June 8th, 2012 Workshop preparation Minutes of the steering committee, June 6th, 2012 Attending: Cf. table with members of the steering committee --Context This second meeting aimed at moving forward with the content and the format of the workshop with all participants. Reminder: the CMI and EM5 partners are willing to organize and finance a technical workshop in Egypt while mobilizing adequate international expertise to support the Egyptian authorities in their policy making process. First discussions with the Egyptian Ministry of International Cooperation on the workshop took place in late 20111. Experts intervening during the workshop could stay for an additional day to consult with Egyptian partners interested as well as donors active in Egypt to help structure projects. Objectives of the meeting: The steering committee of June 6th, 2012 covered the following points: o (i) validation of the 4 themes to be addressed in the 4 sessions, o (ii) choice of the dates and confirmation of the format of the workshop, o (iii) discussion on the format of the kick off session of the workshop for the 1st evening (3 or 4 official speeches maximum, including CMI, and a presentation of the agenda), o (iv) selection of the sessions’ organizers, o (v) discussion on the logistical aspects of the workshop. Decisions taken: Themes of the Workshop: 1. Increasing the number of jobs: Programs addressing labour demand to create jobs through (1) promoting entrepreneurship /self-employment and (2) promotion of public works/ labor intensive programs, fast impact projects, … 2. Measures to support pathways into work for young people and women: Programs addressing labour market mediation and incentives through efficient employment centers, coaching services, job search support, conditional cash transfers, social networks... 3. Labour market information, information surveys (missing skills, data, etc.) Programs addressing labour market information improve the functioning of the labour market and link demand and supply through better matching services. 4. Technical education and vocational training strategy: Programs addressing labour supply to foster employability of young people (by providing skill training and improving the educational system, certifications, etc.) and match market needs. 1
