DANCIN’ IN THE STREETS POULSBO — In its fourth year, the organizers of Poulsbo Street Dance have added more music, more food, more art and more fun this Saturday. “Its downtown’s way to say thank you to residents for supporting us all year long,” said organizer Tammy Mattson, owner of Tizley’s Europub. Front Street — from King Olav Vei to 3rd Avenue/Hostmark — will close at 3 p.m., when the children’s activities begin at Muriel Iverson Williams Waterfront Park pavilion, with face painting, crafts, music clinics and a parade. The Street Dance coincides with Poulsbo’s Second Saturday Art Walk, and several artists will have sidewalk exhibitions. Restaurants and retailers will open their doors at 4 p.m., and the music begins at 5 p.m. First up is Chyeah Chyeah, a high energy rock band, from 5-6 p.m.; Eric Fridrich and the Wanderlust, world rock music, from 6:20-7:40 p.m.; Dynamite Supreme, 70s and 80s music, from 8:10-9:30 p.m.; and One Shot Molly, rock music from the 70s, 80s, 90s, from 9:50-11 p.m. Parking will be available downtown: Anderson Parkway, King Olav, City Hall garage and the Port parking lots will be open.

When it comes to operating a radio-control race car, which can giddy up and go up to 35 mph, there are really only two things worth keeping in mind: the first thing to know is that it ain’t nearly as easy as it looks; the second thing is that it’s a heckuva lot of fun. Monday evening Brandon Collins, of Port Townsend, won the inaugural race at the new outdoor RC raceway set on formerly dilapidated and unused tennis courts on the corner of 11th Street and Warren Avenue by edging around track owner Bryan Schoening’s car near the final turn on the scaled-down road course. Collins admitted that Schoening slowed slightly to make it a “better race.” “I got him by about 15 feet,” Collins said Now, beginners and RC road warriors alike have a chance to try their hand (and more to the point, hand-eye coordination) on the new Bremerton track. Bremerton RC Raceway opened the doors to its indoor track, at 1123 N. Wycoff Ave., a few years ago and is expanding to outdoor racing after signing a lease a couple of months ago for the

Derek Kilmer and his wife, Jennifer, showed up at the Democratic Party headquarters in Silverdale right around 8 p.m. Tuesday as votes in the Sixth Congressional District were still being tallied. Less than half an hour later, Kilmer and his supporters learned that he had won the primary for the race to replace longtime Congressman Norm Dicks in a landslide. Preliminary results showed that Kilmer earned 52.4 percent of the vote, as of Tuesday night. Republican Bill Driscoll finished the night with 17.9 percent of the counted vote, easily bouncing fellow Republicans Jesse Young, Doug Cloud, David “Ike” Eichner and Stephen Brodhead, out of the race. Bremerton votes yes for school levy, $7.6 M for expansion and repairs By Patrick McDonough pmcdonough@soundpublishing.com

Voters favoring the $7.6 million capital projects levy for the Bremerton School District were near 60 percent as of Tuesday night’s tally of votes cast during the primary election. With 4,883 votes counted, 2,916 approved the levy and 1,967 rejected it. A simple majority of 50 percent is needed to pass the levy. If the levy is approved, $1.9 million would go to district each year from 2013 through 2016. The effect to homeowner’s wallets is an increase in taxes by 61 cents per $1,000 of

assessed property value for each of the four years the levy is in effect. School district officials said the money would be used to expanded the West Hills STEM academy and to replace the roof of Bremerton High School. Other recommended uses for the money would include technology upgrades and general energy upgrades throughout school facilities. The last time district officials asked for a taxpayer approved levy increase came in 2010, when voters approved a renewal of a school support levy in the district for years 2010 through 2013. The previous

levy won more than a 64 percent margin and supplied funding for the district by more than $10 million per year. Bremerton School District Superintendent Flip Herndon said he was pleased with Tuesday night’s results. “So far, it looks like the election results are really positive for us, and we are really excited about that,” Herndon said. Herndon said projects would be placed on a priority basis since the money would be allocated over a four year time frame with the continuation of the design of the STEM Academy high on the district’s list.

“The STEM addition is one of the major ones that is going to come up first,” Herndon said. The Bremerton school board on July 12 approved the selection of Rice Fergus Miller of Bremerton as architects for the STEM academy project. The project is estimated by school officials to cost about $2.5 million. The district approved the plans for the academy before Tuesday’s vote. District officials said they wanted to have conceptual plans ready if future funding became available for the project. Bremerton School District Finance Director Wayne Lindberg

said the STEM academy and the roof replacement would be high on the list. “We will probably have the high school roof repaired next summer, and we will continue with the design of the STEM project,” Lindberg said. Lindberg said he felt the vote indicated approval of the district’s use of money. “It definitely shows that people feel the schools are going in the right direction,” Lindberg said. “We continue to be very fiscally conservative and, as I have said before, we try to provide champagne on a beer budget.”

Bremerton’s city council was set to begin discussions this week to remove the police and fire chiefs from the civil service system. Following a vote of the people in 2004, the city’s charter was changed to allow the council to move the chiefs from civil service employees to administrative managers. Under such a system, the chiefs would be considered at-will employees and could be fired by the mayor. Police Chief Craig Rogers has announced that he will retire in February and would be unaffected by any council action to turn his job into an “at-will” employee. Fire Chief Al Duke, meanwhile, would remain a civil service employee until he too leaves the city. The idea to remove the chiefs from the civil service system has been previously discussed, but was brought up most recently by City Attorney Roger Lubovich and Human Resources Director Charlotte Delmore when Rogers announced his pending retirement. “There is nothing motivating this other than the chief retiring,” said City Attorney Roger Lubovich. “It will be easier to recruit a new chief this way, rather than going with civil service rules, especially for a national search.” Lubovich said that removing the chiefs from civil service status will allow the city to hire a professional recruiter and give the city more options in replacing Rogers. Lubovich also said that the move would also bring the city more in line with other cities around the state. He said he looked at 13 similarly sized cities and found only one, Walla Walla, in which chiefs are still civil service employees. The change would give the mayor a lot more power, but Lubovich said that wasn’t a driving factor. “It’s not about personalities or any of the people involved,” he said. “It wasn’t even the mayor’s idea.”

The El Coral restaurant closed its doors for good on July 27 with a final performance by saxophonist Mark Lewis. Its closing is indicative of the rise and fall of businesses downtown. Although performances by the musician have been a past draw for the restaurant, 50 fans attended the Friday evening show, the owners of the El Coral said other challenges have made it necessary to close the doors of the establishment. Owners Sandra Diaz and Alex Agraz said that after five years in business a lack of customers driven in part by recent construction on Fourth Street were among many issues that led to El Coral’s closure. “Fridays have been real busy with Mark,” Agraz said. “But there was not enough business the rest of the week for us to stay open.” Diaz and Agraz are not alone. Other local businesses owners face challenges keeping their doors open too. City business statistics and stories from other business owners show that business might actually be on the rise downtown and many are hopeful about the future of the area. Numbers from the City of Bremerton Tax and Licensing Division for the last five years indicate that new businesses are opening in greater num-

bers than older ones are closing downtown. So far this year, 29 businesses opened downtown and 19 closed. Numbers from prior years show the increase in business to be a trend with 48 businesses opened and 36 closed in 2011, 43 opened and 31 closed in 2010. Numbers from 2009 are the only divergent statistics. That year, 48 businesses opened while 56 businesses closed their doors. The numbers reflect downtown businesses beginning at Warren Avenue below Sixth Street and moving east to the waterfront. Elaine Jones, an advisor with the Washington Small Business Development Center in Bremerton, said her experience in dealing with small businesses downtown mirrored the numbers supplied by the county, but many challenges remain for business owners. “In downtown in general I can believe the statistics,” she said. “The problem is that people are not going downtown as much as businesses would like. When people think of shopping, they don’t think of downtown.” Jones said city officials had made numerous attempts to draw business downtown. But she said small business owners would still like to see more traffic downtown. “Certainly the new movie house is big piece of that,” she said. “That is one of the things that the city believes

will draw foot traffic downtown, but time will tell.” Bremerton Mayor Patty Lent said it is a challenge to bring larger businesses downtown. She said she is proud of the city’s efforts to bring larger businesses such as the Seefilm Bremerton Cinema, hotels and a conference center to the area but continues to see the need for larger retailers and continues to try to meet that need. Lent said major retailers the city had approached wanted more foot traffic than the city can currently supply. “We tried to get Trader Joe’s but we did not have enough people frequenting the downtown area,” Lent said. “They moved into Silverdale because it had the largest footprint. It is difficult to buck the formulas they use.” Lent said the city continues to seek larger retailers such as Walgreens and a major book retailer downtown. “We just haven’t had a positive response yet,” she said. As the El Coral closed its doors another restaurant opened in sight of the establishment. El Balcon opened in May, and owners Mario and Ofelia Amaya said they are hopeful for the future of their business and found officials of the city to be helpful in starting their establishment. The restaurant began as a street vendor operation downtown in 2010 and has

grown to a point where the owners have opened a storefront on Pacific Avenue. The owners said they continue to receive enough customers and said some mornings there can be a line of patrons stretching outside the door. “The turnout has been wonderful,” Mario Amaya said. “The city and our customers have treated us with nothing but love.” Other downtown businesses continue to meet challenges while remaining open. Collective Visions art gallery has been open since 1994 in two separate locations downtown. The business is collaboration between 25 local artists who operate the business through an executive board. Board Secretary Mary McInnis said members have considered moving but feel the change would be detrimental to the business. “Like everybody, we struggle,” McInnis said. “It has been suggested by some members of the co-op that we move, but we feel we are anchored to this spot. We have been here enough years to establish our presence, and moving would be like starting over.” McInnis and other business owners said parking was among their biggest concerns downtown. Lent said the city had made many efforts to supply adequate parking downtown.

She said the recent addition of a downtown parking garage and changes in parking spaces has helped. “My biggest concern about the lack of parking is that employees of businesses take up spaces,” she said. “We have offered special rates at our Fifth and Washington garage, but they continue to shuttle and they do not want to pay for parking.” Sandy Corbit, owner of Flowers D’Amour, said the downtown business has been open for 17 years, and she has seen many changes in the area. She said business continues to be a struggle for multiple reasons. “Downtown has definitely gotten prettier,” she said. “It is a much nicer place to be than it was, but there is still a lack of people downtown. I think the overall American economy has lowered our profits significantly, too. People are just not spending money right now.” Diaz and Agraz said part of the reason for closing the El Coral was a recent increase in rent. Jones said multiple small business owners and those seeking to open a business in the area have said they find rent prices a deterrent for business. “The people I talk to who think about locating downtown think rent is expensive for what they are getting,” Jones said. Manager at Reid Realty said, to his experience, prices of property for sale or lease downtown start around $7 a square foot and move upward. He said he found Bremerton to have reasonable rents and he continues to lease properties downtown. “You can get cheap rent in downtown Bremerton,” he said “It just depends on what you are looking for.” Killoran said newer construction will cost more than older spaces downtown, but he felt there were spaces for rent that could meet many needs downtown. Ric Bearbower, Associate Commercial Broker at Reid Real Estate, said the city had done good work on improving downtown but other options might also be considered moving forward. “I have been doing this for 37 years and I have sold a whole lot of properties down there,” he said. “What I’m finding is that there is just not enough after-hour traffic. What Bremerton needs is more apartments downtown. If you get residences down there, business will improve.” Lent said the city continues to seek to revitalize the downtown area. She said recent construction also has hurt business but has been a necessity for improving the area. “I can only apologize for the construction, and say the city is doing everything we can to bring customers and business into downtown to make up for that loss,” Lent said.

Great things IN OUR OPINION

When we think of great things happening in Bremerton these days the things that seem to qualify are often connected federal government jobs, a grant of some sort that passes through city hall or the works done by any one of the active churches or charities centered on Veneta Avenue. Let’s add to those good works a burgeoning little remote-control race car track built on the previously rotting city tennis courts at 11th Street and Warren Avenue. Yes, on that street corner, where little good has happened for years, a small local business and a few hobbyists built a different kind of playground, one that appeals to ageless children. What’s also great about the RC track is that a Bremerton small business owner took the initiative to better his own situation in a way that also benefits a community that has for some time been blighted by a violent stereotype. An eyesore was turned into a fun factory; simple and great. Monday evening’s series of six-minute races drew more than a few people from the neighborhood and through gate to gather around the track and see what was happening on one of the most visible intersections in the city. Cars that daily pass by saw something different than the usual emptiness. They saw RC racers, mostly adult men, offering to share their furiously fast toys and track to run them on with anyone from the neighborhood that showed interest. One neighborhood resident sitting on the grass, watching other men lined up on the platform deftly working the controls of little quarter-scale cars, summed up the new situation at 11th and Warren well and with a positive tone in his voice, “Grown men being boys.”

As a past member of the Central Kitsap School Board, I believe that I have some insight regarding the current “issues” that are affecting the board and the administration. The “real” issue facing the district goes far deeper than what we’re reading in the news. I believe that the bottom line issue is that a few individuals perceive the strong leadership of the superintendent (and administration) to be a threat to their personal “self-absorbed” agenda. In other words, instead of a willingness to work as a team, a few have chosen to undermine and demean the superintendent, and work to replace him with someone more to their liking.

First off, since only a handful of people in the community attend board meetings, very few are aware of the demeaning and cutting remarks that are often made by two board members. In addition, these members have consistently violated one of the most fundamental Rules of Conduct that board members agree to at the beginning of each new school year: no surprise there.

without first notifying the superintendent and board president. The violation of this agreement is a tactic used to embarrass or intimidate the superintendent. Such a tactic also violates several basic operating “principles” of the district, especially Principle #3 (Code of Governance): “Recognize that schools thrive in a community where there is an atmosphere of mutual respect.” Secondly, although the CKEA issued a “no confidence” vote, less than half of the teachers in CKSD actually voted. I’m aware of a significant number of teachers that have expressed their support for the superintendent since that vote was announced. Frankly, the actions of what appears to be a few CKEA leaders, and two board members, is a blatant attempt to discredit the efforts of the superintendent and staff, and is a slap in the face to numerous members of the community who have invested significant time and energy in providing informed input and recommendations to the school board over the past several years. Our school district leadership deserves better. They deserve our respect and our support. Carl Johnson Bremerton

Gun club touts safety and fun at charity shooting event also offered a specially designed 360-degree stage meant to surprise and test marksmen’s skills. More than 60 competitors shot pistols, rifles and shotguns for the multi-gun event that offered moving targets and scenario-based stages with elements such as victim rescue while competing for time and accuracy with firearms. said the stages were designed to challenge competitors on multiple levels simultaneously. “It is an active shooting environment,” Sroka said, “There is often a task involved and they all involve shooting while moving.” Craig Boyer said he travelled from Vancouver, Wash., to compete in the event. He said he made the journey because of the challenge involved. “These kinds of matches are always a challenge,” Boyer said. “You have to solve a puzzle. It makes you think.” Each stage had a scoring judge and a range officer who conducted a walkthrough with contestants before a competition. Range officers keep time during the event and make sure the contestants stay safe. Rebecca Potter, a range officer for the event, said the event was geared towards safety and preparedness. “We make sure everyone is safe while they are having a good time,” she said. “I like the competitions because it gives someone practice under stress.” Potter said the matches build confidence that could be invaluable in a “real life” scenario. “I have competed many times,” she said. “It helps me have confidence that I can protect my family if I need to.” Carter said the events is meant to be fun and help a good cause, but the primary focus of every activity is safety. Monday night as racers got acquainted with the new road course, cars flew off the track and bounced across the little lanes on their roofs before being righted and sent back on their way. The track, now in its second incarnation, took about two months of group effort to convert the tennis court to a quarterscale RC road course. “The original design was too boring,” Collins said between races Monday. Collins shared a pit tent Monday with his pal, Bremerton resident Ian Radford. The two RC drivers espouse different faces of RC racing. Collins favors all the high-performance and technical advantages — the expensive aspects — of racing, including tire warmers to keep the miniature tires near their prime racing temp while the batterypacked chassy sits in the

Primary election results as of Tuesday night showed Linda Simpson, a Republican, leading the Kitsap Conty Commissioner District 2 race with 36.73 percent of the vote. Garrido, a Democrat, followed with 34.16 percent. Former Port Orchard Mayor Lary Coppola, a Democrat, received 21.33 percent and Independent Kristine Danielson had 7.54 percent. As of 9 p.m. Tuesday, 11,246 ballots had been counted. Simpson said she was

“thrilled” to be leading in early results, and was “happy and honored” to move on to the general election in November. Moving forward, she said she would double her efforts to get name recognition, a crucial point in securing a win against an incumbent commissioner, she said. “When we started, I didn’t have the name recognition,” she said. “I’m just really competitive. She said voters will have an “easier” choice to make in November, when it the election can be broken into partisan difference of Democrat against Republican. “The four-way primary gave people a lot of choices,” Garrido said. Garrido has been in office since 2009. She is serving her second term as Kitsap County Commissioner District 2, which includes South Kitsap and a small area of West Bremerton, having served previously from 1997-2001. The incumbent commissioner said she looks forward to the general election, 91 days away, when she competes for votes against the Republican. “There is clearly an obvious Democrat and Republican,” she said. “It makes it easier for people to understand we have similarities and differences.” Simpson, a Navy worker, said she is no stranger to running as an underdog. In 2010, Simpson ran as a Republican in the 35th Legislative District for State Representative Position 2. She lost the race to Democrat Fred Finn by 3,819 votes out of more than 25,000 votes cast. Simpson said she’s thankful for the campaign help she received in the primary. “There are so many people who helped me put together the campaign we did,” she said. Coppola, who joined the race for county commissioner in May, said he was happy for Simpson and Garrido. He also said the “voters had spoken.”

Silverdale man charged with Teamsters city contract, a shooting girlfriend in the leg ‘tough pill to swallow’ By KEVAN MOORE kmoore@soundpublishing.com

A Silverdale man was charged Thursday in Kitsap County Superior Court with first-degree domestic violence assault and second-degree unlawful possession of a firearm following an early morning shooting Wednesday. Prosecutors allege that Dan Allen Phillips, 47, shot Kelly L. Contraro, a 45-yearold Suquamish woman, in the knee with a high powered rifle. Phillips was was under a court order to stay away from Contraro. That order was issued in District Court May 30 following a fourth-degree assault charge. Phillips subsequently made bail. He is now in custody again on $1 million bail. Police responded to a report of a gunshot injury in the 8100 block of Hideaway

Lane at 2:25 a.m. Wednesday. Kitsap County Sheriff ’s Office Deputies and officers from Bremerton and Poulsbo responded to the area and found the woman in the passenger seat of a pickup truck in a ditch. She had a critical gunshot wound to her knee and was transported to Harrison and subsequently airlifted to Harborview Medical Center. According to court documents, “deputies described her leg as barely hanging on.” According to police, Phillips was at the scene when they arrived and refused to follow commands and made furtive movements. Two deputies also heard what sounded like Phillips “racking” a firearm. He eventually fled on foot westbound on Fishhook Lane. At about the same time that

Contraro was being taken to the hospital, a Bremerton police officer spotted Phillips exiting a wooded area on the north side of Newberry Hill Road. Following a brief foot chase, Phillips surrendered without further incident. According to court documents, Contraro told a friend that she went to see Phillips at his Silverdale home and left sometime between 11 p.m. and midnight. The friend got another call from Contraro at 2:43 a.m. in which she said, “He shot me.” The friend also said that Contraro said if she didn’t make it, to tell her kids that she loved them. According to court documents Phillips has past convictions for vehicular homicide, vehicular assault and violation of the Uniform Controlled Substance Act, all of which prohibit him from possessing firearms.

After months of negotiations and mediation, the city signed a collective bargaining agreement with it’s Teamsters employees. The new contract, which retroactively goes into effect eight months ago and will run through Dec. 31, 2013 and is largely favorable to the city. The Teamsters, for example, will get no cost of living adjustments (COLA) and will have to pay significantly more for dependents to be covered on their health insurance plans. “I think the no COLA and getting them to pay

more on their dependents’ premiums was huge,” said Human Resources Director Charlotte Delmore. The Teamsters, of course, weren’t quite as thrilled. “I’m not at all happy with the agreement for our members and would have very much liked for the end result to have been better,” said John Witt, the Teamsters chief negotiator and secretary-treasurer for Local 589. “But, we are in a recession and statewide, the public sector is really taking a beating.” Witt, though, said that there is room for hope as new negotiations begin for 2014 right away.

About a third of the city’s 320 employees are Teamsters. Under the new contract, Teamsters employees’ cost for dependents’ health care will go from a 10 percent contribution to 15 percent this year and will eventually increase to 20 percent. In addition part-time employees will have a prorated benefits package. In addition, the Teamsters’ tool allowance will go from $475 to $525 and the stipend for employees that don’t take health care will go from $150 to $250. “None of us were real happy and it was a tough pill to swallow,” Witt said.

Bremerton police have made one arrest, but a second suspect remains at large following an early morning armed robbery Saturday in East Bremerton in which an officer fired “several” bullets at man who was able to escape unharmed. Bremerton police officers and county deputies responded at 3:37 a.m. Saturday to an armed robbery at the Taco Bell restaurant, in the Ridell Shopping Center, at 4212 Wheaton Way. About five minutes later, according to both agencies, a Bremerton officer stopped a vehicle with a driver who matched the description of the suspect, later identified by Bremerton police as Sean T. Brown, 26, a few blocks south of the fast food restaurant, near Almira and Spruce. “During the course of that traffic stop the officer fired multiple rounds at the driver, who was standing outside of See SUSPECT, A12

the vehicle at the time,” according to a Bremerton Police Department statement on the incident.

Police won’t say if the man they believe was Brown fired at their officer or even had a gun at the time of the shooting. Neither the officer nor the alleged suspect were injured, according to police. The officer is now

Donation brings the living dead and Santa Claus to library

Housing authority seeking donations

The Bremerton Housing Authority is seeking donations of school supplies to help with what officials said was an increased need by low-income families for the upcoming school year. Kathy Cooper, manager of the Bremerton Housing Authority’s Community and Supportive Services Department, said student need for supplies is greater this year because more public housing opened at Bay Vista Apartments in Bremerton. The supplies will be handed out to students during the department’s Annual Jamboree slated for Aug. 24 at the Summit at the Bay Vista Apartments. Cooper said the Jamboree is the culmination of a summer youth program, which also offered students other educational opportunities such as tours of the Olympic College Campus in Bremerton and the University of Washington Campus in Seattle. Students were also treated to a tour of the King Tut Exhibit at the Pacific Science Center in Seattle and were able to offer a helping hand to the community through work at the Blueberry Park Community Garden in East Bremerton, she said. “The Jamboree is an opportunity for new and old neighbors to get together and we will

The zombies have been joined by musical muppets, pointy eared Vulcans and even Santa Claus himself thanks to a donation of 4,500 DVDs made to the library. The DVDs, donated by Screen Life Games, a Seattle based gaming company that went out of business late last year, will go to replace worn or missing copies of items in the library catalog and also to enhance the library’s collection. KRL Collection Manager John Fossett said many of the DVDs were of out-of-print or difficult to find items or simply completed series in the library’s collection. “The donation gave us titles we were missing to complete sets such as the ‘Star Trek’ movies, and we now have the complete ‘Night of the Living Dead’ trilogy,” Fossett said. Fossett said horror movie fans were not the only ones who would benefit from the donation. He said the movies included numerous titles including a host of Christmas favorites. “We now have multiple copies of Christmas movies like ‘A Miracle on Thirty Fourth Street,’ ‘Elf’ with Will Ferrell, which is favorite of my daughters, ‘Scrooged,’ ‘A Muppet Christmas Carol’ and ‘Christmas in Connecticut,’” he said. Fossett said the collection also included copies of films such as the 1960s cult favorite “Harold and Maude.” Adding the movies to the library’s catalog was a time consuming process, Fossett said. He said the library staff has been adding the movies incrementally and only recently completed the job. Some of the titles were also turned into a local entertainment retailer for store credit that KRL will be able use to purchase new DVDs in the future. Fossett said many of the movies turned over to the retailer were from

different regions and were sometimes difficult to play on computers and would not play at all on some older DVD players. The donation also included video games from the company’s “Scene It” movie trivia games. Fossett said the games could be used to enhance activities for younger patrons with games including trivia about “The Simpsons” television show and Harry Potter movie series. He said the games were fun and could help to be a draw young people to the library. “If you ever get the chance to play it you should, it is addicting,” Fossett said.

Cooper said donations of $1,000 from Walsh Construction in Seattle and 100 reams of paper from the Port Orchard Staples helped, but school supplies are still needed. Ron Ward, Senior Program Manager with Walsh Construction, said the firm felt the donation was part of an ongoing support of the project. “This is a small token of the partnership we have had for last four years,” he said. Andrew McAllister, A manager at the Port Orchard Staples, said the store’s donation was part of ongoing efforts to support education in the local community and abroad. “Staples often helps with school supplies in the community and around the world in places such as Africa,” he said. Supplies needed include backpacks, crayons, large erasers, glue sticks, colored pencils and scissors. Cooper said a full list of supplies needed could be found at the Bremerton School District’s website. Cooper said donations received always make a difference in the lives of the students. “This is one of the best parts of what we do,” she said. “It is great to see the kids get off to a great start with the supplies they need, and hopefully it will jump start their educations.”

Honor, pride and community. Those words most expressed the sentiment of the more than 200 volunteers that cleaned up the grounds at Ivy Green Cemetery last weekend in Bremerton. Dan Schremser, 86, a Coast Guard Veteran who served in World War II and the Korean War was among the first to arrive. He said it was important to honor and remember those who have served the United States. “They served us, and it is only right that we should honor them,” he said. The effort to beautify the cemetery was organized by community advocate Todd Best. Best, a Navy veteran and former firefighter, said he had become aware of the condition of the cemetery when a fellow veteran asked him to visit the graveyard with him. “I was brought here by a friend of mine who wanted me to see the condition of the Tomb of the Unknown Soldier in the cemetery,” Best Said. The Tomb of the Unknown Soldier in Bremerton is a repli-

ca of the Tomb of the Unknown Soldier at Arlington National Cemetery. Bremerton’s replica is one of only three such memorials in the United States. After visiting the tomb and seeing the disrepair the memorial had fallen into, Best said he approached city officials and offered to organize an effort to clean the cemetery. Tom Cressman, Park Maintenance Manager for the City of Bremerton, said that although the cemetery is maintained by the Bremerton Parks & Recreation Department, budget cuts have left the department short staffed. Cressman said the department is in charge of maintaining 38 sites with a staff of ten people and they always welcome community assistance. “We are always looking for help from the community,” Cressman said. “Especially in the cemetery where we don’t have any full-time people.” Best marshaled community members and individual volunteers from eight to 86 years old as well as volunteers from area churches, veterans groups, the Boy Scouts

Chavez said she felt it was important to serve the community and said her daughter had wanted to offer her service also. “She likes to help, too,” Roxanne Chavez said The pair spent part of Saturday cleaning the marker of U.S. Navy Veteran James Henry Phillips, who died in 1948. As they were cleaning an overgrowth of grass and weeds from the marker Amber Chavez said she was proud to help. “It is good to help the people buried here and make the cemetery clean,” she said. The cemetery is the final resting place of many veterans as well as veterans memorials. Among the memorials is one dedicated to 61 veterans killed during an attack on the U.S.S. Saratoga on Feb. 21, 1945, and a memorial for veterans of the Spanish American War and the grave of John H. Nibbe, a recipient of the Congressional Medal of Honor for his service during the American Civil War.

Best said he is working on a project to add a walkway to the Tomb of the Unknown in Bremerton as well as adding lighting and other renovations. He said he was proud to offer his service and pleased with the spirit of the volunteers who also offered their service. “We live in a great country, and we should be proud,” he said. “How can we not offer our service?”

on paid leave while the incident is under investigation, a standard procedure in such cases. Bremerton police say that Brown, a 26 year old black male who is 6 feet tall and weighs 220 lbs. should be considered armed and dangerous. He was reportedly wearing a goatee the last time he was seen. Anyone with information regarding Brown’s whereabouts is urged to call 911 or Bremerton police detectives at 360-473-5228. During the course of their investigation, police say that they found probable cause to arrest a Taco Bell employee who conspired in the robbery. That suspect, a 23-year-old Bremerton resident, was booked into the jail on one count of first-degree robbery on Sunday. His bail was set at $250,000. Deputy Scott Wilson, a sheriff ’s office spokesman, said several shots were fired by the Bremerton officer, but he wasn’t exactly sure how many. Wilson was also unable to confirm whether the suspect was brandishing the weapon because the investigation remains ongoing. Wilson said that no gun was recovered at the scene. Bremerton police are handling the robbery investigation while the sheriff ’s office is investigating the officer-involved shooting, Wilson added. According to the sheriff ’s office, the driver of the vehicle, later identified as Brown, ran southbound from the stopped vehicle toward NE Sylvan Way following the shooting. Sheriff ’s deputies and Washington State Patrol troopers set up containment in the area while a Bremerton police K-9 unit conducted a track without locating the suspect.

Dancin’ in the streets POULSBO — In its fourth year, the organizers of Poulsbo Street Dance have added more music, more food, more art and more fun this Saturday. “Its downtown’s way to say thank you to residents for supporting us all year long,” said organizer Tammy Mattson, owner of Tizley’s Europub. he teams arriving in Kitsap Aug. 13 from around the country for the 13-year-old Babe Ruth League World Series have come a long way. Robert Faherty, Babe Ruth League vice president and commissioner, described the road to the world series as tough, but fair. After battling through the regular season, state and regional tournaments, teams have earned their spots in the series. Teams competing in a large tournament have noticeably changed. And although each may have had their own struggles on the road to the world series, the team’s preparing to compete are ready to play with the best. “They’re battle tested,” Faherty said. Nine teams from around the country and one local host team will play in the

13-year-old Babe Ruth League World Series. The series begins Aug. 15 at the Kitsap County Fairgrounds, 1195 NW Fairgrounds Road, Bremerton. Games will be played at Gene Lobe Field. Gene Lobe Field is home to the summer collegiate baseball team the Kitsap BlueJackets. An opening ceremony for the series is 6 p.m. opening day. Four games are scheduled for opening day: 9 a.m. (Westfield, Mass. versus Waite Park, Minn.), noon (Monroe Township, N.J. versus Greenville N.C.), 3 p.m. (Burlington, Wash. versus Schererville, Ind.), and 7:30 p.m. (Kitsap versus Tri-Valley, Calif.). Also in the series are teams from Bryant, Ark. and Meridian, Idaho. Burlington is the Washington state champion team. Games Aug. 15-19 are

pool play. Beginning Aug. 20, the series transitions into a single elimination bracket for teams finishing pool play in first through third place in both the American and National divisions. The championship game is scheduled for 6 p.m., Aug. 22, where one team will be named World Series Champion. Tickets are $5 per person for a single day or $60 for a family pass (two adults and up to three children), which is good for the entire tournament. Events prior to the series begin Aug. 14 with a coaches breakfast at 8 a.m., a coaches hitting clinic at 10 a.m. and a parade for the public in downtown Poulsbo at 5 p.m. A banquet is scheduled for 6:30 p.m. Tickets are no longer available for See World Series, Page 3

Traveling to a new location to play baseball in front of a large crowd may be unknown to the 13-year-olds. The only familiar thing to the players for certain is when they step onto the baseball diamond to play. During the tournament, Faherty said the players might not be able to put their experience into context. But it will be an experience that will stick with both players and coaches throughout their lives, he said. Mike Jones, the last coach to take a North Kitsap Babe Ruth team to a world series, said it takes a lot of hard work to make it. It also takes a little luck. In 2004, Jones took a 14-year-old team to the World Series in Wilson County, N.C. Two years later in 2006, he took a 16-year-old team to the series in Monticello, Ark. Both teams had the same nucleus of players.

Going to a World Series is something players remember forever, he said. “It’s just an amazing experience.” North Kitsap Babe Ruth has sent four teams to a World Series: 1988, 2001, 2004 and 2006.

Jones coached alongside Brent Stenman — the manager in 2004 and 2006 and co-president of the 2012 13-year-old Babe Ruth World Series. The majority of the players they coached had not only played baseball together since the age of 10, they were also from the same school. When a coach from Louisiana asked how many schools they had drawn from and heard “one,” “He said ‘no way,’” Jones said. The Louisiana coach pulled from five schools. Jones said the way his teams played together was something that made him proud. The players realized their potential at the age of 12, when they defeated Yakima, a top team in the league. When it comes time to play in a World Series, the attitude doesn’t change much, Jones said. It’s still traditional Babe Ruth baseball. Single elimination, however, is tough. The 16-year-old team went through the tournament pool play undefeated. But when it came time for single-elimination, the team’s winning-streak came to an end. The elimination doesn’t bother

Jones. “Being [in the World Series] is quite an accomplishment,” Jones said. “The pride is so amazing. Just seeing those kids playing is great.” Jones is still coaching Babe Ruth baseball. He will also be volunteering during the 13-year-old Babe Ruth League World Series at the Kitsap Fairgrounds.

The World Series in Kitsap is Aug. 15-22. It is one of seven World Series tournaments for the Babe Ruth League (three Cal Ripken tournaments and four Babe Ruth tournaments). Two Babe Ruth Softball World Series are also being held. “For Russ [Barker] and Brent [Stenman] to pull this off is just amazing,”

Add the eggs to the the frittata pan. Sprinkle the freshly cut thyme. Cover with the other frittata pan and cook for 5 minutes. Carefully turn the locked frittata pans over. Cook for two minutes. The frittata is ready when it inflates. Remove from heat and use a silicone spatula to divide in two.

tabby patches. He came to us when his elderly owner went into assisted living. He was one of 12 cats that she had. We took eight of them. He gets along well with the other cats but would really prefer to not have to share his people time. Squiggy has had some issues with earmites in the past as is evidenced by his crinkly ears. They are clear now. He is a very friendly boy who follows us around supervising daily chores at the Cattery. He likes to be petted and brushed. official program presented by Silverdale Shootout provides fun for all at annual event Now in its sixth year, the Silverdale Shootout 3 on 3 basketball tournament began as the brainchild of co-founders Mark Stevens and Chris Koebelin. Stevens says the event began with the mission of providing a fun, family oriented event for the Kitsap Peninsula and surrounding areas. Each year, the event has drawn participants ranging in age from young and old alike, which has created a fun-filled competitive sporting activity for all to enjoy. Spectators love the event too, with people from Kitsap County and around the state in attendance to take in the competition and excitement. The Silverdale Shootout was first held six years ago at the Silverdale Beach Hotel and continued to call the hotel its home until 2010. In 2011, the area’s premier basketball event outgrew its previous venue and moved to the Silverdale waterfront in Old Town Silverdale while scouting out a new permanent home. This year marks the Shootout’s first time in its new, permanent location at the

Kitsap Mall. Event organizers say that the new location at Kitsap Mall is ideal because of its central location, ample parking and large, smooth paved area for the courts to be set up on. “Working with the Mall staff has been terrific and we’re excited to be at our new location” said Mark Stevens, president of the Shootout. New to the event this year is a partnership with professional basketball player and Bremerton native Marvin Williams. Event producers are working with Marvin Williams, who has played for the Atlanta Hawks and is the newest member of the Utah Jazz, in effort to help raise funds for the Marvin Williams Family Center – a local non-profit organization dedicated to working with area youth. During this year’s Silverdale Shootout Williams will be on hand to sign autographs during the day on Saturday and on Sunday Williams will be presenting awards to the winning teams as well as posing with winning teams for photographs. Williams will also be participating in a “Bowling

with Marvin” evening with kids at All Star Lanes in Silverdale on August 16. Besides the usual guaranteed three games on Saturday and single elimination bracket competition on Sunday, this year divisions from fourth grade to men’s competition will also be able to register for a 3-point contest. There will also be a slam dunk contest for older participants. For folks attending the event that are 21 years of age or older, there will be a beer garden provided by Hales Ales and there will also be plenty of food and non-alcoholic beverages available for purchase by anyone during the event. While at this year’s event, visit our many vendors including Kettle Corn, Hawaiian Shaved Ice, Costco and Legend Harley-Davidson of Silverdale.
