We no longer fix price of petrol –PPPRA

T

he Petroleum Products Pricing Regulatory Agency (PPPRA) says it is no longer fixing the pump price of Premium Motor Spirit (PMS) also known as petrol for marketers.

PPRA Executive Secretary, Mr Saidu Abdulkadir, stated this in a statement in Abuja, on Sunday.

Abdulkadir, however, said the agency would constantly, on a monthly basis, develop a guiding price for the commodity, with which it would advise marketers.

He noted that the deregulation of the downstream sector was dependent on the enforcement of appropriate laws by strong regulatory

agencies, hence its continued intervention.

“For the purpose of emphasis, let me reiterate that different sectors of the polity operate under the guidance of national regulators.

“The Central Bank of Nigeria (CBN) regulates the banks and the financial sector; Nigerian Communication Commission (NCC) regulates telecommunications; National Insurance Commission (NAICOM) regulates the insurance sector and the same exists for operators in Nigeria’s downstream petroleum sector.

“To this end, it is not out of place for the Agency to provide a guiding price band with the aim to protect consumers against

price gouging.

“It is important to also state that there is no where in the world that deregulation means total lack of control, supervision or oversight.

“While the Market-Based Pricing Regime is a policy introduced to free the market of all encumbrances to investment and growth, it should not be misconstrued to mean a total abdication of government’s responsibility to the sector and citizenry,” he said.

Abdulkadir said that the PPPRA no longer fix prices, but rather provide a guiding price band by monitoring petroleum products prices daily.

Edo/Ondo guber: PDP rakes in N189m from sale of forms

N

ot less than N189million was generated by the Peoples’ Democratic Party, PDP, from the sales of nomination/expression of interest forms to governorship aspirants in Edo and Ondo States.

Four aspirants obtained forms for the Edo governorship election, while nine aspirants did same in Ondo.

The expression of

interest/ nomination forms of the leading opposition party cost N21million.

While the nomination form was sold for N20 million, the expression of interest form cost N1million.

The four aspirants who collected forms for the Edo State governorship are; Gideon Ikhine, Omoregie Ogbeide-Ihama, Barr Kenneth Imansuagbon and Governor Godwin Obaseki.

Governor Obaseki however emerged as the

PDP flag bearer for the September 19 governorship election, after the three other aspirants stepped down for him.

Some of the aspirants who picked the forms for the governorship primary in Ondo state are; Barrister Eyitayo Jegede, Hon. Agboola Ajayi, the Ondo State deputy governor, Dr Eddy Olafeso, Barr. Sola Ebiseni, Senator Boluwaji Kunlere, Mr Banji Ben Okunomo, Otunba Bamidele Akingboye and Chief Bode

Ayorinde.

The PDP governorship primary to pick the party’s candidate for the October 10, this year’s election will hold in July, 2020.

The party has resolved to adopt indirect primary to elect its candidate, just like it did in the case of Edo State.

The PDP has already assured all the aspirants in Ondo state of its commitment to the conduct of credible primaries election on July.

Edo: PDP tasks Ize-Iyamu to show positive comments made by Oshiomhole

he Peoples Democratic Party (PDP) has challenged the candidate of the All Progressives Congress (APC) in the Edo state governorship election, Osagie Ize-Iyamu, to present any positive comment made about him by the erstwhile National Chairman of his party, Adams Oshiomhole.

The PDP predicated its challenge on what it called the “defeatist statement” credited to Ize-Iyamu who, being mortally devastated by myriads of negative public commentaries on him by Oshiomhole, is now claiming that the former governor also made some fair remarks about him.

The leading opposition party threw the challenge in a statement yesterday by its National Publicity Secretary , Mr Kola Ologbondiyan in Abuja.

The party challenged Ize Iyamu to make such positive comments made by Oshiomhole about him public.

The PDP stated that it is already in the public domain that Oshiomhole, in his official capacity as governor of Edo state, declared and even swore before God and man that IzeIyamu is an impostor, a fake pastor, rusticated student, a career dropout, acid bath assailant, liar, treasury looter; an incompetent and questionable character, who is only good for night meetings and not fit to be the governor of Edo state, among other damaging testimonials.

According to the PDP, “Furthermore, Ize-Iyamu’s claims, that Oshiomhole did not speak from his heart when he went public on him, is completely defeatist as the former governor repeatedly stated that he bore full responsibility for the statements he made against the APC candidate.

“Our party notes that IzeIyamu is not pursuing any defamation case to disprove the

former governor. Instead, he is claiming that Oshiomhole also made certain fair comments on him.

“The PDP hereby challenges Ize Iyamu to make such positive

comments by Oshiomhole public.

“Moreover, Ize-Iyamu must note that while he is seeking an unattainable cleansing in political purgatory, the people

of Edo state have moved on in their irrevocable decision to continue to develop their state under the leadership of Governor Godwin Obaseki and nothing, not even the lies,

propaganda, vindictiveness and selfish interests of APC and its leaders can change the course of victory for Governor Obaseki in the September election”, it said.

Presidency refutes breaching COVID-19 protocol during APC NEC meeting

he Presidency has refuted reports that the protocol of social distancing was not adhered to during Thursday’s virtual meeting of the National Executive Committee of the All Progressives Congress (APC).

The News Agency of Nigeria (NAN) reports that the meeting, which was summoned by the former acting chairman of the party, Victor Giadom, was held virtually as the president and few members of the NEC participated in the meeting via video calls.

Other members of the committee, including Gov. Aminu Masari of Katsina State, State APC Chairmen and some NEC members, participated in the meeting directly from their

respective states on the same day.

Malam Garba Shehu, the president’s spokesman, in a statement in Abuja on Sunday, dismissed what he described as `stubborn opinion’ held by critics of the Buhari administration that the president called a political meeting at Council Chamber of the State House.

The statement read in part: “It is necessary that we put records in their correct perspective concerning the recent meeting held by the National Executive Committee of the All Progressives Congress, APC, which has, unfortunately drawn criticism due to lack of understanding.

“The stubborn opinion held by the critics of the administration is

that President Buhari had called a political meeting in the “hallowed” chamber of the Federal Executive Council, as if there is a law that says the President is barred from holding meetings in certain sections of the vast Presidential Villa.

“Since the President lives in the Villa, no one can, legally speaking, choose or dictate to him where he can sit to hold meetings. So, what is wrong in the President presenting himself before a camera and a TV screen in a digital conference at a given location within the Villa?

“Just for the sake of the argument, this meeting, we say emphatically, was not convened at the Council Chamber. It was virtual, not a physical meeting.

“Why was it a virtual meeting?

The idea was to observe social distancing in view of health concerns. Knowing how small the conference hall of the party is, social distancing would only have been observed in the breach.

“President Buhari was billed to address the meeting from his office (just any of his offices) and chose the Council Chamber where the digital facilities are located.

“Other members, including the bulk of National Executive Committee members, state party leaders and members of the National Assembly were all linked using video conference calls. You saw them all on TV.’’(NAN)

he Governor of Edo State, Mr Godwin Obaseki has declared that his emergence at the flag bearer of the Peoples Democratic Party, PDP, for the September 19 gubernatorial election in the State was ordained by God. This is even as the Governor thanked the PDP for providing him and his deputy, Hon.Philip Shuaibu with a big umbrella for shelter when their former party, All Progressives Congress, APC, pushed them out in the rains and storm.

Obaseki stated these at the weekend when he was formally presented with his certificate of returns as candidate by the PDP by its National Chairman, Prince Uche Secondus at the party’s headquarters in Abuja.

Obaseki pointedly declared that in their hours of tribulation, when the APC pushed them out in the rains and storm, the PDP came out handy with a huge umbrella to give them cover and shelter.

He however reaffirmed that he would be running a joint ticket with Philip Shuaibu in the September 19, this year’s governorship election in Edo State.

According to him, “What all these occurrences in the last fortnight tell me is that there is a hand of God that orders things.

“I want to commit to you that in line with the ideal and motto of this party, me and my deputy, (by the grace of God, is going to be my running mate, for the September

resident Muhammadu Buhari has commiserated with the family of retired Col. Honest Irmiya Stephens, the Hama Bachama and Paramount Ruler of Bachama Kingdom over the transition of the monarch.

The president, in a condolence

message released by his Senior Special Assistant on Media and Publicity, Malam Garba Shehu, in Abuja on Sunday, also condoled with the Bachama Kingdom, the government and people of Adamawa.

Buhari noted that the late traditional ruler who received his staff of office on

Dec. 15, 2013, served his community, state and the nation creditably.

He also acknowledged that the retired military officer and 28th ruler of Bachama Kingdom, “distinguished himself in the Nigerian Army and devoted his post-service years to promoting the development of his

people and fostering unity of his fatherland”.

While urging the Bachama Kingdom to elect a worthy successor, the president prayed God to console all those who mourned the departed traditional ruler and grant his soul eternal rest.

Why Buhari chose Aso Rock for APC NEC, by Presidency

he Presidency has explained that President Muhammadu Buhari chose the Council Chambers of the Presidential Villa for last Thursday’s National Executive Council (NEC) meeting of the ruling All Progressives Congress (APC) because the venue had the necessary facilities for a virtual meeting.

According to the presidency also, the choice of Aso Rock Council Chambers was apt to allow for social distancing protocol in view of health concerns, since the conference hall of the party was too small for that purpose.

This explanation which was contained in a statement by the presidency spokesman, Garba Shehu, came amid criticisms over the choice of venue for the meeting where the Adams Oshiomholeled National Working Committee of the party was sacked.

Shehu, in the statement, emphasised that the NEC meeting, for argument sake, did not hold in Aso Rock because it was virtual, not physical, adding that nobody should actually dictate to the president where to hold his meetings within the precincts of the State House.

But the larger body of the members in attendance were all connected via video calls.

“Do not forget that these are not the normal times in view of the COVID-19 circumstances in which we have found ourselves.

President Buhari placed health and safety above courtesy to the party by not going to its

headquarters.

“In the end, a wise thing had been done because the President wants to curtail the spread of the Coronavirus disease.”

Meanwhile, the Peoples Democratic Party (PDP) has rebuked the Buhari Presidency for denying that the National Executive Committee (NEC) meeting of the All Progressives Congress (APC) held inside the chambers of the Federal Executive Council (FEC).

The party described as unfortunate that the Presidency would post a denial even when the media and the public space are already awash with photographs and videos of the NEC meeting, with APC leaders physically in attendance inside the FEC chambers where President Muhammadu Buhari presided.

The PDP said this in a noisy last night by its National Publicity Secretary, Mr Kola Ologbondiyan in Abuja.

The leading opposition party said that it is shocking that the

Buhari Presidency can state in denial that “this meeting, we say emphatically, was not convened at the Council Chamber. It was virtual, not a physical meeting”.

The PDP declared that it a fact before Nigerians that the meeting was physical and only virtual to the extent that some members of the APC NEC members were linked via conference call.

The statement by Ologbondiyan reads, “It is therefore shocking that the Buhari Presidency can state in denial that: this meeting, we say emphatically, was not convened at the Council Chamber. It was virtual, not a physical meeting”.

“This is even when the world watched Mr. President addressing the applauding APC leaders, in addition to the Attorney General of the Federation and Minister of Justice (AGF), Abubakar Malami, physically administering oath of office on the Chairman of APC National Caretaker Committee, Mai Buni, on the floor of the FEC chamber.

“It is a fact before Nigerians that the meeting was physical and only virtual to the extent that some members of the APC NEC members were linked via conference call.

“Moreover, our party refers the Buhari Presidency to reports already in the media where the AGF admitted administering oath of office to the Chairman of the APC Caretaker Committee; an event that took place on the floor of the FEC Chamber.

“Such a denial by President Buhari’s handlers has further exposed the decadence in the APC and the Buhari Presidency.

“What Nigerians expected of the Buhari Presidency and the APC, was to tender an unreserved apology to the nation and desist from further desecration of our national values and official conduct requirements”, it said.

The PDP charged President Buhari to call his handlers to order so as to protect the integrity of his Presidency from further damage.

he Nigerian Military said its Air Task Force (ATF) of Operation Lafiya Dole on 25 June 2020, killed scores of Boko Haram Terrorists’ (BHTs) and destroyed their logistics base in Tongule and Bukar Meram, Borno state.

The military in a statement

issued yesterday by Major General John Enenche Coordinator, Defence Media Operations, Defence Headquarters, said the successful air interdiction missions is a subsidiary Operation Long Reach.

“At Tongule, where recent credible intelligence indicated frequent convergence of

BHTs, about 35 terrorists were spotted by the NAF surveillance aircraft in different parts of the settlement as it vectored the fighter jets to attack the target area. The munitions from the jets hit designated areas within the settlement, destroying some structures and taking out many of the terrorists.

“Similarly, at Bukar Meram,

a BHT logistics hub on the fringes of the Lake Chad, the air strikes, which were carefully timed and executed in multiple waves for maximum effects, resulted in the obliteration of designated portions of the terrorists’ facilities. Several of their fighters were also killed in the process.”

Edo 2020: Igbineweka emerges APM Candidate

r Igbineweka Osamuede has emerged Candidate of Allied Peoples’ Movement (APM) in the September 19, 2020 Governorship election in Edo State.

He was elected at the 2020 Governorship Primary election of the party held on Saturday in Benin City, the State Capital.

The National Chairman of APM, Alhaji Yusuf M. Dantelle who reeled out the guidelines for primaries, revealed that Mr Igbineweka Osamuede was the only aspirant of the party.

Dantelle, represented by the National Youth Leader of APM, Mr Felix Tolorunju

Idowu who who was Chairman of the Governorship Primary election/Credentials Screening Committee, said indirect primary mode was adopted in the conduct of the party’s primaries.

The APM Candidate was thereafter unveiled after a unanimous voice affirmation by the delegates who led by the State, Wards, and Local Government officers of the party in the State.

He also said that 92 delegates were accredited for the rancourfree exercise which was monitored by the Independent National Electoral Commission

(INEC).

In his acceptance speech, the All Peoples Movement (APM), Mr Igbineweka Osamuede, promised to make poverty and insecurity history if elected as Governor of the State.

He stated that the party will continue to put people and the nation first, adding that he will not to betray the confidence reposed in him.

Addressing delegates to the election, Edo State Chairman of APM, Dr Samson Isibor, recalled the sterling qualities of the Candidate and assured that he

will bring his wealth of experience to bear in his assignment to lead the party to victory ahead of the election.

He stated that his party is determined to make poverty history and urged electorate to shun financial inducement by maverick politicians that have mortgaged resources of the State and impoverished them.

According to him, “APC which represents hope, justice and salvation, will deliver on its manifesto and provide basic amenities if given the mandate.

Evacuation: 317 stranded Nigerians depart London

he Minister of Foreign Affairs, Geoffrey Onyeama, says 317 stranded Nigerians, who departed London on Sunday are expected to arrive in Nigeria following a successful evacuation.

Onyeama made this known via his official twitter handle @ GeoffreyOnyeama on Sunday while giving an update on the evacuation of stranded Nigerians abroad amid the coronavirus pandemic. “@flyairpeace evacuation flight APK 7801 from Heathrow Airport, London, just departed with 317 passengers including 9 infants, after several hours of delay due to operational reasons.

“The combined flights to Abuja from Lagos will first land at the Nnamdi Azikiwe International Airport in Abuja to disembark 175 passengers before proceeding to the Murtala Muhammed International Airport, Lagos with the remaining 142 passengers.

“All evacuees will proceed on the mandatory 14 days selfisolation stipulated by NCDCgov and Fmohnigeria,” he twitted.

civil rights organization, ActionAid has called for the reorientation of the Nigeria Police for improved community policing and strategic approach to peace building.

This was contained in a communique issued at the end of a two-day training of Police Officers on Community Policing organized in partnership with Participation Initiative for Behavioral Change in Development (PIBCID), in collaboration with the Nigeria Police Force, Kogi state command.

The rights group noted that the strategic document on community policing lacks explicit legislative and legal framework to underpin its operationalization by virtue of the provisions of section 214 of the 1999 constitution as amended.

It also noted a continuing and widespread lack of awareness and enlightenment on the strategic approach and organizational philosophy of Community policing among the rank and file as well as officer ranks of the police and other law enforcement agencies.

“There is a continuing and widespread lack of awareness and enlightenment on the strategic approach and organizational philosophy of Community policing among citizens, communities, and the public at large.

“Members of the community policing committees being from different backgrounds, may have different levels of understanding and status, which may impair the cohesion of the committees and impede their ability to act decisively and effectively.” Part of the communique reads.

It however recommended for an urgent need for explicit legal framework on community policing in Nigeria therefore the need for an amendment of section 214 of the 1999

constitution as amended, as well as the Nigeria Police Act to include provisions on express description of the goal of the police and policing as that of strategic orientation on community policing as the basis

of policing among others.

“There is the need for continuous and sustained community sensitization through stakeholder’s engagement, education and capacity building anchored on

a structured mechanism for implementation.

“There is the need to urgently finalize the development and publicize clear terms of reference for the various community policing

committees being inaugurated across states based on directives of the inspector general of police on implementation of the community policing strategic direction of the Nigeria Police.

Masari calls for elimination of bandits’ From Lawal Sa’idu Funtua, Katsina

overnor Aminu Bello Masari of Katsina state has again reiterated the directive that no bandit should be left alive in the Forests of the Frontline local governments in the state.

Masari was speaking during a sympathy and condolence visit to thousands of Internally Displaced Persons- IDPs in Faskari, kadisau and Dandume communities at the weekend.

The Governor explained that the bandits needed to be completely eliminated for peace

to return to the land, adding that, the only language that the bandits understand was the firing of AK 47 and therefore should be treated with the language that they understand.

He assured the about 4000 IDPs at Faskari primary school and another 800 in Dandume of government’s continued attention and care through the provision of adequate food and medicaments throughout their stay in the camps.

Masari explained that as soon as the military and police deployed to dealt with the bandits were able to secure the Forests, they will return to their

homes to continue with their farming activities.

On the dastardly action of informants within the communities, the Governor appealed to the communities to assist in identifying these miscreants called informants to enable them receive the same punishment with that of the bandits in the Forests.

In a remark, the chairman of the state Action Committee on IDPs and Commissioner for Sports and Youths Development, Alhaji Sani Danlami informed the Governor that the committee had been up and doing in the feeding and

health care needs of the IDPs in the camps at Faskari and Dandume.

He announced that some politicians have also been complementing the state government towards the provision of food items for the IDPs. While at Faskari and Dandume LGAs, the Heads of Administration and Finance, Alhaji Lawal Ibrahim Danmumuni and Alhaji Aminu Idris Mashi both assured the Governor of ensuring adequate treatment for the IDPs in line with best international protocols.

Kaigama made the appeal at the Saint Luke Catholic Parish in Kubwa, Abuja, on Sunday while delivering a homily on the need for Nigerians to show hospitality and love to one another.

He said that the establishment of agricultural projects on the disputed lands would automatically end the crises and foster economic progress, social integration and peaceful coexistence.

The Archbishop regretted that Nigerians that were welcomed

in other countries were the same people that tagged one another as foreigners at home.

He said: “A man of Kenyan route rose to become the president of United States (U.S.); it can and should happen in Nigeria whereby Nigerians of Southern, Northern, Eastern or Western origin will be greeted well and not given second class treatment because they are different.”

According to him, Nigerians should always reflect on how to exhibit hospitality just as Abraham did in the Bible record to the three men that passed through his neighbourhood.

He noted that Abraham’s hospitality was the key that opened the womb of his wife Sarah who eventually gave birth to Isaac even when she had grown past the age of childbirth.

“If we have the spirit to graciously welcome and support one another and equitably distribute our God given resources, our burdens in Nigeria will become lighter and the violence we witness

will be greatly minimised.

“Hospitality means that you welcome others with love and dignity because they are made in the image and likeness of God. “It means that if you are a Hausa man from Kano, you can welcome and integrate with respect and love somebody from Enugu or Ibadan or Calabar, and if you are Igbo from Enugu, you do the same to someone from Sokoto, Katsina, Markurdi or Zaria.

“A Nigerian should be able to work in a hospitable and safe environment in the North, South, East or West of Nigeria, without suffering discrimination; unfortunately, because of the indigene syndrome, neighbours some times fight dirty.

“Nigerians most at times identify their states in terms of tribe and we know that tribes in Nigeria see other tribes as opposition or competitors and so, parochial ethnic interest always prevail rather than the common goal,” Kaigama said.

He further said that politicians,

religious leaders and most prominent Nigerians were not doing enough to unite Nigerians and as most of them usually become sentimental and almost confrontational when issues affecting their ethnic group are up for discussion.

“They have failed the test of hospitality as far as tribe and religion are concerned,” he said.

He called on the Tiv and Jukun to shun the jaundiced stereotyped perception of one another and embrace peace to enable them do what they are best known for which are crop and fish farming.

The archbishop urged Nigerians to cultivate the kind of peaceful environment that prophet Isaiah described in the Bible as hospitable climate where the lion can live with the sheep.

Also speaking, Rev. Father Innocent Jooji, Parish Priest of Saint Luke Catholic Church, Kubwa, urged Nigerians to learn to love one another as their living together was by divine providence.

COVID-19: Egbabor tasks Isoko North people on precautionary measures From: Nosa Akenzua, Asaba

s COVID-19 pandemic continues to ravage Delta State and other parts of the country, the Chairman of Isoko North Local Government Council, Hon. Emmanuel Egbabor has called on residents of the area to always observe all precautionary measures in order to checkmate community transmission of the virus.

In a statement at weekend in Ozoro, the Council headquarters, the Chairman noted that the level of infection was on the rise due to the lackadaisical attitude of people who erroneously believe that the pandemic was a scam.

He said a total of 21 local government areas have been affected by the virus with Isoko North recording two confirmed cases according to State’s Ministry of Health.

While saying that his administration is doing everything possible to control the spread in the area, Hon. Egbabor appealed to residents of the local government to avoid large gathering of people especially in burials, marriages, markets, churches etc, so as to mitigate the spread of the disease.

“Already, the virus has entered community transmission stage because of the failure of people to observe prescribed protocols

such as wearing of face mask in public places, physical distancing, regular hand washing with running water and soap as well as the use of sanitisers among other measures to keep the virus in check.

“I advise our people to be cautious because the treatment and isolation centres are already being overwhelmed with patients.

“Let me emphasise that caution is needed to manage the alarming rate of infection and transmission across 21 local government areas.

“As at today, the state now have a total confirmed cases of 781 infections while 585 are active, 174 successfully treated and discharged, unfortunately 22 persons have so far

died from the dreaded virus, while in Isoko North, we have recorded 2 confirmed cases according to the State Ministry of Health.

“Let us be at alert at all times, if you are feeling ill quickly report at the nearest government hospital as early reporting and testing is key to the prompt treatment of the virus.

No one should stay back at home for fear of stigmatization as it does not call for that nothing that the virus can be treated when reported early”.

“It is important that if you have any symptoms of the disease you should go to the hospital for treatment before you become a big risk to your family members, friends and colleagues.

Malami said this in a statement at the weekend by its Special Assistant on Media and Public Relations, Dr. Umar Jibrilu Gwandu in Abuja.

The AGF pointed out that working towards entrenchment of democracy and democratic culture is not only a desirable responsibility, but a constitutional one with regards to the constitutional provisions and the demand for sustenance of democracy in the country.

He explained that the office of the Attorney General exercises dual functions inclusive of that of Minister of Justice which is a political and advisory function.

Administration of justice, he stressed, is one of such functions His words, “A federation is an embodiment of the governance inclusive of the Executive,Legislature and Judiciary with a possible expansion to accommodate private, corporate and associated entities.

“Within that context, it will not be out of place for an Attorney-General of the Federation to administer an oath on any one inclusive of leadership of any political party whether he belongs to it or not.

“Within the context of the other consideration, a lawyer, a judge and indeed a private legal practitioner and a commissioner for oath are recognized statutorily as people vested with the power to administer an oath. Attorney General of the federation that has fallen within that circle is never be an exception.

“The fundamental question that begs for an answer remains whether there exist any legal impediment on AttorneyGeneral of the Federation and Minister of Justice in relation to administration of oath being a lawyer, a Senior Advocate of Nigeria and a legal practitioner”, he stated.

The Minister of Justice therefore renewed his commitment in discharging constitutional responsibilities of upholding the democratic culture and compliance to the rule of law.

Delta Govt debunks installation of 5G network, others From: Nosa Akenzua, Asaba

elta State government on Sunday described as baseless and unfounded the rumour that a telecommunication compay is installing 5G network in the state.

The State Commissioner for Energy, Mr Basil Ganagana who spoke to Journalists in Asaba said that the cables that were laid

in Asaba during the lockdown were 8.5KVA cables for an Integrated Power Plant ( IPP) Project being executed by the state government in partnership with a private company.

Ganagana said that the 8.5megwatt project is to power government establishments which include: Government House , Office of the Deputy Governor, the state secretary and other major government

facilities in the state capital, adding” the cables that were laid have no connection with 5G network installation, contrary to rumour being pedded by some Persons, and as part of the state, the policy thrust ensure electricity in all parts of the state, the government decided to partner with a partner with a private company to provide adequate power supply in the state”.

While saying that Okowa’s administration is much concerned about the welfare of Deltans, the Commissioner disclosed the state government has put everything in place to bridge the gap of minor Services rendered by the Benin Electricity Distribution Company ( BEDC) adding” this is to ensure there is adequate power supply in the state”.

HE 1999 Constitution of the Federal Republic of Nigeria as amended in Chapter-Two provides Fundamental Objectives and Directive Principles of State Policy which contain litany of socio-economic rights. They include objectives on political, economic, social, educational, foreign policy, environmental, cultural, media, national ethics and duties of citizens.

Section 16(2) CFRN provides “The State shall direct its policy towards ensuring: (a) the promotion of a planned and balanced economic development; (b) that the material resources of the nation are harnessed and distributed as best as possible to serve the common good; (c) that the economic system is not operated in such a manner as to permit the concentration of wealth or the means of production and exchange in the hands of few individuals or of a group; and (d) that suitable and adequate shelter, suitable and adequate food, reasonable national minimum living wage, old age care and pensions, and unemployment, sick benefits and welfare of the disabled are provided for all citizens”.

Chapter-One, precisely Section 6(6) (c) on the other hand, cheapened the Chapter-Two to be non-justiciable. It means they merely exist as goals and aims to governments for planning purposes and not actually rights that could be challenged in court of law. Succinctly, they are toothless bulldogs, leaving citizens in uncertainties.

Nonetheless, the federal government amid the disastrous Covid-19 pandemic introduced a stimulus package to citizens towards mitigating the impact of the lockdown it put in place as a protective measure.

Inarguably, the lockdown crippled all sectors of the economy particularly the private sector leading to loss of jobs and collapse of small scale businesses. Worst hit are low-scale traders, contract staffs with unsecured jobs and artisans that depend largely on daily struggles for survivals.

Regrettably, these cluster also have families with concomitant responsibilities as those that are less affected. From records, crime rate increased extremely in the polity to an extent many residents had to form vigilante to checkmate spike of burglary and armed robbery particularly at nights. In Lagos, there were various terrorizing groups that issue notices to communities prior to arrival with deadly weapons. The lockdown was indeed a bid blow to the vulnerable masses.

The pandemic led to unprecedented disruptions to global supply chains, sharp drop in global crude oil prices, turmoil in global stock and financial markets, banning of social events and restriction of movements of persons. Even schools and religious places of worship were not spared. It was an unprecedented ugly experience in this generation.

As intervention by the government, the Central Bank of Nigeria (CBN) unveiled a N50 billion Targeted Credit Facility (TCF) as a stimulus package to support households and Micro, Small and Medium Enterprises (MSMEs) affected by the Covid-19 pandemic. By the concept, a citizen can access up to N25 million loan refundable in a good time frame of about 3 years on terms. Credibly, vulnerable citizens with robust plans can access up to N500,000 without collateral unlike before though with equitable annual interest.

This concept is exceptional and a credit to President Muhammadu Buhari’s administration.

Prior to Covid-19 pandemic, many ambitious and hardworking citizens had died with their dreams as accessing loans from commercial banks and micro-finance banks were challenging that the collateral for such loans often ended up killing the dreams. The system could be best described as ‘survival of the fittest’.

Over the years, practically, public officeholders never cared about the welfare of citizens and even where some incentives existed, they were often hijacked and shared among government officials, politicians and relatives leaving out targeted helpless citizens in dire needs. Meanwhile, Section 14(2)(b) supra provides, “…the Security and welfare of the people shall be the primary purpose of government”.

Now, with the Covid-19 Target Credit Facility, serious-minded citizens can access and get supports from the government without the usual ‘who-youknow’ syndrome. It therefore suggests that government is gradually putting the people in its plan. However, the scheme should move beyond an intervention to a template that will outlive the Covid-19 pandemic. It is sustainable and secure by its structure if government determinedly pays premium attention to it.

It means that many business owners, artisans and underprivileged masses being frustrated due to lack of capital can cheerfully go back to business.

Impliedly, those with vocational skills but encumbered by startup capital have been rescued from the quagmires. Barbers, hairdressers, caterers, technicians and many others can proudly apply for soft loans to start up their businesses.

The crux of the matter is that the CBN/ Covid-19 intervention scheme could be advanced to become a permanent template as a proactive social security beyond the pandemic intervention. That will be a judicious means for numerous rights in Chapter Two of the 1999 CFRN to be actualized. With that, citizens with talents and skills may no longer weep over lack of support from the government. Beyond that, crime rate will reduce. The country can start from there until it advances to paying social security to citizens as done in some advanced countries.

Instructively, it must be noted that these credit facility/intervention loans are not meant to be swallowed by ‘snakes as in JAMB office’ on account of no collateral required. The Bank Verification Number (BVN); a prerequisite for accessing the loans is a robust tool for recovery when due. This is to say that only those actually in dire need should go for it.

For instance, telephone users now borrow airtime and data freely from telecom companies but whenever a recharge is done afterwards, it automatically recoups the loan first. Most likely, that’s how the loan scheme will operate. The moment repayment is due, through BVN device, any deposits into beneficiary’s bank accounts anywhere will automatically service the loan until completely recovered. Thus, if not seriously needed, it is dangerous to go for it. This is a digital age when debtors may not physically be pursued around over debts. Be wise.

The Criminal Justice System and unintended consequence of the crime of passion

Coronavirus: Multiplying narratives, as Nigeria moves towards herd immunity

omen have been on the receiving end in cases of domestic violence for a long time but thankfully in recent times, there are lots of groups trying to create awareness on various issues affecting them in this respect in the country.

The Merriam Webster dictionary defines justice as the maintenance or administration of what is just, especially by the impartial adjustment of conflicting claims or the assignment of merited rewards or punishments.

Administration of law is the establishment or determination of rights according to the rules of law or equity. Justice is the quality of being just, impartial, or fair.

However, in making a decision that will serve the cause of justice, it is important to take into consideration the significant factors of all affected parties, the victim, the accused, their families (children), and possibly their background.

In common law countries, the purpose of criminal law is to ensure that an individual accused of a crime receives a fair and impartial evaluation of the situation in order to determine whether he/she is guilty.

A criminal trial is designed to resolve the accusation brought usually by the government, represented by lawyers (known as the public prosecutor) against the person accused of a crime. For example, Armed Robbery, Murder, treason, Domestic Violence, Child Abuse, and other crimes against the state or other citizens.

The Criminal Procedure provides rules for criminal trials and in Nigeria, the Criminal Code and the Penal Code are the applicable laws.

There have been a lot of issues of Domestic violence cases that never made it to court, and in the past, women have been on the receiving end of this injustice.

In Nigeria, because of some of our cultural beliefs, some women whose husband died intestate (without writing a will) may end up losing everything because someone from the husband’s family may accuse the wife of killing the husband. Subsequently, they come in and take over the deceased‘s property, leaving the woman to figure out how to take care of her children. Although this was rampant in the past, it probably is still happening. The question is where should such children go to get Justice or even the wife that may not know anything about the death of the husband?

In a country where we do not have a good social welfare system, no good affordable public health system, and no good foster care system!

How then can children who find themselves in this type of sad situation that is not of their making, receive what is due to them under the justice system?

Nigeria is a society where when the husband abuses the wife emotionally and physically, and the women are counseled to be patient, after all, her father probably did the same to her mother, and she endured it and that is why she is still with her husband. She endured it because of her children. (Yes she did, but at what cost)? So she, the daughter too must endure and pray that God gives the man a change of heart!

It is a different age; a different generation and such counsel seem to be failing terribly.

Even with respect to our faith, people are also counseled to endure emotional and sometimes physical abuse because God hates divorce. And it is true especially for Christians because the Scriptures say so in Malachi 2:16.

Nevertheless, how do we handle cases of irrational anger, domestic violence, and emotional abuse, and so on, while trying to be obedient to our elders and pastors/clerics that have good intentions for the success of homes and marriages?

This is the age where social media is doing a lot of damage to marriages/ relationships, people’s lives, and reputation if things are not properly managed.

In the Maryam Sanda case, social media and our new found love for technology have different roles to play in the tragedy. She is accused and found guilty of stabbing her husband to death. In the legal system of every common law country, once a person is found guilty of an offense that has been proven beyond a reasonable doubt, they are sentenced to serve whatever punishment is commensurate or prescribed by law for the offense. However, in this case, there is what can be said to be mitigating circumstances, in the form of two human beings, the couple’s children.

The type of family system we have, in which grandparents and other family members can pitch in to help raise children is noteworthy but not the ideal situation.

Children need their parents! If one is unavoidably absent, the other can comfort them.

Psychologists and Sociologists, therapists, and mental health workers agree that there is always a vacuum in the lives of children who grow up missing one or both of their parents.

There are officers of the law involved in the case that has said that justice is served by the sentence pronounced on Maryam Sanda, but the question is who’s justice and to what end is justice served in this case?

Can we say justice is served when we have young children who are also victims in this situation? They have lost their father, and now the Nigerian Justice system has decided that they should lose their mother so that ‘Justice can be served’.

Again, let us remember that in this country there is a lot lacking in our welfare system, our health care system and a lot of provisions/policy changes need to be made with respect to the issues of our mental health system and general well-being of the citizens.

Is anyone saddled with the responsibility to carry out “justice” in respect of this case thinking of these children who will become orphans so that justice can be served? The question is ‘does she really need to be executed for justice to be served’?

She probably had no premeditated intention to kill her husband. Nevertheless, it happened, but by sentencing her to death and as such causing both families to lose a child each and the grandchildren to become orphans, would that by any means change anything or ease the pain that is ongoing with both families?

She has already sentenced herself to a lifetime of imprisonment with her conscience if she is allowed to live and take care of the children; she would someday have to explain to them what she did to their father when they are old enough to understand. The offense she committed can be referred to as a crime of passion in which case there are unexpected responses triggered by extreme emotions such as anger, jealousy, rage irrational behavior, and the like.

In prosecuting a crime of passion, the prosecution will need to prove that someone died as a result of the defendant’s actions.

Furthermore, they have to prove that the defendant’s actions were the result of an emotional response in the heat of passion after being reasonably provoked.

On the part of the defense, they have to prove among other things that; a) The act that provoked the defendant would have enraged or incited a reasonable person in the heat of passion and the defendant was provoked. b) The defendant acted immediately in

a fit of anger and did not really have time to calm down before reacting to the situation that caused the unfortunate incident.

One of the functions of the criminal justice system is to rehabilitate the criminal so that he or she will become a productive member of society.

Merriam –Webster Dictionary of Law defines rehabilitation as the process by which a convicted criminal defendant is restored to a useful and constructive place in the society through therapy, job, training, and other forms of counseling.

Therefore, is it possible that the justice system can rehabilitate this Maryam Sanda, so that she also, maybe someday give back to the society by educating young women on how to handle marital issues so that it will not lead to a crime of passion?

By carrying out the death penalty sentence on this young lady, the court/justice system will appease all the people that have been justifiably hurt by the needless death of the deceased. That is okay, but what about the children? And what else would it really achieve besides shedding more blood in a country that is already saturated with the shedding of innocent blood?

Women have been on the receiving end in cases of domestic violence for a long time but thankfully in recent times, there are lots of groups trying to create awareness on various issues affecting them in this respect in the country.

The question is, when will justice be done for both genders? When will justice be done for the poor people who suffer because some people are killed or died needlessly because the country lacks basic infrastructures?

When will justice be done for the family of some civilians that have been killed inadvertently during a peaceful demonstration by some of the country’s police officers and soldiers?

If we have a good database system, we will probably find out that more women have been killed, injured, or incapacitated or even sent to a mental institution as a result of domestic violence than men.

When this couple’s children become adults and they read about this case, will they think that justice is served by a system that directly or indirectly made them orphans if the sentence is carried out?

Covid-19: Time to change response strategies

’m beginning to be cynical about the authorities regulating the lockdown; TVs, print, and social media are unduly scaring Nigerians out of their peace and comforts. I know there are individuals who benefit from the COVID-19 situation but nothing lasts forever and people will soon realize what the government is doing to them.

The federal government through the NCDC and presidential task force on COVID-19 had set up guidelines to prevent the spread of the novel disease. The guidelines have so far been respected by Nigerian citizens. Despite the approaches to prevent the spread of the virus, cases are increasing every day. As a consequence, lockdowns are continually extended.

Something is wrong along the line. All we keep on seeing is daunting updates on social media contrary to what we see from those countries that are seriously affected.

Before I delve into the main topic I would like to Categorically remind us without prejudice that the disease has a

low mortality rate of about 1% and that we have more devastating and life claiming diseases like malaria with a very high mortality rate (1-3 million death yearly) that unfortunately could not get the attention of the government as COVID-19 does. When you bring cases of banditry, maternal mortality, cholera, pneumonia, and road traffic accidents into calculations then you’d be dealing with big figures that would shock you. We also have come to realize that most mortalities of patients infected with the virus are due to other co-morbidities.

There are many factors that decide the course of disease and outcome. Using a simple analogy to describe the pandemic, the same virus is affecting the entire world but death tolls are different claiming thousands of lives in some countries and hundreds In other countries. In Nigeria, the disease has claimed about 500 lives with United States deaths skyrocketing to about 180000.

Furthermore, the European countries have better healthcare facilities than our dear African countries and one would expect that because of this death tolls and disease

spread would be higher in the African countries. That’s to say that COVID-19 like SARS is somehow not a disease that should prompt countries like Nigeria to go on lockdown closing schools, banks, religious institutions that keep on sabotaging the economy.

We have other problems worst than COVID-19 and yet we have forgotten them simply because they don’t have an interest in the international society like COVID-19. I think we should focus on what interests an average Nigerian.

The government should be sincere enough to explain why its opening markets, offices, other places of gathering, and Interstate roads leaving out schools. This has made lives more difficult for people than the disease itself. This is clinically seen in major groups of Nigerians like the private school teachers and other average Nigerians that feed from hand to mouth.

We need to design our own strategies and formulate our own roadmaps. We should allow America, Italy, Brazil, China, Turkey to continue their lockdown without copying them but rather we should have our

own strategy. We have our own peculiarities and problems like other infectious and noninfectious diseases, RTA, banditry, and domestic violence.

To keep it simple we don’t have to go on lockdown frustrating the lives of our citizens. It can be done by observing simple health measures in our places of gathering and other institutions like washing our hands regularly, wearing facemasks in crowded places, and observing social distancing of at least 2 meters, However lockdown and shutting down institutions is not a good way.

erd immunity is an epidemiological concept that describes the state where a population, in this case a community, is sufficiently immune to a disease, either because a majority has been infected by and survived it or have been vaccinated against the disease. The idea of allowing a large percentage of the people to be infected by COVID-19 is that, since only about 1 per cent of infected people die (maybe, as it depends on so many factors that are not all known), when that happens, the remaining 99 per cent would survive from the disease and continue with their lives, while hopefully developing immunity to the disease. The United Kingdom thought about it but the tragedy of the massive loss of lives gave the government a rude shock, as the health system almost collapsed and people were becoming too distraught. Sweden has been trying it with a bit more success.

The results of serological tests in the countries most affected however show that no country has had much more than 5 per cent of its population infected, while herd immunity would require at least a 60 per cent infection rate. In other words, COVID-19 will be the core problem for humanity now and in the coming years.

The fact is that we do not know the cost of getting herd immunity through allowing unhindered infections, so what makes sense is to avoid that path by going the path of vaccination, while hoping and praying that a workable vaccine would have been developed by next year. Meanwhile, for many countries, infections continue to expand but at very different speeds.

For most countries, the basic strategy has been to impose lockdowns – keeping people in their homes, to reduce the rate of infection, thereby slowing down the spread of the virus, as we wait for a vaccine to be developed. Lockdowns however have costs. The economic cost of those who need to go out daily to earn a living to feed their families is now well understood. Another heavy cost is that of the spiritual cost to people who rightly, or more likely wrongly, believe that they are being denied the spiritual benefits of congregational prayers. This has been particularly poignant during Ramadan.

The result is that some religious leaders have been attacking their governors for the

lockdown and many of the said governors are caving into the pressure, irrespective of whether they think it is right or wrong.

The principled governors who are bravely retaining the policy are getting into trouble. One example is Kaduna State, where over the past few days I have found it most distressing listening to a number of Islamic leaders insult, curse and wish death and destruction on Kaduna State governor, Nasir El-Rufai, his family and his cabinet over the State government’s decision to maintain the lockdown and promote physical distancing to keep COVID-19 at bay. Their narratives are so full of hate and danger that they cannot be reproduced here. Of course, El Rufai is strong enough to take the pressure.

In the current climate, only the very brave are able to argue for a continuation of the lockdown and/or physical distancing.

One of them is Sultan Sa’ad Abubakar, the president-general of the Nigerian Supreme Council for Islamic Affairs (NSCIA), who has given a directive that Muslims should observe their prayers at home, as part of their observance of the COVID-19 protocols and to prevent the spread of the virus. He is daring to question the wisdom of States such as Sokoto, Kano, Bauchi, Yobe, Jigawa, Gombe, Borno and Zamfara that have lifted the ban on congregational prayers. Many states in the other parts of the country have also lifted the ban on congregational prayers, following pressure from churches.

The Sultan’s message is clear: “Muslims are enjoined to note that Eid-el-fitr is not a compulsory religious activity (fard) and at no point should it be observed if doing so will undermine the fundamental purpose of Shari’ah: security, a multifaceted concept which includes personal, community, national, environmental and health components, among others…

Muslims should observe their Eid prayers while still taking necessary safety measures regarding personal hygiene, facial masks and social distancing.” Many Nigerians have refused to note that religious authorities in the Vatican and Saudi Arabia closed congregational prayers for months, as such Nigerian authorities are not carrying out some extraordinary anti-religious actions but that does not matter. COVID-19 came with the collateral damage of a massive amount of fake news and conspiracy theories about the work

of the devil and associated agents, which rational arguments have easily pushed out of the door.

One of the most disturbing realities about COVID-19 is the search for the other, that has taken the obnoxious action of sending contagion to nations and communities. Countries and communities have been quick to shut their borders against others to keep their communities safe. In doing so, they forget one of the few known realities about the virus – it is the beneficiary of a globalised world, in which travellers had already carried it everywhere before the scientific community realised that it was developing into a pandemic. We now know that it was already in Europe and the United States in November last year. As countries announced their index cases long after the Wuhan crisis started, research is now indicating that it had arrived earlier than what was assumed to be the index cases. When most states in Nigeria closed their borders against their neighbours, they already had it imported by their citizens and natives returning from all over the world and all over the country, where they traded, attended conferences or holidayed. For people in power, however, deflecting blame to others is an important survival strategy, so blaming the other bears positive results.

In Northern Nigeria, for example, resolving the almajiri issue had been on the cards for decades. With COVID-19, Northern governors quickly found the courage to expel almajirai to their states of origin. Immediately the process started, testing for coronavirus was focused on almajirai and for weeks the message was that these almajirai had imported COVID-19 into the states. State governments were no longer concentrating on seeking their indigenes who might be infected, there was more propaganda value in the importation thesis. As majority Muslim states opened the floodgate of Almajiri infection, states in the Middle Belt and South jumped in and focused the entire strength of their governments on finding Muslim men within their territories who most necessarily were the almajirai exported to bring in COVID-19 to their healthy populations. Within days, there was competition between them – in Rivers, Lagos, Ondo, Benue, Ebonyi, Abia, Cross River, Enugu and Edo – to find, expose to the media and expel these

almajirai. No one remembered that for the past hundred years, Muslim migrant workers have been going to the South to work. The profitable narrative was that they were either vectors of the disease or as The Guardian put it, “Boko Haram insurgents” sent to infiltrate the South and Middle Belt. None of the narratives I have read raised the possibility that some of the hundreds of thousands of people who have run away from villages in Katsina, Zamfara, Kaduna and Niger States due to rural banditry, are so desperate to raise money to feed their families that they are dodging the lockdown and travelling South to find work.

Moving forward, we as citizens should know that we have to rely on ourselves to try to save us from the pandemic. Some of us will fail and others will succeed. Lockdowns are crumbling, so education about physical distancing and hand washing with soap from enlightened community and religious leaders would be crucial in reducing the infection rate. Informed advice about the dangers of congregations and crowds at social occasions would be very important. Funerals and burial practices are particularly dangerous arenas for the community spread of the virus and communities that would have less mortality would be the ones that educate themselves on the best practices to adopt.

Governments are beginning to be overwhelmed and although they say they have strategies to massively scale up testing, tracking, tracing and isolating infections, it is simply not happening fast enough. The numbers of new infections released each night by the Nigeria Centre for Disease Control (NCDC) have become meaningless because so many people whose swabs have been taken are not getting their results because of the queues in the laboratories, while others who have symptoms are not even succeeding in getting their swabs taken. The World Health Organisation has asked the world to prepare for the long haul, as COVID-19, they say, is in no hurry to leave. We cannot rely on the professionalism of NCDC alone. Each community must study their situations carefully and map out containment strategies that would help.

APC: Political alliance gone wrong

e read in history that, what disintegrated NPC/NCNC alliance in the sixties was fear of perceived dominance by the East not betrayal by the North. On the other hand, it was a political alliance that made Akintola’s UPP become the precursor of NPC’s expansion to the Western flank of the south at that moment.

Sequel to the dissolution of APC’s NWC by the party’s NEC, many Nigerians have sensed betrayal by the North against the party’s national leader, Bola Ahmed Tinubu (The Jagaban). They also expressed their excitement that their predictions have come to pass. In contrast, others feel that it is a step towards shrinking the influence

of the powerful Jagaban, at the same time resurrecting the political dexterity of the North.

Throughout history, the North has never been accused of political betrayal.

The North used to observe fair play in friendship and in hostility. If this turns to be a betrayal, then it is going to be the most expensive political mistake in recent times.

Again, Obasanjo/Atiku ticket in 1999 was a product of political alliance to compensate the West for the ‘June 12’ mistake and to further strengthen friendship. History has shown that South West has been a political partner of the North. In addition to that, the most historical political alliance which involved complex scheming and uncommon political calculations is that of ACN, ANPP, CPC, and a faction of APGA coalescing to form APC in 2013.

One of the most influential key players to this amalgamation is the Jagaban. He still enjoys the loyalty of second most populated region of Nigeria. During the coalition, he exhibited special organizational structure

and commitment to seize power from the incumbent.

Somebody so powerful and loyal like this should never be thrown into the dustbin of political touts.

Political alliance has the power to unite as well as polarize heterogeneous country like ours as enshrined in the history of Nigeria’s party coalitions.

The ball is in the court of APC to either maintain her most powerful political juggernaut or treat him like riffraff and wait for the consequences.

COVID-19: Osun threatens fresh lockdown over violations From:Femi Oyelola, kaduna

sun state government said it might be forced to impose another lockdown on the State if residents and citizens continue to flout the lockdown relaxation guidelines.

The State’s Commissioner for Health, Dr. Rafiu Isamotu, stated this in a statement made available to media in kaduna yesterday.

Dr. Rafiu Isamotu also confirmed the discovery of 22 new Covid-19 cases in the State.

This according to him is coming barely 24 hours after the discovery of 17 cases.

The Commissioner also revealed that 11 of the new cases were from the ongoing contact tracing within the Ede community, while the remaining are from the previous cases in Osogbo and its environs.

“On Thursday, we announced the discovery of 17 new cases in our dear State. Sadly, today again, we have 22 new cases. Considering where we are coming from, this is worrisome. We must, therefore, take responsibility.

The battle against Coronavirus is not over yet.

“The virus is still very much with us. We must observe precautionary measures if we must avoid community transmission.

“With the latest development, the number of our active cases as at today, Friday, June 26, is 54. We have 106 confirmed cases, out of which the State has successfully treated and discharged 47 patients while five deaths have been recorded,” Dr. Isamotu added.

Insecurity: Patriots urged NSA to join Service Chiefs

he National Security Adviser, Major General Babagana Monguno (rtd) has been urged to work with other Service Chiefs in the country to move the nation’s war against insurgency forward.

In an open letter to the NSA by the Northern Patriots group decries lack of strategic thinking and actions by the NSA’s office to address the nonkinetic component of the war

against insurgency in Nigeria thereby leaving the military and other security agencies alone in what ordinarily should be an all encompassing warfare.

In the letter dated 26th June, 2020, the group said Nigeria cannot make much progress, ‘’if we continue only to arrest or kill only the terrorists foot soldiers and ordinary members, as that would be akin to treating only the symptoms and not the disease’’.

‘’The Chief of Army Staff, Lt General Tukur Yusuf Buratai, has in all ramifications done so much and is doing everything to bring the insurgents on their knees. We do appreciate him and what the military have done so far. Niger discovers N672m paid to ghost workers monthly From Yakubu Mustapha, Minna

iger state government has discovered over N672 million monthly payment to ghost workers and other millions of naira to fictitious salary earners in the civil service, causing the delay in the payment of June salary in the state.

The Chairman Salary Management Committee and Commissioner for Works and Infrastructural development, Engr.

Ibrahim Panti made the disclosure while speaking on the reasons behind the delay of salary payment for this month of June in Minna.

He lamented over the high level of corruption and its tendencies in the civil service in the state as 98% of allocation goes in to salary payment leaving with almost nothing for the development of the state hence the on going screening.

Engr. Panti who was optimistic for getting results from the screening revealed that 30% of each numbers of group invited for screening were never seen during the exercise, adding that fake a claimed certificates were further discovered from the exercise.

How Buhari influenced my entrance and exit as APC chairman - Oshiomhole

dams Oshiomhole, immediate past National Chairman of the All Progressives Congress, APC, has revealed that President Muhammadu Buhari personally invited him to head the party two years ago, and also superintended his removal as chairman of the party.

Oshiomhole said Buhari asked him to head APC in a bid to reform the party and turn its fortune around.

He disclosed that the President had told him APC will lose the 2019 election, if the party was not reformed.

Speaking at a press conference in Abuja yesterday, the immediate past APC National Chairman insisted that he did his best while in office.

The former Edo State governor also disclosed that the president mobilised support for his emergence as APC National Chairman.

He said: “I ceased to be the Chairman of the All Progressives Congress APC. “Mr. President graciously invited me to run for the office of the chairmanship of the party in 2018, precisely about two years ago. The president told me then that if we did not reform the All Progressives Congress, we can as well forget about 2019. Those were his exact words.

“But I know that reforms can be challenging and it will entail taking difficult decisions. I accepted this and I believe I did my best. I am happy that at the end of the day, the 2019 elections have come and gone and thanks to Nigerian people, our president had more votes in 2019 than we had in 2015 and we have more members in the Senate and in

the House of Representatives.

“The bottom line is that the President who invited me to lead the party and who mobilised all

the support for my emergence as chairman also presided over the meeting where the NWC has now been dissolved.”

Recall that APC National Executive Council, NEC, had on Thursday dissolved its National

Working Committee, NWC-led

Oshiomhole: I pray APC remains in crisis – Gov. Wike

overnor Nyesom Wike of Rivers State has reacted to the leadership crisis in the All Progressives Congress, APC. Wike said he prays that the ruling APC remains in crisis.

He said at the weekend that the Peoples Democratic Party, would benefit from the crisis in the APC. The governor explained that he wants PDP to return to power, hence, we will continue to pray that

APC remains in crisis.

He said, “I am happy that APC is in crisis. It is not my business to help APC to be united.

“Remember that we also had our own crisis under Ali Modu Sheriff and APC jubilated about it then. It is my prayer that they should continue to be in crisis. We have taken another state.

“Unfortunately, APC isn’t really a political party. They came together just to take over power.

“I want my party to be in power and therefore, I cannot be praying

for APC not to have crisis. I hope they continue to make mistakes every day, and my party will continue to grow.”

Recall that the suspension of APC National Leader, Adams Oshiomhole by an Appeal Court had led to a leadership crisis in the party.

Following the crisis, the party’s National Executive Council (NEC), had dissolved its National Working Committee (NWC), led by Oshiomhole.

The party’s NEC immediately

constituted a caretaker committee to ensure the smooth running of the party till its National convention.

APC’s NEC appointed the Yobe State Governor, Mai Mala Buni, to head the Caretaker Committee.

During the meeting, President Muhammadu Buhari urged aggrieved members to suspend all court matters in the interest of the party.

The president had lamented that the party’s fortune was in jeopardy, hence the need for unity.

APC Crisis: Oshiomhole may stage comeback - Sen. Yusuf

ossibility of the embattled former National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole, and other members of the dissolved National Working Committee (NWC ) of the party stagging a comeback , was dropped in Abuja Saturday by a member of the caretaker committee set up on Wednesday to steer the ship of the party.

The member , Senator Yusuf Abubakar Yusuf (APC Taraba Central) dropped the hint in Abuja during an interview with journalists.

According to him, through political solution and not legal fire works, some of the aggrieved members of the dissolved NWC, can stage a come back.

This is as he declared that the intervention made by President Muhamnadu Buhari on Wednesday, was not just to save the party from self destruct but to save the country itself from political instability.

“We have started calling our brothers and sisters in the National Working Committee. We have started talking to people who have gone to court and those who feel aggrieved. Like I said, it is a family thing. We will sit down and sort it out. “ We will meet our brothers of the dissolved NWC and other aggrieved groups and talk to them. We will go to their houses, we will drink tea and then sit down and talk by telling them that let us be very frank and honest with ourselves.

“You are aggrieved, yes. But this

is the way we can solve the problem or do you have a better way? Maybe some of them will still participate in the convention.

“But if they go to court they are creating more bad blood. But if they don’t go to the court, then they will consider them and say these are good family members, come back and contest again”, he said.

He added that the dissolution of the NWC of the party was not targeted at anybody of group of people in the party , but singularly to save the party from self destruct and by extension, the country from needless instability .

He said “The dissolution is not to punish anybody. This is not to say there is a victor and a vanquished, no. It is just a way of making things to move forward. So that we can all

sit together in one house, reconcile with one another and then carry everybody along.

“Even some of our brothers and sisters that are standing, some are on the fence and some have gone to the other side, we will go and meet them and ask them to come back to their house. It is the house they have built.

It is everybody’s house and I will add nobody’s house too” On act of illegality being alleged to have been pepectrated with the NWC dissolution, Senator Yusuf said things that are legally right , may be politically wrong .

“You see when you are working to solve problems, things that are legally right may be politically wrong and there are things that are politically right and legally right.

“Law is meant for the people,

people are not meant for the law. As far as I am concerned the fundamental thing is how do we solve the problem of the party at this point in time. What do we do?

“Yes, democracy is the rule of law, but is all based on consensus.

Every law is based on consensus. If the concensus of the family is let us move forward by doing this, then so be it”, he explained .

He explained further that all the 13 members chosen as caretaker committee members, were there because they have not taken side with any of the interest groups within the party or controversial in anyway .

The Governors he added , has not taken over the affairs of the party or lording it on all other members of the party.

ormer Oyo Governor, Adebayo Alao-Akala, has said that the All Progressives Congress (APC) will work towards unity and electoral victories in honour of late ex-Governor, Abiola Ajimobi.

Akala, in a condolence message said he and his wife were deeply saddened.

He noted that he was comforted in the fact that Ajimobi left behind “enduring legacies for the people of Oyo State to enjoy for generations.”

He described late Ajimobi as a passionate public administrator and a powerful voice of moral conscience.

The party leader said they have lost a giant as Ajimobi was a fearless leader, a protector of democracy and a fighter for the people of Yoruba nation.

“He was a politician of high repute and immense clout. All his life, he defined his politics and pitted his tent early in life with the progressive school”.

Akala said that late Ajimobi’s decision to set up APC Reconciliation Committee in Oyo was informed by his desperation to see a united party.

He regretted that Ajimobi did not live to see him reconcile aggrieved members.

Akala, however, pledged that the committee would deliver on the desired mandate.

“Senator Ajimobi honoured me with an appointment to Chair Oyo State APC Reconciliation Committee.

We’ll not only ensure a united APC but also dedicate our future landslide electoral victories to the departed great leader.

He prayed Almighty Allah to comfort the family and grant Ajimobi Al-Jannah Fridauz.

he Special Adviser to President Muhammadu Buhari on Political Matters, Babafemi Ojudu, and some leaders of the All Progressives Congress (APC) in Ekiti State have reacted to alleged plans to suspend them by the party at the state level.

The members in a joint statement issued on Sunday, said they have given their best at different times to building the party through hard times and would not want APC to suffer a reversal of fortunes in Ekiti.

While communicating their grievances to the newly constituted caretaker committee of the party at the national level, they alleged that Governor Kayode Fayemi has

jettisoned the collective efforts of the members since he was reelected in 2018.

“This travesty was committed deliberately to completely ostracise people out of the party activities and today that is what has become the rule and not the exemption.

“In almost two years, the party had not convened any political meeting of stakeholders, no new membership drive, no political activity whatsoever to rev up and consolidate the place and presence of the party in the state since inception of this administration till date. Instead of growth, the membership of the party is dwindling by the day.

“Indeed the more visible, the more the orchestrated efforts to

hack the person down in a harvest of suspension. Today the following persons have been suspended or in the process of suspension: Senator Tony Adeniyi, Senator Babafemi Ojudu, Congressman Bimbo Daramola, Honourable Oyetunde Ojo, Honourable Akogun Bunmi Ogunleye, Chief Ben Oguntuase, Mr Dele Afolabi and Diran Fadipe.”

The statement was signed by 15 APC leaders, including Ojudu and those whom the Ekiti APC allegedly suspended or planned to suspend as stated in the preceding paragraph.

The aggrieved members alleged that many commissioners serving with the state are still holding federal political positions, and those in the National

Assembly are holding federal board positions.

They said this has denied several other members of the Ekiti APC, who contributed to the growth of the party, opportunities to serve in government positions.

They also challenged Fayemi to list, with pictures, tangible projects undertaken in two years and the amount of money collected over that period from the Federation Account.

“When the COVID-19 pandemic broke, doctors in the employment of the state government were about to down tools until well meaning people intervened… Our doctors had less than 50 Personal Protective Equipment (PPE) in the entire state.”

Oyo govt plays politics with my husband’s death - Wife of late Gov alleges

he Wife of the former governor of Oyo state, Florence Ajimobi, has alleged that Governor of the state, Seyi Makinde and his deputy, Engr. Rauf Olaniyan, are playing politics with the death of her husband, Abiola Ajimobi.

She said her husband never had any problem with the state government despite their different political affiliation, but alleged that the state government saw him as their enemy.

“My husband took ill precisely on 27th of May and he was hospitalised. “I read on the papers that he (the governor) claimed that he called me but I didn’t pick. He didn’t call me. Even if he had called me, I never had his number. He should have sent text messages for record purposes.

“The governor of Oyo state never called me. He never signed

a condolence message. Never called even when my husband was on sick bed for one month. What politics are you playing, please?

“Life is short. I am a Christian and my husband was a Muslim.

We should allow fear of God to guide us in whatever we do.

Ajimobi is gone today, I am going to mourn and respect his wishes.

That is what I am doing today.

Laid him to rest peacefully. I don’t want any controversy.

“Everything I read in the papers, I just swallowed it and I let it go. Please, the press are here, we never had any rift

with the governor or the state government. I never dialogue with them and I never confronted them and I never send them a word because I didn’t know it was necessary for me to send official message.

“I didn’t send a message to governor Fayemi, I didn’t send to governor Ganduje and I didn’t send to Governor Sanwolu. “I didn’t send to anybody. It was all over the social media. They knew my husband was ill. The least anybody can do is to send me a word of encouragement at that time”, Florence Ajimobi said.

APC can’t exist without Buhari – Tinubu admits

ola Tinubu, the national leader of the All Progressives Congress (APC), has said the party can not exist without President Muhammadu Buhari’s contributions.

Tinubu, who reacted to the dissolution of the National Working Committee (NWC)

of the party, stressed that Buhari was more than a beneficiary of APC. He made the remark against the backdrop of Buhari’s admonition to aggrieved members of APC to suspend all pending legal matters.

Buhari had lamented that APC was on the verge of destruction and its fortune nearly jeopardized due to the leadership

crisis.

However, the former Lagos State governor said Buhari was a founding father of the APC, hence he cares about the party’s wellbeing.

Tinubu’s position was revealed in a statement he signed, saying: “President Buhari is much more than a mere beneficiary of the party. He is one of its

founding fathers. The APC does not exist in its current form without his singular contributions. That is not opinion; it is undisputed fact.

“Given these antecedents, he cares about the condition of the party as any parent would care for its offspring. President Buhari has done what any parent in his position and with his authority would do.”

China did excellently well in tackling Covid-19 - NMA President

Prof. Innocent Ujah, the National President of Nigeria Medical Association (NMA) in this interview conducted in his Abuja office spoke on how Nigeria and People’s Republic of China can collaborate to promote health conditions of the two nations. Excerpts

I

t is understood that almost 10 million cases of COVID-19 have been confirmed worldwide, and about 500,000 have died, with hundreds of thousands of new cases still occurring every day.

But we also know that new cases very little in China now except more than 200 new cases recently in Beijing. So can we say that China has already done well in containing this pandemic? Actually the most notable is, in China, Africans confirmed with COVID-19 are numbered, and no death was found in Africans. Could you please share with us your views on China’s fight against pandemic?

Let me just say that as far as I am concerned, Covid-19 started from Wuhan in China and any other evidence to the contrary, we need to wait for that. Whether China has done well on containment or not depends on how you view it. We know that China built within 10 days huge treatment centre to tackle the pandemic.

It served as isolation centre to check the spread of the disease.

That move was excellent and it really shows that China did a lot to tackle the coronavirus. It is a great effort on the part of China.

Unfortunately, we didn’t get sufficient alarm in Nigeria to prepare the same way China did. The truth of the matter is that while China appeared to be doing well, the whole world is not doing well. It is all about emergency preparedness and response. We need to train people, get certain things ready. We didn’t know the magnitude of the problem and that affected us. There is recent trend now which is on community spread. Covid-19 is spreading to almost all the region.

On 17th of this month, a video conference was held at the special Summit on ChinaAfrica Solidarity against COVID-19. And China pledged

to provide more medical supplies to Africa, build the headquarter of the Center for Disease Control and Prevention, build hospitals, strengthen cooperation among medical organizations and provide US $2 billion in aid to the WHO. So could you talk about how to strengthen cooperation between China and Nigeria on epidemic prevention and control?

It is about Peer-ReviewMechanism which is about learning from what have happened and happening. I mean learning of things that have happened in Nigeria, China and exchanging scientific knowledge to provide us with veritable information that will help us to contain the disease in Nigeria and other African countries. It is true that China has invested greatly in Nigeria in terms of support, which I know. The tragedy we had is not about the support, we would have preferred that Covid-19 is prevented from coming to Africa and Nigeria. This is because; we don’t have what is needed to contain it immediately.

Our health system is not as strong as strong that of the developed countries to withstand the number of cases we are recording. So that was a minus.

We know that the United States has decided to stop supporting WHO, saying that WHO is not fair enough.

How do you see this? From the perspective of Nigeria Medical Association, a very important organization in the Nigerian medical community, could you please talk about how to strengthen the communications and cooperation between two countries’ medical communities?

The issue of WHO is beyond Nigeria Medical Association.

country. So, I can’t comment on that. I know that Nigeria Medical Association and its Chinese counterpart can work together and collaborate, strengthen partnership, exchange knowledge and experience. We also need to build capacity through training and retraining of medical personnel. Of course, we will also give you what our capacity is, what we have. We will now exchange ideas for the good of both countries.

We will look at the diseases and know how best to contain them through collaboration and knowledge sharing. The areas of weaknesses of one can be strengthened by the other. In that case, we can understand ourselves better for our own progress. We can as well organize international conferences and share ideas and skills, do journal reviews of conditions.

Due to the recent shortage of COVID-19 cases in China, China is stepping up phase III clinical trials with Russia, Canada and some countries from the Middle East, believing that a safe and reliable vaccine

will be available to all countries by the end of this year.

Chinese President Xi Jinping also stressed at the summit that Africa would be the first to benefit from vaccines once they are developed. So what do you think of China’s move? In addition, what cooperation do you think is possible between China and Nigeria in vaccine development and testing?

Science is not hidden. We should be involved. Once we are involved, we will use our own ecosystem, peculiarity and ecology of Nigeria and bring them to bear and it will enrich the outcome of the clinical trial. The exclusion of Nigeria in my opinion is a big

error on the part of China. We would have been involved in the planning, implementation and even at the table trials.

As we know, Africa is a continent with an ancient civilization and a long history of medicine. There are many very practical, safe and cheap traditional medical formulas that can treat many diseases and play a key role for the whole continent. And we’re finding that there are good drugs that can be found all over Africa, for example in Madagascar that might also be a new drug for COVID-19.

Similarly, Chinese medicine is rich and profound. With the development of Chinese history, traditional medicine has been handed down for thousands of years, especially in the fight against COVID-19.

So how do you think China and Africa can cooperate in traditional medicine? In addition to cooperation in medical technology, drugs and equipment, what other areas should China and Nigeria deepen cooperation in?

Economic and social cooperation are very important between the two countries.

These will however, bring any other thing into it. Nigeria and China government need to strengthen their economic and social cooperation for the good of the peoples. On the issue of traditional medicine, we need to validate the chemical content, the efficacy and the safety of the herbs that are in Nigeria. I believe that we have many plants that may be effective in the management of some health cases, but we need to validate them. It is just like the medicine you produce in China; we have the plant here and can do better. We need to also characterize our plants.

There are specialists that will study the plant and then go to pharmacology. Once that is done, it will be very clear as to the usefulness of each plant. At this stage, we can work with Chinese people to extract the active ingredients.

This is because we may not have the technology China have. This can be subjected to further study, like animal study then human study. Once you do that, the two countries will benefit and it will benefit Africa.

COVID-19: AWC identifies ICT as tool for women empowerment

ne of the co-conveners of Africa Women Conference (AWC), Helpline Foundation for the Needy, Abuja, has revealed that the conference has identified Information and Communication Technology (ICT) as a tool for economic growth, in the wake of the ravaging COVID-19 pandemic.

President and founder of the foundation, Dr. Jumai Ahmadu, who made this revelation in a chat with journalists in Abuja, also revealed that panelists at the conference agreed that certain steps should be taken to address issues affecting women in the continent.

Speaking on this year’s theme: “Deploying the use of ICT in

repositioning women in media and entertainment industry for growth”, Ahmadu maintained that women must take advantage of information dissemination through the media and ICT as it is imperative to advance any cause related or tailored towards women and girl child development.

According to her, “During the deliberations panelists also agreed that training and equipping the Girl Child on ICT at a young age is imperative as the merit of ICT knowledge could boost their careers.

“Africa women must take advantage of various online media platforms in getting information and also making extra monetary gains for those in the media sectors”, stressing that for African women to be relevant in the

media and entertainment sectors, she must be ICT compliant”.

Other issues raised at the conference according to her include “ICT has created room for self-development and capacity building in other online courses and African women should be encouraged in taking advantages of various online course platforms.

She added that the conference, however, noted that though ICT has made online marketing of good and services easy for women, but warned that women should be advised on the negative aspect on ICT such as scammers, online ritualist, fraudsters among other vices.

“The conference also called on NGOs and CSOs to encourage and support rural women and the girl child on ICT

trainings, provisions of ICT equipment and ICT mentoring.

“The conference therefore called on women to be extremely smart and report all forms of abuse by individuals taking advantage of them as a result of providing ICT tools, noting that despite the Covid 19 challenges on all sectors, the ICT remained standing and is the most sought after sector”, she revealed.

Our correspondent gathered that the conference was organized by Helpline Foundation for the Needy, in collaboration with other women group to provide a platform for African women from the formal and non-formal sectors of the economy to deliberate on and adopt action plans that will deliver rapid growth and development in Africa.

DOAS won’t retreat, surrender to revenue consultants in AMAC, others - Director declares

D

irector of the Department of Outdoor Advertisement and Signage (DOAS), Baba Gana Adam has declared that there is no retreat no surrender to revenue consultants, in collection of revenue due to the six Area Councils, in Abuja, the Federal Capital Territory (FCT).

This assertion was made against the backdrop of seemingly endless controversy over the collection of internal revenue by proxies for and on behalf of Abuja Municipal Area Council and other five FCT Area Councils.

Adam, who noted that Area Councils have constitutional rights

to collect outdoor advertisement and signage permit as well as any other fees in FCT, however stated that DOAS has delegated authority through established Memorandum of Understanding (MOU) and bylaws respectively, to collect such revenue Internally Generated Revenue (IGR) sources.

The DOAS Boss while speaking during a recent interview with some journalists in his office, revealed that the enabling MoU was signed in 2012, adding that agreements are bound to be respected by all parties involved.

He maintained that there are people who want to see crisis between DOAS and any of the Area Councils, just for

them to benefit from the weaknesses of the system that existed hitherto.

According to him, there are court papers from people who don’t understand the MoU, bylaw and agreement, as they feel that DOAS is just waking up and trying to make the Area Councils to forfeit their signage and outdoor revenue collection.

“Area Councils government are parts of FCT, hearing that there is crisis from aside shows that there are people fanning the embers of disharmony, because they have benefited.

Nobody is trying to take away responsibility by force, either myself, the FCT Minister, or the Permay Secretary, because all the agreement

that was entered into, predates us.

“So , now that we are collecting the revenue due to governments, there is no retreat no surrender to revenue consultants.

“We will not bend, because I am not afraid of any individuals or group and will not be stopped from discharging this task of collecting the revenue for and on behalf of FCT and which all the six Area Councils are members too.

“DOAS will not fail or seize to work hard to see that residents of Abuja get the revenue they are supposed to get through the right channel, and also ensure that the monies get to the six Area Councils”, the DOAS Director stressed.

Coronavirus: Florida and Texas reverse reopening as US cases pass 2.5m

C

oronavirus infections across the United States have passed 2.5 million, with record numbers of cases reported in the states of Florida and Texas.

The surge in cases in southern states comes after businesses were allowed to re-open in recent weeks.

On Saturday, Florida reported more than 9,500 new cases, up from almost 9,000 on Friday, the previous record.

The spike has led state officials to tighten restrictions on business again as Texas also did on Friday.

The leading US government adviser on coronavirus, Dr Anthony Fauci, said last week that the country had a “serious problem”.

More than 125,000 Covid-19 patients have died nationwide - more than in any other country.

Speaking at the first White House coronavirus task force briefing in two months, Dr Fauci said on Friday that the current rises were due to regions “maybe opening a little bit too early” and to people themselves not following guidance.

“People are infecting other people, and then ultimately you will infect someone who’s vulnerable,” he said.

Is the US testing more people than anywhere else?

Is the pandemic getting worse in the US? The people battling America’s worst coronavirus outbreak Vice-President Mike Pence - who heads the coronavirus task force - has called off campaigning events in Florida and Arizona this week. What is happening in Florida and Texas?

On Saturday morning, the state reported 9,585 coronavirus infections in the last 24 hours. It has set records for new cases almost daily since mid-June.

The total number of cases in Florida so far is over 132,000. More than 3,300 people with Covid-19 have died.

Many other southern and western states have reported record spikes as

they moved to re-open and people from other areas poured in in recent weeks.

Last week, Texas, Florida and Arizona put re-opening plans on pause in an effort to tackle the outbreak.

But on Friday, Florida Governor Ron DeSantis imposed new restrictions, ordering bars in the state to stop serving alcohol on their premises - although it was not clear how the new measures would affect restaurants, the Miami Herald reported.

Miami Mayor Francis Suarez told the BBC on Saturday that the “sheer numbers are so high” that they are putting a huge strain on the city’s healthcare system.

“Right now we are penalising those who don’t wear masks,” Mr Suarez said,

adding that he was looking at potentially implementing new measures: “We may have to, at some point, implement a stay at home order.”

And in Texas, which has also seen record numbers of cases this week, Governor Greg Abbott told bars to close and limited restaurants’ indoor seating capacity to 50%.

In the Texan town of Galena Park, east of Houston, the mayor imposed an overnight curfew on Saturday and warned that hospitals could soon be overwhelmed.

What is the overall situation in the US? On Saturday, Johns Hopkins University said the total number of cases in the country had risen to 2,505,593.

While some of the rise was down to more extensive testing, the rate of positive tests in some areas is also increasing.

Health officials estimate the true number of cases is likely to be 10 times higher than the confirmed total. The US Centers for Disease Control (CDC) said up to 20 million Americans may have been infected.

The surge in cases was being driven by young people - those aged between 18 and 34 - testing positive, especially in the south and west of the US, said the head of the CDC, Dr Robert Redfield.

The White House has stressed that the situation is stabilising in most of the country.

During Friday’s coronavirus briefing, Vice-President Mike Pence hailed the Trump administration’s “truly remarkable progress in moving our nation forward”, highlighting improvements in job figures and retail sales.

Poland’s clash of values in presidential election

P

oles vote on Sunday in a presidential ballot that could place significant curbs on the power of their nationalist government.

President Andrzej Duda is an ally of the ruling Law and Justice (PiS) party and if he loses, the opposition could force a big change in Polish politics.

His closest rival is the liberal, centreright mayor of Warsaw, Rafal Trzaskowski.

Sunday’s vote is expected to go to a runoff in two weeks’ time.

The election is being watched closely across Europe, as Mr Duda’s allies in the Law and Justice Party (PiS) have frequently clashed with the EU over their controversial reforms to the judiciary and media.

When President Duda this month condemned the promotion of LGBT rights as an “ideology” more destructive than communism, European Commission Vice-President Vera Jourova said it was “really sad” when European politicians in high office “decide to target minorities for potential political gains”.

The president’s main rival has promised to repair ties with Brussels.

Poland’s president has the power of veto. If the next president were to use it, the governing party would not have the necessary majority in parliament to overturn it.

Why Trump likes Duda The governing party has had more success across the Atlantic, and last Wednesday Mr Duda became the first foreign leader to visit US President Donald Trump since the coronavirus pandemic.

“He’s doing a terrific job. The people of Poland think the world of him,” said President Trump, in what was widely seen as a domestic boost for Mr Duda. Mr Trump said it was the third time he had hosted the Polish leader and he thought Mr Duda would “be successful” in the presidential vote.

President Trump also promised the Polish leader that some of the thousands of US troops being moved out of Germany would be sent to Poland instead.

Who will win?

If Andrzej Duda gets 50% of the vote on Sunday, he will win - but he is unlikely to achieve that. If the mayor of Warsaw attracts as much support as the opinion polls suggest, then Mr Trzaskowski will take part in a run-off that is currently too close to call.

The Warsaw mayor has risen fast in the polls since joining the race in May. Previously a member of Donald Tusk’s Civic Platform government, Mr Trzaskowski won the capital’s race for mayor in 2018 promising “Warsaw for All”.

Mr Duda was originally an aide to exPresident Lech Kaczynski, the co-founder of Law and Justice who died in a plane crash. He is seen as a devout Catholic and signed pledges to prevent gay couples from marrying or adopting children.

There are nine other candidates in the race, including Szymon Holownia, presenter of TV show “I’ve got talent!” who is third in the polls. As a self-styled progressive Catholic, his voters will be key in any second round.

How coronavirus frustrated Duda This election was due to take place in May, when Mr Duda was higher in the polls and had a better chance of winning in the first round.

Although the epidemic had not yet peaked, the government was desperate for the May vote to go ahead. It eventually backed down when a junior coalition partner joined the opposition in saying Law and Justice were putting politics before public health.

Poland has won praise from the World Health Organization (WHO) for its response to the outbreak. It imposed a strict lockdown in early March and has largely escaped the worst of the pandemic, with just over 1,400 deaths and 33,000 infections.

But the epidemic has pushed Poland’s economy towards recession.

The country saw an outbreak at a coal mine in the industrial heartland of Upper Silesia earlier this month and work at a dozen mines was halted.

Mahmoud Dicko: Mali imam challenges President Keïta

B

rushing aside any concern about coronavirus, huge crowds are sustaining a campaign of mass protest across Mali, demanding the resignation of the West African state’s increasingly beleaguered President Ibrahim Boubacar Keïta.

Corruption and cronyism, weak public services and national leadership, electoral malpractice and the government’s inability to bring an end to inter-communal and jihadist violence have fuelled popular frustration.

Opposition political parties have joined together to organise demonstrations, but theirs has not been the decisive voice that has repeatedly brought tens of thousands out on to the streets in a display of public anger unprecedented for decades - and which has now forced Mr Keïta and his ministers to negotiate.

The real mobiliser - the figure who wields the critical crowd pulling power - is an imam, Mahmoud Dicko.

He is the central player in this challenge to a president who looks complacent and bereft of energy and ideas in the face of the huge problems that continue to pile up for Mali, despite the presence of close to 15,000 international troops and constant injections of external aid.

Imam Dicko is no novice emerging from a discreet life of spiritual leadership in the mainly Muslim nation.

Power stretches to Timbuktu He has been a major player in public life for at least a decade, but today more than ever he is demonstrating his clout. In April 2019 he organised protests that forced the sacking of then prime minister Soumeylou Boubeye Maïga.

This year’s huge protest, on 5 June during Friday prayers, was confined to the capital Bamako and Sikasso, a city in the south.

But two weeks later crowds were also out in Kayes in the west, Ségou in south-central and even in the ancient desert city of Timbuktu, on the fringes of the Sahara. And the movement could

spread further still.

It is Imam Dicko’s mobilising power that has given negotiating muscle to his conventional political allies.

On Tuesday leaders of Mr Keïta’s governing camp sat down for talks with M5, the opposition alliance.

But two days previously they had first met the imam, aware that he has the popular reach that may be decisive.

‘Reverence for mysticism’ International mediators too - from the UN peacekeeping mission to Mali, the European Union (EU) and the Economic Community of West African States (Ecowas) - have also taken care to sound out Imam Dicko.

He came to prominence in 2009 as head of the High Islamic Council, leading a campaign of mass protest that forced Mali’s then President Amadou Toumani Touré to water down a reform of family law that would have bolstered the rights of women.

This confirmed his role as a prominent religious conservative.

Born in the mid-1950s in the Timbuktu region, Imam Dicko was originally a teacher of Arabic, who studied in Saudi Arabia and became the religious leader of the mosque in Badalabogou, a leafy riverside suburb of Bamako.

He was also secretary of the main government religious organisation until the end of the one-party regime and establishment of democracy almost three decades ago.

Despite his Saudi education, Imam Dicko never espoused the kingdom’s austere and fundamentalist Wahabi interpretation of Islam.

He is really an advocate of traditionalist West African Islam, conservative in his view of family issues but a strong defender of Mali’s preMuslim cultural roots and pluralistic religious culture and reverence for mysticism. Timbuktu, for example, is known as “the city of 333 saints”.

Imam Dicko has always opposed both the imposition of harsh physical punishments in the name of Islam and the ideology of violent jihad.

Lazarus Chakwera’s political fortunes were revived by a court ruling that annulled last year’s flawed election

azarus Chakwera has been sworn in as president of Malawi after winning an election rerun.

“Time has come for us to wake up and to make our dreams come true,” Mr Chakwera said in his victory speech.

He defeated incumbent Peter Mutharika with 58.57% of the vote in Tuesday’s poll.

In February, Malawi’s constitutional court annulled Mr Mutharika’s victory in the May 2019 election, citing vote tampering.

The country was bitterly divided in the run-up to this week’s election.

Other countries in Africa have had elections annulled - it happened in Kenya in 2017 - but for the opposition candidate to then go on and win a rerun is unprecedented.

Speaking ahead of Saturday’s results, Mr Mutharika said that while he found the election “unacceptable”, it was his “sincere hope that we should take this country forward instead of backwards.”

How brave judges rejected a ‘secondrate election’ A quick guide to Malawi Saulos Chilima, Mr Chakwera’s running mate, was also sworn in as vicepresident at a ceremony in the capital, Lilongwe.

Mr Chakwera, a Pentecostal preacher and former theology lecturer, will first have to heal a nation that has been through many months of political turmoil.

“Fellow Malawians to stand before you as your president today is an honour,” Mr Chakwera said in a speech after being sworn in.

He vowed to unite the country and fight poverty.

“Of what use is freedom from oppression if you and I are slaves to starvation? Or freedom from colonialism if you are a slave to tribalism?,” he said.

“Time has come for us to go beyond dreaming, time has come for us to wake up, to arise from slumber, and to make our dreams come true,” Mr Chakwera said.

“With your help we will restore faith in having a government that serves; not a government that rules, a government that inspires, not a government that infuriates, a government that listens, not a government that shouts but a government that fights for you and not against you,” he added.

Mr Mutharika did not attend the ceremony because the law does not require the outgoing president to be present when a successor is taking over, the BBC’s Peter Jegwa in Lilongwe reports.

Why was there a new vote?

A rerun of the 2019 election was ordered after the Constitutional Court found the original ballot had been marred by widespread irregularities.

That election saw President Mutharika narrowly re-elected by fewer than 159,000 votes.

Mr Chakwera, who came second in that election, argued that tallying forms had been added up incorrectly and tampered with.

Uncertainty around the result sparked months of tension, which spilled over into clashes between opposition supporters and police.

February’s annulment led some to celebrate, but Mr Mutharika described it as a “serious subversion of justice” which marked the death of the country’s democracy.

There were concerns over the logistics and safety of carrying out an election in the midst of the worldwide coronavirus pandemic.

Afghanistan war: Russia denies paying militants to kill US troops

ussia has denied reports that it offered Taliban-linked militants bounties to kill US troops in Afghanistan.

Citing US officials, The New York Times, Washington Post and Wall Street Journal reported that a Russian military intelligence unit offered the alleged bounties last year.

The same unit has been linked to assassination attempts in Europe The Russian embassy in the US said the claims had led to threats to diplomats.

The Taliban also denied doing any deal with Russian intelligence.

The reports come as the US attempts to negotiate a peace deal to end the 19-year war in Afghanistan.

The unnamed officials cited by the New York Times said US intelligence agencies had concluded months ago that a unit of Russia’s GRU military intelligence agency had sought to destabilise

its adversaries by covertly offering bounties for successful attacks on coalition forces.

Islamist militants, or armed criminal elements closely associated with them, were believed to have collected some money, the newspaper said.

According to the Times, President Donald Trump was briefed on the reports in March.

Mr Trump denied having been briefed, writing on Twitter on Sunday that neither he nor the vice president had been told “about the so-called attacks on our troops in Afghanistan by Russians”.

In a series of Twitter posts, the Russian embassy in the US accused the paper of promoting fake news.

Twenty American troops died in Afghanistan in 2019, but the New York Times said it was not clear which deaths were under suspicion.

The officials quoted by the New York Times said the White

House’s National Security Council had considered how to respond, including imposing an escalating raft of sanctions against Russia.

The GRU unit allegedly involved has also been linked to the attempted murder of former Russian double agent Sergei Skripal and his daughter Yulia with a nerve agent in Salisbury, England, in March 2018.

“Our target killings and assassinations were ongoing in years before, and we did it on our own resources,” Zabihullah Mujahid told the New York Times.

So, what went wrong?

Not enough testing and tracing Delhi’s caseload has risen sharply since the beginning of June - more than 50,000 of its Covid-19 cases were confirmed this month alone. One reason could be ramped-up testing with newly approved antigen kits - a rapid diagnostic test that gives results in as little as a half hour.

“Testing is not a panacea,” K Srinath Reddy, president of the Public health Foundation of India and member of the national Covid-19 taskforce, told the BBC. “Of course you must test - but test judiciously, test based on symptoms or other clear criteria.”

And that, he adds, is only possible with “early case identification and exhaustive contact tracing” - neither of which has happened.

A study on contact tracing by the Indian Council of Medical Research (ICMR) found that between January and April, India, on average, tested 20 contacts for every confirmed case. And there were massive discrepancies.

While some states such as Karnataka averaged 93 contacts, Delhi tested as few as nine.

burden on Delhi’s health system.

But, experts say, a lot of this should have been done earlier, during the lockdown.

And if that had happened, the government would have been able to take swift, informed measures when restrictions started to ease from the third week of May. The government failed to build partnerships “This whole disease is immensely stigmatised. It’s become a law and order enforcement problem rather than a public health issue,” says Dr Ambarish Satwik, a vascular surgeon at Delhi’s Sir Ganga Ram Hospital.

Heavy restrictions on testing, poor communication on what happens after you test positive, and the fear of being quarantined in poorly maintained government facilities have all made people reluctant to get tested.

“If you get calls from the police, if you get calls from the district surveillance officer saying you’ll get dragged away to some quarantine facility, who would get tested?” Dr Satwik asks. “You would rather wait it out. The process is the punishment.”

Despite the huge role private healthcare plays in India, much of the onus has been on understaffed and overstretched government laboratories and public hospitals. This has meant that many people who have symptoms prefer to stay home rather than queue up in long lines at public hospitals.

Coronavirus: How Delhi ‘wasted’ lockdown to become India’s biggest hotspot ith more than 77,000 cases of Covid-19, India’s capital, Delhi has become the country’s biggest hotspot. The BBC’s Aparna Alluri explains how this appears to be an opportunity missed.

The city administration appears to have squandered the opportunity afforded by a stringent nationwide lockdown that lasted more than two months.

Lax contact tracing, excessive bureaucracy, poor or no co-ordination with private health services and political wrangles have all led to a surge in numbers.

Smaller Indian cities appear to have done a far better job than the capital, the seat of India’s federal government. The southern city of Bangalore has been lauded for its contacttracing efforts which have contained the infection, and Chennai (formerly Madras) has had relatively few deaths despite a surge in cases.

But much like the financial capital Mumbai which has also been hit hard by the virus, Delhi has been overrun with cases and its public hospitals, some of the best and biggest and best in the country, are struggling.

This is despite the fact that Delhi is governed by Arvind Kejriwal’s Aam Aadmi Party (AAP), which won a thumping majority earlier this year on the back of strong public services, including healthcare.

Computer Science, Dr Yakoob said, was however not yet accredited.

Disclosing this in an email to the University of Abuja community on Sunday, the Vice-Chancellor, Professor Abdul-Rasheed Na’Allah said, “Just a few days ago, your University received the results of the November 2019 National Universities Commission (NUC) accreditation visit to the UofA of Nigeria; and out of 15 (fifteen academic programs visited), it is only one of them, Computer Science, that we have difficulty in, which Academic Planning Office, working with the academic department concerned, would prepare an appeal for a revisit and a re-evaluation.”

He assured the University community that the institution had the necessary facilities to ensure that the course got accreditation.

He congratulated all remaining academic departments, their Heads of Departments, Deans, teaching and non-teaching staff, the Registry, the Bursary, students in all the various departments, and the entire university community on this good news.

The Vice-Chancellor said the Management of the University was working round the clock, with all faculties and academic departments, to lift the University to world class standards.

he Joint Admissions and Matriculation Board on Monday said the cut-off mark for the Unified Tertiary Matriculation Examination candidates was arrived at after a deliberation with all higher institutions in the country.

The organisation also said candidates with a score less than 200 in the 2020 UTME should not expect admission to Obafemi Awolowo University, University of Ibadan, Covenant University, University of Lagos and University of Benin.

JAMB also said no candidate with a UTME score of 209 could be considered for admission into any programme at the Pan Atlantic University, which had fixed its minimum UTME score at 210.

The spokesperson of JAMB, Dr Fabian Benjamin, said this on Monday in a statement titled, ‘No uniform UTME minimum score for admission,’ in Abuja.

He said, “For long, many candidates and some members of the general public have come under erroneous impression that there is a minimum national UTME score, which they also refer to as cut -off point.

“The truth is that there is no one particular national minimum UTME score for all universities, polytechnics or colleges of education in Nigeria. It has never been.

Similarly, in most cases, UTME score is not the sole determinant of placement of candidates into tertiary institutions.

Benjamin said decisions at the annual policy meeting on admission

non-governmental organisation, Piece of My Heart Foundation has urged parents, educators and the government to ensure that male children are introduced to sex education early enough.

Founder of PMOH, Adebimpe Adebari, said that it was erroneously believed that only females needed sex education, this according to her, had led to an upsurge in sexual violence, rape and sexual abuse in the country.

“Oftentimes, sex education focuses on girls, which has made our boys feel they don’t need the information and don’t have to accept responsibility for their actions. When sexual abuse happens, some parents silence the victim by not believing them or wanting to protect the abuser.”

She added that the inability of the

Ministry of Education to incorporate a comprehensive sex education into the school curriculum had created room for learners to seek sex knowledge online. Adebari advised the government to ensure that every state in Nigeria adopted the Child Rights Act, the Violence Against Person Prohibition Act and comprehensive sex education should be included in to the school curriculum.

According to her, parents do not monitor their children’s activities whenever they are online, especially when contents are obscene.

“Parents do not sieve the kind of things children consume such as articles and uncensored movies that are not appropriate for their age. Parents must be intentional about the upbringing of their children, because if these children are not properly trained, they invariably become a threat to the system.

he National Research Fund (NRF), domiciled with the Tertiary Education Trust Fund (TETFUND), has been reviewed to N7.5billion from the initial N5billion.

This was disclosed by the Chairman of the Board of Trustees of the fund, Kashim IbrahimImam, in Abuja during the 2020 Board of Trustees Retreat held in Abuja, said President Muhammadu Buhari approved the increase of the

Tertiary Education Trust Fund, NRF. Reeling out the agenda of the fund, the Board chairman, stated that the fund has re-declared its position on deployment of high level technologies across all beneficiary institutions to enhance teaching and learning.

Kashim emphasised that the board will provide fund for the construction of over 200,000 hostel accommodation in public universities, polytechnics and colleges of education to tackle the

hat goal was the fifth in four starts for Ighalo who was surprisingly signed in January by United on loan from Chinese club Shanghai Shenhua.

However, with just three minutes left, Maguire reacted quick to slot home from close range after good work from Paul Pogba and Anthony Martial.

Enyeama lands NBBF mourns Justice Ajannah first coaching job in France

ormer Super Eagles goalkeeper, Vincent Enyeama, has secured his first coaching job in France.

The 37-year old has been appointed as a goalkeepers’ coach at French club Iris Club de Croix.

Formed over 50 years ago, Iris Club de Croix is a National 3 side campaigning in the fifth tier of French football.

The club in a statement on their official Facebook Page announced that Enyeama will be in charge of their reserve team as well as the U16s.

“Vincent ENYEAMA, Nigerian International, winner of the CAN 2013, 8th World Cup finalist against France and former goalkeeper of the losc (Lille) from 2011 to 2018, will take in charge of the specific goalkeeper on the training pole (from reserve to U16)” the statement released Saturday read in part.

Enyeama, Nigeria’s most capped player, unceremoniously left the national team after a misunderstanding with former manager Sunday Oliseh.

Having failed to return to action with the Super Eagles and also at club level, there were insinuations that Enyeama is considering going into coaching and he has now done after some years of relative ‘idleness’ Enyeama enjoyed a blistering career right from his days at Enyimba until his final years at Lille.

The well-respected goalkeeper won national and continental honours with Enyimba International before going on to become an Israeli champion with both Hapoel Tel-Aviv and Maccabi Tel-Aviv.

He also won the Prix Marc-Vivien Foé award in France after keeping 11 consecutive clean sheets in Ligue 1 matches during 2013-14 season.

he Nigeria Basketball Federation (NBBF) has received with rude shock the death of the Kogi State Chief Judge and grassroots sports development exponent, Justice Nasiru Ajannah which occurred in the early hours yesterday.

According to family sources, the 64 year old died at an Abuja hospital where he was receiving treatment after showing Covid-19 symptoms.

Musa Kida described the news as unfortunate and a huge blow to basketball development in Nigeria.

“Justice Ajannah was a critical stakeholder in basketball in Nigeria and shared one of the core values of this present board in the area of grassroots development through his annual Justice Ajannah Inter-Local Government Basketball competition in Kogi state.

“The Nigerian league system (men and women) has benefitted immensely from talents discovered

during this competition with its 12th edition held last year in Okene.

Players also participated during off season to stay in shape and earn bonuses from the competition.”

The basketball federation said that the death of Justice Ajannah who started his basketball career at the Ahmadu Bello University (ABU) was shocking to comprehend, re-emphasizing the reality about the Covid-19 pandemic which has continued to increase in Nigeria.

“We will continue to pray for

the spirit of the deceased and that God will give his immediate family, friends, associates and the entire basketball family the fortitude to bear this irreparable loss.

The late Justice Ajannah was part of the old-Kwara State Basketball Association between 1980 and 1985 and was part of the state’s official delegation to Bendel ‘81 National Sports Festival.

He was a longstanding patron of the old-Kwara State Basketball Association until Kogi state was created in 1991 and held the role in Kogi State Basketball Association until his demise.

NFF, Mainz send birthday wishes to Rohr, Balogun

he Nigeria Football Federation, Wigan Athletic and Mainz 05 have sent birthday greetings to Super Eagles coach Gernot Rohr and defender Leon Balogun at 67 and 32 years respectively.

The NFF, Mainz and Wigan sent their greetings via their verified Twitter handles yesterday.

Rohr was appointed Super Eagles coach in 2016 and qualified them for the 2018 FIFA World Cup in Russia.

He led the team to the 2019

Africa Cup of Nations in Egypt where they finished third.

During his playing career Rohr featured for Bayern Munich and Bordeaux.

He has managed teams like Bordeaux, Etoile du Sahel, Young Boys, Nantes, Gabon, Burkina Faso and Niger Republic.

In 1996, he led Bordeaux to the UEFA Cup (Europa League) final, where they lost to Bayern Munich over two legs, 0–2 away and 1–3 at

home.

Bordeaux’s run to the final included a famous 3–0 win over AC Milan in the quarter-finals.

Born to a Nigerian father and German mother, Balogun was called up by late Super Eagles coach Stephen Keshi for a March 2014 friendly against Mexico as a replacement for Joseph Yobo.

Balogun entered at the half, but was injured after 20 minutes and fractured his foot and was to miss

2–3 months after surgery.

He was a member of the Eagles squad that qualified for the 2018 FIFA World Cup in Russia and featured in all of the team’s group game.

Also, he played a part as the team claimed the bronze medal at the 2019 Africa Cup of Nations in Egypt.

At club level Balogun played for Hanover, Mainz, Brighton and Hove Albion and recently joined Wigan Athletic on a permanent move.

FA Cup: Chelsea join Arsenal in semi-final

wo London clubs, Chelsea and Arsenal, have qualified for the semifinal stage of the 2019/20 Emirates FA Cup. While Arsenal survived a late scare to overcome Sheffield 2-1 earlier on Sunday, the Blues needed just a lone goal to edge out Leicester City in the other quarter-final tie played at the King Power Stadium.

Ross Barkley provided Chelsea with the only goal that sent the Nigerian duo of Wilfred Ndidi and Kelechi Iheanacho as well as their Leicester City teammates out of this season’s FA Cup.

With Iheanacho and Ndidi out, Manchester United’s Odion Ighalo is the only Nigeria international left in the hunt for the FA Cup crown this season.

Ighalo actually scored one of the goals that helped United to a 2-1 win over Norwich City at Carrow Road.

For Arsenal, Mikel Arteta’s men went into Sunday’s game high on confidence following their perfect outing last time against Southampton in which they secured an away win and also kept a clean sheet.

Politics without political parties T

he constitutional order we are operating today expressly bans independent candidature. You cannot run for elective positions if you are not sponsored by a political party that is approved by the Independent National Electoral Commission, INEC. It was the same in the Second Republic – 1979-1983. The political parties of that era were distinct, colorful and powerful. They were the National Party of Nigeria, NPN; The Unity Party of Nigeria, UPN; The Nigerian Peoples Party, NPP; The Peoples Redemption Party, PRP and the Great Nigeria Peoples Party, GNPP. These parties actively participated in the first lap of four years. And as the 1983 elections approached, the Federal Electoral Commission, FEDECO approved another one, the Nigeria Advance Party, NAP whose application to participate in the 1979 election was rejected.

The parties were not only led by reputable politicians, men of timber and caliber, they had programs that gave them identity and colour.

The NPN led by Meredith Adisa Akinyole, Adisco Wonder as his fans called him promised “food and shelter”; the UPN, led by Chief Obafemi Awolowo, “Awo the Sage” as is fans fondly called him, was identified with free education; the NPP had a veteran politician, Chief Adeniran Ogunsanya as National Chairman, the GNPP was led by the chief advocate of ‘politics without bitterness’ while the PRP was led by the tireless advocate of the common man, Malam Aminu Kano, leader of the Talakawa.

Even NAP the late comer, made a solemn promise to engage mosquitos, cockroaches and rats in battle once elected into government.

Sadly they never got elected into a single office.

There is a very little difference between the system we practiced in the second republic and what we are practicing today. Both systems are presidential, with minor amendments between the suspended 1979 constitution and the 1999 constitution of today.

The difference came in the mannerisms and character of the leadership the country elected.

Early in the life of the government which came into office on May 29 1999, the Chairman of the ruling party, the People’s Democratic Party PDP, Chief Solomon Lar sounded a warning. In a letter to President Olusegun Obasanjo captioned “Improving relations between the

party and the government”, he decried the marginalistion of the party by the government it had brought to power. He said the government was not consulting the party on issues and as a result, the government was implementing policies that were not what the party had promised the electorate.

Lar’s accusation was a pointer to the departure from the style of government we had in the second republic. Whereas in the second republic the governments operated the constitutions of the parties that sponsored their elections to the letter, we started this republic with the governments operating programs that had no bearing with the manifestoes of their parties. The ruling party which had the mandate to offer national and rational leadership led in this aberration as its national Chairman Chief Lar yelled out. Other parties soon followed suit. For instance the All Nigeria Peoples Party ANPP never promised Sharia in their manifesto.

But immediately he came into office, the Governor of Zamfara, Ahmed Sani Yerima declared Sharia in his state thus kicking off a constitutional, political and religious crisis that left many dead and valuable properties destroyed across the country.

From a democratic culture where political parties dictated what programs the federal, state and local governments operated, we became a country where policies at all levels were the exclusive responsibility of the president, governors and local government chairmen. This was clearly an aberration.

constitution. This was one condition on which they were recognized. None of the party constitutions recognized the president, the governor or the local government chairman as the leader of the party in his turf. But immediately they came to office, the president appointed himself the leader of his party and the governors, local government chairmen all did same in open contempt of the constitutions of their political parties.

What this meant in practical terms was that the president became a tyrant at the national level while the governors and council chairmen were tyrants at their lower levels of government. Their views on all issues, no matter how ill-informed, became the law. In the emerging scenario, we were confronted by tin pot dictators scattered all over Nigeria. The governors soon bonded together and became the most powerful political group in the country. They nominated the Ministers that represented their states in the Federal Executive Council, Ambassadors and heads of federal departments, influenced who went to Senate and House of Representatives, appointed their own cabinets, populated the state houses of assemblies that are constitutionally mandated to act as checks on them with their yes men and women, appointed local government chairmen and councilors. In sum, they controlled the three levels of government - the federal, the state and the local governments. In a discussion with me at the time, my big uncle Professor Jibril Aminu told me that “one with governor makes the majority in Nigeria today.”

Today, the political party has become a necessary inconvenience to the politicians. They need it because

the 1999 Constitution as amended has expressly banned independent candidature. It is impossible to contest elections without a political party. So the political party of yesterday that was a think-tank where policy was formulated debated and passed has become a mere tool, a platform for grabbing power. There is nothing like a party ideology in Nigeria again. You cannot look at any party and say this is what this party stands for.

Politicians in Nigeria are behaving more like prostitutes than men of honor. A politician is in bed with one political party in the morning, in the afternoon it is bed with another and that does not stop him from spending the night with another political party.

In a fissiparous third world country like Nigeria, strong political party systems are a necessity.

They serve as mobilization vehicles that run across ethnic and religious boundaries. They cement communities. In their absence, people resort to primordial sentiments to canvass for support and votes. That explains why we are where we are.

We are in the year 2020. The next general election is in 2023. Already all the major political parties are in an aggravated state of commotion.

Politicians cannot afford the luxury of building parties, of formulating party policies that will resolve issues that will improve the welfare of the people. Rather, they are engaged in grueling duels to capture the parties for the sole purpose of capturing power. No third world country can make progress this way.
