One chapter in the northwest quadrant saga has closed. The next chapter is about to begin.

At its Feb. 13 meeting the Maple Valley City Council approved an ordinance to extend the temporary business zoning in the northwest quadrant of the Four Corners Subarea plan. This time, however the extension is only until May, when the Planning Commission is expected to finally present a permanent business zoning plan for the council to adopt.

The subarea plan is a long term community development piece of the city’s comprehensive plan and is intended to provide a blueprint for future development of the Four Corners area. The northwest quadrant has been subject to greater debate than the rest of the plan.

After nearly six years of delays, Mayor Bill Allison said, adoption of zoning for the northwest quadrant can’t come soon enough for all parties involved.

According to the Reporter’s sister publication the Federal Way Mirror, Decatur swim coach Rob Hill, 30, was also a victim. Elizabeth Redling, 29, Seth Dawson of Federal Way, was the third victim killed in the accident, according to the King County Medical Examiner’s Office.

Bruce Rick, athletic director and assistant principal at Kentlake, said he got a call the afternoon of Feb. 15 from Kentwood principal Doug Hostetter.

Dawson had recently started working as a paraeducator at Kentwood so Hostetter told Rick about the plane crash.

Community center director to retire

Lynn Roberts, executive director of the Greater Maple Valley Community Center, has announced that she is retiring on March 31.

Roberts said when she turned 65 she decided it was time to step down.

Preliminary report on plane crash due soon

CITIZENS ACADEMY TO START MARCH 31 Covington and Maple Valley residents will have a prime opportunity to learn about the internal workings of the 9-1-1 emergency dispatch center when the next 9-1-1 Citizen’s Academy is held on March 31.

Space is limited and completed applications should be turned in as soon as possible. The application deadline is Friday, March 9. The academy will educate citizens about the role 9-1-1 Communications Specialists play in the public safety system and prepare them should they ever need to dial 9-1-1. In addition to the classroom session, academy participants will be scheduled to spend two 2-hours sessions with an on-duty Communications Specialist. The academy is open to anyone at least 18 years old with no felony convictions.

National Transportation Safety Board preliminary report about the Cessna 172 plane crash that killed Kentlake High School swim coach Seth Dawson Feb. 15 near Mount Si in North Bend, is expected to be issued by the end of this week or early next week.

Dawson, 31, Rob Hill, 30, swim coach at Federal Way’s Decatur High; and Elizabeth Redling, 29, of Federal Way, were killed in the accident, according to the King County Medical Examiner’s Office. No one survived the crash. “We’re still collecting factual information on the cause,� said Wayne Pollack, NTSB crash investigator, during a Tuesday phone interview. “We expect the preliminary report to be complete early next week or the end of this week.�

Pollack was at the crash site on Friday, Feb. 17 to examine evidence. “We are still recovering information and evidence from various sources, including witnesses and physical evidence,� Pollack said. “We have an ongoing evaluation to find out if we have radar track from FAA (Federal Aviation Admin-

istration) data.�

Dawson was in his second season of coaching the Kentlake boys swim and dive team. He coached the Kentlake girls team in the fall. Hill had been the Decatur swim coach for five years.

Dawson and Hill were scheduled to attend the high school state championships last weekend at the King County Aquatic Center in Federal Way. They also coached for the Federal Way-based Valley Aquatics swim club.

Kentlake swimmer Erik Fulmer, the only Falcon to advance to the state meet, placed sixth in the 200-yard freestyle and seventh in the 500 freestyle in Saturday’s championship round.

A memorial service for Dawson is set for Sunday, Feb. 26 at Hudson’s Bay High School in Vancouver. The time of the service has yet to be determined.

Dawson won state swimming titles for Hudson’s Bay in the 200 freestyle in 1998 and both the 100 and 200 freestyle events in 1999. He later competed in swimming at Cal State Bakersfield.

Prior to coming to Kentlake and Valley Aquatics, Dawson coached the Mt. Hood Aquatics swim club in Gresham, Ore.

The two suspects who allegedly robbed the Ravensdale Market on Jan. 27 didn’t exactly plan it out like “The Italian Job.�

The two males first tried to throw a cinderblock against the front door in the hopes it would smash

the glass. When it merely bounced off they proceeded to kick and body-slam the door for more than 20 seconds until they were finally able to break in.

Reports indicate that businesses are once again receiving emails from impostors claiming to represent BBB, according to a Feb. 17 BBB media release from the bureau’s DuPont office.

Senders state that complaints have been filed and that recipients must click on enclosed links or provide other personal information to address the complaints.

The emails are a scam. The enclosed links may contain viruses and malware that could damage computers and place identities at risk.

It garnered tens of thousand of views and outraged comments by viewers. “It takes a special kind of (expletive) to do a break in like this,� one viewer commented.

The King County Sheriff ’s Office also received

dozens of tips, according to spokesperson Cindi West, which ultimately led to the arrest of a 17-year-old Tahoma student three days later.

The other suspect, however, remains at large and the investigation is ongoing. “I would say we have an idea of who he is,� West said.

Carrie Dougherty, the mother of two swimmers on the Kentlake team, posted a tribute to Dawson on Vancouver’s Evergreen Memorial Gardens Cemetery and funeral chapel website. “Seth Dawson was a wonderful man, a caring coach, and such a thoughtful person,� Dougherty wrote. “He touched so many lives in the short time he was in the Kent/Federal Way area.

He provided so much inspiration to the kids he coached. He knew how to reach them and get them to understand that they can accomplish anything they want if they persevere. Seth coached both of my kids for Kentlake High School and also for Kent Swim and Tennis Club. “I could see a difference in their attitudes about swimming when Seth started coaching them. I worked closely with Seth as a parent of swimmers and I was amazed at how he could gain respect of those kids by giving them respect as well. “Although Seth was only in our area for two short years, I thank God that he blessed us with him and I know the lessons we have learned from him will stay with us all the rest of our lives. We miss him dearly.�

Rick said. “At that point we started sharing information back and forth. They were trying to locate family members to get some clarity whether or not Seth was on the plane.�

Feb. 15, Rick and Kentlake principal Joe Potts decided to meet with Suzanne Rychlik, who had suggested Dawson for the boys swim coach position when it came open in 2010, because they knew she was close to him and hoped she might be able to connect them with Dawson’s family.

From there into the next morning, Kentlake officials and district staff learned about what happened through the same means everyone else did, but word

XXX DPWJOHUPOSFQPSUFS DPN t XXX NBQMFWBMMFZSFQPSUFS DPN began to spread rapidly over social media sites such as Facebook by the morning of Feb. 16. “We had a number of parents (of swimmers), probably six or seven, show up,� Rick said. “The original group that showed up, we hadn’t called them out of class. When it became obvious to us that we had some very distraught students we then acted to pull them all out so they could be together and we could help them out.�

At that time the district

was awaiting for the official confirmation to come from the King County Medical Examiners office and was trying to be respectful of the privacy of the families of the victims of the crash, Rick explained.

Rick said staff had encouraged all of the school’s swimmers to attend the state meet at the King County Aquatic Center in Federal Way to support Falcon swimmer Erik Fulmer as well as represent Kentlake and honor Dawson. “The kids put messages

on a big banner that we’re going to take down there and hopefully hang up,�

Rick said.

Dawson was in his second season of coaching the Falcons boys swim and dive team. The plane crash occurred two days before the 4A state boys swim and dive championships.

In the fall he took over the girls squad.

Hiring a swim coach is a difficult proposition, Rick said, because practices and competition take place off campus and after school when administrators don’t have the opportunity to supervise the program. “You really need to hire someone you can trust to run the program without supervision,� Rick said. “Not only did Seth take care of that aspect of it, he was a great teacher of mechanics on how to be an exceptional swimmer. “He had coached everybody from the elite to swimmers who were turning out for their first year.

He gave everybody equal time.�

During a meet at the end of the regular season for the boys team, Rick said, he watched Dawson encourage a swimmer who was likely going to finish last in the event yet the coach was right there on the pool deck cheering the young man on every stroke. “Seth was always involved and always encouraging the kids regardless of where they stood, that was one of the first impressions I got when I first hired him last year,� Rick said. “I remember going out to a practice and the parents were amazed at how hard he pushed the kids. Yet nobody quit and that’s a real tip of the hat to some of the relationships he built.

Kids that turned out for him stayed out even though he pushed them to their limits.�

Kentlake’s girls swim team took third place at state, the best finish in school history, in November under Dawson’s leadership.

Dawson was particularly pleased with the way the season ended for the girls in November. “This means a lot to the team, the girls worked very hard this year and everyone contributed something to the team’s success,� Dawson wrote in an email after the girls state swim meet. “I think the key to winning the trophy was perseverance. The kids never gave up, they kept swimming hard and all of our relay’s really stepped up, we had

some really great swims and scored points in all three relays. I was very proud of our kids and their accomplishments.�

When he took over the boys program, he was the fourth coach in four seasons, but Dawson intended to stop the revolving door he told the Reporter in November 2010. “I plan to be here a long time,� Dawson said in November 2010 after his first practice with the boys team.

Dawson grew up in Vancouver, Wash., where he swam at Hudson’s Bay High before competing on scholarship at California State University at Bakersfield, where he earned a bachelor’s degree in business administration and sports management.

In 2009 Dawson was coaching boys and girls high school swim in Corbett, Oregon, but decided he wanted to move closer to home and took a position with Valley Aquatics, a club team where he coached 10 to 14 year olds.

His supervisor with VAST worked at Kentlake and encouraged him to apply for the open position during the fall of 2010. “I really enjoy working with kids,� he told the Reporter in November 2010. “When you’re on a big club team, it’s more about the individual. But with high school, it’s a team sport and the kids are helping each other. And I enjoy being a mentor.�

Members of the swim teams were provided with extra support at Kentlake the morning of Feb. 16 as the news began to spread.

Edward Lee Vargas, superintendent of the Kent School District, sent out a message Feb. 16 to district staff.

Vargas explained in the message that Dawson had recently been hired as a paraeducator at Kentwood High. “He was 31 years old and leaves behind family, friends, colleagues, and students who will miss him deeply,� Vargas wrote. “This tragedy will impact many in our community, and schools are prepared to make sure our students and colleagues that feel this loss will receive the support they need. Please join me in remembering Seth, his family, and the other victims in your thoughts and prayers.�

The last extension of the interim zoning occurred on Feb. 28, 2011. In his report to the City Council, Community Development Director Ty Peterson said that a final extension was necessary for the Planning Commission to complete the zoning code.

The northwest quadrant saga first began in June 2005, when the city authorized the establishment of the Four Corners Subarea Plan as part of the new comprehensive plan, which affects the properties located at the intersection of Maple Valley Highway and Kent-Kangley Road.

The primary purpose of the subarea plan, City

Manager David Johnston said, is to create new zoning for commercial development, with the idea of having what he called “festival retail� located near the Legacy Site which is a 56acre city-owned property Maple Valley purchased nearly a decade ago. “The idea was combining a walkable retail community where people could live above retail and take advantage of developing some community amenities,� he said in a telephone interview.

The new zoning code changes, however, would affect existing business and property owners. While zoning for three of the four quadrants were adopted, the northwest quadrant was delayed due to disagreements between the city and existing property and business owners over the new zoning code. Interim zoning was adopted in the meantime.

Others, such as Jeff McCann, have voiced similar concerns over the issue of zone conformity. At the Planning Commission’s Jan. 11 meeting, McCann stated that “There needs to

be a clarification from staff of the difference between conforming and nonconforming businesses and what owners could do if they sell their business and what they could do under an expansion.�

Under the current plan, certain business use would no longer be allowed to be built in the area, which Johnston stated is an unpleasant necessity. “In essence, that’s what happens in a growing community, in a changing community,� he said. “It doesn’t just happen in Maple Valley.

It happens in cities across the country. The public process is still available for the final product, but as I say whenever there — no one likes to hear this — whenever there is a public decision made, somebody is affected. When there’s a land change, somebody’s affected. So somebody is affected positively and negatively in public decision.

The process is to balance

Many of our swimmers describe both Seth and Rob as their ‘Heroes’. “They both had the unique ability to find the hidden talents in their swimmers and make them shine, whether those talents were in the pool or in another arena of life. They led by example and brought a sense of purpose to the lives of many. “Our hearts go out to their family and friends of all three

victims as they make sense of this tragedy. We, as a team, are struggling to make sense of it and ask of it as well and ask for a little privacy as we work to heal the hearts of many swimmers, young and old.�

Johnston stated that there is still a lot of work to be done on the subarea plan. “The process isn’t over,� he said. “Later this year we will resume the process at the northwest quadrant and the Legacy Site on its own. This chapter is closed.�

The extended length of the temporary zoning has also been criticized, as it has been in place for roughly three years due to repeated extensions by the City Council. “It’s bad news for the city if a group of property owners were to push the issue,�

Ultimately, it got to the point where the city faced legal liabilities if they delayed permanent zoning any further, according to Johnston. “We’re obligated for the benefit of all the citizens to make sure that liability has been mitigated,� he said.

Dawdy thought by the time a compromise was worked out the bill was facing another political curve ball that killed it.

Fain said that his main amendment was allowing cities to prohibit collective gardens.

The senator said it was important to him and the cities he represents, including Kent and Auburn, that the power to allow or prohibit collective gardens stays in the “hands of the cities.�

Fain said the bill was “on the bubble to begin with� and his amendments were not the stop sign.

He stated when 5 p.m. rolled around on Feb. 14 the bill did not make the grade.

Fain said the state’s marijuana legislation is

currently “fractured law.�

The senator did sign the letter from Gov. Chris Gregoire asking the federal government to reclassify marijuana as being suitable for medical purposes.

Dawdy agreed with Fain the amendments did not kill the bill.

He said a compromise was worked out concerning the amendments with the many players, but with the issue coming up so close to the vote, Thursday or Friday apparently, time was spent on the compromise rather than shoring up votes to get the bill to the House.

It is possible with Initiative 502 — which seeks to decriminalizing marijuana — heading for the ballot in November some of the steam for fixing the legislation may have dissipated.

Federal law lists marijuana as a Schedule I controlled substance along with heroin.

Several cities have passed moratoriums on collective gardens and dispensaries including Kent, which has struggled with figuring out zoning regulations for medical marijuana establishments.

It looks like Kent and the other cities will continue to be wrapped in a medical marijuana fog for some time.

Marijuana trips on Senate floor

he smoke-filled room of medical marijuana legislation in Olympia will continue to be shrouded in haze.

Many folks in cities around the region and state were hoping the Legislature would clear the air on the medical marijuana issue, which had caused a considerable dose of consternation.

That hope appears to have vanished into a puff of smoke when the bill did not make the cutoff Feb. 14 in the Senate to move to the House.

The medical marijuana measure, Senate Bill 6265, made it out of the Health and Long Term Care Committee and Rules, but hit a logjam on the Senate floor Valentine’s Day. Philip Dawdy, a lobbyist who worked with the Washington Cannabis Association, stated

made the mistake of checking my email first. There was an email from our Mortgage Loan officer about our refinance. So I spent the next two hours reading papers, trying to decipher what our next step would be and printing the information for our files. Needless to say when I was finished I did not feel like cleaning the bathrooms or the floors. I’m not sure if making the list this morning eased my mind or made it worse. I have things on the list that didn’t wake me up and I hadn’t thought about until I made the list. And as I walk through the house taking care of these duties, I find more things to put on the list.

The results of the Gallup survey have been largely confirmed by another recent study, this one conducted by the U.S. Department of Agriculture’s Economic Research Service (ERS), titled “How Much Time Do Americans Spend on Food?� While many of the ERS’s findings came as no surprise – Americans like to eat quickly, tend to skip breakfast, take shorter lunch breaks, don’t spend much time on preparing and enjoying elaborate meals, make spontaneous food shopping choices, etc. – what stands out is the growing dominance of what the study calls “secondary eating patterns,� that is eating and drinking while simultaneously doing other things. Just focusing on your meals and enjoying them is becoming a thing of the past, especially among the younger generations, according to the report. “On an average day [in 2006 to 2008 – the time period the survey took place], Americans age 15 and older spent about 2.5 hours daily eating or drinking. Slightly less than half of that time was spent eating and drinking as a primary or main activity, while the remaining time was spent eating and drinking while doing something else such as watching television, driving or working and waiting to eat or traveling to meal destinations,� said the report.

The ERS study also found that Americans who adhered predominantly to “secondary eating patterns� had on average a higher Body Mass Index (BMI)

than those who kept mostly to “primary eating patterns� by setting time aside for their meals.

In his landmark book, “Mindless Eating,� Dr. Brian Wansink, a professor for marketing and nutritional science at Cornell University, pointed out that the average American makes well over 200 decisions about food every day, although when asked, most people initially believe they make only about 15 food-related decisions daily.

Many of these decisions are made more or less unconsciously and even inexplicably. The reason is that we are often too distracted to pay attention to our eating. “If we knew why we ate the way we do, we could eat a little less, eat a little healthier, and enjoy it a lot more,� said Dr. Wansink.

Needless to say that this would not be an easy exercise. In a world where we all are constantly surrounded by a thousand things competing for our attention, it is hard to shut everything down and focus only on what we eat, when we eat, where we eat, how much we eat and how fast we eat. Yet, these are the quintessential elements of healthful eating habits.

As a dietitian and health counselor I’m often asked by my clients what changes they should make in their way of eating. There are many possibilities, of course, but much comes down to paying closer attention to your actions.

For instance, you can start by making grocery shopping lists and sticking to them once you’re at the store. Don’t buy food items spontaneously. For this reason, you should not go food shopping when you’re hungry.

Lay out a meal plan for a few days or an entire week if you have enough storage space. Prepare your meals as much as possible from scratch using fresh ingredients and lean cooking techniques. If you don’t have enough time to cook every day, prepare what you can in advance over the weekend or whenever you have the time.

Eat only in your dining room or whichever part of your home is set up for eating. Before you sit down, make sure to switch off your television, cellphone, computer, everything that can interfere with the enjoyment of your meal.

If possible, try to keep conversations light. Sharing a meal with loved ones should be a pleasurable experience. If the atmosphere around the dinner table is tense and stressful, it will affect everyone’s nutritional benefits as well.

Use food to celebrate.

Although Thanksgiving is only once a year, there are plenty more opportunities to be grateful throughout the year. Having good food available itself is a cause for gratitude, being able to share it with others even more so.

There is little chance that we Americans will ever become quite like the French, the Greeks or the Italians, sitting down for hours on end over multi-course meals and wine in midday. And there is no reason why we should adopt other people’s lifestyles. But we should make ours as healthful as we can. And there we have plenty of room for improvement.

It was there she met Lori Guilfoyle, a former executive director of the Greater Maple Valley Community Center who knew that the position had just opened up. “I was saying I got to start looking for a job,� Roberts said. “She (Guilfoyle) said ‘I’ve got the perfect job for you.’�

After applying, Roberts

landed the job and started in March 2003.

Incidentally, Roberts said, when she arrived at the Community Center there was a similar economic situation as there is now. The effects of the dot com crash, which occurred in 2000, still affected the center’s budget which relied on outside funding. “The center was in dire financial strains,� she said.

On the other hand, the center was also much smaller. It had a budget of $400,000 and two full time employees there, in addition to a handful of volunteers. “There were lots of opportunities for new beginnings,� Roberts said. “But also to embrace what was

Doing her first year, Roberts said, she focused on certain ways to help build the center’s support which she said was considered by the community as a “treasure.� “There were no services here,� she said. “It was very rural and the long arm of Seattle didn’t reach here.�

Certain philanthropic organizations, such as the Seattle and Medina foundations, were emphasized due to the wide scope of their grants. “When you’re writing grants, it’s good to know the organization fits the

Roberts credits the board of directors, as well as the

Among the high water mark moments for Roberts as executive director include the completion of The Den, a building designed for youth, which was built in 2008 thanks to grants and funding from the city of Maple Valley. “The city at the time was very receptive,� she said. “It has been a marvelous partner. We’re very lucky

to have a city who cares so much about its residents.�

Although she says she hopes to become a spiritual counselor eventually, for now, she plans to enjoy her newfound free time. “I have three perfect grandchildren who are going to see a lot more of me,� she said. “And a daughter and a husband, as well.�

Tahoma wins 4A state crown thanks to 10 medalists

o heartbreak for Tahoma this year when Mat Classic XXIV concluded Feb. 18 at the Tacoma Dome.

Tahoma won its first 4A state title and its first wrestling championship since 1996 racking up 190 points, with 12 of those coming from pins in the finals, to Mead’s 168.5 points for second place.

Two years ago, though, Tahoma finished

second to University — despite having four top notch athletes who made it to the finals in their respective weight classes — and learned from that experience.

Bears head coach Chris Feist said he was naĂŻve going into that weekend two years ago. “We left heartbroken two years ago,â€? Feist said. “I learned from that weekend that we needed more depth. We needed to work with our second string kids. We’ve been talking for two years about coming out of here with the title through the back door.â€?

This year Tahoma brought 15 wrestlers and 10 of them earned medals compared to the five placers the Bears had when they finished second in 2010.

Tim Whitehead lost a tough match to Michael Nguyen of Evergreen in the 113 pound final and Steven Hopkins scored a take down with just a few seconds left in the 126 pound title match to send it into overtime.

Hopkins, however, just couldn’t hold off Eric Soler of Lake Stevens, who got a take down halfway into the one-minute sudden death overtime to win the title.

Joey Palmer sealed the team title in the next contest as he pinned Adam Romano of GrahamKapowsin with 11 seconds left in the first period. “If I had the chance to pin him, I would, for the team points,� Palmer said. “We’ve been [ more TITLE page 13 ]

That team title, though, was not just about the Bears who made it to the finals Palmer explained. “All the back door guys, they’re the ones who sealed the deal,� Palmer said. “They’re the ones who deserve the credit.�

Palmer also credits Feist for the work he’s put into the feeder programs such as Bear Claw which prepares kids for the demands of the Tahoma High mat room.

And as a senior bound for Oregon State, Palmer said he hopes he raised the intensity in the mat room, that he leaves his energy as a legacy as much as his second individual state title — he won at 125 pounds a year ago when he was at Rogers High.

And as soon as he was done with interviews, Palmer walked over to the girls mat, where his girlfriend Jenny Anderson of Emerald Ridge was busy winning her own state title. “Phenomenal young man,� Feist said of Palmer. “He’s one of the quickest kids I’ve ever worked with. He epitomizes what we preach and believe in.�

Davis may not have been on the radar after finishing third at the Region III tournament the previous weekend but Feist knew a year ago that Davis could win a title. In fact, he joked with another member of the coaching staff that if Davis didn’t, he would quit.

Looks like Feist won’t be leaving anytime soon. “Since he’s been a freshman he’s been getting better and better,� Feist said. “He’s calm, cool and collected, no matter whether it’s wrestling, football or track.�

After Davis pinned his opponent Jake Hollister from Woodinville 33 seconds into the match, Feist gave him a huge hug and told the senior he just pinned his way through the bracket and to put an exclamation point on it, Davis scored the most points in a single tournament of any Tahoma wrestler ever. “I just wrestled,� Davis said. “I had a good first match.

Then I won the second one. Now I’m doing pretty good, I can place. I got to the semis... I went into that one feeling a little bit nervous.�

And though Davis said he was a bit surprised by the fact

Feist, who has been the head coach for seven years, said in a hoarse voice that it had been a long weekend and a long three months.

That trophy makes losing his voice worth it. “It’s confirmation that we’re doing the right things,� Feist said. “We challenge our kids to learn and grow at every experience.�

And as the kids have learned, so has Feist and his coaching staff, whom he credited for helping the wrestlers meet the demands of his program. “I guaranteed from the get go that if you buy in, we’ll be there for you,� Feist said. “As a group, our juniors and seniors pulled them together and said, ‘It can’t just happen November through February.’ And every time you have high demands, you need high support.�

Whether a kid needs someone to talk to, help finding a Colton Marlowe of Kentlake won his first match at 138 pounds, but lost his next two, and missed out on a medal after placing last year.

Joshua Smith of Kent-Meridian won his first match in the 138 bracket, lost to Ian Steen of Graham-Kapowsin in the second round, but finished on a high note beating Kyle Iverson of Gig Harbor 6-3 for fifth place.

Sean Farr of Kentlake took home a fourth place medal after beating Tanner Mjelde of Tahoma 9-2 to get into the third-fourth match.

Jonathan Ohashi of Kentwood, who won the regional title at 160 on Feb. 11, had to bow out after he got sick, according to an email from his uncle.

In the end, though, Feist knows his wrestlers will walk away from the Tahoma mat room with more than just trophies and medals. “The (championship) trophy is great. We chase it,� Feist said. “But, whether we place first or 10th, our wrestlers are going to be better students, better fathers, better husbands, better men.�

Feist knows this because he believes wrestling at Fife High in the 1990s made him a better father, husband, teacher and person. “My boys will be better men for the experience on the mat and in my room,� he said. “That’s why we do this.�

This time at the end of the second day of Mat Classic there was no heartbreak for Tahoma. Instead there was jubilation as the Bears crowned two state champions and won the team title.

Kentwood boys, girls punch tickets to state Both Conqueror teams find balanced scoring the key to wins at district

oing to the state basketball tournament is a tradition for both the boys and girls teams at Kentwood High.

The boys have made seven appearances in the tournament since 2003 while the girls have made six straight trips.

In 2009, the girls won a championship, a year later the boys won their second in school history.

Last week both teams punched their tickets to state again as both went

3-1 in the West Central Southwest Bi-District tournament.

Kentwood’s girls basketball team has lost just one game in the month of February and that was in the district semi-final game on Feb. 18.

That one loss was to Federal Way but the team learned from it, explained senior guard Maddison Rankin. “We just got off to a rough start (against Federal Way),� Rankin said. “That set the mood for the entire game.�

If they do all the little things right, Rankin said, it doesn’t matter who they play because it should work against any opponent. From there, winning practically takes care of itself.

Kentwood takes on Jackson at 6 p.m. Saturday at Kent-Meridian High in the regional round of the state tournament. This is a single elimination round.

Winners from the regional sites will then go into a draw to determine first round match ups for the Hardwood Classic, the 4A state basketball tournament, March 1-3 at the Tacoma Dome. The Hardwood Classic is a doubleelimination tournament.

Chronic fatigue syndrome is much more than simply being tired all the time. There are a couple of hallmarks associated with the mysterious condition that differentiate it from other diseases.

The first is that the fatigue must last for at least six months and must not be relieved by rest nor be caused by another disease. The Conks started the playoffs out well with a win over Battle Ground at home on Feb. 14 but struggled on Feb. 17 against Mount Rainier, losing by four at Auburn High, but bounced back the next day to punch their ticket to state with a 57-45 win over Rogers.

Brian Davis, Kentwood’s head coach, wrote in an email interview Tuesday morning that the team learned some important lessons in the loss to Mount Rainier. “Adjustments we made for Rogers were to come out faster with energy and urgency,� Davis wrote. “Holding them to six points in first quarter was a great start. Offensively we tried to move the ball and look for each other and we did having four guys in double figures.�

Davis described the victory over Evergreen on Monday as a complete game. He rotated 11 players into the game in the first half and all 12 had played by the third quarter.

A group of information technology students needed a project which helped a non-profit and The Storehouse in Coving-

ton had needs.

Leslie Aal, a student at University of WashingtonTacoma, attends Covington Christian Fellowship where The Storehouse is based and overseen by Meg Holland.

“Our teacher asked us to do a project that benefited the community,� Aal said. “I approached Meg and asked if there was anything my class could do to help The Storehouse technology-wise.�

Holland said her head was spinning when Aal asked what the non-profit might need. “We’ve got a database

that we’ve used since the beginning, so for 13 years, it was ancient and not functioning well,� Holland said. “I was lost in how to make changes in that area.�

Aal, who lives just west of the Kent-Covington border, discovered a passion for computers while at Highline Community College. The stay-at-home mom who worked part-

Project Location: This is a non-project action that will be applicable to permit applications for locating wireless communication facilities within the City of Covington.

Project Description: This is a non-project action to amend language in the Covington Municipal Code Title 18- Zoning; Chapter 18.70 Wireless Communication Facilities to address the location, height and size of wireless facilities within the residential and downtown zoning districts. The amendments include current FCC regulations and terminology for the wireless communication industry.

Parliamentarian expert for Valley board resigns The former Renton District Court judge hired to bring some civility to the meetings of the Public Hospital District No. 1 Commission has resigned as commission parliamentarian Robert McBeth was hired in October 2010, at a time when the two factions on the board were at “each other’s throats� and the meetings were becoming “uncivil,� as he described the board relationships. “I was able to bring some order,� McBeth said Tuesday.

His role was not to engage in debate, he said.

Valley, also known as Public Hospital District No. 1, serves thousands of southeast King County residents. The district includes Covington and a sliver of Maple Valley.

McBeth’s tenure as board parliamentarian also included the several

months that the five commissioners reviewed and then approved on a 3-2 vote a strategic alliance between Valley Medical Center and UW Medicine.

The 3-2 vote reflected the two “factions,� the thenmajority, Don Jacobson, Carolyn Parnell and Sue Bowman, and the minority vote, Dr. Aaron Heide and Anthony Hemstad.

That majority changed following the November general election, when Jacobson was replaced by Dr. Paul Joos, who is now the president of the elected district commission.

McBeth said he has resigned because he didn’t want to facilitate what he says are the new majority’s efforts to undo the alliance with the UW, which he calls one of Valley Medical Center’s best moves. “I am concerned there is a concerted effort to undermine the alliance,� he said.

McBeth said Tuesday that resolutions presented

by Joos at Monday’s commission meeting weren’t “properly drafted,� which he brought to the board’s attention. He was asked to help redraft the motions.

In an interview Joos said the redrafting issue McBeth arose because he used the word “whereas� rather than “therefore� in writing the resolutions. “That is the help he gave us,� said Joos. “That’s not a big deal,�

McBeth said of the actual redrafting. “I was having to draft resolutions that I disagree with. I didn’t feel comfortable with that.�

Joos sought McBeth’s help because this was the first time in 20 years that a board member had prepared a resolution, rather than the hospital administration.

But McBeth said the board had other plans for his job no matter what he decided to do. The board is hiring new legal counsel, who Joos said could serve as parliamentarian.

House passes vehicle theft bill to extend statute of limitations REPORTER STAFF

A measure aimed to help reduce the number of car thefts in Washington state passed the House on an unanimous vote last week in Olympia.

House Bill 2354 will give law enforcement more time to investigate auto theft by extending the statute of limitations from three years to six years for trafficking in stolen vehicles and auto parts, according to a House Democrats media release. “This bill will help dedicated law enforcement officers complete their investigations on complex auto theft rings, which often times take years to solve because tracking down the stolen parts can be a very lengthy process,� said state Rep. Tina Orwall, DDes Moines, the bill’s prime sponsor.

While the value of stolen auto parts reduced about 20 percent from 2010 ($3,595,547) to 2011 ($2,887,935), auto theft and trafficking of auto parts continues to be a problem in the state.

In fact, last summer, the Seattle Times reported that auto theft rose 18.8 percent in the Seattle-Tacoma-Bellevue area in 2010 compared with 2009, and that, overall, auto thefts in Washington climbed nearly 10

percent over that same period. “We need to give police the time to solve these crimes not only because of the complexity, but also because of the damaging effect car theft has on people,� said Rep. Katrina Asay, R-Milton, one of the bill’s cosponsors. “For most people, a car is one of the biggest financial investments they will ever make and a theft can be devastating.

This legislation comes at a time when the Washington State Patrol’s Stolen Vehicle Task Force has been reduced by 50 percent.

With half the manpower gone, the extension of time provided by the bill will help ensure that officers have the resources they need.

Orwall’s measure will not change current sentencing guidelines, but it will help in the investigations of stolen property and will hold criminals accountable. Both the Washington Auto Prevention Task Force and the Washington Association of Sheriffs and Police Chiefs strongly support the bill.

The legislation has been sent to the Senate and is likely to be heard in committee this week.

Parents are advised to bring the following documents: child’s official birth certificate; immunization records; and proof of residency, such as a utility bill, purchase agreement or rental contract.

Parents have the option of picking up a registration packet at school and returning it by week’s end or they can complete the registration packet at the school. No preference is given for early

registration.

Parents who wish to register their children for all-day kindergarten will have their names entered in a lottery for available space, assuming that the number of applicants exceeds the number of available places. The lottery drawing will be held March 22 and parents will be notified of the results in early April.

McBeth and Joos had met for about an hour after the Jan. 23 meeting, at which time McBeth said he told Joos he was “uncomfortable with the direction he was taking the board.�

After Monday night’s board meeting, McBeth and Joos met for less than five minutes during which McBeth resigned as parlia-

mentarian.

Asked about McBeth’s comment that the board was trying to undo the strategic alliance, Joos said, “I can’t comment on that.�

He called McBeth a “great guy,� but noted he is a parliamentarian. “He doesn’t have control over our decisions,� Joos said.

ting an independent legal opinion on the legality of the strategic alliance. The board also has hired its own legal counsel and is taking a look at the board bylaws the former commission adopted.
