LANGLEY — For the 13th year in a row, South Whidbey High School students outperformed the state average on standardized exams. Washington state high school students take a standardized test called the High School Proficiency Exam (HSPE) every spring. Students during the 2009-2010 school year were tested on reading, writing and science, along with end of curriculum exams (EOC) which replaced the muchmaligned WASL (Washington Assessment of Student Learning). South Whidbey science scores improved the most, from 54.3 percent in 2009-2010 to 66.7 percent in 2010-11. “I’m real pleased with our scores,” said South Whidbey John Patton principal John Patton. “You look at our math and science department and they really prepared our kids well.” One of the school’s science teachers, Greg Ballog, agreed that preparing students to take the exam was important to improving their scores. However, he made a distinction between educating students and teaching them for a test. “It’s fine to get good scores, but that’s not our focus,” Ballog said. SEE SCORES, A20

This summer, WIN served 1,135 nutritious lunches to youths as part of this program. In recognition of this accomplishment, WIN received a Gold Star Award from the Children’s Alliance which supports work to end childhood hunger. WIN was also awarded a gold star for operating multiple sites for more than 40 days in summer. “The Children’s Alliance and our End Childhood Hunger Washington partners extend our thanks to you for operating a summer meal program in your community this summer,” said Linda Stone, Food Policy Director of the Children’s Alliance. “We know that budgets are tight and appreciate your help to ensure that all Washington kids have access to nutritious meals where they live, learn and play. JOHN URSILLO | ARTIST IN HIS OWN WORDS: “I began art with three years of private lessons under the instruction of Laura Grande, the prominent Massachusetts pastel artist. I continued to develop my skills and learn my craft during high school, university and while serving in the Army and later in private industry as an engineering project manager. I have consistently been an award-winning artist in many shows. My colored pencil painting, “Beach Treasures,” won the blue ribbon in the professional category of the 2010 Island County Fair Fine Arts Division. I was awarded prestigious

Signature Member status in the Colored Pencil Society of America (CPSA), making me the only artist so honored on Whidbey Island. I was also published in the society’s magazine ‘To the Point’ in December 2010 discussing my unique methods of applying colored pencil. In 2012, I will be one of two workshop leaders at the CPSA National Convention in Cincinnati, Ohio. I am a full member of Artworks Gallery at Greenbank Farm and I am active in Artists of South Whidbey. I have been a private art instructor for over 30 years and delight in experiencing my students’ ‘Ah ... ha!’ moments.”

War II and I always looked up to him for that. Thus the military loomed large in my career planning. I succeeded in obtaining a commission in the US Army on graduation from university, spent 6 years and went on to various engineering project management positions in government service and private industry. I never gave up my parallel desire to create art — that was always the sub-text to whatever I did and how I became unique among

my contemporaries. Eventually art became more of a driver as I reached maturity — so now I’m a professional in a new career — giving full attention to the right side of my brain after many years as a split-brain person. No wonder I’m eccentric. Favorite artistic tool: My collection of colored pencils of many brands is my favorite artistic tool. I listen to audio books to help keep me in the “zone” when I work.

What do you do with your time off? Gardening and reading. Favorite museum: Art museums that exhibit the type of work and artists I like — Seattle Art Museum, Tacoma Art Museum, Los Angeles County Museum of Art, the Huntington, the Getty and the Norton Simon. County’s 2012 budget includes new jobs, police cars BY JESSIE STENSLAND Whidbey News-Times

COUPEVILLE — Island County commissioners don’t have any extra money to spend next year, but they were able to restore modest amounts of funding to a few offices by moving money around. Budget Director Elaine Marlow said a change in state law allowed the county to fund the parks department with $170,000 funds from real estate excise taxes. As a result, current expense funds that had been used to support the parks department can be used elsewhere. This is the first time in four years that significant cuts haven’t been made to the county’s current expense fund budget. The commissioners approved a draft budget that will be presented to the public in a hearing scheduled for 6 p.m. Monday, Oct. 3. In general, commissioners decided on a status quo budget since revenues are expected to remain stagnant next year. But they were able to help out a few departments in some small ways with the funds transferred from the parks department. Island County Prosecutor

Greg Banks received funding to hire a part-time deputy prosecutor. He told the board about the difficulty his office had in simply ensuring that a deputy prosecutor was in court when needed. In addition, he’s in the process of prosecuting two suspects in a complicated murder case. The commissioners also decided to fund a new position, an analyst, in the human resources department. All three commissioners agreed that the additional help was necessary in the beleaguered department, but

Republican Commissioner Kelly Emerson wanted it to be a one-year position; she was outvoted. Marlow stressed that the county’s greatest liability lies in the employees, whose salaries and benefits account for 40 percent of the budget. She said it makes sense to invest in the human resources department to ensure employees work efficiently, are treated well and have no reason to sue the county. “Having a strong human resources department will save money in the long run,�

she said. Sheriff Mark Brown asked for a $1 million increase to his budget, though he knew he had no chance of getting the it. He said it was a statement about the reality of his department’s need following the layoffs of deputies. Yet he was unhappy that the commissioners rejected his request for extra deputies. Instead, the commissioners transferred an additional $125,000 from the county

road levy to the sheriff’s department to purchase three vehicles; the sheriff hasn’t purchased any new cop cars in three years. State law allows the county to transfer some amount of road levy funds to the sheriff’s office for the work deputies do in increasing the safety of county roads. In total, the sheriff’s office will receive $750,000 from the road levy next year; the amount the sheriff receives

from the fund has skyrocketed in recent years, meaning that less money is going to actual road projects. Emerson, the lone Republican on the board, has been a vocal critic of the county’s budget since before she took office, but she said she was generally satisfied with the status quo budget. She said she was especially pleased that the sheriff will get increased funding, which she pushed for.

South Whidbey School District’s board of directors will vote on a contract for teachers in the district at next week’s board meeting. Union representatives and district officials agreed on a tentative contract before school began. Teachers voted on it last week, and await official approval from the district. The board is also expected to approve changes to several district policies, including ones that address homeless student enrollment and director boundaries for school board members. District Superintendent Jo Moccia will present the district’s test score data to the board in the only scheduled presentation during the meeting. The school board meets at 6:30 p.m. Wednesday,

Sept. 28 in the board room at South Whidbey Primary Campus. An executive session will be held after the business meeting to review goals for the new superintendent.

Jumping show starts 4-H year The South Whidbey Centaurs 4-H Club is hosting an Open Horse Jumping Show to help celebrate the beginning of a new 4-H year. The show will be held at 9 a.m. Sunday, Oct. 9 at the Island County Fairgrounds in Langley and is open to all youths and adults, 4-H members and non-4-H members. The Jumping Show offers a variety of flat and jumping classes for

everyone from beginners to advanced riders. All 4-H rules will apply, including all riders being required to wear helmets and boots. Participants will have an opportunity to ride a schooling round at the fairgrounds Saturday, Oct. 8 for $15 per round. Camping and overnight stalls are available. $PNNJTTJPOFST IBWF CFFO MBY To the editor: I want to thank the South Whidbey Record for their timely reporting on the voter eligibility issues relevant to the Freeland Water and Sewer District. As a result of this article and the efforts of many local citizens, including Marilynn Abrahamson, Lou Malzone, John Chaffins and Pam Neschke, to name a few, I will receive a ballot that will permit me to vote for new commissioners. For the past 30 years, the county auditor’s office has solicited new maps and boundaries for the Freeland Water and Sewer District. Despite requests, no new data has been supplied and the county auditor’s office has had to rely on 30-year-old records. Sheilah Crider, our current auditor, now has the updated records in her possession. The current Freeland Water and Sewer District has been uncommonly lax in reporting to the auditor’s office, in spite of frequent reminders. As a result, hundreds of us have been unable to vote on district issues. While there is no evidence of any deliberate wrongdoing, many of us are eager to vote for new commissioners who will practice due diligence when it comes to voters’ rights. As a result, I will be voting for Marilynn Abrahamson and Lou Malzone for the positions they seek. CHELLE BRUNKE Freeland

Astonishing. Has she perhaps been suffering from the delusion that this district makes decisions rationally or in the best interests of children?

Does she believe, for example, that teachers assess the needs of students and communicate them to administrators who then work competently to support teachers and kids? A few examples show how decisions are actually made. After promoting (for PR purposes) the enormously popular and valuable band program as one of the district’s “gems,� former superintendent McCarthy — while enjoying over $136,000 in pay and benefits — cut the middle school band teacher’s position to far less than half time. Over the past few months, the board cut six teachers, library services by 42 percent, and the Adventure Education program, while, according to union president Val Brown, “administrative costs increased.� Teacher recommendations? Student needs? Perhaps to fill the void created by the loss of teachers and programs that helped students learn leadership and self-reliance in real, tangible and lasting ways, the board

recently approved — upon the recommendation of a counselor and a principal (no mention is made of teachers, parents or students) — the “Leader in Me� program “for students’ psychological and emotional curriculum� (see Aug. 27 Record). This intensely marketed package will include “special instruction for a “Lighthouse Team,� a consultant from the training company FranklinCovey and materials� — and doubtless a lot of posters, nifty slogans and “training� of teachers, most of whom would likely prefer to use their planning time to plan. Can you spell s-o-c-i-a-l e-n-g-i-n-e-e-r-i-n-g? Will anyone remember anything about this fad five years from now? Recently, the Record reported that “enrollment in the district continues to drop� with most of the decline occurring at Whidbey Island Academy and Bayview School. By contrast, consider that the daily attendance of the entire Bayview School is sometimes smaller

than some individual overcrowded classes at the high school. Yet, despite predictions of declining enrollment, despite the precipitous drop in enrollment since David Pfeiffer took charge of Bayview (and now WIA), and contrary to Ms. Anderson’s statement that “the district is not in the business of providing employment,� Board Chairman Rich Parker’s good friend Pfeiffer was recently promoted from half to full administrative pay. School budgets are simply — and when articulated transparently (try deciphering the district budget) — a list of priorities that reflect the values of decision makers. In the absence of community input, too few decision makers will continue to spend our taxes foolishly, cluelessly and to the detriment of our children’s education. ERIC HOOD Langley

New leaders learning the ropes along with the students BY BEN WATANABE South Whidbey Record

LANGLEY — Old faces, new faces. Newbies navigating new hallways, trying to find their next class. Remembering that locker combination, along with what’s hot and what’s not. The start of the new school year means a fresh start, but the return of some familiar worries. It hasn’t been just students that have been making some big adjustments this year, though. For all the first days of school in John Patton’s career, this year’s was unique. Sure, Patton has had plenty of back-to-school days in his 11-year career with the district. The start of the

school year this time has been special, though, since Patton has taken over the helm of the high school as its new principal. He’s not alone in being new at the top. Assistant principal Scott Mauk and Langley Middle School principal Eric Nerison also started the new school year as administrators of new schools, thanks largely to the departure of Rod Merrell, formerly the principal of both SWHS and LMS. Like the students they serve, the new leaders noted the things they’ve gained — and given up — as they’ve advanced to the next level. Patton spent the past seven years as the assistant principal and athletic direc-

tor, a position he cherished. “To me, that wasn’t work, that was always fun for me,� Patton said. His first week back at school, he admitted his missed the glow of the Friday night lights. It was the first football game Patton missed in seven years. It wasn’t easy. He tried to stay as connected as possible, consistently text messaging Mauk for updates while the new principal was in Olympia for a family event. “Ask my wife, I was going through withdrawals,� Patton said. A new title and new duties didn’t keep Patton away from the field for long. He traveled with the football team to catch their next contest against Concrete. And come what may, he said he doesn’t plan on missing another one. “The title wasn’t important to me; you’re still going to see me at all the games,� Patton said. “You can’t keep me away.�

His first day was spent wandering the halls with students though as they navigated the walkways to find the right classrooms. I got this job, because I don’t think any of us ever thought I’d be an athletic director,� Mauk said. “I’m enjoying the heck out of it. Once I got my head around the job, I started to see myself as a mentor to the kids and coaches outside of the classroom.� Mauk has already traveled for the sports program he will oversee. He went to Bellingham for the first football game Sept. 2. The team lost, but Mauk said he enjoyed every second of it as he walked up and down the field on the Falcons’ sideline with the players. “This was one of the coolest moments I’ve had in education,� Mauk said. “That experience of stand-

ing with the kids and not having them ignore me, but knowing enough of the kids that I could connect with them and encourage them. It felt like some of those really high moments in the classroom.� With students now settling into a routine, Mauk and Patton said they plan to visit every classroom and sit in as often as they can for the next month. By the fourth day of school, the two had been in every classroom. “The biggest thing that drives us nuts as administrators is not getting into classrooms,� Mauk said. “I’m loving being around kids and I’m loving getting in the classrooms and seeing teachers and kids doing the work. I’m having a great time.� Being visible to students, teachers, counselors and parents is one of the more

important aspects to his new position, Mauk said. At the end of the school day, he was walking the sidewalk outside the building, making sure students boarded buses properly. Then he returned to his desk for the admittedly unglorified tasks of administration. Reprimanding students is part of the job, too, Mauk said, and one he chose to view with a wide angle. Rather than focusing on the misbehavior, he wants to examine the causes — from learning disabilities to problems at home. Four days into the year, and he has already put on the disciplinarian badge. During one of his classroom visits, he noticed a student misbehaving and waited until after class to confront the teen. “There’s always a fire to

put out,� Mauk said. At LMS, Nerison was wellsettled in to his new leadership role. It appears to come easy to the veteran educator, who has 11 years of experience heading schools on South Whidbey. He was principal of South Whidbey Intermediate School for three years, assistant principal at the high school for four years and was a teacher before that. “We have had a great start to the school year,� Nerison said, recalling how his students showed their Cougar pride by their tribute to 9/11 the week before.

“Seeing nearly 400 middle school students silently walk to the front of the school and plant American flags in the flower beds was quite impressive,� he said. Like the students who now act like old pros heading from one side of their school campus to the other, the three administrators said they have the same group to

After John’s death, Donna became the southeast Idaho regional director for Campfire, a position that suited her very well due to her nurturing nature and her love for children. During this time Donna met James Dykes of Pocatello, Idaho, and the couple was married and blessed with two more daughters: Jaime, then Erinn. Upon the completion of Jim’s postgraduate studies the family moved to the Seattle area where Donna had a brief career at Nintendo, before deciding to be a stay-at-home mom with the two younger girls. In November of 2001

Donna had suffered a massive stroke due to complications from MS and diabetes. After a couple of years in various convalescent facilities the family decided to have her relocated to Whidbey Island to be as close as possible to her Mother. Kevin and the wonderful staff at Careage took to Donna like bears to honey. Angela was more like a younger sister than a nurse and Stacy could calm Donna down during long and sometimes difficult nights. Donna’s favorite place at Careage was adjacent to the west side nursing station. Where she could always be found enjoying meals and rockin’ out to her ’60s tunes on her boom box. This location was also right next to the pre-school

Good said the presentation by Struthers is well-prepared and includes many photographs. “People who have donated at the past two events will learn how their donations have been utilized,” Good added. “This is an outreaching event for not only the Japanese earthquake survivors, but for Tahoma One Drop Zen Monastery, a Whidbey hidden gem,” said Rumi Keast. “It has made great efforts in creating authentic Japan with Wabi Sabi culture,” she added. “‘Wabi Sabi’ refers to rustic elegance, quiet taste, refined beauty and the belief that objects gain value through use and age, something unpretentious and connected to nature.” The Tahoma Zen Monastery, which recently installed a new abbot, Shodo Harada Roshi,

area and Donna loved to visit with the passing toddlers on a daily basis. As things were becoming more difficult in the final months I kept telling Donna, “Just a few more days and we are going to have a 60th birthday party!” On Sunday the fourth we did just that. Donna always looked forward to sharing her Baskin-Robbins ice cream cake with the staff and residents at Careage. In all, Donna battled her illness just short of 10 years. The pain and suffering she endured being only masked by the grace and dignity she displayed. She was and still is an inspiration to all who came in contact with her. Even though she could not speak she could still find a way to

crack us all up! Melba passed in early 2009. Donna is survived by her dad and namesake Don; siblings Diane, Robert, JoAnn, James and Brian; her husband James and the three wonderful girls, Vanessa, Jamie and Erinn. At the end of the day we are all very happy that Donna is at peace and at home with the Lord and Mom. We would be remiss if we did not comment and express our immense gratitude for the quality care and love she got from everyone at Careage over the past seven-plus years. They all were every bit as much of her family as we are. Final arrangements are being gently provided by Visser Funeral Home of Langley.

It is being called the worst disaster ever recorded in the history of Japan. The Great East Japan Earthquake struck on March 11 with a magnitude of 9.0. As of Aug. 8, 15,683 people were recorded as dead and 4,830 people are still missing. About 150,000 people are forced to live in evacuation shelters or temporary housing and it’s estimated that it may take two years to provide temporary housing to all evacuees. Clinton resident Michiko Struthers went to Japan with her teenage son, Tristan, to help. On their return, Struthers put together a presentation about what is being done and what still needs to be done to help the relief efforts. She will present her slideshow and story in the third Whidbey Japan Benefit at noon Saturday, Oct. 1 at Tahoma One Drop Zen Monastery

volunteering with the RQ Citizens Disaster Relief Network Japan, the nonprofit to which all funds raised so far were donated. This third benefit is made possible through the sponsorship of St. Peter’s Lutheran Church and its nonprofit status. Keast said the folks involved with the benefits for Japan are simply a group of friends who pledged to give longterm support to Japan and its recovery after the earthquake and tsunami hit. She is a member of the Sound Singers, a Mukilteo-based Japanese mixed choir which will sing at the event in the “Gift of Deep Peace” concert. Other entertainers in the concert will include Good and Talia Toni Marcus, Dorothy Mikkel of St. Peter’s Lutheran Church and the youth choir of Whidbey Island Academy. Assistant abbot of the monastery Dairin Zenji will guide a session of the easy way to Zazen (sitting meditation) for beginners following the concert.

DUVALL — South Whidbey’s volleyball team rallied for the third straight match to beat Cedarcrest 3-2, a similar outcome of its victory against Coupeville earlier this week. The Falcons won the final three sets in front of a rowdy crowd at Cedarcrest High School on Thursday. Senior hitter Linden Firethorne again played through a cracked rib to lead the Falcons with 15 kills, seven blocks and seven aces. “I feel like I wasn’t really on, but the rest of the team really pulled through,� Firethorne said. “I’m done winning in five (games), we need to pick it up in the beginning,� she added. The 90-minute match could have ended much earlier, had South Whidbey maintained its lead in the first set. Red Wolves head coach Brandon Jones called the first timeout after the Falcons soared to a 7-1 lead. South Whidbey continued to keep Cedarcrest at bay — 10-5, 12-7, 15-9, 18-11 — until losing the lead 20-21, at which point Falcons head coach Mandy Jones called a timeout. “We had a six point lead and then we were just getting beat on defense,� she said. Our offense was good, but Cedarcrest’s defense was

better.� The Falcons didn’t score another point in the first set and the Red Wolves claimed the opening set 25-20. Explanations for what happened to the Falcons were hard to come by. “Honestly, I have no idea,� Firethorne said. “We were good, and we were good and then all of a sudden we shanked one pass and it was downhill from there.� That loss sent the Falcons into a tailspin for the second set. There was some fight as the teams matched points early: 6-6; 7-7; 8-8; 9-9. Then the Red Wolves kept the lead and extended it to a 25-18 win, pushing South Whidbey to the brink of elimination. “I had to keep my mouth shut that second set because I was so disappointed,� Jones added. “What’s that saying, ‘Better to say nothing at all.’� “I just told them, ‘You go figure it out, because you aren’t listening to me.’� The hands-off approach worked, although a bit later than Jones hoped. Victory was nigh for Cedarcrest, which stifled South Whidbey’s offense early in the third set. The Red Wolves had an 8-3 lead when South Whidbey called a timeout and the seniors spoke up. “We were just saying we need to pick up our passing,� Firethorne said. “We

South Whidbey learned a short memory is a good thing the hard way after a 0-7 loss at Sehome on Friday. The Falcons rebounded to beat Coupeville 5-2 in Langley on Monday. First-year Falcons coach Karyle Kramer changed the rankings again and switched a few players from singles to doubles for both matches. Nathan Riley, a freshman, defeated Coupeville’s fourth-singles player Aaron Curtin, 6-0, 6-2. It was Riley’s first varsity victory. “Nathan is another freshman who has been working hard in practices and earned a chance to play singles for varsity this week,� Kramer said. Noah Frank, another Falcons freshman, stayed at third singles.

He beat Taku Yamauci 6-1, 7-5. South Whidbey’s newly-appointed top two singles players both lost. Cameron Baldwin, a junior, lost to the Wolves’ Nathan Lamb, 1-6, 1-6. SWLL meeting to Shootout saves elect new board Falcons soccer South Whidbey Little

Defenses dominated this week for South Whidbey’s girls soccer team. The Falcons lost 0-1 to Lakewood on Tuesday then beat Coupeville 1-0 in a shootout Thursday. “We played down to Coupeville’s level,� said Falcons head coach Ben Rusch. Through the 40-minute halves, South Whidbey tried to spark its offense. Senior defender Brianna Haimes played upfield late in the game in an attempt to score. Moving a veteran defender to the offense can be risky, but South Whidbey’s coach wasn’t concerned. “I wasn’t really worried we were going to get scored on,� Rusch said. The game went into a

The monastery, which sits on a secluded wooded acreage among its housing and community buildings, maintains a daily schedule of morning and evening meditation, weekend retreats once a month and intensive meditation training twice a year. Members support the local community by providing respite retreats for caregivers and the operation of a home for people who are dying.

Keast said she feels that there are people here on Whidbey Island, such as those who practice the teachings of mindfulness and peace at the monastery, who have a great sympathy for what happened to Japan. The monastery seems the perfect place to hold such a benefit, she noted. “And we have also been grateful for the generosity and kindness the supporting NPOs extended to us,� she said, referring to St. Peter’s Lutheran Church and the RQ Citizen Disaster Relief Network Japan, to which all the funds raised have been sent. “Join us for a time of experiencing serenity and good energy at Tahoma,�

“What I do in the classroom isn’t for test scores. That’s a pretty shallow piece of it.� Whatever the teachers’ opinion of standardized testing, their methods are working. Almost 67 percent of South Whidbey’s 10th grade science students passed the HSPE. That’s a 12 percent increase from the previous year’s scores, and a 23 percent increase from WASL scores in 2008-09. Passing the science exam is still not a graduation requirement in Washington, and Ballog said once it becomes required, scores will improve because students will care more if their diplomas are on the line. Math scores also increased. Algebra students passed at 74.4 percent and geometry students passed at 91.3 percent. “We only had nine students not pass the geometry test out of 104,� said David Nelson, an algebra and statistics teacher. “I think that’s pretty remarkable.� Math testing changed from the WASL in 2008-09 to the HSPE in 2009-10 to the EOC last year. Previously, both algebra and geometry were tested by 10th grade, whether students had taken both classes or not. The EOC exams allow students to be tested near the end of each course, which improves scores. After-school tutoring and requiring students to pass it for graduation were also credited for the increases. “This was the first year kids were actually held accountable,� Nelson said.

“Kids took it more seriously and teachers stressed the importance throughout the semester.� Overall, the local test scores were a mixed bag when compared to the previous testing period. Reading and writing scores declined. Writing remained high at 92.4 percent of students passing, which is well above the 86 percent state average. Reading scores dropped to 85.8 percent, but were still higher than the 82.3 percent state average. “That’s not something that alarms us,� Patton said. “It’s when you have high percentage gains or high percentage losses that you focus on it.� South Whidbey’s reading scores have been in the high 80- to mid 90-percentages since 2005. Consistency is a key point of evaluation for the school’s new leader. “As long as we’re around the same range, and we’re down a couple percentages, we’re not overly concerned, because it’s a new group that gets tested every year,� Patton said. Literacy skills can be reinforced in most of the school’s classes, and a school-wide emphasis on that idea has stabilized those test scores. “Obviously the English department is in the front lead of that,� Patton said. “Literacy is cross-curriculum; it’s part of every department.� Teachers and administrators at the school said conveying the importance of the exams was crucial to the scores. “We just want to make sure that we’re improving on every test score,� Patton said. “It’s something we’re striving to make better.�
