May 12 2012 Workshop preparation Minutes of the steering committee, May 3rd, 2012 Attending: Cf. table with members of the steering committee --Context This first meeting aims at presenting the CMI and EM5 (cf. concept note) to all participants, and at launching the preparation of the Cairo workshop on employment.

The CMI and EM5 partners are willing to organize and finance a technical workshop in Egypt while mobilizing adequate international expertise to support the Egyptian authorities in their policy making process. First discussions with the Egyptian Ministry of International Cooperation on the workshop took place in late 20111.

Experts that intervene during the workshop could stay for an additional day to consult with Egyptian partners interested as well as donors active on Egypt to help structure projects.

Objectives of the meeting: The steering committee of May 3rd, 2012 covered the following points: -

CMI activities and the rationale behind EM5 program and the Cairo workshop ; Themes to be discussed during the workshop ; Logistics and organisation issues.

Following a short presentation of the CMI and of EM5, all partners agreed on the rationale behind the organisation to the workshop (i.e. working on labour market issues with the Egyptian context in mind) and on a tentative date (last week of September 2012). The workshop is a two-day A brainstorming took place on the themes to be discussed during the workshop; comments and interventions from the steering committee, and in particular Egyptian representatives, focused on: o Labour intensive programs, self employment schemes. o Job matching, training, skills gap, competencies needed for an effective integration into the labour market. Vocational training and technical education issues. o Service provision for business creation. Employment and financial services.

Entrepreneurship o Market information/labour market information/assess the gap between graduates and labour market needs. Information generation/surveys and dissemination. o Work for cash. Subsidies and transfers (how to activate social transfers. Labour market policies (active and effective policies)

The revised note presenting the workshop reflects those discussions and is attached for comments.

The World Bank, the ILO and European Union all confirmed their interest and desire to work and contribute to the workshop. They will put their expertise and means to support the success of the event.

CMI will financially support part of the costs associated with the organization of this workshop (translation, printing of documents, room rental, drinks and beverage, lunch, etc.).

A discussion regarding the public to be targeted enfolded. The number of participants (around 40) is convenient given that the targeted audience of the workshop is primarily decision makers (high-level civil servants) but also unions, associations involved in the implementation of these policies and to facilitate the decision-making process.

Next steps: -

All partners should jointly agree on the workshop presentation note and themes to be discussed during the 4 sessions of the core day of the workshop (one theme per session with 2 presentations showing elements and experiences of interest for the Egyptian context)

All partners should also all agree on the dates (for now the last week of September is earmarked) and the format (a kick off evening with a one-day workshop and a one-day dedicated to meetings on demand seems to be adequate, nonetheless other suggestions would be proposed and discussed in the next steering committee meeting);

The next steering committee will take place on June 6th at 4.00 PM (Marseille, Paris and Cairo), 10.00 AM (Washington D.C.), by videoconference between Cairo, Marseille, Paris and Washington D.C.

Agenda for the next steering committee meeting: o (i) validation of the 4 themes to be addressed in the 4 sessions, o (ii) choice of the dates and confirmation of the format of the workshop, o (iii) discussion on the format of the kick off session of the workshop for the 1 st evening (3 or 4 official speeches maximum, including CMI, and a presentation of the agenda), o (iv) selection of the sessions’ organizers, o (v) work on the logistical aspects of the workshop.

To do before the next steering committee: • • • •

All partners: react and make tracked changes in the presentation note of the workshop, with the choice of the 4 topics of the sessions and the 2 types of tools and experiences to be shared per session. To be sent by May 24th, 2012.

All partners: Think about potential experts to invite to speak at the workshop, in close relation to the themes (or experiences in which they have interest and for which experts would be invited), as well as the attendees to the workshop.

Ministry of Planning and International Cooperation: inform other Egyptian authorities of the workshop and themes treated.

CMI: secure the funds earmarked for the workshop.
