What’s the problem? That’s what Frank Penwell wants to know. Penwell has operated various businesses at the same location on Roche Harbor Road since he bought the property in 1978. He says, “I’ve obtained every permit anybody said I had to have” during that time. He presently operates Consignment Treasures as a 501(c) (3) recycling and reuse charity on the property, under a conditional use permit obtained in 2008. “I set up Consignment Treasures as an expansion of the Lion’s Club ‘Reach Out and Recycle’ program, and to use the proceeds for charitable purposes,” Penwell said. One of the conditions of the 2008 permit states: “A recycling drop off point is not allowed unless later authorized by changes to current county code requirements.” Penwell didn’t think much of that condition because he thought the “changes” would be passed and implemented that same year, allowing him to continue to accept recycling. When Unified Development Code amendments were proposed, Penwell thought the County Council would straighten out the “drop-off ” problem. The council recently passed the development code amendments, with changes to provisions involving recycling centers and recycling collection points. See Dispute, Page 4

Money in the bank, and energy savings too. Ten new homeowners were awarded checks for $1,710 each by Orcas Power & Light Cooperative for the energy efficient homes that they helped build through Homes for Islanders. The rewards include $1,500 for the Northwest Energy Star certification, $110 for Energy Star appliances and $100 for energy efficient lighting. The checks were presented at

The Wolverines grabbed an early lead and the upper hand right from the start. They marched 97 yards on their very first possession and scored what would be the first of six touchdowns with nearly five minutes in the opening quarter still left on the clock. They scored their second touchdowns well before the first quarter had elapsed, and by then it was clear that the route was on. What it may have lacked in drama the 2012 version of the Island Cup, the annual interisland gridiron showdown between the Vikings of Orcas and the Wolverines, made up for in pure delight for the Friday Harbor faithful, as jubilation swept through the ranks of a football team that for two years were forced to watch their rivals first lay claim to and then successfully defend the rights to house the coveted Island Cup trophy. While the glamour and excitement of that victory may fade as time marches on, the sense of achievement is sure to linger when players on the team recall the effort that it takes to climb back to the top.
