Dangers of Inadequate Mental Health Coverage

W

ell, here we find ourselves in the middle of a Washington State financial meltdown and the resulting very sketchy Medicaid program while we watch the events in Arizona from afar. Arizona, in and of itself, has been an ongoing â&#x20AC;&#x2DC;eventâ&#x20AC;&#x2122; on its own for the past couple of years but now there has been a clear indication of what the cost can be to not treat mental illness and to not medicate for its manifestations. Medicaid, along with several other healthcare carriers, has slowed its payments to participating Providers significantly over the last eight months. The delayed payment problem has been the cause of many participating Providers to end or severely limit their participation with the program. This all comes at a time of the â&#x20AC;&#x2DC;perfect stormâ&#x20AC;&#x2122; of overwhelming change in legislation surrounding the delivery of healthcare to all this Stateâ&#x20AC;&#x2122;s (and the countryâ&#x20AC;&#x2122;s) citizens coupled with an incredibly and seemingly endless downturn in the economy. The effect is that there are really few people who know what to expect in terms of changes to healthcare delivery and claim and payment processes in the next few years. Where will the neediest of patients go now for medical service? Olympic Psychiatric & Wellness Center (OPWC) is very directly concerned for the well being of mental health patients in Kitsap County who are being cut off of special state grants and other funding designated for mental health patients who, for one reason or another, do not also qualify for Medicaid. And Medicaid itself is adjusting benefits downward for mental health services. OPWC is working very hard to develop

a reduced fee or a sliding scale option to assist with the care of these newly unfunded patients. Providing care under the current hard financial realities is very difficult without having the attentive case management that is very often required for this medically underserved population. Without a ready solution and without proper care, mental health patients will again fill our emergency rooms, increase the crime rate and suffer a high rate of job loss. And they will go right back to the local emergency rooms where they have always received at least comfort in the past. Increased use of emergency room services for non-emergency care is exactly the opposite and most expensive outcome the new national health legislation was written to correct. The cost to our State of lowering the level of funded mental health care will, truly, increase again the societal cost of the manifestations of mental illness as we have recently seen. It is very unfortunate that, during this perfect economic and legislative storm, the State and the Medicaid Program are abandoning these patients through poor management of systems and finances and additional payment restraints.

any of the patients seen by OPWC are dual diagnosed patients with a drug or alcohol addiction which is often in remission and with a separate psychiatric diagnosis that likely led to the drug and alcohol abuse. We can expect now that there will be many relapses and it is not a comforting or safe picture we see out there for the next few years. We will be paying the additional cost of this lack of care for many years to come.

Proving the effectiveness of acupuncture

I

f you are like most Americans, youâ&#x20AC;&#x2122;ve probably heard of acupuncture. You understand the basics â&#x20AC;&#x201D; they place tiny needles into different areas of your body. But you probably wonder why they do that? What are they trying to accomplish?

And does it really work?

Acupuncture is the oldest â&#x20AC;&#x201D; and most commonly used â&#x20AC;&#x201D; medical procedure in the world, dating back more than 4000 years. Traditional Chinese Medicine (TCM) encompasses several methods designed to help patients achieve and maintain health. While acupuncture is the most often practiced component of Traditional Chinese Medicine, it is simply that â&#x20AC;&#x201D; a component, an important piece of a much larger puzzle. Along with acupuncture, TCM incorporates adjunctive techniques such as acupressure and moxibustion; manipulative and massage techniques such as tuina and gua sha; herbal medicine; diet and lifestyle changes; meditation; and exercise (often in the form of

qigong or tai chi). According to Acupuncture Today, the World Health Organization (WHO) recognizes the ability of acupuncture and Oriental medicine to treat nearly four dozen common ailments, including neuromusculoskeletal conditions (such as arthritis, neuralgia, insomnia, dizziness, and

neck/shoulder pain); emotional and psychological disorders (such as depression and anxiety); circulatory disorders (such as hypertension, angina pectoris, arteriosclerosis and anemia); addictions to alcohol, nicotine and other drugs; respiratory disorders (such as emphysema, sinusitis, allergies and bronchitis); and gastrointesti-

nal conditions (such as food allergies, ulcers, chronic diarrhea, constipation, indigestion, intestinal weakness, anorexia and gastritis). Brain scans, ultrasound and other techniques have all been used to visually demonstrate the effectiveness of acupuncture. At the University of California at Irvine, researchers have shown that when a needle is placed in a point on the side of the foot that Chinese doctors associate with vision, the visual cortex in the brain â&#x20AC;&#x153;lights upâ&#x20AC;? on fMRI (Functional Magnetic Resonance Imaging) scans. Neuroscientist Seung-Schik Yoo of Brigham and Womenâ&#x20AC;&#x2122;s Hospital in Bostonhas shown that when a needle is placed in a point called Pericardium 6 on the wrist, known in Chinese medicine as a point for nausea, the part of the brain that controls the vestibular system (which affects balance and nausea) lights up on scans. After decades of research, Wolverton asserts that beside aesthetics, research reveals that the mere presence of plants has been proven to â&#x20AC;&#x153;lessen environmental pollution, increase labor productivity and reduce the cost of health care.â&#x20AC;?

Whatâ&#x20AC;&#x2122;s in the air? Modern life depends on technology, but ordinary products like paints, tobacco smoke, printer inks and even carpets hold hidden dangers that plants can help reduce. Today, there are over 80,000 synthetic chemicals that emit offgases. Formaldehyde is one of the leading chemical compounds found in indoor air emissions and is a component in paper products, paints, upholstery, drapes and pressed wood products, Wolverton notes. They absorb toxins into the leaves and root zone where theyâ&#x20AC;&#x2122;re turned into nutrients. Some tropical plants actually suppress airborne mold. Researchers at Washington State University studied the impact of indoor houseplants on dust reduction in office spaces.

Teach your children to wash their hands while singing â&#x20AC;&#x153;Wash, wash, wash your hands, wash them every day. Wash them with water and wash them with soap to wash the germs awayâ&#x20AC;? to the tune of â&#x20AC;&#x153;Row, row, row your boat.â&#x20AC;? Then follow up with a soothing lotion.
