Oak Harbor man jailed in Fidalgo shooting

$17 million transit job begins in April

A 52-year-old Oak Harbor man accused of shooting a Fidalgo Island resident two weeks ago is facing a single count of firstdegree assault with a deadly weapon, according to documents filed in Skagit County Superior Court. Bobby Davis is being held in Skagit County Jail on $150,000 bail. He was charged March 19. Deputies with the Skagit and Island County sheriff’s offices arrested him last week at the North Whidbey home he shares with his parents. Fred Manvellor, a 49-yearold resident of Lunz Road on Fidalgo, reported that a stranger came to his door on March 13 and attacked him, saying it was for hurting his family. The bearded man tried to force his way in and fired two shots at Manvellor through the front door, according to the probable cause affidavit written by a Skagit County detective. The gunman chased Manvellor into and then outside the house and fired two or three more shots before driving away in an SUV, the detective wrote. A woman who lives in the house said she saw the gunman and heard him accuse Manvellor of hurting a girl. Tom Molitor, chief criminal deputy with the Skagit County Sheriff’s Office, said two bullets from the small-caliber handgun hit Manvellor in the extremities, causing injuries that were not life threatening. A rare scene unfolded at the Oak Harbor City Council meeting Tuesday night as audience members applauded, hugged and shook hands following a decision by the council. By a surprise 4-3 vote, the council members approved the confirmation of Ray Merrill as the next fire chief. It appeared during the discussion that there weren’t enough votes to confirm the mayor’s controversial appointment, but Councilman Bob Severns apparently changed his mind in favor of hiring Merrill. You’d be hard-pressed to find any frowns at Island Transit these days. After 14 years of saving, grant writing and sometimes begging, the public transit agency that serves Whidbey and Camano Islands is on the verge of getting its long awaited new headquarters in Coupeville. Earlier this month, the board of directors approved an “intent to award” contract with Eversonbased Tiger Construction and a groundbreaking ceremony is planned for Tuesday, April 10. “It certainly is exciting news,” said Bob Clay, chairman of the board. “It’s not very often you come across a $17 million contract in Island County.” Tiger’s bid came in at $17.18 million, making it the lowest responsive bidder out of five total firms that submitted proposals. A few details have yet to be hammered out, but once complete, the board’s decision essentially empowers Martha Rose, transit director, to sign the contract. Funding for the project became available last fall when Island Transit was awarded a $17.92 million grant through the “State of Good Repair Programs,” which is administered by the Federal Transit Authority.
