He also said the CBN can not print the documents requested by the committee because they were too voluminous, adding that the Nigerian National Petroleum Company (NNPC) has 200 accounts domiciled with the apex bank and they are being asked for. “If all the questions that you are going to ask are related to technical matters that concern subsidy payments, I will be able to provide answers here but if they are outside the technical aspects of the subsidy transaction then I will not be able to respond. “With respect to the issue of documents, the truth of the matter is that some of these documents are actually voluminous and we can’t be able to print must of these documents.“Forexample in one of your requests, you asked us to produce all the accounts of NNPC that are domicile with the CBN, NNPC are close to 200 accounts with CBN and they are voluminous,” the CBN deputy director said. Aliyu before ruling told the CBN representative that: “There are areas that you can not answer, you see this is the fundamental reason why the senior members of the management are supposed to appear before the committee. “We are left with no alternative than follow the procedure of the House. Where you can not provide hardcopies (requested documents) provide soft copies. “Elections are coming and we don’t need a distraction. You can’t destroy the whole for a part, we respect people’s rights and positions but going into negotiations, you cannot say it is either this or nothing. “It means you’re not ready to negotiate, we don’t have that in our party, we are all interested in the survival of our party and our nation Nigeria. We will look at the need to do balancing”, he said.

He said there was the need to come together to salvage the profession through individual efforts “We can do that. Each one, teach one, keep one” The Award winning journalist equally decried the declining independence of the fourth estate of the realm, which “Is gradually sliding to the seventh or eighth estate of the realm because they can predict“Theyus.know that they can even buy spaces in the media. They throw advert at you to kill a story and the following day, you will not see the story. By Tobias Lengnan Dapam The Chairman of the National Population Commission (NPC), Nasir Isa Kwarra has revealed that digitization of birth and death registration is in the plans of the commission. Kwarra stated this on Wednesday in Abuja at a press briefing to mark the Africa Civil and Vital Statistics (CVRS) Day. He said, “It is in our plans to have a transformed integrated and digitalized civil registration and vital statistics systems in the improvement of data for effective policy formulation, decision making and good governance. “In doing so conscious effort should be made to ensure that the Civil Registration and Vital Registration System enjoys a broad-based support that leverages the development in information technology which supports a future where it will have an integrated effect on future censuses especially in our country Nigeria.“The National Population Commission which has the statutory mandate to establish a universal and compulsory system of registration of vital events in the country has not rested on its oars in providing leadership for the performance of this responsibility. From its humble beginning of manual registration, the Commission has carefully navigated initial teething challenges and is at the thick of an effective transformation from manual to wholly digitization and automation of the CVRS system in Nigeriabysetting aside one day of the year as Civil Registration and Vital Statistics Day, we are saying that civil registration (deaths & births) process with specific focus on birth/death registration especially of new-born children must get the attention it deserves as a demonstration of our political commitment at the country level, and we are committed to taking our civil registration system to a higher level.”

“The graves are of the same sizes and no matter how flowery any grave is, it will wither and that means death is a leveler. So, what we have to work for is a good name, which is worth more than silver and gold.“So, whatever we are doing, in journalism today, we are no longer working for news. We are working, but for treasures and riches and that is why most of our sources, political leaders, business leaders and others are contemptuous of us. “You have thrown a challenge at me, that we need to bring up the younger ones. I am a super mentor. I am not always happy that when we call for story ideas, out of about 20 reporters, only one or two will respond while others will even submit anything and that showed that the profession is sick. “Some reporters are not well dressed. Secondly, many are not well trained or are not trained at all. The third aspect is that the perseverance is not there. They want to survive at all cost. A journalist of one or two years standing would want to build a mansion.“Inthose days, we were respecting seniority on the job. We also got it wrong in our institutions. In most of institutions offering Mass Communication, you will shocked to find out that most of the Head of Departments or Deans have never practised journalism before”, he said.Earlier, the Chairperson, Ms. Ike in her remarks said, they were at the celebrant’s office to felicitate with Alhaji Alli who is also the Managing Editor Northern Operations of the Nation Newspaper over his 60th birthday.Ms. Ike noted that Alhaji Alli has not only been a super mentor to many young journalists in Nigeria, but also a beacon of hope who always reminds colleagues that journalism is still a worthy profession that shapes the mood and views of the society. She recalled his moral support in bringing younger journalists at par with their counterparts in other climes through his mentorship and leadership qualities.

The stakeholders made the call as part of their recommendations at the weekend, during a 2-day retreat to review draft national and state scorecards on the RMNCAEH+N Recovery plan and COVID-19 and Health Security Accountability, championed by the Africa Health Budget Network (AHBN), in Lagos.

signed by his director of press and public affairs, Dr. Makut Simon Macham, the governor said it was unfortunate that part of the interview has been excised and used by politicians for propaganda and misinformation about his personality, faith and political persuasion. He said, “My reference to the Holy Father the Pope was to emphasise that as a Christian born and raised in the Catholic faith, accepting the assignment given to me by my party the APC of which I am a founding member does not in any way remove my faith in Jesus Christ or my commitment to the Church in Nigeria and universally. Those who know me can attest to my respect for the Church, Christianity and Spiritual Fathers of all denominations. They know my modest contribution to the growth of the Church in Plateau State, Northern Nigerian and Nigeria at large and can testify to it”. He therefore reiterated that he has the highest regard for Christians and Church Authority and will continue to work hard in promoting the interests of Christians and adherents of other religions based on love, justice, equity and fairness which are encouraged in the Holy Bible and the Constitution of Nigeria. Governor Lalong further emphasized that although he understands and appreciates the concerns of Christians over the emergence of Muslim, Asiwaju Bola Ahmed Tinubu as APC Presidential candidate and choice the of Vice Presidential nominee Senator Kashim Shettima also a Muslim, the situation does not warrant Christians within the party leaving the party or refusing to accept responsibilities because being within a system makes it easy to address grievances than being outside.

The stakeholders further urged the RMNCAEH+N platform to formalize the participation of CSOs and youth constituencies with clear roles and modalities of engagement. They also recommended that CSOs and youth representatives on the RMNCAEH+N platform strengthen meaningful engagement with their constituencies through formal channels for inputs and feedback.Other recommendations put forward by the stakeholders include the provision of a dedicated page to be created on the website of the Federal Ministry of Health and other relevant agencies where information about budget releases and expenditure could be sighted and that CSOs, youth and media to engage the Federal Ministry of Health, Federal Ministry of Finance and donor community to galvanize collaborative efforts towards strengthening the RMNCAEH+N platform and support implementation of the recovery“Theplan.NGOs, advocates and other critical stakeholders must find a way of talking to the government and the Ministry of Finance, in particular the office of the Accountant General of the Federation (AGF) for the release of approved budgets. “They are there. It does not make sense to leave money laying without releasing it to be used for the purpose it is meant for. “This retreat is an opportunity for us to call on the government emphasizing that these monies must be released. “At least, before the end of this year, we should have those releases so that the health sector will be improved,” says Hon. Mohammed Usman, Chairman, National Advocates for Health (NA4H). “Investments in family planning is an investment in saving the lives of women and children and lead to prosperity for all. Family planning, therefore, is critical to achieving Sustainable Development Goals which are aimed at ending poverty and improving wellness and health……it is also key to achieving ending hunger as well as promoting gender equality. That’s why a country as populous as Nigeria needs to promptly release the budget for the procurement of Family Planning (FP) commodities,” says Dr Aminu Magashi Garba, the Coordinator, Africa Health Budget Network (AHBN).

Although the theme of this year’s UN Indigenous Day celebration focuses on the role of indigenous women in the transmission of local knowledge, Original Inhabitants in the FCT at different convening to mark the day have also tried to focus the narrative on the broader historic injustices, marginalization, and exclusion which have been a part of their experiences. Since being made to part with their lands to make way for Nigeria’s capital city over four decades ago, FCT Original Inhabitants insist that their human rights have been consistently trampled upon, just as promises made to them have not been fulfilled, over forty years after. One of the promises made by the then Supreme Military Council headed by the Head of State, late General Murtala Mohammed in 1976 was that following the acquisition of their lands, Original Inhabitants would be resettled outside the territory at government’s expense. Many FCT Original Inhabitants have expressed disappointment that those lofty promises have not been fulfilled, just as they have accused the government of unjustly abandoning them to live in penury after the compulsory acquisition of their lands without compensation. FCT Original Inhabitants have equally agonised over how the government’s failure to fulfil its’ side of the bargain has left them landlessness, statelessness, and excluded from the commanding heights of decision making in the country. In the first place, having taken over the lands in the territory without compensation, and with no robust efforts at resettling them, FCT Original Inhabitants have condemned the government for rendering them economically prostrate. They have similarly stressed that being deprived of their prime lands without any prior and informed consent has also had a devastating effect on their cultural treasures and repositories.The1999 Constitution as amended has also been implicated as one of the major sources of enabling the perpetuation of the decades-long injustices and marginalisation suffered by FCT Original Inhabitants. Section 297(2) of the 1999 Constitution as amended states that the “ ownership of all lands comprised in the Federal Capital Territory shall vest in the Government of the Federal Republic of Nigeria,” but the same constitution is silent about the people who were existing on the land before the coming of the capital. Many FCT Original Inhabitants have interpreted the silence about their existence in the entire constitution to mean that there were no pre-existing indigenous population in the area before the acquisition of the lands in the territory by the government.

Corporal punishment gets flogged United Nations Children’s Fund (UNICEF) has said over 85 per cent of Nigerian children between the ages of one and 14 experience violent discipline in schools, with nearly one in three children receiving severe physical punishment. Chief of education, Saadhna Panday-Soobrayan, disclosed this last week in Abuja at a two-day national awareness creation meeting on Ending Corporal Punishment in schools, organised by the Teachers Registration Council of Nigeria (TRCN) in collaboration with Panday-SoobrayanUNICEF.

Minister of Education, Mallam Adamu Adamu, represented by Hajiya Binta Abdulkadir, endorsed the action plan and roadmap for ending corporal punishment in schools in line with the Child’s Rights Act 2003

It is a wonder that the negative effects of corporal punishment or so called severe discipline hadn’t been noticed until now. The truth is that it’s high time the monster got flogged.

FCT original inhabitants and their struggle for justice

PAGE 11 Letter to the Editor

Section 299 in the eyes of FCT Original Inhabitants goes on to add insult to injury by stating that the “provisions of this Constitution shall apply to the Federal Capital Territory, Abuja as if it were one of the States of the Federation; and accordingly (a) all the legislative powers, the executive powers and the judicial powers vested in the House of Assembly, the Governor of a State and in the courts of a State shall, respectively vest in the National Assembly, the President of the Federation and the courts which by virtue of the foregoing provisions are courts established for the Federal Capital Territory,TheseAbuja.”sections of the nation’s grundnorm, which have been variously described as “satanic” by FCT Original Inhabitants activists collectively deny Original Inhabitants the kind of sub-national representation, which Nigerians in other states enjoy. The reality of the Original Inhabitants in the FCT is further worsened by the lack of robust representation in the core structures of governance, responsible for service delivery. The Minister of the FCT for instance is an appointee of the President. In the absence of any rule compelling the President to appoint a representative from the Original Inhabitants, political considerations are mostly prioritized, leading to the exclusion of the indigenes of the city. Unlike other citizens of Nigeria in various states who have the right to vote in a Governor and a State House of Assembly, the FCT Original Inhabitants have been denied such by theSadly,Constitution.decades of calls to reform this constitutional lacuna have been ignored. Rights activists have thus implicated these constitutional gaps as being responsible for the neglect, poverty, and deprivation apparent in the Original Inhabitants communities, located in the backwaters, which are not too far from the beautiful Abuja City Centre. Many of such communities cannot boast of potable water, sanitation, and hygiene facilities. In these Original Inhabitants communities also, education facilities are few and decrepit health facilities, making them susceptible to outbreak of various preventableAttemptsdiseases.byOriginal Inhabitants in the FCT to take advantage of the rule of law to advance their rights have been repudiated. This is largely due to the culture of impunity and disrespect for the rule of law, which pervades Nigeria’s national space. For instance, despite the unwavering commitment, which FCT Original Inhabitants have demonstrated to upholding peaceful, lawful and non-violence in their search for justice, the Nigerian authorities have always frustrated and undermined these efforts. It has become so bad that even judicial verdicts handed down by courts of competent jurisdictions have been simply ignored by successive governments. It is against this background that human rights groups have called on the government to listen to the cries of FCT Original Inhabitants and ensure their issues are addressed. One of such groups is the Resource Centre for Human Rights & Civic Education (CHRICED), which has been working with support of the John D. and Catherine T. MacArthur Foundation to build the organisational program and financial management capacity of FCT Original Inhabitants Organisations. The project is aimed at addressing the decades-long injustices, marginalization and exclusion suffered by the Original Inhabitants in the FCT since the relocation of Nigeria’s capital from Lagos to Abuja by virtue of Decree No 6 of 1976. With the support of the John D. and Catherine T. MacArthur Foundation, CHRICED has been supporting Original Inhabitant groups to develop initiatives to address pressing political, socio-economic, and cultural challenges facing them, foster opportunities for engagement with policymakers, and advocate reforms to promote inclusion, equity, and equality for the Original Inhabitants in FCT. An important aspect of the two-year project is the urgent need to internationalise the stories and struggles of FCT Original Inhabitants. It is pertinent to state that despite the over four decades of marginalisation, exclusion and repression suffered by FCT Original Inhabitants, since their ancestral lands were taken over to make way for the Nigerian capital, not many within and outside the shores of Nigeria know about their plight and struggles. And because there is little knowledge and awareness about the injustices suffered by the Original Inhabitants, there is a dearth of initiatives to support them in seeking redress. Subsequently, the lack of awareness about the plight of FCT Original Inhabitants is also apparent at the continental level, where Nigeria projects itself as a giant. At the regional level, the issue of the injustice done to Original Inhabitants of the FCT has similarly received scant and perfunctory attention. The result is that there have been no broad continental activities to connect the issues confronting the FCT Original Inhabitants to the struggles of other indigenous peoples on the African continent. The ongoing project of Promoting the Rights of the Original Inhabitants in the FCT seeks to make the issue a subject of international conversation. This way, the authorities in Nigeria may be influenced to bring an end to the paradox of a people who made enormous sacrifices for the unity of Nigeria, becoming refugees in their ancestral lands. A large body of research links physical punishment with long-term disability or death; mental ill-health; impaired cognitive and socio-emotional development; school dropout and poorer academic and occupational outcomes; increased antisocial behaviour, aggression, and criminal behaviour in adulthood; and damaged relationships through its intergenerational transmission.”

August 9 every year is observed by the United Nations as the International Day of World’s Indigenous Peoples. The Day is observed to celebrate the achievements of indigenous peoples around the world and highlight their struggles, as well as what governments, and societies can do to address the plights of these marginalized peoples. For Nigeria, the commemoration of the 2022 UN International Day of World’s Indigenous Peoples holds a lot of significance, especially in the face of rising outcry from the Original Inhabitants in the Federal Capital Territory (FCT). The indigenous peoples in the space occupied by the Nigerian capital have continued to agonise about what they have variously described as the injustice they have suffered in the hands of the Nigerian State.

described the discussion on ending corporal punishment in schools as “difficult and heart-breaking,” stating, however, that the presence of participants at the meeting was a testament to Nigeria’s determination to uphold every child’s right to safety, well-being and quality, inclusive education. “Much of this violent discipline takes place in the form of corporal punishment in the very institutions that are entrusted to keep children safe, develop respect for human rights and prepare them for life in a society that promotes understanding peace and conflict resolution through dialogue,” she said. According to her, the persistence of these practices contradicts Nigeria’s national policy on safety, security and violence-free schools that commits to zero-tolerance to any threat to the security of lives and property in Panday-Soobrayanschools.

Minister of Education, Mallam Adamu Adamu, represented by Hajiya Binta Abdulkadir, endorsed the action plan and roadmap for ending corporal punishment in schools in line with the Child’s Rights Act 2003. By Bola Bakare Poverty and life of penury is a pandemic that has eaten deep into the socio economic fabric of Nigeria as a nation.Sadly, this has exacerbated, over the years, rather than abate, and this has plunged us into living below the acceptable standard of Governments, living. over the years, have striven to ameliorate this malaise. Unfortunately, maybe as a result of poor implementation or, even, misappropriation of resources, the many schemes aimed at resolving these socio economic ills have failed, over the years. At the advent of the Buhari administration; in fact, during the campaigns, one of the promises made by the government, apart from creating an enabling environment, for wealth creation, through provision of infrastructure, is the conscious effort at bringing the citizens out of poverty.

Pivotal to this drive is the National Social Safety Nets Project (NASSP), a project of the Nigerian government in partnership with the World Bank whereby the government infuses credit facility to target the more vulnerable populations in rural and urban communities acrossWithNigeria.targeted cash transfers and other interventions, the scheme took off in 2016, with the aim of reducing poverty and economic vulnerability amongst Nigeria’s poorest households. This culminated in the setting up of National Social Safety Nets Coordinating Office (NASSCO) which is saddled with building a sustainable social protection system, for Nigeria, coordinating the safety nets program and building the National Social Register of Poor and Vulnerable Households which is the document on which the implementation of the project is Enamoureddependent.witha register of over forty five million individuals from about ten million households, a little more than two million households have, so far, benefitted from the Federal Government’s conditional cash transfer program. Also, the economic crunch occasioned by the effects of the Covid 19 pandemic was tackled and millions of non traditional urban poor households were beneficiaries of palliatives which found its way to over five million Nigerians listed in a Rapid Response Register (RRR). Having experienced successes unprecedented, the government plans to extend the scope of the scheme to a larger number of beneficiaries from poor and vulnerable rural households as well as non traditional urban poor. What were the motives behind this scheme and what have been the gains? The scope is great, the achievements are numerous and, of course, the beneficiaries are innumerable . The scheme has not only reduced the rate of penury of the average poor person in Nigeria, it has, equally, set them on the pedestal to climbing the economic ladder. And, as catalyst for this climb up the economic ladder is the government concentration to infrastructural development. The scheme has been able to attain about sixty percent success as a result of the methods adopted for identification and distribution.Oneofsuch methods is what we call Geographic Targeting whereby beneficiaries are drawn up relying on geographic location i.e areas where ecological and other geographic impediments like desertification abound thus leading to acute poverty thereby the need for more intervention. Certain communities also are worse-hit. The Northern part of Nigeria, as a result of high illiteracy level experience more poverty. This makes it a top priority for Anotherintervention.means for identifying beneficiaries is through proxy whereby an entity is used to represent a chunk of beneficiaries and relief is passed through such proxy. Most relied upon, however, is the Government Social Register which is used to reach out to the indigent within the society and used, also, as measure to determine the level of success of the Whilescheme. participants are generally poor households, women and people with disabilities are given priority thus the attendant criticism of limited coverage. This is, however, not entirely true as an entire household or community can be impacted going through women. This criticism, nonetheless, cannot be wholly discarded as the International Monetary Fund (IMF) echoes the same reservations citing limited coverage and weak targeting as challenges facing the success of the Accordingscheme. to the monetary body, “Nigeria needs to improve coverage and efficiency of its social assistance programmes. As of 2018, around a fifth of the vulnerable population (the bottom 60 per cent of the population) receives some kind of social assistance with a small fraction receiving cash transfers. “Despite recent improvements, for example, adding one million households to the social registry, Nigeria’s social safety net still suffers from limited coverage and weak targeting.”Thefund recommended a cumulative increase in social spending by about one per cent of the Gross Domestic Product for 2022 to 2026. The above recommendations have spurred the government to vote more money for the implementation with efforts geared at improving on the scope of the implementation. It must be stated, here, however that poverty had, hitherto, eaten deep into the socio economic fabric of the Nigerian nation. Efforts to ameliorate can only be felt gradually. Testimonies, from beneficiaries, abound and, slowly but surely, more households are being delivered from the pangs of poverty. Bola Bakare is a Public Policy Analyst

Confronting injustice through mediation practice

The scourge of injustice pervading round Nigeria’s democratic system inevitably affects the subaltern of the country. Many encounter afflictions degenerating from injustices and corruption. Unfortunately, the judiciary is no longer becoming the last hope of the common man due to its corrupt nature. The Former Chief Justice of Nigeria(CJN), Walter Onnoghen attested to this reality by stating that ‘corruption in the judiciary is not only limited to bribe taking but includes giving of judgment or orders based on any consideration other than legal merit.’The high cost of litigation, exasperating delay in legal proceedings, heavy workload on the court have all handicapped many victimized Nigerians. Besides, the few who endured the rigor of litigation are often battered financially or psychologically as one can safely assume that close to 100% of the ‘losers’ in litigation were unhappy at the end. As a result, a renaissance in the administration of justice is seemingly taking place in Nigeria as Mediation practice is increasingly becoming a trend in civilized communities basically as people are seeing clearer visions that litigation is not always the best way to settle scores between parties. What then is justice? It is a complex phenomenon that symbolizes fairness. The term ‘Justice’ is like ‘beauty in the eyes of the beholder.’ This highlights the fact that justice means different things to different people. It is expedient to note that Mediation, an ancient strategy for the administration of justice and a modern form of alternative dispute resolution(ADR) have been a viable mechanism in resolving commercial, civil and family disputes within the shortest possible period when compared with litigation and arbitration. Solving today’s tough problems depends upon finding better ways of handling conflict. The party-driven nature of arriving at a resolution is what endorses mediation as a ‘just legal process’. No wonder at the end people feel as though it has been a just process even though the outcome might not be what they wanted. The promotion of justice amongst conflicting entities is evident in the two major aspects of mediation which includes; the private mediation sector and Public/court-annexed mediation. Private mediation involves the parties seeking the service of an independent third party expert who offers his or her services on a commercial/voluntary basis. Famous examples of Private Mediators in Nigeria is the Brekete Family, a reality radio and television program focused on human rights advocacy for the rights of the oppressed and marginalized citizens in Nigeria. It was founded by Ordinary Ahmed Isa. The Brekete Family has advocated justice by resolving many complicated societal matters, including broken marriages, broken families, warring societal groups and conflict between individual Nigerian citizens/ organizations and federal, state, and local governments and their agenciesAnother powerful mediator that agitates for justice in Nigeria is Hajiya Hamsatu Allamin popularly referred to as “the woman that speaks with Boko Haram.” She is a mother of eight children and the winner of the 2016 Joan B. Kroc Institute for Peace and Justice’s (IPJ) Women Peacemakers. Other private experts in the field includes Mr Segun Ogunyanwo FICMC, Prof. Demola Akinyoade and many others.Public/court- annexed mediation comprehends the utilization of Mediation Centers set up by the government, where disputing parties can request for experts (mediators) for the conduct of mediation proceedings. Such centers also support the training of mediators. In Lagos, for instance, the Citizens’ Mediation Centre (CMC) provides a forum for the mediation and settlement of disputes between parties who voluntary agree to mediation. This Public mediation is in line with Section 24 of the High Court Laws of Lagos State which provides that, ‘in any action in the High Court, the courts may promote reconciliation among the parties thereto and encourage and facilitate the amicable settlement thereof.Mr Segun Ogunyanwo, the Vice President of the Institute for Chartered Mediators and Conciliators (ICMC) identified that only seven states have mediation centers in Nigeria and this is Thus, unimpressive.forjustice to fully thrive, we need more of such infrastructures to promote peace and justice. When people have conflicts and know there’s a place they can go to, that somebody will listen to them and assist them to be reconciled, it has a tendency to douse tension and avert jungle justice. In conclusion, the establishment of more Mediation centers, the training of local stake holders in Alternative Dispute Resolution(ADR) techniques will go a long way in sustaining justice by preventing people from resorting to self- help or taking the law into their hands. Stephen Isayinka, is a Chartered Mediator from the Institute of Chartered Mediators and Conciliators (ICMC), Nig. HERACLITUS of Ephesus, a Greek philosopher of the late 6th century in his famous apothegm said, “The only constant is Change”. Literally, whether change is desired or not is inconsequential as it occurs independently; devoid of assents or prior notice. And the earlier people prepared their mind for it, the better as it is inevitable. This is thus, a clarion demand for reprogramming the minds to adapt as it occurs. Not even resistance deters it except to be left behind; an unhealthy option. Typically, the major and fastest agent of change is civilization which everyone profoundly cherishes. Nobody in the right senses will kick against civilization due to the comfort, speed and productivity it offers. However, the bad side of it is, the same pace it opens new opportunities to the sensitive minds, is also how it pushes out the indolent and conservative minds out of jobs and businesses.Forexample, the evolution of modern computers; Central Processing Units (CPU) and laptops sent conservative typists and typewriter-merchants that were insensitive to upgrade out of jobs and businesses. Similarly, online shopping has become the most utilized medium across the world thereby affecting daily sales of shop owners. Arguably, technological advancement is movingPresently, fast. foodstuffs including fresh tomatoes, potatoes, vegetables and even native cooked foods are ordered online and delivered with ease in Nigeria. Likewise, the usual taxi business which required people to board on the road is being overtaken by connected system which can access, negotiate variety of taxis in the comfort of the living rooms. Churches are not left out as people in the comfort of their homes now actively participate in church services same way as onsite worshippers. In banking industry, higher volume of transactions is currently done virtual which reduces human activities in the banking halls alongside overhead costs. Of course, by design, banks are profit-oriented and not charity organizations, hence, will always switch over to most cost-effective system.Conversely, the labour market is adversely affected as technology drops human activities thereby increasing unemployment ratios. Even those already in employment are likely to face more retrenchments as their services can be rendered cheaper and more efficiently through technological revolution.Foremphasis, on September 3, 2019, an energy firm, Oando Plc sacked about 100 workers. Similarly, on November 21, 2019, First Bank of Nigeria recorded a mass sack of staff numbering over 1000 across the federation. The record goes on. The umbrella body of the workers; National Union of Banks, Insurance and Financial Institutions Employees (NUBIFIE) threatened fire and brimstones to reverse the action. Though the solidarity was commendable, unfortunately, NUBIFIE forgot the employers’ obligation to discharge employees is to be laid off accordingly. The union overlooked to do a feasibility study vis-à-vis the management’s unflinching action, without any panic against possible collapse of the bank by the volume of the retrenchment. This is a critical oversight. For instance, Automated Teller Machines (ATMs) can now withdraw and also collect deposits into customers account in few seconds. The implication is that scores of contract staff that mount the tellers may be drastically reduced to virtually zero. Believably, all banks are working in that directions which implies that more retrenchments are looming particularly in the banking sector in the new decade. Realistically, NUBIFIE and other unions may not do much to counter the trend. This is because they cannot provide the funds to subsidize overhead costs; to secure their members’ jobs. Convincingly, the bank discovered an alternative mode to handle operations without such a crowd of employees. To call a spade, a spade, the sacks were no accidental discharge but necessitated by profit maximization which is its major goal. Laudably, a leading financial institution, United Bank for Africa (UBA) recently recorded a massive recruitment drive of about 4000 new staff alongside promotion of 5000 existing staff members with inspiring increments. However, the truth must be told. Industrialized economy is rapidly succumbing to digitalized economy. The top-secret is technological innovation that economically, efficiently handles human tasks. In other words, repositioning is crucial. A stitch in time they say, saves nine. Sensibly, those not considering modern economy are vulnerable to be victims of the contemporary economic dynamics. Another bitter truth is that government alone cannot provide the much needed jobs for the high number of unemployed population. However, governments must obligatorily provide the enabling environments for businesses to thrive. Economy must be stimulated and made attractive for investors. And essentially, insecurity must be unrelentingly wrestled not merely by empowering security agents but creating jobs for unemployed populations alongside empowerment with skills acquisitions. Government must meet these critical demands.

Interestingly, the most striking feature of the new economic direction is that it can empower distressed persons from zero level to financial independence without capital unlike the phasing-out industrialized economy. Above all, it creates secure incomes alongside conventional vocations. Instructively, most of the capitalists in the developed economies do not survive by commonplace hustling but Connected economy. Thus, whilst it is ideal to have exciting new year resolutions, big dreams and accept nice predictions, efforts must be put in top gear to think outside the boxes. People should expediently, ardently consider realignment. By the rapidity of technological advancement in the world, it is obvious a lot of employments may be inThedanger.wayout is to embrace the modern economy to run with the changes against the challenges. Connected economy, distinctively, thrives by merely building relationships and fostering connections, rather than assets (money) and stuffs as exists in industrialized economy. However, extreme caution is required as scammers have infiltrated digitalized economy knowing it is the new face of the world economy. Promoting culture in academics

By Carl Umegboro

By Adewale Kupoluyi The richness of African culture has, once again, been brought to the fore when sound knowledge has found an enviable place in western education within the four walls of our ivory towers. This development not only shows the interdisciplinary nature of knowledge, it also clearly highlights the superiority of African tradition when it comes to global relevance. This reality was showcased when a widely-celebrated creative and literary icon was recently appointed Visiting Fellow at the Centre for Entrepreneurial Studies (CENTS), Federal University of Agriculture, Abeokuta (FUNAAB), Ogun State. CENTS, which was established in 2011 in line with the directive of the Federal Ministry of Education (FME) through the National Universities Commission (NUC), is a product of the mandate given tertiary institutions in the country to offer such programme and establish an entrepreneurial centre, to create and provide an academic environment whereby students would be exposed to business environment through a variety of training in both multi-disciplinary and non-traditional skills that would propel the growth and development of Small and Medium Enterprise (SMEs) in Nigeria. To promote academics and skills acquisition, Alagba Tunde Kelani is the ‘big fish’, to facilitate the teaching and coordination of short courses designed to enhance the entrepreneurial skills and knowledge of film-making to students of the university. Popularly called TK for those that may not know him, Kelani is a respected Nigerian filmmaker, storyteller, director, photographer, cinematographer and producer with a career spanning over four decades. He is renowned for his love of the adaptation of African literary material into successful movies such as Oleku, Thunder Bolt, Arugba, The Narrow Path, White Handkerchief, Maami, and Dazzling Mirage. The Visiting Fellow specialises in producing movies that promote the nation’s rich cultural heritage with deep root in documentation, archiving, education and entertainment. Kelani, a native of the ancient city of Abeokuta, where FUNAAB is located, was born in Lagos, attended the Oke-Ona Primary School in Ikija, Abeokuta, and had his secondary school education at Abeokuta Grammar School, Idi-Aba, Abeokuta. Records show that he was privileged to have witnessed most aspects of rich Yoruba ways of life and culture such as religion, literature, philosophy, literature, and theatre early in life. It is instructive that when he was in secondary school, he was opportune to see most of the great Yoruba theatre classics including The Palm Wine Drinkard, Oba Koso, Kurunmi and Ogunde, among others. Aside this, he got interested in photography starting from primary school and it continued throughout his secondary school education. Kelani trained at the then Western Nigeria Television (WNTV) and went further to attend the London Film School, where he bagged a Diploma in the Art and Technique of Filmmaking. In the 1970s, he worked as a journalist with Reuters, and the British Broadcasting Corporation (BBC) television.Itwould be recalled that TK co-produced his first film with the late dramatist, Adebayo Faleti, called ‘The Dilemma of Rev. Father Michael’ (Idaamu Paadi Mukailu), a very emotional piece. After several years in the Nigerian film industry, as a cinematographer, he manages Mainframe Film and Television Productions; which was formed to document Nigeria’s rich culture. Reputed as an advocate of ‘Alternative Technology’ in motion picture production in Africa, he has successfully produced and directed many digital features, as Kelani often use the Mobile Cinema Project, designed to take information and entertainment to the grassroots. The profile of Kelani can certainly not be captured at once. On the impact of this development to the academic life of the university, a honorary awardee of FUNAAB and a Professor of History, Jacob and Frances Sanger Mossiker Chair in the Humanities, Department of History, The University of Texas at Austin, United States of America, Prof. Toyin Falola has described the appointment of TK; the Iroko, as ‘extraordinary’, ‘deserving’ and shows the “warmth and uniqueness of the University’s boundless imaginations and the humanistic vision of its ViceChancellor, Prof. Kolawole Salako”.

Similarly, Do it Right Africa Initiative (Dirai), a group of African professionals, who are committed to the socio-cultural and political rebirth of Africans, said Kelani, its Global Coordinator in the Dirai’s Elders Forum as “full of energy and knowledge to continue to add moral and cultural values to our generation. We know TK will use this opportunity (of his appointment in FUNAAB), to support the society of our dream particularly in helping African reorientation.” For the man that is being celebrated and appreciated, his appointment is an opportunity “to bring my decades of industry experience to train students in preparation for their entry to the industry plus arming graduates leaving the university with skills to create their own jobs, rather than queue in the market. To state that I have been overwhelmed by comments and felicitations by colleagues, friends, family and the Nigerian public on my appointment as Visiting Fellow to FUNAAB. It has been observed all over the world, universities are realising the disconnection between them and the industry. This disconnection is a sad case in Nigeria! Our universities train people for the industries yet both are not talking! My appointment and engagement with FUNAAB, Abeokuta is to bring my decades of industry experience to train students in preparation for their entry to the industry plus arming graduates leaving the university with skills to create their own jobs, rather than queue in the market”, Kelani stated. Apart from the blend of rich cultural, academic and entrepreneurial flavour that have been offered students and members of the university community, the high unemployment pervading our country could be further reduced when youths and young persons are active, and be provided with good source of finance. The main lesson from Alagba Kelani’s appointment is that people should continue to work hard and would one day be duly appreciated. African culture is rich and could be infused into academics to broaden knowledge. Entrepreneurship is promising when the right vocation is identified and pursued. More talented Africans should be identified and be encouraged to mentor young ones so that the rich cultural heritage can be preserved for future generations. Surviving economic realities in the new decade

The CG wondered why efforts by dedicated firefighters to always get to scenes of fire disasters are frustrated by mobs, who attack them and their trucks with clubs and dangerous weapons, called on community and traditional leaders to take the responsibility of educating and cautioning their followers on the dastardly act.He reeled out other achievements attained within his 100 Days in office to include; FFS collaboration with NAFFCO in UAE and the Turkish Army in the area of chemical, biological, radiological and nuclear firefighting, which necessitated his visit to Konya State. Others are the actualisation of its partnership with the Nigerian Air force on the establishment of Aerial Fire Response unit, pursuing vigorously, the enactment of the Fire Service Act and other extant laws. He said, “To this effect, On June 16, 2022, the Federal Executive Council(FEC) approved the repeal of the 60-year-old Fire Service Act and the enactment of the Federal Fire and Rescue Service Establishment Act. Another major stride recorded by my administration is the ongoing construction of 13 Metropolitan Fire stations nationwide.”

From Abubakar, Yunusa, Abuja Non -governmental orgainsation,Resource Centre for Human Rights and Education (CHRICED), has urged the federal government not to turn deaf ears to the pleas of the Original Inhabitants of the Federal Capital Territory (FCT). Its Executive Director, Dr. Ibrahim Zikirullahi, made the call at a one-day Africa Regional Conference to commemorate the United Nations International Day of the World’s Indegenous Peoples held on Tuesday, August 9, 2022 in Abuja. He said it was pertinent to note that despite the over four decades of marginalisation, exclusion and subjugation that FCT Original Inhabitants (OIs) have endured since their ancestral lands were expropriated to make way for the Nigerian capital, few Nigerians and foreigners were aware of their plight and Zikirullahistruggles.alsostated that there was a paucity of initiatives to assist them in seeking redress due to the lack of knowledge and awareness regarding the injustices they suffer. To correct this, he opined that more awareness should be created for the world to see feel their pain: “In the face of the many adversities that FCT OIs have faced, we believe that the least we can do as a cohort is to inform the rest of the world that it is unfair and unjust that a people who made enormous sacrifices to provide Nigeria with its ‘acclaimed center of unity’ should no longer be treated as second class citizens in the land where they trace their origins”, he said. Speaking further,he said ,“One of the unique qualities of the FCT Original Inhabitants is the fact that they have always relied on peaceful and lawful approaches to get their voices heard. For this reason alone, they ought to get a listening ear”. Speaking with journalists on the sidelines of the event,Deputy Director, MacArthur Foundation Africa Office, Dayo Olaide noted that there was so much injustice in Nigeria, all as a direct consequence of exclusion of certain citizens. Dayo lamented that, “the system seems to have been blind to the right and to the needs of these people. And the same can be said broadly, that democracy has not worked for everyone”. To buttress his point, Olaide questioned why though the federal government alone budgeted over 100 trillion naira in the last 20 to 23 years, there were millionsstillof out-of-school children, high unemployment rate, high maternal mortality, dilapidated infrastructures, amongst others. While speaking on behalf of the FCT Original Inhabitants, Etsu of Kwali, Dr. Shaban Audu Nizazzo III said, “We have been marginalised in the sense that there are certain rights that are particular to us that we have not been given. “Particularly, when others are electing their governors and the house of representatives members, we are not doing anything. If we continue in this direction, it therefore means that FCT Indigenes are not Nigerians. “We are making an appeal that we should be given the opportunity to also elect our Governor

systems in the animal health and public health sectors for zoonotic diseases/pathogens identified as joint priorities. Other recommendations of the stakeholders include the call on the Federal government to support states in strengthening state crisis communication team and community involvement for factual public information on COVID-19 that will increase uptake of vaccine; Federal government to ensure adequate COVID-19 vaccines made available to all the 36 states including Federal capital territory and support poor performing states to increase vaccine uptake and reduce hesitancy and support relevant government agencies for development of innovative ways to monitor/ track allocation, donors support, loans and government releases for health security and COVID-19.“Itisworrisome that 60 percent of infectious diseases come from zoonotic sources. It is also the source of 3 out of every 4 new or emerging infectious diseases in humans. “This calls for urgent attention by the federal government to ensure the availability of coordinated surveillance systems in the animal and public health sectors for zoonotic diseases/ pathogens,” says Dr. Mohammed Abbas, Department of Medical Microbiology and Parasitology, Bayero University, Kano. The COVID-19 and health security accountability scorecard was developed through adaptation of selected indicators from the World Health Organisation’s (WHO) Joint External Evaluation (JEE) tool for evaluation of International Health Regulation (IHR) 2nd edition, review and validation of government documents including approved budget and presentations, review of COVID-19 related government online dashboards, advocacy/ retreat meetings with agencies, CSOs, media and young people. The scorecard was developed to report Civil Society Organisations (CSOs) review on Nigeria`s capacity on preparedness and response to health security and COVID-19. It also serves as an evidence tool to be used by all stakeholders including CSOs, media, advocates, young people and development partners to strategically influence actions that mobilize resources, promote prudent spending, transparency and accountability of COVID-19 health security funds.

He said, “Enough is enough to attacks which leads to Firefighters sustaining different degrees of injuries, and the fire truck windscreen being badly damaged.

We will no longer tolerate this dastardly act. The“ Fire Service boss who condemned in strong terms, the attack on the men of the service in states and at the federal level whenever they respond to fire calls, threatened that aside arresting and prosecuting perpetrators, firemen would be directed to henceforth, ignore fire calls from areas known for this barbaric act as the service cannot afford to risk the lives of its men and expose its very expensive trucks to Abdulganiyudestruction.whofurther disclosed that a total of 177 lives were saved from scenes of infernos, however , lamented that the country also lost a whooping N11.62billion to fire from different parts of the country within the period under review. The National Youth Council of Nigeria (NYCN), Imo State chapter has urged the Federal Government and other stakeholders at all levels to actively involve youths in politics and governance. NYCN Chairman in Imo, Ezinwanne Udoka, said this while speaking with newsmen in Owerri, on Thursday, as part of activities marking the International Youth Day 2022.The theme of the 2022 International Youth Day is, “Intergenerational Solidarity: Creating a World for all Ages”. NYCN who commended political parties for reducing the prices of nomination forms for youths aspiring to elective positions called on Government to further prevail on political parties to provide more opportunities for youths. The youth group said the ‘ Not Too Young To Run’ law which served as a morale booster for the youths would need some sensitisation to carry the youths along, especially those in rural areas. The group added that youth involvement in politics would help stem the tide of restiveness and violent crimes. It harped on the need for effective implementation of the Sustainable Development Goals (SDGs). This, he said, would go a long way to positively impact the lives of people, especially youths, in line with the vision of the United Nations targeted at ending poverty and vulnerability across the world by 2030. “When youths are empowered through politics, governance, as well as employed to work in government establishments, youth restiveness, crimes and insecurity would reduce minimally in the country. “Today, there are 1.2 billion young people aged 15 to 24 years – accounting for 16% of the global population. This number of youths if not properly taken care of will be a time bomb waiting to explode. “This underscores the need for proper integration of youths into the mainstream of governance to enable them contribute their quota to decision making with the aim of creating sustainable development and empowerment of the allimportant populace in line with the SD Goals”, he said.

2023 general elections: CAN, JNI sign peace pact

By Ikechukwu Okaforadi C onference of Nigeria Political Parties (CNPP) has urged President Muhammadu Buhari to end the inefficiency and endemic corruption in NNPC Limited, formally Nigeria National Petroleum Corporation (NNPC), if Nigeria will ever meet its Organisation of Petroleum Exporting Countries (OPEC) production quota in the near future. The CNPP in a statement signed by its Secretary, Willy Ezugwu, said that to continue to see the monetary policy of the Central Bank of Nigeria (CBN) as responsible for continuing crash of the naira against the dollar amounts to taking the blame game of appointees in the Buhari administration too far, insisting that “the CBN cannot be blamed when the country is not meeting its OPEC production quota as an economy that mainly depends on crude oil revenues. The CNPP was reacting to media reports credited to the Minister of State for Petroleum Resources, Chief Timipre Sylva, who confirmed that Nigeria was not meeting its OPEC production quota due to oil theft. Faulting the Group Chief Executive Officer of NNPC Limited, Mallam Mele Kyari, who corroborated the Minister’s position and lamented that Nigeria was currently losing about $2 billion monthly to the activities of oil vandals, the CNPP noted that the “claim was aimed at shielding himself and the company’s management team from any blame. “The country is obviously facing revenue challenges as a mono-economy and the only viable sector for earning foreign exchange is managed by corrupt appointees of the present administration.“Accordingto media reports, as at June this year, Nigeria has incurred an estimated petrol subsidy to the tune of N2.1 trillion in the first six months of of 2022. This is besides crude oil the NNPC illegally swap traditionally to sustain a corrupt subsidy regime.”

The Christian Association of Nigeria (CAN) and Jama’artu Nasir Islam (JNI) have signed a peace pact to de-escalate religious tensions in the 2023 general elections in Nigeria. The peace pact is meant to ensure a peaceful and secure environment among Nigerians for the purpose of having a friendly atmosphere before, during, and after the 2023 general elections for the citizens to freely exercise their franchises.Thepeace accord was signed in Washington D.C., United States at the International Religious Freedom Summit 2022. Prof. Yusuf Usman, represented the Sultan of Sokoto, Alhaji Muhammadu Sa’ad Abubakar III, the President-General of the Nigeria Supreme Council for Islamic Affairs (NSCIA), and CAN was represented by Rev. Samson Ayokunle, its immediate past President towards ensuring the success of signing the peace pact by the Thetwo. leadership of Christian and Muslim organisations assured its support to harmoniously work together, avoid violence, embrace dialogue, and remain committed to building resilient communities that are free from fear for Nigerians to be able to cast their votes for candidates of their choice in a conducive environment, in a statement issued by Rev. Ayokunle. The statement explained that the two religious bodies also promised to embrace a vision of common humanity and speak publicly of hope for Nigeria’s peaceful and bright future generations by embracing each other as members of the same family.According to the statement, it is a difficult time in Nigeria, with ever-escalating security crises and an overwhelming loss of trust in the government, adding that unfortunately, so much of the crisis in Nigeria has had a religious context leading to loss of lives and destruction of property in different parts of the country that had drawn the country backward in all spheres of life. The statement noted, “I recall the horrifying death of Deborah Emmanuel Yakubu murdered by a mob because of allegations of blasphemy. Likewise, the shocking attack on the St Francis Xavier Catholic Church on Pentecost Sunday that left so many dead. And nearly every day there seems to be another priest kidnapped or killed.” At the same time, the statement stated that there are so many across Nigeria, Muslims and Christians alike, who abhor the ongoing violence and want to live in peace with their brethren of other faiths as they have done for so long. It observed that the Sultan of Sokoto is one of those men and thanked him for how he swiftly condemned these kinds of attacks, stressing that Christians and Muslims would only build a stronger Nigeria that is able to tackle these urgent issues that are destroying the country from lack of security, accountability, and corruption, to conflicts between different peoples and faiths, to hunger and the economic situation, if religious leaders determine together to truly lead their people. According to the statement, that was why it was important for the Sultan and CAN to sign the ‘Declaration for a Peaceful and Secure Nigeria’, and to do so on the world stage of the desire of citizens to live in harmony irrespective of anyItdifferent.saidthe declaration signed lays out a number of principles that they believe all Nigerians can readily affirm as it states that all people are endowed by the Creator with inherent value and fundamental rights, regardless of nationality, ethnicity, culture, region, or the many other differences that often divide them, and that the essential freedom and dignity of every person must be respected and protected for the sustenance of peace, unity, and development.Ayokunle said that they also pledged to demand that free and fair democratic elections should be conducted in peace and for the benefit of all Nigerians regardless of ethnicity, religion or geographical zone in the 2023 general elections.

Tinubu: Affliction shall not rise against us second time – Coalition

Former Governor of Ondo State, Olusegun Mimiko, has insisted that the Peoples Democratic Party (PDP) needs Governor Nyesom Wike of Rivers State for its rescue mission in the 2023 general elections. Mimiko spoke on Wednesday at the flag-off ceremony for the construction of the Azikiwe -Iloabuchi Road in Mile 2 Diobu in PortAccordingHarcourt.to him, Wike has laboured so much for the PDP and will play a major role for the party comeMimiko2023. said, “Your Excellency, our party, the PDP, a party for which you have laboured so much, seems saddled with the historical duty of forging this unity, a unity premised on truth, equity, and justice, a unity upon which rescuing Nigeria from the far from the satisfactory performance of the past seven years will be built.”

“It’s a mission that must be accomplished. A mission for which you’re specially positioned and favoured to play a major role. A mission that must be subscribed to by all lovers of our country.” He added, “Beyond the selfevident physical transformation, you (Wike) have stood as a bulwark against those sworn to emasculate the main opposition party, all in their bid to force a one-party State down the throats of Nigerians.“Youwere at one point virtually a one-man countervailing force, defending and protecting our dear PDP. You’ve also, through bold legal challenges, deepened the national consciousness on the defects in the running of our defective federal system.” Mimiko’s comment came amid speculations that Wike may dump the PDP following a fallout with the party after its presidential primary a few months ago. Wike lost the party’s primary to former Vice President Atiku Abubakar, a development that has since caused a rift between both politicians. The PDP is making reconciliatory moves, but Wike’s recent invitation of Governor Babajide Sanwo-Olu of Lagos State to commission a project has generated further speculations that he may leave the PDP.

By Musa Baba Adamu Ahead of the 2023 general elections, the Coalition of South East Youth Leaders, COSEYL, has called on Nigerians promoting the candidacy of the All Progressives Congress, APC, presidential candidate, Bola Asiwaju Tinubu to retrace their steps in the interest of Nigeria. The coalition, in a statement issued by its President-General, Goodluck Ibem accused the former Lagos State governor of playing a greater role in establishing the President Muhammadu Buhari’s administration, which according to them has ruined the entire nation. Lamenting the current state of the nation, the coalition accused Tinubu of bringing President Buhari into power for his (Tinubu) selfish reasons.

COSEYL insisted that the APC national leader “owes Nigerians a sincere apology for bringing such plague upon the nation”, stressing that “his presidential ambition is an insult to the entire Nigerians especially the youths”. “We the youths of Igbo nation will not allow affliction the second time upon us. Never. We must have made our mistakes in 2015, but we are wiser now. Youths cannot be deceived again with the usual monetary inducement; it is the time of the youth to take back our“Wenation.call on any organization, groups or persons promoting the presidential ambition of Senator Tinubu to come back to their senses and engage in meaningful endeavours instead of marketing a very bad product”, the statement added.

The Act states further in Section 33: “A political party shall not be allowed to change or substitute its candidate whose name has been submitted under section 29 of this Act, except in the case of death or withdrawal by the “Providedcandidate: that in the case of such withdrawal or death of a candidate, the political party affected shall, within 14 days of the occurrence of the event, hold a fresh primary election to produce and submit a fresh candidate to the Commission for the election concerned.”

By Ikechukwu Okaforadi T he Middle-Belt Congress (MBC), has opined that in order to save the All Progressive Congress (APC) from what it called “impending electoral misfortune” in 2023 general elections, Senator Kashim Shettima should resign as the running mate to Asiwaju BolaBilalTinubu.Abdullahi, the MiddleBelt Congress leader, while briefing newsmen on Wednesday in Abuja, explained that the Muslim-Muslim ticket of the APC, came with its attendant political baggage. He declared that if the APC, as a party, is desirous of making any meaningful impact in the 2023 presidential elections, the party should retrace its steps in the composition of its presidential ticket. The group further explained that it believed that the selfconfession of love towards the Christian community by Senator Kashim Shettima might be a ruse, adding that his actions of late do not indicate that of a religious tolerant individual. The MBC stated that it was morally unjustifiable for Senator Kashim Shettima to hold onto the vice presidential slot of the APC, saying that such action had heated the polity in ways too numerous to mention in the country.According to the statement, “The incomprehensible fact remains that the leadership of the APC is aware of the threats posed to its electoral success with the Muslim-Muslim ticket, yet, it has remained adamant about the uproar its choice of MuslimMuslim ticket has elicited in the polity.”The Middle-Belt Congress appealed to Shettima to act with honour by resigning his nomination as the presidential running mate of the APC in the interest of peace and tranquillity. It stated that the nomination of Senator Kashim Shettima had brought about ethnic and religious tension in the country, saying that it remained unacceptable “in this critical period of the country’s existence where there are concerted efforts at unifying it along ethnic and religious lines.”

Nasir Kwarra, directorgeneral of the National Population Commission (NPC), says the commission has developed an application to ensure digital registration of births and deaths in the country. Kwarra disclosed this on Wednesday at the 2022 Civil Registration and Vital Statistics Day in NPCAbuja.bosssaid the commission was reviewing the current births and deaths compulsory Act 1992 to accommodate the emerging technologies within the civil registration and vital statistics systems.“Aspart of this integration and digitalisation efforts, the commission has developed the VitalReg Pro platform, a data collection and reporting mobile application software built for the online and offline births and deaths registration,” he said. “The software application was employed by the over 400 volunteers acting as sub-registrars who used their android phones to register births at the households, communities and health fixed posts during the birth registration and Supplemental Immunisation Activities.”Thefederal government, through the NPC, had also announced its plans to hold a national census next year after the general election. In December 2020, NPC estimated 206 million people are living in Nigeria — an increase of eight million people in two years. The country’s national census was last conducted in 2006. Last month, the Nigerian Civil Aviation Authority (NCAA) suspended Dana Airlines’ air transport licence (ATL) and air operator certificate (AOC) indefinitely. NCAA had said it suspended the operating licences after “discovering that the airline was no longer in a position to meet its financial obligations and to conduct safe flight operations”.Thiswas contained in a document obtained on Wednesday, the airline was suspended for many operational infractions against the Nigeria Civil Aviation Regulations (Nig.CARs) other than a financial crisis. The document, dated July 20, 2022, NCAA said Dana Air operated several flights on the MD 80 fleet with no licensed captain. It also revealed that it had previously sanctioned Dana Air and its personnel for maintenance violations.Theaviation regulator said Dana Air committed several flagrant operational violations, including a captain flying an aircraft with no licence. It added that the airline also conducted flights with overaged captains multiple times. “Recall also that on 14th and 15th of July, 2022, the authority carried out an investigation into the flight operations of Dana Air during April 2022,” NCAA said. “Dana Air operated several flights on the MD 80 fleet with no licensed captain. A captain of over 65 years of age sat on the jump seat, while a senior first officer on upgrade training sat on the left seat with a line first officer sitting on the right seat. “A senior first officer occupied the left seat while a first officer occupied the right seat and operated Dana flight 342 LOS – PHC with aircraft 5N-DKI on 23rd of April, 2022. The flight continued from PHC – ABV and then ABV – LOS. The SF/O even went as far as signing the technical logbook. “On the 20th of April, 2022, a re-qualifying captain, flew with a line captain, instead of a line trainer (instructor) or a check airman. The authority said the chief pilot of Dana Air, who does not have an NCAA ‘Check Airman Authorisation’, also conducted checks. It said flight deck crews scheduled for flights disregarded flight duty times and crew rest regulations; adding that the zapways rostering system utilised by Dana Air, although a good system, is open to manipulation by the scheduling and rostering staff. “Dana Air’s director of flight operations, conducted checks on the aircraft even though his Check Airman authorisation had expired on the 12th of September, 2020 and, in addition, he was over 65 years of age,” it “Oneadded.ofDana Air’s captains who had attained 65 years of age in July 2021, operated several flights on the jump seat. Also, his Check Airman authorization expired on 23rd August 2021 but he continued to exercise the privilege.” On the financial front, NCAA said, in June 2022, it carried out a financial and economic health audit of Dana Air for the years ended December 31, 2018 to December 31, 2021, and for the period January 2022 to May 2022.NCAA added that its audit, in line with the provisions of section 30 (4) (b) and (r) and part 18.10.1 of the Nig.CARs found that Dana Air could not meet current obligations as they fall due without resorting to more borrowings/debts, as the current liabilities far exceed the current assets”.Itsaid the audit also revealed that the shareholders’ fund (equity) has been in the negative since 2018, and it would take Dana Air several years of operation for retained earnings to erase the negative equity. According to the regulator, the audit also found that the debt to capital ratio is negative, adding Dana Air is financing operations through debts.Itadded that the airline pays staff salaries in batches, “between the 1st and the 10th of the succeeding month, and recently sent some employees on compulsory three months leave without pay, an indication of serious liquidity challenge in the payment of staff entitlements, with the consequence of depressed morale, low productivity and the consequent impact on safety”.

“The cumulative and apparent deliberate violations of the Nig. CARS, as indicated above, by DANA Air employees, especially several key post holders are indicative of a toxic corporate safety culture within the organisation. Dana Airlines -NCAA Dekinna /Bassa PDP house

“This is a red flag on the airline’s ability to finance current obligations,” NCAA said. “It is also noteworthy to remind you that the authority recently sanctioned Dana Air and its personnel for maintenance violations. “While Dana Air was fined a total sum of N30,000,000.00 (Thirty Million Naira), which it had not been able to settle to date due to financial constraints, the AME Licence of Dana Air’s erstwhile Director of Maintenance was revoked for making false statements and false entries in the technical logbooks of the aircraft, 5N-SAI and 5N-JOY. “The authority is convinced that Dana Air and its personnel deliberately violate the provisions of the Nig.CARs relate to safety and, therefore, the Airline is no longer in a position to conduct safe operations.

From Abubakar Yunusa T he World Bank has said the current petrol subsidy regime poses an “existential threat” to Nigeria. Rajul Awasthi, senior public sector specialist, domestic resource mobilisation, World Bank, said this at a virtual presummit themed ‘Critical Tax Reforms for Shared Prosperity’. The event was organised by the Nigerian Economic Summit Group (NESG) on Wednesday. Petrol subsidy claims amounted to N2.6 trillion in the first half of 2022 — a figure above crude oil sale receipts from the Nigerian National Petroleum Company (NNPC) Limited.

From. Abubakar Yunusa Peter Obi, presidential candidate of the Labour Party (LP), says the federal government should restrict borrowings to a statutory 5 percent of the previous year’s revenue. Obi disclosed this on Thursday on his verified Twitter page, warning that Nigeria must limit borrowing for consumption. In 2020, the federal government exceeded 3 percent fiscal borrowing threshold because of the COVID-19 pandemic.Thefiscal responsibility law provides a limit of 3 percent debt threshold for sustainability — but the president can “exceed the ceiling if there is a clear and present threat to national security or sovereignty of Nigeria”. The presidential candidate also warned that most states that received fiscal bailouts did not invest them properly. “As a matter of urgency, Nigeria must stop borrowing for consumption, but only borrow to invest in regenerative development projects and other productive ventures,” he said. “It’s ironic that states that received fiscal bailouts did not repay the loans and are still borrowing beyond their revenue earnings.“Also, it has become imperative to restrict federal borrowings to the statutory 5 percent of the previous year’s revenue.” In 2021, Obi advised the federal government to invest the funds being borrowed in profitable ventures to enhance the nation’s socioeconomic development. According to him, debt is not bad when rightly applied and used for investment that will improve the economy, but that borrowing for consumption is bad. Obi said more people would be thrown into poverty if the government fails to invest in those things that would improve the economy.Peoples Daily had reported that the cost of servicing debt surpassed the federal government’s retained revenue by N310 billion in the first four months of 2022. According to the report, the federal government’s total revenue for the period was N1.63 trillion, while debt service gulped N1.94 trillion.

The federal government has projected to spend N6.7 trillion on petrol subsidy payments in 2023. Awasthi said Nigeria is in an unfavourable economic situation due to dwindling revenue, the continued payment of trillions of naira on fuel subsidy by the government and the attendant economic challenges. He maintained that Nigeria would have no choice but to get rid of subsidy eventually. In a slide he shared during his presentation, which showed Nigeria’s Development Update (NDU), Awasthi said that between 2015 and 2019, Nigeria’s non-oil revenue was among the lowest in the world and as a result the second lowest in spending. He said that the country’s oil revenue was also falling even when oil prices were higher. “Nigeria has the largest economy in Africa and the largest country in Africa by population, so it is critical to Africa’s progress. There is no doubt about that,” Awasthi said. “But the government of Nigeria, from the public finance perspective, is facing an existential threat. Let’s not downplay the situation. That is the actual reality. “Nigeria is 115th out of 115 countries in terms of the average revenue to Gross Domestic Product ratio. Despite the oil prices rising the way they have been, net oil and gas revenues have been coming down because of the tremendous impact of the subsidy.“So,what is going to happen in 2022? The federation’s revenues are going to be significantly lower. They are already very low, and Nigeria is already the lowest in the world out of 115 large countries and this year, it’s going to be lower than what it was in 2020 because of the debilitating impact of fuel subsidy.”Speaking on how to tackle the impending threat, Awasthi said that in the non-oil sector, valueadded tax (VAT) compliance gaps were immense and they needed to be breached.Healso said that tax expenditures should be rationalised.

The event was under Growth Initiatives for Fiscal Transparency (GIFT) Nigeria, organised by OrderPaper Advocacy Initiative in collaboration with other stakeholders.Muruako said the call was necessary due to the worrisome trajectory of debt accumulation at allHelevels.said there was an urgent need for the national assembly to conclude the amendment of the FRA, 2007, to check loopholes in the public finance management (PFM)“Wesystem.arecalling on finance committees in the 9th Senate and House of Representatives to accelerate the amendment and passage of the FRA Act, 2007 before they wind down their sessions come 2023,” he said. “This is because there are several loopholes in the current Act that has made the government vulnerable to massive looting, corruption and even freedom to borrow without necessary steps followed. There is no doubt that if they fail, there will be business as usual across the MDAS (Ministries, Departments and Agencies), which may further worsen the rate of national development.”Muruako decried the nonchalant attitude of MDAs towards the remittance of public funds, capitalising on the gaps in the FRA, especially the lack of sanctions for Accordingnon-compliance.tohim,areview of the Act with specific sanctions for failure to remit revenues would compel public officer holders to makeHeadjustments.furtherdisclosed that the Act identified 50 offences and violations yet did not provide sanctions to punish offenders. The FRC chairman, while describing the uniqueness of the Act, said that besides covering some issues on PFM like the Medium-Term Expenditure Framework (MTEF), upon which annual budgets are anchored and also sets thresholds for debt/ borrowing at federal and state. On his part, Chukwyemeka Abana, FRC’s director, legal, investigation and enforcement, said the commission regrets not getting the needed support from sister agencies towards actualising the amendment of the Act. He added that the Act had undergone three amendments which were done piecemeal with the government cherry-picking areas that suited its purpose and situations.

The President said as the host of the ECOWAS Commission, Nigeria expects that the scrupulous processes that led to the new appointments “would impact on the fortunes of our Organisation in terms of efficient and effective service delivery that bears positive impact on the lives of our citizens.” He added that when the founding fathers met on 28th May, 1975, to establish ECOWAS, what was uppermost on their minds was the promotion of economic cooperation between the member-States in order to raise the living standards of citizens hence driving the economic development of the subregion in an integrated manner. President Buhari further noted: “Forty-seven years after, this core objective for the formation of ECOWAS remains critically relevant to our national and sub-regional aspirations. Issues of inter-state cooperation and collaboration, harmonisation of policies, integration of programmes, conflict management and security of the sub-region, have continued to necessitate the need for our solidarity and collective responses to our common challenges, such as climate change, terrorism, health issues, good governance and the sustainability of democracy anchored on rule of law and ultimately, development and progress for our citizens.”

“With many Development Experts on your Team, I have no doubt that you will evolve appropriate partnerships and working relationships with Development Partners across the globe, to maximise opportunities for progress,” President Buhari submitted.DrAlieu Touray thanked Nigeria for the support she gave to the candidature of the new Team members, pledging that they would live up to the expectations of West African leaders, “as we are fully conscious of the priorities set for Heus.”said they would work with member-States to pursue their objectives, “and make ECOWAS institutions what you want them to be.”

By Egena Sunday Ode President Muhammadu Buhari Thursday in Abuja met with representatives of victims of Kaduna Train abduction, assuring them that the Federal Government is doing everything within its powers to ensure the safe return of the remainingCondolingcaptives.with the families of the victims and those who lost their loved ones, the President said since the “terrible and cowardly attack by the criminal elements” on March 28, 2022, the nation had joined them to endure a period of difficulty and emotional pains. The President told representatives of the families that in the immediate aftermath of the incident several actions have been taken by government to bring succour to the affected families and to prevent a recurrence in the country.Healso explained his reason for discarding the use of lethal military force in extracting the remaining abductees. ‘‘I have been informed that at last count, there remain about 31 people in the hands of the kidnappers, and our determination is to work towards returning these 31 people to their families.‘‘Itis understandable that emotions typically run high, we have received several suggestions about the deployment of lethal military force in extracting those still being held in captivity. ‘‘This option has indeed been considered and evaluated. ‘‘However the condition to guarantee a successful outcome and minimize potential collateral damage could not be assured and therefore that course of action had to be reluctantly discarded. ‘’My primary concern is to get everyone released safe and unhurt,’’ he said. On his recent instruction to security and law enforcement agencies to bring an end to inhumane action against innocent Nigerians, the President expressed delight, saying: ‘‘Judging by the available reports to me and news that have begun emerging in the last few days, I will say they have heard this instruction and are responding appropriately. ‘‘In the past couple of days, you must have heard about the number of terrorists neutralized by the military, and number of hostages freed. These efforts will not stop, or reduce. ‘‘We must take the fight to the terrorists and demonstrate that there is no hiding place for them within the borders of our country. ‘‘Each one of them will be hunted, and pursued and spoken to in the language that they understand.’’ThePresident also used the occasion to commend the bravery and gallant actions taken by members of the Police Force who were onboard the train on that fatefulAccordingday. to the President, ‘‘It is clear that their actions saved many lives and by making the ultimate sacrifice, they must be recognized for their bravery.’’ President Buhari added that he had never doubted the ability or confidence of those who have presented themselves to defend the country and the Kaduna train incident had reinforced the belief and faith of the nation in this special group of Nigerians. ‘‘I also would like to use this opportunity to say that we are cognizant of events that have unsettled our citizens in various parts of our nation and in the Capital.‘‘Iwould like to comfort those who were traumatized by these tragic events and pledge that our response is to protect all Nigerians wherever they are.

“That is the ECOWAS we desire, and must have. You cannot afford to disappoint us.”

He said: “It has become glaring that governments alone can no longer fund education, thus the urgent need to include participation of non-state actors and the organized public sector, to strengthen the funding of public schools as well as vocational centres in the FCT”.Hetherefore hailed the Secretariat for been consistent in the production of annual school survey, which is a veritable document for effective planning and administration of schools in theAdesolaFCT. also praised the Secretariat for partnering international development agencies for developing a medium and educational planning, which is a good guide for organized development in the sector. He however, tasked the participants to deliberate on improving productivity of teachers in FCT schools, evolve credible partnerships that will complement funding of the sector, develope action plan for training and capacity development of our teachers to upscale them in consonance with evolving advancement in technology. “Our efforts in the development of the plan will come to naught if the document is not applied with our developmental initiatives. “I therefore implore this gathering to prioritize the application of the education sector plan in your budget preparation to enhance effective plan implementation”, he stressed. Furthermore, the Permanent Secretary urged the participants to engage in meaningful and productive discussions that would strengthen their individual capacities and that of the Secretariat as an institution to improve education performance and services delivery.Earlier in his remarks, Secretary, Education Secretariat, Malam Sani Dahir El-katuzu noted that the retreat, in addition to finding solutions to the challenges of funding, would also address issues of security and update participants’ knowledge on their functions in the Secretariat. France firefighters battle ‘monster’ wildfire near Bordeaux

The before and after images from Planet Labs, which monitors hundreds of satellite feeds over Ukraine, are the first independent confirmation that the base may have been damaged. Until now, details about the extent of the explosions’ impact have been scarce. Ukraine has not claimed responsibility and its defence minister suggested that careless Russian soldiers could be to blame. “I think that Russian military guys in this airbase ruined their very simply known rule: don’t smoke in dangerous places,” said Oleksiy Reznikov. “That’s it.” Ukraine’s air force said about a dozen Russian warplanes were destroyed, though. The UK’s Defence Secretary, Ben Wallace, suggested that the fact there were two separate explosions points to an attack rather than an accident. He also defended Ukraine’s right to target Crimea. “It’s absolutely legitimate for Ukraine to take lethal force, if necessary... in order to regain not only its territory, but also to push back its invader,” he told the BBC. Any attack by Ukraine inside Crimea would be seen as an escalation of the war. Russia sounded a warning last month when ex-President Dmitry Medvedev threatened that “Judgement Day will instantly await” if Ukraine targeted Crimea. Crimea is internationally recognised as part of Ukraine - but the Black Sea peninsula was annexed by Russia in 2014. Many Ukrainians see this as the start of their war withFollowingRussia. Tuesday’s blasts, President Volodymyr Zelensky dedicated his nightly address to Crimea and suggested that he believed Ukraine must retake the peninsula before the war can end. Russia annexed Crimea in March 2014, after the territory - which has a Russianspeaking majority - voted to join Russia in a referendum that the global community deemsTheillegal.vote was hastily organised after unmarked Russian troops took control of several strategic sites around the peninsula. Russia’s annexation came after Ukraine’s Russian-backed president was ousted following months of pro-European protests. On 24 February this year - eight years after the Crimea annexation - Moscow launched a full-scale invasion of Ukraine, using Crimea as a springboard to move Russian troops deeper inside Ukraine.

Several firefighting aircraft are involved in the massive firefighting operation in the Gironde region UN alarm as Ukraine nuclear power plant shelled again

More than 1,000 firefighters are battling a “monster” wildfire in south-western France that has already destroyed nearly 7,000 hectares (17,300 acres) of forest, officials say.

Belin-Béliet is now a ghost town since all of its 2,000 inhabitants had to flee on Wednesday, BFMTV says. In nearby Hostens, Allisson Fayol and her father - unlike many of their neighbours - decided to stay at home for now. “There is still a lot of smoke but for now it’s not coming this way,” Ms Fayol was quoted as saying by Reuters news agency. Temperatures are expected to reach as high as 39C later on Thursday. Prime Minister Elisabeth Borne and Interior Minister Gérald Darmanin have arrived to the affected area to inspect the scale of the damage. Climate change increases the risk of the hot, dry weather that is likely to fuel wildfires. The world has already warmed by about 1.2C since the industrial era began and temperatures will keep rising unless governments around the world make steep cuts to emissions.

Satellite images appear to show major damage and a number of destroyed Russian warplanes at a Crimea airbase following explosions there this week. The Saky base in the west of Russianruled Crimea was rocked by a string of blasts on Tuesday, killing one person. The base’s runways appear intact, but at least eight aircraft seem damaged or destroyed with several craters visible. Ukraine has not claimed responsibilitybut this new evidence suggests the possibility of a targeted attack. It also dispels Russia’s denial that any of its aircraft were damaged. The images, from the US-based Planet Labs, show large areas of scorched earth left from fires that erupted. Most of the damaged or destroyed aircraft are in a specific area of the base where a large number of planes were parked out in the open - away from the cover of hangars. Two types of fighter jets, including Su24Ms, have been damaged by explosions, along with two buildings nearby. How the base was damaged, or by what, is still unconfirmed. William Alberque, from defence think tank IISS, has told the BBC that two buildings may have been used to temporarily store weapons, and would have been targeted for maximum impact on the fighter jets parked nearby. The base’s runway, and permanent weapons storage sites located further away from the planes, seem untouched. Mr Alberque says it is likely that cluster munitions were used, but Ukraine doesn’t have the kind of missiles needed to carry out this kind of attack.

If Ukraine is responsible, he suggests they used repurposed S-300 missiles, typically for surface-to-air attacks, or anti-ship Neptune missiles.ButLouise Jones, head of intelligence at McKenzie Intelligence, says the satellite images aren’t conclusive enough. If makeshift missiles were used, Ms Jones says there’s no evidence they missed any potential targets. “To be that accurate at that range with possibly an experimental munition is unlikely,” she suggests. Another scenario would be a sabotage operation by Ukrainian special forces or paramilitary groups. Ms Jones says this isn’t impossible, but again highly unlikely. A third option, she adds, is that the explosions were an accident - caused by a fuel leak, or ammunition exploding in one of the two storage sheds. Russia has blamed the blasts on this latter option and said fire safety rules were being flouted on the base.

More shelling of Ukraine’s Zaporizhzhia nuclear power plant has been reported, with Ukraine and Russia again blaming each other for the attack. Each side said there were 10 hits on the plant’s administrative office and fire station on Thursday. UN Secretary General António Guterres warned the fighting could “lead to disaster” at Europe’s largest nuclear plant, seized by Russia in earlyUkraineMarch. warned that Russia may provoke the world’s worst nuclear accident. On Wednesday, foreign ministers from the G7 group of industrialised nations said Russia must immediately hand back control of the plant to Kyiv. The facility and its surrounding area in centraleastern Ukraine saw shelling last week, with Russia and Ukraine also accusing each other over that attack.Ukraine says Russia has turned the site into a military base, launching attacks from there, knowing that Ukrainian forces are unlikely to retaliate.Moscow denies the claim. In a statement on Thursday, Ukraine’s nuclear agency Enerhoatom said that “Russian invaders again shelled the Zaporizhzhia plant and territories near the nuclear facility”. It said an administrative office near the welding area was hit, and the storage of radiation sources. There was a small fire on some nearby grass, but no injuries. Enerhoatom added that the fire station located near the plant was also targeted. Because of the shelling, it was impossible to change the personnel after their shift, so they had to continue work overtime. But the situation was currently under control, Enerhoatom said. The Russian-installed officials issued a mirroring statement, accusing Ukraine of carrying out the Theyshelling.said Ukrainian forces were using multiple-launch rocket systems and heavy artillery. The claims by each of the side have not been independently verified. Meanwhile, UN Secretary General Guterres warned: “Urgent agreement is needed at a technical level on a safe perimeter of demilitarisation to ensure the safety of the area”. Mr Guterres was speaking ahead of a UN Security Council crisis meeting over the issue in New York City. In Kyiv, Ukrainian President Volodymyr Zelensky warned that “Russia may provoke the world’s worst nuclear accident... bigger than Chernobyl”. He was referring to the 1986 disaster at the Soviet-build nuclear plant north of Kyiv. Mr Zelensky said that such an accident would be tantamount to Russia using its nuclear weapons without conducting an actual nuclear strike. The Zaporizhzhia plant is in the city of Enerhodar, in the south-east of Ukraine along the left bank of the River Dnieper (Dnipro in Ukrainian).Itconsists of six pressurised water reactors and stores radioactive waste. After seizing the complex, Russia kept its Ukrainian employees. So far, UN nuclear watchdog officials have been unable to inspect the plant.

The raging blaze near the city of Bordeaux has gutted a number of homes and forced 10,000 residents to flee. “It’s an ogre, it’s a monster,” firefighter representative Gregory Allione told France’s RTL Radio. Strong winds and high temperatures are hampering the firefighting operation. President Emmanuel Macron announced that Austria, Germany, Greece, Poland and Romania “are coming to aid” France in battling the blaze. “European solidarity at work!” he tweeted. This summer France and a number of other European countries have seen a wave of deadly wildfires, triggered by record temperatures and droughts across the continent.More than 1,000 deaths have been attributed to the heat in Portugal and Spain. In the UK, an amber extreme heat warning has now come into force, with temperatures forecast to hit 37C (99F) in some areas over the next four days. The heatwave will probably affect health, transport and working conditions, the authorities warn. The huge wildfire in France’s Gironde region has been raging for two days near the commune of Landiras, about 30km (19 miles) south-east of Bordeaux. A number of firefighters have had to be urgently redeployed from other regions to boost the ongoing operation. They are being backed by specialist aircraft that have been dropping water and flame retardant. But despite all the efforts, the blaze was still out of control on Thursday, local officials said. “It’s the first time we’ve seen a fire like this,” French firefighter Jérôme Jean told BFMTV news website. Before the evacuation, some of the local residents had to save themselves on rooftops as the flames rapidly approached their houses, reports say.

Kenyans still do not know who their next president will be more than 45 hours after polls closed. Election head Wafula Chebukati has urged people to be patient and not to panic that media houses are releasing differing tallies. Each organisation is making calculations based on its own manual entry of data from more than 46,000 polling stations. But it is only the electoral commission that can declare the winner. The media’s tallies show that the two leading candidates - Raila Odinga and William Ruto - are neck and neck. “There should be no panic about the differences we are seeing on the media screens. The results are from the same public portal; the approach [of each broadcaster] is different,” Mr Chebukati, the chairperson of the Independent Electoral and Boundaries Commission (IEBC), said. He said at the end of the tallying the results should look “similar”. Why is it taking so long? Teams of journalists working for various outlets are engaged in the laborious task of uploading the figures received from each of the polling stations one-by-one. Each media house is doing it a different speed and choosing the polling stations in a different order. When it comes to the IEBC, on top of compiling the results, officials need to verify each one - another time consuming task. Officials are currently comparing the results the commission received in the form of a photograph from the polling stations with the actual results sheet, which is being hand delivered to the tallying centre in the capital, Nairobi. This is to ensure that both results match and a key reason why things are taking so long.Counting in some polling stations was also delayed and travel to Nairobi, especially by agents from far-flung areas, could be further factors in slowing things down. How are Kenyans feeling? There is a sense of anxiety in the country as disputed elections in the past have led to violence or the whole process beingFollowingcancelled.the 2007 vote, at least 1,200 people were killed and 600,000 fled their homes following claims of a stolen election. In 2017, huge logistical errors led the Supreme Court to annul the result and order the presidential poll to be re-run. Officials are under pressure to get things right this time. The country often grinds to a halt during elections, activities across the country have slowed and schools remain closed at least until next week on Monday. In Nairobi’s central business district, the usually busy streets are mostly deserted. Allegations of election rigging are as old as the country. It was part of politics even before multiparty elections were re-introduced in the 1990s, but the push for free and fair elections has never faltered. After the violence that followed the 2007 election, political parties and activists argued for the use of technology instead of physical registers, which could be easily manipulated, to verify voters. This year’s election is the third time technology has been used but it has yet to deliver an election that has not been challenged in the courts. Early reports, however, suggest that the electoral commission may have finally achieve this elusive goal with this election. When will we know the result? At the pace of the counting is ongoing, the local media is likely to finish tallying provisional results before the end of day on Thursday.Ifthere is a clear leader of the race, celebrations are likely to break out. However, only the electoral commission can declare a winner after comparing and verifying the results. The electoral commission has seven days after the election day to declare the result. To win the presidential race in the first round, a candidate needs: • more than half of all the votes cast across the country • at least 25% of the votes cast in a minimum of 24 counties. Otherwise voting goes to a second round which by law has to happen by 8 September.

Votes were counted at each of the more than 46,000 polling stations and the results were then sent to the national tallying centre

In our series of letters from African journalists, Ghanaian Elizabeth Ohene writes about the disputes that break out over the final resting sites of African leaders.Iam not sure I can offer a categorical theory yet, but it does look to me that being a president in Africa means there will be some controversy about your resting place when you die. I have been following the dispute over where to bury Angola’s former President José Eduardo dos Santos who died in Spain on 8 July.

the family won and Mr Mugabe, the undisputed hero of Zimbabwe’s liberation struggle, was buried in his home village, without any representatives of officialdom present. Even Kenneth Kaunda, Zambia’s first post-independence president and the ultimate peacenik, could not find a resting place last year without a dispute breaking out.According to the family, he wanted to be laid to rest next to his wife and not at the official site the government had designated.Forthe moment, the family has not insisted on their rights and “KK” - as the late Mr Kaunda is affectionately known - is lying at the Embassy Memorial Park in the capital,FromLusaka.exileto honours These disputes about restless dead bodies are not new. Over here in Ghana we are well practised in such matters. Our first leader - Kwame Nkrumahdied while receiving medical treatment in Bucharest in Romania. He was first buried in Conakry in Guinea, where he had been living in exile. His body was later brought to Ghana. There was a state funeral in the capital, Accra, and he was laid to rest in his home village of Nkroful. Years later, a befitting mausoleum was built in Accra and the body was brought and interred there. Every once in a while, there are murmurs from his family in Nkroful asking for his body to be returned to them. In 2012, our President John Evans AttaMills died in office and finding a resting place for him was not a straightforward issue. Some members of his family wanted the body to be sent to his home village for burial, that argument did not find much traction at the time. The first place where the government dug a grave for his interment was abandoned as unsuitable. He was eventually laid to rest in a park. The understanding then was that the park would serve as the resting place for all presidents of Ghana. Since then, another former presidentJerry Rawlings - has died. Not only was he not taken to where President Atta-Mills lies, but his family in his home village accused the government of having appropriated the body. He was buried at a military cemetery in Accra, with full military honours. A few weeks ago, we marked the 10th anniversary of the passing of Atta-Mills. There are still arguments about his tomb: who should look after it, and what should be inscribed on it. There are also members in his family who still want the body exhumed from the state-sponsored park in Accra and taken to his home village to be laid to rest. So I have to conclude that one of the hazards of being a president in Africa is that there will be no resting place for your body when you die.

From Dos Santos to Mugabe - the burial disputes over ex-leaders

Current President João Lourenço and Mr Dos Santos’s fourth wife want to bring his body home for a state funeral and burial in a mausoleum - what we would call here in Ghana a befitting burial. But his daughter Welwitschia “Tchizé” dos Santos wants a private funeral and a discreet grave site in Spain, where his children can visit. She says she has the support of some of her siblings who face accusations of corruption in Angola and could be arrested if theyOnereturn.ofthe Dos Santos children says the state has no constitutional obligation to assume responsibility for his father’s burial and the decision must rest with the family. That argument about the state’s rights to a dead president’s body seems to be a recurring one. Back in 2019 there was an eerily similar situation in Zimbabwe when Robert Mugabe died almost two years after his 37 years in power was ended by the current President Emmerson Mnangagwa, with the backing of the military. Everybody thought Mr Mugabe would be laid to rest at the national Heroes’ Acre in the capital, Harare. After all, Heroes’ Acre had been built by him and he had supervised the burial there of many of his former comrades in the liberation struggle, including Sally, his first wife. Mr Mnangagwa started building an impressive mausoleum for the independence leader, but Mr Mugabe’s family would have none of it, not after he had been chased out of power and betrayed by hisThelieutenants.body, they argued, belonged to the family and after weeks of argument,

Iranian women who need certificates to prove they are virgins

• Between 13 and 16 January 2014, entered into or became concerned with an arrangement, a result of which money was to be made available to another, knowing or having reason to suspect it was to be used for the purposes of terrorism, contrary to section 17 of the Terrorism Act

• Between 28 July 2013 and 16 January 2014, possessed an article, namely a firearm, in circumstances which give rise to a reasonable suspicion that his possession was for a purpose connected with the commission, preparation or instigation of acts of terrorism, contrary to section 57 of the Terrorism Act. Mr Davis is alleged to have asked his wife to send him money in Syria for terrorist purposes, thereby allegedly inviting her to provide funds and entering into a funding arrangement. He is also accused of possessing a firearm for terrorist purposes after he was allegedly photographed holding one alongside militants in Syria.

“You tricked me into marrying you because you’re not a virgin. Nobody would marry you if they knew the truth.” This is what Maryam’s husband said to her after they had sex for the first time. She tried to reassure him that, even though she didn’t bleed, she had never had intercourse before. But he didn’t believe her, and asked her to get a virginity certificate. This is not uncommon in Iran. After getting engaged, many women go to a doctor and get a test that proves they’ve never had sex. However, according to the WHO, virginity testing has no scientificMaryam’smerit.certificate stated that her hymen type was “elastic”. This means she might not bleed after penetrative sex. “It hurt my pride. I didn’t do anything wrong, but my husband kept insulting me,” she said. “I couldn’t take it anymore, so I took some pills and tried to kill myself.”Just in time, she was taken to a hospital and survived. “I will never forget those dark days. I lost 20kg [3 stone] during thatGrowingtime.” calls to end the practiceMaryam’s story is the reality of many women in Iran. Being a virgin before marriage is still crucial for many girls and their families. It’s a value that is deeply rooted in cultural conservatism. But recently, things have started to change. Women and men around the country have been campaigning to put an end to virginity testing. Last November, an online petition received almost 25,000 signatures within a single month. This was the first time virginity testing was being openly challenged by so many people in Iran.“It’s a violation of privacy, and it’s humiliating,” says Neda. When she was a 17-year-old student in Tehran, she lost her virginity to her boyfriend. “I panicked. I was terrified about what would happen if my family found out.” So, Neda decided to repair her hymen.Technically, this procedure is not illegal - but it has dangerous social implications, so no hospital will agree to perform it. So Neda found a private clinic that would do it in secret - at a heavy price. “I spent all my savings. I sold my laptop, my mobile phone and my gold jewellery,” she says. She had to sign a document to take full responsibility in case something went wrong. A midwife then proceeded with the procedure. It took about 40 minutes.ButNeda would need many weeks to recover. “I was in a lot of pain. I couldn’t move my legs,” she recalls. She hid the whole thing from her “Iparents.feltvery lonely. But I think that the fear of them finding out helped me tolerate the pain.” In the end, the ordeal Neda endured was all for nothing. A year later, she met someone who wanted to marry her. But when they had sex, she didn’t bleed. The procedure had failed. “My boyfriend accused me of trying to trick him into marriage. He said that I was a liar and he left Pressureme.” from the family Despite the WHO denouncing virginity testing as unethical and lacking scientific merit, the practice is still carried out in several countries, including Indonesia, Iraq and Turkey. The Iranian Medical Organisation maintain that they only carry out virginity testing in specific circumstances - such as court cases and rape accusations. However, most requests for a virginity certification still come from couples who are planning to get married. So they turn to private clinics - often accompanied by their mothers. A gynaecologist or a midwife will carry out a test and issue a certificate. This will include the woman’s full name, her father’s name, her national ID and sometimes her photo. It will describe the status of her hymen, and include the statement: “This girl appears to be a virgin.” In more conservative families, the document will be signed by two witnesses - normally the mothers.DrFariba has been issuing certificates for years. She admits it’s a humiliating practice, but believes she’s actually helping many“They’rewomen.under such pressure from their families. Sometimes I’ll verbally lie for the couple. If they’ve slept together and want to get married, I’ll say in front of their families that the woman is a virgin.”Butfor many men, marrying a virgin is still fundamental. “If a girl loses her virginity before marriage, she cannot be trustworthy. She might leave her husband for another man,” says Ali, a 34-year-old electrician from Shiraz. He says he’s had sex with 10 women. “I couldn’t resist,” he says.Ali accepts there’s a double standard in Iranian society, but says he sees no reason to break away from tradition. “Social norms accept that men have more freedom than women.” Ali’s view is shared by many people, especially in more rural, conservative areas of Iran. Despite mounting demonstrations against virginity testing, given this notion is so deeply rooted within Iranian culture, many believe a total ban on the practice by the government and lawmakers is unlikely anytimeHopesoon.inthe future Four years after attempting to take her own life and living with an abusive husband, Maryam was finally able to get a divorce through the courts. She became single just a few weeks“It’sago.going to be very hard to trust a man again,” she says. “I can’t see myself getting married in the near future.” Along with tens of thousands of other women, she, too, signed one of the growing number of online petitions to put an end to issuing virginity certificates. Although she expects nothing to change soon, perhaps not even within her lifetime, she does believe one day women will gain more equality within her country. “I’m sure it will happen one day. I hope in the future no girls will have to go through what I did.”

The court heard that he did not wish to indicate which way he would plead to the charges. He will next appear at the Old Bailey on 2 September for a pre-trial hearing.MrDavis has spent more than six years in a Turkish prison. He denied being the fourth member of an IS gang that tortured and murdered western hostages in Iraq and Syria. The ringleader of that gang, Mohammed Emwazi, was killed in a US drone strike seven years ago.Two others were captured in Syria, and taken to the US, where both have been convicted of committing some of the most gruesome crimes in recent history. The terror cell was nicknamed the Beatles after the Liverpudlian band, due to the members’ English accents.

PAGE 25PEOPLES DAILY, FRIDAY, AUGUST 12, 2022 N ews By Egena Sunday Ode P resident Muhammadu Buhari Thursday in Abuja said deployment of digital technology in the 2023 National Population and Housing Census will ensure effectiveness and more accuracy in the figures, while noting that Nigeria could rank third largest in the world by 2050, after China and India.

From left; President Muhammadu Buhari, Chairman National Population Commission, Hon. Nasir Isa Kwarra, Chief of Staff Prof Ibrahim Gambari amd President of the Senate Representatives, Chairman Senate Committee on Population and National Identity, Sen Shahabi Yau and Minister of FCT Mallam Mohammad Musa Bello during the opening of the National Stakeholders Consultative Forum on the 2023 Population and House Census at the Presidential Villa, yesterday in Abuja.

Speaking at the national stakeholders’ summit on the 2023 Population and Housing Census held at the State House, President Buhari said a “reliable, credible, acceptable and successful census’’ will help government in planning purpose for development, especially in bolstering the social security programme that targets more vulnerable Nigerians.“Thecountry’s inability to conduct a population census in the last 16 years has created an information vacuum as the data from the last census conducted in 2006 has been rendered out of date for planning purposes. It has therefore become imperative for the nation to conduct another national census to produce a new set of demographic and socioeconomic data that will provide the basis for national planning and sustainable development. “Population is a critical factor in a nation’s efforts toward achieving sustainable development. People are both the agents and beneficiaries of the development process. Knowledge of the national population in terms of size, distribution and socioeconomic characteristics is required for planning purposes. This, therefore, makes the conduct of census an essential governance activity. “With a projected population of 216,783,381, Nigeria is the sixth most populous country in the world and the most populous country on the African continent. Due to the rapidly growing nature of the population and large proportion of the youthful population, Nigeria is also projected to be the third most populous country in the World by the year 2050 after India and China,’’ he said. Despite Nigeria’s highranking position on the global demographic map, the President said its population censuses had been conducted irregularly and at intervals, longer than the United Nations recommended 10 years. “This irregular and long interval of census taking in Nigeria, has denied the nation the huge benefits of comprehensive baseline data for evidence-based decisionmaking.“Since our assumption of office in 2015, our administration has introduced several poverty reduction and youth empowerment programmes, which are making concrete improvements in the living standards of our people. There is a need to ensure that further implementation of these programmes will be driven by the 2023 Census data that will improve the implementation of programmes targeting vulnerable populations and ensuring as widespread coverage as possible. “The nation requires a new data set to drive the implementation of the recently launched revised National Policy on Population for Sustainable Development and other government policies. The 2023 Census data is also needed to tackle the security challenges bedevilling the country as it will give an overview of the population, where we are and who we are,’’ he added. President Buhari called for support of stakeholders, which include State Governments, Local Government Councils, Traditional and Religious Institutions, Civil Society Organizations, Private Sectors, media, Development Partners, Donor Agencies and the general populace for the successful conduct of the 2023 Census. “Ordinarily, conducting a population census is a routine national event that is the ultimate responsibility of every national government. Census taking cannot be left to the National Population Commission alone,’’ he said.

President Buhari noted that the government would appreciate all support from donors, development partners and the international community in order to ensure that the Commission conducts a census that would be transparent, credible and meet national and international standard.“Our Administration is convinced that the National Population Commission has the commitment and capacity to deliver to the nation a reliable, credible, acceptable and successful census. We are also satisfied with the deployment of technology by the Commission to ensure the conduct of the first fully digital census in Nigeria as the census methodology will enhance the data quality, inspire the confidence of the Nigerian people and acceptability of the censusPresidentresults.’’Buhari said the summit will further strengthen collaboration and solicit the cooperation and support of key stakeholders for the successful conduct of the 2023 Census, while appreciating the National Population Commission for organizing the summit and wishing all Nigerians a peaceful and successful conduct of the census.“The just concluded Trial Census, in which my household was enumerated in my hometown, Daura, Katsina State has renewed our hope and confidence in the capacity of the Commission to deliver the 2023 Census. The outcome of the preparatory activities for the main census is reassuring that the Commission is progressing in the right direction,’’ the President noted. He added that knowing Nigeria’s population and using the data to plan for the people and future generations remain a collective duty owed the nation. “We must all resolve that this duty is satisfactorily carried out in the firm belief that what has joined us together as a nation and our common destiny are far stronger than the negative forces that tend to drive us apart,’’ he submitted. In his remarks, the Secretary to the Government of the Federation, Boss Mustapha, who was represented by the Special Adviser to the President, Dr Habiba Muda Lawal, said the country had a population growth rate of 2.3 percent, and would likely be the third most populated country in the world by 2050.Shesaid the 2023 Census would be the first fully digital population and housing documentation and the outcome would be useful for planning and budgetary allocations. Chairman of the Nigerian Governor’s Forum and Governor of Ekiti State, John Kayode Fayemi, represented by Plateau State Governor, Simon Lalong, praised the President for taking the bold step, adding that the figures would help in national and sub-national planning, particularly for education and health care. Ooni of Ife, Adeyeye Enitan Ogunwusi, said President Buhari had once again proven that that he would leave a formidable legacy for the nation.“This administration has proven that things can work in this country. We have seen it in the elections, that polls can be held without rigging. And we are happy to see NPC and INEC working together for a better Nigeria.“Wemight not see the impact of some of the decisions taken, but certainly in the future we will see it, at least for the first time our homes will now be coded,’’ he Chairmansaid.of the NPC, Nasir Isa Kwarra, thanked the President for the approval for the 2023 Census in April, after the general elections, assuring that the commission will work hard to make it “credible and acceptable’’.

With the police refusing to lodge her complaint because it was too old, she reached out to a lawyer. “

With the second arrest on Wednesday, police say both the accused are now in custody

With her son’s encouragement, the woman revisited Shahjahanpur in 2020, but found it difficult to register a case against the accused.

The rapes happened over a period of six months

Inspector Dharmendra Kumar Gupta, who has been investigating the case for the past year, said, “We then collected DNA samples from the accused and had them tested. One of them matched with the son’s DNAOnsamples.”31July, one of the accused was arrested and on Wednesday, police said they had the second man also in custody. The accused have yet to comment on the allegations against them. The woman says she wants her story to inspire others to come forward and report crimes committed against them. “People sit in silence. I too sat in silence and thought this was what was written in my fate. But there’s no such thing. We must go to the police so that nobody else has to endure what we had to.” As for the son, he says he is happy that the accused have been caught.

Uttar Pradesh: India son born out of rape helping mum get justice

Nearly three decades after an Indian woman was raped repeatedly allegedly by two brothers, she is hoping to finally get justice - and helping her in her quest is the son born out of the assault. The woman in the northern state of Uttar Pradesh was raped over six months by two men when she was just 12 years old. Her son, who was given up for adoption but was returned to her 13 years later, encouraged her to file a case against her alleged rapists. Ten days ago, police arrested one of the accused and on Wednesday, the second man was also taken into custody.“The incident is very old but the wounds it caused have not yet healed,” the woman told the BBC. “It has brought my life to a standstill and I remember that moment again andThousandsagain.” of cases of child sexual abuse are reported in India every year. In 2020 - the latest year for which official crime data is available - 47,000 cases were registered under India’s Protection of Children from Sexual Offences Act Campaigners(Pocso). say many more cases go unreported because children are either too young to understand what’s happening to them or are too afraid to speak out. Families too are often reluctant to report such abuse because of stigma or if the perpetrators are known. ‘They instilled terror in my heart’The Uttar Pradesh rape survivor, whose name cannot be disclosed under Indian laws, said the rapes took place in 1994 in Shahjahanpur city. The accused, Mohammed Razi and his brother Naqi Hasan, lived in the neighbourhood and would jump over the boundary wall of her house and assault her whenever she was alone. The pregnancy was discovered only when her health started deteriorating and her sister took her to a doctor. The doctor ruled out abortion because of her frail health and young age. Immediately after birth, the baby was given up for adoption.“Ihad suffered so much for this child but I didn’t even get a chance to see his face. When I asked my mother, she said, ‘you’ll now get a second chance in life’.” The survivor and her family did not register a police complaint because the woman said she lived in fear of the accused. “They threatened to kill my family and set our house on fire if I told anyone about the rape,” she said. “My dream was to grow up and join the police, but because of those two people, all my dreams came to an end. I missed school. I could not study.”The woman and her family later moved to Rampur district to escape the traumatic memories associated with their previous home. In 2000, she got married and had a second child. She says she hoped this new chapter would help her forget the past, but six years into the marriage, her husband found out about the rape and blamed her for it. After he threw her out along with her son, she went to live with her sister and her family. A son’s search for the truth Her first son, who was given up for adoption, also faced a lot of discrimination because of his identity. His mother said he grew up hearing from his neighbours that he wasn’t the child of his parents and that’s how he found out he was adopted.Thirteen years after mother and son were separated, the adoptive parents returned the child to his mother. But the son yearned to know who his father was. He didn’t have a surname - in India, it’s usually the father’s name - and children ridiculed him in school. He would constantly ask his mother questions about his parentage and not getting an answer deeply upset him. The woman said her son would tell her that he “cannot live this nameless life” and threatened suicide if she didn’t reveal his father’s name. Initially, she said, she scolded him for asking questions, but eventually, she relented and told him the Insteadtruth.of being appalled, the son turned into her biggest supporter, telling her that she had to “fight this battle and teach the accused a lesson”. “If you speak up about what happened, maybe more people would do so too. That will strengthen our case and the accused will get punished. A message will be sent to society that no-one can be saved after committing a crime.”

The fight for justice With her son’s encouragement, the woman revisited Shahjahanpur in 2020, but found it difficult to register a case against the accused. With the police refusing to lodge her complaint because it was too old, she reached out to a lawyer. The lawyer too was reluctant, saying it would be difficult to fight a case that was nearly three decades old. The area where she lived as a child had changed beyond recognition - she couldn’t even find her old house and the accused were not “Howtraceable.would you prove where you lived three decades back and that’s where you were raped?” her lawyer asked. “I told him, we will bring you the evidence, you take our case,” she said. The lawyer filed an appeal in court and on the orders of the chief judicial magistrate of Shahjahanpur, a case was registered against the two accused in March 2021. The woman said the policemen asked her to find the accused. “I found them and spoke to them on the phone. They recognised me and asked me why I wasn’t dead yet,” says the woman. “I said, now it’s your turn to die.” The evidence and the arrest Though the accused had been traced, there was no evidence to tie them to the crime. Police say that evidence has now come from the DNA tests taken in February.

Shahjahanpur Senior Superintendent of Police (SSP) S Anand told the BBC, “This case was absolutely unexpected. When the woman came forward and filed a case, we were quite surprised. But we took a chance and took DNA samples of her son.”

FRIDAY, AUGUST 12,

Ever-present African flagbearers Nigeria departed the shores of the country on Thursday evening for this year’s FIFA U20 Women’s World Cup finals taking place in CostaCoachRica. Chris Danjuma has picked team captain Oluwatosin Demehin and 20 others - an overwhelming majority of whom were involved in the lengthy qualifying series – to wear Nigeria’s colours at the 19 –day championship.TheFalconets had to scale the hurdles presented by Central African Republic, Republic of Congo, Cameroon and Senegal, winning six of seven matches (they only drew with Cameroon in Douala) to be eligible to fly Africa’s flag once more at the finals in central America. Nigeria will play France, Canada and Korea Republic in Group C of the 16-natio tournament starting on 10th August, while 2018 runners-up Spain will tango with hosts Costa Rica, Australia and Brazil in Group A. Africa’s other flagbearers Ghana are up against Cup holders Japan, The Netherlands and three –time champions United States of America in Group D. Germany, who have also won the competition three times, including 2010 and 2014 when they beat Nigeria in the final, will play Colombia, New Zealand and Mexico in Group B. All group phase and quarter final matches will be played at the Alejandro Morera Soto, which is a hybrid of natural and synthetic grass, called stitched grass. The semi final, final and third place matches will take place at the Estadio Nacional. Nigeria’s first match of the competition will be against France, which hosted the 2018 edition. At the 2014 championship in Canada, Nigeria topped a group involving Korea Republic, beating the Koreans 2-1 in a group phase match. France finished in third place at the same competition as Nigeria finished as runners-up.

May Nigeria happen to us Is ‘’Nigeria’’ a pejorative? Is it a byword for the abominable? The name of our country has assumed grotesque meanings lately. It has been contorted by a phylum of distraught and overbearing citizens to mean misfortune, pain and suffering. Sadly, ‘’Nigeria’’ is becoming the governing synonym for turpitude and misery among some Nigerians.‘’MayNigeria happen to you’’. This has been said to me many times on account of my views which some inveterate cynics and misanthropists find perturbing. But my belief and faith in Nigeria remainNigeriauntrammelled.isnotbarren of challenges. In fact, currently, we are beset with medusalike problems – insecurity, unhealthy economy, ASUU strike, etc. But we will always have challenges. Every country does. No single leader can magic away Nigeria’s troubles overnight. In fact, no single leader can vapourise all the worries of any country under a tenured performance. However, there can be processes spurring prospects, hope and possibilities for change. We will always have troubles. The world has always got troubles ‘’since the Pope was an altar boy, and since the Dead Sea was critical’’ – Lucky Dube. Challenges are a natural phenomenon of life. No life is without obstacles, and no country is without difficulties. What matters is our attitude and approach to the problem. Regrettably, the disposition of some Nigerians to a social scourge afflicting everyone is that of a buckpasser and takesomeoneoursResponsibilityblame-barterer.isnevertotake.Theremustbeorsomethingtotheguilt.Wearequick to point fingers, and rail against the government, but ignore our culpability in the problem. If there is a fatal accident on the road; we succumb to the jaded refrain, ‘’Nigeria has happened’’. But we ignore the problem, which is the impatient drivers who are Nigerians like the rest of us. If there is a terrorist attack on a settlement, we ignore the legion of collaborators – residents, informants and citizens who just look away and are Nigerians like the rest of us – but blame Nigeria. When there is a report on corruption involving a public officer – ‘’Nigeria has happened’’ – but the same Nigerians cherry-pick what case to outrage over – depending on which side of the country the accused fellow comes from, where he worships, who his friends are and his standing in theWhomedia.and what is the ‘’Nigeria’’ happening to Nigerians? It is you and me. All of us from the Nigerian gene-pool are collectively blame-worthy. We made this country; it was not given to us. I happen to be involved in an estate management group, and from my little corner, I see how unmanageable Nigerians can be. We fancy the best services; we make demands, but we do not want to bear the financial or mental cost of providing those services. We just want it done. We want our irresponsibility serviced, and if things go wrong, we bring out clenched fists seeking who to pummel for our own imprudence. We are an ungovernable people. We cannot leave Nigeria to the government or toss it aside whenever it suits us like garbage. Fixing Nigeria is the responsibility of leadership and followership. The leadership undoubtedly has more responsibility, but the followership must play its own part in a symbiotic intercourse.Therehave been killings in the United States – at schools, parks, malls and churches. I read Americans condemn the atrocities with shared indignation, but not necessarily resorting to denouncing their country. Nigerians show crass disdain for Nigeria. They seek every opportunity to convict the country of whatever grouse theyTheyhold.make a spectacle of their emigration from Nigeria on social media as if the country is some infernal and desolate place only fit for miserable creatures. Ridiculing Nigeria to make a point is self-immolation. We are all eternally connected to Nigeria, and whatever image we project of our country, we make of ourselves. The fecundity of a place most times depends on how willing we are to tend it. I strongly believe we can plant our seed anywhere, water and tend it, and watch it grow. Nigeria is not arid of opportunities.Thereis a species of Nigerians we overlook. The naturalised Nigerians –Lebanese, Indians, Turks, and Chinese who are making a killing from Nigeria and enjoying the comfort it offers, while aboriginal citizens run down their own country with caustic‘’Maytongues.Nigeria happen to you’’ should not connote misery or misfortune. It should reverberate giving, brotherhood, peace, harmony, unity, the Nigerian dream, and blessings. We must correct this mis-synonymification of Nigeria. Nigeria is not a place of multitude woes; the goodness of the land is boundless. And we shall eat thereof. So, when I say, ‘’May Nigeria happen to me’’; I am only telling myself, ‘’May blessings follow me’’ – in our accustomed lingo. May Nigeria happen to us. The Nigeria Football Federation (NFF) has set Saturday 13th August, 2022 as date for the Annual General Assembly. The NFF according to report is putting everything in place in making sure that the Congress which precede the Elective Congress is held. Recall that the Federal Government in a letter through the Ministry of Sports has asked that the Election is held as and when due as four-year tenure of second term of Amaju Pinnick led board ends in September. It was reported the Federation is working towards getting a venue and date for the Congress before the delegates are Thecommunicated.congress which has been contentious for a while, is expected to discuss the setting up of the Electoral Committee and possibly fixing of dates for elections. It could not be ascertain if the amendment of statutes would be accommodated in the congress. But, we gathered that other relevant stakeholders may be included as observers, while steps to include them as delegates would be effected after the elections. The NFF had stated that the Elections would not be held until the court order stopping it from holding the Congress is vacated. The Claimant had since vacated the ex-parte order at the Bayelsa High Court to pave way for the Congress. to
