Posted online Mon., Aug. 13 Tacoma hires economic development director; appoints interim finance director Tacoma City Manager T.C. Broadnax has announced the appointment of Ricardo Noguera as the director of the City's Community and Economic Development Department (CED). As the new CED director, Noguera will lead the department in such initiatives as neighborhood revitalization, business attraction and retention, small business development, affordable housing and strategic planning to sustain an economically vibrant Tacoma. Prior to joining the City, Noguera served as the housing and economic development director for the City of Visalia, Calif. He also worked for the City of North Miami. Noguera has a master's degree in city and regional planning from the University of California, Berkeley. In addition to Noguera, Broadnax has appointed Steve Call as the City's interim finance director. As the interim finance director, Call will focus on managing the daily operations of the department and identifying opportunities for improvement, including the evaluation of the City's finances. Prior to joining the City, Call served as director of the Office of Management and Budget for King County from 2001 to 2005, and then as its interim director in 2009. He also served as interim chief financial officer for Seattle City Light. Call holds a Master in Public Administration from the University of Washington. Call will step into the role recently held by Jeff Litchfield, who has accepted the position of city manager for the City of Hondo, Texas. The City intends to undertake a formal open recruitment for the finance director position. Resolution would revise policy for city-owned surplus property sales Tacoma City Council is scheduled to vote later this month on a resolution that would update its policy for disposing of city-owned surplus properties. Tip a glass to local brewers at Tacoma's Craft Beer Festival
The Fourth Annual Tacoma Craft Beer Festival will be held on Sat., Sept. 1, between 11 a.m. and 8 p.m. at 21st Street Park, located at 2101 Dock Street, in downtown Tacoma. The event aims to bring together those that are passionate about craft beer and to further build community while promoting small breweries. According to organizers, ticket sales shut down at 4:30 p.m. last year due to the availability of beer on hand. This year, however, organizers say they are increasing the number of brewers from 41 to over 50. Tickets are $30 at the door. Military personnel (active duty, retired, veterans, and reserves) can purchase a $15 ticket at the door by showing current and valid military identification. Tickets are redeemable for a 5.5-ounce commemorative taster glass and 10 tasting tokens. Additional pours are $1.50 each. The festival will also include games, food, and live entertainment. Funds raised will benefit the Tacoma Historical Society, a volunteer-supported, charitable, nonprofit organization dedicated to the preservation, promotion and presentation of the history of the City of Tacoma and its people. The new policy aims to encourage the development of unused properties to generate new property taxes, sales taxes, B&O taxes, and family-wage jobs. It also establishes guiding principles for the sale of city-owned property and creates classifications of properties for sale. In addition, the new policy provides guidelines for staff to use when negotiating sales, including substantial flexibility to sell property to governmental and nonprofit agencies, adjacent property owners, and public-private development partners. Overall, the new policy is designed to help the city keep properties which meet its ownership objectives and sell properties which do not. City staff discussed the issue with city council's community and economic development committee on four occasions. The committee made a 'do pass' recommendation on the policy revisions last week. Tacoma City Council is tentatively scheduled to vote on the resolution during its meeting on Tues., Aug. 21 at 5 p.m. in City Council Chambers on the
first floor of the Tacoma Municipal Building, located 747 Market Street. Construction scheduled for Pantages Theater On Sat., Aug. 18 from 11 p.m. until 7 a.m., construction is scheduled to take place at the Pantages Theater, located at the intersection of South 9th Street and Broadway in downtown Tacoma As part of the city's Americans With Disabilities Act upgrades, concrete will be pumped up to the doorway at the top of the Pantages Theater's fire escape. This is required to get concrete into the third floor balcony. There will be concrete trucks, a concrete pump truck and a large light pole staged in one of the southbound lanes on Commerce Street, and traffic will be reduced to one lane. The date and time were selected to accommodate the Tacoma Link light rail schedule.
