NORTH KITSAP — Another chapter in the North Kitsap School District began Wednesday, and with it came a few new faces and a few promotions. A total of four new teachers and three new principals were hired for the 2011-12 school year. Debora Foreman is the new principal at Pearson Elementary School, succeeding Jeannette Wolfe, who left to work at Our Lady Star of the Sea Catholic School in Bremerton. Foreman began working at Pearson in 1990. She began teaching fifth grade and has since worked as teacher-incharge and interim principal when needed. She will earn $92,997 starting. Like Foreman, Jon Torgerson is no stranger to the principal position. Torgerson, now the principal of Suquamish Elementary, worked as interim principal See SCHOOLS, Page A2

legal under Washington state law, along with 15 other states nationwide, but all marijuana is illegal under federal law. The planning department recommended the moratorium while the department concludes a broad zoning update. Associate Planner Alyse Nelson said under current zoning laws, the city doesn't have a way to regulate a collective marijuana garden that is allowed under state law. “It’s not because we want to not have a discussion about [medical marijuana] ... we want to include [collective gardens] as part of the land use review,” Nelson said. A public hearing on the moratorium, which has not been set yet, is also required within 60 days of the council’s approval. “When we are trying to embrace new ideas that would impact our zoning code, we have to follow See MORATORIUM, Page A3
