The excitement --- and some adrenaline-pumping music --- were blasting top-notch from the Oak Harbor marina Monday morning as sailors from around the world geared up for the first big contest of Race Week 2012.

Sailors swarmed over the dock and their boats, making last minute adjustments before heading into the harbor for the start line. “Shoot the Moon” is a Race Week regular, having competed for the past 19 years.

The Peterson 40 sailboat is so well known that it was featured on this year’s Race Week poster.

Its Seattle crew has been competing in Race Week for 30 years.

Owner Don Wills hoisted himself up the mast of the bright red boat to re-tape spreaders while the rest

of the 10-person crew made preparations below.

Wills’ daughter, Lauren Wills, said she always looks forward to the racing.

“It’s just fun coming up here, it’s always been like a family vacation every year. It’s always fun to continue to see your friends you see every year,” Lauren Wills said. She has seen younger generations grow up each time she returns. “It makes it fun to come back every year.”

Teresa Wills, Lauren Wills’ stepmother, even asked Don Wills to marry her during Race Week. Since then, she’s seen two grandchildren grow up coming to Race Week.

Out on the water, it’s “really fun,” Lauren Wills said, smiling.

An education grant from the Department of Defense will finance intensive three-year training to improve math and literacy instruction at the secondary level in Oak Harbor schools.

Oak Harbor School District was awarded a $1.89 million grant to increase college and career readiness in literacy and math. The grant will fund a plan to improve instruction in grades six to 12 using “proven researchbased techniques” that lead to “greater student engagement and higher expectations” in the classroom, according to a press release.

This is the second consecutive year Oak Harbor has been awarded funding from the Department of Defense Education Activity for professional development.

Last year’s $2.16 million grant focused on improving reading for preschool through fifth grade.

Both grants are spread out over three years. The funds must be used according to the grant specifications and cannot be used to supplement ongoing expenses or replace any personnel or programs lost through the last three years of budget cuts.

Work on the new project, titled “College and Career Ready through High Expectations and Engagement,” is already under way. The grant will pay for math, English, science, social studies and other teachers to return during the summer for intensive “academies,” with follow-up

“We try and stay pretty competitive but at the end of the day, if it didn’t work out for us, we just try to have a good time --- and have a week off work,” Lauren Wills said.

Lauren Wills and her father grew up around boats.

“My dad’s first boat was a dinghy my dad made a mast for and my grandma sewed some sails and he took it out to Green Lake and sunk it to the bottom of the lake,” Lauren Wills laughed.

Don Wills is well known in the boating community for owning the “Grayling,” a one-of-a-kind Q Class boat built in 1923 by Nathanael Herreshoff. The boat was commissioned by finance titan J.P. Morgan because he wanted to start a class that would replace the old New York 30 class, said the “Grayling” current owner, Duke Phan.

The boat came to the Pacific Northwest in 1945 and stayed, Phan said. He bought the boat from Don Wills and this is his and his crew’s first time racing together in Race Week.

“And everybody recognized the boat,” Phan said, adding that it receives countless compliments and prompts stories from people

whose parents have raced against it. “It’s an honor for me to be the caretaker of the boat,” Phan said.

“We took the boat out here to show him (Wills) some support and have some fun,” Phan said, adding that the 30th anniversary of the race seemed like the perfect time to do so. The “Grayling” is also featured on the Race Week poster behind “Shoot the Moon.”

Also crewing the “Grayling” are Hilary Specht, Ryan Thurstan, Brittany Affholter, David Holmes and Eric and Angie Bultmeier.

Monday of Race Week was especially notable for Specht because at eight and one-half months pregnant, it’ll be her only day racing. The joke around camp is that since Holmes is a nurse, if Specht went into labor while sailing, they wouldn’t even have to dock.

“So we’re all set,” Specht laughed.

As a costumer, Specht designed the crew’s garb, classic yachtsman style from 1923: all white with red kerchiefs. During Race Week, she said she’s looking forward to honing her skills on the boat.

Thurstan added that racing is his focus.

“Just five days of racing.

Sailing everyday. None of this taking weeks off, just boom, boom,” Thurstan said.

Also on the edge of his seat for the race to start was Ken Tuomi, crewing “Tantivy,” one of four J-109 sailboats at Race Week.

“It’s pretty good to get four of us together,” Tuomi said,

“They’re really good competition,” Tuomi said.

Tuomi, of Seattle, has been racing in Race Week since 2000. A couple of years ago, he won by one point against the sailboat “Absolutely.”

“That was pretty exciting.

There’s a pretty good rivalry between us and ‘Absolutely.’

I just love the competition.

People just never give up,” Tuomi said.

The tough --- or thrilling --aspect of racing in Penn Cove is that once a sailor thinks he or she knows the currents, something changes and “you gotta think your way outta here,” Tuomi said.

Tuomi said he’s also eager for the moment a bunch of

boats converge on the mark, as all the boats are moving at different speeds and waiting until the last second to take off the spinnaker and round the mark.

“You get some real chaos,” Tuomi said. “Sometimes, you get some contact.”

As sailboats pulled away from the marina one by one to sail toward the start line, the sun was warm, the tunes were blaring and the sailors were smiling.

“I’m mainly here for the racing,” Tuomi said as he finished preparations on “Tantivy.” “Any time you get a good westerly through Penn Cove, that’s exciting.”

Race Week continues through Friday, July 20.

training both inside and outside the classroom during the school year. The program uses nationallyrecognized education specialists who will work with Oak Harbor teachers over the next three years.

“This is about raising the bar in Oak Harbor,” Assistant Superintendent Lance Gibbon, who wrote the grant, said in a press release. “The hallmark of high-achieving schools is they have high expectations for all kids.”

Gibbon said that one indicator of the grant’s success will be in future years seeing more kids taking higher level courses at Oak Harbor High School and succeeding. It’s not necessarily about more kids going to college, he said.

“It’s about them being ready for their next step, whatever that might be --college, trade school, or the military,” he said.

“Part of this is about how we change the culture so that students get the message that they can do more and that they are expected to do more,” Gibbon said. “We want students to fully believe they are capable of succeeding at whatever they set their minds to do.”

The first year will emphasize reading and writing in core content classes with specialized support in math. Years two and three will place greater emphasis on applied math and science.

“Science is the practical application of both math

and reading,” Gibbon said.

Through the grant, Oak Harbor will contract with CORE, a private firm made up of teachers with expertise in improving literacy and math achievement.

CORE is the group doing much of the training at the elementary level and it will provide strong connection and alignment between the two grants, Gibbon said.

The Southern Regional Education Board will be conducting specialized training in all subject areas.

SREB is the same group behind the nationallyacclaimed “High Schools That Work” initiative and its companion program, “Making Middle Grades Work.” Oak Harbor has been working on implementing these programs for the last few years, but without any funding for training.

Those programs each focus on 10 specific practices of effective schools.

“This grant takes two key components --- high expectations and student engagement --- and places them front and center,” Gibbon said. “It means we finally have the funds to take what we’ve been talking about, provide the specific training needed and follow up with in-class support.”

Laura Fortin, a math and English teacher at OHHS since 1999, will serve as the full-time project manager for the duration of the grant. High school teachers Molly Butler, Andy Wesley and Jonathon Frostad will oversee the English, math and science portions of the grant. Each will take a one-year leave from teaching.

Three forums scheduled for District 1 candidates The League of Women Voters of Whidbey Island will host one of the three announced primary forums for District 1 Island County commissioner candidates this week.

The League’s forum is scheduled to be held from 7 to 8:30 p.m. Thursday, July 19, at the Unitarian Universalist Congregation, 20103 Highway 525, two miles north of Freeland.

District 1 candidates include incumbent Helen Price Johnson, a Democat; Jeff Lauderdale and Wayne Morrison, both Republicans; and independents Curt Gordon and Ed Jenkins.

District 1 is the largest in the county geographically, running from the southern tip of Whidbey Island to roughly the outskirts of Oak Harbor.

The league is changing its forum rules this year. The big difference is that questions will not be taken from the crowd. Instead, candidates will be quizzed on issues from a list of predetermined questions created by league members.

The other change is that candidates will now get the chance to respond to the answers of other candidates.

Each will be given three “chal-

lenge” cards to be used at any time during the forum.

The league reminds the public that people can only vote in the district where they live during the primary election. The district lines have moved slightly and voters should check their new voter registration cards to verify which area they are in.

It’s a busy week for District 1 candidates, with two other public forums scheduled.

Meet the Candidates Night will be held at Clinton Community Hall Wednesday, July 18, from 7 to 8:30 p.m. Sponsors are Clinton Progressive Association and Clinton Chamber of Commerce.

Freeland Advocates for Informed Responsible Solutions (FAIR) will host a forum where voters can meet all five candidates for Island County Commissioner District 1. It will be at Trinity Lutheran Church on Highway 525 in Freeland on Sunday, July 22, from 2 to 4 p.m.

The primary election is Aug. 7, with ballots mailed out several weeks before then.

Council permits arts festival The Coupeville Town Council recently approved a special events permit for the Coupeville Arts and Crafts Festival from Friday, Aug. 10 through Sunday, Aug. 12.

The festival is prompting several road closures during the weekend. The closures begin the evening of Aug. 10 and include Coveland at North Main Street, Front Street at the intersection of Center Street, Grace Street at Front Street and Eighth Street and Coveland east of the entrance to Christopher’s, which will move to the Post Office during festival hours.

Conservation easement includes park and ride

A stretch of land at the Greenbank Farm being eyed for a conservation easement could someday include a park and ride lot.

The Port of Coupeville is moving forward with work to place an added layer of protection at the public farm, but needs to make sure room is made for the park and ride lot, which is part of the zoning at the farm and something the county wanted included in the conservation easement.

The area targeted is a horizontal bar of land adjacent to the south side of Wonn Road between Highway 20 and North Bluff Road.

Pat Powell, executive director for the Whidbey Camano Land Trust, which is helping the port develop the conservation easement, said the land in question could lose all of its development rights, except for the

potential of a new park and ride lot.

It would ultimately be up to an entity such as Island Transit or Department of Transportation whether to move forward with a lot at the Greenbank Farm.

Island County approved a Conservation Futures Fund award last year for a conservation easement on the Greenbank Farm. That easement would pay up to $400,000 that would be dispersed incrementally over eight years.

Powell attended Monday’s commissioners’ meeting to present initial ideas for the farm’s conservation easement. The targeted land being considered for inclusion in the conservation easement consists of tracts of commercial land on either side of Wonn Road and north of the Jim Davis house.

In addition to the possible park and ride lot, a one-acre piece of land in the middle

of an agriculture parcel will be excluded from the easement.

Marshal Bronson, president of the board of commissioners for the Port of Coupeville, said that Island County Conser vation Futures funds can’t be used to pay for the land on which the new solar arrays are located. He said the port was able to get the arrays permitted because its elevated nature allows for the ground to still be used as pasture land.

The commissioners allocated $1,000 for the appraiser to start developing the scope of the appraisal.

The three-member board also selected two options to be considered as part of the appraisal. The first option eliminates commercial development rights on several parts of the farm’s commercial land, while the second does pretty much the same thing only designating

the farm’s playground and tractor barn as commercial land.

Port Commissioner Laura Blankenship spoke against having the land that houses the tractor barn moved into agriculture land. But she was outvoted by Bronson and Benye Weber.

Bronson added that a new tractor barn could be placed elsewhere on the farm should the land be needed for a new building.

Should the commissioners decide to switch some agriculture land into commercial land, it would have to go through the county to change the zoning, which is a process that takes a year or more to complete.

Powell said the appraisal, which is needed to come up with a dollar amount for the conservation easement, will take place in August and she’ll have more information during the next Port meeting.

Temporary sup lists Coupeville School District goals

From examining the math program to implementing a new evaluation system, Karen Koschak has a lot to complete as the temporary head of the Coupeville School District.

Koschak said staff has to look at how the school district’s curriculum meets national core standards, continue implementing a new evaluation system for teachers and principals and continue updating the district’s computers and technology.

That update is possible using levy dollars Central Whidbey voters recently approved.

She was named interim superintendent for the Central Whidbey school district and started her position at the beginning of July. She will serve in the district for one year until a permanent replacement takes over.

New core standards will be published this month and the staff has to examine how the district’s current standards stack up.

Koschak said she is concerned that the district’s math materials, which are 10 years old, might be out of date. The curriculum has to be compared with new standards and then it has to be

decided whether it is best to buy supplementary materials or look at adopting a new math program.

Koschak said the school district will continue implementing the new principal/ teacher evaluation system, which is a process that started last school year and has to be fully implemented in 2013.

She said the current evaluation system didn’t provide feedback or a way for teachers to grow. The proposed system provides a more indepth evaluation that touches upon test scores, prep time, community involvement, staff collaboration and participation in training.

The Coupeville School District is starting the second year of a four-year tech levy that voters approved.

She said additional computers labs will be installed and training will be offered to teachers and staff. She added

Karen Koschak recently began her position as interim superintendent of the Coupeville School District. She will serve through the 2012-2013 school year. that it is time to examine how to incorporate tablets into the classroom. Koschak, who recently retired after being superintendent of the Granite Falls School District, said she

wants to provide continuity for the school district during the year.

She said she isn’t interested in a permanent job. She was cajoled out of retirement to take the interim position because of Coupeville’s reputation.

“I didn’t have any intention

of coming out of retirement, but Coupeville is such a wonderful district,” Koschak said.

School leaders did try to find a permanent replacement last spring after many other superintendent vacancies had already been filled.

The school board decided

against offering the position to any of the three finalists.

Koschak said her goal is to provide continuity between former superintendent Patty Page and the next superintendent. She hopes the school district will be able to get a head start on a new search next school year.

Another loss to Oak Harbor It’s not as bad as the Ford and Chevrolet dealers leaving town, but hundreds of Oak Harbor area residents will dearly miss Kits Camera when its doors are locked in a week or two.

Kits, located in the Safeway shopping center, was where camera bugs went when they wanted a wide selection of equipment, quick service, photo advice or quality printing. Over the years they also developed many thousands of rolls of film, but the digital age put a lid on that part of the business. Still, they kept developing film for those who refused to give in to the digital future. There’s nothing like being limited to 24 frames of film to improve a photographer’s self-selection process. With digital, people tend to shoot everything and end up with hundreds of images of a kid’s birthday party. Trust us, it was better when there were only 24 pictures, one or two of which may actually have been decent photographs.

Kits also had a trained staff, led for nearly 20 years by Philomena O’Rourke who would give advice on how to improve one’s photography, how to get the most out of one’s camera, and her crew would always come through with their one-hour film processing promise. They never let down this newspaper, which was a satisfied customer for years.

True, Kits was part of a chain, rather than a locally owned mom and pop camera shop, but it was operated in such a way that the ownership was never an issue. The faces and service stayed the same through the years and trust was developed between the employees and customers. It wasn’t the Oak Harbor Kits store that failed, it was the larger company called Ritz Camera. It was one of those heartless “corporate decisions” that catch everyone by surprise and upend the lives of employees who have given their best to the company for years or decades.

Of course, there’s still Walmart, which will send film out for developing and has machines that allow customers to make digital prints on the spot. It’s a bit cheaper than Kits was, but the quality, service and selection just aren’t the same.

Oak Harbor just lost another friendly, locally operated business providing an excellent service that the people wanted, all because of a corporate decision. It’s more bad news for a local economy that didn’t need any more bad news.

Letters to the editor League boosts electoral process

Regarding the League of Women Voters of Whidbey Island meeting of last Wednesday at the Elks Lodge in Oak Harbor, everyone I talked with felt the evening was well spent, showing the qualifications and qualities, or lack thereof, of each of the candidates.

We learned that it is not enough to merely register as a candidate, put up yard signs and/or have friends write letters to the editor.

A candidate must become informed of the job of being a county commissioner, become acquainted with the laws and rules governing the office, as well as knowing the budget and what fund expenditures are mandated by the state.

The League is to be commended for its continuing contribution to the electoral process of Island County.

I am proud to be a mem-

ber of the League of Women Voters.

The moderator, Marshall Goldberg, did an excellent, exemplary and efficient job of it. And the timing team was outstanding as always.

Thanks to the League for a great job well done and please share our gratitude with the rest of the team.

Letters to the editor Price Johnson balanced budget Our county form of government, with an elected board of commissioners, gives us the opportunity to choose who we want to spend our tax dollars. This year we will be able to re-elect Helen Price Johnson as commissioner from District 1. The past four years have been hard on the budget of Island County, due to falling property values, which equates to lower taxes being collected to pay for the services that we require.

When Helen Price Johnson became an Island County commissioner in January, 2009, the previous board had been spending and borrowing from reserve funds, creating an unbalanced budget.

They had not addressed the pressing issue of falling revenues and rising costs. Helen has balanced the budget and has replaced the reserve account funds. This was not done without many hours of deliberation and thought on her part. Each cut in personnel and department operating budgets was very painful but necessary for Island County to become more financially responsible to the citizens.

I feel that we need a responsible elected official looking out for our best interests.

Helen Price Johnson is such a person and has my vote for reelection to the Island County Board of Commissioners.

She has the experience to lead us during the next four years, which could be as hard economically as the past four

Think of the safety provided by taxes For the past two years I have served as a citizen volunteer at the monthly meetings of the Island County Law and Justice Council. Our purpose is to coordinate and advise on issues related to the criminal justice system in Island County, including the wide range of efforts, among other responsibilities, to provide public safety, support those in crisis, support victims of crime, try, sentence and house those who commit crimes, and offer support to those reintegrating back into society following incarceration.

Each meeting we learn about the various responsibilities and challenges covered by our law and justice staff as they respond to the various crises and problems many of our fellow citizens face when they are victims of crimes or commit crimes, or are beset with problems caused by addiction, neglect, abuse, poverty and bad choices of behavior. We also often hear how stressful it is to try to meet their obligations professionally and humanely because of budgetary restraints and thus fewer staff and less time to meet these often increasing demands.

Our law and justice staff and all government employees are ultimately meeting the needs of all of us, not just those in crisis. It is all too easy to forget that our strong community life comes at a price, both in terms of

This is the role of our government, and the specific price for our government to meet our essential health, safety, and community needs is paid through our taxes.

It deeply saddens me when I hear my neighbors and others fail to acknowledge and accept the communal responsibility to pay our due for assuring that we have a safe, supportive, and caring community for our children, our elders, and our ordinary citizens – that is, for all of us! I am especially aware of the work and needs of our law

and justice community, but I would include all those who serve us through our county government, making a commitment to see that they are well-supported and appreciated.

My plea is for all of us to pause when we are about to complain about taxes and think about them in terms of the personal safety and welfare services they provide on an hourly, daily basis. We can rely on the safety of our homes, the roads we travel, the food we eat, and a whole range of emergency services knowing that we also could be in a crisis at any time. I think of the faces of people who provide health care, safe roads, protect our environment and assist those who need counseling, health care

and other emergency needs.

We need them to support us, and we need to support them.

That is the basis for a healthy, safe community governed by responsive, democratically elected officials, implemented by well-paid and well-supported professional staff, and adequately supported by our taxes.

So simply stated, I am concerned that we are increasingly failing to adequately support our governmental functions in Island County.

There is often a voice in our communities that declares taxes and government are to be resented and neglected. If we are to have a strong community we need to support our county government and the requisite staff to carry out our expectations of safety and

service through our willingness to pay adequate taxes.

Is this in any way an unreasonable or naive expectation?

What is our deep sense of community in Island County worth? For me it is worth the price we pay in taxes as responsible citizens for all of us to be safe, cared for and well governed.

Realists, not idealists, needed to hold political office

There are many fine plays, books and movies to denote the idealistic values to which we all aspire. We need, however, someone who leads by example, lives and works within the value structure he or she espouses. “Pie-in-the-sky” and visionary ideals are unreachable only because of the inferior nature of our leaders today. We have reached a point in our history as a nation I like to call “perpetual mediocrity,” the best and brightest will not subject themselves to the ridicule and vehement personal attacks; the totally unqualified are swept away immediately, leaving mostly the folks in the middle of the pack.

Some have enough intelligence to tell the voters what they want

Sound off to hear (i.e. Their “vision” for the future), but most just want to become millionaires through the elected influence they will acquire if elected. Oh, the people? They can go fishing until campaign coffers need to be refilled. The vision?

That can wait until the voters need another injection of empathy and caring for the unwashed masses, the down trodden, the abject poor that the candidate will be happy to supply.

I would offer anecdotal rebuttal evidence to the welfare mom, and the unemployed worker without transportation, and the starving children in the inner city, but there is no need. Most realists don’t give

you anecdotes, they deal in facts.

Those facts are pretty well where we were in 1946, when Harry Truman said, in effect, “I believe in our nation becoming socially proactive, only in so far as we can afford to pay the bills.” Had every President and Congress thereafter labored in bipartisan unity to maintain that spirit, our charity organizations would be fulfilling all those wishes of caring for the needy.

Their coffers would be overflowing, because there would be so much more prosperity and fewer poor to be helped.

You say that would not be the case? My grandfather tithed the church his required 10 percent all during World War II, worked scrap metal gathering off shift, sold his gas rations and donated the money

to Catholic charities, while walking to work every day in Minnesota, the summers in the 90s and the winters in the minus-40s. When the war was over and his sons came home, he continued to function the same while providing for the boys until they became self-sufficient.

Although not a perfect world, the American people are the most giving people on the planet. Why then must we be taxed almost double so the government can give it away to the 49 percent who will never earn it, will never give back to those needier than themselves, and rather than saying “thank-you,” they hold out their hands for more because they are entitled to it?

“Love, pure and chaste…” indeed!

Give the duty of charity back to the people. They will astound you

with how well and efficiently these bonafide charities can provide for the citizens’ welfare. Realists getting elected to Congress and the White House will find real solutions in a bipartisan manner, because they understand that cooperation and compromise are the only means to accomplish the return to sanity in our government.

Oh yeah! One more thing --- realists need to get involved. So, if you believe in real progress, real solutions, real Americanism, support the people that can really make a difference, not just the ones whose names you know, the same old cronies. Let’s get our country back!

Former friends share details in Douglas murder trial

Bill Hill waited a few months before he called the Island County Sheriff’s office back in 2004.

He had sensitive information that his former friend James Huden, whom Island County prosecutors allege shot Russel Douglas in the head in Dec. 2003, told him of the incident during a car drive together. Hill lived with the information for months, he told Prosecutor Greg Banks, Judge Vickie Churchill, the jury and gallery at Island County Superior Court, out of fear and out of loyalty to his friend.

“I wasn’t so sure I was gonna spill the beans or not,” Hill said, taking a deep breath and looking down. “He’s my best friend.”

Huden’s trial started last week for murdering Douglas more than eight years ago in a secluded area of Freeland.

The prosecution alleged Huden and an accomplice, Peggy Sue Thomas, lured Douglas to a driveway off Wahl Road on Dec. 26, the day after Christmas, in 2003.

Then, from about six inches away, Huden shot Douglas in the head.

At the time, Huden was living in Punta Gorda, Fla., and was on Whidbey Island to see Thomas, his mistress.

Through his relationship with Thomas, Banks said in his opening statements, Huden

came to believe Douglas was an abusive father and husband to Brenna Douglas, who owned a hair salon Thomas worked at.

The murder, Banks argued, was a way for Huden to avenge his own abusive childhood. Hill supported the prosecution’s argument when he shared that Huden and he became close friends (acquainted well enough for Hill to fly to Las Vegas to walk Jean Huden down the aisle in Jim and Jean Huden’s wedding). Their shared interests in music, similar migration from the West Coast to Florida, service in the U.S. Air Force and stories of growing up in abusive households brought Hill and Huden together. It was while driving along the Gulf Coast from Punta Gorda to Sarasota, Fla., Hill said, that Huden told him about killing Russel Douglas.

“Then (Huden) said, ‘You know my stepfather used to beat me and my mother, I always hated that man with a passion and wanted to find somebody who fit that M.O,’” Hill said. “Then he said that they did find a person that fit the M.O. and said that they murdered him, that he was an abuser of some sort.”

Hill finally called the Island County Sheriff’s office in Aug. 2004 as an anonymous inquirer about the Douglas murder.

2003, divulged some information then ended the call.

After a couple of more abrupt calls, the sheriff’s office had deduced the caller was one of two people in Huden’s former band, Buck Naked and the X-hibitionists.

A cryptic last conversation between Hill and Huden led Hill to turn his “best friend” in to law enforcement. During a visit in 2004, the two men had lunch together during Hill’s break. Hill complained about his boss, and Hill recalled Huden asking if he wanted the boss to be “taken care of,” and that, “He said, ‘Well, I’ve done it once, I could do

it again.’”

When the trial resumed Monday, July 16, several former friends and acquaintances took the stand for the prosecution. Cynthia “Cindy” Francisco said she met Huden through Thomas, another South Whidbey resident.

Thomas lived with Francisco at her Wahl Road home for a few weeks, though Francisco said Huden had never been to her home.

“We just all hung out together,” Francisco said. “We were all just good friends.”

friend in Las Vegas. Keith Ogden, a retired corrections deputy, met Huden through his cousin in 2003. Ogden testified to showing Huden how to clean and use the Bersa .380 semiautomatic handgun he recently purchased, and also how to silence it with an empty, plastic soda bottle or pillow.

“That made it very quiet,” Ogden said.

Martin Snytsheuvel, a Las Vegas resident, testified that he purchased the gun in Oct. 2003, but quickly disliked the weapon and asked his father to put an advertisement in the newspaper, from which it was sold.

One of Huden’s friends since childhood, Richard Deposit, said Huden stayed at his vacation home in the Useless Bay Colony during Christmastime 2003 and left

before Christmas. The two South Whidbey-raised young men had been friends since fourth grade and played football for the Langley High School Falcons. Matt Montoya, Huden’s attorney, asked Deposit if he ever heard Huden talk about an abusive childhood or saw alarming bruises, for example, when the team showered after football games. No, Deposit said, though Banks had Deposit point out that they regularly had bruises from football practices and games.

Another former friend, Bill Marlow, said he planned to see Huden and Thomas on Dec. 23. Marlow was a musician in a couple of bands, and wanted Huden to join one of their practices/jam sessions in Port Hadlock and had to move the usual Wednesday night practice up a night because it was Christmas Eve in 2003.

“And then he didn’t show up,” Marlow said.

Rick Earley met Huden through his childhood neighbor. He described their relationship as less than friends and more like acquaintances. On his way to see friends in the Puget Sound area from his home in Lake Oswego, Ore., during Christmas 2003, he met with Thomas and Huden in Southwest Washington near Kelso or Longview at a hotel restaurant. Banks presented the receipt from that evening that was time stamped 7:41 p.m. Dec. 26, 2003.

The state was expected to rest its case either Tuesday or Wednesday, as was the defense.

Group hopes Race the Reserve helps on several fronts

Not content with bake sales and car washes to raise money, the Coupeville High School class of 2013 senior parent group is thinking big -- organizing and hosting the Race the Reserve Saturday, Aug. 11.

Senior parent spokeswoman Deb Savalza said raising funds for CHS senior activities isn’t the only reason for the race. They want to put Central Whidbey back on the running map after the Whidbey Marathon shifted to Oak Harbor several years ago.

She also hopes the race introduces participants and visitors to the history, significance and beauty of Ebey’s Landing Historical Reserve.

In all, she said, the goal is to help the community along with the senior class.

Race the Reserve is the offspring of two smaller races, the Dale Lobos Run, organized by Dan d’Almeida in 2010, and the Dash for the Bash, organized by Elizabeth Bitting in 2011, according

to Savalza. The Race the Reserve is a larger event, and after all the work to get it up and running, the senior parents don’t want to see it fade after one year; therefore, they received commitments to continue it in the future from to-be-senior parents Aimie Bishop (class of 2014) and Bitting (2015).

Each year senior parents raise money for senior activities such as the senior breakfast and the graduation night trip. And Race the Reserve is much more than baking a pan of brownies: “It’s taken on a life of its own,” Savalza said. “It’s been a lot of work, but key people have helped.”

This major project, Savalza said, wouldn’t have happened without a strong parent group.

She called Linda Wehrman her “right-hand man” in all activities over the years, and parents Liz McPhee, Karen Huff, Joanne Pelant, Christy Marx and d’Almeida and his wife Cathy are members of the committee that helped pull it all together.

The community has jumped aboard as well. “We

Haven Brown was in a threeway tie for third, one stroke behind the leader, with a 42 in the boys 8-11 division.

WG&CC’s Phay wins Rosauers Invitational David Phay, head pro at the Whidbey Golf and Country Club, won the 25th annual Rosauers Open Invitational at Indian Canyon in Spokane July 14 to 16.

Phay took the lead with scores of 62 and 64 the first two days, then built a five-stroke lead during the final round before two-time champion Corey Prugh rallied late to tie. A birdie on the final hole earned Phay the title and $11,000.

Scammer targets potential renters The Island County Sheriff’s Office is warning potential home renters of a “popular scam” on Whidbey Island that is costing some people their security deposit and first month’s rent.

The scammer, who is purporting to work for the United Nations and is being transferred to West Africa, searches for homes for rent or sale in the area and uses social media to find out as

much information about the occupants and property as possible, according to information from the Island County Sheriff’s Office.

This accumulated information is used in an ad that appears on Craigslist to convince an unsuspecting renter that the deal is authentic.

The advertisement also lists the rent lower than market value. The scammer then asks the interested renter to

send a check or money order for first and last month’s rent along with a security deposit.

“Please pass this information along to anyone who might be renting property either privately or through a property management company,” said Sheriff Mark Brown in a news release. A sample letter for the scammer is available through the Sheriff’s Office.

Classified Navy facility celebrates silver anniversary

A downpour by Mother Nature didn’t dampen spirits Friday at a 25th anniversary celebration for the Naval Ocean Processing Facility on board Naval Air Station Whidbey Island, but it did make for a slightly abbreviated ceremony.

Fifteen original plankowners were honored guests at the ceremony, which got underway with a VIP reception inside the classified building’s atrium. Retired Lt. Cmdr. Jack Moody and his wife, Patricia, who were also celebrating their 44th wedding anniversary, made the journey from their home north of Spokane to attend the celebration.

“I was the original maintenance officer,” Jack said, recalling the work required to build and transfer the facility from Pacific Beach.

“The first time I saw it, it was just a slab.”

It was the first time since Jack’s retirement 23 years ago that the couple had returned to Oak Harbor.

“The town has changed, but it looks good,” Jack said.

“This place was a part of my life for three and a half years, so this is a good opportunity to come back and see it.”

“And it’s a great opportunity to reconnect with people,” added Patricia. “Plus, we were looking for something to do to celebrate our anniversary.”

The NOPF, one of just two such facilities in the country, is one of NAS Whidbey’s best-kept secrets. The best description of what goes on inside the high security facility is that it processes information it receives through a series of fixed and towed acoustic arrays throughout the Pacific Ocean. It is the duty of the nearly 400 personnel — including 40 from the Royal Canadian Navy — stationed there to monitor these listening posts 24 hours a day, seven days a week.

“The pace is a little slower than it is on a ship,” said Logistics Specialist 2nd Class (AW) Ryan Falconer, who has been at NOPF two years. “But it’s got to be — there’s not a lot of room for error.”

“My challenge is managing the personnel issues with the vast mission load of today’s Navy,” said Sonar Technician Submarine 2nd Class Christopher Adkins, Watch Supervisor. “I take pride however, in our ability to accomplish every mis-

sion.”

As the official ceremony got under way, thunder rumbled and the drizzle turned to steady rain. NOPF Commanding Officer, Cmdr.

Jason Vogt, talked about the enduring mystique of the facility.

“What also endures is the camaraderie and teamwork,” he said, acknowledging the plankowners and encouraging young sailors to seek them out to share stories.

“We share a common bond of the IUSS (Integrated Undersea Sur veillance System) mission,” Vogt said.

Special guests, Capt.

Charles S. Rauch, Commander, Undersea Surveillance, and Rear Adm. James F. Caldwell Jr., Commander, Submarine Force U.S. Pacific Fleet, each expounded on another important part of the NOPF’s mission — the partnership with Canadian Forces who also serve at the facility.

“While the facility is quite different than it was in 1987, the missions are very similar,” said Rauch. “We are dedicated to that mission and to our Canadian partnership.”

“Our partnership with your country is very important,” Caldwell told the Canadian contingent present for the ceremony.

Despite cutting remarks short due to the weather, the presentation of a 25th anniversary trophy was another highlight of the ceremony. A model of symbolism, the silver trophy features Poseidon driving a sea shell chariot pulled by two sea horses, which represent the two forms of data collection — SURTASS (Surveillance Towed Array Sensor System) and SOSUS (Sound Surveillance System). The whole statue is mounted on wood, to represent the plankowners.

Large video screens along one wall featured facts and statistics about NOPF and each individual station had three computer monitors. All computer screens and monitors were “scrubbed” for the tour while personnel continued actual surveillance in another part of the facility.

To illustrate the change in technology from 1987 to present, personnel showed off a 300 megabyte hard drive from 1987, which was about the size of a small chest freezer, versus the size

of a small CD player today.

Visitors also got to see the massive armored cables strung across the ocean floor to collect acoustic data.

While the equipment and the facility have changed over the past two and a half decades, the mission is essentially the same, a bond these sailors of different generations still share.

“This organization toils in obscurity because of the classification of our mission,” Caldwell said. “What started 25 years ago continues. You are part of freedom’s vigilant eye.”

“You are a model for the Navy,” said retired Ocean Systems Technician Master Chief David Hinshaw. “You were the right people at the right place doing the right thing, just like now.”

The Oak Harbor Lions Club is one of five Lions Clubs operating on Whidbey Island. The Oak Harbor chapter is visible for selling fruit outside Rite Aid and selling Christmas trees next to the Chamber of Commerce along with performing community service projects throughout the year.

The money raised by the Lions Club goes toward vision and hearing exams, Camp Horizon and raising money for eye glasses and hearing aids. The club also supports such organizations as the Whidbey General Hospital Foundation, North Whidbey Help House, Relay for Life and the Special Olympics.

House pointed out that members contributed 2,345 hours of volunteer work last year. The club conducted 1,900 hearing and sight screenings where problems were found with 300 to 400 children. The club also helped with a blood drive where they collected

260 units, and collected food and money during the Help House’s “Christmas in July” food drive.

“We have some great people who have taken this on,” House said of the club members.

He added that membership has grown, but he is going to work to rally more people into the club. He hopes to talk with church members and people throughout the community about the benefits of the Lions Club. House said he understands how busy people are, but members are just as busy and willing to incorporate Lions activities into their schedule.

House is also looking at recruiting Navy personnel. He noted that hours volunteered for Lions Club can meet requirements of the Military Outstanding Volunteer Service Medal.

House was originally a member of the Lions in the 1980s and rejoined in the early 2000s.

He said the president of

the Lions Club International hails from Hong Kong and the organization has helped in disaster areas including the earthquakes in Haiti and Japan and it has a presence in such places as Africa.

Lions Club International has 1.35 million members, with 45,000 clubs representing 50 different languages.

With all of the volunteer hours members have contributed and the sacrifices they’ve made, House is hoping to get some recognition from local entities for their efforts to improve the community.

“I’d like to see that they get recognition in this community,” House said.

Greenbank Farm was once the largest producer of loganberries in the United States.

That fruity heritage will be celebrated this weekend with the annual Loganberry Festival. The two-day festival features live music, the everpopular pie-eating contests, storytelling and more.

Judy Feldman, manager of the Greenbank Farm, is quick to describe the live music being performed throughout the weekend.

“It tells the story of how music began,” Feldman said of the scheduled performances that show how music develops through people’s lives. Island Strings, which features young musicians; Nathaniel Talbot, a graduate of the farmer training center; the Shifty Sailors; and Marimba Ruzivo are just some of the musical acts scheduled for the festival.

The Loganberry Festival is taking place a bit earlier than in previous years. Feldman cited several reasons for that. There is an extra weekend in July and organizers didn’t want to compete with the larger Bellevue Arts Festival, which is one of the largest in the state, that takes place the last weekend of July.

“We wanted to draw more tourists from off the island,” Feldman said. The Loganberry Festival does take place the same weekend as the Lavender Festival in Sequim.

Greenbank Farm Manager Judy Feldman shows a loganberry growing in the field at the publicly owned facility. The loganberry will be celebrated at a festival this weekend.

Feldman said the festival lost a couple of vendors because of the scheduling, but organizers are encouraging folks to try and attend both festivals this

weekend. People can attend Loganberry one day and Lavender the other.

“What we hope is it will create a more lively festival,”

Feldman said.

The Greenbank Farm was once owned by Chateau Ste. Michelle wineries and grew acres of loganberries that were used for wine. The farm eventually ended up in public ownership in 1997. Since then it has become a community hub, home to small businesses and galleries and a place for people to learn about farming.

In addition to the music, equestrian events and a dog agility event are scheduled for the Loganberry Festival.

Feldman said the dog agility contest is necessary for people who want to qualify for the state competition.

The festival also has pie eating contests, and several kids’ activities including the bouncy house.

South Whidbey resident Jill Johnson, not to be confused with the county commissioner candidate, will dress as Rebecca Ebey and tell stories of Whidbey Island’s early days.

Feldman also mentioned the great food that will be served and the members of the farmer trainer center who will sell their crops and offer tours of the farm fields.

The Greenbank Farm Loganberry Festival goes from 10 a.m. to 5 p.m. both Saturday and Sunday. The event is free, but a $5 donation is suggested for parking.

Winners record the Most Miles cycling Bryson Edwards came speeding up to the park after school to collect his prize for third place in the Youth Division of Most Miles in May. When asked why he entered the competition he said, “I just wanted to get out and get some exercise.”

Edwards, a spunky secondgrade student at Broad View Elementary School logged 57.71 miles on his bike in May. Two ninth-graders at Oak Harbor High School took first and second place. Toren Wood, son of Whidbey Bicycle Club founder, Brian Wood, came in second with 194 miles. Elise Still kept an eye on Wood’s bike log on the Whidbey Bicycle Club website. Whenever Wood posted more miles, Still leapt on her bike to log more. In the end, she pulled ahead with 219 bike miles in May. Still certainly isn’t still, she’s training for a triathlon later this month. She is the first female to finish in one of the top three spots.

“It definitely feels like I accomplished something big.

But I wouldn’t have ridden as

many miles if Toren weren’t riding,” she said.

Most of these young cyclists made miles by riding to school but they also added routes just for fun. Wood’s favorite route is between Oak Harbor and Coupeville on Boone Road, to Hastie Lake, Zylstra and Madrona Way. Last year his father, Brian Wood, claimed the top prize commuting from Oak Harbor to Coupeville every day in May despite the cold, wet spring weather.

Brian Dowling took the top prize in the adult division this year with 1,016 bike miles.

He just squeaked by Navy Bike to Work Team Captain, Harold Edwards, Bryson’s dad, who logged 1,014.97.

Kurt Jaehning placed third this year with 931.75, which is nearly three times more than he logged last year. These were extraordinary miles for both divisions.

Jaehning requested a 60 and over division next year when he comes of age.

“I sure wouldn’t have ridden so many miles on bad weather days if I weren’t into this competition,” he said.

Popsies, Yummies Eats and Treats, the Clyde Theatre, the Whidbey Playhouse, Sweet Rice Thai Restaurant, the BBQ Joint, Zorbas Greek Cuisine and People’s Bank.

This is the fourth year of the Most Miles in May competition. The record holder is still the first winner, Mike Merickel, who set a high standard with 1,030 miles in May of 2009. Many of his miles were logged on a tandem bike with his wife, Nancy. They’re a familiar sight around Oak Harbor.

The contest was initiated

by Maribeth Crandell, environmental educator for the city of Oak Harbor, to promote National Bike Month in May. The most efficient form of transportation ever invented is a person on a bicycle. Forty percent of trips we take in America are within two miles of home, the perfect distance for walking or biking.

“Bikes are the clean, lean, riding machine,” said Crandell. “And a lot more fun than driving.”

Cribb earns top SVC award

Skagit Valley College’s Whidbey Island Campus celebrated student achievement at the college’s annual Honors Reception in May at the Oak Harbor Elks Lodge.

The SVC Foundation awarded 47 scholarships, totaling $55,043, to 33 students to help them continue their education.

SVC President Tom Keegan awarded four students with the President’s Medal for their outstanding academic achievement.

President’s Medals were presented to Joel Atienza of Oak Harbor, Lauren Cribb of Oak Harbor, Heather Kortuem of Coupeville and Vetrica LeMaitre of Oak Harbor.

Cribb also received the Yates Award, the highest award bestowed at the Whidbey Island Campus, named for the former admiral and commanding officer of Whidbey Island Naval Air Station who was instrumental in working with SVC to secure property for the Whidbey Island Campus.

This spring, Cribb was named to the All-Washington Academic Team 2012, along with 65 other high academic achievers from Washington’s community and technical colleges. She has maintained a full-time credit load while maintaining a 3.99 GPA. Cribb has also contributed two years to the Whidbey Island Campus Student Government, where she has served as a student advocate, and this year, as the chair.

Cribb is one of the most active members in the Alpha Omicron Sigma chapter of Phi Theta Kappa, volunteering countless hours toward Phi Theta Kappa activities and programs. Her efforts continue to play a large role in the chapter’s increased presence on the Whidbey Island Campus.

(Cedar Grove) facility on Smith Island. A larger grinder building and associated b i o f i l t e r s y s t e m we r e previously approved for installation on August 3, 2011 (Order of Approval 10301). Cedar Grove is a commercial composting operation that releases volatile compounds and other pollutants with the potential to cause odor. This draft Order of Approval does not include any production increases or modifications to the operations beyond t h o s e p r ev i o u s l y r e viewed and approved.

This draft Order of Approval allows Cedar Grove to build a smaller grinder building and biofilter than was previously approved.

PRELIMINARY DETERMINATION The Agency has completed a review of NOC application No. 10455 and made a preliminary determination that draft Order of Approval No. 10455 meets all requirements of Agency Regulations I, II, and III and qualifies for approval.

Additionally, since the proposed order does not include production increases or modifications to the operations, the Agency is relying on the State Environmental Protection Agency (SEPA) decision record for the site previously established.
