Port of Tacoma budget available online

Posted online Thurs., Jan. 3 The Port of Tacoma announced Thursday it has posted its budget document for 2013 online. The budget document describes all aspects of the Port’s business, from a broad operational overview and the business outlook to budget details, the Capital Improvement Program, Plan of Finance and environmental stewardship. Commissioners considered the Port’s 2013 budget, business forecast, finance plan and tax levy at two public meetings. The first meeting, held on Nov. 8, included an in-depth look at business forecasts, capital building plans, the tax levy and the 2013 budget. Commissioners invited public comment at this meeting. The second and final meeting, held on Nov. 15, was a special public hearing to formally adopt the 2013 statutory budget, tax levy and authorization to bank excess tax levy capacity. The budget document is available online at portoftacoma.com/budget.

Pierce County earns enviro award for clean streams

Pierce County recently won a national environmental award for its "Raise the Grade" stream health and stormwater technical assistance programs. The National Association of Clean Water Agencies presented Public Works and Utilities' Surface Water Management division with its 2013 National Environmental Achievement Award for Innovation in Operations. "Our staff and watershed partners are working together to ‘raise the grade' of selected streams and stormwater facilities through these programs for the benefit of residents and the environment," said Dan Wrye, Public Works and Utilities water quality manager. "It's rewarding to know the work we do is nationally recognized and resulting in meaningful improvements to our streams and stormwater facilities." Since 2008, Pierce County has been "grading" the health of streams and lakes on a scale of A to F. This data is published annually in the Surface Water Health Report Card and posted on the county Web site. In addition, public and privately-owned stormwater facilities are rated on a scale of 1 to 5 on how well they are working and maintained. Trends are tracked and used to allocate county resources. Since the county began tracking these trends in 2008, compliance with stormwater requirements and overall watershed health has improved. In 2012, the stream health data was used to select

Costello — will have their joint swearing-in ceremony on Fri., Jan. 4. Judge-elect Stan J. Rumbaugh (left) received his law degree from the University of Puget Sound in 1978. He has been on the Board of Governors for the Washington State Trial Lawyers Association for nine years and was Washington Law and Politics magazine's Super Lawyer four different years. His civic involvement includes service on the Tacoma Housing Authority Board of Commissioners, Bates Technical College Board of Trustees, Centro Latino Board of Directors, Planned Parenthood of Western Washington Board of Directors, governor's task force on longterm disability, the City of Tacoma Human Services Strategic Planning Group, the World Trade Council, and moderator for the PBS television program "South Sound View." Judge-elect Jack F. Nevin (center) received his law degree from Gonzaga University. He was appointed to the Pierce County District Court Bench in 1997. He was the Presiding Judge of the United Nations Detention Review Commission

Kosovo in 2001 and was on active and reserve duty with the Judge Advocate General's Corps United States Army from 1978 to 2009. Nevin also served as Chief Judge (IMA) United States Army Court of Criminal Appeals and was the Commanding General of the US Army Reserve Legal Command (Prov). His civic involvement includes service on the State of Washington Board of Judicial Administration, faculty at the Washington State Judicial College, Adjunct Professor for Trial Advocacy at Seattle University School of Law, the Tacoma Narrows Rotary, Board of Directors for the Family Renewal Shelter, Board of Advisors for Gonzaga University School of Law, and Paint Tacoma Beautiful. Judge-elect Jerry T. Costello (right) was born and raised in Illinois. He is a 1983 graduate of California Western School of Law and began his career in the U.S. Navy JAG Corps, which brought him to Seattle and Guam. Following his military service, Costello did civil litigation work with Bogle & Gates in Seattle. From 1989 until present, he has worked as a Pierce County Deputy Prosecutor, handling assignments including Chief Criminal Deputy, Chief Administrative Deputy, Lead Attorney for homicide cases and Special Assistant United States Attorney. Costello is married to Kris Costello and they have two daughters, Jessica and Keri. When not working, Costello might be found fly casting for trout.

one stream in each of the four watersheds in Pierce County. The selected creeks were Minter, Spanaway, Swan and Horn Creek. The county and its watershed partners are working to improve these streams and stormwater facilities within their drainage basin through activities such as increased water quality monitoring, iden-

tifying and correcting pollution sources, supporting stewardship efforts, and public outreach. Additional streams will be added to the program in the future.
