The long and winding road to private operation of the Orcas and San Juan islands solid waste transfer stations turned the corner at the Nov. 20 county council meeting.

For both islands, the council voted unanimously in favor of the underdogs.

Orcas Recycling Services, the non-profit company that now operates The Exchange at the Orcas Transfer Station, was given the go-ahead to negotiate an operating agreement for full operations at the county-owned transfer station, including the garbage-truck tipping floor and recycling, reuse, and waste reduction programs included in a request for proposals issued by the county in May. “It’s been a long road for us to reach this point,” said Mark De Tray of Orcas Recycling. “But at each step, our confidence increased as we improved our proposal,” he said after the council meeting.

For drop-box and related operations at the Sutton Road transfer station on San Juan Island, the council instructed the Public Works Department to negotiate a five-year operating contract with a consortium of Ken-Tec Energy USA of Lynnwood and Lautenbach Industries of Mount Vernon.

Holiday marred by tragedy

The winner of the drawing, Twoie Ridgway, handed off the task of plundering the shelves to daughter Sarah, who got a shopping-cart assist from son Donald, and mother and son then sped through the aisles to amass a total of $632 worth of groceries and merchandise, Tuesday, in Kings Market annual pre-Thanksgiving Day shopping spree, sponsored by San Juan Island Lions Club.

Sarah Galt acknowledged beginning the spree without a clear-cut plan of attack, and that the four-minute time limit flew by like a flash. She spent the final 30 seconds frantically searching for just about anything that bore a gluten-free label.

“It’s a lot harder than you’d think, but fun,” she said. “I’m sure my kids are going to be happy.”

With a $50 dollar gift certificate for meat products and a ring out at the check-out stand of $582.52, the Galt family’s haul proved to be among the highest since the annual event began 17 years ago. It falls far short of the $736.33 mark set a year ago by Barbara Cable, one of the highest ever, but well above the 2010 See Spree, Page 4

The life of a popular San Juan Island man was cut short in an apparent drowning accident shortly after midnight on Thanksgiving night.

Born and raised on the island, 30-year-old Samuel Carter drowned in the Port of Friday Harbor after he apparently fell off “E” dock at about midnight of Nov. 22.

Island girl returns with alternative healing skills in tow

Suzie Thomas moved to San Juan Island in 1967, graduated from Friday Harbor High School and went off to college.

Her life veered onto the trail of spiritual consciousness and she has been a practitioner in Seattle of alternative healing and mind-body-spirit well being. Recently, she moved back to Friday Harbor and opened a second office at 425 Argyle.

Freehauf retires after 28-year career with Port of Friday Harbor

After 28 years of taking care of the docks, buildings and grounds of the Port of Friday Harbor, Bob Freehauf is hanging up the clipboard, turning in the walkie-talkie, putting down the hammer and retiring as Marina Facilities Manager.

Freehauf started working at the Port in 1984, when the marina was half its current size. He’s worked on the new breakwater, additions to the office and restrooms, and parking lot and park expansions. In recent years, Jacksons Beach and the Spring Street Landing Marina were added to Freehauf ’s list of things to worry about, maintain and to take care of.

At its Nov. 14 meeting, the Port Commission recognized Freehauf ’s many years of service and accomplishments.

Although Freehauf will remain on the island, he will now working on his own projects and planning future travels with family and friends.

The department also intends to offer online inspection scheduling and single-trade, plumbing and mechanical permit applications in the near future.

Recycling center caught in crossfire over land-use

An uncontroversial proposal to help farmers and to develop agri-tourism ended with local recycling and reuse institution Consignment Treasures facing an uncertain future and its founder and neighbors unhappy.

The county council on Nov. 20 unanimously passed an ordinance revising “land use designations and clarifications of terms.”

The ordinance, which was first passed on Aug. 28 and brought back for reconsideration, includes an amendment specifically designed to resolve whether Frank Penwell’s Consignment Treasures might be permitted

Change in land-use regulations provide little relief, as land-use violations leveled at Consignment Treasures to add a “recycling collection” permit to its current “recycling processing” conditional use permit.

Penwell, who has owned the Roche Harbor Road property since 1978 and has operated various businesses under conditional use permits issued in 1997, 2005 and 2008, said “I’m not sure it helps” when asked whether the new ordinance solves Consignment Treasures’ problem.

Penwell said he would apply for another Conditional Use Permit if required by the

county, but he thinks the county “should waive payment of permit fees.”

In addition, Penwell thinks that limitations included in his present conditionaluse permits “might make it necessary for the county to rezone the property and permit another building” to solve storage space and recycling processing problems.

The passage of the new ordinance clearly does not solve Penwell’s problems.

On Nov. 1, the county code enforcement officer,

Christopher Laws, submitted a six-page memorandum to Community Development and Planning Director Rene Beliveau detailing compliance issues under all of the prior conditional use permits for Consignment Treasures and alleging a series of code violations.

Penwell denies the alleged violations, saying “I’m flabbergasted these charges have been made without talking with me. Several of the statements are just not true, and others don’t make any sense.”

Penwell believes that the memorandum was prepared to make it impossible toww obtain the conditional use permit provided for in the new ordinance.

Administrator named interim manager Now Open!

County Administrator Pro-Tem Bob Jean will become Interim County Manager Bob Jean on Nov. 27, the effective date for Proposition 2 eliminating the county administrator position, according to County Prosecutor Randy Gaylord’s Nov. 20 presentation to the County Council.

Gaylord briefed the council on each of the three propositions approved by voters at the Nov. 6 election, but told the council that “no action” was needed on Proposition 1.

Proposition 1 creates the new 3-member council elected countywide from a slate of candidates representing

distric ts roughly corresponding to San Juan, Orcas and Lopez/ S h a w islands.

“Continuity of government” is the key to implementation of the charter amendments,” Gaylord said, suggesting that the current council should designate Bob Jean as Interim County Manager.

To that end, the council

by motion directed that a resolution be prepared stating “the Interim County Manager role will be identical to the role of the County Administrator Pro-Tem where not inconsistent with the Charter.”

Because the 2013 budget is in the final stages of preparation, the new budget authority of county Auditor Milene Henley won’t have much effect on the current budget cycle, but questions relating to the 2013 interactions with the Auditor, delegations of authority and “who reports to whom” can be addressed by the 6-member council until the threemember council is sworn in

on May 13, 2013.

Addressing the “open government” provisions of Proposition 3, Gaylord emphasized that “formally created” subcommittees convened by council action are covered by Prop. 3, requiring that subcommittee meetings be given public notice and be open to the public.

Discussions between two council members are therefore usually not covered, but discussions among three members, especially if “given a specific task by the council,” would be.

Council candidates file by Dec. 14 A special filing period for candidates for three new County Council positions is Dec. 12-14.

The three positions are: Council Residency District 1 (San Juan and surrounding smaller islands); Council Residency District 2 (Orcas, Waldron, Blakely, and surrounding smaller islands); and Council Residency District 3 (Lopez, Shaw, Decatur, and surrounding smaller islands).

Candidates must be registered voters and live within the district for which they file. Current council members can run for election to the new three-person council.

For both locations, the county spurned proposals from Cimarron Enterprises, an affiliate of Cimarron Trucking, which presently hauls garbage and recycling from Orcas Island to facilities operated by Waste Management in Seattle and Woodinville.

In July, the initial report of the Orcas Vendor Selection Committee recommended the council select Cimarron to operate the transfer station. However, the council wanted more information from both bidders, resulting in both Cimarron and Orcas Recycling responding to a series of questions about their proposals.

The council then instructed the Public Works to negotiate two agreements - one for operation by Cimarron of the tipping floor and for removal of waste, the other for provision by ORS of recycling, re-use and waste reduction services. At that time, Councilman Howie Rosenfeld expressed his preference for local operators for the Orcas transfer station and drop-box.

cessed human waste, from the entire county. According to Kentec, the reclaimed gases can be used to generate electricity on the island or sold as a kind of synthetic propane for use as fuel for a variety of applications. The carbon-ash residue can be used in road-building or other applications.

The $8 million cost of the plant and the extensive environmental and regulatory hurdles that Kentec USA must overcome was recognized as a potential problem by the selection committee, but the draft selection committee report notes that the county will incur little or no financial risk from the gasification plant part of the project and that Lautenbach promises uninterrupted future services whether or not the gasification plant is built.

On Orcas Island, Orcas Recycling Services was excited to be designated to operate the transfer station.

“Now islanders can have the full waste disposal and waste diversion/resourcing services and lower rates they have mandated for so many years becoming a reality over the next five years of the contract,” ORS posted on its Facebook page.

ORS says the first year will be spent getting programs transferred over to their management and doing educational outreach and getting new waste diversion systems in place. Beyond that, the organization hopes to promote zero waste, local jobs and re-sourcing back to the community.

Mark De Tray, executive director of ORS, gave credit to “the people on Orcas who supported us tirelessly and people from Lopez who helped us put together our final proposal and budget.”

Hammering out a definitive contract will start next week, according to De Tray. “I want to thank the county council for giving us this opportunity,” he said. “We won’t let them or the people of Orcas down.”

Carter grew up in Friday Harbor and graduated in 2001 from Friday Harbor High School. According to long-time friend and local arborist Casey Baisch, Carter fished commercially in Alaska in the summer, lived in Friday Harbor in the fall, and snowboarded and worked in Lake Tahoe, Calif., in the winter.

Baisch described Carter as “one of the best and nicest people I’ve ever known, a wonderful young man who I counted as one of my best friends.”

Port of Friday Harbor Director Marilyn O’Connor, a friend of Carter and his family, said, “This is just heartbreaking for the family and the whole community, and for me personally.”

Contract negotiations reached an impasse during late summer, as ORS insisted that recycling and reuse services were not sustainable unless ORS operated all aspects of the Orcas facility. Drawing on the experience and expertise of the Lopez Solid Waste Disposal District, Orcas Recycling kept refining its proposals. The final result was a contractupdate memorandum by the Solid Waste Division asking the council to revisit its earlier decisions, which resulted with the council unanimously opting for a single contract with ORS for Orcas Island.

Similarly, the Vendor Selection Committee report for the San Juan Island station was expected to recommend that the county negotiate a contract with Cimarron for San Juan Island, but strong presentations by Kentec Energy USA and Lautenbach Industries convinced the San Juan Island Vendor Selection Committee to recommend exploring a contract with Kentec and Lautenbach.

“Kentec is offering an innovative approach that may be a long-term solution to the county’s solid waste problems,” said Councilman Rich Peterson, who was also a selection committee member reviewing proposals by Kentec and Anacortes-based Cimarron Trucking.

Kentec USA is the American affiliate of Ken-Tec Energy Korea, which builds and operates waste gasification plants in South Korea and Europe. Kentec USA proposes to build and operate a 10 to 20 ton-per-day gasification plant on San Juan Island. Lautenbach would continue to operate the present transfer station, and is proposing a variety of changes to the present facility, including possibly rebuilding the tipping floor to permit the Town of Friday Harbor to dispose of trash and recycling now being trucked to Skagit County.

Bob Nieman of the Lions Club said totals typically weigh in somewhere between $500 and $580. He said about half of the time that raffle winners donate their stockpile to the Friday Harbor Food Bank, but that each is free to do as they choose.

of cereal, chips, a container of Quaker Oats and a 20-pound bag of Western Family “Chunky Style” adult dog food.

In addition to the raffle’s top prize, a four-minute frantic dash down the aisles, the annual drawing includes three winning tickets for a free turkey.

Proceeds from the annual shopping spree raffle drawing benefit the Lions scholarship program for island high school graduates.

Ticket sales for this year’s event generated roughly $1,550, according to the Lions Brian Brown.

The Home Trust has built more than 30 permanently affordable homes in Friday Harbor, including the Sun Rise and Salal neighborhoods, and will soon begin plans for another phase of construction near the Sun Rise development on Grover Street.

News briefs Sen. Ranker recognized as ‘Ocean Hero’

Sen. Kevin Ranker (D-Orcas Island), was honored Friday by The Ocean Foundation as an “Ocean Hero” for leadership in marine conservation and on critical ocean issues.

Ranker was rec- Kevin Ranker ognized with five other recipients, including Alexandra Cousteau of Blue Legacy International and “The Ocean Doctor” David Guggenheim.

“I am honored and humbled to be recognized as a ‘Hero,’” said Ranker.

“Oceans are critical to all Washingtonians — not only as a special place for those of us who love and enjoy the coast and Sound, but as a critical economic driver for thousands of jobs and related industries.”

Ranker is chairman of the Energy, Natural Resources & Marine Waters Committee in the Washington state Senate, and is an advisor to President Obama’s National Ocean Council. He is a fourth-generation surfer and fisherman, whose great grandfather started fishing, diving and surfing in California in the 1920s.

“Growing up, I had endless opportunities to enjoy our Sound and ocean, which helped me develop an appreciation for the natural environment and the jobs that depend upon it,” Ranker said. “Because of The Ocean Foundation’s work, my son and daughter and future generations will be able to continue to enjoy our remarkable oceans,

too.”

Land Bank adds to Diamond Hill

The County Council on behalf of the Land Bank unanimously accepted a warranty deed on Nov. 20 to five acres of forested property adjoining the Land Bank’s Diamond Hill Preserve on Orcas Island.

The property is presently in the Lane Family Revocable Trust, which lists John William Lane and Rebecca Jurta Lane as Trustees.

Land Bank Director Lincoln Bormann termed the acquisition “an exceptional opportunity to expand the Diamond Hill Preserve and protect one of the more prominent landmarks in the islands.”

An additional 7.35 acres is slated to be added to the donation in 2013, according to the Land Bank. “Both properties feature high quality mature Douglas-fir forest with small open areas similar to the Diamond Hill Preserve,” said Bormann in his memorandum.

Martin resigns principal post

Friday Harbor Elementary Principal Connie Martin recently announced her resignation effective at the end of the 2012-13 school year.

Brent Snow, San Juan Island School Board chairman, noted that Martin was hired as an interim principal for a single year, and that her contract was extended for an additional year.

Martin, a graduate of Washington State University and former interim vice principal at Olympic Middle School in Auburn, joined the elementary school as interim principal in July 2011. She was chosen by the school board following a contentious resignation of former principal Gary

Pfleuger.

“We have benefited from her years of hard work and dedication to students,” Snow said of Martin’s tenure. “She will leave a school that has made substantial progress on the initiatives for improvement laid out by the superintendent and board.”

Martin was among three finalists selected by the district’s search committee to be interviewed for the interim post. She was an elementary school classroom

teacher, physical education instructor and served as a lang u a g e arts specialist in Auburn’s elementary schools for seven Connie Martin years. She has been commuting to San Juan Island from her home in Anacortes over the past 15 months.

Snow said that the timing of Martin’s resignation, with the school year in midswing, will allow school offi-

cials to conduct a thorough process in search for and in selecting a replacement for the principal post..

Sailing through charter changes

I would like to thank everyone who supported the work of the Charter Review Commission.

The result of the vote brings significant changes and challenges. I hope we can all join in the effort of making our county government an example of good management and responsiveness to the will of the people.

Change is never easy but with good leadership the transition can be smooth.

This requires our elected council members to keep a steady hand on the tiller.

The voter-approved amendments will bring positive change to our county council and administration, and that will be good for our community. As voters, we will have more control over the actions of local government. This is the core principle of Home Rule.

The charter amendments are not complicated, but they do require some patience and care to implement. According to state law they must be implemented within six months.

The amendments become effective when the election is certified on Nov. 27. The transition to the new council/manager system will happen right away followed by a prompt transition to a three-member council elected by all voters county wide.

I am hopeful that the county council will recognize the concerns that were raised by the Charter

Review Commission. As soon as possible they will need to adjust their working relationship with the position of county manager by revising the duties and job description and implementing those changes.

The council will want to ask themselves when will the county manager consult with the council members on administrative matters, and when will the manager have the authority to make decisions on his own?

The quick action recently by the salary commission is to be commended, and I remain optimistic that we will have many good candidates from around the county to choose from in the upcoming election.

The CRC drafted a careful transition plan for the elected council members that assures good continuity of governance. We must have faith that our leaders will keep a steady hand on the tiller and guide us as we sail through these changes.

While the results of the recent national and local elections may have surprised or disappointed some of us, now is the time to put politics aside and focus on the work at hand.

Our priority as elected officials is to do what we can to ensure our community is vital and strong. To that end, I remain committed to running for a second term as mayor and look forward with great expectation to many new projects and joint ventures. I encourage both councils to meet together regularly and actively seek opportunities for facilitating a resilient and productive relationship.

In my recently released Mayor’s 2013 Preliminary Budget Message I noted that as I enter the last year of my first term as mayor, I have an even greater appreciation of our community assets, both physical and human.

While revenues are not what they once were, we survived the economic downturn with minimal disruption to town services and no town-initiated tax increases. We continue to explore new partnerships with the county in an effort to find even more efficiencies in the operation of your government.

We have weathered many storms in this last year and there may well be more ahead. But it is my humble opinion that the future for Friday Harbor is indeed bright.

No longer will there be an absolute separation of powers, as Proposition 2 grants administrative authority to the council. Therefore our new council will play an active role in the operations of the county council members will need to be more efficient, logical and deliberate in setting policy and also in working directly with county staff in implementing policy.

The new positions will require individuals who are able to set and carry out well-defined goals and objectives, else the council will become hopelessly ineffective in providing quality county services. More importantly, the new council members will need to be in even closer contact with their constituents, all the residents of San Juan County.

’Thanks’ for help with T-Day dinner

Thanks to all the service clubs, businesses, volunteers and diners who participated in the 14th annual Community Thanksgiving Dinner at the Grange.

The day certainly lived up to the name of “Thanksgiving” celebration.

So many people said “Thanks for doing this,” but even more emphasis is on the giving part. The most frequent comment is, “What can I do to help?”

And, there is always another job to be done at a big event like this.

A ‘solution’?

Real ‘weakness’ lies in comparisons

F

or two years, the County Council and the county’s Department of Community Development and Planning have been working on a 78-page proposed ordinance which was termed “routine maintenance of development regulations” and a “clarification of terms” regarding code provisions for agricultural sales and recycling.

Ironically enough, the county, after “evaluating potential effects of the proposed amendments,” issued a formal “notice of Determination of Non-significance” on Oct. 27, 2010, to federal, state and local agencies.

None of those agencies apparently cared.

But Frank Penwell and Consignment Treasures apparently didn’t believe the notice, and Penwell petitioned the county council to amend the amendments so he could continue operating his non-profit recycling and reuse facility on Roche Harbor Road.

Having spent at least a hundred hours at many council meetings from January to August on “routine maintenance,” the council finally passed the new ordinance on August 28 - without solving Frank Penwell’s problem.

Only after Councilman Rich Peterson and council candidates Bob Jarman and Marc Forlenza organized a well-attended forum at the Mullis Senior Center to “save Consignment Treasures” did Councilman Howie Rosenfeld file a “Motion to Reconsider” the just-passed ordinance.

Then on Nov. 20, the council added a single footnote to the 78-page ordinance which supposedly takes care of “the Consignment Treasures problem.”

Frank Penwell is willing to believe his problem is solved, but he’s “not very sure.”

We’re not sure either — and we have no idea who’s right or wrong on the issue, or whether Consignment Treasures has a future.

But what we do know is that the entire episode has been a fiasco, an example of chasing ones’ tail and of how not to solve problems, and also another confirmation of that old saw that people need to have a strong stomach to watch either sausage or laws being made.

Comparing CAO to shipments of coal clouds picture of regulatory excess

he Friends’ letter describing the proposed critical areas ordinance as the “weakest” among those that have been passed follows their typical approach to such issues, (“Of coal ships and critical areas”, Nov. 21, pg. 7).

For example, lack of context.

Our proposed CAO may be seen as “weak” by the Friends because it allows any homes to be built at all; that is their preferred outcome — no homes. (Farms seem to be just fine. There’s a puzzle, given the fecal coliform, fertilizer and pesticides that are documented there.)

What is the comparison? Of the limited number of counties that have passed revised CAOs, several have simply rolled over in the face of unreasonable, one-size-fits all demands by the bureaucratically bloated Department of Ecology, and not one is an island county described by NOAA experts and others as pristine and spectacular, with no industrial activity and fewer than 16,000 people.

The proposed CAO is not “weak”—ineffectual, perhaps, while having the added feature of being burdensome and expensive. But not “weak.”

The Friends’ letter compares the potential environmental impact of the coal shipping proposals to building a small number of shoreline homes. It wistfully references conditions in the mid-1800s, as if that is the baseline to which we must return. And yes, we are tired of hearing about Westcott Bay, because repeated and ongoing scientific stud-

United Way of San Juan County would like to thank the volunteers who helped prepare our annual mailing.

Amy Brainerd, Venita Iverson, Jeff Gull and Rose Seibert gave of their time to help label envelopes, which will be sent to 10,000 San Juan County property owners. Their cheerful effort towards this admittedly tedious task is greatly appreciated.

The mailing was designed in-house and printed through a local vendor in order to keep costs low and spending local. We have received applications from 22 local programs seeking funding for the coming year in the areas of early childhood education, pre-

vention programs, hospice care, assistance for senior/ disabled residents, conservation, 4H, and family support. These programs spend most of their time providing value to our community — not in fundraising — so United Way grants are essential for them to continue operating.

The programs help hundreds of children, families, senior citizens and others in need throughout San Juan County. Our funds come directly from the generous support of island residents.

Rights trampled in name of defense

Numerous laws enacted following the 2001 destruction of the World Trade Center allow one to question whether the United States is committed to democracy and guided by the Constitution and the rule of law.

A particularly egregious constitutional abuse is the National Defense Authorization Act of 2012.

ies have failed to identify any of the Friends’ favorite bogeymen (homes, docks, shoreline “armoring”) as the culprit for the apparently cyclical changes in eelgrass there. Nor has any real science shown our streams, lakes and ponds to be brimming with pesticides or pollutants traceable to homes; real science—not “citizen” science or schoolchildren’s science or “grey science” (the continuing, self-referential, but never peer-reviewed government and interest group publications).

Finally, the notion that the proposed new CAO will permit 40 percent of all pollution to enter protected areas is flat-out nonsense: the proposed revision to our CAO begins by assuming the presence of gross amounts of pollution here, goes through a convoluted process of applying buffers and other limits on land use, and ends with a “risk” analysis reminiscent of pin-the-tail-on-the-donkey to conclude that the new, complicated, expensive regime still poses a “medium” risk to critical areas.

If you plan to comment at the hearing (County Council, Nov. 27), take the time to read what the council proposes to impose. Ask questions about what it means and how it applies to your own situation. Ask the council what problem this regulatory juggernaut is needed to solve, and how much it will cost our county and its citizens.

You might even ask why, in light of the recent local election—which unseated our most enthusiastic new-CAO supporters—council seems insistent on driving this train over the cliff.

Sections 1021 and 1022 may allow the military to detain American citizens deemed a threat to national security in secret, indefinite detention, without charge or trial.

These NDAA provisions violate the constitutional guarantee that the military cannot arrest American citizens within the United States.

The Act further denies the Fifth Amendment’s guarantee of due process of law and the Sixth Amendment’s rights to a speedy and public trial, to challenge evidence, and to confront one’s accusers. The NDAA also may endanger the First Amendment right of free speech and the Fourth Amendment right of probable cause because the 2001 USA Patriot Act expanded “material support for terrorism” to include speech and association by defendants who neither committed nor intended to support violence.

The unconstitutional provisions of the NDAA continue the abuses that were initiated with the USA Patriot Act that, among other abusive provisions, allows the FBI secretly to order anyone to produce business records or any other “tangible things”.

Additional examples of abuses to the Constitution and the rule of law include, but are not limited to: the failure to prosecute those

responsible for torture carried out under the administration of former President George W. Bush as required by both United States and international law; the excessive use of the State Secrets Privilege to bar court scrutiny of governmental conduct; and the 2012 Federal Aviation Administration Reauthorization Act, which allows for the domestic use of armed surveillance drones without civil liberties protections; the undeclared wars against Iraq and Afghanistan; and the kill lists and targeted assassinations in Pakistan, Somalia, and Yemen. The assassinations in Yemen have included American citizens.

Our president and congress members take an oath “to defend the Constitution of the United States.”

If “We the People” do not demand that they obey their oath, we are complicit in the ongoing transformation of our democracy into a surveillance state.

Edith Bergman Martel: Dec. 29, 1917 — Nov. 19, 2012 Edith Bergman Martel passed away Nov. 19, 2012 at the home of her loving son Denny Martel, surrounded by her family.

Edith, a descendent of Dan Madden and second-generation islander was born Dec. 29, 1917 to J.O. Bergman and Mary Madden Bergman in their island home, located at 1220 Cattle Point Road on San Juan Island.

As a child, Edith and her sisters took great care of the Saint Francis Church once located on Madden Lane. Edith, the youngest of the four Bergman sisters, as a young girl growing up on the island enjoyed long summer days at her Aunt Jennie’s Beach on Mill Road, Sunday trips to The Corner Store, owned by her father, for treats of her choosing, and helping her pioneer family on the farm, including milking their 16 cows both before and after school.

Soon after graduating a year early from Friday Harbor High School, in 1935, on Jan. 18, 1936, Edith married Edward Joseph Martel, in Saint Francis Catholic Church.

Edith and Ed remained on San Juan Island to raise two sons, Daniel Dennis and Leonard Edward Martel.

Edith lived her entire life on San Juan Island, where she worked as a homemaker, while her husband Ed worked as a fisherman, delivered the mail and was best known as a well-driller. She was an active and loyal member of the Saint Francis Catholic Church and Altar Society.

Edith prided herself in her brilliant abilities in the kitchen, being awarded many blue ribbons at the San Juan County Fair. Both family and friends knew that some, if not “The Best”, brownies, lemon bars and cookies could be found at 150 Web Street, where Edith and Ed lived for over 70 years.

Edith enjoyed gardening, walking island beaches for agates, attending mass, long drives around the island, baseball (especially the Mariners) and most of all her family, friends and her life on the island.

J. Wayne Pullman: 1936 — 2012

Wayne Pullman, 76, of Friday Harbor, Wash., passed from this life on Nov. 10, 2012 at St. Joseph Medical Center in Bellingham, Wash.

He was born June 14, 1936 in San Angelo, Texas to Thomas Eddie and Irene Marie Wagner Pullman. He attended San Angelo schools through San Angelo Senior High School, graduating with the class of 1954.

Wayne was married to the love of his life, Ann Mahoney Pullman, who preceded him in death in January, 2010.

Wayne is survived by sons Craig (Linda) Pullman of Austin, Texas, Patrick (Elle) Pullman of Dallas, Texas, and Michael Pullman of Las Vegas, Nev., and his daughter Michelle Pullman of Los Angeles, Calif. He also leaves his brother Eddie (Jean) Pullman of Clovis, N. Bold, beautiful birds flocking here

T

here’s something cool besides the weather at American Camp: bold and exotic looking bird species are flocking by air and by sea.

For the past two weeks, a colorful flock of bright Red Crossbill males with their yellow mates have been feeding near the parking lot at American Camp ranger station.

As you step out of your car, look up. With binoculars marvel at the unusual beak of these colorful, chunky looking birds. Their thick beak ends at the tip in a delicate double fishhook.

It looks like a mistake of nature; however, it is a clever tool. To eat, they maneuver their tightly closed beak-tips slightly into a fir cone and then open up. That action forces the seed pouch ajar. Their dexterous tongue slips into the opening and snags the seed, which they crack open, husk, and then drop the refuse.

On a quiet day you can hear the husks fall to the ground. According to the Cornell bird web, where you can watch a video showing a Crossbill eating in slow motion (http://www.birds. cornell.edu/roundrobin/2011/08/02/science-atwork-how-many-kinds-ofred-crossbills-are-thereanyway/), a single Crossbill can eat three thousand seeds per day. They have no trouble with food supply here since they are the only birds that eat the seeds inside fir cones. The plentiful food means that they can breed all year long, and may have a new family every month. Perhaps we will eventually see our skies filled with them.

Hike down to the coves or drive to South Beach. Look out across the water for a large raft of seabirds. Some of the flotillas contain hundreds of birds.

From a distance, the black swath of birds looks like a jumble of seaweed. But splotches of orange and red and yellow stir among the black.

With good binoculars, look again. At first you may think they are puffins of some type because of the large colorful beak. The bright-red bulb at the base of its white bill is startling on the Black Scoter, but on

the bill of the Surf Scoter even the length of the bill is boldly spotted with orange, yellow and black.

These bizarre looking sea ducks called Surf Scoters and Black Scoters, nest in the Arctic all summer, then range along the coast as far south as the Baja peninsula during the winter. The San Juan Islands and the coast of British Columbia are favored winter forage sites.

Just as you get your binoculars or zoom lens focused the entire flotilla may vanish. Scoters dive for small marine crustaceans on the sea floor, diving all together into the surf. Keep watching and they will resurface for another good look at the unique and colorful sea ducks.

Islands a Cappella rings in the holiday season From classics to contemporary, the Islands a Cappella choir will ring in the holiday season with performances on Orcas, Lopez and San Juan islands, beginning Thursday, at 6 p.m., at Rosario Resort.

Directed by Angel Michaels and featuring singers from Orcas, Lopez and San Juan, the choir will perform Friday on Lopez, at Lopez Center for the Performing Arts, at 6 p.m. , and then Saturday at San Juan’s St. David’s Episcopal Church, beginning at 6 p.m.

At each venue, the program spans the millennia, with songs by Michael Praetorius and by Heinrich Isaac, “A Virgin Shall Conceive”, from the 16th century, through Maurice DuRufle’s “Where There is Love” from the 20th century, to songs by contem-

porary composers, such as Damien Mocnik of Orcas, “Verbum Supernum”; and Morten Lauridsen, who lives in Los Angeles and on San Juan Island.

The choir will also perform a variety of familiar Christmas-time tunes, such as “What Cheer”, “Deck the Halls” (spiced by a fascinating rhythm in 7/8 time), and a modern spiritual, “Jesus is Born in Bethlehem,” featuring tenor solo Gary Alexander. The show also includes several audience-participation songs as well, including “Away in a Manger”.

Tickets can be purchased at the door for the performance at St. David’s, 760 Park Street; $10 adults, admission for those 18 and under is free.

San Juan Island National Historical Park annual old-fashioned Holiday Social, tree-trimming and cookie potluck is noon to 3 p.m., Saturday, Dec. 8, at English Camp.

Visitors are invited to bring holiday cookies and ornaments to hang on the tree, which will be erected in the old British Royal Marine Light Infantry barracks building — just as it was done — most likely — in the mid-1860s, when the camp was in its heyday.

Recipient of the Historical Park's 2012 Volunteer of the Year award will be announced, and a recognition of park volunteers, at 2 p.m. Admission is free.

The park will provide beverages, two crackling fires to warm the bones and entertainment to include staff and volunteer re-enactors in period uniforms and dress, storytelling and contra dancing with “Pig War.” The San Juan Carolers also plan to drop by for a few songs.

f San Juan Island were looking for a poet laureate, Eleanor Harper would be a top candidate.

Harper was recently honored with a display of her poems and sketches in the big glass display case just inside the front door of the San Juan Island library. “I’m so pleased that people can read my poems and enjoy my simple sketches,” says Harper in her soft Surrey accent.

She was born and grew up south of London, in the bucolic Surrey countryside, birthplace or home to scores of famous English poets (John Donne, Tennyson, Robert Browning) and writers (H.G. Wells, Conan Doyle, Aldous Huxley).

Educated in private schools which encouraged her artistic and poetic sensibilities, she gained local recognition while still a schoolgirl when her school project of poems and pressed

included showings at the National Gallery in London and galleries across the country. “I’ve never found out what happened to that painting,” she said wistfully.

From September 1981 to September in 1982, she came to America, driving a shiny red Pontiac Firebird back and forth across America four times, visiting and photographing 49 states.

(Alaska didn’t happen for her until 1987.) The result: “America” - one poem for each state, and one fine-line sketch of a photograph she took in that state.

bringing with her the big red Firebird sometimes seen on San Juan Island roads. “I came to the island to write,” she said, so she had a small house built for her and finished her “America” poems and a book of poems in the voice of her beloved Siamese Seal Point, Singha.

Over the past year, she has finished “Seasons,” which has 22 pencil sketches of local plants and a poem for each season. “The poem and the sketches are all inspired by this most beautiful island,” she said.

The exhibit will be on display at the library through the end of November.

Gwendolyn Yansen: 1915 — 2012

the Shaw Island Fellowship. She joined Dr. Richard Fadem’s literature class right from the beginning and it was an immensely important part of her life, even after she became bedridden.

Making the world more beautiful was a guiding principle of her life. She loved creating beauty, gardening, flowers and sharing them with others. She was a booster for any project documenting Gwen Yansen Shaw Island history. Gwen was known for her remarkable memory for people and their lives, her generosity, and her positive attitude and optimism.

She is survived by her three children, Diana Wisen, Donald Yansen (Lynne), David Yansen (Debra); her grandchildren Kristina (Eric), David (Linnea), Tia (Frazier), Shana (Shoji) and Jakob, and her great-grandchildren, Andy, Carson, Everett, Shaw, Kai, Ell, and Avaline.

Her husband, Don, died in 1990.

The memorial service will be Sunday, Dec. 2, at the Shaw Community Center, at 2 p.m. Memorials in her name may be given to The Shaw Island Library and Historical Society endowment fund; PO Box 844, or Shaw Islanders, Inc., Playfield Endowment Fund, P.O. Box 443 Shaw Island, WA 98286

Gwendolyn Ellen Jones Yansen, 97, passed away Nov.18, 2012 at her home on Shaw Island, where she had lived for 53 years.

Born March 4, 1915 in Yakima to Catherine and Alfred Jones, and raised in Walla Walla, she attended Whitman College and graduated from the U of W with a degree in Home Economics. She married Don Yansen in 1938.

They moved to Burien, Wash. and Don started the Yansen Electric Company.

She was very active in St.Elizabeth’s Episcopal Church, the building of the first permanent library building in Burien, and Camp Fire Girls.

They moved to Shaw Island full time in 1959, where they owned the Shaw Store for four years, and where she continued her strong commitment to community. She was a founding board member of the Shaw Island Library and Historical Society, the Shaw Island Sunday School, and she was the Camp Fire leader NSWERS TO UZZLES for two groups.

A devote Christian all of her life, she was a member of Emmanuel Episcopal Church at Eastsound, and

Per RCW 79.100, San Juan County intends to take custody of the following derelict vessels on December 10th, 2012; an unnamed 25â&#x20AC;&#x2122; sunk sailboat in Deer Harbor, with an unknown Washington registration number in Deer Harbor, and â&#x20AC;&#x153;Sun Questâ&#x20AC;? with registration #WN1176NG in China Cove, Friday Harbor. After taking custody, San Juan County may use or dispose of them without further notice.

To retain custody of any of these vessels before the Custody Date, the owner must: 1) obtain authorization to moor or anchor the vessel in its current location, or 2) move it to a

moorage facility that has authorized the vessel, or 3) remove the vessel from the water.

To redeem the vessel once San Juan County has taken custody, per RCW 53.08.320 (5) (b), the owner must commence a lawsuit to contest San Juan Countyâ&#x20AC;&#x2122;s decision to obtain custody of the vessel, or the amount of reimbursement owed, in the superior court of the county in which the vessel was located. The written request can be submitted immediately but cannot be filed any later than the tenth day after the date of custody, which will be December 20th, 2012 for all three vessels.

The right to a hearing is deemed waived if a request is submitted late, and the owner is liable for any costs owed to San Juan County. These

costs may include all administrative costs incurred by San Juan County, removal and disposal costs, and costs associated with environmental damages directly or indirectly caused by the vessel.

In the event of litigation, the prevailing party is entitled to reasonable attorneysâ&#x20AC;&#x2122; fees and costs. San Juan County reserves the right to pursue any other remedies available under law.
