R-I school board adopts tax rate, puts $1M in CDs

In a Wednesday, Aug. 17 tax rate hearing in the Stover school library, the Morgan County R-I School Board adopted a districtwide property tax levy of $3.43 per $100 assessed valuation. Effective for the fiscal year that began Friday, July 1, the new rate represents a voluntary rollback of $.0012 from the maximum allowable rate of $3.4312. The tax rate is based on the district’s estimated total assessed valuation for tax year 2016: $71,402,199 in real estate, down from $72,517,284 last year; and $13,814,557 in pesonal property, up from $13,811,006 last year; totaling $85,216,756, compared to the tax year 2015 total of $86,328,290. Revenue budgeted at the new rate includes $2,556,503 for operating funds, coming from $3 of the $3.43 tax levy, plus $366,432 for capital improvements, coming from the remaining $.43 per $100 property value. Total budgeted revenue for the current fiscal year is $2,922,935. The new levy decreases the district’s projected revenue from property taxes by $1,021, or .0352 percent. This is offset by a gain of $26,951 in property value resulting from new construction and facility improvements. Actual revenues may be affected by state-assessed property income and changes in valuations made by the Board of Equalization. Certificate of deposit Later, in new business during its regular monthly meeting, the school board authorized an investment of $1 million in two $500,000 certificates of deposit. Superintendent Matt Unger recommended the investment,

noting the CD rates were included in the banking bids the board looked at last month. The interest rate of 1.5 percent for a five-year CD was considerably better than the interest on a checking account. Unger noted the district’s reserves have never fallen below $1 million, but if the money is urgently needed, the penalty for withdrawal is three months’ interest. Superintendent’s report Unger reported the district’s total July revenues were $244,657, and its total expenditures were $129,813, leaving a bank balance of $3,238,694.94. Unger anticipated the district’s achievement test results will be released in mid-September, but may not be available for the board to discuss until October. In his facility update, Unger noted the summer maintenance crew did “an awesome job,” showing pride in their work and completing repairs to the culvert below the school. Board vice president Scott Bauer, presiding in the absence of President Tom Chandler, commented, “The school looks very good. The cafeteria turned out well. After it’s done now, you see how much it was needed.” Unger reported construction on the new preschool classroom was completed and passed inspection, and the program has received its state license. He said it is a good sign that the preschool now has a waiting list. Unger presented to the board a new crisis response manual, noting Sgt. Skyler Viebrock of the Morgan County Sheriff’s Office was scheduled to provide ALICE training to the teachers at an upcoming faculty meeting. ALICE

stands for “Alert, Lockdown, Inform, Counter, Evacuate,” techniques for responding to an active-shooter situation. Unger also presented the board the Missouri School Boards Association’s 2016 Legislative Update, a preview of upcoming bills that will impact future policy changes. The topics addressed by the bills include bullying, youth suicide, dyslexia, state funding for schools, child abuser registration, creating a juvenile justice advisory board, career and technical education, the A+ program, gifted student programs, career counseling, remedial course work, dual credit studies, and more. Administrator reports High school principal Michael Marriott reported approximately 278 students were enrolled in Grades 7-12, a total changing daily as the opening of the school year approached. Marriott said his building’s goals for the year include enhancing college and career readiness for all students, including those who are not college-bound; realigning curriculum to current standards, implementing 1:1 technology and new textbooks; and making sure each student has a positive experience. Elementary school principal Molly Roe agreed enrollment figures have been fluid, but estimated roughly 456 students were enrolled in preschool through sixth grade. Roe’s goals related to implementing Project Lead the Way and the Fifth- and Sixth-Grade Center, new textbooks and testing standards, 1/1 technology for fifth-graders and teachers, and professional development.

Special services director Heather Oelrichs discussed the On-the-Job Training program, allowing vocation-bound students to gain work experience during the school day or after hours, and waiving up to three hours of academic work per day. She stressed this is an opportunity to learn skills leading to employment, and will involve job coaches. Oelrichs said her other goals include increasing parent participation in their children’s education plan, building a bigger Life Skills program, and implementing her department’s new school information system. Other business In other business, the school board approved the annual Secretary of the Board Report. This is a requirement for the audit of the district’s state and federal programs, set to begin Thursday, Sept. 15. The board approved transportation routes for 11 bus drivers, including the new 48-passenger handicap-accessible lift bus. The route schedule also included three spare buses and a 65-passenger activity bus. The board adopted tuition rates for 2016-17, in case families living outside district boundaries wish to send their children to RI. The tuition rate recommended by the Missouri Department of Elementary and Secondary Education was $6,013.34 per student, based on an average daily attendance of 633 students. The school board adopted several revised policies as recommended by the MSBA. These included policies about data reporting, board member and staff conflicts of interest, administration of state and federal programs,

grants, inventory management, audits, purchasing, and travel expenses. The board adopted a bread bid from Bimbo Bakeries, which had to be re-bid due to a miscalculation last month. Bimbo’s rates for fresh bread, delivered weekly, were lower than competing bids for frozen bread from two other foodservice suppliers. The school board approved the district’s 2016-2017 athletic and activity handbook, reflecting policies recommended by the Missouri State High School Activities Association. Unger noted the

policies include student and parent codes of conduct, eligibility guidelines, and a rule against using cell phones in locker rooms. The board approved a list of items to be sold as surplus, including a spot welder, a milling machine, a metal sheer, a MIG welder, a workbench/cabinet, a wire welder, and a drill press. The next R-I school board meeting is scheduled 7 p.m. Wednesday, Sept. 21 in the Stover school library, following a 6 p.m. dinner to introduce new teachers to the board.

The Stover City Council Monday, Aug. 15 listened to residents’ concerns about an easement road and a citation for debris on property. Barn wood on the lawn Dan Riddell noted he received a citation for debris on his property on South Forest Street in Stover, due to a stack of reclaimed barn wood he had purchased and planned to re-sell online. The citation included a warning that he would be fined if the issue was not resolved within seven days. Police Chief Trampus Jackson

confirmed there were multiple complaints about the untidy pile of wood, but he gave Riddell an additional seven days to allow him to talk with the city council. The council advised Riddell he would be in compliance with city ordinances if he obtained a business license and stacked the wood on racks off the ground. “If you can make it neat, we are all behind you,” said Alderwoman Brenda Steffens. “Go make money!” Riddell said he has already sold some of the wood, which

includes barn doors and handhewed beams - materials sought by collectors, decorators, and builders. The council assured Riddell he would not be fined as long as he showed progress toward resolving the issue. Donuts on the gravel Also addressing the city council was Daniel White, whose home is adjacent to the gravel service road extending past the end of West Vine Street. The road provides access to one of the city’s wastewater treatment lagoons, but is a private easement road, not a public street. White was joined by Terry Sutton, who produced documents from the city’s taking of the easement to build the road. White’s question was whether the city’s ordinance banning allterrain vehicles from city streets applies to the service road. He was concerned because his older son, 14, was warned by Stover police officer Bruce Crider for turning donuts on the gravel road with his four-wheeler. White said he dealt with the issue with his son, and the reckless driving will not continue. He also objected to Crider talking to his minor son for several minutes when he, a parent, was nearby and available, but unaware of the incident. White also claimed Crider warned them he would confiscate the four-wheeler if he saw it again. Jackson said he instructed Crider only to warn the family about tearing up the gravel and using the vehicle irresponsibly. Jackson agreed to talk with Crider about his handling of the incident. The council noted that, with-

out directly consulting the city’s ordinance, it did not think the anti-ATV ordinance applied to a non-public service road. Mayor Pro Tem Cody Worthley, presiding in the absence of Mayor Eckie Knierim, said the council would ask City Attorney Doug Kinde for clarification. Police report Jackson reported all the Stover Police Department’s radar devices passed a recent inspection and were recertified. He said vehicle 403, the SUV, has been out of service due to a broken transfer case, which is under warranty. The department has been down to one vehicle while awaiting word on its new car being shipped. Jackson said all department radios are being reprogrammed to include the school frequency, allowing the police to monitor radio traffic for emergencies. He said he continues to work on the Local Law Enforcement Block Grant, in which he hopes to apply for funding for bullet-proof vests and a video camera. Grant coordinator Ann Black advised him to make sure the camera is covered by the grant. Jackson reported Stover police officers handed out safety brochures at the Saturday, Aug. 6 back-to-school health fair at Morgan County R-I School, and he attended a recent emergency planning session in Versailles focusing on propane spills. Public works Maintenance Supervisor Nick Dothage reported a water main was damaged by construction work Tuesday, Aug. 9 on Oak Street. It was repaired, flushed, and tested. A voluntary boil advisory was in effect until Friday,

Aug. 12. Dothage reported good test results for July’s monthly water and sewer samples. He said Meco Engineering continues to assess the problem of rainwater infiltration/inflow in the city’s sewer system. Meco has done camera work and continues monitoring several manholes to locate trouble spots. He spoke with Capital Paving, who was awarded the bid for work on Second Street. The contract was signed, and they said if weather permits, the work should begin by Labor Day. City maintenance staff have been doing some preparatory work. At Dothage’s recommendation, the council voted to buy an Enviro-Line pump to replace the one at the north lagoon lift station. The part alone, without installation, cost $4,025. Dothage anticipated with installation, the cost would total approximately $5,000. The funds would come out of the sewer reserve fund. City clerk’s report City Clerk Sharon Fry informed the council it would need to appoint a new civil defense director, now that Paul Harrison has retired as Stover’s fire chief. Jackson, who already serves as the city’s civil defense coordinator, was suggested as Harrison’s successor. Fry said he could hold both positions at the same time. Because Worthley was not sure he had the authority to make the appointment, Fry said Jackson would be considered to hold the position temporarily until Knierim makes the mayoral appointment. Fry said Co-Mo Connect was scheduled to visit Tuesday, Aug. 16 to talk about the new City Hall

phone system, which would cost approximately $350 to set up. The funds would come out of the city clerk’s reserve fund. She also noted the city’s audit is in the beginning stages, and she planned to take an annual free review class this fall on the city’s accounting system. Other business In other business, Steffens said people have been asking for updates on the city’s chicken ordinance, and there have also been complaints about residents having chickens on their property in anticipation of the ordinance. She urged that the city council take some action soon. Alderman Ryan Hoffa noted Kinde did write an ordinance, but the council had returned it to him with additional instructions. Alderwoman Marsha Walters reported progress on appointing members of a planning and zoning committee. Between five and seven members, not including herself, were needed. Black advised her they would be better off with seven members. With additional names for Walters to consider, it seemed the committee would have a quorum soon. She said residents should not worry about the committee trying to enforce building codes, since its only intent is to regulate what kinds of structures are built and where. Walters said the committee will start with a code based on that of the city of Blackwater, though she did not think its provisions concerning historic preservation would apply in Stover. The next regular city council meeting is scheduled 6:30 p.m. Monday, Sept. 19 at Stover City Hall.

Stover Police Report

Tracy Allen Howe, 47, of Stover, died Tuesday, May 17, 2016, at Good Samaritan Care Center in Cole Camp after a battle with cancer. He was born March 16, 1969, in Clinton, a son of James Alfred and Dottie Mae (Baggett) Howe, Sr. He attended high school in Otterville and married Susan Comfort. He enjoyed hunting and fishing. He lived in Louisiana for a while and was an equipment operator there. He is survived by his parents; daughter Dottie Howe; sons Ibenez Howe and Blake Howe; sisters Tammy Blackmore and husband Everett of Stover and Vena Howe of Sedalia; brothers James Howe, Jr. and wife Heike of Sedalia and William Howe and wife Rhonda of Walker, La.; 10 nieces, eight nephews, and many great nieces and nephews. He was preceded in death by a niece. Private memorial services will be at a later date. Memorial contributions were suggested to the family in care of the Fox Funeral Home in Cole Camp.

James Howe, Sr.

James Alfred Howe, Sr., 76, of Cole Camp, formerly of Walker, La., died Sunday, Aug. 14, 2016, at Good Samaritan Care Center in Cole Camp. He was born Feb. 2, 1940, in Aullville, a son of James Harrison and Eva Rovella (Ritchie) Howe. In his youth, he would sometimes preach at his father’s church. At 17, he enlisted in the United States Air Force and served his country in the Korean War. He married Dottie Mae Baggett April 29, 1962, in Clinton He is survived by his wife of 54 years; daughters Tammy Blackmore and husband Everett of Stover and Vena Howe of Sedalia; sons James Howe, Jr. and wife Heike of Sedalia and William Howe and wife Rhonda of Walker, La.; sisters Judy Stockdall of Shell Knob, Edith Hoke of Camdenton, Lillian Breshears of Beebe, Ark., Eva Vincent of Marshall, Diane Perez of Marshall, and Lila Snider of Dresden; brother David Howe of Stillwater, Okla.; 21 grandchildren, seven step-grandchildren, and 40 great-grandchildren. He was preceded in death by his parents; son Tracy Howe; sister Mary Cook; brother Pat Howe; and a granddaughter. Funeral services were Monday, Aug. 22, at the Missouri Veterans Cemetery in Higginsville with military honors. Memorial contributions were suggested to the family in care of the Fox Funeral Home in Cole Camp.

Don Winfrey

Donald Bruce Winfrey, 79, of Gravois Mills, died Wednesday, Aug. 17, 2016 at his home. He was born Aug. 24, 1936 in Bosworth, a son of Henry Bruce and Jewell Kathleen Finley Winfrey. He married Wauneta Marie Simpson July 18, 1959 in Hale. They were married 57 years. He served in the United States Marine Corp. He worked for the Kansas City Police Department for more than 28 years before retiring to the Lake of the Ozarks. In his retirement, he served with the Gravois Mills Fire Protection District and retired for the second time as Assistant Fire Chief. He was a member of the Missouri Fire Fighters Association and KCPD Retirees. He enjoyed hunting, reading, fishing and woodworking. He is survived by his wife of the home; son Donald Winfrey and wife Elizabeth of Gravois Mills; daughter Kathy Baughman and husband Jim of Sedalia; four grandchildren; seven great-grandchildren; brother Glen Winfrey and wife Leola of Stuttgart, Ark., other relatives and many friends. He was preceded in death by his parents. Graveside services with military honors were Monday, Aug. 22 in Wharton Cemetery in Bosworth. Memorial donations were suggested to the Disabled American Veterans. Arrangements were under direction of the Kidwell-Garber Laurie/Sunrise Beach Chapel in Laurie.

Diana L. Jones (Howard), age 65, of the Ivy Bend community near Stover, passed away Friday, August 19, 2016, at SSM Health St. Mary’s Hospital in Jefferson City. She was born July 26, 1951, in Kansas City, Missouri, a daughter of the late Orville George and Ruth V. (McKee) Brewer. She was united in marriage to Jerry Jones, who preceded her in death on February 4, 2013. Diana was employed at Federal Crop Insurance in Kansas City, Missouri for many years until her retirement. Following her retirement, she became a homemaker and retired to the Ivy Bend community in 2006, enjoying her years there. She was a life member of the VFW Ladies Auxiliary Post 5178 in Gravois Mills. Diana is survived by her daughter, Joy Dawn Trenolone and husband Michael of Blue Springs, Missouri; granddaughters, Brianna Davis and Lindsey Davis both of Blue Springs, Missouri; her significant other, Cliff Howard of the home; her brother, Randy Brewer of the Ivy Bend community and many other relatives and friends. In addition to her parents and husband, she was preceded in death by her sisters, Linda Hedrick and Pat Carmack. Linda Kay Grace, 74, of Versailles, died Friday, Aug. 12, 2016 at Good Shepherd Care Center in Versailles. She was born May 5, 1942 in Morgan County, a daughter of John Amos and Vina L. (Silvey) Shultz. She married A.D. Grace Oct. 28, 1967 in Tipton. They were married 21 years. Her preceded her in death Jan. 5, 1989. She was a member of Calvary Baptist Church of Versailles for many years and served in the Awana program. She lived at Kidwell Home from approximately 1990 until she moved to Good Shepherd Care Center June 9, 2009. She enjoyed attending scheduled activities, crafts and Bible study.

Master Gardener course offered; 30 class hours A University of Missouri Extension Master Gardener Course is being offered starting Tuesday, Sept. 13 in Versailles. Participants will receive 30 hours of instruction in plant growth, flowers, woody ornamentals, turf, vegetables, fruits, soils, insects, disease prevention, and landscaping. Training is taught by MU Extension Specialists and other qualified professionals. The Master Gardener volunteer program is an opportunity for adults of all ages interested in lawns, trees, shrubs, flowers, vegetable gardens and similar activities to learn and to share that knowledge with others. Each person entering the program agrees to a time commitment to the Master Gardener program. Master Gardeners use their education by volunteering in their community at least 30 hours of approved activities the first year and 20 hours each year afterward to maintain their Master Gardener status.

As representatives of the University of Missouri Extension, volunteers may engage in a variety of interesting education activities that benefit the community, families, and individuals. The Master Gardener classes will be at the Morgan County Extension Office Sims Meeting Room, located on the fourth floor of the Morgan County Courthouse in Versaille. Ten sessions are scheduled to begin 6 pm each Tuesday evening and will last approximately three hours each. The course is limited to 25 people and a fee does apply. Leonard, son of the late John and Pearley Kerksiek Wehrman, and Ina, daughter of the late George and Maude Wilson Farris, were married by Delmon Marriott Sept. 4, 1966 at Ritchie Baptist Church in Versailles. Elroy Wehrman was best man and

the Laura Mae Farris Webb was matron of honor. The Wehrmans have four children, Joann Wehrman, Becky Wehrman, the late Phillip Wehrman and Brenda Wehrman King, and three grandchildren. Those attending the celebration should bring a covered dish. Meat will be provided. There will be music by Joshua and Cathy Craig.

Tuesday, Aug. 9 the Kola club met at the home of Lynne Rose for a luncheon. Rose asked the blessing on the food. Barbara Lewis, president, conducted the business meeting. Rose gave the devotion “Who’s Afraid of New Things?” by Sonia Gazeta from “The Listening Heart.” The Scripture reference was Lamentations 3:22-23. The hostess opened her gifts.

The program was an auction of things donated by club members. Those attending were guests Vickie Barr and Roberta Kurtz and members Sharon Curtis, Elizabeth Hazelrigg, Elfi Sinclair, Erma Woolery, Lewis, and Rose. The meeting dismissed by saying the Lord’s Prayer in unison. The next meeting is scheduled 1 p.m. Tuesday, Sept. 13 at the home of Joyce Young.

by Becky Holloway Mid-Mo Ambulance District employees will enjoy the same basic level of coverage under their health insurance plan with the board’s renewal at a slightly higher premium last week. The board met Wednesday evening, Aug. 17 at the district office in Tipton. Ronnie Staggs of Walstreet Group, Jefferson City, presented various options, including renewal of the United Healthcare plan with some modifications. He said the current plan is not available with the same benefits, but the mapped renewal will see office copays increasing from $25 to $40 for primary care visits and from $50 to $80 for visits to specialists. Prescription drug costs will also increase from $10, $35 and $60 to $20, $50 and $80. The deductible, however, will remain at $1,000. The board also viewed options for employee health insurance plans with various features through Anthem, Aetna, Humana, Starmark and others through United Healthcare. The board chose the mapped renewal through United with an increase from $15,092 to $15,686 on the monthly premium, a 3.93 percent hike. No one attended the public hearing held prior to the board meeting to comment on setting the property tax levy. The district is permitted to set the 2016 tax rate at 20 cents per $100 assessed valuation. With a total assessed valuation of $524,574,453, a 20-cent levy would generate about $1,049,000. The board reduced the levy over several years to zero as promised voters with approval of a sales tax to supplement operating revenues. With no discussion the board voted to once

again set the levy at zero. Administrator Lee Kempf presented the board with a letter declining to pay for services that also involved first responders in the event of a cardiac arrest. He talked with the man, distraught at his wife’s death, by phone and addressed issues of concern. Kempf said he found no fault with anyone involved, but the woman had a do not resuscitate order and efforts of resuscitation should not have began if produced. Although Mid-Mo’s responders did use some supplies, the woman was not transported. He asked the board to waive the fee charged and the board agreed to do so. Kempf also discussed with the board a serious medical situation with a valued employee on extended medical leave. His leave time is out in September, but his medical issues will not be resolved that soon. Because the employee, a paramedic, has an outstanding record and has proven loyalty to the district, Kempf asked the board to consider extending his unpaid leave until the end of the year so he will not lose his current rate of pay if he is able to return to work, and also cover his health insurance for August. The board voted to do so. Statistics on runs during July were reported as follows: There were 60 calls responded to out of the Tipton base with 40 transports; California had 82 calls with 53 transports; There were 172 calls at Versailles with 127 transports; and Barnett had 22 calls with 14 transports. There were a total of 336 calls districtwide with 234 transports, for a transport rate on patient contact calls of 77.5 percent. The board’s next meeting will be on Wednesday, Sept. 14 at the district office.

Lady Bulldogs in Holden Tourney The Stover volleyball team will participate in the Holden Invitational Tournament Sat­ urday, Aug. 27 in Holden. There are three pools of four teams each and each pool will have round robin play. The first and second place teams from each pool advance to play in the Gold bracket for the tournament title. The third place teams from each pool meet in the Silver bracket and the fourth place teams play in

the Bronze bracket. The Lady Bulldogs will face Lexington at 9:50 a.m., Oak Grove at 11:30 a.m., and St. Paul Lutheran at 12:20 p.m. in pool play. The other pools consist of Boonville, Holden, Lone Jack, and Windsor and Adrian, Knob Noster, Sherwood and Skyline. Following the tournament, the Lady Bulldogs will host Skyline at 6 p.m. Monday, Aug. 29 for their home opener.

The Stover soccer team starts their 2016 season on the road as they play 5 p.m. Thursday, Aug. 25 at Richland. The Bulldogs return 12 players from last year’s squad that posted an 11-11 record,

including a 4-1 victory at Richland. The Bears finished with a 3-19 record last season. Following the match at Richland, the Bulldogs host Knob Noster at 5 p.m. Monday, Aug. 29 for their home opener.

The Versailles Soccer League is accepting registration for the 2016 fall season. Children can sign up to play 9 a.m. to 1 p.m. Saturday, Aug. 27 at the Morgan County Library in Versailles. Sign-up forms are also available at Versailles Elementary School and can be mailed to 11405 Gunn Road, Versailles 65084. The registration fee is $35 for the first child and $25 for each

additional child. The fall season begins Sept. 13 and ends Nov. 5. Versailles Soccer League is also seeking coaches and volunteers. Bulldogs open at Richland

The Missouri State Highway Patrol reported the following recent accidents this week. Becker A Stover man was injured in a motorcycle accident 7:15 a.m. Wednesday, Aug. 17 on Ivy Bend Road, .2 miles from Webb Loop in Morgan County. The accident occurred when a northbound 2012 Harley Davidson motorcycle driven by Timothy D. Becker, 53, of Stover swerved to avoid a deer on the road. The Harley overturned on its right side and slid across the roadway, ejecting Becker. It then went off the left side of the road, struck a ditch, went airborne, and rolled over before coming to rest in the ditch. Becker, who was wearing safety equipment during the accident, sustained moderate injuries and was privately transported to Lake Regional Health System in Osage Beach. The Harley received exten-

sive damage, and was towed by Whan’s Towing of Versailles. Jamison Two people were injured in a motorcycle accident 3:15 p.m. Saturday, Aug. 20 on Cup Tree Drive, 0.1 mile west of Clay Road in Morgan County. The accident occurred when a 2014 Harley Davidson Heritage motorcycle driven by Timothy R. Jamison, 57, of Versailles failed to negotiate a turn, went off the left side of the roadway, and struck a tree. Jamison sustained minor injuries, and passenger Andrea L. Covington, 55, of Versailles sustained moderate injuries. They were transported by ambulance to Lake Regional Health System in Osage Beach. The Harley received extensive damage, and was privately towed from the scene. Both Jamison and Covington were wearing safety equipment during the accident.

As a result, I developed a life-long passion for learning. Why did you seek a job in Stover? I enjoy working in small districts with a lot of spirit and community support. Stover seems to be a great community that actively supports the school. Goals for the year: Getting to know my students, helping them learn what it means to be a life-long learner, and teaching them how to achieve their goals. Hobbies and Interests: I participate in 3-D archery events, and bow season is my favorite time of year. I also enjoy finding new ways to express my creative side. I recently started to teach myself how to quilt.

Stover FFA members go to Washington Library to celebrate September Garrett Louiselle and Caysi Knierim, members of the Stover Chapter of Future Farmers of America, traveled Tuesday, July 19 through Sunday, July 24 to Washington D.C. for a leadership conference. They joined many other FFA members in the nation’s capital to analyze their personal skills and interests, develop leadership skills, and create a plan for community service at home. Since 1969, the national FFA organization has hosted a Washington leadership conference. Between June 7 and July 30 this year, members from across the country spent a week under the guidance of professionals, counselors, and FFA staff members. In workshops, seminars and small groups, students developed their personal strengths and goals while training to lead their local FFA chapters. Students also analyzed the needs of their home communities, and developed service initiatives to implement with the help of their FFA chapter back home. In recent years, conference participants have promoted agricultural literacy, raised awareness about abuse, collected shoes for people in Haiti, created a plan to address hunger, and more. During the trip, the students experienced the history of the nation’s capital, touring landmarks such as the Washington Monument, war memorials, the

The Morgan County Library will be celebrating Library Card Sign-up Month in September. Library director Stacey Embry reported the library has approximately 7,000 current card holders. She said that a recent “purge� of cards that have not been used since 2010, makes the present number of active card holders more accurate. “We get people signing up for library cards every day,� Embry said. “It’s remarkable and encouraging.� In another outreach activity, Embry reported the library’s booth at the recent back-toschool fair in Stover was a success. Children and parents were introduced to new offerings at the library, accelerated reading book finder, Tumblebooks, Mark Twain Award books, library programs and activities, and more. Facility Improvements A new Americans with Disabilities Act (ADA) compliant access ramp is nearing start of

construction. A new ramp and relocated designated handicapped parking close to the ramp are planned. Embry reported the concrete work must be complete before asphalt work can begin. The project should be completed within the next couple of months. Repairs to the front door and one cracked front window are slated. The Friendship Tree in the library lobby contains metal “leaves� with the names of donors who have supported the library financially. Embry was authorized by the library trustees at their meeting Thursday, Aug. 11, to purchase more blank leaves for the display. The trustees voted that patrons who donate $250 or more can have their name(s) displayed on a leaf. Library Briefs - The library trustees considered implementing a unattended child policy, setting a minimum age at which children can be left

unattended by parents in or at the library. - The charge for patrons to send a fax at the library is now $1 for the first page and 50 cents for additional pages. This is lower than the former $3 for the first page and $1 for additional pages. There will be no charge for scanning. - A new procedures manual was distributed to trustees. - Opening the library on Mondays is being considered. A decision will be made after, staffing, salary, and other costs have been determined by the trustees. - An evaluation form for the library director was accepted by the trustees. - A tax hearing was conducted, setting the tax rate for 2016 as $0.0751 per $100 assessed valuation. The next meeting of the Morgan County Library Board of Trustees is scheduled 5:15 p.m. Thursday, Sept. 8 at the library in Versailles.
