The Independent Hajj Reporters (IHR), a civil society organisation that monitors and reports Hajj and Umrah operations, has received the phase one of the 2022 Hajj performance reports from its volunteers.IHRsaid it had recruited some experienced Hajj administrators and experts from various fields to help collate data on the performance of Nigerian states muslim pilgrims’ welfare boards, Private Tour Operators and other Hajj service providers with a view to appreciating them after the 2022 Hajj exercise. A statement signed by its National Coordinator, Malam Ibrahim Muhammed, on Monday said the CSO appreciated the efforts put in place by the team. He also commended them for the comprehensive report in spite of the short period given to them and the enormity of the task.IHR also said it will interface with the Inspectorate, Evaluation and Compliance Department of the National Hajj Commission of Nigeria (NAHCON) to assess the pre-Hajj policy compliance records to complement the report it has before selection of the prospective awardees. Since its creation in 2003, IHR has instituted an annual post-Hajj service delivery recognition event to serve as a motivation and appreciation to those who excelled in various services rendered to Nigerian pilgrims both at home and in Saudi Arabia. In spite of the various challenges of 2022 Hajj, some NAHCON constituted committees; states pilgrims’ welfare boards, private Tour Operators and service providers muscled the obstacles and serve pilgrims diligently. The Minister said that with the signing of the MoU, the Set Up Boxes (decoders) of NTA-Star will now have multiple encryptions, which will enable viewers to enjoy FreeTV content alongside paid content, stressing that the MoU will open the floodgates for channels to be licensed by NBC, thereby creating jobs and enhancing television experience with quality and compelling content. He explained that the decision to transition from analogue to digital television, following a treaty that was signed at the Regional Radiocommunication Conference (RRC-06) in Geneva, Switzerland, on June 16, 2006, is aimed at creating a more equitable, just and peoplecentered information society, which will connect underserved populations and remote communities, thereby bridging the digital divide. “The key benefits of digital television broadcasting are: Wider choice in TV and radio channels; Improved picture, e.g. HD, UHD and High-Fidelity sound; Greater flexibility with the potential for portable and mobile reception; Enhanced information services including the Electronic Programming Guide or enhanced ‘teletext’ services (with enhanced graphics); Potential for interactivity; and Increased market competition and innovation, thanks to the potential arrival of new entrants at different levels in the value-chain, for instance new service providers, broadcasters, etc,” Alhaji Mohammed said.

The Minister, who witnessed the signing of the MoU in Abuja on Monday, said the DSO is now on a fasttrack as ITS will henceforth utilize the facilities and structures of NTA-Star for distribution of the DSO signals. “The MoU that has just been signed will fast-rack our rollout and take the DSO to a higher pedestal. That’s why I described it as a game changer. With this MoU, ITS will utilize the structures and facilities of NTA-Star, a terrestrial PayTV platform, spread across the country, for signal distribution. In other words, ITS will henceforth become the Signal Distributor in the structure of NTA-Star,” he Mohammedsaid.said that in essence, the signing of the MoU has given effect to the Whitepaper on the DSO, which bars terrestrial payTV from selfcarriage in Nigeria. He said NTA-Star, which has over 70 transmission sites spread across 35 states and the FCT, has effectively covered a large portion of this country with their signals, adding that the Federal Government would strive to cover at least 70% of the country with Digital Terrestrial Television (DTT) signal and then deploy Direct To Home (DTH) to provide 30% signal to areas in difficult terrains such as riverine and mountainous areas.

Lassa fever may also induce serious long-lasting effects in survivors. As many as one-third of those infected suffer hearing loss or other neurological complications.

The Nigeria Centre for Disease Control (NCDC), has confirmed 13 additional new cases of Lassa fever in seven days from five states, which are; Ondo, Edo, Kogi, Ebonyi andTheImo.NCDC in its epidemiological report made available to the News Agency of Nigeria(NAN) on Monday, said that since the beginning of 2022, 70 per cent of infections had come from three states: Ondo (31 per cent), Edo (26 per cent) and Bauchi (13 per cent).NAN reports that Lassa fever is an acute viral haemorrhagic illness caused by the Lassa virus. People usually become infected with the Lassa virus through exposure to food or household items contaminated with urine or faeces of infected rats – present in several West African countries where the disease is endemic.The virus could also be spread through infected bodily fluids.

It said that the male-to-female ratio for confirmed cases was 1:0.8. “The number of suspected cases has increased compared to that reported for the same period in 2021. “No new Healthcare worker affected in the reporting week 31,” it said.The NCDC, however, said that the National Lassa fever multi-partner, multi-sectoral Technical Working Group (TWG) had continued to coordinate the response activities at all levels.NAN recalled that the number of suspected cases had increased compared to that reported for the same period in Meanwhile,2021.the agency did not state if there were any new Healthcare workers affected in reporting week 31. Lassa fever was first discovered in Nigeria when two missionary nurses became ill with the virus in 1969. Its name is derived from the village of Lassa, where it was first documented. Lassa fever is a viral infection carried by the multimammate rat Mastomys natalensis (M. natalensis). This is one of the most common rodents in equatorial Africa, found across much of sub-Saharan Africa. Lassa fever mainly occurs in Sierra Leone, Liberia, Guinea, and Nigeria. However, the Mastomys rat is common in neighbouring countries, so these areas are also at risk. Once a Mastomys rat is infected with the virus, it can excrete trusted sources of the virus in its faeces and urine, potentially for the rest of its

Outside of Africa, 98% of cases are among men who have sex with men. With a limited global supply of vaccines, authorities are racing to stop monkeypox before it becomes entrenched. WHO has, however, warned against supply discrimination.Withincreasing numbers of monkeypox virus among 1.3 billion people, African health experts have expressed worriness over lack of appropriate vaccines to contain the outbreak in Africa. That however in mid-August, the acting director of the Africa Centers for Disease Control and Prevention, Ahmed Ogwell, said there two partners “largely multilateral institutions and nonAfrican governments” have shown some interest in helping out with manufacturing of vaccines without offering detailed information. “Let us get vaccines onto the continent,” Ogwell, said in a weekly media briefing pointing to another instance of 1.3 billion people on the continent without access to a vaccine, as it has been with the Covid-19 pandemic. Africa remains the only part of the world with no doses of the vaccine, according to the Africa Centers for Disease Control and Prevention. More monkeypox deaths have been reported on the African continent this year than anywhere in the world. Since May, nearly 90 countries have reported more than 31,000 cases. At least 2,947 monkeypox cases have been reported in 11 African countries this year, including 104 deaths, but most of the cases reported are suspect ones because the African continent also lacks enough diagnostic resources for thorough testing, the Africa CDC director Ogwell said. The lack of vaccine doses and shortage of diagnostics is an echo of the challenges that Africa’s 54 countries faced for months during the Covid-19 pandemic as richer countries elsewhere raced to secure supplies. Given the continuous spread of the monkeypox virus especially in central and west African regions, raises the question of exploring the accesibility of vaccine supply. It relates closely plans to provide educational materials and educating the public about the virus spread, the risk of contracting it (means of transmission) – there has to be a stark acknowledgment of a preventive approach. Although the current explosion of cases has occurred in men, experts say there is no biological reason the virus will remain largely within the community of men who have sex with men. “We certainly know it’s going to spread to family members and to other non-male partners that people have,” said Dr. Jay Varma, director of the Cornell Center for Pandemic Prevention and Response. The real question, he said, is whether it spreads as efficiently in those groups as it does among close sexual networks of men who have sex with men. But it’s spreading from the same failures. The expert explained that monkeypox a well-studied disease: In the past, it has been concentrated primarily in rural West or Central Africa and transmitted from a bush animal to a person, who then would spread it to limited family members in close contact. During the 2003 outbreak in the U.S., people caught it directly from pet prairie dogs that got infected by small mammals imported from West Africa. None of the U.S. cases that year spread to another person. In contrast, the recent outbreak is spreading more widely personto-person. But if governments take the right steps and help block transmission by giving key resources to those most at risk – currently gay and queer men – monkeypox can be contained. The global alarm sounded on this virus should be a warning to intervene now while the disease is manageable and take steps to limit future outbreaks, two goals well within reach. Monkeypox was first detected among monkeys kept in a Denmark laboratory in 1958. Only in 1970 did doctors record a human case, indicating that monkeypox could also infect people. The disease, which closely resembles smallpox, wasn’t distinguished as a separate infection until smallpox was nearly eliminated. Smallpox vaccination campaigns kept both diseases at bay until 1980, when the World Health Organization declared smallpox eradicated and vaccination campaigns ended. Smallpox spread only through humans, with no animal population keeping it alive. It evolved over millennia to become a true human specialist, effective at transmission and overcoming immunity. Centuries of an arms race in Africa, Asia and Europe allowed the smallpox virus to fine-tune its attacks on the human immune system. When it burst into the previously unexposed populations of the Western hemisphere via European invaders, the sharpened teeth of smallpox met no resistance. Some scholars estimate that 90% of native Americans died of it. That monkeypox is spreading rapidly is undeniable. While monkeypox isn’t at this point a truly sexually transmitted disease like gonorrhea or syphilis, sexual contact has driven this outbreak. Monkeypox spreads through intimate physical contact, including direct contact with monkeypox pustules loaded with virus. People may not realize that their malaise is monkeypox in its early phase. Although anyone touching an infected person or their sheets, clothing and towels could theoretically catch monkeypox, the highest risk remains in concentrated networks of friends, companions and lovers. The scandal of monkeypox is that this worldwide outbreak has happened at all. An epidemic has persisted in Nigeria since 2017. A more deadly strain has caused thousands of suspected cases and likely killed hundreds in the Democratic Republic of Congo (DRC). We have for years had the capacity to vaccinate those most at risk via two doses of Jynneos, the safer, updated version of the old smallpox vaccine. But we haven’t done so, and now the virus has reached the Western world. Now millions of doses have been ordered for the U.S. alone – and none yet for Africa. Why do we in the West only pay attention when a disease outbreak directly threatens us? That’s the real outrage, the real question. The only answer is a more global approach to health, a recognition that when disease breaks out in one part of the world, it often will – as Covid and now monkeypox have shown us – affect us all. I must confess that scientific research is much better now with TETFund funding some of our researches. Nevertheless, the low level of funding, for instance, one, two or three million naira research grants will not be enough to conduct any meaningful research. Hence, what we see in biochemistry journals is a lot of “effect of X on Y.” Many of us have published these kinds of papers just for promotion and nothing else. Papers and award-chasing are now what characterize the typical Nigerian lecturer.The TETFund 2016 Budget was N213.4b, with only a small part of this devoted to research while most went into capital expenditures and training. Nigeria’s total Federal Government 2018 budget of N9.12 trillion is less than the amount the United States spends for medical research alone. The 2018 budget for the USA National Institutes of Health (NIH) is $37 billion (about N11.5 trillion); National Science Foundation (NSF), $7.8 billion (about N2.5 trillion); and NASA, $20.7 billion (about N6.5 trillion). The USA budget for 2018 is S4.094 trillion which is about 1,250 trillion naira (not 10 times but a whopping 140 times Nigerian budget). What a Consideringdifference! the state of our economy, our research must be linked to industries. Our institutions must partner with industries and source for research funding from them. For example, about 20% of the research funding at the National University of Seoul, South Korea is sourced from industries

Surely, it is our collective responsibility to ensure that our schools work and our children are properly educated at the right time. But in this particular case, if the state fails to do the needful, it will again dispatch another sign of a people unmindful of the fact that our children enjoys the right to education as recognized by a number of international conventions, including the International Covenant on Economic, Social and Cultural Rights which recognizes a compulsory primary education for all, an obligation to develop secondary education accessible to all, as well as progressive introduction of free higher education/ obligation to develop equitable access to higher education. Most importantly, not taking action to address the situation will simply mean our youths/nation by extension is faced with a bleak future. There are so much we import that we can easily make in Nigeria. Are we not ashamed that we import enzymes, vitamins, hormones and organic acids into Nigeria? Can we not practice some of what we teach by producing these biochemicals in Nigeria? On the contrary, we export so many assays like paternity tests abroad that we can easily carry out in Nigeria. We lose so much foreign exchange. If you are Muhammadu Buhari, the President of Nigeria, will you be happy with Nigerian biochemists? Many of us got the Federal Government postgraduate and now TETFund scholarships to study for our masters and PhDs. But, the question is, ‘what have we given back to Nigeria in appreciation?’ We import so much into Nigeria today, that it has become so embarrassing. Many industries are closing, and several service firms are folding up. So many things are wrong, and we lecturers and professors are part of the problem. How many of us have real industrial experience that qualifies us to teach industrial biochemistry? Why can we not engage our colleagues in industries to teach part of our industrial biochemistry courses with us? Do we really know what is currently happening in Nigerian and international industries or we are just teaching what is in the stale textbooks? Why are we so happy to quote foreign companies as the source of our chemicals and equipment? We should patronize indigenous companies and laboratories. How many of you have joined your local chamber of commerce and industry like I have done? There is no doubt that we need some encouragement like what China is giving to its industries if we are to have real strong companies in Nigeria. But we must not wait for such governmental encouragements. We must do what we can; we need to refocus some of our research into those areas that will lead to products and services that we can commercialize and profit from financially. But what should we really do? It is now time to rethink and refocus our research such that it will contribute meaningfully to the Nigerian economy. We must conduct investigations that will lead to products or processes that we can point to instead of chasing awards, papers and promotion. Commercialization of research output should be given a priority. Researchers should be encouraged to pursue patents in addition to papers so that they can benefit financially from the research. Also, there is need to introduce challenge researches. Here, scientists, policy makers, industries and stakeholders will identify real problems that we need to tackle. TETFUND and other donor agencies will call for proposals and fund the ones that will lead to solution thereby creating products and services, and ultimately jobs. In addition, there is need for the establishment of strong research collaborations and consortiums. Instead of giving each individual researcher two million naira for research which will end up in a meaningless promotionfocused paper, scientists with different expertise should collaborate to solve specific problems or create products and services that will promote the economy and society. Meaningful grants of at least N500m should be given to consortium of a minimum of 10 collaborating scientists that come from different fields and universities (including research institutes) to solve specific problems or create some novel products. Such call for proposals should be made public and a national panel of experts should screen them and recommend the outstanding ones for Biochemistsfunding. can work with agricultural biotechnologists to develop herbicide resistant cassava. Nigeria can easily triple its cassava production if we have herbicide resistant cassava that will save a lot of labour. I have published two reviews where I argued that cassava should be considered as white gold because it is the future of starch and it is going to serve as the substrate for several industries in Nigeria. As an optimist and futurist, I still stand by my prediction. Unlike before, we now have several molecular biologists in Nigeria. What does it take to develop a transgenic plant? Several universities and research institutes have most of the required equipment and several of us have the skills to conduct such experiments. All that is required is the boost; assemble the experts, provide the consumables and give them a deadline. Believe me, we can do this. We can improve most crops in Nigeria if the funding is provided. Nigerian molecular biologists are waiting for the call. We have been producing alcohol from different raw materials in Nigeria since pre-historic times. And we have so many grains and tubers to use as substrates for alcohol production. Then why are we still importing industrial alcohol into Nigeria? I think some of us including engineers, microbiologists and economists should come up with proposals to establish mini-alcohol production plants from cassava and other tubers and grains in all parts of Nigeria. Imagine how many jobs that will be Cancreated!wenot produce better antimalaria drugs and even work towards the eradication of malaria? Nigerians have been publishing papers on anti-malarial plants since the 1960s; yet there is no real commercial Nigerian made drugs in the market. We have investigated so many medicinal herbs from all parts of Nigeria. I am confident that with good funding and encouragement, we can produce combined anti-malarial drugs with better efficacy than the current artemisinin-based drugs that we now import. And what can we as biochemists contribute towards the total eradication of malaria? Now that is food for thought. “Nigerian Government to import grass from Brazil” is the headline of a 2017 newspaper article. What a shame! Cows need to eat grass, but it is sickening to even imagine that we need to import grass to feed our cattle. We have conducted several investigations and published several articles on animal feeds in Delta State University. My colleagues and I have identified an alpha-amylase from Aspergillus niger from cassava undergoing spoilage. Oyoko Primary School: An avoidable saga

These efforts notwithstanding, the truth is that the state leadership is bound to face confusion in their minds and may not be able to finish strong as presently envisaged if they allow this present reality at Oyoko and other schools to flourish unaddressed. For me, I think the Oyoko primary school saga was avoidable if only government’s attention was drawn to it by those who should know. Another urgent reason why the state government needs to intervene, reassess this process and address the present injustice is the hidden awareness that the Oyoko experience may be one out of many other numerous sad commentaries in the state. While the Oyoko case exists in the open, many others may in a covert/ subtle manner be in that condition. If the Oyoko experience is a challenge, others may be a challenge. More touchingly, that such a ‘learning environment’ still exists in the state could be considered a sure sign that the state did not learn any lesson from the ghastly experience recorded a few years ago at Okotie Eboh Primary school, Sapele area of the state or may have allowed such experience go with political winds.

By Jerome-Mario Chijioke Utomi As a background to this piece, it is important to underline that this author would be the very last person to insinuate that Governor Ifeanyi Okowa, the Executive Governor of Delta state, has not done good things as Governor of the state-that would be a lie from the pit of hell, itself. Aside from demonstrating this fact in my previous opinion articles, commentaries and interventions which favoured or supported policies, actions, inactions and decisions of the Delta State government, I have recently argued that he(the Governor) is not only eminently qualified to be the nation’s Vice President and would stupendously perform if such feat is achieved.However, like every media professional, while this piece will continue to support the fundamental needs of the state and, the positive purpose of the elected government if such policies by the state actors will not in any way dent or obstruct the people from becoming keen to acquire skills and disciplines of developed nations, it will however, not support a policy/ action based on sentiment or allow sentiment to determine its judgments. A typical example of such an exception is the pictures of the sorry state of Oyoko Primary School, Abavo, Ika South Local Government Area of the state currently in circulation. The disturbing pictures showed visibly distressed structures, dilapidated classrooms laced with fallen ceilings, windows and doors. The Youth of St. Mulumba, Abuja Sub-Council, a faithbased organisation and other stakeholders have called for intensified efforts in preventing the menace of drug and illicit substance abuse in the country.

The National Project Officer of United Nations Office on Drugs and Crime (UNODC), Dr Akanidomo Ibanga, who was a guess speaker at the event, also urged faith based organisations to accelerate preventive measures against drug abuse and illicit substance in the country. Ibanga said that preventive measures were important as rehabilitation centres currently available in the country were insufficient to cater for numbers of those who needed rehabilitation. He said that currently there were 87 treatment centres with about 2,000 beds, while survey showed that not less than 3,000 persons needed treatment from drugs and substance abuse related issues. “We are calling on the faith based organisations to do their part, basically to continue to invest in evidence based prevention, care and invest in rehabilitation and reintegration of people who are involved in drugs and substance abuse back to the society,” he said. He also called for establishment of dropping centres, where people could easily approach to drop those involved in drug abuse for care, treatment and rehabilitation. Ibanga also called for inclusive care and rehabilitation, especially for women involved in drug abuse. Another Guest Speaker, Mrs Oluchi Nweke, urged the youth to reject drug abuse no matter the influence. Nweke, who is an Assistant Commander of Narcotics (CAN) PSO Treatment and Rehabilitation at the National Drug Law Enforcement Agency (NDLEA), said that the increasing rate of hard drugs consumption among youths was worrisome.Nweke said that substance abuse possessed great danger that threatened stability, unity and development of any nation. She said that drug abuse did not only destroy major organs of the body including brain, heart, liver and kidney, it also affected the well-being of people addicted to it, thereby affecting their contributions to national development and security.“Itis increasingly recognised that there is a strong relationship between drugs/substance abuse and national security.”

The Osun State Independent Electoral Commission (OSSIEC) has scheduled the Local Government elections in the state for October 15, 2022. The Chairman of the Commission, Segun Oladitan, disclosed this on Monday during a press conference at the OSSIEC office in Osogbo, the state capital. Oladitan said he was aware of the suit challenging the conduct of the polls before the exit of the incumbent Governor Gboyega Oyetola in November but noted that any individual or party who is displeased should allow the court to do its duties. He said the mode of the election would be presidential where there would be elections for the office of the chairman and that of the secretary separately, unlike what was obtainable in the parliamentary system which was hitherto in operation in the state. Explaining why the election was not conducted since the Commission was created in 2020, Oladitan blamed “court litigations, COVID-19 pandemic, End-SARS saga and necessary enabling Law.” Oladitan said the Commission had been making necessary contacts with relevant stakeholders and carrying out in-house preparations for the conduct of local government elections.“TheState House of Assembly had recently enacted Osun State Independent Electoral Commission Law 2022 which had been duly assented to by the Governor. The SEC Executive Commission disclosed that the National Assembly is currently in the process of amending the Investments and Securities Act 2007 to make it in tune in current realities.“We are in the process of amending our enabling law and it has reached an advanced stage in the National Assembly. There is need to review the law because a lot has happened since the law came into effect in 2007. The essence is to capture all new developments that have taken place in the market within the period. Since the last review in 2007 a lot has happened like Covid-19, technology has taken a bolder stand. Even within the market there are a lot of other innovative instruments that have come which the law at that time did not envisage. Again, there is nothing cast in stone and we have to keep evolving to ensure we are adequately backed by the relevant sections of the law to enable us carry out our functions. “The issue of transfer of assets was not as aggressive as it is now, we did not even have so much Automated Teller Machines at the time, but that is not the case today. A lot of things are now being done digitally and the plan did not envisage all those. There are some other activities and laws that impact on the capital market and we need to keep looking at our regulations to avoid a disconnect. We need to constantly evolve. He stated that it is the desire of the Commission to be in tune with current realities that also necessitated the review of the capital market master plan which came into effect in 2014. “The plan came into effect in 2014 and was meant to run till 2025. But now we are half way through and we saw the need to amend it. The National Bureau of Statistics (NBS) said this on Monday in its consumer price index (CPI) report for July 2022. The figure is also 2.27 percent points higher compared to the rate recorded in July 2021, which was 17.38 percent. The development means that the headline inflation rate increased in July 2022 compared to the same month in the previous year (July 2022). According to the report, increases were recorded in all classifications of individual consumption according to purpose (COICOP) divisions that yielded the headline index. “On a month-on-month basis, the Headline inflation rate in July 2022 was 1.817 %, which was 0.001% higher than the rate recorded in June 2022 (1.816 %),” the report reads. “The percentage change in the average CPI for the twelve months period ending July 2022 over the average of the CPI for the previous twelve months period was 16.75%, showing a 0.46% increase compared to 16.30% recorded in July 2021.”FOOD INFLATION HITS 22% AS PRICES OF BREAD SOAR The report added that food inflation rose to 22.02 percent in July, an uptick compared to 20.60 percent in June. This rise in the food index was caused by increases in prices of bread and cereals, food products, potatoes, yam and other tubers, meat, fish, oil, and fat. “On a month-on-month basis, the food inflation rate in July was 2.04%, this was a 0.01% insignificant decline compared to the rate recorded in June 2022 (2.05%),” the report adds. “This decline is attributed to a reduction in the prices of some food items like tubers, maize, garri, and vegetables.”

Ibraheem, NMDPRA’s regional coordinator, disclosed this in Yola on Monday. Mr Ibraheem explained that the remaining filling stations that could not complete the renewal of their licences were waiting for tax clearance certificates from the Federal Inland Revenue Service. He explained that the agency would not renew operations documents of a retail outlet without an accompanying tax clearance certificate, stressing that it would not compromise the basic policy requirements. He stated that challenges facing the agency’s operational activities included unnecessary objections from communities in building new petrol stations even after due processes were observed.Thecoordinator emphasised that the agency had since prohibited siting of filling stations within the radius of 20km to the borders, and operational licences of stations close to borders were suspended.Headded that the initiative was aimed at curbing the smuggling of petroleum products to Cameroon and other neighbouring border towns, saying the agency appreciated the efforts of the Nigerian Customs for their support on this issue. Mr Urhoghide-led committee said it discovered that the agency’s management failed to produce relevant documents to justify the alleged spending between January and December 2013. However, the NSITF boss told the committee that he informed the agency’s past management officers to help answer the query with the necessary documents. The committee began its probe following a query by the Office of the Auditor-General of the Federation in its 2018 audit report. The office said the N17.158 billion represented the total money the agency transferred from its Skye and First Bank accounts into various untraceable accounts belonging to individuals and companies between January and December “Management2013.of NSITF, as shown in statements of account number 1750011691 with Skye Bank Plc, for the period January 1, 2013, to December 20 2013, and statements of account number 2001754610 with First Bank Plc for the period January 7, 2013, to February 28, 2013, transferred amounts totalling N17,158,883,034.69 to some persons and companies from these accounts. However, payment vouchers relating to the transfers, together with their supporting documents, were not provided for audit. Consequently, the purpose(s) for the transfers could not be authenticated,” the query said. In the audit report, 50 different queries bordering on the alleged misappropriation of funds were raised against the agency.

The shipment will take place after it finishes loading more than 23,000 metric tonnes of wheat in the Ukrainian port of Pivdennyi. Brown said the grain was “urgently needed in Ethiopia”. The Forum however, expressed confidence in the Independent National Electoral Commission (INEC) results of the 12 December, 2022 Council elections, which gave victory to the incumbent Chairman, Hon. AMAC Chairmanship tussle: Forum faults Maikalangu’s Sack

More than 78 percent of people from around the world believe the Chinese economy has injected vitality into the global economy over the past decade and has become the engine of the world economy, according to a joint survey conducted by CGTN Think Tank and the Chinese Institute of Public Opinion at Renmin University of China. The survey interviewed respondents who are 38.64 years old on average from developed countries such as the U.S., the UK, France, Germany, Canada, Australia, New Zealand, Japan, South Korea and Singapore, as well as developing countries like Brazil, Argentina, Mexico, Thailand, India, Pakistan, United Arab Emirates, Egypt, Nigeria, Kenya and South Africa. Over half of the respondents have higher education, with 54.71 percent having a bachelor’s degree or above, of which 15.22 percent are masters and doctors. The survey showed that 91.46 percent of respondents from Africa spoke highly of China’s economic achievements. Europe followed closely with a share of 81.6 percent, while North America ranked third with 78.09Peoplepercent.from countries in the Belt and Road Initiative (BRI) spoke highly of China’s economic achievements. Meanwhile, 84.02 percent of respondents from developing countries have confidence in the Chinese economy, more than those from developed countries. An airfield, which one year ago was the scene of a panicked tide of people desperate to escape, is now much quieter and cleaner. Rows of white Taliban flags flutter in a summer’s breeze - billboards of the old famous faces have been paintedWhatover.lies beyond this gateway to a country which was turned upside down by a swift Taliban takeover?Kabul, where women are told to give their jobs to men The messages are startling, to say the “Theyleast.want me to give my job to my brother,” writes one woman on a messaging platform. “We earned our positions with our experience and education… if we accept this it means we have betrayed ourselves,” declares another.I’msitting down with a few former senior civil servants from the finance ministry who share theirThey’remessages.part of a group of more than 60 women, many from the Afghanistan Revenue Directorate, who banded together after being ordered to go home last August. They say Taliban officials then told them: Send CVs of your male relatives who can apply for your jobs.“This is my job,” insists one woman who, like all women in this group, anxiously asks for her identity to be hidden. “I worked with so much difficulty for more than 17 years to get this job and finish my master’s degree. Now we are back to zero.” On a telephone call from outside Afghanistan, we’re joined by Amina Ahmady, former director general of the Directorate. She’s managed to leave, but that’s not a way out either. “We are losing our identity,” she laments. “The only place we can keep it is in our own country.” Their group’s grand title“Women Leaders of Afghanistan” - gives them strength; what they want is their jobs. They’re the women who seized new spaces for education and job opportunities during two decades of international engagement which ended with Taliban rule. Taliban officials say women are still working. Those who do are mainly medical staff, educators and security workers including at the airport - spaces where women frequent.TheTaliban also emphasise that women, who once held about a quarter of the government’s jobs, are still being paid - albeit a small fraction of their salary. A former civil servant tells me how she was stopped on the street by a Talib guard who criticised her Islamic head cover, or hijab, although she was fully covered. “You’ve got more important problems to solve than hijab,” she shot back - another moment of women’s determination to fight for their rights, within Islam. Fears of famine weigh on rural GhorThe scene seems idyllic. Sheaves of golden wheat shimmer in a summer’s sun in the remote central highlands of Afghanistan. You can hear a gentle lowing of cows.Eighteen-year-old Noor Mohammad and 25-year-old Ahmad keep swinging their sickles to clear a remaining patch of grain. “There’s much less wheat this year because of drought,” Noor remarks, sweat and dirt streaking his young face. “But it’s the only job I could find.” A harvested field stretches into the distance behind us. It’s been 10 days of backbreaking work by two men in the prime of their life for the equivalent of $2 (£1.65) a day. “I was studying electrical engineering but had to drop out to support my family,” he explains. His regret is palpable. Ahmad’s story is just as painful. “I sold my motorbike to go to Iran but I couldn’t find work,” he explains.Seasonal work in neighbouring Iran used to be an answer for those in one of Afghanistan’s poorest provinces. A former-shadow deputy governor during the war, he gruffly shares all his woes. “All these problems make me sad,” he says, listing poverty, bad roads, lack of access to hospitals and schools not operating properly.Theend of the war means more aid agencies are now working here, including in districts out-ofbounds before. Earlier this year, famine conditions were detected in two of Ghor’s most distant districts.But the war isn’t over for Governor Din Dost. He says he was imprisoned and tortured by US forces. “Don’t give us more pain,” he asserts. “We don’t need help from the West.”

From Kabul and beyond, a year of Taliban rule in Afghanistan

“Why is the West always interfering?” he demands. “We don’t question how you treat your women or men.”

In the days that follow, we visit a school and a malnutrition clinic, accompanied by members of his team.“Afghanistan needs attention,” says the Taliban’s young universityeducated Health Director Abdul Satar Mafaq who seems to sound a more pragmatic note. “We have to save people’s lives and it doesn’t need to involve politics.” I remember what Noor Mohammad told me in the wheat field. “Poverty and famine is also a fight and it’s bigger than the gunfights.” Star student shut out of class in HeratEighteen-year-old Sohaila is fizzing with excitement. I follow her down a darkened stairwell into the basement floor of the women-only market in Herat, the ancient western city long known for its more open culture, its science and creativity. It’s the first day this bazaar is open - the Taliban shuttered it last year, Covid-19 the year before. We peer through the glass frontage of her family’s dress shop which isn’t ready yet. A row of sewing machines sits in the corner, red heart balloons hang from the ceiling.“Ten years ago, my sister started this shop when she was 18 years old,” Sohaila tells me, sharing a capsule history of her mother and grandmother’s stitching of brightly-patterned traditional Kuchi dresses. Her sister had also opened an internet club and a restaurant too. There’s a quiet hum of activity in this women’s only space. Some are stocking their shelves, others gossiping as they linger over jewellery and embroidered garb. The premises are poorly lit, but in this gloom, there’s a shaft of light for women who’ve spent all too much time just sitting at home. Sohaila has another story to share.“The Taliban have closed the high schools,” she remarks, matter-of-fact, about something that has enormous consequences for young ambitious teenagers like her.Most secondary schools are shut, on orders of the Taliban’s top ultra-conservative clerics, even though many Afghans, including Taliban members, have called for them to re-open. “I’m in grade 12 - if I don’t graduate I can’t go to university.” I ask her whether she can be the Sohaila she wants to be in Afghanistan. “Of course”, she declares confidently. “It’s my country and I don’t want to go to another country.” But a year without school must have been hard. “It’s not just me, it’s all the girls of Afghanistan” she remarks

Ms Tekle was born and raised in a working class neighbourhood in the city of Milan. Her family has been in Italy for five-decades, yet she feels marginal in a society that, she says, refuses to see her as one of them. “I speak with a Milanese accent but they ask me all the time where I am from.” Italy also makes it more complicated for those born to migrant parents to obtain Italian citizenship - it is not an automatic right and they have to wait until they are 18 to apply, making them feel more like outsiders.

The Eastern Theater Command of the Chinese People’s Liberation Army (PLA) has accomplished all tasks in the series of joint military operations carried out recently in the waters and airspace around the Taiwan Island, a spokesperson with the Command said Wednesday. The operations involving troops of multiple services effectively tested the armed forces’ integrated combat ability, said Shi Yi, a spokesperson with the Command. The Command will closely follow the development of the situation across the Taiwan Straits, continue to carry out military training for war preparedness, and organize normalized combat-readiness security patrols in the Taiwan Straits to defend China’s sovereignty and territorial integrity, Shi said. The military operations around the Taiwan Island began on the night of August 2, when Nancy Pelosi, speaker of the U.S. House of Representatives, made a provocative visit to China’s Taiwan region, disregarding repeated warnings from the Chinese side. The visit infringed on China’s sovereignty and territorial integrity, violated the one-China principle and provisions in the three China-U.S. joint communiques, affected the political foundation of China-U.S. relations and undermined peace and stability across the Taiwan Straits.The rocket force under the Command launched multiple types of conventional missiles targeting designated maritime areas to the east of the Taiwan Island, while the army conducted precision strikes on specific areas in the eastern part of the Taiwan Straits, according to Shi. Kenya’s Deputy President William Ruto has defied the odds by winning the fiercely contested presidential election in East Africa’s powerhouse. His victory was narrow, stunning, and highly controversial as four of the seven members of the electoral commission rejected the result amid claims of Thererigging.werechaotic scenes inside the main tallying centre. Scuffles broke out around the podium as the head of the commission, Wafula Chebukati, was seemingly about to announce the results.Mr Chebukati later returned to declare Mr Ruto the winner, and insisted that the election was free and fair. By Amaechi Agbo N igeria’s U-20 girls, Falconets have reached the last eight of the ongoing 10th FIFA U-20 Women’s World Cup finals in Costa Rica after another gutsy performance saw them collect all three points from Korea Republic in a 1-0 win in Alajuela on Sunday night The top-of-the-table clash was highly anticipated as both teams knew a win would take them to the tournament’s quarter-finals, both having won their respective first games of the tournament. Korea Republic were top of the log on goal difference, having defeated Canada 2-0, after the Falconets had beaten France 1-0 on Friday morning. There was little to choose between the two teams until midfielder Esther Onyenezide’s fierce curling shot flew past Yoonji Do for the only goal of the match in the 83rd minute. Hayeon Mu missed from a corner kick and Garam Chun hit the upright from a free-kick, but Nigeria managed to keep things tight at the back even as energetic Mercy Idoko, Onyenezide and Bashirat Amoo worked tirelessly in the middle. Speaking during the launching of the ASL in Tanzania, Mostepe said the continent’s football umpire is committed to the development of football. “The CAF Executive Committee (“EXCO”) took a decision to launch the CAF Africa Super League in August 2022. This League will officially kick-off in August 2023. “We announced on 3 July 2022 that the total prize money of the CAF Africa Super League will be USD 100 million, with the winner receiving USD 11.5 million.“We intend paying each Member Association USD 1 million per annum from the CAF Africa Super League funds. “We also intend allocating USD 50 million to CAF from these funds for Youth and Women’s football development and for all its other competitions to ensure that they are globally competitive,” he said.On the importance of the ASL, Mr Motsepe said it would change the face of football in Africa “We are excited about the CAF Africa Super League and are confident that it will change the face and competitiveness of CAF and African football. “The Africa Super League is one of the most exciting developments in the history of African football and the objective in terms of what we are trying to achieve is very clear, number one is to make sure African club football is world class and competes with the best in the world. And it appears to me that those that are more angry about it are northern APC stalwarts that profess to be Christains who were hoping to be their party’s vice presidential running mate. Argument against same faith ticket at the national level is that as a heterogenous country, all interests should be brought onboard. Some rather extreme views have been expressed in railing against this combination with some stating that it is a prelude to a hidden islamization agenda.What we are experiencing currently is part of a fermentation process that would lead to a future, future, new world order of bliss in which Nigeria is divinely destined to play a leading role. Everything we shall go through now and in the nearest future would eventually lead to the goal. Christian Association of Nigeria (CAN) has indicated that it would direct ‘’Christians’’ through the churches not to vote any party with same faith ticket at the presidential election. All should be reminded that every human being is given free will by the Almighty Creator. It is an inherent part of the human spirit. It means we have the free will to make a decision. But once having exercised our free will, we are irrevocably bound to consequences of that decision. CAN and the other clerics should not order Christians to vote this way or that way, rather, they should urge them to vote according to their heart’s bidding in exercise of their free will. Some governors, party chieftains and ordinary members are literally lining up behind Wike. Those aligned to this camp are growing by the day. The agitation within the PDP has dovetailed into the bottled-up misgiving that a northerner in person of Atiku emerged as its flagbearer rather than it being zoned to the south. There is also the growing disaffection that the party’s three powerful positions, viz, the presidential candidate, national chairman and the BOT chairman are all from northern Nigeria. Thus, the PDP is now apparently divided into two camps, majorly along ethnic lines. It appears that simmering discontents within the party was burst open by Okowa’s nomination as vice presidential candidate. The camp of ‘malcontents’ are demanding replacement of OKowa with the Rivers state governor as well as replacement of the national chairman with a southerner to be assuaged. They say they are fighting against injustice. The bottom line is that the PDP may not be prosecuting its 2023 presidential project with a unity of purpose. Fences can still be mended though for miracles do still happen. The APC is facing a schism of a different kind, triggered also by nomination of its de jure vice presidential candidate in the person of Kashim Shettima. It is rooted in religion. Confirmation that APC is now fielding a Muslim/Muslim ticket for the 2023 presidential polls set tongues wagging. Both Asiwaju Bola Tinubu and Senator Shettima his running mate profess the Muslim faith. It has led to resignations by some party faithful. They are two distinct individuals, born and bred in opposite sides of our country with different careers. One is a medical doctor, the other an economist/ banker. They belong to parties with seemingly divergent ideologies, on paper at least. One belongs to a party that is said to be progressive and the other is in a party that is seen to be conservative. In reality the difference between their political parties is like six and half a dozen. Whereas one is of the ruling APC, the other is with the main opposition party. One is named Ifeanyi Okowa from Delta state in the south south zone of Nigeria and the other is Kashim Shetitma from Borno state, north east zone. They both once served as Commissioners in their respective states. One was a former governor, the other an incumbent governor, just as they were both elected into the upper legislative chamber as distinguished senators --- one formerly and the other currently. However, their latest political foray is taking on similar course in that it is having ripple effects on not just their respective parties but the nation at large. Their emergence as their parties’ vice-presidential candidates is tearing their parties apart and pitching Nigerians against one another, along primordial fault lines of religion and ethnicity. In fact, there are clamours for their replacement in some quarters. No sooner was Governor Okowa unveiled as running mate to the PDP presidential candidate, Alhaji Atiku Abubakar, than some party chieftains cried foul. They averred that the position should go to Governor Nyesom Wike of Rivers State. According to them the committee set up by the party to choose a vice presidential candidate voted overwhelmingly for Wike while two others –Governor Okowa himself and Aka Ibom State’s Governor Emmanuel Udom came a distant second and third respectively. Apparently Atiku Abubakar a former vice president of the federal republic of Nigeria thought that a visit to Wike the next day after Okowa’s unveiling as his running mate for a tete a tete talk would pacify the governor and have everyone back on same page with him as happened during the presidential primary when a “ The APC is facing a schism of a different kind, triggered also by nomination of its de jure vice presidential candidate in the person of Kashim Shettima.
