Accidental drive-through Woman hits the gas instead of brake, slams into restaurant

Nobody sustained injuries Wednesday morning when a sedan crashed through an Oak Harbor pizza shop.

At approximately 10:10 a.m., 84-yearold Coupeville resident Grace King drove her Ford Crown Victoria through the front of Little Caesars, located in a strip mall off of State Highway 20 in Oak Harbor. She ended up at least halfway through the store.

Oak Harbor police officer Dennis Dickinson said it appears the driver was traveling through the parking lot.

When she approached the building, Dickinson said that King apparently became confused about the accelerator and brake pedals and the car increased speed.

The sedan destroyed a large concrete planter along the walkway before crashing through the front glass.

The car plowed through the counters, destroyed shelves and came to a stop next to the restaurant’s freezers.

“We heard the crash and the walls shake,” said Colin Johnson, manager at Radio Shack, located in the space adjacent to Little Caesars.

Employees from neighboring businesses came outside to check out the commotion. An employee from Liberty Tax Service held a fire extinguisher used to douse a fire in the oven.

Two employees were working inside Little Caesars at the time of the crash.

Both employees escaped injury.

Dickinson said medics checked out the driver of the car, but she also wasn’t injured.

Ray Merrill, chief of the Oak Harbor Fire Department, said the crash also broke a sprinkler head inside the building.

That damage caused the store to flood.

Firefighters used vacuums to suck up water that also seeped into neighboring businesses. They also swept up glass and removed other debris.

Radio Shack remained open despite the crash next door and the resulting water damage. The business on the other side, 123 Thai, delayed its opening into the afternoon while the water was vacuumed and an electrical issue was resolved, a store employee said.

The Little Caesar’s store manager, who refused to provide his name, said he didn’t know yet when the pizza shop will reopen.

“Tomorrow we’ll start rebuilding,” the manager said.

King was not cited for the accident and faces no charges.

Oak Harbor Police Sgt. Mike Bailey said nothing criminal occurred, and the accident didn’t take place on a public road.

Two months ago, Commissioner Kelly Emerson received 60 days to settle her issues with the Island County Planning Department or face the possibility of once again being passed over for chairmanship of the board.

The matters have yet to be resolved, but Emerson will likely serve as county Emerson commission chairwoman.

Newly-elected Commissioner Jill Johnson is supporting her fellow Republican’s bid to serve as chairwoman.

Johnson said Thursday that she met with Emerson and Democratic Commissioner Helen Price Johnson before being sworn into office. Johnson said she made it clear to both that she believes Emerson deserves her turn at the helm.

Suspect arrested in Prairie Perk burglary

Detectives with the Island County Sheriff’s Office arrested one suspect and are looking for another in the break-in of a Coupeville coffee stand Feb. 19.

Detective Ed Wallace said the juvenile suspect, a Coupeville boy, is facing a burglary charge in Juvenile Court.

The boy was visible entering the Prairie Perks stand in a surveillance video, according to the detective.

Wallace released still images from the video a couple days after the burglary.

In addition, Wallace said he’s trying to locate a second

suspect in the case.

He said Sean Thurman, 20, of Coupeville is also suspected of taking part in the break-in.

County commissioners plan night meetings

As soon as this month, one of Island County’s weekly board meetings will be held during the evening.

According to Commission Chairwoman Helen Price Johnson, there is board agreement to start the commissioner’s fourth Monday meeting of the month at 6 p.m. It currently begins at 2 p.m.

The idea is to facilitate community input by providing more options for residents who may not be able to get to board’s daytime meetings, most of which begin in the morning.

Additional discussion is required to hammer out some of the details and that will happen at the board’s next Wednesday work session, March 6. Once complete, the board will then hold a public hearing and take officials action.

Board Clerk Elaine Marlow said the soonest the change would go into effect is this month, but it may not begin until April.

The change will be a victory for Commissioner Kelly Emerson, advocated for a nighttime meeting since July 2011.

Those early efforts didn’t move forward, but Emerson made another appeal this past January, which gained more traction with members of the board.

“I’m happy were going to finally establish one evening meeting a month. ... Hopefully, this will make it easier for people to come down and partake in local government.”

In 2011, Price Johnson said she was wary of the change as it would result in additional costs to the cash-strapped county. Some county department heads reinforced those concerns at a roundtable discussion with the board this week when they reported the change would result in overtime expenses for some employees.

Price Johnson said the cost is something the board needs to be mindful of and that she was hopeful that nighttime meetings could be implemented gradually so expenses could be monitored.

“I think there is a value in having an evening meeting,” she said.

During Wednesday’s meeting, the commissioners will discuss other potential modifications to the code.

Particularly, whether or not to soften current language that says public hearings should be held at night “when possible.”

To come more into line with the existing rule, the new evening meeting would need to include day-to-day items, such as amendments to various contracts and franchise agreements.

That can be pretty dry material, said Price Johnson, and would take up much of the evening meeting. The idea is to engage the public, not bore them.

A code modification is being considered that only public hearings of “significant impact” should be held during the evening meetings.

Lastly, interest was expressed by board members to begin holding quarterly town hall-style meetings. That wouldn’t require a code change and will likely move forward with unanimous support.

“This board has stated this is something important to them so I wouldn’t be surprised to see that move forward,” Price Johnson said.

Facilities plan for sewage treatment plant to be unveiled Wednesday Oak Harbor residents can learn the latest details of the planned wastewater treatment plant during a special public open house and City Council workshop next Wednesday.

The public open house, at the Oak Harbor Elk’s Lodge at 155 NE St., will run from 6 to 7 p.m. The workshop begins at 7 p.m.

The city will present its

draft facilities plan, which will include project phasing and estimated costs.

The city’s consulting firm, Carollo Engineers, estimates the cost of the plant at $93.5 million, but phasing could spread the cost out over time.

In addition, updated user rate information will be available.

likely be borne by residents who pay sewage treatment fees. An earlier study projected that sewer rates could double or even triple to fund the new plant.

City Council members and the mayor voted to site the plant in the vicinity of Windjammer Park, probably on the south side of Pioneer Way.

Three-car accident causes minor injury A three-car accident on North Whidbey snarled traffic late Thursday afternoon, but only one person sustained an injury.

Trooper Mark Francis with the Washington State Patrol said the driver of a Chrysler minivan turned from Jones Road onto State Highway 20 into the path of a northbound four-door sedan at about 4 p.m.

The impact hurled the sedan into the path of a southbound car, which it turn was thrown into a field.

Francis said the driver of the second car experienced minor head and neck pain and was transported to Whidbey General Hospital as a precaution.

The driver of the minivan was cited for failure to yield, according to Francis.

Family didn’t know Greenbank man was sex offender

The niece of Greenbank murder victim Kathie Baker says her aunt had no idea that her husband is a convicted sex offender.

Kathie Baker’s husband, 62-year-old Robert “Al” Baker, is facing a murder charge for allegedly killing her last summer, wrapping her body in a tarp and hiding it in a ravine behind their home, according to court documents.

A prosecutor revealed last month that Robert Baker spent five years in prison for sexually assaulting a minor before he met his wife at a scientific research station in Antarctica.

Oregon resident Jamie Hill, and her attorney, Charles Arndt, of Coupeville, are trying to figure out how Robert Baker was allowed to work for Raytheon Corporation at the isolated South Pole facility given his felony convictions.

They have also filed a lawsuit aimed at preventing Robert Baker from inheriting his wife’s property, including her portion of their marital property, or receiving any life insurance resulting from her death.

Eric Ohme, senior deputy prosecutor for Island County, said Robert Baker was convicted in California in 1991 on three counts of unlawful sexual intercourse with a minor. He served five years in prison.

Hill s a i d the revelation shocked Kathie Baker’s family.

“All of us had a Baker relationship with a person we thought existed,” she said, referring to Robert Baker. “But nobody knew the real him.”

Hill said she’s convinced that Kathie Baker knew nothing about Baker’s criminal history.

“Kathie was an amazing, loving and joyful woman,” she said.

rologist, a computer programmer, a mentor to high school girls and one of 12 women to ever winter at the South Pole.

Hill said she’s dumbfounded that Robert Baker was allowed to work with others in the isolated facilities at the South Pole.

Both Bakers worked for the Raytheon Corporation.

The company provides logistics support for the U.S. Antarctic Program, which is managed by the National Science Foundation.

Hill said Kathie Baker had to go through an extensive background check and a mental health evaluation before she was allowed to journey to Antarctica. She said her aunt and all the other employees at the close-knit South Pole

group likely assumed that everyone went through the same checks and that it was a safe community.

“He was a manager, which means he was able to pick his prey,” she said. “It’s a job that really isolates them from the rest of the world.

Hill said she contacted Raytheon about the issue, but received no explanation.

A Raytheon official told the Whidbey News-Times that he couldn’t comment.

Robert Baker was hired as a cryogenics technicians in 2001 and later became the science support coordinator.

Robert Baker also met his alleged mistress at the South Pole station. The woman was visiting him at the house in Greenbank while Kathie

Baker’s body was hidden in a ravine behind their woodshed and the rug was stained with her blood.

Arndt filed a petition on Feb. 12.

The petition asks a judge to find that Robert Baker is “a slayer” under the state’s slayer statute, which prevents people from reaping financial gains by the killing another.

If Robert Baker fights the petition, it could lead to a second trial in which attorneys try to prove that Robert Baker killed his wife, though a civil trial has a lesser standard of proof.

His trial in the criminal case is set for July 16.

Oak Harbor schools to start planning strategy for using levy funds

While voters approved a measure that essentially doubled Oak Harbor School District levy, about half of those extra dollars will be available for the next school year.

Oak Harbor school officials are figuring out what parts of the levy to implement.

The Oak Harbor School District typically receives its tax dollars two times a year.

The district receives approximately 52 percent of state tax dollars in the spring, while the remainder of the funding comes in the fall, which takes place after the 2013-14 school year.

Voters in February approved a four-year levy that

will bring in $7.35 million a year for four years, plus an additional estimated $1 million a year in the form of state match.

The levy will pay for teaching and instructional assistant positions, adding class days, restore middle school athletics, protect current athletic programs, textbook purchases, technology upgrades and more. The levy is passing by more than a 54 percent majority.

The Island County Auditor certified the results Feb. 26.

The final results show 54.75 percent of the voters approved the levy while 45.25 percent of the voters rejected it.

year and the second year. The board didn’t make any decisions during its workshop.

Oak Harbor School District Superintendent Rick Schulte showed an initial proposal Wednesday to use the initial levy payment.

His proposal adds more learning time, extends the middle school day by 30 minutes, restores kindergarten to a full day, provides dollars for textbook purchases, increases special education along with money for the maintenance department and protects the district’s athletics

program.

Several teachers, administrators and parents attended the workshop.

Some said they were pleased the proposal provides an immediate impact for kindergartners and middle school students. Others suggested administrators bring in an extra nurse or also institute tutoring.

Talks about how to implement the expanded levy come at a time of uncertainty about state and federal funding sources.

Schulte noted during

the meeting that the state Legislature is debating how to comply with the McCleary case, a recent Washington State Supreme Court decision that found the state wasn’t fully funding education.

“The decision is still very much up in the air,” Schulte said about the Legislature’s efforts to improve education funding.

School officials are also waiting to see how federal “sequestration” will affect budgets.

The district may lose hundreds of thousands of dollars

through reductions.

In addition officials are also dealing with funding losses from declining enrollment and with fewer military students attending Oak Harbor schools.

School officials will be developing a budget for the 2013-14 school year in the coming months as more information becomes available.

Several workshops are planned.

Muddy footprint adds to cow mystery Commissioners

The mystery of the dead cow with the skin removed from half its face deepened this week with the discovery of a strange looking footprint.

The cow’s owner, Diane Schneider, said farmhand Javier Meja came across the track and photographed it with his cell phone.

“I didn’t see it myself,” Schneider said Tuesday. “It’s about as big as a man’s hand, it’s awfully large and was found about six-feet from the cow’s body.” The carcass was buried Saturday.

Island County Animal Control Officer Carol Barnes said she was intrigued by the footprint photo and forwarded it to sources in the U.S. Department of Wildlife and Washington Department of Fish and Wildlife.

Barnes hadn’t heard back as of Tuesday. She did show the picture to Dr. Robert Bishop, Island County coroner, but he wouldn’t guess as to the source, she said.

Repaired float brackets snap from Coupeville fuel float The saga of the Port of Coupeville’s dilapidated fuels floats continues.

The brackets on one of the two recently-repaired fuel floats broke during a severe storm Monday. The floats are located at the end of the Coupeville Wharf and, during the slow winter months, are used by Penn Cove Shellfish to refuel its fleet.

Port of Coupeville Executive Director Jim Patton said the new bracket on the western fuel float, which receives the brunt of the severe weather in Penn

Cove, broke and sank during a storm earlier in the week.

The wharf’s harbormaster chained the float to the wharf to prevent it from drifting away.

Patton said he is talking with the company that made the repairs, Northwest Docks in Anacortes, to come up with a solution.

The company recently replaced the brackets on both floats.

The floats are insured and the port paid a $1,000 deductible for its share of

the repairs.

Patton said the most recent repairs would cost about $20,000 without insurance.

The Port of Coupeville will start soliciting requests for proposals to design new fuel floats to replace the old concrete ones.

Patton said the lack of a breakwater could prove challenging to designers.

Once the design is complete, the port will looks for bids from companies to build the new floats.

A controversial proposal to establish a petition process and other requirements for establishing shooting bans in rural parts of Island County may be put down for good next week.

Island County commissioners tabled the explosive issue last year, but will rehash the plan again Wednesday, March 6. The meeting begins at 11 a.m. and will be held in the commissioner’s hearing room, 6 N.E. Sixth St. in Coupeville.

The board will not take action to approve the proposal, but will decide whether to continue the discussion and hold a series of public meetings on Whidbey and Camano islands or to drop the proposal altogether.

In 2012, Norcliffe, Sea View and Tilbury residents – communities along West Beach Road – signed a petition and requested the commissioners approve a shooting ban in their area.

They complained of one neighbor’s private firing range, claiming it was a safety hazard.

Their request was denied, but the board did green light the drafting of rules that would establish a petition process and other qualifications that would have to be met by communities before the board would consider a ban in their areas.

The commissioners already have power to prohibit shooting in rural parts of the county – the draft rules standardize the process and make clear how and where that could be done.

The proposal exploded into a Second Amendment issue and irked members of local gun ranges as the first draft was broad and left room for action against the long-established clubs.

The rules were cleaned up, exempting licensed gun clubs and protecting hunting areas, but some said the rules overstepped constitutional rights.

Also, some complained that the proposal was being considered when its head cheerleader, Commissioner Angie Homola, was on her way out the door.

The board agreed put the brakes on matter and discuss it next year, after Commissioner Jill Johnson took office.

Roommate accused of ID theft

A 20-year-old man is accused of stealing a laptop, video games, a gold ring and a wallet from a roommate he met through a roommatefinder website, court documents state.

On Feb. 21, Island County prosecutors charged Phillip D. Sistrunk, currently an Everett resident, with identity theft in the second degree, two counts of theft in the second degree, malicious mischief in the third degree and obstructing a law enforcement officer.

Clinton driver faces jail for Christmastime crash

An 83-year-old Clinton man faces possible jail time for causing an accident that seriously injured another driver Dec. 26, 2012, according to court documents.

Prosecutors charged Oran G. Downs in Island County Superior Court Feb. 25 with vehicle assault.

He faces from one to nine months in jail if convicted.

investigated the crash that occurred on State Highway 525 at the driveway for the South Whidbey American Legion.

Downs was driving a 2002 Chevrolet pickup and pulled out of the driveway into the path of a 2000 Chrysler minivan driven by 37-year-old Langley resident Heather Kelley.

The minivan struck the driver’s door of Downs’ pickup.

according to the trooper’s report. She was airlifted to Harborview Medical Center and Hospital in Seattle for treatment.

Neither Downs nor his passenger were injured.

Downs admitted that he drank whiskey at the American Legion prior to the collision. A toxicology analysis showed that Downs’ bloodalcohol level was 0.10 percent, while the legal limit for driving is 0.08 percent, the trooper wrote.

Superior Court Judge Alan Hancock set Sistrunk’s bail at $25,000 on Feb. 19.

A resident of an apartment on Harrier Circle reported Feb. 16 that his roommate had broken off a key in the door lock and stolen a laptop, a Navy ring, a Playstation, four Playstation games, and other items, according to the report by officer Jennifer Gravel with the Oak Harbor Police Department.

The resident said he met the man in December through the website roommates.com. The man, later

identified as Sistrunk, claimed his name was “Phillip Ivan Williams.”

An officer in Skagit County contacted Sistrunk at his girlfriend’s apartment.

Sistrunk was carrying his roommate’s Social Security card and was wearing his roommate’s Navy ring, the report stated.

Sistrunk told police his name is Williams and gave the wrong date of birth, according to the report.

Sistrunk could face from four to 12 months in prison if convicted on the charges against him.

Port commission to talk Greenbank Farm future Commissioners for the Port of Coupeville will hold a special meeting next week to continue discussions about the future of the Greenbank Farm and how it’s managed.

The meeting is 10 a.m., Wednesday, March 6 in Barn A at the Greenbank Farm, 765 Wonn Road.

Port and farm leaders have worked since mid-2012 to develop a plan about how the publicly owned farm will be managed after the current contract expires.

A volunteer group submitted a report in January recommending that the current contract with the management group not

be renewed and the port should look for an entity to manage the farm and then negotiate a new contract.

The Wednesday morning meeting will include a review of progress made so far, a discussion of management models and alternatives and a chance for public comment.

Volunteers needed for student projects Oak Harbor High School seniors will be giving their senior presentations this month and need a little help getting ready.

Community volunteers are needed for about 90 minutes, March 19-20, to listen and provide feedback.

Senior presentations are a graduation requirement and are a way for students to demonstrate what they’ve learned and how it will help with future school and career opportunities.

Students must show proficiency as learners, com-

munity members, employees and planners.

Approximately 70 volunteers are needed on each day of the presentations, from 9:20 a.m. to 10:45 a.m.

IN my OPINION Holy cow: Bovine mutilation leaves officials perplexed The horror.

Someone, or something, with a sharp instrument mutilated a dead cow on South Whidbey last week.

The county coroner, a federal wildlife specialist and other experts are convinced that a human hand was responsible for the precise incision and removal of the skin off half of the animal’s face.

Nobody can figure out how the black Angus mysteriously died, though it appeared that the cutting occurred postmortem.

The body was quickly buried. The only clue to the identity of the potential bovicide — a slayer of cattle — is a photo of a muddy footprint found near the carcass.

Readers have described it as belonging to a miniature Sasquatch or a barefoot human. Bloggers are speculating about Satanic cults and space aliens.

It’s an odd crime. Because of this, many people may not take the innocent ruminant’s untimely demise seriously.

Thankfully, Island County Animal Control Officer Carol Barnes is on the case.

She took a multitude of crime-scene photos and asked several experts for help.

She examined the heifer’s orphaned calf and the rest of the small herd.

She tried to have the dead cow disinterred and examined, but the county doesn’t have the funding.

She’s keeping a sharp eye out for anyone carrying a half a cow’s face.

Barnes recognizes the weirdness of the case, but also the seriousness.

She’s convinced that a person scalped the cow’s face.

She doesn’t know the motive, but she’s pretty sure it can’t be healthy.

Potential crimes were committed — trespassing, animal cruelty and theft.

It’s well known that cruelty to animals can be a precursor to crimes against people.

With little to go on, Barnes is hoping that someone in the community saw something or knows something that will help her out.

According to one of the world’s leading climatologists, NASA’s James Hansen, the tar sands are a “climate bomb” which if allowed to reach its full potential means “game over for the climate.”

The XL pipeline is the fuse to that bomb. It is critical to our future that this bomb not go off. The fossil fuel industry has spent $146 million convincing the public to ignore this issue. Unfortunately, they did not convince the forces of nature. Prevention is no longer an option. With 394ppm of CO2 in the atmosphere we are in phase two of the CO2 Crisis: Mitigation and Adaptation.

As Bill McKibben says, “When you find yourself in a hole, stop digging.” We have experimented with burning fossil fuels and the results are in. Our climate and ocean have been destabilized.

Witness the bizzare, extreme weather we’ve

seen recently: super storms, floods one year followed by droughts the next. The ocean is 30 percent more acidic then before the discovery of petroleum and impacting its inhabitants. We must let President Obama and Secretary of State Kerry know that we are not willing to trade their future to make the multi-billionaire Koch brothers richer.

A shift to a fossil-free future is critically overdue. Each year we delay adds $500 billion to the costs of dealing with its impacts according to the International Energy Agency. Two critical strategies are necessary to implement immediately, a carbon tax and rebate bill and to disinvest from corporations mining fossil fuels. We need to support upcoming veterans legislation Sound Off

Since leaving office I have been traveling to Olympia working on passing two bills. One is for the State Building Code Council to provide better tools for Washingtonians to meet energy reduction Homola requirements and to pay for jurisdiction training and cost/ benefit analysis on construction codes.

The other, which I will detail here, is a continuation of unfinished business to help indigent veterans, a bill former Sen. Mary Margaret Haugen prime sponsored in 2012, and which died in the Senate.

If passed it would make the Veterans Assistance Levy a stand-alone tax, separate from the county General Fund Levy.

Aside from being a Navy wife, I became interested early on as a commissioner when a voucher came before me for payment to an indigent female veteran who had a husband with cancer and six young children.

It came with a denial recommendation from the Veterans Advisory Review

Committee (VARC) with comments like “go get a job, this isn’t a free ride.”

I was astounded, but lacked support to overrule the recommendation because it was assumed that there was a safety net available. My children and I brought that family groceries, but they were evicted and displaced from their home.

I discovered Island County was the only county in the state that had a VARC, an extra layer between the Veterans Advisory Board (VAB) and the county commissioners. We replaced the VARC with a case manager and wrote policies and procedures on how to allocate the fund and how to connect veterans to support systems in our community.

The fund is intended to be used on a one-time, get-back-on-your-feet basis and is closely monitored. It provides for things like food, housing assistance, PTSD clinic transportation, gas to a job interview, and medicine. Island County went from serving five10, to 80-100 deserving veterans per year.

Unfortunately, the state law intended to provide for veterans has structural glitches, so I went to work to fix it. This year, I generated wide bipartisan support in the Senate and Democratic support in the House to bring it back.

Statute (RCW 73.08.080) requires that 1.125 to 27 cents per $1,000 of assessed value on property be levied for the Veterans Assistance Fund. But the legislature stuck

Another letter WAIF thankful for barn raising help Editor, Whidbey Animals’ Improvement Foundation (WAIF) is grateful for the extraordinary volunteer efforts that went into constructing WAIF’s multipurpose barn located on WAIF’s new shelter site.

From Clinton to Oak Harbor, animal lovers donated more than 800 hours of volunteer labor to come together to help create a legacy of caring for Whidbey Island’s stray and abandoned companion animals.

Whidbey Island’s island-wide animal shelter would like to recognize the huge volunteer efforts that have gone into building the multi-purpose barn.

From July through December of 2012, over 100 volunteers generously donated their free time of over 800 hours in less than ideal weather conditions to build a multi-purpose barn that will help WAIF continue to grow its mission of helping

the stray and abandoned animal population of Whidbey Island.

Nearing completion, the barn represents significant progress as the first phase in WAIF’s new shelter construction.

We’re extremely humbled and appreciative of the involvement of the community and members of the military.

Everyone’s willingness to donate their free time and help WAIF build its new barn is an energizing first step toward WAIF’s future.

It’s a very exciting time for WAIF and it’s been made possible with the generous help and dedication of our volunteers.

It was a true coming together of the local community and indicative of the giving nature of Whidbey Island — an inspiring example of civic pride that WAIF was grateful to be a part of.

Groups such as the Lions, military personnel and individuals gathered from all over the island to work together on the barn’s construction.

In addition to the volunteer labor,

that levy inside the General Fund Levy, where it competes with deputies, elections, courts, public health, senior services, land use planning, etc.

If a county increases funding for vets, it has to decrease funding to other programs within the General Fund.

And just to make it even less serviceable, if there is so much as 1 cent of the fund left in the bank on the first Tuesday in September, the county does not have to collect the vet fund that year or subsequent comparable years. Essentially, the vet fund subsidizes the General Fund. This does not help vets. Until 2009 Island County levied its vet fund about every three years, meaning we paid less than a dollar a year for indigent veterans.

If the levy stood alone, you would see it as a line item on your property tax bill, like schools, cemetery, and library districts.

Roughly $2.80 would be added to your property taxes annually or during the years it was levied.

Island County’s General Fund Levy costs most property owners about $12 a month or $145.00 a year, the lowest in the state (we are the sixth highest wage earners and we have the lowest poverty rate).

By comparison, the recent Oak Harbor school levy will cost the average Oak Harbor property owner an additional $22 a month totaling $41 or $495 a year. Representative

WAIF also received generous in-kind donations of architectural services, general construction management and materials.

Making this all possible are also the generous donations that WAIF has received to date through its capital campaign for the new shelter.

The funds donated have allowed WAIF to proceed in the construction of the barn and when the new shelter is built, the multi-purpose barn will be used to hold events, programs and educational classes for those passionate about caring for Whidbey Island’s companion animal population.

The barn is anticipated to be completed in May, so if you didn’t get to help out in 2012, there will be more opportunities in 2013.

Once complete the barn will provide immediate office space for WAIF’s capital campaign team and a location where people can learn more about WAIF’s efforts to build a new shelter.

Norma Smith and Senator Barbara Bailey both supported this increase, as did I. I regret that neither of our State Representatives or Senator have supported the Veterans Assistance Levy bills (HB 1759 - SB 5490). With misconstrued evidence they believe the levy already takes care of vets, and that a stand-alone would be too expensive.

Worse yet, Snohomish County was audited and found to be levying less than the minimum required for vets. Rather than increase the levy or cut costs (not easy) they have proposed a bill to permit reduction in the minimum veterans’ assistance levy rate.

Barbara Bailey prime sponsored the Senate bill (SB 5418) and Dave Hayes, who originally supported my bill, withdrew his sponsorship and shifted to Snohomish’s House bill (HB1432). The laws are complicated, but we should expect our elected officials to understand them and to meet the legislative intent to care for veterans. It’s been a Washington State priority since 1888.

Whether you believe in war or not, our nation sends men and women to battle.

Some are now indigent vets from Vietnam and many more are coming home broken, and they need our help. I’m happy to contribute a quarter a month, so I will keep fighting for my bills to pass and I hope you will too.

Since her election in 2010, Emerson has battled with Island County Planning and Community Development over an alleged critical areas violation at her Camano Island property.

It started when department officials were informed during her campaign that an un-permitted porch was being built at the residence.

A stop-work order was

issued and county officials said they found there might be a wetland on the property.

Emerson and her husband, Ken Emerson, spent the past few years maintaining that the wetland does not exist. They unsuccessfully sued the county, wracked up $37,000 in fines and hired two hydrologists to examine their property. Both hydrologists said no wetland exists.

Emerson said it should come as no surprise to anyone that the issue hasn’t been resolved. She said she made it clear in January, when she

Chester (Chet) Lincoln Saunders

After a year-long struggle with cancer, Chester Lincoln Saunders passed away peacefully at his home in Oak Harbor on Feb. 26, 2013.

Chet was born on President Abraham Lincoln’s birthday, Feb. 12, 1919. Coincidentally, he was also a descendant of Lincoln and quite proud of it. In addition to a shared birth date, Chet possessed many of Lincoln’s personality traits — a love of learning, a dry sense of humor, kindness towards all, honesty and a quiet strength.

Chet was born in a Cayuga, N.D. farmhouse and was third youngest of 11 children; five sisters and five brothers.

Growing up, he helped with the farm chores with the rest of the family.

He continued his farming interest and enrolled in the Polytechnic School in Billings, Mont.

However, after completing one year, he was needed back on the farm since many of his older siblings had married or taken other careers and moved on.

It was during this time that he met the love of his life, Lorraine Edith Ebel at a local town dance.

Cupid made a direct hit and when Uncle Sam came knocking in 1942 with his WWII US Army draft papers,

Chet and Lorraine married.

Almost immediately, Chet was shipped out to Guadalcanal and served 18 months overseas as a medic assistant and earned a Bronze Star for Good Conduct. He also served as a Military Police at a Roswell, New Mexico Prisoner of War camp. After his formal discharge, Chet and Lorraine sold the farm that he had inherited and in 1947 moved to Richland, Wash. where he worked as a carpenter on the Hanford Project for two years. During this time, their daughter Pam was born.

In 1950, Chet decided to follow his medical leanings and enrolled in the Palmer Chiropractic School in Davenport, Iowa. And after graduation, the family relocated to Alameda, Calif.

In 1954, while living in Alameda, Chet and Lorraine gave birth to a son, Monte.

Chet obtained his California chiropractic license and planned to open an office in the Bay Area with another Palmer chiropractor. However, he became discouraged by anti-chiropractic sentiment present at that time. Chet ultimately went to work for the Food Machinery Corporation and once again the family relocated to Fremont, California and eventually Newark, Calif.

Chet was a devoted husband and father, and extremely talented craftsman. His skills were often exhibited in his many home decorating and improvement projects Lorraine would design. As Lorraine often said, “There’s nothing Dad can’t build.”

Chet was also very involved in Pam and Monte’s activities and shuttled them to the library, music lessons, bowling, and baseball games.

In 1984, Chet retired from FMC with 30 plus years of

service and he and Lorraine located to Lake Tahoe near their son Monte. He immediately began remodeling their little “cabin” and harking back to his farming days began a vegetable garden.

Eventually, they moved again to an acre in Red Bluff, Calif. where he continued his farming in earnest. He became famous for his champion twopound tomatoes.

In 2005, Chet and Lorraine moved to Whidbey Island to be near their daughter Pam. Here, Chet became involved in the Coupeville Lions Club, the Coupevile United Methodist Church, and the Coupeville Friends of the Library, where one could find him (almost daily) reading in his favorite corner chair. At the ripe young age of 88, Chet caught the travel bug.

He traveled to Alaska, Maui, the Big Island, Kauai, Mt. Rushmore, Mt. Hood, and made several trips to both California and Idaho.

Chet was preceded in death by Lorraine, his wife of 63 years, and all 10 of his brothers and sisters. He is survived by his daughter Pam Formeller (Tom), and son, Monte Saunders (Pam) of Coeur d’Alene, Idaho.

Chet is also survived by four grandchildren; Pam’s daughter, Heather Crook of West Sacramento, Calif.; and Monte’s children, Billy Colston, of Coeur d’Alene, Kathy Meyers, of Austin, Texas, and Angie Childs of Coeur d’Alene.

The Celebration of Chet’s life will be 2 p.m. Monday, March 4 at the Coupeville Methodist Church.

Remembrances in Chet’s name may be made to either the Coupeville United Methodist Church, or the Friends of the Coupeville Library.

was given the 60-day deadline, that she didn’t expect anything to be resolved by March.

Neither she nor her husband are going to back down, she said, so the next steps — and ultimately resolution — is in the hands of planning officials, particularly its departmental chief, Bob Pederson.

As of Friday, her prediction held true; neither party has capitulated.

One side has to give, and Emerson said it will have to be the Planning Department.

“That’s all there is to it,” Emerson said during an interview this week.

Wetland fines Two issues are being disputed: the Emerson’s fines and an after-the-fact building permit.

With regard to the fines, the Emersons have few options until Pederson either decides to drop the matter or attempt and force the couple to pay.

The latter could be accomplished by placing a lien on the Emersons’ property.

Pederson confirmed that the next step is in his hands but declined to say anything further on the matter, specifically whether or not he is pursing a lien as a tool of enforcement.

As for the permit, the wetland issue will only be settled when an expert who passes “muster” makes a determination.

The two hydrologists hired by the Emersons are licensed by the state, but their credentials are disputed.

Pederson concedes, however, that their determinations may prove correct.

Planning officials who visited the site early on said they think one may have existed but until a mutually agreeable expert is hired, the matter will likely be unresolved.

“There may not be a wetland but the indications were there were when the county inspected the site,” he said.

Frustrated county The ongoing dispute has fueled debate, particularly along party lines.

Some Democrats bemoan an alleged lack of accountability for Emerson while some Republicans continue to claim that the commissioner is the victim of political attack.

“I still feel a sense of outrage; I wouldn’t be able to get way with what she’s doing” said Neil Colburn, a former Langley mayor and Helen Price Johnson supporter.

“I have no idea why Pederson and the board haven’t taken action against her … it doesn’t seem right,” he said.

“From my perspective, she’s represented her party but not the people of Island County; she’s an ideologue,” he said.

Carl Henry Ronhaar, 88, died on Feb. 19, 2013 at PeaceHealth St. Joseph Medical Center in Bellingham, Wash.

Carl was born Jan. 16, 1925 to John and Elizabeth (Abrahamse) Ronhaar in Oak Harbor, and was the third of six children. He lived in Oak Harbor until graduation from high school in 1943.

Upon graduation he received his draft notice and in December left for the Navy.

On Sept. 20, 1946, he married Bea (Brune), his loving wife of 66 years.

He is survived by his wife, Bea, and four children: Ginger (David) Walworth, of Kelso; Kathy (Rob) Barnett, of Seattle; Bill (Sallie) Ronhaar, of Mount Vernon; and Brenda (Jerry) Roosma of Lynden. He is also survived by his 14 grandchildren, 12 great grandchil-

He said he’s one of many who are fed up with the county’s refusal to acknowledge the absence of a wetland.

“If it were me, I would force the issue legally … even if it meant stepping down as a commissioner,” Strowbridge said.

“I wouldn’t be surprised if Helen Price Johnson was ordained chair for life,” he said.

“It’s sad and people want to put this behind,” he said.

Next chairperson The board has long held to a tradition of annually rotating the chair position.

Emerson was passed over last year by her two Democrat colleagues — Price Johnson and former Commissioner Angie Homola.

Emerson sought the spot again in January, this time with another Republican on the board, but she was again met with resistance.

Price Johnson refused outright to support her bid while her problems remain unresolved.

Johnson was unwilling to move forward at the time, instead suggesting Emerson receive two months to resolve the issues.

Though she called those issue’s “legitimate internal concerns” at the time, Johnson has softened her stance.

Johnson said she learned a little more about the issue and thinks Emerson has valid points of her own.

“The truth of it is this is a personal property rights issue between the Emerson’s and Island County – it’s not a commissioner issue unless you make it one,” Johnson said.

Siblings among local grads competing collegiately

There’s a family flavor in the link between local highschool graduates and the winter collegiate athletic scene.

Two sets of siblings are among the former Oak Harbor and Coupeville high school athletes who are competing this season collegiately.

Oak Harbor brothers John and Price Hu swim for the Stevens Institute of Technology in Hoboken, N.J., while sister Ciara competes for the University of Chicago.

brothers — Kyle, a senior at the University of Oklahoma, and Tyler, a sophomore at the University of Washington­ just finished their indoor track seasons.

John Hu is putting the finishing touches on an outstanding swimming career at Stevens. For the fourth year in a row, he was named Eastern College Athletic Conference championship Swimmer of the Meet after winning three events and helping Stevens claim its third consecutive title.

He also earned Swimmer of the Meet honors at the Upper New York State College Swimming Association/ Empire 8 conference meet Feb. 20-23, again winning three events, including the 200-yard butterfly in a meet record (1:50.95).

The Ducks took first for only the second time in school history, also winning in 2009-10.

Hu piled up wins, pool records and NCAA cuts throughout the dual-meet season. A more detailed account of his career at Stevens, which includes six school records, will be featured in a future edition of the

Sophomore brother Price placed third in the 400 individual medley, seventh in the 200 butterfly and 21st in the 14-team NYSCSA/Empire 8 meet.

Ciara’s impact at the University of Chicago was immediate. At the University Athletic Association conference meet Feb. 13-16, the freshman placed third in the 200 individual medley in a school record 2:06.66, second in the 400 IM and seventh in the 200 butterfly as the Maroons placed third as a team. She is currently ranked in the top-10 in Division III in the 400 IM and is in line to qualify to compete at the NCAA championships later this month.

Coach Jason Weber said, “Ciara is one of the hardest and most dedicated swimmers on the team and deserves all the credit for her outstanding performances so far this season.”

Ciara racked up numerous firsts during the regular season, including setting a pool record in the 200 butterfly (2:05.96) in her first collegiate meet.

One of her best meets was the 11-team Chicago Invitational when she won the 400 individual medley and 200 breaststroke as well as swimming on the victorious 800 free relay team.

Kyle King is completing his eligibility at the University of Oklahoma after running three seasons for Eastern Washington University. At the Razorback Classic Jan. 25, King ran the 3,000 in 8:12.09, the 10th-best indoor time in Sooner history.

His top finish of 2013 came at the Martin Invitational in Norman, Okla., Jan. 19 when he finished second in the mile (4:17.09). His time is

At the Husky Classic at the University of Washington Feb. 9, the Kings both ran the 3,000, with Tyler getting the better time, 8:07.38 in section 2. Kyle finished 19th in section one in 8:12. Tyler’s time was best for the UW in the event this season.

Tyler finished 12th, first among Huskies, in the 5,000 in 4:21.44 at the Mountain Pacific Sports Federation indoor championships Feb. 23 and 24.

Oak Harbor’s Tori Nickerson, a sophomore swimmer at Linfield College (McMinnville, Ore.), helped the Wildcats place seventh in the Northwest Conference meet Feb. 8-10.

Nickerson and teammates placed fourth in the 200 free relay and seventh in the 200 medley relay. She posted

Linfield’s fastest time of the year in the 200 individual medley (2:20.11) while placing 18th in the conference meet. She was also 16th in the 100 breaststroke and 21st in the 200 breaststroke.

Linfield assistant coach Reid Kimura said, “Tori had a great season, despite having some injuries down the stretch. Tori worked hard to improve her speed and back half of her race and always seems to run other swimmers down at the end. We have high expectations of Tori over the next two years as she will be counted upon to contribute in and out of the pool.”

Coupeville’s Rachel Weinstein, who trained with the Oak Harbor High School swim team, currently competes for the University of Redlands (Redlands, Calif.).

Brandon Lewis can finally reveal his big secret.

For nearly two months, he kept his lips sealed around co-workers at Whidbey Island Naval Air Station. He was able to tell them he was on a game show, but couldn’t say how he fared. Loose lips could jeopardize his agreement.

But Wednesday morning, that all changed when The Price is Right aired his episode, revealing that Lewis not only appeared on the game show, he won the grand prize.

Lewis, an E-5 sonar technician who lives in Oak Harbor, was flooded with text messages on his iPhone.

“People on the East Coast saw it earlier,” Lewis said of the show, which was taped Jan. 7 but didn’t air until 10 a.m. Pacific time on Wednesday. “About 9 o’clock in the morning my phone was going haywire.”

Lewis said he had nearly 60 text messages and voicemails

by lunch time.

“Every time I checked one, a new one would come in,” he said with a laugh.

Lewis, 26, won an assortment of items on The Price is Right but his biggest prize was the Showcase Showdown, consisting of a 2013 Ford Escape, a vacation getaway to a treehouse resort in Medford, Ore., and a trampoline.

He won a desktop computer and $100 in cash on a game called “Punch a Bunch” before his spin on the big wheel landed on 85 cents (the closest to $1) and landed him in the Showcase Showdown.

He defeated his opponent in the grand finale by bidding closest to the amount of his showcase without going over.

Lewis’ bid of $27,300 fell less than $2,000 shy while his opponent guessed too high for his prizes.

Realizing he won, Lewis jumped hysterically on stage in his dress blues and was hoisted atop the shoulders of friends and family.

“I still can’t believe I won,” Lewis said this week. “It was unreal. Even now, it’s unreal.

I still can’t believe I actually won. Any time people asked me about it, I’ve had this stupid grin on my face.”

Lewis is still smiling. He grew up watching The Price is Right as a kid in Irvine, Calif., and hoped to be in the audience one day.

His own research revealed that his chances of getting on stage would increase if he was part of a large group. So his

mother took on the task, landed group tickets and arranged for Lewis to go with 17 other friends and family.

When they arrived at 7 a.m. on the day of the taping, the screening process began with short interviews for potential candidates. Lewis and his two friends in the Navy were quizzed.

“They want to find excitable people,” he said.

“Be bold! Be daring!” has been my husband’s mantra to me throughout our 31 years of marriage. But such encouragement started long before that.

If I think way back I recall Matt calling out those words from a floating dock. We were just kids and attending summer camp on Catalina Island, off the coast of California. Water was a restricted commodity back then and if you wanted to wash your hair it had to be done in the Pacific Ocean. I wasn’t at all sure about that plan, but I recall Matt holding up a small bottle of shampoo while treading water, out by that dock.

“I’ll rinse it for you. Swim on out here and go for it!”

He hollered encouragement and I made the swim.

Not such a big deal, to be sure. But being bold and daring and the ocean are uniquely connected when it comes to me. Three summers ago we purchased a two-person kayak and before taking it out we asked an instructor to teach us how to intentionally roll it over, release ourselves, right the kayak, and get back in. The first time we attempted the maneuver I sat in that kayak for a few minutes, pondering the cold water and my fear.

“Be bold! Be daring!” I heard Matt say. “I won’t let you drown!”

Terrified, I rolled over. I also learned how to pull myself back into the boat and I didn’t drown in the process. I gained confidence and a degree of pride that I had chosen to push through my fear.

Buoyed by the thrill that being bold had gifted me, I slurped down my first raw, Penn Cove oyster in celebration that night. And everyone who witnessed the event was right: It wasn’t slimy. I didn’t gag. And you cannot truly experience all that Whidbey Island has to offer unless you’ve been bold and daring enough to raise a half shell above your mouth and let that cold soft oyster slide right down. It’s a refreshing gulp of the ocean and gives fuller understanding as to why many native peoples made their home here so long ago.

The Puget Sound has always gifted its residents with amazing food.

I still don’t consider myself to be a particularly bold and daring person. It’s not my initial reaction to be terribly brave, either. But I have lived long enough and exercised my faith to the degree that I willingly move past my nature with greater peace these days. Why? Because God is on duty. In spite of all the talk of sequestering and massive budget cuts, with a significant portion of our own income in great jeopardy, I choose not to focus on thoughts that worry me. Instead, I hear Matt’s encouragement ring in my ears. I recall all the times God has been present. And I picture my friends of faith, who continually offer prayer, and hugs, and care.

Be bold! Be daring! You bet.

Culture Night a chance to present at North Whidbey Middle School

North Whidbey Middle School eighth-graders shared a little bit of themselves Wednesday night.

Dozens of middle schoolers crammed into the gym Wednesday for the secondannual Culture Night.

Their presentations highlighting everything from their ancestry to a favorite activity and how that affects their family.

“The students spent a month researching something that has to do with their culture and heritage,” language arts teacher Lindsay Brockett said. She coordinated the culture fare along with fellow language arts teacher Kelly Spence.

Parents of the eighthgraders attended the culture night. They perused the presentations, sampled food, watched students dance and play instruments during the hour-long event. They also questioned students on aspects of their projects.

Eighth-grader Nialani Sisson focused on her Philippine heritage. Her

mom and dad are from the Philippines. She interviewed her grandmother about her experiences as a child. She also tapped her for recipes to prepare lumpias and pandit, which is a noodle dish, that parents enjoyed while questioning Sisson about her heritage.

Fellow eighth-grader Tita Johnson focused on her Hawaiian heritage. She said she is half Hawaiian and half Marshalese (Marshall Islands). She focused on Hawaii because she was less familiar with that part of her heritage.

Her presentation included information about Hawaii’s state flower and its importance to the state’s culture and she danced.

While some students focused on their heritage, other students picked an important topic in their lives and tied it in with how it affected their families. Some of the students showed off presentations about horses, hip hop, dancing, football, Whidbey Island Naval Air Station.

anniversary Couple celebrates 70 years together Roland and Dorothy Capes celebrate 70 years of marriage today.

The couple, better known as Rollie and Dottie, were married March 2, 1943 in Seattle.

Rollie went to Seattle to make his first million from Grand Forks, N.D., where he met Dottie. After a short courtship, the two were married.

Soon after Rollie was inducted into the Navy as a select volunteer where he served until the end of the war.­ Rollie was a contractor by trade, building homes and businesses in the Seattle area and later moving to Whidbey Island.

During those years the couple raised three children —­ Gloria, Bonny and Greg. They later adopted fourth child Chris.

Not wanting to raise him alone, they added a brother and two sisters to the family — Vicky, Winnie and Peter.

In 1973, God called Rollie into the ministry, where the couple founded a new church in Langley.

In 1980, they founded another church in Seattle.

During those years they traveled on many

Wednesday’s culture night marked the second

“It’s been really successful with the community,” Brockett said adding the project helps preparing them for high school.

In order to graduate from high school, seniors have to give a presentation in front of a panel of local residents.

Lewis actually didn’t know then either because it was so loud in the studio, he couldn’t hear his name being called.

Seeing his name on a card was his cue.

From then on, Lewis dipped into a state of surreal, thinking to himself in disbelief that he was really standing on the stage with Drew Carey on The Price is Right.

He could hear Carey talk but audience noise blocked out most everything else.

After he won the show’s grand prize, and once reality sank it, Lewis said he felt exhausted and went to bed early, wondering how he was going to keep this sort of secret for seven weeks.

Lewis said he was told not to disclose how he fared until the show aired. That meant no social media posts, and

His family and a few close friends knew, but it was a guarded secret where he worked at the naval ocean processing facility at NAS Whidbey.

Well, at least that was the intention.

“Word kind of got around my work,” Lewis said. (They said) ‘Did you know this guy was on The Price is Right and won!’ I told them to stop telling people I won.”

Lewis has decided to give away many of his smaller prizes as gifts to family and friends and is selling the

car back to the dealership for cash. The only prize that arrived in Oak Harbor so far was the trampoline, which he gave to a friend in the Royal Canadian Navy.

“He has four kids,” Lewis said.

Lewis plans to go with a group to the resort in Oregon. One thing he also plans to keep is his smile, which he expects to be wearing for some time.

“I had a huge smile on my face the whole day (of the taping),” he said. “I was so tired after the show. My face hurt from smiling so much.”

Individually, she won the 200 breaststroke in a tri-meet at La Verne Jan. 26, and she was second in the 200 breast and third in the 100 breast at Pomona-Pitzer Jan. 19.

Weinstein recorded a seasonbest (2:31.75) while finishing second in the 200 breast against Claremont-MuddScripps Feb. 2.

runs indoor track at the United States Merchant Marine Academy (Kings Point, N.Y.), and this weekend he competes at the Eastern College Athletic Conference championships in the 500 meters. He obtained a qualifying time for the event in his first collegiate meet.

He joined three other teammates to set a Landmark Conference record in the distance medley relay (10:33.87) at the Fasttrack Challenge in New York City Feb. 16, then placed second in the 4x400 relay and fifth in the 400 in the Landmark Conference meet Feb. 24.

In a meet Jan. 21, he lowered his 600 time to 1:25.16, fourth best on the USMMA all-time list.

Oak Harbor’s Shantae Young, competing for Washington State University, finished 13th in the triple jump in 36-11 at the Mountain Pacific Sports Federation championship meet in Seattle Feb. 23.

The junior picked up a triple jump win at the Idaho Open Feb. 16 in 38-02, the top mark for a WSU jumper this winter.

She also has the Cougars’ fifth-best indoor long-jump mark of 17-9 3/4.

Coupeville’s Jason Bagby, a 6-4 sophomore basketball player at Yakima Valley Community College, helped the Yaks (10-4, 20-8) to a second-place finish in the Eastern Division.

Yakima opens the Nor thwest Athletic Association of Community College championship tournament today against Clackamas (16-12).

Bagby scored 64 points, with a season high of 12, for a 2.78 average. He also collected 35 rebounds, 17 steals and six blocked shots.

Yakima head coach Ray Funk said, “It’s been fun having Jason in the program for the past two years. He’s the product of a great family and I can’t say enough about their selfless support of the program. “(Jason’s) been a key program guy and one who’s always ready when called upon. He has a strong work ethic and makes things happen with his effort and energy.”

Mike Washington Jr., the basketball career scoring leader for Oak Harbor High School, is now playing at Princeton University. The 6-3 freshman has appeared in nine games for the 14-9 Tigers and has yet to score but has grabbed three rebounds.

Though only 5-6, the junior led the Geoducks in offensive rebounds (77) and was second in total rebounds (163).

She was also first in threepoint percentage (26.2), free throws made (56) and steals (44).

She ranked second in three-pointers attempted (61), three-pointers made (16), free-throw percentage (76.7), assists (43) and minutes played (803). Denmon was third in scoring average (8.8) and was Evergreen’s high-point producer three times, once hitting 13 at

11 ’Cats earn 1st team Eleven Oak Harbor High School athletes received firstteam all-Western Conference 3A North honors when the teams were announced Monday.
