Embry’s artwork at exhibition

Local artist Stacey Embry was recently selected to be among the featured artists whose works will be exhibited Friday, Oct. 7 through Sunday, Nov. 6 at the “Dealer’s Choice” event at the Kimball Art Center in Park City, Utah. Embry serves as the director of the Morgan County Library in Versailles and has been an art instructor at Morgan County RII schools. “This opportunity has gotten me re-fired and excited about art,” Embry said. “I haven’t painted since I started working at the library, so this is fun. It’s nice to be doing it again.” Dealer’s Choice is a collaboration with Park City galleries, highlighting artists from around the country. Representatives of the Kimball Art Center asked local gallery owners to look beyond their galleries and think about artists who inspire them. These chosen artists will then come together in a “captivating group exhibition.” The gallery owners choose one artist per gallery to feature. The artists chosen must not have been represented by the gallery in the past and each gallery owner will publish a statement about why they selected the artists they did, “providing interesting insight into our local gallaries and gallarists.” Timm Hilty, owner of Silver

by Janet Dabbs Four firefighters have been offered full-time employment with the Sunrise Beach Fire Protection District and they began Recruit Academy Monday, Sept. 26. A fifth person was offered temporary employment on an asneeded basis. The four full-time firefighters who have started Recruit Academy are Brandon Ham, Timothy Vester, Sean Robinson and Blake Miller. The temporary firefighter is Matthew Marra. A Captain’s Assessment Center, to fill the position created by Assistant Chief Jamie Karl’s promotion, is scheduled Tuesday, Oct. 11 and Wednesday, Oct. 12. Fire Chief Dennis Reilly reported at the Monday, Sept. 19 district board meeting that he has been accepted into the 2017 cohort of the Illinois State Fire Chief’s Association, Chief Fire Officer Program. This course will involve telecommunicating once a month for one year and will lead to Fire Officer III and IV certification through the National Pro Board and the International Fire Service Accreditation Congress. In other business, Reilly presented a letter to the board regarding an on-going sprinkler issue with several condominiums within the district. The letter acknowledged the communications between all parties concerned, while restating the district’s position that the underlying situa-

tion must be rectified. The letter also restated the district’s position that “any and all means available to district under law will be employed by the district to remedy the current situation at the affected properties.” The board authorized Reilly to send the letter. Training The district has purchased a drone with IT funding. They have deployed the drone twice at emergency events since it was purchased. The drone will be used to better access emergency scenes and it will be used for educational purposes. Retired Deputy Chief Chase Sargent delivered his “Buddy to Boss” seminar this past week to Sunrise Beach and out-of-district firefighters. Also during the month of August, district members participated in 131 training events for a total of 542 staff hours in training. Activity The district responded to 69 calls for service in August. This is one run less than in August 2015. Through the end of August, the district made 472 responses, as compared to 503 responses in the similar period for 2015. August calls included 40 EMS, six public police assists, five motor vehicle crashes, five investigations, four other rescue, three alarm sounding, three cancelled en route, one cover assignment, one structure fire and one natu-

ral cover fire. Finances Reilly reported 2017 operating budget preparation will begin in the next few weeks with a goal of the draft budget being ready for review by the November meeting. He also reported he had some communication with the pension administrators and they advise the reports they have provided the district must be available for public review a minimum of 45 days prior to adoption of the plan. Reilly proposed the district schedule meetings for all concerned parties in early October to allow for adoption of the plan at the November board meeting. He also informed the board the Fiscal Year 2016 Assistance to Firefighters Grant (AFG) window will be opening sometime in October. As time permits, he said he would like to apply for Self-Contained Breathing Apparatus replacements along with hose and exhaust systems for out staffed fire houses. Closed session The board discussed legal issues and a proposed contract for dispatching services between the fire district and the Camden County Sheriff’s Department in closed session. No decisions or actions were taken. The next meeting of the Sunrise Beach Fire Protection District is scheduled 7 p.m. Monday, Oct. 17 at Station No. 1.

The last day to register to vote in Morgan County for the Nov. 8, 2016, General Election, is Wednesday, Oct. 12. Anyone who has recently moved, had any kind of address change, changed their name due to marriage, divorce or other reasons, should notify the County

She has shown her work at the National Oil and Acrylic Show, Watercolor USA, and the National Watercolor Society’s first national juried show. Anderson was president of the Ozark Brush and Palette Club three years. Anderson teaches adults’ and children’s art classes in her home and has also been

an instructor at Camdenton VoTech’s adult education program. Barker moved to the Lake of the Ozarks in 1991, and joined the Ozark Brush and Palette Club in 2008. Tobacco-free anti-smoking teams form in Versailles Capps publishes ‘Sanctity’ This school year, two Tobacco Free teams from Versailles High School are being formed and several youth attended the “Clear MO Air” training meeting Monday, Sept. 19 at the Hunter Civic Center in Versailles. During this training, students learned about the risks of sec-

ondhand smoke and the benefit of smoke-free communities. They were joined by other youth tobacco-free groups from Stover and Windsor. Following this training, these teams will complete at least four projects to improve their community or school environment.

The project will include a youth rally in Jefferson City during Kick Butts Day 2017. At Morgan County R-II, Donna Chapman, CLEAR coordinator and the Students Against Destructive Decisions (SADD) sponsor, will mentor the groups. For more information about

the groups and Clear MO Air, contact the high school office 573-378-4697 or CLEAR coalition 573-789-5509. The CLEAR coalition is a notfor-profit group of Community Leaders Educating About Resistance.

Teresa Garrison-Capps recently published her book, “Sanctity,” a true account about her husband, Tommy Ray Capps, who is a Vietnam combat veteran and retired Missouri state investigator. All proceeds from the sale of the book will be divided equally and donated to the Morgan County Caring for Kids Coalition in memory of the Capps’ granddaughter Hope Ray Dunklee and to the Veteran’s Administration nursing home facilities in Missouri, in honor of World War II veterans J.C. Garrison and Robert Capps. (photo by Bryan E. Jones)

Wood’s nomination comments read, in part, “Kyle shows respect for the school and classroom rules. He is a rule keeper. “He is polite and careful not to hurt the feelings of others. “When corrected, he responds quickly and strives to please both teachers and his peers. “He is a pleasure to have in class.” Each month, there is a sixth, seventh and eighth grader at Ver-

sailles Middle School chosen to be the student of the week. That student gets a gift certificate from an area restaurant. At the end of each month, one of the students of the week is chosen as “student of the month.” The school’s student of the month program was developed by the school culture committee, consisting of Encore teachers at the middle school. The student of the month receives gift card, another restaurant gift certificate, and three event passes to a middle school activity.

Past meets present in old portrait Every now and again, one has a brush with history. The past comes roaring back and the realization hits that we are merely building on the shoulders of those who have gone before. Just last week, I was pleasantly surprised, upon my return to the office from one journalistic task or another, to find upon my desk a sepia-toned photograph, backed by the fancy embossed card of a professional portrait studio, which placed the artifact roughly in the late 19th or early 20th century. My interest was immediately piqued, as I have a love of historical items. With the photo, was a note from reader Cindy (Caine) Driver, daughter of Bill Caine, former mayor and outstanding citizen of Versailles. The note identified the mustachioed gentleman in the photo as John A. Hannay. I was thrilled. I have always

considered being the editor, and now publisher and owner, of our town’s newspaper, an honor and privilege that comes with certain responsibilities. These responsibilities include looking to the future and maintaining a strong, quality, relevant product. Those responsibilities also include an obligation to remember the past and appreciate the labors of the long line of newspapermen who have gone before in our town. A brief, partial history of those early newspapers includes The Morgan County Banner, a Republican newspaper, first published in 1866. The paper changed hands a few times and it was sold in 1871 to Hannay. Hannay then changed the name of the paper to The Morgan County Gazette. In 1885, the Gazette was sold to J.K. Gwynn who changed the name to the Morgan County Messenger. In 1886, a fire destroyed many businesses in Versailles including the Messenger office. After the fire, the name of the paper was changed to the MessengerGazette. It was published until another fire, just a year later in 1887, again destroyed the offices, after which it was never revived. The Morgan County Leader, a Democratic publication, was first published in Versailles Jan. 6, 1887 by Hannay and Samuel Daniels. For many years, it was published in the east courthouse basement where the press was run by a gasoline engine. On Oct. 1, 1920, the newspaper moved into a new building on Fisher Street. Daniels bought Hannay’s interest in the Leader,

and, when Daniels died in 1923, the newspaper passed on to his son-in-law and daughter, John and Maurine Earp. Roy E. Otten purchased the Leader in 1945. In 1948, Otten also bought the Versailles Statesman, a Republican newspaper, from Sarah Halliburton, combined it with the Leader, and changed the name to The Versailles Leader-Statesman. Otten sold the Leader-Statesman in 1961 to Wallace and Marjorie Vernon. The Vernon family owned the paper until just last year, Dec. 1, 2015, when Dane and Sharene Vernon sold it to me and my wife. Today, John A. Hannay’s portrait, now surrounded by a period-style photo-frame, stares at me from its perch on my desk, his piercing, intelligent eyes and determined look are a reminder of my own single-mindedness to see this newspaper continue with integrity. I can imagine vividly in my mind Hannay, sweating away in the courthouse basement, eager to see the first copies of the Leader come off the presses and hit the streets. I feel connected, in some small way, with Hannay, as I get that same feeling each week, when a new edition of the LeaderStatesman is loaded in a vending machine or placed on a counter and people come faithfully to pick up their hometown newspaper. Yes, every now and again, one has a brush with history. I just hope my shoulders are broad enough to pass it on.

September 28, 1916 B.S. Barnett, a farmer living four miles west of Versailles, is subject to gallstone trouble. He keeps salts at home to use in warding off the severity of this disorder. Last Friday he took a what he thought was a dose of salts, but discovered he made a mistake. He at once ejected the stuff from his mouth. It was bichloride of mercury, a deadly poison he bought to treat a horse with fistula. The poison rendered him unconscious for a few hours and he is yet dangerously sick. September 24, 1936 Miss Lylian Hurley who is opening a dance studio in the Civic Club rooms at the City Hall building, comes to Versailles highly recommended. Her pupils have always received the highest comment in performances where they have shown. If you wish

your children to become efficient in the art of dancing, you will make no mistake in having them attend Miss Hurley’s classes. September 28, 1956 Paul William Klein, 18-yearold member of the Versailles Future Farmer of America chapter, is one of our young dairy farmers who will be honored in Waterloo, Iowa, Oct. 1, when $1,100 worth of prizes and travel funds are awarded during “FFA Night” at the National Dairy Cattle Congress. His record of achievement will be pitted against Danny Bird of Bland, Va.; Richard Van Auken of Newton, N.J.; and Robert Thiel of Canby, Ore. September 23, 1976 Gov. Christopher S. Bond visited Morgan County Wednesday, Sept. 15, and stopped and talked to the residents of the Good Shepherd Nursing Home before

going to a fund raising dinner and fishing trip near Gravois Mills. Bond stopped by Versailles and visited with citizens around the square before he went along with Dr. Robert Hall and Darrel Goodman to the Good Shepherd Nursing Home. September 26, 1996 Versailles native, Tim Bentch, will bring his operatic talents to the Royal Theatre 7:30 p.m. Saturday, Oct. 12. Bentch began performing at an early age, touring with his family quintet, the Bentch Brothers. An ordained Mennonite minister and professional opera singer, Bentch has performed with the Sofia Philharmonic Orchestra of Bulgaria, the Saint Petersburg Chamber Orchestra of Russia and has appeared as a soloist in Hungary, Croatia, and Romania.

Library Bookworm

by Stacey Embry, Director, Morgan County Library I am a reader of fiction. I occasionally venture into the nonfiction, but fiction represents the bulk of my reading. When I read non-fiction, I tend to gravitate to certain areas. This week, I spent time with three new cookbooks we have at the library. I love trying new recipes, but I will admit having a library book in my kitchen makes me nervous. Books and fluids do not mix. Beyond the 641.5 books, I also enjoy a good 92. 641.5 is the Dewey decimal number for cookbooks, 92 is the Dewey for biography. Biographies are my favorite non-fiction area. Fiction provides an escape. When we read them we see another world, another life. Biographies, although true, can provide the same escape. “For one who reads, there is no limit to the number of lives that may be lived, for fiction, biography, and history offer an inexhaustible number of lives in many parts of the world, in all periods of time.” - Louis L’Amour Yesterday, I entered a new biography; Ugly by Robert Hoge. I read the first two chapters before I decided I needed to get back to work. Wow. Seriously, wow. The fact that I entered this book

in our juvenile section and with Ugly as the title, you know it is going to be an emotional ride. As a parent and a former high school teacher, the struggle to fit in is hard to watch. As adults we want the best for our kids. We never want them to feel selfdoubt or to be made fun of. This story is heart wrenching from the beginning. In 1972, Robert was born with a large tumor right in the middle of his face. The tumor formed early in his development and caused significant deformities to his face. If this wasn’t enough, his legs were both malformed to the point they were later amputated. His mother even struggled with loving this boy. I will share no more about his story other than this: he lives life fully and accomplishes more than most of us ever hope to. Our first book club is set for Wednesday, Nov. 30. The book I have chosen is Wonder by R.J. Palacio. Wonder is a fictional book that reflects the struggles of a child who doesn’t look like everyone else. “I won’t describe what I look like. Whatever you’re thinking, it’s probably worse.” Auggie Pullman, Wonder. Ugly and Wonder are not directly related, but obviously share similar themes. Wonder inspired the Choose Kind movement. One of my favorite moments in the book involved a dis-

Word on the Street

cussion on being kind. “Kinder than is necessary, because it’s not enough to be kind. One should be kinder than needed.” -R.J. Palacio, Wonder. Isn’t that great? It is such a great quote, but the best thing is that it makes our brains pause and really digest how we live. Even though I enjoy the adventures my fictional characters take me on, I enjoy more when they make me think about the real world that I live in. The line between fictional and non-fictional can become blurred. In the case of Wonder it can lead the reader to change how he interacts with the world. Non-fiction may never be my “go to” read; but if biographies can tell me stories and help me grow as a human being, then I will definitely add more to my reading list. “Courage. Kindness. Friendship. Character. These are the qualities that define us as human beings, and propel us, on occasion, to greatness.” -R.J. Palacio, Wonder. Choose kind. For more information, visit the Morgan County Library, 600 N. Hunter, in Versailles, call 573378-5319; or see the library’s website at morgancountylibrary. org. Library hours are 9 a.m. to 5:30 p.m., Tuesday through Friday, and 9 a.m. to 1 p.m., Saturday.

Wheeler leads Indians to win over Tigers Zach Wheeler rushed for three touchdowns and passed for another to lead the School of the Osage Indians to a 42-6 victory against the Versailles Tigers in a Tri-County Conference football game Friday, Sept. 23 in Osage Beach. The Indians are 6-0 and 40 in the conference while the Tigers drop to 3-3 and 2-2 in the league. After the Tigers punted on the game’s opening possession, the Indians took the lead when Wheeler scored on a 17-yard run to cap a 61-yard drive. Jason Edwards added the extra point with 9:01 to play in the first quarter. On the next offensive series for Versailles, Nick Riley intercepted Tigers quarterback David Connor’s pass on a screen play and ran 22 yards into the end zone to increase Osage’s lead to 14-0 following Edwards extra point kick. The Indians turned the ball over on downs at the Versailles 16-yard line early in the second quarter and then forced the Tigers to punt. Connor bobbled the punt snap in the end zone and CJ Myers recovered the ball for Osage with 10:25 to play in the half for a 21-0 advantage. On their next possession, the Tigers drove the ball to the Indians 24-yard line before turning the ball over on downs. Osage then marched 76 yards and Wheeler threw a five-yard scoring pass to Dalton Depee to complete the drive. The Tigers fumbled the ensuing kickoff and the Indians recovered at the Versailles 20. Wheeler scored on a nine-yard run with two minutes to go for a

35-0 lead. Osage scored their final touchdown of the game on their first possession of the second half, putting together a 61-yard drive with Wheeler scoring his third TD of the night on a 21yard run. Versailles answered when Grant Hutchison scored on a 73-yard run with 8:28 to play in the third quarter. A two-point conversion attempt failed. The Tigers had 160 yards of offense. Hutchison led the ground game with 106 yards on five carries. Connor completed six of 11 passes for 49 yards. Taylor Dobbins had four receptions for 20 yards. Michael Trotter led the defense with 12 tackles. He and Devin Radcliff had two tackles for loss each. Jonathon Geier had a quarterback sack. Tigers head coach Broc Silvers said Osage played errorfree football, “We knew we had to win the turnover battle by a lot to be in this ballgame. They’ve had fumble problems and they didn’t tonight. They took care of the ball very well.” He said the interception return for a touchdown was a key play, “The interception, they had us scouted out pretty well. We scored on that versus Warsaw. We just didn’t get them coming as hard on that play.” Silvers said the offense struggled to develop consistency, “Turnovers obviously hurt us, but we just didn’t get rolling on offense, we didn’t sustain drives early on and we weren’t getting the plays that we thought we should have had.” He said the Tigers defense

gave Osage some trouble, “They like to isolate their trips back side and they didn’t have a chance to do that. We took away some of the stuff they really wanted to do. I thought defensively we played okay. We limited big plays for the most part, especially in the first half, and made them drive it all the way down the field and got them to a fourth down a couple of times.” The Tigers are back on the road Friday, Sept. 30 when they visit Eldon. The Mustangs defeated Warsaw, 49-17, last week to go to 3-3 overall and 2-2 in the conference. Eldon won last year’s game in Versailles, 52-14. Silvers says the Mustangs use a wing-T formation on offense, “They very rarely spread the ball out, they rarely use more than two formations, but they’re really, really good at what they do. They’re running the ball 92 percent of the time on first down right now, and they’re saying, here we come, stop us if you can.” He says they use a lot of misdirection and try to confuse the defense, “We’ve got to really harp on our reads and fundamentals and tackling, especially in space.” On defense, Eldon will run a 5-2 formation, “They’re going to bring their defensive ends a lot, the linebackers are going to be quick to the flow, and they play a cover four look in the secondary. We’ve got to be able to run the ball and be able to spread out and get them out of what they want to do.” Score by quarter Versailles 0 0 6 0 6 Osage 14 21 7 0 42

Tigers cross country finishes 18th at Hermitage

The Versailles Middle School Seventh-grade volleyball team captured the first-place plaque at the VMS tournament Saturday, Sept. 24 in Versailles. Members of the team include, front from left, Sedona Foster, Kaylee Sullivan, and Abby Wilson, back from left, coach Candace Bauer, Abbi Burge, Maris Ollison, Katelynn Jackson, Alexis Miller, and coach Eileen Applegate. The Versailles cross country team placed 18th at the Hermitage Invitational Saturday, Sept. 24 at Lake Pomme de Terre in Hermitage. The Tigers scored 442 points. Kickapoo won the team title with 44 points. Leading the way for Versailles was Kendall Reger, who came in 21st place overall with a time of 18:32.42. Joe Jeffries was 115th in 21:38.45. Cylan Burns finished 131st at 22:16.73. Bobby Love came in 138th with a time of 22:25.42. Trent Hyman was 143rd in 22:39.37 and Kutter Baumgartner came in 166th in 24:43.56. Jarod Ozee of Kickapoo won the race in 16:47.88 and led the Chiefs to the team title. Tigers coach Mark Garcia said it was a good tune-up for the district meet, which will be on the same course later this season, “Almost all of the teams that are in our district run at that race. The course was in great condition with only one small mud pit that you could easily leap. The goal for most of us was to go out easily and pick it up after the hill at the dam and then

to run negative splits over the last two miles. Most of the team ran negative splits from mile one to mile two and then had to gut it out over the last mile, with the last quarter mile being a place to catch a few runners before the tape.” Garcia said Reger ran despite not feeling very well, “Kendall was sick on Saturday but still ran a great race despite looking awful through the mile. He finished 21st, which was 43 places and a minute fifteen better than he finished last year. Most importantly, only five runners from our district beat him on Saturday.” Garcia also said Jeffries keeps improving, “Joe has definitely rebounded the past two races after a rough first meet. At Smith-Cotton, Joe set a personal record by about 30 seconds and then ran seven seconds off his PR on Saturday at a much tougher course than Smith-Cotton. Joe can definitely help our team be competitive at conference if he continues to improve the way he has the past two weeks.” The Tigers coach also pointed out that Love set a new personal

record time by two minutes. In the girls’ race, Allison Taylor of Versailles finished 19th overall with a time of 23:30.71 and Keely Gustafson was 59th in 26:03.12. Ashlee Kuykendall of Warsaw finished first in 20:11.69. “Allison Taylor also had a big day,” Garcia commented. “I was a little worried about how slow she came through the first mile but then she picked it up and passed about 10 people over the last two miles to finish 19th. Every race she is getting stronger and she’s getting better at learning how to race.” Team scores Boys 1, Kickapoo, 44. 2, Hermitage, 100. 3, Stockton, 135. 4, Bolivar, 137. 5, Plato, 176. 6, Strafford, 203. 7, Lebanon, 209. 8, Ozark, 246. 9, Humansville, 252. 10, Crane, 271. 11, Fair Play, 293. 12, El Dorado Springs, 340. 13, Osage, 343. 14, Tipton, 349. 15, Clinton, 398. 16, Buffalo, 412. 17, Reeds Spring, 429. 18, Versailles, 442. 19, Calvary Lutheran, 525. 20, Lakeland, 540. 21, Sherwood, 588. 22, Skyline, 589.

Big week for Versailles middle school volleyball Jordan MacDonald Memorial The Versailles Seventh-grade volleyball team won the VMS Tournament Saturday, Sept. 24 in Versailles. The Lady Tigers defeated California, 25-11 and 25-14, lost to Camdenton, 20-25 and 23-25, and won against Warsaw, 25-22 and 25-6. “I am so proud of these girls and how hard they are working,” coach Candace Bauer said. “They understand their job on the court and how to play as a team. When they work together they are able to achieve big things.” Coach Eileen Applegate echoed Bauer’s thoughts, “This group of young ladies amaze me every day with their work ethic, mindset, passion for the sport,

team unity and sportsmanship.” Both teams played Monday, Sept. 26 at Warsaw. Versailles won the seventh-grade match, 25-16 and 25-9. Warsaw won the eighth-grade match by the scores of 25-19 and 26-24. Versailles hosted Boonville Thursday, Sept. 22. The seventhgrade team was victorious, 2-0. Set scores were 25-9 and 25-6. Firefighters were dispatched to Green Valley Road in Gravois Mills where they found a six-year old female boxer mix tangled in a fishing line with a hook imbedded in her left foreleg. The line was also tangled up in a dock. The dog, named Riley Jo, had found an underwater rock cliff

by R.D. Fish A man walking from one side of the country to the other approached the Versailles area Wednesday, Sept. 21 on Highway C, carrying a wooden cross. James Anania paused near the Moniteau-Morgan county line for a brief interview during his westbound trek. Anania was born and raised in Los Angeles, Calif. His crossbearing walk started Fathers’ Day, Sunday, June 19, when he flew from L.A. to Washington, D.C. To explain the reason for his trek, Anania said: “I want people to unite and stop arguing about politics, religion, sports, and anything else that the media has us divided about. “We need to pull together as a people and have Christian values such as, ‘Love God’ and ‘Love your neighbor as yourself.’ Then, not just this country, but the whole world will be a better place. As for the specific spur that set his journey in motion, he said, “I fear martial law. As long as we keep misbehaving against each other, it allows for people in authority to take away more of our freedoms. For an example, he noted the politicians calling for gun control and demonizing gun owners. “I don’t own any guns, he said, “but I don’t have anything against people who do. Among other lines of conflict dividing society, he mentioned “cops vs. people and people vs. cops. “These are two components for martial law, he said. “We need to stop being blinded by the media. Asked whether he identified with a particular church body, Anania said, “Me being a Christian has no merit and doesn’t make any difference. Even if a person is Muslim, it would make no difference. “One of the Ten Commandments is ‘Thou shalt not kill.’ So we need to set that example, so we can no longer be labeled as hypocrites. When a local resident phoned in a news tip about a man walking on Highway C carrying a

cross, a member of the newspaper staff found images of several different people currently walking across parts of the nation carrying wooden crosses. “When I started this, said Anania, “I didn’t know there were other people doing this for their own reasons. He admitted he “Googled the phenomena and read about three or four other people who were on outwardly similar journeys. “Who knows what they’re doing? he said. “I’m sure they’re doing it for good. Anania said he started the day approximately 7 a.m. in Russell- James Anania approaches the Moniville, and planned teau-Morgan County Line carrying a to spend the night wooden cross Wednesday, Sept. 21 on in High Point, Highway C east of Versailles. Moore appointed to Rocky Mount fire board; festival funds, donations and grants received

by Janet Dabbs After discussion of board of trustee applicants in closed session, the Rocky Mount Fire Protection District (RMFPD) Board of Trustees approved nominating Alan Moore to fill the position of outgoing member Jim Graf, who resigned for personal reasons. Moore will hold the position until the April 2017 elections. Festival funds Fire Chief Kevin Hurtubise reported the Sweet Corn Festival made a net profit of $8,687.09. He thanked all the visitors, sponsors, and workers that made the event a success. The Firefighter’s Benevolent Association met Monday, Sept. 19 to discuss what they will purchase for the department with the proceeds. The association requested ideas and Hurtubise asked them to consider purchasing thermal imaging cameras. Donation Jackie Powell, with Traffic Jam Pub and Grub in Rocky Mount, donated a $1,179 check from money collected in a gun raffle during the Sweet Corn Festival. Hurtubise then reported he attended the International Association of Fire Chiefs, IAFC, conference in August and he received his Executive Chief Officer Level 1 Certification. Grant While attending the IAFC, Hurtubise said he received an email from the Federal Emergency Management Agency, FEMA, informing him the district had been awarded a portion of their 2015 grant request. The original request was for $139,442 in rescue tools and training materials. The district was awarded $7,308 in training materials. The district will be responsible for five percent of the $7,308 needed to purchase the materials. After discussion, the board authorized Hurtubise to purchase the materials, which include Firefighter One and Two training manuals and instructor lesson plans. Hurtubise plans to conduct an in-house Firefighter One and Two training in October for firefighters who cannot travel to take the class. Hurtubise also reported he met with an IAFC representative to discuss the district’s grant score and was informed that, while FEMA could not give

him the score numbers for individual areas, they did advise that the line item in the budget titled ‘Reserve Revenues – Prior Year’ was a negative. The FEMA 2016 grant application period is scheduled to open again Tuesday, Oct. 11 and the board authorized Hurtubise’s request to return the budget back to an annual format, broken down into monthly forecasts. Hurtubise will then update the pricing and years of service on current equipment and re-file the FEMA grant application for rescue equipment. At this time, the district is using rescue equipment that is more than 23 years old. The board also approved renaming the line item ‘Reserves Capital Improvement.’ Hurbitise reported district firefighters volunteered at the Lake of the Ozarks Shootout powerboat races during the weekend of Saturday, Aug. 27. He said they provided mutual aid on a boating accident with Sunrise Beach, Lake Ozark and Osage Beach Fire Protection Districts. They also assisted with a moderate incident and they stood by during a major accident on the race course. The district will receive a donation for firefighter hours served at the race. Hurbitise reported the department again found the need for a side-scanning sonar unit and he told the board he will continue to search for bids to purchase a unit. Sunrise Beach Fire Protection District Fire Chief Dennis Reilly attended the meeting to address what he deemed ‘inaccurate statements’ that were published in a letter to the editor in the Eldon Advertiser. Hurtubise told the board he planned to update the district’s building codes to 2012 regulations. At this time, the RMFPD uses the 2011 electrical code regulations. He added there has been an increase in district residents purchasing portable buildings and using them as their homes. When the new building codes are updated the district will include a definition of what constitutes a “residence,” for safety purposes. The district received 28 calls for service in August, including 124 individual responses. Financial Hurtubise stated he wanted

to go on the record as saying that accountants DeClue and Dunstan were mentioned in the recent audit, but they were not hired to conduct the audit. They were actually doing what they were instructed to do by the previous administration. He added that the firm also completed tax, state and federal paperwork for payroll.

The reconciled deposits for July were $6,681.17, of which $3,026.17 are permit fees collected in June and July. The district took in $2,519.50 for new permits in August Board actions • The board approved reimbursing those employees who were determined during the audit to have been underpaid. The to-

tal amount to be paid is $2,331. • The board approved a request by Hurtubise to move money earmarked for the emergency fund in the amount of $15,000 to a certificate of deposit. • The board approved Hurtibise’s request to join the Missouri Association of Fire Protection Districts at a cost of $825.

The board went into a second closed session to discuss personnel issues. No votes or actions were taken. The RMFPD’s quarterly public forum is scheduled 6 p.m. Wednesday, Oct. 12 at Fire Station No.1. The regular monthly business meeting will begin 7 p.m., after the forum.

Family: I have been married 14 years to Jim, a project manager for Septagon Construction. We have two girls, Emma is 11 and going into sixth grade and Marlee is 7 and going into second grade. Educational background: I have a Bachelor of Science degree in Early Childhood Education from University of Central Missouri. I am currently working on my master’s degree in guidance and counseling from Lincoln University. Experience: I taught at Jamestown C-1 School for 13 years. They loved it and I knew it was something I always wanted to do. I love working with children and being a positive influence on their lives. Why did you seek a job in Versailles? I had heard wonderful things about the school district and the people who work here. I was ready for a district change and knew Versailles had a lot to offer. Goals for the year: Be a valuable team member; help students reach their potential; challenge my students; promote citizenship and encourage my students to be successful members of society; have excellent communication between the parents and myself. Hobbies and Interests: I love spending time with my family. We love to go camping. I also love to run and try to run several races a year.

Brewer said the Washington city leaders were “an example of professionalism and progressive movement in a town where people enjoy working together with common goals. More information-gathering meetings are scheduled in other areas of the state. Prior to the restructuring, the revenue was roughly equal to the debt service, with no funds to pay for maintenance and operations, which required the use of reserves. The board decided that, with the current debt structure, they were comfortable having $3 million in the general fund. Currently, there is $5.7 million in the general fund, so the board authorized the immediate paying down of debt by $2.7 million, thus using the surplus to accelerate the principal repayments. “It’s nice to be able to start biting into the principal at an accelerated pace, Roeger commented. “The board is comfortable with the level of reserves and every dollar of surplus will go to pre-pay the principal. However, to stick to the schedule to pay-off by 2026, there will need to be an approximate annual two-percent gain in revenue, which is the suggested rate of growth, according to the study. Another recession has the potential to change the entire scenario. Jacob’s Engineering Inc. also gave the board the choice to give a 10-percent discount to PassCard users. Bridge users can buy a prepaid debit card that is swiped each time they cross, rather than paying cash. But, since not everyone can afford to put $200 to $300 a month on a PassCard and because the changes would cost money, the board chose to increase the off-season rate time instead. by Joni Ross Harper Have you been seeing all the ugly webs in the trees? Wondering what is causing this? The culprits are fall webworms and they have begun to build nests and defoliate trees. Fall webworm infests more than 100 different tree species in the United States and Canada including forest, shade and fruit varieties. The most notable sign of an infestation is the large white webs that encompass the tips of trees. These webs are host to a colony of caterpillars that feed first on the leaves within the web and then, as they grow, enlarge the web to gain access to more foliage for food. The caterpillar itself is usually yellow or green with a solid stripe on the back. Black or red spots can be found along the sides of the body with dark hairs protruding from the length of the caterpillar. While their colony is unsightly, their feeding usually does not cause damage to a tree as it occurs in the fall when trees are preparing for dormancy and leaves are less necessary. Fall webworms can be managed on smaller trees without insecticides. You can do this by physically removing the webs, caterpillars, or egg masses. You can knock larvae out of low-hanging webs into a box or garbage bag with a stick or broom. You can also prune webs from lower and smaller branches, or pull them down with a rake or a pole. Further control can be supplied from predators such as

birds and beneficial insects including a parasitic wasp. Tearing a hole in the web may help to facilitate feeding by predators although caterpillars may repair the damage so webs may need to be broken more than once. Chemical control is not recommended as infestations are usually low. If a tree has a high infestation there are several chemicals available for homeowners. Hose-end or commercial highpressure sprayers are best for reaching upper parts of trees. The caterpillar stays inside their web so insecticide sprays must penetrate the web to be most ef- Webs recently infesting the tips of many local trees are the home of a fective.
