USS Enterprise decommissioning, first of its kind

First nuclear-powered aircraft carrier decommissioned in naval history

The USS Enterprise, which was originally slated for decommissioning in 2014, will now be taken out of the fleet a year earlier. The Department of the Navy and Puget Sound Naval Shipyard are evaluating this largescale, unprecedented project and its

impact on workers and the surrounding community.

The Puget Sound Naval Shipyard has experience in disposing reactor plants from the 114 nuclear-powered ships already helped decommission under their watch.

However, of those decommissioned ships, 106 were nuclear submarines, not carriers. The remaining eight vessels were nuclear-powered cruisers with only two reactor compartments a piece.

The Enterprise houses quadruple the number of reactor compartments as a cruiser. It is the first of its size and scope, which, according to PSNS, requires special consideration and handling.

“The Draft EA is necessary for

the disposal of USS Enterprise reactor plants because the 1996 Environmental Impact Statement [for Ohio class and Los Angeles class cruisers] did not include carriers within its scope,” said Darcy Jenne, PSNS spokesperson.

What is known for sure, is that the Enterprise will be defueled and deactivated in an East Coast shipyard.

Inactive, the Enterprise will be towed to Bremerton and PSNS. Once at PSNS, there are two options for consideration – the Navy preferred alternative and the noaction alternative.

The Navy preferred alternative suggests that once PSNS receives the Enterprise, it immediately take

Stennis Strike Group conduct operations in direct support of Operation Enduring Freedom, leadership from across the group paused Oct. 17 to hold a virtual town hall meeting for friends and family via the internet video conferencing portal Defense Connect Online.

Marc Dalton, commander Destroyer Squadron 21 hosted the meeting that focused on communicating with friends and family members of the strike group. â&#x20AC;&#x153;Undoubtedly, the separation that comes with this deployment brings stress to you and your families, said Faller during his address. â&#x20AC;&#x153;I

want to uses this forum to answer your questions and help to relieve any of the anxieties you may be feeling. I truly believe knowledge is critical to alleviating anxiety.â&#x20AC;?

More than 181 friends and family members were able to engage in near real time with leadership during the meeting and used the opportunity to ask a host of questions on topics ranging from future port visits for the ships, shipboard mail delivery, and the Perform to Serve program.

Faller went on to note the importance of direct communication with family members has on the Navy and the Sailors serving under his care. â&#x20AC;&#x153;Communicating with families, informing them of our mission and ensuring them of the Navyâ&#x20AC;&#x2122;s commitment reinforces a strong family connection which helps Sailors focus on their day to day tasks,â&#x20AC;? said Faller. â&#x20AC;&#x153;Families are an

integral part in uplifting Sailors morale, encouraging them to excel. If families back home are not well informed they have a tendency to worry increasing pressure upon our Sailors.â&#x20AC;?

Connecting strike group leadership with family members over voice and video chat from across the globe proved to be technically challenging, but dedicated information systems technicians aboard Stennis were able to keep the group connected. â&#x20AC;&#x153;The biggest challenge we faced with setting up this video conference was bandwidth,â&#x20AC;? said Information Systems Technician 2nd Class Thaddeus Boyd, Leading Petty Officer of JCSSGâ&#x20AC;&#x2122;s N-6 division, the division responsible for connecting the groups. â&#x20AC;&#x153;We had to put the ship into a restrictive web condition that only allowed critical information to leave the ship in order to free up limited bandwidth and support the town hall meeting.â&#x20AC;?

The meeting, lasting an hour, allowed both groups to communicate seamlessly with nearly zero interruptions. â&#x20AC;&#x153;We were able to keep the two groups connected with

On the night of Nov. 1, Matthew Murphy attempted to punch Bremerton police officers, jumped out of an ambulance, and was physical restrained by Harrison medical emergency room staff before being taken into custody.

responded Tuesday night to a report that there was a man likely unconscious on 4th and Naval. When he arrived on the scene, he found Murphy, clearly intoxicated and unable to stand. Murphy was bleeding with abrasions on his hand.

Thuring called the Bremerton fire department to evaluate injuries and the possibility of an alcohol overdose. Fire department

personnel determined that Murphy had hit his head, possibly in the fall, and was highly intoxicated.

An ambulance arrived to take Murphy to Harrison Medical emergency room.

At this point, Murphy became belligerent.

almost zero deficiencies,â&#x20AC;? said Boyd. â&#x20AC;&#x153;There was a little problem with latency that caused the audio to delay, but participating in this conference was definitely worth the effort and technical troubleshooting.

Ambulance workers Joshua Murphy and Sara Baumgardener requested officer back up in transporting Murphy to the hospital. The officers followed behind the vehicle.

Stopped at a red light at Kitsap Way and 11th, Officer Thuring reported that the side door burst open and medic Joshua Murphy jumped out.

A clipboard and paper flew out with him in his hurried exit. He claims that he feared assault by

Murphy when the sailor broke free of his seat belt straps.

Moments later, the back door of the ambulance burst open and Murphy rolled onto the street and began to run.

The officer chased Murphy down the street, yelling at him to stop.

As he closed in on him, Murphy turned and attempted to punch the officer in the head. He missed and swung again.

On the second swing, the officer grabbed Murphyâ&#x20AC;&#x2122;s arm and forced him onto the street. The sailor struggled, disobeying

verbal commands to stay down and show his hands.

Handcuffed, Murphy was escorted to Harrison Medical emergency room where he again struggled with the hospital staff.

Hospital security restrained Murphy with a four points hold.

Murphy was booked into Kitsap county sheriff â&#x20AC;&#x2122;s office one minute past midnight. He will be held there until his trial on Nov. 3 at 8 am. Judge Docter will preside, and the Nimitz sailor will face charges of assault 4.

Free will, personal responsibility For years, online newspaper comment sections have been left in a wide-open anonymous fashion and for years that system of public participation has drawn out the varied “peanuts” from each corner of society who, like the lurkers they are, wish to mindlessly rip on other’s misfortune from an anonymous place behind the safety of an online handle. And, they often do so with poor grammar.

For years, editors have complained that those peanuts’ hateful comments have drowned out and otherwise hijacked the civil discourse that was often expected to take place in the comment section of the newspaper’s online presence. Years of legal discussion, boardroom and newsroom banter resulted in the lowest common denominator approach – leave those comments alone and up and remain unliable for them. Of REG course, that stance was to be within reason and on the right side of privacy and KINNER dignity regarding peanut attacks in the comments.

Collectively, the peanuts’ comments stop altogether or hinder the community from networking in a modern realtime way on issues such as sexual assault.

Those delicate stories now hit the web with comment sections disabled. It’s a practice which will in all likelihood continue for some time.

The past solution, was unfair to our print readers who must take a much more proactive road to express their opinion when they send a letter to the editor, which they must sign.

Now we have a game changer. Starting Nov. 17, the comments section of this newspaper’s online presence will use Facebook as a platform for public input and comment at the bottom of online stories. Anonymity on Facebook is not impossible and some peanuts will surely get through, but we believe the online community will likely participate more often because most people will own their words, opinions and expressions as a result of using their own personal Facebook accounts and the social pressure applied there by their choice and collection of friends.

At best we expect increased debate without hate, at worst better individual accountability.

Troop Withdrawal: Results May Vary Words matter. The order in which a writer places words matters. Simple wording is best. And verbs can change everything.

This is why, when I teach writing, I ask students to find examples of powerfully placed words. It’s not a difficult task.

Examples abound, with the advertising world leading the pack. Consider: “There is no other machine that is as long lasting or powerful as ours” versus “Nothing runs like a Deere.”

Even a carefully placed error—in grammar, punctuation or meaning—has impact. I’m thinking of the Bangor Daily News’ motto, “It’s what you need. To know.”

Consider also how L’Oreal created new meaning by changing just one word as their slogan evolved from “Because I’m worth it” to “Because you’re worth it” to “Because we’re worth it.”

Probably one of the most dramatic and effective tools in a writer’s toolbox is the verb. If I tell you someone “walked” down the street and someone else “staggered,” you envision two very different people.

However, my personal favorite effect is the use of a powerful last word or sentence. People remember what they read last. A recent example, which has hung in my mind since I read it, came from Peter Savodnik’s article “Inside the Russian Short Wave Radio Enigma” in the October 2011 issue of Wired magazine: “The

front door appears to be locked. There is no light on AVY inside; no one comes in or out. But someone has been ISE here. The dog, after all, must be fed.”

ARAH That last sentence, a douMILEY ble entendre that is as much about an actual dog as it is about media consumption, on the heels of an otherwise ordinary feature article, caused me to close the magazine, hand it to my husband and say, “You have to read this.”

Words are powerful.

Students like finding mistakes best of all, especially when the mistake was made by someone famous or their teacher. I’m thinking of Bob Dylan’s or Eric Clapton’s erroneous use of “lay” instead of “lie” in the songs “Lay, Lady, Lay” and “Lay Down Sally.” But just imagine the fun when I accidentally wrote in a recent column that my husband “should of ”—instead of “should have”—thought about his options!

Newspapers, of course, are fertile ground for errors. Unlike magazines and books, newspapers are written on tight deadlines. Editors do not have weeks and months to read and reread a single piece of writing and make corrections.

This doesn’t make grammatical errors excusable, but, rather, understandable. And, well, it makes some editions of the newspaper excellent teaching aides.

I attended my first Memorial Day event at Ivy Green Cemetery when I was a junior in high school. Listening to the veterans speak on that day, I realized the importance of honoring not only those who gave their lives for our country, but all who served in our military as well. I think it is a must, especially in Kitsap County with its strong Navy ties, to openly demonstrate respect and support for those who have served in the Armed Forces and have fought for this country.

According to the U.S. Census Bureau, nearly 15 percent of the residents in Kitsap County are veterans. With such a significant portion of our population being veterans, finding ways to honor and support them should be a way of life in our community.

A painless avenue to pay tribute to such heroes is by attending an event in support of veterans; this is especially important on the upcoming Veterans Day. Without citizens present, these events would fizzle; your presence is needed. This month, I encourage you to show your support of our local veterans by attending the Annual Veterans Day Celebration at the Kitsap Pavilion on Nov. 11th.

Along with your public support for veterans, I urge you to support them by voting ‘yes’ on Kitsap County Proposition 1: Veterans and Human Services Levy. This prop-

osition provides funds from a small 5¢/$1,000 property tax increase that will pay for health and human services for residents of Kitsap County that are in need. More than 50 percent of the proceeds would directly benefit veteran and military personal and their families. A reduction in state funding due to state budget cuts as well as a decrease in donations as a result of the current economic downturn has impacted nonprofit organizations that have previously provided support for these men and women. The result is a negative impact on those individuals who have served our country. The Kitsap County Veterans Assistance Program has received an increase in applications from veterans who need support financially while it is looking at a decrease in funding in the coming year. With the emphasis of the Veterans Assistance Program on the prevention of homelessness, the passage of Proposition 1 would be a win-win for the community. As the need for a safety net increases, the funds for that safety net are decreasing. A yes vote would assure that assistance remains available to serve those that once served us.

Kitsap County is a wonderful community, and one way to continue to show the values of our county is to demonstrate support for veterans. Support these men and women by attending the Veterans Day event.

And, most urgently, I

ask you to vote in favor of Proposition 1 to help keep veterans off the streets and in a healthy and comfortable environment. It is the least we can do.

I doubt many realize that a veteran’s family members are not covered for any health care services. A lot of basic health care that people take for granted, like dental and vision, are all but impossible for families living on a veteran’s pension.

The Stand Downs can be a lifeline for many veterans and their families.

As the wife of a veteran, I just recently was made aware that the Kitsap Stand Downs are open to a veteran’s family so I went to the Sept. 13 Stand Down in hopes of getting help: glasses and dental care. I was pleasantly amazed!

I’ve needed new glasses for more than five years now, the ones I had were the wrong prescription and my contact lenses are unbearable to wear due to allergies and their age.

Thanks to the Bremerton Lions Club, I have a new pair of glasses and can see details on trees, birds and traffic signs. With two weeks I had an appointment to see Dr. Michael J. McKinney at Visual Connection in Bremerton.

Dr. McKinney fitted me with glasses and for the first time I can actually see better with my glasses than with my contacts.

I am grateful to the Bremerton Lions Club for the new glasses!

I was also given a dental appointment for the

week of the Stand Down at Robert Guerin DMD’s office where a wonderful group of dentists and dental assistants were volunteering their Saturday to offer dental care to veteran’s and their families. I was able to get my teeth cleaned for the

first time in t10 years.

I’m grateful for these volunteers.

In addition to vision and dental needs we were offered legal aid, health care items, food, clothing, items and services that can make a big difference in the lives of vet-

And these mistakes are more common than you might expect. Even Philip Corbett, who has a regular column on The New York Times blog outing mistakes in his own newspaper, has no shortage of examples.

Misplaced or dangling modifiers are one of the most frequent writing errors, and the result can be comical.

Consider this from Groucho Marx: “One morning I shot an elephant in my pajamas.”

More often, however, mistakes in grammar or usage result in confusion, lost meaning and, even, misinformation.

Which brings me to The Associated Press’ wording in the announcement that U.S. troops are leaving Iraq: “America’s long and deeply unpopular war in Iraq will be over by year’s end and all U.S. troops ‘will definitely be home for the holidays,’ President

Barack Obama declared Friday.”

As someone whose husband is actually leaving, not coming home, just in time for the holidays, the wording of this sentence stung.

Not all U.S. troops will be home for the holidays.

I’ve said it before, but it’s worth repeating: military service members serve and sacrifice in war and in peace. By the time I was 22 yearsold, my Navy-pilot dad had accumulated 11 years of sea duty. He had been gone half my life. And he was never deployed in a war.

That’s 11 years of sea duty in times of peace, when the military’s comings and goings were not headline news.

The Associated Press made a mistake. It is a mistake of grammar or of understanding.

Perhaps the AP does in fact believe that “all U.S. troops” will be home for the holidays.

The sentence should read, “all U.S. troops in Iraq ‘will definitely be home for the holidays’.”

To phrase it any other way is to give Americans an excuse to look away, to clap their hands and say, “Whew, that’s done.” It gives Americans a clear conscious to gather their family around the Christmas table and not worry about the military. Because military families are together, too, right?

The answer is no.

Perhaps the AP should have taken another cue from the advertising world and included an asterisk leading to a disclaimer after the word “all.”

Something like this: “America’s long and deeply unpopular war in Iraq will be over by year’s end and all* U.S. troops ‘will definitely be home for the holidays,’ President Barack Obama declared Friday.” * Results may vary.

Physical ReadinesTest for Nimitz

BREMERTON (NNS) The Navy-wide physical readiness test is currently being taken by USS Nimitz (CVN 68) sailors. The test is part of an examination used to make sure Sailors are staying in top physical condition.

The PRT portion of the PFA begins with a series of stretches and warm ups to ready the test takers for the challenge.

“It’s just a warm up to get the blood going,” said Aviation Boatswain’s Mate First Class Eleazar Rojas, command fitness leader for division V-2 of Air department. “I think it helps. It helps prevents injuries as the body warms up.”

While stretches and warm-ups are good for a quick just before a work out, physical training or PT over a long period of time is the most effective. The body changes and adjusts for the added burden of regular exercise, providing a higher level of fitness.

“I think the stretches helped somewhat,” said Aviation Boatswain’s Mate Airman Brett Nabors, participant in the PRT. “I wish I could’ve PT’d a little more before doing the

test.”

Considering the number of failures during the last PRT cycle, the rate of success throughout the command is showing improvement.

Through the different variations of the PRT that can be run, the failure rate is dropping, or so it seems for now.

“Overall the performance has been good,” said Eleazar. “We haven’t had that many failures. Everyone is pushing themselves.”

Though different methods of conducting the PRT are available and being taken advantage of by some, the alternatives to the one and a half mile run are not to be taken lightly.

“The swim is 450 meters,” said Eleazar.

“It’s nine laps, and if you don’t practice it, you’ll fail. I think the hardest one though, is the bike. It depends on your weight. So if you’re a heavy person and you’re trying to do the bike, it’s pretty much 80 percent of your weight in calories that you have to burn. So if you’re an 18 year old that weighs 230 pounds, you’re going to struggle.”

The PRT is one more way for sailors to stand out amongst their peers,

The Seabees host 11th annual haunted house on Naval Base Kitsap, Bangor SILVERDALE (NNS) – The Bangor Construction Battalion Maintenance Unit 303 completely revamped their fright fest this year, calling the renewal their Hive of Horror.

This year’s Hive promised to be “by far the best one ever,” said Construction Electrician 1st Class Michael Lawson, this year’s Hive coordinator.

This year’s experience was created by “out of the box thinking,” said Lawson.

“There are fewer rooms and the layouts are different.”

But the goal was not only to condense and better utilize the space, said Lawson.

It is so the guests can be scared in different ways.

Seabee volunteers chose the space they wanted and created an environment detailing their own horrific tastes.

In nine rooms, guests saw zombies, clowns,

jungle war flashbacks, radioactive waste, human gore, chainsaw wielding maniacs and some excellent special effects, like one of your protectors being ripped through a wall and dragged away screaming as you watch.

Elsewhere they navigated the indelible maze of hanging body bags or become jelly-legged as the ground tremors beneath you.

“This was one of the best ones,” said Jennifer Whitmer, a Hive patron.

“The clowns were so creepy. “I’ve been to five [CBMU 303 haunted houses] and they have never disappointed.”

For some, the strobes and well timed lighting effects were enough.

“Those lights are going to give me nightmares,” said one child coming out of the adult’s version of the Hive.

Setup of the Hive was gradual over three weeks

prior to its opening and everyone at the CBMU had a hand in it.

“This year we spent more money, more time, and more effort” in creating what has become “a staple” for Bangor, said Lawson.

CBMU utilized Facebook for the first time in an attempt to both market the Hive and receive feedback from patrons.

Surveys can also be filled out immediately following an escape from the growl and sparks of chainsaws that chase patrons to the exit.

“We want to hear from people. We want to know how to make it better for next year,” said Lawson.

Sponsored by the First Class Petty Officers Association, the proceeds of the Hive will fund the Seabee Ball and a Christmas party.

Navy’s critical transition steps Options for continued service as a civilian WASHINGTON (NNS) – The Navy Office of Civilian Human Resources reminds sailors considering postNavy career options that those interested in continuing to serve in a civilian capacity should begin preparing for that transition as soon as possible.

There are hundreds of different occupations for civilians with the Department of the Navy (DON) - from aircraft mechanic to zoologist, says Jean Mercer, director of the DON’s HR Systems and Business Transformation.

Additionally, notes Mercers, the federal job opportunities “literally exist across the globe, from the hills of Tennessee to the deserts of the Middle East. We

find that veterans’ experience and skills easily transition to one of our many civilian careers.”

Before applying for a job, veterans should secure all the necessary documents they need to attach to their federal resume, recommends Mercer. Veterans should retrieve their SMART transcripts to detail their military training and education. These will need to be uploaded with their federal resume.

Safety professionals gather at NBK Naval Safety Center leader, Rear Adm. Brian Brindle, visited Naval Base Kitsap, Bremerton, Oct. 20, as part of an NBK safety symposium.

The symposium was comprised of safety professionals at all levels of safety program involvement, as well as tenant commands. The hourlong forum touched on key issues facing safety officers and petty officers onboard ships and shore-based deployed units.

Prindle explored how safety programs can continue to decrease mishaps every year without receiving additional funding, including possible changes to training programs and electronic reporting systems. Feedback regarding training programs in general requested more virtual training opportunities and increased flexibility for TAD budgets and scheduling.

“If we’re [the Naval Safety Center] not addressing training enough to meet needs, we need to do something better,” said Prindle.

Regarding electronic databases, Prindle concurred with requests for a ’one-stop safety shop’ stating, “There’s a lot of web safety systems out there and we’re trying to stitch this all together.”

Of all the issues brought to light, Prindle spent more time discussing motorcycle safety programs, particularly for sports bike riders, citing that nine out of the 12 sports bike fatalities during fiscal year 2011 were riders who lacked mandatory courses. In order to decrease these fatalities in 2012, Prindle described motorcycle safety representatives (MSR) as key players in developing safer and more capable riders.

“MSRs play a key role in mentoring and help

them understand their bikes. They are where the rubber meets the road, and what they’re doing is invaluable,” Prindle said.

At the close of the symposium, Prindle thanked attendees for their comments. “It helps us support you and make your jobs easier,” he said.

This sentiment was echoed by attendees, including Chief Electronics Technician Stephen Tillotson, an MSR from the USS Pennsylvania (SSBN 735) who spoke with Prindle after the symposium.

“It was very nice to have someone that high up interested in the deck plate level,” said Tillotson.

Prindle’s stop at Naval Base Kitsap was just one of many during his swing through the fleet in an effort to continue making the Navy’s safety program more effective and user-friendly.

This job is estimated to last up to eight years.

The extracted reactor compartments would still be radioactive, but, according to the EA, self-contained. â&#x20AC;&#x153;After defueling, about 99.9 percent of the remaining radioactivity in the reactor plant is within the corrosion resistant structural alloys forming the plant,â&#x20AC;? states the September. EA. PSNS is discouraged from attempting to drain

compartments further. â&#x20AC;&#x153;Removal of the small quantity of liquid remaining within the reactor compartment package would not be warranted because the increase in radiation exposure to the workers would be in conflict with ALARA guidelines, and would not result in any measurable benefit to the quality of the environment,â&#x20AC;? states the EA. Instead, under the Navyâ&#x20AC;&#x2122;s preferred method, the shipyard will transport all extracted reactor compartments from the USS Enterprise to a designated Navy trench (trench 94) at the DOE Hanford site. Ship parts from 114 previously decommissioned ships are also buried here and will be the final resting place of the USS Enterprise.

The preferred method, also called â&#x20AC;&#x153;cradle to grave,â&#x20AC;? is estimated to cost between $300 million to $500 million and require 850,000 mandays of work.

No new jobs

The cost to originally build the Enterprise back in 1957 was approximately $450 million.

Though the work for this alternative is intensive, PSNS does not anticipate more hires as a result. â&#x20AC;&#x153;This work would represent less than historic peak work loads at PSNS & IMF, when up to ten submarines per year underwent reactor compartment disposal and remnant hull recycl.

This work is expected to be performed within the shipyardâ&#x20AC;&#x2122;s available resources,â&#x20AC;? states the EA. A second option, called the no-action option, involves receiving the defueled Enterprise from Newport News and storing it indefinitely and intact at PSNS. Waterborne storage would call for mooring the Enterprise on the west side of Mooring Alpha.

and flooding alarm systems, a dehumidification system, cathodic protection and lighting.

Outside maintenance of the hull and repainting would have to be done every 15 years.

Maintenance workers would be exposed to some radiation, generally below one millirem per hour. â&#x20AC;&#x153;However, localized spots of elevated rates (less than 10 millirem per hour) could exist,â&#x20AC;? according to the EA. â&#x20AC;&#x153;Exposure would be similar to work conducted on other inactive nuclear ships at Mooring Alpha and would be less than on active ships undergoing maintenance

at the shipyard,â&#x20AC;? said Jenne.

The real difference for the community with the no-action alternative is in how it would affect the job force. The study estimates that the shipyardâ&#x20AC;&#x2122;s workload will decrease under the no-action alternative.

Veterans have preference in federal hiring WASHINGTON (NNS) – Career forums and job fairs provide face-to-face opportunities for veterans to learn more about applying for federal civilian positions. Counselors and human resources (HR) professionals say one of the most frequently asked questions centers around veterans preference.

As early as the Civil War, veterans have received preference in selection for federal jobs. Regulatory updates since then further codified the preferences afforded to those service members who have been discharged or released from active duty in the U.S. Armed Forces under honorable conditions (honorable or general discharge).

Retired members of the U.S. Armed Forces are not included in the definition of preference eligible unless they are a disabled veteran or retired below the rank of major or its equivalent.

When job opportunity announcements under the section “Who May Be Considered,” indicate all US citizens, veterans preference rules must be

applied. For example, when evaluating the qualifications of an applicant, an assessment system is used to rank the applicants.

Veterans who meet the regulatory criteria for appointment and preference eligibilities who are found to be minimally qualified receive additional consideration often moving them to the top of a category for selection. Veterans with a 10-point preference may be placed at the top of the highest category for referral.

Veterans claiming preference benefits must include their veteran’s preference information on their resume when applying to a job opportunity announcement. Supporting documentation of their preference eligibility should also be uploaded to USAJOBS. Supporting documentation includes a copy of the veteran’s DD 214 “Certificate of Release or Discharge from Active Duty” or a statement of service that describe the veteran’s character of service from their military personnel office. Additionally,

veterans with a serviceconnected disability should provide a completed SF 15 “Application for 10-Point Veteran Preference.”

Navy anti-Spice campaign continues Anti-designer drug video focuses on Spice WASHINGTON (NNS) -Navy Medicine announced the launch of a new informational video and posters detailing the health dangers associated with the use of Spice and other designer drugs Nov. 1.

The information and educational communication products focus on the real and present risks, particularly the negative health effects, associated with the usage of the unregulated synthetic marijuana com-

It’s Not Healthy. It’s Not Worth It!” has had a resonating effect with YouTube viewers and on the Navy Medicine Website as the Navy surgeon general looks to break through to Sailors and Marines and make a positive impact.

“It is paramount all Navy and Marine Corps personnel are aware of the adverse health effects of this drug,” said Vice Adm. Adam M. Robinson, Jr., U.S. Navy surgeon general and chief, Bureau of Medicine and Surgery. “Serious side effects have been reported after its use including tremors, panic attacks, delirium, impaired coordination, seizures, paranoid hallucinations, and psychotic symptoms that can last for days, even months in some cases.”

Although in development for months, these new products launch on the

heels of an announcement from 3rd Fleet leadership last week that 64 Sailors in their area of operation were identified as users of Spice in violation of the Uniform Code of Military Justice and will be held fully accountable as a result.

The synthetic chemicals in Spice-type products have a more potent effect on the brain than traditional marijuana, and the unregulated compounds are often mixed with unknown effects. According to Robinson, these products are not approved for human consumption, and there is no oversight of the manufacturing process. Similar to other drugs on the street, experts warn that no one never knows what mixture of chemicals could be present in the drugs, and users are experimenting with the combination of multiple products which can dramatically change or increase its effects on a case by case basis.

Basketball area built on carrier first ever Veteran’s Day game between the Spartans and Tar Heels to occur aboard SAN DIEGO (NNS) – USS Carl Vinson’s (CVN 70) flight deck began its transformation into a complete basketball arena Nov. 1, as workers readied it for the inaugural Quicken Loans Carrier Classic basketball game Nov. 11.

Carl Vinson will host the Spartans of Michigan State University and the Tar Heels from the University of North Carolina on Veterans’ Day. The game, to be aired live on Entertainment and Sports Programming Network (ESPN), was conceived as a way to show appreciation for active duty service members and military veterans.

The nine-day process of constructing an arena to seat 7000 spectators is estimated to involve more than 150 construction personnel. Pieces of the arena, such as the floor, bleachers, lights and tents will be brought from all over the United States in preparation for the event.

“There are thousands of moving parts that we’re trying to fit together, between the Navy, the Morale Entertainment Foundation, the schools, and ESPN. The real challenge is seeing how all the parts will mesh,” said Jim Preston, a Morale

Entertainment Foundation volunteer. “We have the right people for the job people who have helped coordinate past Olympics and Super Bowl halftime shows. The end result is going to be something to see.”

In addition to all the moving parts and intricacies of setting up a basketball court on the carrier’s flight deck, the construction crew will produce a secondary arena in the ship’s hangar bay, to be used in the event of inclement weather.

“We’re hoping we don’t have to build the set-up in the hangar bay at all, as we’d have a lot of disappointed people,” said George Moore, lead assistant of the Morale Entertainment Foundation.

Moore explained that the overhead in the hangar bay would restrict bleacher seating and significantly reduce the number of spectators in the stands.

“Hopefully, the odds will be in our favor.”

Construction of the court and arena is scheduled to be completed Nov. 9, with the Spartans and Tar Heels scheduled to practice together on the finished court the following day.

Electromagnetic railgun fires 1,000 shot in lab test ARLINGTON, VA (NNS) -- Scientists at the Naval Research Laboratory (NRL) hit a materials research

milestone in the Office of Naval Researchâ&#x20AC;&#x2122;s (ONR) Electromagnetic Railgun program when they fired a

laboratory-scale system for the 1,000th time Oct. 31. â&#x20AC;&#x153;A significant amount of development has been coming out of NRL to support the program,â&#x20AC;? said Roger Ellis, ONRâ&#x20AC;&#x2122;s Electromagnetic Railgun (EMRG) program officer. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a key piece of making railgun successful.â&#x20AC;?

The EMRG is a longrange weapon that launches projectiles using electricity instead of chemical propellants. Under development by the Department of the Navy (DON) for use aboard ships, the system will provide Sailors with multi-mission capability, allowing them to conduct precise naval surface fire support, or land strikes; cruise missile and ballistic missile defense; and surface warfare to deter enemy vessels. â&#x20AC;&#x153;The weapon does all its damage because of its speed,â&#x20AC;? said Dr. Roger McGinnis, program executive for ONRâ&#x20AC;&#x2122;s Naval Air Warfare and Weapons Department, which oversees EMRG. Launched at 2 to 2.5 kilometers per second (4,500 to 5,600 mph) without using explosives, the projectile reaches its target at speeds that require only a small charge similar to that found

in automobile airbags to dispense its payload, eliminating the objective through the inherent kinetic energy. â&#x20AC;&#x153;EMRG will provide the Department of Defense with an advantage in future conflicts by giving troops the ability to fire weapons inexpensively against targets,â&#x20AC;?

McGinnis said.

As part of the EMRG development program, ONR and NRL co-funded scientists at NRL to build and operate a 6-meter long, 50 mm diameter railgun as a subscale experimental lab at the Materials Testing Facility (MTF). Researchers fired the first shot in March 2007.

After improving the gunâ&#x20AC;&#x2122;s sliding armature and rails, the lab has fired an average of 300 shots per year since 2008.

A railgun launches projectiles by generating magnetic fields created by high electrical currents that accelerate a sliding metal conductor, or armature, between two rails. â&#x20AC;&#x153;The 1,000th shot is testing new ideas of how the armature interacts with the rails,â&#x20AC;? said Dr. Robert Meger, head of NRLâ&#x20AC;&#x2122;s charged particle physics branch, which conducts about 30 experiments annually on the railgun.

Following each test firing, researchers dismantle the gun to examine all the components. They slice up the rails for further analysis

During the course of firing all 1,000 shots, NRL scientists have experimented with a variety of materials and geometries to determine which ones can withstand the metal-melting temperatures and pressures of shooting a 1.5-megajoule energy weapon. One megajoule of energy is equivalent to a 1-ton car traveling at 100 miles per hour. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve really explored a lot of territory,â&#x20AC;? wouldnâ&#x20AC;&#x2122;t intuitively think about. Railgun barrels donâ&#x20AC;&#x2122;t necessarily have to be round as in most conventional gun designs.â&#x20AC;?

Since 2005, scientists have been working to increase the railgunâ&#x20AC;&#x2122;s barrel life, muzzle energy and size. Ultimately, their work will help to produce a 64-megajoule railgun with a range of about 220 nautical miles. â&#x20AC;&#x153;You really have to look at the course of our understanding from the first day they shot to the 1,000th shot today, and how much our understanding of the rail life has dramatically increased, and how much science we have applied to ensure that weâ&#x20AC;&#x2122;re on the path toward a future fieldable system,â&#x20AC;? Materials science breakthroughs resulting from the test firings have given researchers confidence to transition new technologies to a scaled-up experimental launcher at Naval Surface Warfare Center Dahlgren,Va., which fired a world record setting 33-megajoule shot in December 2010.

Officials outline pentagonâ&#x20AC;&#x2122;s support to industrial base WASHINGTON D.C. (AFPS) â&#x20AC;&#x201C; The Defense Departmentâ&#x20AC;&#x2122;s role in sustaining its industrial base is as complex as the base itself, a senior defense official told Congress yesterday.

Testifying before the defense industry panel of the House Armed Services Committee, Brett Lambert, deputy assistant defense secretary of defense for manufacturing and industrial base policy, said the defense industrial base is not a monolithic entity.

It includes companies of all shapes and sizes, from garage start-ups to some of the worldâ&#x20AC;&#x2122;s largest public companies, he noted.

The vast majority of those companies act as suppliers, and only a few deal directly with the federal government, Lambert added. â&#x20AC;&#x153;Companies at any tier and at any size may offer critical or hard-to-produce products that ultimately lead to the systems used by our warfighters,â&#x20AC;? he said.

Lambert said the challenge for defense officials is analyzing the mass of companies that provide goods and services to the military.

As defense budgets grow leaner, the nationâ&#x20AC;&#x2122;s military superiority can be maintained only if key elements of the industrial base are sustained, matured and nurtured, he added.

â&#x20AC;&#x153;For decades, the U.S. has commanded a decisive lead in the quality of the defense-related research and engineering conducted globally, and in the military capabilities and products that flow from this work,â&#x20AC;? he said.

That advantage is not a birthright, Lambert told the panel. â&#x20AC;&#x153;In the high-budget environments of the past, many companies have grown to expect high [profit] margins, independent of quality,â&#x20AC;? he said. â&#x20AC;&#x153;As budgets shrink, this practice must end. As the budget environment changes, we do expect some niche firms to face difficulty due to decreased

demand.â&#x20AC;?

Those niche firms may be suppliers to prime contractors and may not be readily apparent to defense program managers, who typically have â&#x20AC;&#x153;soda-straw visibilityâ&#x20AC;? of projects, he explained. â&#x20AC;&#x153;We do need greater insight. â&#x20AC;Ś We need better data at that secondor third-tier level,â&#x20AC;? he acknowledged.

DOD officials are working to map and assess the industrial base tier by tier and sector by sector so they can identify â&#x20AC;&#x153;fragilityâ&#x20AC;? in the industrial base before critical capabilities are lost, Lambert explained.

Defense officials also are increasing industry outreach efforts, investing in research and development programs and pursuing purchasing strategies that diversify acquisitions across multiple companies, rather than relying on single providers, he said. â&#x20AC;&#x153;Our commitment to working with industry, however, does not mean the department should under-

Andre Gudger, director of DODâ&#x20AC;&#x2122;s Office of Small Business Programs, also testified before the panel on the departmentâ&#x20AC;&#x2122;s initiatives to expand defense market opportunities for small businesses.

His office manages three programs aimed at fostering small business opportunities, Gudger said: the mentor-protĂŠgĂŠ program, which gives small businesses one-time help from a larger company to develop future capability; the small-business research and technology transfer program, under which DOD funds technology and services development to meet urgent department needs; and the Indian incentive program, which

authorizes contracting officers to make 5 percent incentive payments to Native American-owned subcontractors.

Gudger said his office also has changed acquisition regulations to speed payments to small businesses. â&#x20AC;&#x153;We recognize access to capital [is] a challenge for most small businesses,â&#x20AC;? he explained. â&#x20AC;&#x153;This put billions of dollars into smallbusiness pockets â&#x20AC;Ś to allow them to hire workers, expand their capabilities and look for ways to participate in new contracting opportunities more rapidly.â&#x20AC;?

Gudger said the continuing resolutions that have funded federal spending since September 2010, along with uncertainty over the depth of future defense budget cuts, have hindered opportunities for small businesses. â&#x20AC;&#x153;With the amount of uncertainty, small businesses tend to not invest and make key hires for the future,â&#x20AC;? he noted.

Like namesake, sub USS Tecumseh was a true warrior Kitsap Navy News

A veteran of 73 deterrent patrols in a 29-year career, the nuclear submarine USS Tecumseh (SSBN-628) was decommissioned Friday, July 23, 1993 in a quiet ceremony at Puget Sound Naval Shipyard.

Named for the Shawnee Indian chief, considered one of the most extraordinary Indian leaders in American history for his oratory skills and leadership, the Tecumseh was commissioned at the Electric Boat Company in Groton, Connecticut in May 1964.

The 425-foot long nuclear submarine was originally outfitted with Polaris missiles, but was converted to carry 16 Poseidon missiles in eight pairs of vertical launch tubes.

Manned by a crew of about 140 officers and men, the Tecumseh was skippered by a total of 25 different commanding officers alternately leading Gold and Blue crews.

From 1964 to 1969, Tecumseh made 21

Pacific patrols, operating out of Guam with Submarine Squadron 15.

In Fall 1969, she transited the Panama Canal and went high and dry during an extensive overhaul at Newport News, Virginia emerging with Poseidon capability.

In February 1971, she transited the Atlantic Ocean taking up station with Submarine Squadron 14 in Holy Loch, Scotland.

After 44 patrols, Tecumseh underwent a second extensive overhaul at Portsmouth Naval Shipyard in New Hampshire.

In 1979, she was assigned to Submarine Squadron 18 out of Charleston, South Carolina.

The year 1982 was a banner one for Tecumseh, her crew was selected as the Atlantic Fleetâ&#x20AC;&#x2122;s top ballistic missile submarine and was also given a Meritorious Unit Commendation

by Navy Secretary John Lehman.

Tecumsehâ&#x20AC;&#x2122;s (SSBN-628) Reactor Room goes to Hanford.

Tecumseh (SSBN-628) enters Pearl Harbor, 7 October 1969, greeted by the spray of firehoses returning from Patrol #21.

Shipbuilding from April 1984 to November 1986, Tecumseh returned to duty at Charleston.

But the end was near.

In December 1991, her Blue and Gold crews combined after 73 patrols and then conducted special operations simulating a fast attack submarine.

But she would never again dive to 400 feet, cruising at 21 knots submerged, after deactivation in November 1992 at Charleston before transit to Puget Sound and her decommissioning ceremony.
