T

he Plateau State High Court sitting in Jos yesterday remanded 19 persons in prison custody for their alleged link with the disappearance and death of retired Major General Idris Alkali, the former Chief of Administration (Army).

The presiding judge, Justice

Daniel Longjin, gave the order during the arraignment of the suspects in court.

The suspects were arraigned by the State Police Command on charges bordering on conspiracy and culpable homicide.

However, all the accused persons pleaded not guilty after the charges were read to them.

Justice Longjin thereafter adjourned till December 10 for the

hearing of the case.

The suspects were arraigned the day after they were paraded by the Public Relations Officer in the state, Mr Tyopev Mathias.

Recall that the police spokesman had said that the lte Army General had left Abuja for Bauchi en route Jos on September 3 before he was reported missing three days letter.

He told journalists that the

tracking of Alkali’s valuables led detectives alongside military personnel to a pond in Dura-DU in Jos South Area of Plateau State.

He said that the military handed over 13 suspects arrested to the Police Command for investigations on October 17, adding that after a painstaking interrogation, the command declared eight suspects wanted and six persons have already reported to the police.

Lagos-Kano train service resumes Friday

T

he Nigerian Railway Corporation said that it would resume the LagosKano Mass Transit Train Services on Friday.

The Deputy Director, NRC Public Relations, Mr Mahmoud Yakub, disclosed this to the News Agency of Nigeria on Monday in Lagos.

Yakub said that the service was delayed because the rail track was washed away by rainfall.

“We are starting our service back on Friday, by God’s mercy,” he said.

Also, the Lagos Railway District Manager, Mr Jerry Oche, said the service of the Lagos-Kano was suspended due to washout at

Oyun River in Kwara State.

“The train which was supposed to come from Kano to Lagos on Sept. 1, was held back due to the washout.

“As I speak to you, the train is in Ibadan and it will go back to Kano on Friday.

“We have completed the rehabilitation of the track and our

train operation will commence on Friday if the strike does not continue,” Oche said.

The RDM, however, apologised to the commuters for the suspension of the services, adding that NRC was working hard to make the train service a world class.(NAN)

Doctor slumps, dies after performing 4 surgeries From Osaigbovo Iguobaro, Benin

A

medical doctor working at the University of Benin Teaching Hospital (UBTH) has reportedly slumped and died.

Dr. Okeoghene Edigba, a senior registrar in the Department of Surgery at UBTH, was alleged to have died as a result of exhaustion according to preliminary medical investigations.

He allegedly collapsed in the call room and every attempt at

resuscitation proved abortive after performing four surgical operations back-to-back.

Dr. Etinosa Imagbenikaro who works at UBTH, announced the tragedy on his Tweeter page.

He said, Dr. Edigba collapsed and died after performing four surgeries back to back.

Dr. Okeoghene Edigba, a senior registrar in the Department of Surgery, University of Benin Teaching Hospital (UBTH), has died.

According to Dr Etinosa Imagbenikaro, President of

the Association of Resident Doctors (ARD), UBTH Chapter, Edigba collapsed and died after performing four surgeries back to back.

Imagbenikaro wrote: “We lost Dr. Okeoghene Edigba a senior registrar in the department of surgery. He died while on call duty, after performing 4 surgeries back to back. He collapsed in the call room and every attempt at resuscitation proved abortive”.

IPCR, KADSPC plan intervention strategies for Kaduna conflicts

T

he Institute for Peace and Conflict Resolution (IPCR), Abuja and the Kaduna State Peace Commission (KADSPC) are to design intervention strategies for joint actions to deal with the incessant violent conflicts in Kaduna State.

In a statement released by the Institute in Abuja yesterday and signed by its Resident Information Officer (RIO), Mr. Abu I. Michael it noted that it was part of the outcome of an exchange during a recent courtesy call by the Acting Director General of the Institute, Dr. Bakut t. Bakut on the Kaduna State Peace Commission (KADSPC).

Dr. Bakut observed that the recurrent violent conflicts have continued to hinder peaceful coexistence for genuine rapid socioeconomic development of the state and Nigeria noting that the state occupied a very strategic position in the country.

As the apex agency of the federal government on peace and conflict resolution, he pledged the support and assistance of the Institute and added that researchers at IPCR would study the Strategic Plan of the KADSPC for the mapping out more pragmatic interventions towards restoring durable peace in the state and Nigeria as a whole.

In his remarks, the Secretary of the commission, Barrister Sarki Sambo who received the Acting Director General of the IPCR and his entourage in Kaduna called for collaboration between the IPCR and the KADSPC to tackle the unfortunate incidences of violent conflicts in the state.

Barrister Sambo disclosed that the commission has been resolving many conflicts in the state and pointed out that working alongside with the IPCR would boost the activities of the commission. He said the collaboration would enhance peace building in the state.

Earlier, the Acting Director General, Dr. Bakut paid homage on the Emir of Zazzau, His Royal Highness, Alhaji Shehu Idris in his palace at Zaria where he solicited for the support of traditional institutions towards boosting peaceful coexistence in the state and national unity.

Apapa gridlock threat to S/ West, Nigerian economy –Govs’ Forum

T

he South-West Governors’ Forum says the incessant gridlock on Apapa Expressway in Lagos State is posing a serious threat to the economy of the region and that of Nigeria as a whole.

The governors, in a communique at the end of its quarterly meeting on Monday in Osogbo, Osun State, urged the Federal Government to urgently find a lasting solution to the problem.

It said the region expressed great concerns about the situation and that FG should intervene by creating alternative routes as permanent

solution to the gridlock.

The communique said the goods from the ports, which usually took few days to get to the hinterland, now take months due to the gridlock.

The forum also urged Federal Government to collaborate with Lagos Government in reviving alternative routes linking Tin Can Island through Tomoro Island via Ibafo in Ogun State.

The communique also said that the Nigeria Railway Corporation should be engaged as an alternative means to alleviate the gridlock.

According to the communique,

Federal Government should enhance the capacity of NRC to use rail facility to evacuate goods from the port to alternative terminals from the Apapa area, thereby supporting the road decongestion process.

It also urged the Development Agenda for Western Nigeria Commission to engage the necessary institutions and development partners in accessing soil features of the region as an imperative to boosting agricultural potentials of western Nigeria.

Traffic diversion on Lagos, Ibadan expressway commences today

he Ogun State Traffic Compliance and Enforcement Corps (TRACE) says there will be a 2km traffic diversion from Magboro to Ibafo on the Lagos/ Ibadan expressway starting from Tuesday.

The TRACE Corps Public Relations Officer, Babatunde Akinbiyi, told the News Agency of Nigeria (NAN) in Lagos that the diversion was to hasten the reconstruction of the road. ”Due to the on-going

Road Rehabilitation and Reconstruction of the LagosIbadan Expressway, Ibadan bound carriageway from Magboro km 14 to Ibafo km 17 will be closed for reconstruction. ”Work and traffic inward Ibadan shall be diverted to the completed section of the carriageway.

“According to Julius Berger Construction Company, preparatory work for the traffic diversion will commence on Tuesday, Nov. 6, while full

diversion of traffic and closure of Ibadan bound carriageway is scheduled for Monday, November 19. ”In view of the traffic challenge this exercise may cause, TRACE, FRSC, POLICE and the NSCDC will be strategically positioned at the road reconstruction and rehabilitation sites where there are road diversions. ”This is to regulate, control and ensure free flow of traffic throughout the duration of the activity.

”In addition, an alternative route will be prepared and made ready for public traffic use (Sagamu bound from Magboro and Buildwell Company RHS) when there is a complete obstruction of the diverted section by a broken down vehicle or road crash. ”Nevertheless, we thank the public, particularly the motoring public for their understanding, patience, cooperation and spirit of comradeship in this regard,” he said.(NAN)

ollowing the indefinite nationwide strike to be embarked upon by the Nigeria Labour Congress, the Kebbi State Governor, Senator Atiku Abubakar Bagudu has appealed to the Nigeria workers to

discard their scheduled industrial strike action.

In a Press statement issued by the Chief Press Secretary to the governor, Abubakar Mauzu Dakingari said that Atiku who was a member of the committee admonished the worker s not to embark on strike as they are ready to harmonize things together.

According to the statement, the governor said the meeting would finalize and sign the report of the committee for submission to Mr. President.

Senator Atiku Bagudu assured workers and Nigerians that Federal and State Governments would do everything possible to uplift the welfare of the nation’s

workforce.

“The governor who is a member of the committee appealed to workers and labour leaderships to discard their scheduled industrial action in the interest of the country and wellbeing of the citizenry.

At least they should await the submission of report and Mr. President’s decision,” he added.

70% Nigerians depend on fuel wood for energy - ERA boss

he Executive Director, Environmental Rights Action (ERA)/ Friends of the Earth Nigeria, Dr. Godwin Ojo has said that about 70 percent of Nigerians depend largely on fuel woods for energy.

Ojo made this revelation at the weekend in Abuja, while speaking during the international conference on Just Energy Transition (JET).

He added that the number of people using fuel wood in the country indicated that “Nigeria is one of the world’s highest deforestation rate of 3.5 percent.

“Globally, in spite of the rising energy demand, more than 1.6 billion people have no access to electricity and about 2.4 billion depend solely on fuel wood. The rising energy demand is is also leading to increasing violent resources conflicts at the sites of extraction.

Nigeria is nowhere near meeting its nationally determined commitment to addressing climate change and reducing carbon emissions.

“We draw attention to carbon economy that is running the world.

It is leading to environmental degradation, increasing social

inequalities and exclusion. While over-consumption continues unabated in rich and industrialized countries, less endowed face energy poverty on daily basis.

Energy colonialism is killing Africa and replicating already existing inequalities in renewable energy access hence the need for Energy Democracy”.

To effectively address the problems, the ERA boss said there is need for energy transition from fossil fuel to renewable sources of energy that is pro people.

Also speaking, the Vice Chancellor of the Lagos State University, Prof. Lanre Fagbohun

expressed worry over the damage fossil fuel caused to most communities.

“It is unfortunate the level of damage fossil fuel caused to most communities where oil is being extracted. Those people are suffering on daily basis because their land cannot produce anything. We should also know that some of these communities will disappear if we keep on like this”.

He said there is an urgent need for a paradigm shift to just energy transition which must be democratized to ensure that everybody is a partner.

“We must change policies to concentrate on the common people. This transition should not be hijacked by the rich but should be for all Nigerians”.

Speaking earlier, Chairperson Friends of the Earth Nigeria, Karin Nansen expressed worry over the high level of fossil use in Africa, which she said affects the environment.

She said people must realized the damage and move to just energy which is more friendly to the environment.

Nansen further called on all Nigerians to work towards protecting the environment.

Minimum wage: Bear with us, Buhari appeals to labour

A

s the organised Labour insists on indefinite strike to protest government inability to agree to its demand for N30,000 as minimum wage, President Muhammadu Buhari has appealed that they consider the government’s investments into the economy despite meagre resources available to it.

The President made the appeal yesterday while receiving members of the Association of Retired Career Ambassadors of Nigeria (ARCAN) led by Ambassador Oladapo Fafowora at the Presidential Villa.

In a statement made available to newsmen by his spokesman, Femi Adesina, the President reassured that his administration will sustain massive investments to upgrade and develop the country’s transport and power infrastructure.

“President Buhari appealed to the Nigeria Labour Congress (NLC) to consider what this government inherited and the more it is doing with fewer resources in putting the economy right,” Adesina wrote.

Buhari also told the retired Ambassadors that Nigerians will never forget the ‘‘lost opportunity between 1999 and 2015,’’ when the nation had huge resources at its disposal. ‘’There is no part of the country I haven’t been to, having attempted to be President four times. I know the condition of our roads. The rails were literally killed, there was no power despite the admittance of some previous leadership that they spent $16 billion on the sector. ‘’Today, we are getting our priorities right; and we believe that of the three fundamental issues we campaigned on – security, the economy and fighting corruption-, we have remained very relevant and Nigerians believe we have achieved something,’’ the President said.

Buhari also used the occasion to appreciate the People’s Republic of China for financing some of the rail and power projects in the country through concessionary loans. ‘’I will do my best to see that where there are possibilities of making a quick improvement on infrastructure. We will do it,’’ he said.

The President took note of some concerns raised by the retired Ambassadors including

Meanwhile, Prof. Biodun Ogunyemi, the National President of the Academic Staff Union of Universities, on Monday said that the strike by the union would be comprehensive, total and indefinite.

“I want to say that government has once again forced us into

this strike as the last option. It will be comprehensive, total and indefinite.

“ASUU will not go back on the action, Ogunyemi told the News Agency of Nigeria on telephone.

ASUU had on Sunday declared a nationwide strike during its national executive committee meeting at the Federal University of Technology, Akure.

It said that Nigerian universities and the entire education sector were poorly funded. It also alleged plans by the Federal Government to increase tuition

fees and re-introduce an education bank.

ASUU added that it was protesting non-implementation of an agreement it entered into with the Federal Government in 2009 and non-implementation of a Memorandum of Action in 2017.

Ogunyemi said on Monday: “Before declaring this strike, we had written six letters to the Federal Government in the last two years with no headway.

We kept negotiating with government but it kept imposing things that we do not like.

“The Nigeria Education Bank, for instance, is not new to us as it was put in place between 1993 and 2001 but it failed because of corruption, diversion of funds and government’s failure to fulfill its obligation towards the bank.

“Enough is enough. We feel so much for students, but the needful must be done for them to be confident of the kind of certificates they will carry.

“The strike has commenced.

We shall have our monitoring team in all universities to ensure total compliance.”

INEC deletes 300,000 names from voters register, says Yakubu

T

he Independent National Electoral Commission (INEC) yesterday revealed that it had deleted no fewer than 300,000 names from the Voters’ Register.

The Chairman of INEC, Prof Mahmood Yakubu, made the revelation while playing host to a delegation of election administrators from the Economic Community of West African States (ECOWAS).

Prof Yakubu said, “As at today, over 300,000 names have been dropped after the automatic fingerprints identification system.”

The INEC Chairman, however, charged Nigerians to take opportunity of the display of voters’ register to be conducted between 6th to 12th of this month, November.

His words, “And I will like to use this opportunity to appeal to the citizens to check when we display the register, so that

they can draw the attention of the commission to any issues contained therein.”

While beaming the light on the 2019 general elections, the INEC Chairman said “We will conduct elections in 1,558 constituencies in 2019. There is one presidential constituency, 109 senatorial districts and 360 Federal constituencies, 29 governorship elections , 991 state constituencies and 68 constituencies in the FCT for the area council, the chairmen and councilors making a total of

1558 constituencies.”

The leader of the delegation, Muhammed Ali Konte, had earlier said the mission of the delegation is to find facts and information about the level of preparation for the election.

Konte said, “It is a fact finding delegation to gather information on the preparation for the election. We will also meet with key stakeholders in elections, like security agencies, Civil Society groups, Political parties and the Media.”

M

alam Nasir el-Rufai has approved the elevation of HRH Dr. Danjuma Barde, the Esu Chikun (previously known as Sa Gbagyi), to a first-class chief.

His Royal Highness HRH Dr. Barde was appointed Sa Gbagyi on 29th December 2000 and installed on 18th January 2001, as a thirdclass chief. He was upgraded to a second-class chief in 2007.

Kabir Mato, noted that HRH Dr. Barde’s contribution to peace and his active role as a bridge-builder among the ethnic groups in the chiefdom is, a fact the government recently acknowledged in a letter of commendation to the chief.

Prof. Mato also drew attention to the fact that much of HRH Dr. Barde’s chiefdom is within Kaduna metropolis, noting that the chief has been able to promote integration among the diverse population of the chiefdom, which covers the entire Chikun local government area of the state.

The ministry therefore recommended that he be elevated, to recognise his efforts, and to encourage people who make peace and harmony a priority.

The name of the chiefdom was recently changed from Gbagyi to Chikun chiefdom to reflect government policy that anchors the authority of traditional leaders on territory, not tribe.

This is to ensure that the traditional rulers include and command the allegiance of every group within the territory, rather than just the people with whom the ruler shares a common ethnicity.

HRH Dr. Barde holds a degree in education and has worked as a teacher and chief education officer.

He is also a former member of the Kaduna State House of Assembly.

ano state Executive Council has approved emergency maintenance of 31 dilapidated roads in the state capital to be carried out in eight clusters at the cost of N1, 036, 398, 164.33 billion.

Addressing a press conference on the outcome of the weekly council meeting in his office, the state Commissioner for Information, Youth and Culture, Malam Muhammad Garba said the state ministry of finance has

already been directed to release 30 per cent of the total sum to the eight contractors for immediate mobilization to the project sites.

He said the utter state of disrepair of the roads is impacting negatively on Kanos position as emerging mega city with reputation of being a commercial nerve centre of significant importance.

Some of the roads to be rehabilitated include Nassarawa Hospital, Sheik Jaafar, Eastern bypass-Unguwa Uku, Bompai, Abbatoir, Civic Centre, Obasanjo Road, Bello Road, ‘Yantsaki Road-

Tudun Murtala, Sharada, Rijiyar Zaki, Rafin Dan Nana, Ashton Road, Manladan Kulkul Road, Emirs Palace, Kofar Fampo, ‘Yan KatakoZaria Road among others.

According to a press release signed personally by the Commissioner, he said other approvals by the council include supply and installation of 100 electricity distribution transformers of different capacity in various communities in the state at the cost of N574, 363, 062.00 million.

Malam Garba explained

that the sum of N31, 853, 503.5 million has also been approved for feeding in three boarding primary schools, namely; Shehu Minjibir Boarding Primary School, Musa Saleh Kwankwaso Model Science Primary School and Mariri Boarding Orphanage.

The commissioner also announced that the state government will soon construct fences in all schools without them, and the decision to ban the construction of corner shops on the fences of primary and secondary schools, hospitals and courts.

t least nine people perished on Sunday in a car accident in Enugu, police have said.

The crash occurred along the Enugu — Port Harcourt expressway, and left 12 people injured, the state police public

relations officer told the News Agency of Nigeria (NAN) on Monday.

Mr Amaraizu said the accident happened at about 8 pm at the Awgu Local Government Area end of the road.

“The incident occurred when

an articulated vehicle conveying a caterpillar and a 508 mini-bus had a head-on collision.

“The passengers of the mini-bus were believed to be worshipers,’’ he said.

Mr Amaraizu said the bodies of the nine persons had been

deposited at mortuary of the University of Nigeria Teaching Hospital (UNTH), Ituku/Ozalla near Enugu.

According to him, the 12 persons critically injured had been rushed to the UNTH for medical attention.(NAN)

CRIME News Asset recovery: Appeal Court voids panel’s power to prosecute, seize properties

T

he Court of Appeal sitting in Abuja, yesterday voided the Chief Okoi ObonoObla led Presidential Panel on Assets Recovery’s prosecutorial power.

The further held that the panel cannot initiate criminal proceedings against any accused person adding that they lacked the constitutional power to seize properties of alleged offenders.

This is following an appeal filed by a staff of the Federal Ministry of Power, Works and Housing , Tijani Tumsah through his counsel, Kehinde Ogunwumiju SAN. The Asset Recovery panel had approached the High Court and obtained an order forfeiting his properties ,alongside that of his brother, Ibrahim Tumsah,who is the Director of Finance and Accounts in Ministry of Power,Works and Housing.

Sequel to the lower court decision,Tijani had approached the appellate court challenging the prosecutorial power of the panel.

Asides the Tumsah brothers that are being prosecuted by the panel, the panel has also filed a charge against the deputy Senate president, Ike Ekweremadu, Senators Hope Uzodinma and Stella Oduah However, in unanimous judgement , a five man panel of the court led by Justice Hussein Muhktar who began to read the judgement at about 6:15pm held that going the Act that established the panel, it lacks power to prosecute any offender.

The court further held that the powers of the panel is only limited to investigation and not prosecution.

In the appeal, Ogunwumiju had asked the court to determine whether the suit culminating in

the forfeiture order against him was validly instituted by the panel before the court below.

The appellant also asked the appellate court to determine whether or not the panel could validly rely on the EFCC Act to obtain the freezing order granted by the the lower court on December 6,2017.

Also the appellant asked the court to determine whether or not the lower court was right when it refused to set aside its interim freezing order of December 6,2016.

The court, however, resolved all the three issues in favour of the appellant.

It held that nothing in the Recovery of Public Property Act Cap R 4, LFN 2004 empowers the panel to initiate court proceedings pursuant to its investigative powers for the purpose of obtaining an interim order for forfeiture of property Delivering the judgement the court held, “the panel cannot clothe itself with the cloth not given to it by the Act that established it.

It cannot take over the responsibilities of the EFCC. “The power to investigate and prosecute is solely for the EFCC and such cannot be taken over by any person or agency.

“ The provision of the Act is unambiguous and not confusing.

The powers of the panel is to conduct investigation on any officer who have corruptly enriched himself of breached the code of conduct. “No power or authority is conferred on the panel to prosecute offenders. “ The ex-parte order granted by the lower court as regards the properties of the appellant is hereby set aside.

“The court below lacks the jurisdiction to entertain the matter,let alone enter judgement”.

The court held that suit instituted against the appellants

at the lower court was not properly instituted.

The court further held that the Panel cannot take over the power of the EFCC in prosecuting criminal cases.

The court also held that the lower court was wrong for failing to set aside its forfeiture order.

Earlier,Justice Muhktar had explained why the judgement was delivered late in the day.

The Justice said the judgement was earlier scheduled for today,but the panel got the hint that a nationwide strike may begin ,hence the need to deliver the judgement yesterday evening

Alleged N4.7bn fraud: EFCC re-arraigns Ladoja

he Economic and Financial Crimes Commission (EFCC) on Monday re-arraigned former Oyo State Governor, Rashidi Ladoja l. over alleged N4.7 billion fraud.

The re-arraignment followed an amendment of the charge by the EFCC. Mr Ladoja was charged with converting N4.7 billion from the state treasury to his personal use.

He was re-arraigned along with his former commissioner for finance, Waheed Akanbi, on 11 counts charge of money laundering and unlawful conversion of public funds.

They however, pleaded not guilty to the charges. In the amended charge, the EFCC added that Mr Ladoja allegedly “compelled” a broker to sell the state’s shares.

The prosecution alleged that

the former governor did not remit N1.9 billion realised from the sale of the shares.

The commission told the court that the money allegedly went to Mr Ladoja, his family and friends and was not refunded.

EFCC had closed its case before the amendment, but rather than open their defence, the accused opted to file no-case submissions.

Moving the no-case submissions on Monday, Mr Ladoja’s lawyer, Bolaji Onilenla, said EFCC did not establish a prima facie case against his client.

During the trial, a prosecution’s witness, Abubakar Madaki, an EFCC investigator, had testified that the shares, worth N6.6 billion, were sold without the state executive council’s resolution.

According to the investigator,

Mr Ladoja engaged Fountain Securities as a portfolio manager to sell the shares at a discounted rate, adding that the shares were acquired by McLace Securities.

However, Mr Ladoja’s counsel had faulted Mr Madaki’s evidence, arguing that there were ”no complaints by the state that the shares were sold illegally”.

“We urge the court to hold that there was no prima-facie case against the first defendant and we urge the court to discharge and acquit him accordingly,” Mr Onilenla said.

Counsel for Mr Akanbi, Adeyinka Olumide-Fusika (SAN), said what the prosecution witnesses testified in their evidences were not sufficient to ask the accused to enter a defence.

“We urge the court to uphold the no-case submission of the second defendant,” he said.

But the prosecutor, Olabisi Oluwafemi, urged the court to order the accused to open their defence.

He said the evidence given by the prosecution witnesses had raised several questions for which the accused persons should be called upon to answer.

Judge Mohammed Idris adjourned until November 12 for a continuation of hearing.

In the charge, the accused were alleged to have conspired to siphon and launder N4.7 billion from the coffers of Oyo State Government.

The EFCC also accused them of converting N1.9 billion belonging to the state for their personal use through the account of a company known as Heritage Apartments Ltd. The anti-graft agency claimed that the accused retained the

money sometime in 2007 in spite of the knowledge that it proceeded from a criminal activity.

Mr Ladoja was accused of removing 600,000 pounds from the state coffers in 2007 and sending this to his daughter, Bimpe, in London.

In addition, the ex-governor was accused of converting N42 million belonging to the state for his personal use and subsequently used same to purchase an armoured Land Cruiser.

The EFCC added that Mr Ladoja converted N728 million and N77 million at different times in 2007 for his personal use and transferred same to Bistrum Investments for the purchase of a property in Ibadan.

The offences contravene the Money Laundering (Prohibition) Act, 2004, according to the EFCC. (NAN)

“You may recall that in my address at last year’s event, I raised a number of issues relating to ICT’s role in fostering the digital economy in Nigeria, including the sector’s contribution of about 10% of the nation’s Gross Domestic Product (GDP) and the need for efforts to be made in enhancing this, especially in our efforts of diversifying the

economy.

“I am pleased to note that this has been taken seriously and stakeholders’ efforts resulted in ICT emerging as one of the key performers of the second quarter of 2018 by recording 11.81% growth.

“This challenged our reliance on foreign hardware resulting into the importation of about 80% of ICT hardware through local distributors of Original Equipment Manufacturers (OEMs)

by MDAs and other government establishments as well as the need for concerted efforts aimed at reversing the trend, ”said Buhari.

Former Chairman of the Economic and Financial Crimes Commission (EFCC), Nuhu Ribadu, while delivering a keynote lecture on: “The Role of Disruptive Technologies in Curtailing Corruption”, said though there are modest achievements in the fight against corruption in the country.

He disclosed that Nigeria accounts for one of the highest corruption related litigations in court as over 191 convictions have been secured by the government while 800 cases bothering on money laundering, advanced free fraud among others were pending in court.

According to the former EFCC Boss, most of these illicit financial crimes were aided by information technology.

Cleric sues for tolerance, as MTI graduates students

cholars have identified tolerance and patience as pre-requisite for peaceful coexistence and development of Nigeria.

Speaking on peaceful coexistence among Umah at the graduation and fund raising ceremony of Madrasatul Tarbiyyatul Islam (MTI) in Mararaban Gurku, Nasarawa State, Malam Abdullahi Ahmad Karshi, said people must respect one another for peace to reign in the country.

Area 11 Mosque Abuja, said peace and respect to divergent views are central in the teachings of all divine religions.

He said, “As a human being you can’t live alone, you must live with others, there is right of those people you are living with regardless of faith.

“That is why Prophet Muhammad (PBUH) said whoever believes in Allah and the last day should honor his neighbor regardless of what ever faith he happens to be practicing. You must honor that neighbor. This shows that Islam preaches peace, and that will give us peaceful coexistence. Remember without

peace no development.”

While attributing most conflict to lack of adherence to real religious teaching, the scholar urged religious leaders to always guide their followers rightly.

Another scholar, Malam Yunusa Ahmad in his lecture “Islamic Charity” admonished Muslims to pay more emphasis on the “Continues Rewarding Charity” especially as regards imparting knowledge on Umah.

Earlier, the Chairman of the School’s Committee, Alhaji Muhammad Kabir Hassan stressed the need for more government’s assistance to the development of Islamiyya education in the

country.

He, however, urged parents and guardians to educate their wards to face the challenges of the present technological world.

“Parents should also give emphasis to Islamic education as the western education for the children to be more relevant and contribute to nation’s building.

He added that, authorities should also assist in especially registering schools and support through allocation of land. “This will increase access of Islamic knowledge to many as well as create jobs for the teeming youth in the country,” Alhaji Kabir said.

On his part, the Chief Imam of

Anguwar Juma and headmaster of MTI, Malam Abdullahi advised the parents and guidance on the need to assist the graduands to continue with what they have learned in the school, and also the graduands to be obedient to their parents and community at large.

The event which included about four million Naira expansion appeal fund, witnessed the recitation of the Holy Qur’an by the graduating students as well as Islamic Poems by students and visiting schools.

Eighteen students graduated from the school, bringing the number to over two hundred since the inception of the school in 2001.

Gov. Ganduje, Gesi Asamaowei for African value awards

ov. Abdullahi Ganduje of Kano State has been nominated for the 2018 edition of the prestigious African Value Awards (AVA) by the Value Re-orientation and Developmental Initiative Africa (VARDIAFRICA), organisers of the annual awards.

Amb.Daniel Obah, Chairman Planning Committee of AVA 2018, made this known in Abuja on Sunday.

He said that Mr Gesi Asamaowei,Managing Director

of Pelfaco, Oil Sevice and construction giant, was also nominated for the award.

According to him, other nominees for the award, which would hold on November 17 in the Federal Capital Territory (FCT), included Prof Sunny Nwankwo ,Mr Babatunde Fowler, Chairman Federal Inland Revenue Service (FIRS)and traditional rulers and philanthropists.

Obah said that the names were among the list of nominees made available by Value VARDIAFRICA, an initiative that recognizes outstanding

Africans from diverse fields and backgrounds.

He said the nominees would be honoured, among other Africans drawn from different countries, for their outstanding leadership roles and selfless service in peace building, economic and youth development in the continent.

He noted that the award was hitched on recipients’ commitment to building African values, economic development, youth empowerment, community and Educational, development, humanitarian services and efforts at building peaceful coexistence.

“The award is for men and women from different sphere of human endeavours, who through innovation, hard work and exemplary leadership contributes to peace and development across the continent.”

According to him, the Governor of Kano State is to be honoured for his efforts at ensuring peace in the state amidst security challenges in the Northern Nigeria in recent times.

He noted that Kano was “very strategic in the North, and its peace or otherwise can affect other states in the region in one

way or the other.’’

The planning committee chairperson explained that since the initiative was non-political, service to humanity, in which ever capacity, was the benchmark that earned the recipients nomination space.

He added that “we believe that this recognition will always be the push for them to achieve more in their various fields in building a better society.”

SDP crisis: Prof Gana, group ask court to disqualify Donald Duke

resident Muhammadu Buhari has said Information Communication Technology (ICT) sector accounted for 11.81 percent of the nation’s economic growth in the second quarter of 2018, a development that showed a marginal increase of 1.81 percent growth when compared to that of 2017.

The President made the disclosure yesterday at the 2018 e-Nigeria international conference and exhibition organized by the National Information Technology Development Agency (NITDA) in Abuja.

He said the benefits inherent in the sector challenged the federal government’s reliance on foreign hardware, resulting in the importation of about 80 percent of ICT hardware through local distributors of Original Equipment Manufacturers (OEMs)

by Ministries Department and Agencies (MDAs).

Buhari also described the theme of the conference: “Promoting Digital Economy in an Era of Disruptive Technologies Through Effective Regulations” as apt, noting that efforts to boost deliverables from the sector accounted for why his administration signed the Executive Order 003 and 005.

he Social Democratic Party (DDP) presidential aspirant, Professor Jerry Gana and the Middle Belt Forum, had dragged the former Governor of Cross River State, Donald Duke to Court, over his emergence as the presidential candidate of the party.

The Plaintiffs who took the legal tussle before the Federal Capital Territory High Court, Maitama, premised thier grounds on the fact that the process that produced the party’s flagbearer violated the constitution of the SDP. In the party’s governorship primaries, Duke, pulled 812 votes to defeat his close rival, Prof Gana, who polled 611 votes at the party’s National Convention held at Old Parade Ground, Abuja, on October 7.

Not satisfied with the outcome of the convention, Prof Gana, a former Information Minister, has approached the court seeking the nullification of Duke’s emergence as

the presidential standard-bearer of the SDP. The matter which was slated for mentioning on Monday was stalled due to the indisposition of the presiding judge, Justice Husseini Baba Yusuf due to ill health.

Prof Gana,who was present in court in person, was represented in the proceeding by Pius Akubo SAN, J. A Abraham SAN, Joshua Musa SAN, and Innocent Daagba, etc.

The first to fifth defendants were represented by Eyitayo Jegede SAN, while no counsel announced appearance for the sixth defendant, the Independent National Elecetoral Commission.

Akubo informed the court that counsel had conferred and agreed that a short adjournment be granted to allow the judge recover fully and to enable the claimant counsel respond to the processes served on him by the defendant’s counsel last Friday.

Due to the time sensitive nature of the matter, Akubo said counsel

agreed to come back on November 13, a date the court okayed.

Meanwhile, fielding questions from judiciary reporters, Prof Jerry Gana insisted that “since we are laying the foundation of a durable democracy that will have respect for rule of law, the SDP should be made to obey it’s constitution”.

He disclosed that the convention of the party which ushered in Duke as the presidential candidate of the party was illegal and flawed.

“In the party’s constitution as provided under section 15(3), it was stipulated that the party will respect the principle of rotation and zoning because it is important to building up of the Federal Republic of Nigeria.

“In doing so, there will be fairness for and balance of forces within the nation.

“As a political party, we are building a nation that will be peaceful and and orderly, where there is respect for rule of law and human dignity.

Gana pointed out that section 15(3) of the party’s constitution was violated on October 6, during the sdp’s national convention.

Going further Gana said., “That provision specifies that the position of national chairman of SDP cannot come from the same part of Nigeria, largely Southern and Northern.

Gana explained that the party’s constitution provides that if the chairman comes from the southern part of Nigeria, then the presidential candidate must come from northern Nigeria”.

He stated that “the national chairman of SDP went on air very loudly, clearly, publicly and confidently to say that the presidential candidate of the party will emerge from either the north east, north west or North Central part of Nigeria.

“We feel it is an issue of law and constitution; since SDP is determined to rebuild Nigeria, the party must be made to obey it’s constitution” Prof Gana stated.

In the same vein, the National Youth Coordinator, Middle Belt Forum, Adakole Ijogi, stated that the process that brought Donald Duke was a charade.

Ijogi maintained that the national chairman of the SDP, Olu Falae is from the south, and the presidential candidate of the party also comes from the south.

“We are here in solidarity for our boss. In governance, you must fix political parties to fix governance.

“Instead of criss crossing from party to party, we are here in court to challenge the outcome of the SDP convention.

“It was an abuse of processes and proceendures of the party.

The SDP and it’s Convention Planning Committee did not follow the constitution of the party which provides for zoning out and rotation.

“What we are saying is for equity, fairness and justice” Ijogi and many placard carrying followers insisted.

Niger NUT wants retirement age for teachers pegged at 65 From Yakubu Mustapha, Minna

he Nigeria Union of Teachers (NUT) in Niger state has demanded an increment of retirement age for teachers in the state government’s employment from 60 to 65.

The demand which formed part of the resolution at the end of its Executive Council meeting yesterday in Minna, the state capital.

Briefing newsmen at the end of the meeting, the state chairman of the council, Comrade Ibrahim Umar urged Governor Abubakar Sani Bello to as a matter of urgency initiate an Executive Bill to the state House of Assembly for express approval to increase the retirement age of teachers from 60 to 65 years and 35 to 40 years of service respectively.

The meeting also urged the state government to as a matter of urgency, recruit more teachers to fill the vacuum created as a result of retirement, death and transfer of service, adding the workload occasioned by the development is having negative effect on the sector.

It also called for release and implementation of members’ promotion at both primary and secondary schools level; make adequate provision of instructional materials to schools so as to make teaching and learning more effective and efficient, and implement the approval in principle on the payment of domestic servant allowance to teachers on salary grade levels 15 and above.

The meeting commend Governor Bello for keeping faith in the area of regular payment of teachers salaries and also putting genuine efforts towards providing an ideal environment for conducive teaching and learning to take pace in schools.

Zakzaky: Centre writes US, insists IMN not ‘harmless protesters’

he Save Humanity Advocacy Centre (SHAC) has written the United States of America over the activities of the Islamic Movement in Nigeria (IMN) otherwise known as Shi’ites, insisting that they are not harmless group.

The Centre specifically frowned at the recent protests staged by members of the group, which led to loss of lives and

crippling of commercial activities in the Nigeria’s capital, Abuja.

In the letter signed by its Executive Director, Dr. Grace Akatu, SHAC called on the United States to speak up on the side of truth by urging an end to the terror activities of IMN and its members in Nigeria.

The letter reads: “The natural reaction from any patriotic Nigerian with knowledge of the IMN violence would be to condemn many of these

statements as meddling in Nigeria’s affairs without the benefit of facts.

“But we appreciate that countries that took time to urge caution have facts at their disposal, which means their statements must have strayed off-mark owing to a subjective appreciation of the facts on ground.

“Far from being “harmless protesters” IMN members that invaded Abuja have only one intent, which is to unleash terror

on the law abiding residents of the city.

“The IMN leader, Mr. Ibraheem El-Zakzaky, is not being held by Abuja residents but by law enforcement agencies that have arraigned him before a court of competent jurisdiction.

“It is therefore the height of mischief for IMN extremists to occupy the streets of Abuja, cripple businesses and destroy private property without law enforcement stepping in to protect Nigerians.”

Court Niger govt pays contractors N2.6bn debts quashes suspension T of 4 Imo Assembly members From Yakubu Mustapha, Minna

n Imo High Court on Monday quashed the suspension of four members of the State House of Assembly, describing the suspension as unconstitutional.

The court also jointly awarded the applicants, Uche Oguwuike (Ikeduru APC), Chiji Collins (Isiala Mbano APC), Israel Nnataraonye (Mbaitoli) and Nkenna Nzeruo (Oru East APC) the sum of N8 million naira in damages and N100,000 in legal fees.

Justice Goddy Anunihu in his ruling on the matter also directed the Speaker of the House and the Imo House of Assembly who were the first and second respondents to pay the applicants their salaries, allowances and emoluments for the period they were suspended.

Mr Anunihu said the allegations levelled against the four suspended members were vague, adding that the applicants were not given a chance to clear the allegations.

He ruled that the House should have defered he matter to hear from the affected members before deciding to suspend them.

He also ruled that the suspension of the members was a gross violation of the rights of the constituents of the suspended members and violated their rights of to fair hearing.

Reacting to the ruling, the counsel to the applicants, Mike Ohanaka said the ruling was well thought out and very just.

The News Agency of Nigeria (NAN) reports that the four lawmakers, were suspended by the assembly on June 27, over alleged un-parliamentary conduct.

The Suspension followed a motion moved by the Majority Leader of the House, Lugard Osuji (APC Owerri Municipal) and seconded by Lawman Duruji calling for the immediate suspension or the applicants for alleged un-parliamentary conduct.(NAN)

he Niger state government has paid N2.6 billion debts owed contractors handling its various projects, the state Commissioner of Works and Infrastructural Development, Alhaji Ibrahim Balarebe has disclosed.

Balarabe made the disclosure yesterday in Minna at a Ministerial Press Conference organized by the state Ministry of Information and Strategy on government stewardship from

2015 to date.

The commissioner hinted that N1.5b of the total debts was released to contractors few weeks ago, adding that while the department of civil engineering of the ministry executed 52 projects, that of building construction executed 33 projects.

He explained that the administration also awarded the construction of a new building complex for the state House of Assembly at the contract sum of N445m out of which the sum of N342m has been released.

According to Balarebe, the project has attained 37% completion, adding that “the need to expand the scope of work from the initial plan of the project has been responsible for delay in the completion of the project. However, the project has picked up seriously. We have also released enough funds although the contractor has forwarded variation which were considering”.

He said that several rural electrification projects have been executed by the administration

while others were ongoing, adding that over 200 transformers have been donated to boost electricity supply to villages.

Earlier in a remark, the state commissioner of information and strategy, Danjuma Salau said the state was poised to fast track infrastructural development of the state.

He lamented that inconsistency and lack of political will on the part of past administration of the state was responsible for numerous abandoned projects in the state.

orno Governor, Kashim Shettima has approved the appointment of Dr Mohammed Aminu Ghuluze as the new Chief Medical Director (CMD) of Borno State Health Management Board.

The SSG said the new CMD, Dr Ghuluze, is to replace the immediate past CMD, Dr Salisu Kwayabura who has been swornin as Commissioner of Health and Human Services, following his appointment by Governor Shettima.

new CMD, who is a surgeon, was the director of emergency and humanitarian services at the Borno State Ministry of Health.

Budget: No Mr President, blame not National Assembly

P

resident Muhammadu Buhari a few days ago blamed tardiness in the passage of budgets by the National Assembly for the delay in the completion of projects across the country by his government.

He spoke when he received a delegation of Eminent and Respected citizens of Niger State led

by Lt. Gen. Garba Duba (Rtd) at the Presidential Villa, Abuja.

To be precise, the president said, “If the National Assembly takes seven months to pass a budget, then we should be commended for the much that we have achieved, and can still achieve. I personally feel very disappointed. I spoke with the leaders of the National Assembly on the issue that seven months is a long time to work on a budget.”

In the past few days and weeks, there is no day that passes without the President blaming others to exonerate himself from any blame or failure of the Executive under his leadership to execute projects across the country.

Infact, very recently, Buhari blamed all his predecessors for failing to build infrastructure.

And I wonder why? It was the general consensus that the former employees didn’t perform as expected and that was why Nigerians hired him for a job he has sought for four conservative time but here he is blaming the same people he replaced. If you are the boss of “ Nigeria limited”, what will you do this employee?.

Some weeks ago, he even blamed the media for failing to showcase his achievements. “ I’m very disappointed with the Nigerian press. They didn’t give this government the credit of the `go back to land programme,” he said on 26 October.

Time and space would not permit me to list all his “blamings”.

However, it is disingenuous for President Muhammadu Buhari to blame the National Assembly for his government’s inability to implement budget and execute projects that affect the lives of Nigerians in the last three years.

To set the record straight, this is a President who, from inception of his government didn’t show any sign that he was well prepared and ready for the job he sought for four times in 16 years and for which we voted for him.

For instance, it took him six months, yes six months not six weeks to form his cabinet. It also took him two years to appoint board chairmen for most government agencies. This is was his greatest undoing and was principally responsible for plunging Nigeria into recession because activities in Ministries, Departments and Agencies of government were brought to a half for the period since civil servants could not take decisions due to absence of political heads in a country where public sector spending drives the economy. At a point, he even said he was happy working with civil servants because ministers or politicians were noise makers because “they are only there to make a lot of noises”, he told a French television station in September 2015.

Now, after three years, with election in three months, the President is at it again, exonerating himself from apparent failure of his government thereby throwing the blame right at the doorstep of the legislature. But facts don’t lie and they could be stubborn and here are the facts: Late budget presentation Since his assuming office, the president has been unable to present budget on time. His first budget was the 2016 budget which was submitted on December 22, 2015, exactly nine days to the end of the fiscal year.

The minimum the National Assembly requires to pass budget is three months. But he presented it just nine days to 2016.

Again, the 2017 budget was presented on December 14,2016, just 17 days to the end of 2016.

The earliest he presented budget was on November 7, 2017 which was the 2018 appropriations bill. It was less than two months to the end of the year.

However, his ministers refused to appear before National Assembly committees to defend the budget for five months thereby delaying the passage.

It was after the leadership of the National Assembly sought the President’s intervention on March 16, 2018 that the ministers reluctantly appeared before the committees, an exercise that takes at least one month to complete.

Infact , some of them who felt they were super ministers sent in their permanent secretaries.

What Nigerians didn’t know and the President

won’t say is that the Executive through the various ministries continued to propose additional projects to be included in the 2018 budget even as at April and May which further delayed the passage of the 2018 budget. These were communicated officially and if anyone is in doubt the letters are there with the dates they were written and received. But here’s Buhari blaming the National Assembly.

Violation of Fiscal Responsibility Act 2007 Since the inception of the Buhari administration, it has been in constant violation of the Fiscal Responsibility Act which stipulates that budgets should be presented in early September.

The wisdom or import of the FRA is that the National Assembly will have at least three full months to work on the budget bill.

Intact, the Executive admitted its failure and inability to abide by the law on August 24,2018 when former minister of Budget and National Planning, now minister of finance, Zainab Ahmed disclosed that the Federal government will present the 2019 budget in September in a bid to restore the budget circle from January to December but here we are in November without the budget estimates before the lawmakers.

Buhari’s Failure/Refusal to assent to budget submission Bill In a bid to address the issue of late budget presentation and passage, the National Assembly passed a constitutional amendment bill that require the President to submit the Appropriation Bill not later than 90 days to the end of the financial year but unfortunately, very unfortunately, the president has vetoed the bill.

Veto of National Assembly Budget Office Bill In an effort to improve institutional capacity of the Parliament to process and pass budget expeditiously, the National Assembly Budget and Research Office (NABRO) establishment Bill was passed into law. It was loosely modelled after the American Congressional Budget Office (CBO).

Again, President Buhari has also vetoed the Bill.

Lack of Adequate Consultation Under a Presidential system of government like ours where the doctrine of separation of powers and principles of checks and balances are well enshrined in our constitution, wisdom presupposes that the Executive at all time engages the legislature on all issues that requires legislation in order to have their buy in even before it is presented to the parliament formally.

The three President’s before Buhari, from 1999 -2015, Olusegun Obasanjo, Umaru Musa Yar’adua and Goodkuck Jonathan despite their failings sustained this tradition which is necessary for a harmonious relations between the Executive and the Legislature and smooth running of government. Under this, it is expected that the President meet with the leadership of the two chambers (Body of Principal Officers including members of the opposition) and brief them on the details of the budget and key projects he would want to execute. They, in turn would brief their colleagues while the MDAs will then engage the committees over sighting them in pre-budget session. President Shehu Shagari used to hold such meetings monthly.

Doing this, would have helped in reducing the time it takes to pass the budget because even before it is presented, the MPs would have been well informed about it and their inputs taken into consideration at the preparation stage by the various MDAs. Unfortunately, this too has not been done in the last three years.

“National Assembly Not A Rubber Stamp Parliament” The National Assembly has repeatedly challenged the Executive to approach the Supreme Court to seek interpretation on the constitutional powers of the legislature over budget but up to now, they have failed to do so. Until then, the judgement of the Federal High court in FHC/ABJ/ CS/259/2014 delivered on March 9, 2016 which was not appealed by either parties stands.

This is what his lordship Hon Justice Gabriel Kolawole said in delivering judgment in the suit by Femi Falana SAN “the National Assembly was not created by drafters of the Constitution and imbued with the powers to receive ‘budget estimates’ which the first defendant is constitutionally empowered to prepare and lay before it, as a rubber stamp parliament. The whole essence of the budget estimates being required to be laid before Parliament is to enable it, being the Assembly of the representatives of the people, to debate the said budget proposals and to make its own well informed legislative inputs into it.”

Ochanya: Why societal progress is impossible without attitudinal transformation

o the devils have succeeded in snuffing life out of this 13 year old? She is dead now and buried. For those who loved to blame every evil on the devil, no one can deny the fact that there is no Satan involved in this issue.

Rather, these are mortal men – or animals in human clothing – which began the process of intimidating and defiling the poor girl until they achieved what they wanted – to send her to the grave untimely.

It is a shame for all of us. Many times when I hear people talked about witches and wizards, I always said “You do not understand what you’re talking about.” Why? Because I know for a fact that there is no witch that was more deadly than humans who slandered, blackmailed, gossiped and conspired to tarnish the good image of another. Two weeks ago when I first read the story of this innocent girl on the pages of the Daily Sun, I was enraged and my anger was not just against the two animals-in-human-clothing that were the culprits but against society, against leadership and against myself.

Ochanya Obaje, a 13-year-old teenage girl, died on October 17, 2018 after suffering complications from five years of anal and vaginal rape which led to the infection Vesicovaginal fistula (VVF) and other health issues.

She was a Junior Secondary School 1 student at the Federal Government College, Gboko, Benue State, Nigeria. Those responsible for her ordeal and eventual death were Mr. Andrew Ogbuja, a lecturer with the Benue state polytechnic and his son, Victor. This is the sad story I gathered.

Evidently, these two monsters decided to prey on the innocent girl because they found themselves in a country that is still too torn apart by trivialities to know what the girl child was going through. And for the escapade to have continued for five years was testimony to the level of poverty in the land that made even the wife unable to have for once caught the randy husband in the act. One immediately gets the feeling that one was in danger should one be unable to strive to cater for one’s own offspring in today’s world.

I ask: Where are we really going as a country?

Why has leadership continually failed to see that the best investments it can make is to invest in the people? Get the citizens educated, orientated aright and even reoriented if need be. The media that have done their own style of teaching over the years are in the power of government to control. However, while government made policies to sustain the media in business, the media continued to pollute society with all the junks they could lay their hands on.

To say that the Family is at present, under great threat of total erosion because of erosion of sustainable values is to state the obvious.

While the average parent struggled to bring food to the table, the vacuum created by their absence gave room for the Sons of Perdition to go from neighborhood to neighborhood, destroying very innocent girls. If it were in the days when values still directed the affairs of society, these two imbeciles would’ve been tied up and thrown into the evil forest or buried alive.

What they did was simply a great abomination – one that defiled the land and

may only be appeased by death of the culprit.

What crime did Ochanya commit by coming into the world as a Nigerian, a relative of Mr. Andrew Ogbuja and a poor girl? I ask again, what crime did she commit? With the way we are going, if God was to judge this country the penalty would be more severe than those of Sodom and Gomorrah.

Imagine the height of insult and abuse! Even if their actions were driven perhaps by bitterness and the will to revenge on her against whatever grudges they had with her parent; it shouldn’t come to this. Assuming it was for revenge, they simply took their bitterness too far! Cho! I wish I could get a hold of the lecturer and clear his doubts with a sound slap across his face. A male chauvinist or serial rapist couldn’t have been this cruel.

Another painful part for me was the angle in which a friend of mine approached the subject.

He had asked: Why will they not molest her, when the politicians are busy fighting over who gets what and how much? Why will they not molest her when the traditional leaders are the ones desecrating the land in the name of ambition and politics? Why will they not molest her with crass impunity, when the religious leaders no longer cared about the spiritual welfare of their members but harped on money, money, and money?

I wouldn’t be surprised if the ‘big fool’ of the two – Andrew Ogbuja – held a position in the place he worshiped or wasted his time every Sunday. Nonsense. A married man indeed. Come to think of it, anal sex; is that how he mounted his wife too from the anus? I pity those devils.

If I was the chief executive of that state, I would simply barbecue the two in the full view of the BBC and CNN and damn their worthless animal rights! Yes, because as far as I am concerned they are nothing but animals-in-human-cover.

I feel so sorry for the legitimate parents of this girl. Please accept my heartfelt condolences.

I pray for you that because of this tragedy, Heaven will make surplus provisions that will enable you raise your children by yourself. Plus, another beautiful girl is coming into your lives that will erase your tears. They have done this wickedness because they felt they owned her destiny, Heaven will make you laugh again. Except there is a conscious effort by leadership to cast a vision of unity and motivate Nigerians to attitudinal transformation, the country will only continue in cycles. A blessed country that has all it takes to be very great but like the biblical fig tree, it is waiting eagerly for the wrath of God to fall before it would decide whether to give up on evil or not.

Existing at a time like this, societal progress has never been possible without attitudinal transformation. It is time Nigerians are reminded of what media veteran Oprah Winfrey once said “We cannot become what we want to be by remaining what we are.”

Islamic Movement in Nigeria: Ending the Killing Spree

n investigation by Amnesty International published yesterday narrates the horrific use of excessive force by soldiers and police, which led to the killing of at least 45 supporters of the Islamic Movement in Nigeria (IMN) over two days, as the Shi’a Muslim group held peaceful religious processions around Abuja. The report states that: “We have seen a shocking and unconscionable use of deadly force by soldiers and police against IMN members. Video footage and eyewitness testimonies consistently show that the Nigerian military dispersed peaceful gatherings by firing live ammunition without warning, in clear violation of Nigerian and international law.” The chilling report concludes that the pattern of shooting “clearly shows soldiers and police approached IMN processions not to restore public order, but to kill.” Amnesty International has evidence that the military used automatic firearms during Monday’s protest, in which at least 122 protesters sustained gunshot wounds and at least 39 were killed. At least six people were killed in protests on Saturday.

International law is clear that security forces policing demonstrations must not use firearms against protesters, unless they pose an imminent threat of death or serious injury, and only if there is no lesser way to avert such threat.

The report of PREMIUM TIMES by Samuel Ogundipe also affirms the bloody violence that erupted after Nigerian soldiers opened gunfire on Shi’ite protesters on the outskirts of Abuja on Monday afternoon, leaving over twenty members of the Islamic Movement In Nigeria (IMN) dead.

The report adds that the fresh evidence collected by the newspaper throughout Tuesday questions the official account by the Nigerian Army, which said only three persons were killed. It perhaps also revealed the extent Nigerian authorities would go to downplay the death toll of civilian victims of a tragedy, an age-long practice that has worsened in recent years, despite the country being a member of various international convention on human rights.

It is very sad, disturbing and totally unacceptable that the Nigerian Army established to protect the lives of Nigerians would regularly resort to the use of a section of Nigerians as cannon fodder. The issue

at stake is that the Nigerian State and its armed forces have taken the position that the group has no right to organise a procession to commemorate the death of a grandson of Prophet Muhammad and to protest for the release of their leader, Ibraheem El Zakzaky in detention since December 2015, despite repeated federal court orders for his release. The action by the Nigerian Army has once again led to serious reputational erosion as the national and international community continues to express its shock at the disproportional use of force against this movement, which unfortunately continues to present itself as stubbornly determined to continue to engage in its processions in spite of the consequences.

I am very concerned that the Islamic Movement In Nigeria has been treated as the greatest enemy of the Nigerian State. In October 2016, the Kaduna State government issued a legal notice in relation to the organisation. The order recognises that “Sections 38 and 40 of the 1999 Constitution of the Federal Republic of Nigeria have guaranteed the right to freedom of thought, conscience and religion and also the right to the freedom of association and peaceful assembly to all citizens respectively.”

Nonetheless, the Order declared that: “the Society that bears the name, style, guise or nomenclature of the “Islamic Movement in Nigeria”, is hereby declared an Unlawful Society in Kaduna State.”

The justifications for the order, according to the government, are the imperative for the promotion and protection of public safety, public order, public morality or public health; and/or the rights and freedom of all persons in Kaduna State.

The Order is anchored on the findings of a Judicial Commission of Inquiry into the clashes between the group and the Nigerian Army in Zaria between Saturday 12th and Monday 14th December 2015. The findings, says the government, draw attention to acts, which if allowed to go unchecked, will constitute danger to the peace, tranquillity, harmonious coexistence and good governance of Kaduna State. I had the privilege of serving on the Commission and my position has been that proscribing the IMN might not be the best path to the greatest good for the country. One of the challenges that confronted the Commission was that one of the direct parties to the confrontation,

the IMN, neither sent memoranda nor appeared before it. Their counsel had written the Commission stating they had no access to the client and IMN leader, Ibraheem El-Zakzaky and therefore could not speak on his behalf.

The Commission found that the Islamic Movement In Nigeria and its leadership had, over the years, committed acts in breach of the law, peace and against good neighbourliness. These acts include IMN members committing unprovoked attacks on other citizens, illegal occupation of mosques and public and private buildings. IMN members have also shown total disregard for constituted authority and contempt towards the rule of law and security forces. Evidence was also adduced to show that they have engaged in provocative preaching, which have seriously provoked other religious movements, as well as government and its various arms. The Commission sadly had only one side to listen to.

On the Nigerian Army, the Commission ruled that there was no justification for the killings of the 12th to 14th December 2015 in Zaria. The Nigerian Army was wrong in “shooting its way” through the blockade set by the IMN that led to the initial killing of seven members of the IMN. While there was justification for conducting the cordon and search on the house of the IMN leader, given the claim by the Army of a large stockpile of dangerous weapons, the Commission found out that only one firearm (a locally made pistol) was however recovered from the said house. The other weapons retrieved included catapults, knives, swords, bows and arrows. These could hardly justify the force and intensity of the two-day show of superior firepower by the Army.

The Commission therefore concluded that the use of such lethal force was inappropriate. In addition, the Nigerian Army had not followed its own rules of engagement and its actions were contrary to international standards. The Commission therefore recommended that steps should immediately be taken to identify members of the Nigerian Army who acted contrary to the rules of engagement and professional ethics and participated in the killings of the IMN members and other citizens onthose days in December 2015, with a view to bringing them to justice by prosecuting them, but this has not been done. There are therefore faults all round.

I will end this column with citations copied

from the Facebook wall of Adamu Tilde posted on October 30, 2016: “I do not intend to make light of the Shiites crimes and transgressions, both real and imagined. Granted therefore, that the Shiites stand guilty of sectarian incitement, provocation, road blockage and wanton disregard for law and order, but no Nigerian sect or party can claim innocence on all those charges, and under our laws and norms, none of those crimes carries the price of a death penalty. Human life, according to all secular and religious conventions, is sacred, and no one has the right to take any life without recourse to law, to judicial due process, except in cases of obvious selfdefence.”

Adamu Tilde then argued that: “Many have tried to strike a balance between condemning the Shiites and the actions of the military by drawing an imaginary ethical equivalence between alleged lawbreakers (the Shiites) and constitutionally mandated law-enforcers (the security agencies). But there is no moral equivalence nor ethical symmetry.

There is only one denominator here, which is that of Nigerian lives being wantonly wasted without any recourse to judicial process or rule of law.”

Adamu Tilde urges Nigerians to curb the culture of hate: “This culture of hate, intolerance and inter-sectarian suspicions bodes ill for interfaith and intrafaith relationships. As Sunnis, our children are taught to hate the Shiite-other, and Shiites are taught to hate the Sunni-other. Those indoctrinations subliminally paint the other as violent, conspiratorial and demagogic, and therefore incapable of peaceful coexistence and undeserving of our respect, tolerance and understanding. By doing this, we forget or negate one of the basic principles of our own faith where diversity is seeing as a manifest of a divine design and guidance as a function of divine will.”

My final quote from the wise Adamu Tilde is: “We must strike a balance between fundamental human rights and collective national interests, by working towards entrenching justice and respecting and protecting the fundamental human rights of all Nigerians, irrespective of the God they worship or ideology they profess, in a way that does not harm the collective peace and stability of our people.”

Let’s criminalise journalism and live like the oppressed

P

ress gags, censorship, press attacks, threats and victimisation of journalists all over the world have somewhat barricaded the role of the media in terms of transparency and accountability.

The reason for this is not farfetched as the newsmakers, who occupy political offices, only want what suits them and their public relations to be in print. Anything asides that may prompt the request for the head of the journalist or the managers of concerned media outlets, thus making the investigative aspect of reporting, a delicate and dangerous route to ply all through one’s career as a journalist.

Rather than go for the culpable ones who are implicated in the allegations made by reporters, the journalist, whose efforts are geared towards the public good, have been the proverbial bird used to appease the gods.

These professionals, instead of receiving accolades for the good sought after, day-inday-out, have been the victims of the anger that ought to be vented on exposed evil doers.

Going by the fact sheets of the Committee to Protect Journalists (CPJ), an independent and nonprofit organisation promoting press freedom worldwide, over 1323 journalists have been killed between 1992 and 2018. Invariably, the profession has been criminalised since the supposed penalties meant for the guilty ones, who are being exposed in reports, have been illegally transferred to the media actors.

For how long do we want to clamour for press freedom? For how long do we continue telling the narratives of Dele Giwa and other martyrs who have died in the course of their

reportorial duties, without much difference recorded, in this present age? These questions seem begging for answers as the years go by.

In 2016, an Azerbaijan investigative reporter and award-winning journalist, Khadija Ismayilova, whose works exposed corruption in her country, which included the president’s family, was detained in December 2014 and, following an unfair trial, was convicted in September 2015 on trumped-up charges of embezzlement, illegal entrepreneurship, tax evasion and abuse of office.

Khadija was subjected to personal threats, harassment and blackmail attempts in a bid to silence her; all for the sake of carrying out a constitutional duty.

Also, in 2014, Raif Badawi, an Arabian journalist was sentenced to 10 years imprisonment, 1,000 lashes, a 10-year travel ban, and a lifetime ban from appearing in the media, before eventually being convicted of violating Saudi Arabia’s draconian information technology law and “insulting Islam.”

Mr. Raif said: “We want life for those who call for our death, and rationality for those who desire ignorance for us.”

Another unfortunate case was that of the Maltese anti-corruption journalist, Daphne Caruana Galizia, who was bombed in a car.

According to The Express Tribune, those who ordered her murder remain free, while others continuing her work in the EU’s smallest state are branded traitors.

Mrs. Galizia was one of the journalists who worked on the Panama Papers, 11.5 million leaked documents from the Panamanian law firm, Mossack Fonseca, which exposed how the affluents all over the world used shell companies and offshore tax havens to hide their wealth.

As at July 2017, the International Consortium of Investigative Journalists had published files that revealed the offshore

holdings of 140 politicians and public officials from around the world.

Across the globe, some political office holders, such as current and former world leaders, including the prime ministers of Iceland and Pakistan, the president of Ukraine, and the king of Saudi Arabia, have been brought to book, while some are still on trial following investigations carried out on Panama Papers. These are the criminals to be victimised and not press men.

Amongst many cases of violence and injustice against journalists, particularly in Nigeria, are: the illegal detention of Jones Abiri and the Elombah brothers, the unlawful killing of Giobaro of Bayelsa Stateowned radio station, Lawrence Okojie of the Nigerian Television Authority (NTA), Benin and Ikechukwu Onubogu of Anambra State Broadcasting Service (ABS). The list is near endless.

Owing to this height of impunity, it is logical to think that the society is better off in the hands of the oppressed as we criminalise journalism, which has a stated public role in Section 22 of the 1999 Nigerian Constitution.

Also, Article 19 of the Universal Declaration of Human Rights (UDHR), states that everyone has the right to freedom of opinion and expression, which includes the freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

Then, let’s picture a society where there’s no one to speak up, a society where no idea is opposed, where a man can call for his brother’s head and no being would blink an eye or object to that. We’ll gradually sink into the ocean of anarchy and the situation become more worse than what any nation of the world could be currently going through.

That’s the outcome of interdicting the fourth estate of government, which checks the excesses of the three tiers of government.

Having highlighted the disastrous

consequences of declaring journalism an outlaw profession, which is evident in the clampdown on press freedom, it is expedient to make a clarion call to citizens and leaders to support the development of legislation and institutions that safeguard the independence of the media, promote accountability and guarantee public access to information.

Non-Governmental organisations and institutions are urged to support trainings for journalists in the fields of human rights, ethical and quality journalism, including safety, so as to combat impunity for attacks on and the killing of journalists and media workers.

Although, the United Nations has adopted several resolutions and a plan of action on the safety of journalists and the issue of impunity across the globe, sustained and conscious efforts must be made to stop the attacks on and killing of journalists, and when such incidents occur, they must be investigated and the perpetrators punished.

For instance, it is disheartening that up till date, the Maltese government is yet to nab those responsible for the killing of Mrs. Galizia. They have lost the consciousness that for every journalist that is killed, many other people are pressured to silence.

Conclusively, Mokokoma Mokhonoana, a South African based writer, in his quest for press freedom was quoted saying; “Freedom of speech is unnecessary if the people to whom it is granted do not think for themselves.”

People all over the world should speak up, demand a better system if need be, uproot corrupt public officers, keep authorities on their toes and seek a better future for upcoming generations, not only because they want to think of themselves or be futuristic but also because journalism is not a crime.

lmost every Nigerian knows that there is a huge game looming for the Super Eagles on the 17th of this month. Our birds travel down to visit Bafana-Bafana in Johannesburg on Matchday 5 of the 2019 African Cup qualification play-offs.

As we know, Group E was thrown into virtual disarray when the South Africans pulled the rug out from under their Nigerian hosts on Matchday 1 in Uyo. Behind two unanswered goals by Tokelo Rantie and Percy Tau it was made annoyingly worse that the South Africans were truly the better team. It was arguably the worst thing that could have happened to coach Rohr’s squad. They had now dropped all points against their main rival in the group – and at home. To muddy up the waters, even more, they were now a minus-two in terms of goal difference.

It certainly looked gloomy and the million Naira question was “how would they respond?” Well, this is why we play the actual matches so that the rubber really meets the road. The ‘9aija’ reaction was one of concentrated grit and determination and yes, while sometimes the execution was still wobbly, their effort spoke volumes. Nigeria won all of her next three games earning the maximum nine points while outscoring their opponents by ten goals to two. Nobody could stop Odion Ighalo.

Meanwhile, in the Bafana camp things were not going as well, and far from their

initial plan. After a lacklustre 0:0 draw with Libya in Durban on Matchday 2, the seemed to have found their groove back when they then mauled the Seychelles 6:0 in the next game on Matchday 3. But that was seemingly nothing but a flash in the pan because a mere three days later on Matchday 4, they could only muster a goalless draw against the same bunch of semi professionals in Victoria. They obviously took the East Africans for granted unlike Nigeria, and as Rohr said,: “they went swimming, but we came to play football.”

This all brings us to where we are at now.

As pointed out, Nigeria next plays away to the RSA and then hosts Seychelles in their final game on Matchday 6. While that last game should be a mere formality for the Super Eagles, things won’t be that easy for the RSA. Despite hosting Nigeria and making the FNB stadium as inhospitable as possible by even dropping ticket prices, the home team will be under insurmountable pressure.

We say this because, after that clash of the Titans, they have a very tricky game against Libya – wherever away is.

Since the game is in March of 2019, the Mediterranean Knights would have had enough time to recover from coach Adel Amrouche’s abrupt resignation and will be better forged. With still a chance to tippytoe past the RSA and claim the second slot in the group, they most assuredly will play with their ears pinned back.

News Shettima swearsin 21 new commissioners From Mustapha Isah Kwaru, Maiduguri

overnor Kashim Shettima of Borno state, on Monday swore-in 21 newly appointed commissioners who would serve as members of the State Executive Council to complete his second fouryear tenure.

The swearing ceremony which took place at Multi-Purpose Hall, Government House Maiduguri was administered by the Acting Chief Judge, Justice Fadawu Umoru amidst tight security, but attended by unprecedented crowd, including supporters from the ruling All Progressive Congress, APC in the state.

Governor Shettima had dissolved the former cabinet a week preparatory to the election of party Candidates allow some of the aspirants who were Commissioners participate in the elections for justice, equity and level playing ground in campaigns.

Of the 21 commissioners, most of them served in the former cabinet and now re-appointed. They were Kaka Shehu Lawan, Adamu Lawan Zaufanjinba, Mustapha Fanarambe and Babagana Tijjani.

Speaking at the occasion, Shettima enjoined the appointees to work assiduously and repose the confidence government have on them in the course of discharge of their duties.

“Your appointments are based on merit and inline with the 1999 constitution of the Federal Republic of Nigeria and Section 192 of the Constitution as amended.

“Considering tremendous contributions you played for the general development of the state.

You should therefore work hard and be dedicated to duties, so that government could benefit from your expertise to uplift the living standard of the citizenry”, he charged.

Continuing, “As the electioneering campaign will properly started on 18th November, 2018. I urged all of you to be up -and -doing to ensure our great ruling APC sweeps all elective positions across the state. ” I also enjoined you to work assiduously to ensure that all ongoing projects are completed as soon as possible for the benefit of our people.

The governor restated the determination of his administration to continue to focus on the welfare of the civil servants and improve the living condition of the people.

He also appealed for support and understanding in the trying moment of security challenges and expressed optimism that peace would be restored in the state.

In a vote of thanks on behalf of the new commissioners Barrister Kaka Shehu Lawan thanked Governor Shettima, mbers of the State House of Assembly and stakeholders for giving them the opportunity to be appointed and serve as commissioners.

The legal luminary assured their total support and cooperation to the present administration succeed, especially now that the 2019 general elections is fast approaching.

Council of Ulama calls for establishment of Religious Advisory Council From: Femi Oyelola Kaduna

he Council of Ulama of Nigeria has called on the Federal Government to establish a Religious Advisory Council in order to save the country from plunging into any religious war in the future.

The council stated this in a statement issued after a meeting held in Kaduna yesterday.

According to the statement, the Advisory Council shall comprise of reputable Christians and Muslims Scholars, adding that Government should rely on the council on issues boarding on religious extremism.

The statement further stated that Boko Haram and others would have received prompt response from the Council and government would have been rightly advised. “ The Council of Ulama is

grieved by the kaduna conflicts which refused to abate decades after Kafachan Carnage which was ignited in 1987.

“Unfortunately, the genesis of the last Kasuwa Magani crisis could not be traced to anything serious.

“The council hereby commiserates with the Government and people of Kaduna State and prays that such think would never happen again.

Why we won’t probe certificate forgery allegation against Gov Bindow – Adamawa Assembly Campaign of calumny will not stop my re-election, says Gov

he request by an All Progressives Congress, APC, Youth pressure group known as ‘Black Cap Movement Revolution to Adamawa State House of Assembly to probe allegation of certificate forgery against the state governor, Muhammadu Umaru Jibrilla, has been rejected by the state Assembly.

Adamawa lawmakers at Monday’s plenary unanimously resolved not to treat the letter of complaint by the youth group, for the reason that the matter is before a court of law.

Presiding over the session, Speaker of the House, Kabiru Mijinyawa said the house had received the letter of request for the probe but could not conduct the probe as the matter is already before a court.

Mijinyawa said that the House Standing Rules does not allow it to dabble into matters that are before a court.

“We cannot discuss anything that is before the court. We have no authority to do that,” Mijinyawa said.

The group had, on Friday, in a letter addressed to the Speaker of the house signed by the group chairman, Mr. Mustafa Ribadu, urged the assembly to investigate the allegation which has been in media.

The letter, received by the Clark of the House, Mr.Fransis Gbansenso, reads in part: “We write this letter with all sense of responsibility and patriotism to this Honourable House, to convey our concern and worry over the deafening silence of Adamawa State House of Assembly on certificate saga of

His Excellency, Gov Bindow.

“We sincerely believe the Honourable house is aware of the allegation leveled against the governor on certificate forgery, which is a criminal offense. The case is in public domain, as it was reported by many newspapers.

“The case is in public domain, as it was reported by many newspapers one of which was published by Daily Trust of October 29, 2018.

“The paper reported that, a group known as Incorporated Trustees Global Integrity Crusade Network, filed a case with an Abuja Division of federal high court presided over by Justice B.O Quadri ruling on the application for a motion experte brought before him on October 22-2018.”

The group noted that Justice Quadri has already granted the prayers of the plaintiff for accelerated hearing, as well as leave to serve the original summons to Gov. Bindow Umar Jibrilla and West African Examination council (WAEC), at their respective addresses.

Those also joined as defendants include Independent National Electoral Commission,(INEC), All Progressive Congress (APC), and the police.

“As a youths group that believes in the rule of law and tenets of our great party, we found the news very disturbing and hence need urgent action from this Honourable house.

“It could be recalled, recently when there was allegation of bribe (kickback), against Kano the State governor by an online newspapers. The state House of Assembly acted swiftly by writing the publisher and also inviting the governor seeking explanation.

“We are equally asking Adamawa House of Assembly to wade into the matter to unravel the veracity of the allegations,” the group noted.

In his reaction, Senior Special Assistant on Media to the Governor, Macaulay Hunohashi, described the allegations as a desperate move by those who have lost the grip of power.

“I can tell you the certificate forgery allegation is simply malicious and a move to embarrass the Governor; but I can tell you that it will get them nowhere near the coveted ticket of our great party,” he said.

Personally reacting to the new development, Governor Bindow described the saga as political squabbles serving as booster to his political popularity and

acceptability in the state.

He observed that his current challenges deliberately being hatched by his political opponents will only help in endearing him Adamawa electorate for smooth push to victory at the forthcoming polls.

The governor spoke on Monday at government House, while swearing in newly appointed Commissioner, Alhaji Aliyu Halilu.

“The challenges I’m presently facing from party politics, any good politicians should be prepared for such challenges; more so as the general elections is around the corner.

“Governing Adamawa State is very challenging, owing to the complex nature of the state and the people. That is why I’m

having these challenges; but God’s willing I will come out of the problems.

“The people of Adamawa State are behind me ,because I am doing the best job expected of me to them. So, with God and the people, I will surmount all these problems.

“It is only Almighty God who gave me the mandate that can take it from me; and I am not detracted from giving the people what they want by the evil machination of political opponent,” Jibrilla stressed.

Why APC senators refused to remove Saraki as senate president – Shehu Sani

T

he senator representing Kaduna Central who recently defected from the All Progressives Congress (APC), Shehu Sani, has revealed why his colleagues in the ruling APC backed out of a plot to remove the Senate President, Bukola Saraki.

Mr Sani, who is now a stalwart of the Peoples Redemption Party (PRP) after he lost out in getting the senatorial ticket of the APC, said the senators were unable to remove Mr Saraki because it was “constitutionally impossible”.

The vocal lawmaker who spoke with reporters in Abuja

on Sunday also said the ruling party did not have the number of lawmakers required (two-third majority) to carry out its plan.

Following the defection of the senate president from the ruling party to the opposition Peoples Democratic Party (PDP), the APC leadership and some of its senators called for his resignation or forceful removal.

Mr Saraki’s defection to the opposition was to seek the presidential ticket of the party which he eventually lost.

The APC chairman, Adams Oshiomhole, was particularly

vociferous in his threat to ensure Mr Saraki was removed if he did not resign.

Mr Saraki, however, vowed to remain in office saying he enjoys the support of majority of the senators.

The senators of the APC eventually dropped plans to remove Mr Saraki when the house finally resumed from a 10-week recess as nothing was said or done about it.

Mr Sani explained why the plan failed.

“It is technically impossible to remove Saraki because the APC does not have two

thirds majority in the National Assembly. Secondly, Saraki has been able to carry everybody along and provide a leadership to the extent that he is able to accommodate those who are critical of him.”

“I can tell that APC backed out from plot to remove Saraki because they don’t have the number to do that and it is impossible to do that through constitutional means,” he said.

Mr Sani, who is now seeking re-election on the platform of PRP, said the opposition party, PDP, “where Mr Saraki now belongs to is more united than

the ruling APC senators in the National Assembly.”

“The opposition are more united and more formidable in their resolve to keep the senate president than the ruling party in their plot to remove the senate president.

“So, I can tell you that removing Saraki through constitutional means is very much impossible because the APC is not united to do that. The APC is not having the number to do that and the APC does not have the kind of support it needed to be able to carry out the plot.” (PREMIUM TIMES)

Saraki receives 3000 APC defectors in Kwara From Oluseyi Dasilva

bout three thousands members of the All Progressives Congress (APC) in Kwara state have dumped the party and joined the Peoples Democratic Party (PDP).

With the defection the number of defectors from APC to the ruling PDP in the state has risen to 4000.

About 800 former loyalists

of an APC stalwart,Prof Shuaib AbdulRaheem, had last week, in two instalments decamped to APC. The decampees gave the internal wrangling among their leader and lack of unity of purpose amongst them as reasons for their action.

Receiving the defectors in Ilorin, the state capital, the national leader of the PDP and

President of the Senate, Dr. Abubakar Bukola Saraki has assured Kwarans that a new administration under the PDP in 2019 will benefit them than the incumbent APC. Saraki, while addressing the former APC members said the PDP remains the only hope for true representation of the people of Kwara at the federal level.

He assured them that unlike

his former association with the APC, he was sure of the people leading the PDP now as well as its presidential candidate, Alhaji Atiku Abubakar whom he noted has great plans for the state.

There is no Kwaran in the APC who has sufficient clout to influence issues for Kwara at the federal level, he said, warning that it would be a great mistake for anyone in the state to trust the

ruling federal party.

The Senate President also asked the new returnees to see themselves as part and parcel of his political structure and challenged them to go out and bring others like them whom he noted have been well deceived by the APC. The decampees were drawn from various areas of Kwara central senatorial district.

Primary elections: Kebbi INEC receives 4 petitions From Ahmed Idris, Birnin Kebbi

ebbi State Independent National Electoral Commission has said that the commission had received 4 petitions for the just concluded parties’ primaries elections across the state.

Addressing newsmen yesterday at the INEC office headquarter Birnin Kebbi, the Resident Electoral Commissioner Ahmad Bello Mahmud said that the petitions is for the National Assembly aspirants.

He explained further that, the commission is working hard to ensure that the petition had

been treated accordingly.

The affected areas are Aliero, Jega Federal constituency, Zuru and Shanga Federal constituencies. “the petitions was not writing directly to us but it was given to us in order for us to be documented” he said.

Bello, who said that the commission has also received a total of 178,928 permanent voters card from Abuja, while urge the electorate to go back to their polling unit and collect their cards. “the commission has also approved the collection at the registration area level with the display of the preliminary register of voters” he added.

he governorship candidate of a faction of the All Progressives Congress (APC) in Kwara State, Hon. Kayode AbdulWahab, yesterday said he remains the party’s only gubernatorial candidate recognized by law.

AbdulWahab, during an interview with newsmen in Ilorin, the state capital, said he emerged the winner of

the governorship primaries conducted by the court- backed Ishola Balogun- Fulani led APC in the state.

He said going by the subsisting court injunction that recognises BalogunFulani led APC executives in the state, anyone claiming to have emerged as the party’s governorship candidate from any other kangaroo primaries is an impostor.

he Buhari Media Organisation (BMO) has described as credible and more authoritative the finding by a United States Congressional body that President Muhammadu Buhari and his All Progressives Congress (APC) will win next year’s Presidential election.

It also applauded the methodology adopted by the body to arrive at its conclusions.

In a widely circulated report, the United States Initiative for Peace

(USIP), a body set up by the US Congress, had stated that President Muhammadu Buhari is likely to emerge victorious in the 2019 Presidential election.

It also added that steps must be taken by the Independent National Electoral Commission (INEC) and the security agencies to avert violence in about eight States including Lagos, Ekiti, Kaduna, Kano, Plateau, Adamawa, Rivers and Anambra.

Lagos 2019: Why 45 parties form coalition with APC against PDP

s political parties prepare for the take-off of political campaigns for the 2019 general elections, 45 political parties, including Accord Party, All Progressives Grand Alliance (APGA), have entered into coalition against the People’s Democratic Party (PDP) in Lagos State.

The coalition endorsed the All Progressives Congress, APC, gubernatorial candidate in Lagos State, Babajide SanwoOlu, for the 2019 election.

Other political parties that threw their weight behind the APC candidate ahead of the election next year were: KOWA Party (KP), Action Peoples Party (APP), Alliance of Social Democrats (ASD), Coalition for Change (C4C), Better Nigeria Progressives Party (BNPP), United Patriot (UP), Unity Party of Nigeria, UPN, Young Democratic Party (YDP), Yes Electorate Solidarity, (YES),

Youth Party (YP), Young Progressives Party (YPP), Peoples Redemption Party, (PRP), Peoples Progressives Party (PPP), Peoples Party of Nigeria (PPN), Providence People’s Congress (PPC).

Also part of the coalition were: Progressives People’s Alliance (PPA), Peoples Democratic Movement (PDM), Nigeria People’s Congress (NPC), New Nigeria Peoples Party (NNPP), Independent Democracts (ID), Justice Must Prevail Party (JMPP), Legacy Party of Nigeria (LPN), Masses Movement of Nigeria (MMN) and others.

The parties made the endorsement on Friday under the aegis of Coalition of Progressives Political Parties in Lagos State (CP3), assuring the APC candidate of their unalloyed support before and during the election in the state.

Speaking on behalf of the

45 political parties, Chairman of CP3, Aderemi Fatukasi, stressed that the status of Lagos required that the State must in next 50 years create a framework for leaders that are not only visionary but also inspirational with passion for development.

Fatukasi explained that the need to achieve the framework formed their stance that SanwoOlu, considering his exposure, would assist the 24 million residents of Lagos chart a better path for the future.

The chairman stated that the path would make Lagos become the pride for all especially on infrastructure and other programmes needed to boost its status.

“Based on the antecedent of Babajide Sanwo-Olu, right from his days in the private sector, in the three ministry’s he served in Lagos State, up to his last days in the LSDPC as the Managing

Director, we strongly believe he will actualise the good work that is ongoing in the state of excellence.

“Without mincing words, we the 45 political parties, under the umbrella of Coalition of Progressives Political Parties in Lagos State (CP3), have hereby endorse the candidature of Babajide Sanwo-Olu as the next Governor of Lagos State,” he added.

Accepting their endorsement, Sanwo-Olu, who commend the parties and their members over his endorsement, assured the coalition of carrying along all parties and those yet to come with their support.

Tax Evasion: FG inaugurates Tax Appeal Commissioners

A

s part of efforts to improve revenue generation and minimise the monolithic dependence on oil revenue, the Federal Government yesterday inaugurated Commissioners of Tax Appeal Tribunal (TAT).

The Minister of Finance, Mrs Zainab Shamsuna Ahmed, who inaugurated the Commissioners in Abuja, urged them “to discharge their duties with high level of professionalism, integrity, diligence and fairness to all parties”.

Mrs Ahmed said, “one of the key objectives of the government in setting up the Tribunal is to reduce the incidence of tax evasion and improve the tax payers’ confidence.

“Others include, the need to ensure fairness and transparency of the tax administration and to minimise delays and bottlenecks in adjudication of tax disputes,”she said.

The Minister said, the government’s desire to achieve a sustainable growth and development of the nation’s economy has informed the concerted efforts by successive

governments over the time to reform the Nigerian tax system, among others.

According to her, One of the outcomes of the series of reforms is the strengthening of the appeal process and creation of the Tax Appeal Tribunal by the Federal Government in 2010.

She noted that the establishment of the Tribunal marked a very significant milestone in the annals of our nation’s tax dispute resolution mechanism.

She therefore, implored the commissioners to avoid unnecessary delays and adjournment of cases and that their decisions should be in line with tax laws.

She said, “as an essential component of the ‘change’ agenda of the present administration, Nigeria launched a Revised National Tax Policy in January 2017 and a provided tax amnesty platform through the Voluntary Assets and Income Declaration Scheme. Very fundamentally, the current tax policy of the government places emphasis on areas of harnessing all necessary inputs towards achieving voluntary

tax compliance. We therefore urge you to ensure quality service delivery in line with extant laws, particularly in in supporting the government quest to improve revenue generation and minimize the monolithic dependence on oil revenue.

“The government has strengthened the Tax Appeal Tribunal by ensuring that the tribunal is constituted across the six gee-political zones in addition to the ones in Lagos and Abuja for ease and accessibility by the taxpayers. Additionally, we have also expanded the Lagos Tribunal to three panels in order to facilitate the timely resolution of appeals emanating from Lagos. Going forward, the government is working towards the strengthening of the operations and legal framework of the Tax Appeal Tribunal in line with the recommendation of the National Tax Policy Review Committee,” she said.

Earlier, the Permanent Secretary, Ministry of Finance, Dr Mahmoud Isa-Dutse, had said, the Tax Appeal Commissioners being inaugurated are “expected to hold office for a term of three years, which is subject

to renewal for another term of three years only”.

He noted that, the Tribunal is one of the windows provided in Nigeria’s tax administration system which offers an aggrieved party the opportunity to explore other dispute resolution mechanisms before gaining access to the Law Courts.

Amongst other things, it helps to reduce the caseload of the overladen regular courts by providing less formal fora for quicker, cheaper and expert resolution of tax disputes in the public interest.

Dr Isa-Dutse said, “The Tax Appeal Tribunal (TAT) was established pursuant to Section 59 (I) and the Fifth Schedule of the Federal Inland Revenue Service (Establishment) Act, 2007. Its mandate is to resolve disputes arising from the operations of the following tax laws and regulations as specified in the ISt Schedule to the FIRS (Establishment) Act, 2007: “i. Companies Income Tax Act (CITA); ii. Petroleum Profit Tax Act (PPTA); iii. Personal Income Tax Act (PITA); iv. Capital Gains Tax Act (CGTA); V. Stamp Duties Act (SDA);

vi. Value Added Tax Act (VATA); vii. Taxes and Levies (Approved list for collection) Act, and viii. Other laws, regulations, proclamations, government notices or rules ryelated to these Acts which are expressly spelt out in the Fifth Schedule to the FIRS (Establishment) Act. “The Tribunal formally commenced operations in July, 2010 following the inauguration of the pioneer Commissioners.

The Tax Appeal Commissioners being inaugurated today are the second set since the establishment of the Tribunal. For administrative convenience, the Tribunal is established in eight zones to cover the six geo-political Zones, in Nigeria, namely: Abuja Zone, Lagos Zone, North Central Zone, (Jos), North East Zone, (Bauchi), North West Zone, (Kaduna), South East Zone, (Enugu), South South Zone, (Benin), and South West Zone, (Ibadan).

The Coordinating Secretariat, coordinates, renders support services and facilitates the operations of the respective Zones. Each Tribunal consists of a Chairman and four other Commissioners.”

AEDC: Mupwaya urges customers to shun electricity theft, vandalism

anaging Director and Chief Executive Officer of Abuja Electricity Distribution Plc (AEDC), Engr.

Ernest Mupwaya, has appealed to customers of the company to avoid tampering with their meters and/ or engaging in other electricity related offences as well as acts of vandalism, saying that these could result in stiff punishments and jail sentences after prosecution.

Speaking against the backdrop of the recent decision of the Chief Judge of the High Court of the Federal Capital Territory (FCT) to designate certain judges to handle electricity related matters, the AEDC CEO stated that it was imperative for customers of the company, especially those in the FCT to “desist” from engaging in any form of electricity offences.

“We’re privileged to know that the Chief Judge of the FCT High Court, His Lordship, Justice Ishaq Bello has designated two High Court judges and five magistrates within the Territory to handle electricity related matters. This, we understand, is with a view to speeding up the process of dispensation of justice.

“With this development, it is important for us to advise our customers to desist from committing any act that will make them fall on the wrong side of the law. In the past, people believe that they can always get away with whatever they do because the process of justice dispensation was slow. However, with this

approval by His Lordship, the Chief Judge of the FCT High Court, cases are likely to be treated expeditiously, and any customer who fall short of the law could face huge consequences, including jail terms, fines and other forms of punishment”, Engr. Mupwaya said on Friday, at the closing ceremony of a six-week training on a newly introduced commercial scheme called Integrated Commercial Management System (InCMS), whose benefits include features of promoting customer-centric culture in the company.

The first set of trainees would be involved in the implementation of the new scheme, and are also expected to train other sets of staff for the InCMS project.

The General Manager, Corporate Communications, AEDC, Oyebode Babs Fadipe in a statement quoted the AEDC CEO to have regretted the huge loss of resources to vandalism, stressing that such acts also result in hours or even days of outages within affected communities.

It would be recalled that in May last year, the AEDC and the Office of the Director of Public Prosecution (DPP) of the Federation signed an agreement for a partnership to fight electricity theft within the company’s area of operations, which comprises FCT, Kogi, Nasarawa and Niger states.

Air Peace resumes Kaduna flights operation From Suleiman Idris, Lagos

ollowing the return of peace and security in Kaduna, leading domestic carrier, Air Peace yesterday resumed its Kaduna flight services as it also promise to continue to observe high operational standards to ensure the safety of its customers, crew and other categories of staff.

The airline had suspended its Lagos-Kaduna-Lagos flights on October 21, citing security of it staff and customers as reason for the decision.

The airline said that the development was sequel to a 24hour curfew imposed by Kaduna State government to address security threats in the state.

Iwarah, said the airline restored its Kaduna flights based on the state government’s assurances that the security situation had improved.

The airline empathised with members of the flying public, who were affected by the suspension of its flights into and out of Kaduna, commending them for their cooperation and understanding while the development lasted.

In a related development, Air Peace said it would continue to sustain its observance of strict safety standards in its flight operations to safeguard the lives of its customers, crew and other staff.

The carrier said it had a reputation for grounding its aircraft for simple technical and weather challenges because of the premium it placed on the lives of its customers and staff, saying its pilots were

mandated by its standard operating procedure to return to base or divert whenever they were not sure there was a perfect weather condition or there was a technical challenge with the operating aircraft.

“We are reputed for running a very strict safety and maintenance programme and have sustained this in the four years of our flight operations. In the last four years of our flight services, our operations have been subjected to the scrutiny of reputable corporate and regulatory organisations and we acquitted ourselves creditably. Just within two years of our operations, we secured our International Air Transport Association Organisational Safety Audit (IOSA) certificate. Our IOSA certificate was renewed in April 2018 after our operations were subjected to a tougher scrutiny by IATA.

Hajj: Board to reshuffle Councils’ structure to check fraud

he FCT Muslim Pilgrims Welfare Board (FCTMPWB) is set to reshuffle the Area Councils structure of the board, in order to ensure efficiency, proficiency and safeguard against fraud in 2019 Hajj exercise.

The Director of the Board, Malam Muhammad Bashir disclosed this at the opening of an in-house training for Area Officers of the board for the registration of the 2019 intending pilgrims.

Bashir explained that the measure became necessary in order to ensure transparency in the registration of the 2019 hajj exercise and ensure that intending pilgrims from the Territory get the best service ever in the history of hajj operation in the FCT. The Director warned staff

against corruption and any act capable of tarnishing the image of the Administration as the Board would not condone any act of indiscipline among the staff toward the success of the operation.

He also stressed the need for the staff of the board to ensure prudence in the exercise and charged them to carry out their duty diligently and desist from abuse of office.

He warned them to treat their intending pilgrims with dignity by performing their duty diligently in line with the administration’s desire for excellent service delivery.

The FCT-MPWB boss reminded officials to work harder to improve on the success recorded in the last hajj operation and not to derail from the set rules and regulations of the Hajj operation.

orea International Cooperation Agency (KOICA) in Nigeria, in collaboration with South Korea International Cooperation Association Nigeria (SKICAN), doled out electronics to Orphanage of the Divine Wounds of Jesus Christ Home, and

Rehabilitations Centre in Kubwa, Abuja.

In particular, 32 inch Samsung brand of television, a decoder set, electric bulbs and solar panels, among other items were donated to the beneficiaries.

Donating the items to the orphanage homes, at

the weekend, representative of KOICA, Ifeoluwa Asaolu noted that the donation is in commemoration of series of annual activities scheduled for November, 2018 by the agency.

It learnt that the annual activities target various sectors of the society as part of its corporate

social responsibility to the people of Nigeria.

Some members of SKICAN and KOICA teams also interacted with children of the orphanage homes and their care takers and held discussions on the essentials of maintaining basic hygiene.

Other activities lined up for

the month includes, knowledge sharing seminar on waste management, by participants, who have under gone training in Korea, with the support of KOICA and SKICAN, as well as a grand finale of the assoxiation annual gathering later in the month.

Vandalisation: Gov’t mulls installation of security gadgets

he Federal Development Authority (FCDA) has disclosed that it is making security arrangement that would guard against vandalisation of electrical installations and curb the frequent blackout in parts of the Federal Capital City (FCC).

Speaking while inspected ongoing rehabilitation of vandalised electrical installations, in part of the FCC, the executive secretary of FCDA, Engr. Umar Jibrin, stated that the new devices would have alarm system that would trigger a warning signal

to alert security operatives on the activities of vandals.

Jibrin added that special task force would also be constituted to monitor these installations, especially at night, adding that arrested vandals would, henceforth, be made to face the full wrath of

the law.

He also revealed that the legal department of the authority would monitors court cases involving vandalisation, for diligent prosecution, as well as suggest stiffer penalty to serve as deterrent.

Earlier, the chairman of

Gamji Engineering Nigeria Ltd., Alhaji Abubakar Sanusi, whose company is executing the contract disclosed that the work has already attained 100 per cent procurement.

He assured that the contract would be completed by the end of this November.

US mid-terms: Rhetoric stepped up as campaign enters final day

M

eanwhile, former President Obama, who has been campaigning for Democratic candidates, urged Americans not to succumb to hostility and division.

“We have seen repeated attempts to divide us with rhetoric designed to make us angry and make us fearful,” he said in Miami, Florida.

“But in four days, Florida, you can be a check on that kind of behaviour.”

Mr Trump continues campaigning in Ohio and Indiana on Monday, before making a final stop in Missouri.

Why are voters so energised?

Immigration remains a hot topic that Mr Trump has focused on.

His recent decision to send 5,000 troops to the Mexican border as a caravan of Central American migrants approaches has divided opinion.

Democrats hope the president’s hardline rhetoric will help them entice younger voters, suburban moderates and minorities to the polls.

The gun control movement launched in the aftermath of February’s high school shooting in Parkland, Florida, has also mobilised.

But one of US voters’ major concerns is healthcare, as Republicans have been trying, so far unsuccessfully, to kill off Mr Obama’s Affordable Care Act. Some recent events have added a further emotive dimension.

In late October, mail bombs addressed to senior Democrats and other prominent opponents of Mr Trump were intercepted.

Shortly afterwards a gunman killed 11 people at a synagogue in Pittsburgh.

Mr Trump’s critics say the president has stoked a toxic political climate that encourages such attacks.

What is happening with turnout?

Turnout is traditionally low in the US midterms, with the 2014 election seeing a post-war

What is at stake in these elections?

Americans are voting for all 435 seats in the House of Representatives, and 35 of the 100 Senate seats.

Governors are also being chosen in 36 out of 50 states. In Florida and Georgia, Democrat candidates are hoping to become their states’ first African American governors.

Democrats are confident of overturning the Republican majority in the House, but a booming economy is likely to favour the Republican incumbents.

But in the Senate most of the seats being contested are currently held by Democrats.

Some are considered vulnerable, as they are in states won by Mr Trump when he was elected in 2016.

So the Republicans could potentially increase their majority in the Senate.

But even losing the House would be a blow

Ireland warns UK over post-Brexit border issue

T

he UK government has been told by Ireland to “stand by its commitments” on avoiding a hard border between Northern Ireland and the Republic.

Irish prime minister Leo Varadkar said an arrangement with a time limit would not be “worth the paper it’s written on”.

The border issue is the main barrier to progress between the two sides.

With time running out, Theresa May, who briefs her cabinet on Tuesday, has to get both the EU and her MPs on side.

The UK is due to leave the EU in March, and although 95% of the deal is said to be complete, the tricky bit is proving to be how to honour the commitment by both sides to guarantee no new hard border in Ireland.

It is an issue because after Brexit it will become the UK’s land border with the rest of the EU, which has a single market and customs union so products do not need to be checked when they pass between member states.

There have been warnings that a hard border would undermine the peace process in Northern Ireland.

But unless negotiators can make decisive progress on how to guarantee no new visible checks, a special summit to finalise the UK’s withdrawal will not take place.

There is disagreement on whether the “backstop” they have agreed to put in place should apply to Northern Ireland, or the whole

of the UK - and on whether it can be timelimited or revoked by the UK. Tory Brexiteers are concerned the UK could end up locked in a customs union with the EU without a fixed end point.

Writing in The Sun, former foreign secretary Boris Johnson said this would be an “absolute stinker” of a deal and warned of a “surrender to Brussels” with the UK staying tied to EU rules in years to come.

Mrs May has insisted that any arrangement would be “strictly time limited”.

This, however, is not the view of the EU. On Twitter, Irish Foreign Minister Simon Coveney said a time-limited arrangement - or one that could be unilaterally ended by the UK - would never get EU backing.

“Still necessary to repeat this, it seems,” added the EU’s deputy chief negotiator, Sabine Weyand.

And Mr Varadkar said the UK had agreed to a legally-binding “backstop” to apply “unless and until” it is superseded by a new agreement.

“I think it’s reasonable for us to expect a country like the United Kingdom and a government like the UK government to stand by its commitments,” he said.

Mr Varadkar described the UK as a “divided kingdom” over Brexit, saying this made it “very difficult to come to an agreement”.

While the EU has objected to a time-limited UK-wide arrangement, its suggestion of a

backstop that is specific to Northern Ireland has been ruled out by Mrs May who says it would undermine the integrity of the UK by creating a new border down the Irish Sea. The prime minister says she does not think a “backstop” arrangement will be necessary as she wants to solve the border problem through the UK’s long-term trade relationship with the EU, which has yet to be agreed.

Mrs May spoke to Mr Varadkar by phone on Monday morning “to take stock of the progress being made”, Downing Street said, adding that: “In order to ensure that the backstop, if ever needed, would be temporary, the prime minister said that there would need to be a mechanism through which the backstop could be brought to an end.”

The Irish government said Mrs May had “raised the possibility of a review mechanism for the backstop”, and that Mr Varadkar had “indicated an openness to consider proposals for a review, provided that it was clear that the outcome of any such review could not involve a unilateral decision to end the backstop”.

Lawyers call for referendum Meanwhile, 1,400 lawyers have signed a letter calling for another EU referendum to be held.

They say questions over the validity of the 2016 vote mean it should not be the public’s final word, any more than the 1975 referendum on membership of what was then the European Economic Community.

In the earlier referendum, voters faced a clear choice between alternatives once negotiations had been completed, the lawyers said.

By contrast, during the 2016 vote, “the nature of the negotiation process and its outcome were unknown”, said the letter.

“Voters faced a choice between a known reality and an unknown alternative. In the campaign, un-testable claims took the place of facts and reality.”

The UK government has said asking the public to vote again would be a betrayal of the public’s trust after the result of the referendum in 2016.

A spokeswoman for the Department for Exiting the European Union said that the government was confident of a “mutually advantageous” deal with the EU. “The people of the United Kingdom have already had their say in one of the biggest democratic exercises this country has ever seen and the Prime Minister has made it clear that there is not going to be a second referendum,” she said.

Cameroon school kidnap: More than 70 pupils seized in Bamenda D ozens of people, mostly school pupils, have been kidnapped from a school in the west of Cameroon.

At least 78 students and three others, including the school principal, were abducted on Monday morning in Bamenda, the capital of the North-West region, a government official has told the BBC. Regional governor Adolphe Lele L’Afrique blamed separatist militias.

Cameroon’s North-West and South-West regions have been hit by a secessionist rebellion in recent years.

Militias, who have been demanding the independence of the two Englishspeaking regions, have called for a school

boycott.

But no group has said it carried out the kidnapping at Bamenda’s Presbyterian Secondary School, which has pupils aged between 10 and 14.

‘Praying for the kidnapped’ The moderator of the Presbyterian Church in Cameroon, the Right Reverend Fonki Samuel Forba told the BBC that he had spoken to the kidnappers.

“They don’t want any ransom. All they want is for us to close the schools. We have promised to close down the schools,” he told the BBC. “We hope and pray they release the kids and the teachers,” he added.

It is not the first time students have

been abducted in the area, known to be a stronghold of separatist fighters, reports the BBC’s Ngala Killian Chimtom.

On 19 October, five students of the Atiela Bilingual High School were taken by unidentified gunmen. Their whereabouts are still unknown.

The separatists say that the Cameroon school system suppresses the Englishspeaking system that the North-West and South-West regions inherited from the British.

Separatist rebellion The militias, who want to create a new state of Ambazonia, began to emerge in 2017 after a security force crackdown on mass protests, led by lawyers and

teachers, over the government’s alleged failure to give enough recognition to the English legal and education systems in the North-West and South-West.

The government was accused of relying heavily on people trained in the French legal and educational tradition to work in key posts and generally marginalising Cameroon’s English-speaking minority, who make up about 20% of the population.

President Paul Biya, who has been in power since 1982, was recently re-elected for a seventh term with more than 70% of the vote.

Opposition parties allege that the poll was rigged, but legal attempts to overturn the result failed.

Last week, Paul Makonda, the head of the administration for the commercial capital, Dar es Salaam, said the squad would start work on Monday.

Homosexual acts are illegal in Tanzania under a colonial-era law.

Mr Makonda said last week that he wanted his team, made up of officials from the Tanzania Communications Authority, the police and media practitioners, to scrutinise social media in order to track down and arrest people in same-sex relationships.

‘Against moral values’ “Give me their names,” he was quoted as saying by AFP news agency. “My ad hoc team will begin to get their hands on them next Monday.”

He justified it by saying that homosexuality “tramples on the moral values of Tanzanians”.

Amnesty International responded by saying that the idea, which “only serves to incite hatred”. should be “immediately abandoned”.

At the weekend, the US embassy in Dar es Salaam warned its citizens in Tanzania of reports that LGBTI people

could be arrested.

It told them to “remove or protect images and language that may run afoul of Tanzanian laws regarding homosexual practices and explicit sexual activity”.

The European Union has recalled its ambassador regarding “the deterioration of the human rights and rule of law situation in the country”.

‘Not government policy’ But there was no specific mention of the treatment of homosexuals.

Tanzania’s government, through a statement from the ministry of foreign affairs, said that “Mr Makonda was only airing his personal opinion”, not government policy.

It added that the government would “continue to respect and uphold all human rights as provided for in the country’s constitution”.

But in recent years, there have been a number of measures that appear to have been targeted at homosexuals.

Last year, the country’s deputy health minister defended a threat to publish a list of gay people.

Tanzania also deported three South African lawyers after they were accused of promoting homosexuality.

They were among 13 people arrested for taking part in a meeting to discuss challenging a law stopping private health clinics from providing HIV and Aids services.

Mo Salah: Unusual sculpture of Liverpool star unveiled in Egypt

sculpture of Liverpool and Egypt football star Mohamed Salah unveiled in his home country israising eyebrows on social media.

The artwork was put on display on Sunday at the World Youth Forum (WYF) being held inSharm al-Sheikh.

It depicts the striker with his arms out wide in the goalscoring celebration he is known for.

But people have suggested it looks more like singer Leo Sayer or Marv the burglar from the film Home Alone.

The sculpture of Salah joins a long list of other sculptures in the football world that have left fans scratching their heads about likeness.

It has drawn comparisons to a bust of Cristiano Ronaldo which was widely mocked after it was unveiled at Madeira

airport last year.

Emanuel Jorge da Silva Santos, who sculpted the bust, spoke of his sadness about the online criticism of his effort afterwards. He was later given a second chance at it by website The Bleacher Report.

The youth forum, where the statue of Salah was unveiled, was attended by thousands, including Egypt’s President Abdul Fattah al-Sisi.

The event, which is in its second year, was created by young people in Egypt to help promote peace and prosperity.

Sculptor Mai Abdallah told Egyptian media that she created the statue because Salah stood as a symbol of excellence for Egyptian youth, describing the artwork as “distinguished and executable”.

In a Facebook post, she addressed the

criticism and said the brass statue came out looking differently to the original mould.

“I hope people learn the art of criticism politely and respect,” she added.

Salah scored 32 goals in just 36 appearances in his debut year at Liverpool last season, breaking records and garnering widespread praise.

The 26-year-old signed a new fiveyear deal at the club earlier this year, and has had previous spells at clubs including Chelsea and Roma.

Born in Nagrig in northern Egypt, Salah enjoys widespread popularity in his home country.

He was their lead goal scorer in World Cup qualifying, which helped them reach the 2018 competition for the first time since 1990.

Iran sanctions: Rouhani defiant as US re-imposes measures

I

ran’s President Hassan Rouhani has vowed to “break” swingeing sanctions re-imposed by the US targeting core parts of the economy.

The Trump administration is restoring all sanctions lifted under the 2015 nuclear deal in a bid to pressure Iran.

They will hit oil exports, shipping and banks, and make it difficult to do business with the oilrich nation.

US Secretary of State Mike Pompeo said Iran must “act like a normal country, or see its economy crumble”.

He told a press conference on Monday that more than 20 nations have already cut their oil intake from the Islamic Republic, and that exports have fallen by a million barrels a day.

Mr Rouhani earlier struck a defiant tone, saying Iran would “continue selling oil”.

“We will proudly break the sanctions,” he told a meeting of economic officials.

European countries which are still party to the accord designed to curb Iran’s nuclear activity say they will help businesses bypass the sanctions.

But there are doubts about how successful this will be.

Even before the US sanctions were reimposed, Iran’s economy had had a difficult year, with Iran’s currency, the rial, plummeting against the dollar, driving up the price of basic goods.

How did we get here?

US President Donald Trump withdrew the US from the nuclear accord earlier this year, an agreement he called the “worst deal ever negotiated”.

It offered Iran sanctions relief in exchange for reducing its nuclear development. The global nuclear watchdog, the IAEA, says that Iran has complied with the agreement.

President Trump says that he wants to get Iran back to the negotiating table.

His administration also says it wants to stop what it calls Tehran’s “malign” activities including cyber attacks, ballistic missile tests, and support for terror groups and militias in the Middle East.

The president says his “maximum pressure” strategy is working. “[Iran] wanted to take over the whole Middle East. Right now they just want to survive,” he told a rally in Tennessee, Reuters reported.

What could the impact be?

The US reinstated a raft of sanctions in

August, but analysts say this latest round is by far the most significant.

More than 700 individuals, entities, vessels and aircraft are now on the sanctions list, including major banks, oil exporters and shipping companies.

In addition, the Brussels-based Swift network for making international payments has confirmed it will cut off links with some Iranian banks,

isolating Iran from the international financial system.

Secretary of State Mike Pompeo said the US aimed to reduce Iranian oil sales to zero.

He confirmed on Monday that the Trump administration has granted temporary exemptions to eight countries to continue importing Iranian oil - China, India, Italy, Greece, Japan, South Korea, Taiwan and Turkey.

Hardliners smell blood but Rouhani is safe for now The sweeping US sanctions will be debilitating to the government’s day-to-day running of the country.

They will also be disastrous for ordinary people who are already reeling under the weight of rising prices, shortages, and the rapidly falling value of the rial.

All this will put President Rouhani under considerable strain.

He wanted to steer the country toward a more moderate disposition.

The hardliners are smelling blood. They see a chance to force a change of government, arguing extraordinary conditions in the country require extraordinary solutions.

They have been pressing Supreme Leader Ayatollah Ali Khamenei to dismiss Mr Rouhani for incompetence and hand over the administration of the country to them.

But the Iranian leader is not so sure. Taking on the running of the country under these conditions could be a poisoned chalice for him and for the hardliners he supports.

How do other countries see the sanctions?

The UK, Germany and France - which are among the five countries still committed to the nuclear pact - have all objected to the sanctions.

They have promised to support European firms that do “legitimate business” with Iran and have set up an alternative payment mechanism or Special Purpose Vehicle (SPV) - that will help companies trade without facing US penalties.

However, analysts doubt this will materially lessen the impact of sanctions on Iran, given the importance of the US to global trade.

Mr Pompeo said more than 100 big international companies had withdrawn from Iran because of the looming sanctions.

Even if firms can use the SPV, any US company it does business with could face punishment.

Another signatory to the nuclear deal, China, has said it regrets the re-imposition of sanctions and that its lawful trade with Iran should be respected.

Israel - Iran’s long-time foe in the Middle East - called the move a “courageous, determined and important decision”.

“I think this contributes to stability and security and peace,” Israeli Prime Minister Benjamin Netanyahu said.

Khashoggi murder: Saudi Arabia ‘sent experts’ to cover evidence

audi Arabia sent a toxicologist and a chemical expert to its consulate in Istanbul after journalist Jamal Khashoggi was killed, a senior Turkish official has told the BBC. The Saudis admit the journalist was killed there last month, but their accounts have wavered on what happened.

Turkish investigators believe he was choked to death and then dismembered.

Two of his sons made an emotional appeal for their father’s body in a Sunday interview with CNN. “All what we want right now is to bury him in al-Baqi (cemetery) in Medina (Saudi Arabia) with the rest of his family,” Salah Khashoggi said in an interview, filmed in Washington.

“I talked about that with the Saudi authorities and I just hope that it happens soon.”

Khashoggi, a critic of Saudi Arabia’s rulers, was killed inside the Istanbul consulate on 2 October after visiting to obtain documents he needed to get married.

What are the latest allegations?

The comments on Monday by the senior official echo a report in Turkey’s daily Sabah newspaper that Saudi Arabia allegedly sent chemist Ahmed Abdulaziz Aljanobi and toxicology expert Khaled Yahya al-Zahran as part of a delegation tasked with erasing evidence in the consulate.

The newspaper alleges the team visited the building every day from 12 October until the 17 October, before leaving the country three days later.

The Washington Post contributor disappeared on 2 October appearing before a United Nations human rights panel in Geneva.

The official narrative of what happened to Khashoggi has shifted several times since he went missing.

Initially, Saudi officials said he had left the consulate alive, then that he had died in a fist-fight, before describing his death as “murder” and pre-meditated as a result of a “rogue operation”.

Jamal Khashoggi was once an adviser to the Saudi royal family, but fell out of favour with the government last year and went into self-imposed exile.

He had become a sharp critic of the Saudi government and of Crown Prince Mohammed bin Salman, who has been pioneering an ambitious economic and social reform programme.

Who is the journalist that disappeared?

Jamal Khashoggi in his own words Before his death, the 59-year-old had been living in the US, and wrote regularly for the Washington Post newspaper.

He first visited the Saudi consulate in Istanbul on 28 September to obtain a document certifying that he had divorced his ex-wife, so that he could marry his Turkish fiancée - but was told he would have to return and arranged to come back on 2 October.

On that day his fiancée, Hatice Cengiz, waited outside for him for more than 10 hours, but he did not re-emerge, so she raised the alarm.

She has called on the international community to take “genuine steps” to bring the perpetrators of his death to justice.

A memorial service was held for Khashoggi on Friday night in Washington.

WHAT HAPPENS IN A HAND TRANSPLANT? After successful operations, with time and expert after care, the donor hand will move with strength and dexterity.

It will even feel warm to touch and heal itself when injured - but the operation is a long and complex one.

During the six to 12-hour procedure, teams of surgeons work to remove the donor hand while separate teams work on the recipient.

Bones are joined with titanium plates and screws. Just as with a typical broken bone, they should eventually heal together, but the plates remain in place to ensure stability.

Surgeons then connect key tendons and muscles, before blood vessels are connected.

Once blood is circulating, remaining nerves, tendons and muscles are attached - as the feeling in the hand should then come back.

A single hand transplant costs around £50,000 with a further £2,000 to £3,000 a year in rehabilitation and drug costs.

Lion Air crash: Jet had airspeed problems on final four flights

A

passenger jet that crashed into the sea near Indonesia last week had an airspeed indicator problem on its final four flights, officials say.

The damage to the device, which tells pilots how fast their planes are travelling, was revealed after the recovery of a “black box” recorder.

Lion Air flight JT 610, carrying 189 people, crashed soon after taking off from Jakarta, the Indonesian capital.

Angry relatives confronted Indonesian officials at a conference on Monday.

They wanted to know why the plane was allowed to fly and demanded there be no let up in recovery efforts. The cause of the crash is still unclear.

“We are the victims here. Imagine if you were in our position,” said Najib Fuquoni, a relative of a victim.

At one point, families demanded that Lion Air’s founder, Rusdi Kirana, who attended the meeting, stand up.

He did not speak but clasped his hands in prayer and bowed his head.

Questions arise from recorded fault The suggestion that the Lion Air plane had a defective airspeed indicator is a significant development. The aircraft’s erratic behaviour during its final flight, and reports of an issue during a previous journey, had already prompted speculation that this could have been an issue.

Airspeed is measured using sensors called pitot tubes, which record pressure on the wing or front surface of the aircraft. This is compared to pressure readings obtained from a so-called “static port” on another part of the aircraft. With corrections, the

difference between the two can be used to calculate airspeed.

Pitot tubes, however, can become blocked - for example due to icing. Such instances can cause erratic airspeed readings, which in turn can confuse pilots and affect the way in which the aircraft is flown, possibly leading to accidents.

In 2009, for example, an Air France flight went down off the coast of Brazil. Blocked pitot tubes triggered a chain of events in which the pilots became confused and disorientated and

lost control. In every other respect the aircraft was working perfectly.

These are still early days in the investigation and more information is needed. But if unreliable airspeed readings were a factor, key questions will be: what was the cause - poor design or poor maintenance procedures, for example - and why previous problems were apparently not rectified.

What is the problem with the instruments?

Logs obtained by the BBC have already shown that on the Boeing 737 Max’s penultimate flight,

airspeed reading’s were unreliable.

But Indonesia’s National Transportation Safety Committee now says there were also problems on the previous two flights, as well as the final, fatal journey.

They did not say whether the problems stemmed from a mechanical or maintenance issue, or whether the faulty meter was a factor in the crash.

“Currently we are looking for the cause of problem,” said investigator Nurcahyo Utomo, Associated Press reported.

“Whether the trouble came from its indicator, its measuring device or sensor, or a problem with its computer. This is what we do not know yet and we will find it out”.

Indonesia’s government ordered an inspection of all the country’s Boeing 737 Max planes following the crash.

What do we know about the final flight?

The jet plummeted into the Java Sea - no survivors have been found, nor has the body of the Boeing 737.

The plane was making a one-hour journey to the western city of Pangkal Pinang when it went down.

The pilot had asked air traffic control for permission to turn back to the airport but then contact was lost.

Victims’ relatives are still waiting to receive the remains of loved ones. Scores of body bags have been gathered but so far only 14 individuals have been identified.

Search teams are also still trying to find the plane’s cockpit voice recorder.

Why do you choose government schools for your public works?

I do lots of humanitarian, charity and social work. I have a foundation called the Right Stage Project. I wanted to make real impact in the society and affect the lives of some youths who do not have access to the media and other social amenities. We started our project with public school in 2015 because when we talk about people who do not have access to the media, they are sort of the less privileged who have no voice. Apart from schools, we have also taken the campaign to the Internally Displaced Persons Camp, IDPs, and communities. In 2015, May 17th to be precise, we started with ten public schools, here in FCT. We were able to take them on excursion and inter schools contest and debates and at the end of it, we were able to give five successful students scholarships for three sessions. We have been able to visit some communities in Abuja, and each of our visits is tied to a project. For example, in 2015, during one of our programmes, which incidentally were during the election, we were able to talk to the youths to shun violence, thuggrey and the need to elect credible leaders. We have also been able to educate the students especially the girls on issue of rapes and sexual assaults.

What motivated you into rendering humanitarian services for poor students in public schools?

When I was growing up, I had always wanted to impact positively in the lives of people around me. I had always wanted to be the person that will put smiles on peoples’ faces. I want to inspire and transform the lives of many around me. That is what actually led me into what I am doing presently. I have always been charitable, I love to give, I love to share what I have.

As regards my decision to go to public schools, I had always looked for a way to reach the less privileged among us, so I felt

Government has to do alot to uplift the standard of education and facilities in public schools. I do not think anything has been done by the government because each time we go on visit to these schools, the facilities are in appalling state. I visited a school in Nasarawa state and till date, it remains the worst school I have ever visited. For three days I couldn’t eat because of what I saw. The question we should ask here is what are the state governors doing with the state allocations, if we can not have conducive learning environment in our public schools.

Marilyn Oma Anona the best way is to go to the public school because if I go to private schools, most of them have access to the things we are giving out to those in the public schools.

What are some of the challenges you have faced?

The challenges are enormous but i do not want to be held down by challenges.

I believe in any project, we must be faced with challenges. In Nigeria today, we know things are tough and I will not pretend that sometimes it doesn’t hit me but, I do not allow it to weigh me down. The major challenge is support, I mean getting corporate sponsors and international organisations to key into what we ate doing.

What advice do you have for young school leavers?

Sometimes, I feel the youths are not prepared for leadership positions. The quality of graduates being produced now is low compared to what we had in the past.

Sometimes, I feel the leaders we critized now are even better than the youth we have today. Most people complain that there are no jobs but what are we doing to create jobs.

Some of the the youths are not ready to do something for themselves because when they start a project and do not get immediate returns they will be discouraged to continue.

There should be mass re-orientation of our youths by the government. We need to move from the level of paid employments to being an entrepreneur. A typical Nigerian youth idea is to go to school, graduate and look for a paid employment.

Akwa United unveil Everton as new coach

yo-based NPFL side, Akwa United, have appointed Brazilian coach, Rafael Everton, as their new coach Everton replaces former Head Coach, Abdu Maikaba who left his post after the expiration of his two-year contract with the Promise Keepers and has since teamed up with Plateau United.

Mr. Everton who has a three-year work experience in Nigeria has signed a one-year contract with Akwa United and was presented to the public during a brief ceremony in Uyo, Monday, November 5.

The light-skinned Brazilian has had previous NPFL stints at Abia Warriors as well as FC Ifeanyi Ubah where he won the 2016 edition of the Aiteo Cup. Speaking at the ceremony, the Chairman of Akwa United FC, Elder Paul Bassey, expressed confidence in the abilities of the football tactician while Mr. Everton also pledged to bring his wealth of experience to bear so much so as to win trophies for the football club.

The event was attended by an NFF board member, Mr. Emmanuel Ibah, Permanent Secretary of the State Ministry of Youth and Sports, Coach Aniedi Dickson, South South Vice President of SWAN, Mr. Bonny Nyong, Secretary of the State Council of NUJ, Mr. Amos Etuk as well as media professionals, members of the club’s official supporters’ club and fans.

11,638 athletes, officials to participate in 19th National Sports Festival

total of 11, 638 athletes and officials will participate at the 19th edition of the National Sports Festival, NSF, scheduled to hold in Abuja next month.

This disclosure was made by the Secretary, Main Organising Committee for the 2018 NSF, Mrs Hauwa Kulu-Akinyemi, in an interview with newsmen.

Mr Kulu-Akinyemi who debunk insulations that the festival might not hold in the Federal Capital Territory, FCT, said that the events to mark the official opening and closing days of the festival started on March 29 this year.

Mrs Kulu-Akinyemi who is a director in charge of planning in the Federal Ministry of Youth and Sports Development, however said that the 11, 638 participants are subject to downward review after a meeting with the officials of each participating states including the FCT that will hold from 13 to 20 November, 2018.

“We already have a timeline for the festival which kicked off from 29th March this year with inauguration of the Main Organising Committee, MOC. If you look at the programme, we have covered up to item number 21. There are 29 events and activities lined up by the committee since March and we have been carrying them religiously. We have not missed a single one. The item number 20 was carried out and we sent out letters of invitation to all invited officiating officers.

“The next item in the programme schedule is Delegation Registration Meeting which will hold from 13th to 20th November. In that meeting, we expect all the states to come and authenticate what they have submitted so far either through online or in hard copy.

“The online registration platform was shut down on Wednesday midnight and at the end of the registration, we have a total of 11, 638 entries comprising athletes and officials. This is a long list. Even when we go for international multi competitions, what happens is that they give you a window to entre all your athletes. What can

happen to the list of registered participants is that we can only have less, we cannot have more than that figure.

“So when they come for the meeting, all they will do is to reduce the numbers so that we know how many athletes are participating and how many officials are coming so that it will help us to plan in feeding and accommodation. Reducing the number will be done in consideration of several factors. So that when they come here in December, they will have a comfortable meal to eat and a good place to stay.

“NSF has already started. National Sports festival as far as we are concerned started on March 29 after the inauguration of the Main Organisating Committee. But the official opening day is December 6. So we are good to go,” Mrs Hauwa Kulu-Akinyemi said.

On the preparedness of the committee in getting the facilities ready ahead of the festival, as well as other logistics and security put in place to ensure a smooth, seamless and successful 19th edition of the NSF, KuluAkinyemi expressed optimism that all hands are on deck to ensure the success of the event with various sub-committees constituted to carter for

the departments of the festival.

“We are on top of it. If you have visited the games village recently, I challenge you to visit the place again in two weeks and you will see what is going on. Do not forget that the national stadium hosted the All African Games in 2003 and the National Sports Festival in 2004. So in terms of facilities, we are good to go.

“Everybody connected to the festival have been very supportive and we appreciate them.

We are all doing our bits. The festival is big and is not something that only one person will take up successfully. So everybody connected is up and doing and we are all putting in our effort, and so far, we are still on point and by the grace of God, come 6th December in this city, the opening ceremony will take place.

“About logistics and others, we have subcommittees in place. We have the games village sub-committee and they are doing their best in that area going round to get places where the athletes will stay. We have transportation subcommittee too. Like I said, all hands are on deck and by December by God’s grace, we will put up a good show.

head of the Ghana 2018 Africa Women Cup of Nation, Super Falcons coach, Thomas Dennerby has released the official 23-woman squad to prosecute the two-week championship.

Head Coach, Thomas Dennerby, on Monday unveiled the list of 23 players who will make the trip to the world –renowned ASEC Mimosas FC academy, Sol Beni, before two players are cut for a final squad of 21 for the trip to Cape Coast.

The Super Falcons will spend eight days at a training camp in Abidjan to perfect tactics and strategy for the defence of their continental title before arriving in Ghana

for the 11th Women Africa Cup of Nations finals.

The team, which has been camping in the Lagos – courtesy of the Lagos State Government for the past few weeks, will travel aboard an Air Ivoire flight on Tuesday morning to the Ivorian capital.

The eight-time African champions will play a couple of friendly games in the Sol Beni camp before flying to Ghana on 14th November – four days to their Group B opening encounter against South Africa’s Banyana Banyana.

Nigeria will also tackle Zambia and Kenya in their pool, as they bid for a ninth continental title out of 11 championships.

Dennerby will be joined on the technical

bench by fellow Swede Jorgen Petersson, as well as Justine Madugu and Maureen Madu.

Hosts Ghana, Algeria, Mali and Cameroon will battle things out in Group A in Accra.

PFL side, Kwara United FC are to kick off their preparations for the next season Nigeria Professional Football League (NPFL) with a closed camping in Abuja on Nov. 5 (Monday).

The Coach of the United team, Abubakar Bala, made this known to the press on

Sunday in Ilorin.

The former Niger Tornadoes coach said the decision to have a closed camping is to keep the players focused on the coming season, to maintain their fitness and exposed them tactics them to the style of play and tactics.

Bala also confirmed the Afonja Warriors will participate in the sixth edition of the Gold Cup Championship, a pre-season tournament in Ekiti, where they will face Cynosure FC, Kano Pillars, Phoenix, and Remo Stars.

Alaba Yahaya FCT coaches Cup kicks off tomorrow.

T

he first edition of late Alabama Yahaya FCT football coaches tournament will kick off tomorrow.

In the draw released yesterday by the FCT Coaches Association, 5 area councils and the state chapter are participating in the tournament.

The Area Councils are Bwari, Abaji, AMAC, Gwagwalada, Kwali and the State Chapter.

In the fixtures released yesterday, Bwari, Abaji and AMAC will slug it out in Group A while Group B will see Gwagwalada, Kwali and State Chapter tackle one another.

The opening match tomorrow with be between Bwari vs AMAC by 3pm while Kwali will clash with Gwagwalada 4:30pm in the second game.

The final match will be played on Friday, November 16 by 4pm.

Alaba was a former chairman of the FCT Coaches Association who passed on in January 2011 in Abuja after a brief illness.

FCT 2018 LEAGUE UPDATE: The second stanza of the FCT 2018 League commenced yesterday with two matches decided.

Searching and waiting for the awoof cash

re you one of those who received either N5, 000 or N10, 000 worth of recharge cards, the so called ‘Atiku cash’ , upon dialling *323# from your MTN sim card? Then stand up to be counted because I have been searching unsuccessfully throughout last week for a recipient since the rumour broke and spread like wild fire in my neighbourhood that PDP’s presidential candidate, Atiku Abubakar claimed to be a generous giver with a large war chest was giving out cash, allegedly, via doling out of credits through mobile phones. It was alleged that the free cash in form of credits was to woo voters for the 2019 election and it was even applauded as the best way to share out money to voters since virtually everybody in Nigeria has a mobile phone.

But then I asked myself, is the person allegedly doling out this money assuming that every recipient will surely vote for him since all Nigerians cannot follow same path? Indeed, not all those who even have voters’ card will turn up on Election Day. Magdalene typifies one such group when she says, “I just got the voter’s card in case they make it a condition for registering children in schools, for vaccination or to get other government services, it is not that I am going out to vote on that day”. Another respondent, a male, Abass, said, “I don’t even have a voter’s card because I cannot suffer myself to go and vote queuing up in the sun because in Nigeria election, they already know who will win”.

Then why are they dialling the code, expecting the free money? “One cannot reject a gift, in today’s Nigeria with the economic hardship, we should reject awoof? Abeg I must get my own share”, was the swift response.

Indeed all hands went tapping on keypads once someone ‘confirmed’ the code via telephone from someone who allegedly got the free credits. I could not see this person because I was told she had moved house and gone to the village. Then I put on my thinking cap. If a conservative number of 50 million Nigerians are on MTN network and

Is it possible for an individual to dash out such amount of money? “Aunty, there is money in this country o, we have very rich people. Look at the PortHarcourt convention where they were spraying dollars, dollars not naira o. Abeg, leave matter for Mathias”. My mind flashed back to an experience which the chief executive of a media outfit related to a group of persons, including this writer. He was among those who witnessed at close quarters, the 2014 maiden APC convention in Lagos to elect its presidential flag bearer then, having been ferried to Lagos by a delegate.

He related how the delegates made ‘cool’ money for themselves courtesy of dollar rain; how some delegates even ‘duped’ the givers by passing off some journalists as delegates in order to collect extra dollars, etc., apparently the man was a cheerful giver and anybody who came to him to collect his state delegates’ share was given the dollars without verifying his true identity. This media chief insists that that was the genesis of ‘vote buying’ which is now plaguing our polity. In retrospect, this may be why the man was sidelined by President Muhammadu Buhari. money around. Remember that in quitting APC to go back to the PDP, Atiku had complained of being marginalised. Of course there are many people who believe that money is everything, that money answers everything, which is not true.

It is said though, that, if you have it, you should flaunt it. And the man is really flaunting it.

He flaunted it in Port Harcourt.

He is flaunting it by taking a large retinue of his campaign organisation personnel, PDP officials and personal staff to far away Dubai, in a choice location for a ‘brain storming session’ spanning several days, weeks. All of this in foreign exchange, scarce foreign exchange. I believe there are suitable places here in Nigeria where His Excellency Atiku Abubakar and his retinue could have had their briefing sessions without having to spend so much dollars in a foreign land. The thousands and thousands of dollars spent on accommodation, food, laundry and so on and so forth benefits only that country’s economy, with nothing for Nigeria.

One good place for that event is the Obudu Cattle ranch, located thousands of feet above sea level, in a quiet and natural environment, also in a peaceful state, Cross river.

Cross River is a PDP state so the fear of any eavesdropping by the opposition does not arise.

Also being high, high up, they are shielded from harassment of political hangers-on, another fear of our politicians who sometimes want to be by themselves for some quiet time.

Let us get back to the rumoured Atiku cash via the mtn code *323#. Out of curiosity, I dialled the code myself. The response was, ‘ failed try again later’ I tried intermittently with my two mtn lines, the answer was same. And I said to myself that I am not usually lucky with free things. Then two days later while fiddling with my mobile phone I tried yet again and this time I got an answer!

I was asked if I want to create an alias number, I clicked on the ‘yes’ option and got another response, “congratulations!

You have successfully created an Alias number for your MSISDN to use for purchases at a VTU reseller. Your Alias number is 00003065522”.

Same as excited people in my neighbourhood got. They say the next state is for one’s account to be credited with at least N5,000 through mtn recharge cards. We have been waiting since then without seeing anything. But my neighbours are hopeful that it will come.

Meantime I raced to the MTN store in my area to make enquiries. They say they are aware of the rumoured Atiku cash but that there is no such thing; that what they have is a tariff plan for kids whereby they are gifted certain amount of recharge cards (credits) on their birthday. “It has been stopped”, the official told me.

Case closed.
