO WARRANTS: The evening of June 5 a 28-yearold Enumclaw man was stopped for speeding by the Washington State Patrol. The man was found to be wanted on two outstanding arrest warrants from Buckley Municipal Court. He was taken into custody and later booked into the Enumclaw jail without incident. INTOXICATED • An off-duty Enumclaw police officer was on his way home at 12:23 a.m. June 10, traveling on state Route 410 at Mundy Loss Road. A vehicle approached him from behind at a high rate of speed and nearly struck the officer’s automobile. He pulled over, let the vehicle pass, then observed the driver swerve in and out of its proper lane of travel. The off-duty officer conducted a traffic stop and saw the driver had obvious signs of impairment. A Buckley officer was called to the scene and had the driver perform field sobriety tests, which he failed. The driver was arrested for driving

age owned by the state’s Department of Social and Health Services; • construction of a main building totaling 97,515 square feet, plus a storage building and parking areas; • approximately 339 WANG soldiers on site for their monthly “drill weekend, along with 38 active duty and reserve soldiers assigned to Buckley as their permanent duty station; “Our timeline for this facility is more compressed compared to other facilities

due to the nature of the federal funding,” Coffey wrote, noting the facility will be built with $26 million in federal money and the remainder coming from state coffers. It is required that construction be “under contract” by September 2014, with actual construction “soon after that time,” he wrote. Johnson has heard that such projects typically have a time frame of five to seven years for complete build-out.

Inattentive driving law passes By Kevin Hanson Senior Writer

Without debate, members of the Enumclaw City Council gave police the authority to ticket motorists deemed guilty of “inattentive driving.” Chief Jim Zoll had gone before the council May 28, asking for the addition to the city books. Such a move, he said, is increasingly common throughout the region. While state law already allows police to crack down on those texting or talking on cell phones while operating a motor vehicle, the new ordinance is nowhere near so specific – it is intentionally vague, giving officers the dis-

cretion to issue citations for anything that, in their view, distracts a driver. A driver could be stopped and ticketed for anything from eating a burger to dealing with unruly children, from applying makeup to shaving. A report given by Zoll to the council noted that 758 of the state’s traffic fatalities between 2004 and 2008 were attributed to distracted driving. The item sailed through council June 10 without formal comment, but Councilman Glen Jensen said he had joked to Zoll that “it’s sad that we have to remind people to have common sense.” The new law takes effect Monday.

Stanley Arthur Marshall, 95, died June 15, 2013, in Enumclaw. He was born Dec. 27, 1917, in Veazie, Wash. He worked in the Navy shipyards in Bremerton as a civilian electrician to support the World War II effort. There, he met Sue Barham and they married March 24, 1945. They moved to Veazie Valley in 1951 and took over his parents’ dairy farm until the

June 13, 2013, in Puyallup. He was born May 4, 1945, in Auburn, Wash. He is survived by daughters Jeanette Misner, Leanette Howdeshall, Angela Page and Jolene Frazee; brothers James Rodarte Sr., Robert Rodarte Sr., Roger Rodarte, Jerry Rodarte Sr., David Rodarte Sr. and Michael Rodarte; sisters Bernice Heintzelman, Virginia Johnson, Betty Auxier and Shirley Sanchez; five grandchildren and one great-grandchild. NEWS BRIEFS Garden tour has nine stops, proceeds benefit Care Van This year’s Plateau Garden Tour – a rainor-shine, self-guided event – kicks off at 9 a.m. Saturday. The tour continues until 4 p.m., sponsored by the Enumclaw Regional Healthcare Foundation. The event will feature nine distinct gardens plus a bonus stop for a free glass of lemonade at a new blueberry farm. Things get rolling at Country Farm and Feed, 23417 S.E. 436th, where participants will pick up a booklet featuring maps and tour information. Each garden will feature an artist showcasing garden-related art. To help answer questions there will be local garden club members at each garden. Other tour highlights include a talk by local garden expert Marianne Binetti, fiddle and vocal tunes by The Summer Januaries and violin melodies by Corbin Bender. Additionally, some of the featured plants from the tour will be sold at Country Farm and Feed. Proceeds from the Garden Tour will benefit the Care Van program which offers free healthcare-related transportation to

‘The voice’ is part LETTER TO THE EDITOR of life with women Another Father’s Day has passed and my kids have not placed me in a home for wacky fathers. I consider that a parenting success. Children, particularly daughters, have unique relationships with their fathers. I call it “the voice.” I hear it all the time from the young women who work in The Courier-Herald office. When I do something they don’t like, which is often, I get the voice. I am sure all fathers with daughters have heard it. “Gee, Dad, are you drooling? How many fingers am I holding up? Where is your wallet?” Dennis Box The voice comes Editor when they don’t want to openly yell at me because they know the real world has passed me by years ago. That is when I hear the olden days term – you know like the 1950s and ‘60s – just yesterday in my world. My daughter, Katy, gave me a stupid smart phone, which I can’t use and I hate. It was her attempt to make me up-to-date. My simple little dumb phone was great. It worked and I didn’t have to push a bunch of buttons that don’t do anything rational. A certain reporter in this office that shall remain anonymous (we will call her Theresa) used the voice on me this morning because I couldn’t figure my stupid phone out. “Maybe they have classes for people like you,” she said in a very sweet voice – the voice. I have it from a well placed source that God can’t figure out his smart phone. “How come nobody told me how this thing works? Where’s the directions? I get to know things, you know.” I bet no smarty pants girl uses the voice with him. Some guys have all the luck. Next Father’s Day I may find my self in a special home for fathers who can’t properly operate an annoying smarty phone. I bet every father in there would have a daughter using the voice on him. Push that button dad. Everyone knows that. Yeah… everyone but me and God.

Note: the following was written in response to a proposed “inattentive driving” ordinance that went before the Enumclaw City Council. The council has already decided the issue, approving the driving ordinance by a 5-0 vote on June 10.

This is not what Enumclaw wants or needs. Our small, conservative town does not need one more law or ordinance that can potentially violate our civil rights. I think between the state and the federal government we put up with enough of this already. Why doesn’t the police chief just say it like it is? This is all a ploy to get more money for the city, which in turn will go to his department. In addition, distracted driving laws in other cities similar to the one being

proposed have had increased scrutiny due to the potential violation of civil rights, meaning officers are stopping people under the pretext of distracted driving only to be interrogated on an unrelated matter or subject to an unlawful search or seizure. This law proposes that a police officer can stop anyone driving for any reason and give us a ticket for it under the guise of “distracted driving”! Currently, the only “distractions” police can ticket drivers for is for texting or talking on a cell phone. This law would give officers too much leeway to pull people over and ticket at their whim. I can see it now, instead of waiting at speed traps and bars to catch speeders and drunk drivers, officers will now be parked outside McDonald’s and veterinary clinics making sure drivers

don’t eat their hamburgers and fries, or drive off with their pets in the car without a carrier or a seatbelt. I suppose if we can’t eat and drive, we probably aren’t safe to drink our coffee and drive either. No one disputes the fact that texting while driving is distracting and dangerous, but come on, having a blanket law called “inattentive driving” without any specifications of what being distracted or inattentive entails, is going down a slippery slope. I don’t know if any of these people backing or voting on this ordinance have ever driven in a car with screaming children, but that is more distracting than anything, so could we potentially be ticketed if our child is screaming in the back seat? I am sorry, but this law is ridiculous and I hope the city council will agree. C. Koopman Enumclaw

Lesson shows power corrupts When I taught sociology in high school, I employed something called a simulation as a class lesson. I divided the class into three groups. Each was given a mixed bag of colored chips: golds, reds and blues. The students didn’t know it, but I had added more gold chips to one bag than to the others. Golds had the highest value. Students could trade their chips with other teams, trying to improve their scores. I did this several times. There were a few shifts up to the higher “gold” team or down to the lower teams. Usually the most aggressive and competitive students

moved up to the group with the most gold chips. I then told the predominantly golds that they could now make the rules for the simulation. With cackles of glee the golds went outside the classroom to write up their new rules for the game. The

other two groups could write out suggestions for the golds to consider. What usually happened was that gold group promptly wadded up the suggestions and threw back them into the room with an air of contempt. When the gold group came back in they wrote their rules on the board. It was obvious that they wanted to maintain their power and status by making rules that benefited the golds and gave them more gold chips. They had no regard for the lower status groups’ ideas or feelings.

Norman Cosgrove is riding a 1915 Excelsior Big Valve X, three-speed, all chain drive, 61-cubic inch (1000 cc), V-twin motorcycle. Excelsior was the first motorcycle brand to go faster than 100 mph as recorded by a sanctioning organization. Ignaz Schwinn, founder of Schwinn Bicycles, purchased the Excelsior Company in 1912. The Excelsior motorcycle was manufactured from 1905-1931, when the plant shut down in the face of the Great Depression. Their goal was to gain more and more power for their group at the expense of the other groups. Eventually, the nongold groups began to react in one of two ways: either they opted out of playing the trading game or they began to rebel against the golds by subverting their rules. Eventually the golds became frustrated because they wanted me to enforce their edicts. I told them that since they had made the rules, they had to enforce them. The golds had a rebellion on their hands and the only way they could continue the game was to strongarm the opposition to obey – which I would not permit. At that point the simulation ended and I had the students sit down in their desks to consider what had just occurred. My goals for the simu-

lation were to help students understand the nature of power and how, as Lord Acton noted long before: “Power corrupts and absolute power corrupts absolutely.” I pointed out to them that those in power often make the rules, which benefit them to the detriment of others in society. Another moral from this simulation was that those who reach the top of the social structure do not often remember that they used to belong to the lower groups. The golds developed a sense of superiority to those beneath them. They objectified the “lower classes” and forgot they were once just like them. As I read and study about the news in the U.S. and abroad, this simulation and its lessons keep demonstrating themselves to me in real life situations. I see it in politics where

wealthy corporations, by lobbying, have gotten laws passed through Congress that benefit those who have provided campaign contributions or junkets on private jets to exotic places. These corporations have been rewarded with tax breaks and governmental subsidies. Special privileges are eventually considered sacred and any attempt to get rid of these “percs” is strongly resisted. For all its f laws, our government has checks and balances. I’m thankful our government uses this tendency of special interest groups to benefit themselves by having them compete or lobby against each other. The reason our nation has as much freedom as it does is because the founders of our nation took this negative human tendency toward self-interest and turned it to the peoples’ advantage. No

wonder Thomas Jefferson called the founders of our Constitution demi-gods. I am also thankful that occasionally a person arises on the scene who has such high moral character that he/she resists the urge to make laws that benefit themselves and their cronies, but really desires to benefit society as a whole. John is survived by his wife, Carmen; his sister, Barbara Jussila, his five children, Kevin (Dawn) McHugh, Greg (Judy) McHugh, Molly Rowe, Kerry McHugh-Upton (Steve), and Tricia McHugh; along with 7 grandchildren and 3 great grandchildren. In 1958, John went to work for Ken Schoenfield Furniture in Auburn, WA, where he was fortunate enough to partner with Schoenfield. Soon, the two opened several furniture stores throughout the Greater Pacific Northwest. His lifelong career in the furniture business lasted 53 years where he developed enduring friendships, served on several furniture advisory boards, and was a key member of the Northwest Furniture Association. Beyond his work, John will be remembered as an active member of St. Michael’s Parish in Olympia, a member of the Chamber of Commerce, a one-time President and active member of Rotary Club International, and a troop leader for Boy Scouts of America. He also served on several economic panels, looking for ways to help his community flourish. More than anything, he will be remembered as a faithful husband, a loving father, and a gracious friend. John is preceded in death by his parents, John and Margaret; as well as three of his siblings, Jim, Joe, and Margaret. 812005

that simply roam randomly about cyberspace looking for anything “suspicious.” And every time you use a credit card or bank card, there’s a permanent record of your transactions on the Internet, everything from the groceries you buy to the bills you pay. And who knows what other hightech gadgets the government might be using that we haven’t even dreamed about? On the low-tech side, there are any number of spies and secret agents who may be watching you. (Like, who’s the guy watching you, and who’s that other fella watching him?) Hidden bags of cash change hands under the table. There are surreptitious spooks who operate undercover for several years – so long they sometimes forget which side of the law they’re working for. The purpose of this vast, shadowy empire is, of course, to stop acts of terror before they happen. Near Bluffdale, Utah, the feds have recently opened a new billion-dollar facility that will be able to gather and decipher 500 billion terabytes of information each year. (I don’t have any idea with a terabyte is, but I suspect 500 billion of them is a hell of a lot of information.) As many people fear, these secret operations have the potential for some real first-class abuse. William Binney, a former senior official with the National Security Agency, has said, “We are (not far) from a turnkey totalitarian state.” Could be. However, in this country, I think this is more technically feasible then political likely. Still, it’s not too farfetched to imagine an ultraconservative screwball like J. Edgar Hoover taking over the CIA and this would surely rain hell upon our inalienable right to privacy. Many of us would like to conceal our financial records, especially if there’s something questionable in them. Still others have sexual preferences and practices that they’d like to keep secret. Whatever. On the other hand, you may not care who knows about your medical records or arrest records or drug habits or extramarital affairs or anything else you’ve done or are doing. If that’s the case, the privacy issue isn’t important. Lucky you.

Hawk to Hall of Fame

Local athletes shine at Special Olympics

Former Enumclaw High basketball coach Bill Hawk, who led the Hornets to nine state tournaments, is slated for induction into the Washington Interscholastic Basketball Coaches Hall of Fame. The ceremony takes place the evening of July 24 at the Tacoma Elks Club. While many coaches were hoop stars during their high school years, that was not the case for Hawk, a graduate of Clover Park High School. The only varsity sport he played for the Warriors was football, which he continued to play at Western Washington University. But Hawk knew he loved sports and wanted to get involved in the coaching end, so he became a serious student of both football and basketball and started his coaching career during his first year of teaching. Forty-three years later, he’s still at it. During his first 17 years, Hawk was either the freshman or voluntary varsity assistant basketball coach as well as the defensive coordinator for the football team at Enumclaw High. Then, after Hall of Fame basketball coach Gary Radliff retired, Hawk took over the Hornet reins

Summer track is calling Track and field athletes looking for summer training and competition have an opportunity through a program headed by Enumclaw and White River coaches. Practices for elementaryage athletes will be from 6 to 7:30 p.m. Mondays at White River High School and Tuesdays at Enumclaw High. The cost is $60 and the program runs through July 30. The elementary students will be coached by various high school track athletes and coaches from their high schools.

and had a hugely successful 15-year run. During that time, his teams amassed eight championships and nine state appearances with five placings. He earned seven league coaching honors and, along the way, compiled a 276-95 record. Career highlights include third-place state finishes in both 1990 and 2002. In 2002, Hawk and his wife of 32 years, Mindy, and sons Jeff and Kevin moved to the Vancouver, Wash., area where Hawk coached the Battle Ground Tigers for four years before he lost his retire-rehire job to a series of levy failures. He then returned to the Plateau for a two-year stint at White River High. Opportunity knocked once again with a chance to start a program from the ground up at the Muckleshoot Tribal School. Hawk and athletic director Tim Tubbs relished the challenge of making the Kings a competitive program that would be a source of pride to the community. All four of his teams have at least made it to the district playoffs and two of the teams played in the state tournament, which culminated in a sixth-place finish for the 2012 team.

Sometimes all a garden needs is a new and interesting character to ramp up the drama. You’ll find unusual trees, flashy flowers and shrubs that only the owners may or may not be able to identify in these show gardens. Black Lace elderberry, Golden Lantern magnolia, Gold Lime Light currant, a Peaches and Cream maple and deep blue gentian are a few of the specimen plants you’ll see up close and personal on the tour. Seeing plants in a garden rather than in a row of pots at a nursery is a much better way to imagine how these garden stars will perform in your garden. Use groundcovers to add easy care color. My own two-acre garden is an example of weed-blocking groundcovers like saxifrage and lamiums that help to light up the shaded areas and also provide a carpet for a collection of garden rooms. You’ll see golden foliage as an accent in my blue and yellow garden and also as a border in the woodland walk. I also use

As the weather around Puget Sound turns sunnier and warmer, many of us will be taking part in any number of outdoor recreational activities the area has to offer. Dr. Michael Miller Whether you’re out for a hike or bike ride with the family or playing an organized team sport, taking care of your knees, hips and other joints will go a long way in ensuring you can enjoy all of summer’s fun activities. The human body has an incredible capacity to repair itself, but our joints are surprisingly delicate. When the cartilage that cushions the bones in your joints wears away, it does not grow back. Thinning cartilage can contribute to osteoarthritis, also known as degenerative arthritis. It can be a painful and often debilitating condition. But, lucky for us, there are some simple ways we can protect our joints now to avoid possible painful discomfort later. One of the simplest things you can do to reduce pressure on your body’s joints is control your weight. When you walk, each knee bears a force equivalent to three to six times your body’s weight. Try exercises that are low-impact. Running on hard pavement, playing tennis on concrete or skiing over lots of moguls puts your joints under a lot of stress, particularly the knees. If you run on a regular basis, try running on a treadmill or trading out one run a week with something a little more low-impact like swimming, biking or tai chi. This seems like a no-brainer, but being able to avoid injuries to your knees and other joints will greatly reduce your risk of osteoarthritis. Studies have shown that even 10 to 20 years after a person has injured the anterior cruciate ligament or menisci of the knee they have a 50 percent chance of developing arthritis in that same knee. So weekend warriors be forewarned – sitting behind a desk all week and then playing sports for several hours on the weekend puts you at higher risk for injury which means higher risk for arthritis later on. Talk with your partner frequently to let her know your plans for the week and month, to learn her plans and to thoughtfully remind each other of plans that were previously agreed upon.
