he month of March includes two important deadlines for a major LNG project in British Columbia.

March 11 is the last day the public can submit comments to the Canadian Environmental Assessment Authority (CEAA) regarding the preliminary report on the proposed Pacific NorthWest LNG project proposed for Prince Rupert.

March 22 is the day the federal government will table its 2016 budget.

Businesses that work directly in the resource sector, and those of us who supply them, would do well to pay attention to both these dates. The future prosperity of BC – and to some extent Alberta – depend heavily on outcomes this month.

Already the situation is bleak.

Recently two front running LNG production and export initiatives have faltered.

Shell has postponed their final investment decision for their LNG Canada project – this despite having been granted permission to build a facility in Kitimat, B.C. AltaGas has cancelled their Douglas Channel LNG initiative citing “adverse economic conditions and worsening global energy price levels.”

The recent declines in prices of oil and natural gas are having a devastating effect on the economies of Northern B.C. and Northern Alberta. Drilling and completions activity have reduced dramatically. Many projects have been delayed or cancelled. Tens of thousands of workers have lost their jobs.

The Pacific NorthWest LNG project would bring a hugely-needed boost of economic activity to Northern B.C. It would bring jobs, investment and cash flows to a region staggering from recent declines.

The month of March is well underway. At Peace Country Petroleum, we submitted our comments in favour of the Pacific NorthWest LNG project to the CEAA

by March 11. Those of us in this industry are calling on the federal Liberal government to bring the review process to an end and deliver good news for LNG in or soon after their March 22 budget.

Citizen coalition aims to combat LNG and pipeline opposition

Fort St. John residents turned up in droves last month to add their signatures to a letter calling on the federal government to approve the Pacific NorthWest LNG project.

On Feb. 27, the upstart FSJ For LNG group collected more than 500 signatures outside Home Hardware in support of the project, signatures that group founder Alan Yu says are being sent the Canadian Environmental Assessment Agency (CEAA). A second rally was held the following weekend.

“We are hoping we will be able to sway the government to approve with finality the Pacific NorthWest LNG plant. That’s our immediate goal,” said Yu. “We would like to send a message to Ottawa that we are pro-LNG and that it’s about time they approve these plants.”

Earlier this summer, project-leader Petronas and its partners sanctioned the $36-billion project near Prince Rupert on two conditions: approval from British Columbia’s legislature, considered a formality, and the granting of an environmental certificate from the federal government. The project has already received the approval and necessary legislation to proceed from the province, and awaits a decision from the federal government.

Earlier in February, the CEAA released its draft environmental assessment report on the facility, and is accepting public comment until March 11.

Yu said the plant must proceed in order for Fort St. John and the North Peace to access new markets in Asia and lift itself out of the current slowdown. He said about one-third of those who signed the letter worked in the industry and were

unemployed.

“We recognize in a few years, the United States, which is our only export market, will be self-sufficient,” Yu said. “When that day happens, and we don’t have any alternative markets, then our production will be lower and it will be really, really bad for Fort St. John.”

Yu, a former technician who programmed two-way radios for the oilpatch and was laid off in January, began his efforts in December, which has since ballooned to a group of more than 1,300 supporters on Facebook.

Yu wants to combat what he says is “wellfunded and well-organized” opposition to natural gas pipelines and LNG facilities, pointing to a trio of Russian scientists who were in B.C. earlier this month to lend their support to opponents of the Petronas project.

Yu says Canadian regulations are stricter than those in Russia—”it’s comparing oranges and apples,” he says—and that natural gas pipelines are safer than pipelines that carry oil.

“The pipelines are totally different, people should know that,” he said. “They’re so safe, all over cities in Canada, and they even go into our homes.”

Yu’s plan is to expand his group to cities along pipeline routes to the coast, including Prince George, Terrace, Kitimat and Prince Rupert. A truck rally is being planned for March 16 in conjunction with the Independent Contractors and Businesses Association.

“The reason we want this coalition is that the bigger our voices the more we are going to be heard,” Yu said.

The Fort Nelson & District Chamber of Commerce has become the ninth member of the Northeast B.C. Resource Municipalities Coalition.

The coalition, which strives to ensure communities and businesses have a united front on issues related to sustainable development in the region, invited the chamber to its Upstream Update Forum held last November.

According to chamber spokesperson Bev Vandersteen, they were “very impressed not only with the event, but also the inclusive, proactive messages to government, industry and First Nations from the coalition itself,” she said. “We saw first hand how dedicated the coalition is to research on the issues of utmost importance to Northeast B.C. and how the coalition is dedicated to finding solutions to the challenges and opportunities that face our region.”

She said the chamber is “confident” that, in

joining the coalition, they will be part of a team that “will work together for the benefit of all our communities.”

Northern Rockies Mayor Bill Streeper said he’s pleased the chamber decided to join.

“It means our community and region now has two voices at the coalition table and twice the opportunity to represent the views of our citizens, business and industry,” he said.

Fort Nelson is a critical community to the development of B.C.’s LNG industry, according to coalition Executive Director Colin Griffith.

“There are globally significant natural gas fields in the Fort Nelson area, and that resource will help supply the proposed LNG plants planned for B.C.’s north coast and elsewhere,” he said.

The addition of the chamber to the coalition comes after numerous organizations joined late last year: the Fort St. John & District Chamber of Commerce, the Dawson Creek & District Chamber of Commerce, the Northern B.C. Truckers Association, and Energy Services B.C.

Ultimatum rumours untrue, but Pacific NorthWest LNG expects government decision shortly after budget release this month Mike Carter

New federal climate rules are not sounding the death knell for the Pacific NorthWest (PNW ) LNG export facility, according to company president Michael Culbert.

On March 7, the Financial Post reported that the Petronas-led project was threatening to back out over more stringent emissions regulations that were announced by Justin Trudeau's Liberal government in January.

After the story was published, Culbert shot back, saying it was "false."

"The story citing an unnamed source is false and does not reflect the views of Pacific NorthWest LNG," he said in an emailed statement.

"PNW continues its constructive relationship with the Government of Canada on our environmental assessment."

Citing an unnamed source, The Post reported that Petronas had given the federal government a hard deadline of March 31 to make a decision on the project, planned for Lelu Island near Prince Rupert, and threatening to abandon the facility if it hadn't heard one by then.

Culbert also rebuffed this, saying he expects a decision from the federal government on the project will come "in due course."

The project is far from being a sure thing, and it is unclear where the information that the climate change regulations would put the project in jeopardy came from.

FEDeral DECISION EXPECTED SOON In another interview with the Financial Post, Culbert said he expected a decision on the project to come from the federal government shortly after it tables its 2016 budget on March 22.

The British Columbia government gave its approval to the project in November 2014, but the federal decision will have a greater impact on Petronas' final investment decision.

Michael Culbert In an emailed statement to Pipeline News North, a spokesperson for the Ministry of Natural Gas Development said the ministry was pleased that the federal government is running a "very thorough process."

The ministry added that the federal Ministry of Environment has been transparent and that Petronas is still working toward a final investment decision.

“It’s business as usual for (Petronas),” the ministry wrote. “The province continues to support the process and has been assured by the company they remain committed to developing an LNG facility in British Columbia.”

In January, Ottawa announced that new energy projects would be subject to additional assessment on greenhouse gas emissions from the upstream gas fields, such as those in the Peace Region.

For a region that derives large benefits from the gas fields surrounding it, South Peace MLA Mike Bernier said the news might have come as a bit of a shock.

“I think anybody in our region seeing their friends, family and even their children out of work, will be people who understand (the importance of the project),” he said.

“There is a sector out there saying we should stop doing fossil fuel all together and move

to alternative energy. We’ll probably do that sometime, but you can’t do that overnight.”

Although most of the gas for Pacific NorthWest LNG would come from the North Peace, Bernier says the project would have benefits for the region as a whole.

It would also benefit the province. A Conference Board of Canada study shows the project could contribute $85 million a year to the B.C. government coffers and $924 million in annual royalty revenue from gas drilling over a 30-year period.

“If a lot of the drilling ends up being near Fort St. John, a lot of the services can come out of Dawson Creek and vice versa,” he said. “This industry is completely regional.”

WORK TO CONNECT TO HYDRO GRID ONGOING Progress Energy, Pacific NorthWest’s largest source of natural gas, has been trying to tie drilling sites in the Pink Mountain area into the W.A.C Bennett Dam, a move that would significantly reduce the company’s greenhouse gas emissions.

A spokesperson said the company had made no progress on tying it’s infrastructure into the GM Shrum Generating Station at the dam since news broke that it was trying to do so in August. Progress added that it remains involved in “high-level” discussions with ATCO regarding the construction of the proposed power line.

The Canadian Environmental Assessment Agency has received more than 2,000 comments from the public on the project. The public comment period will close March 11. Both those in favour of the project and those against are encouraged to submit their views. dcreporter@dcdn.ca R001697755

The Shell-led LNG Canada partnership awarded the contract for site preparation on its proposed Kitimat export facility to the Ledcor-Haisla Limited Partnership Feb 25.

The announcement comes weeks after Shell’s fourth-quarter 2015 results showed that it was postponing a final investment decision on the project, which would process gas from the South Peace, after a 44 per cent drop in profits.

“As LNG opportunities present themselves to the Haisla we wanted to ensure benefits to our people beyond a few payments here and there,” Haisla Chief Councillor Ellis Ross said in a release.

“This contract, and other contracts like it, present an opportunity for Haisla members who have left to find work to come

back to Kitimat for good jobs.”

That work will include removing tress, shrubs, stumps and rubbish, excavation and grading in the area where the LNG facilities work camp will be built.

LNG Canada said no work will begin until “the necessary permits and authorizations are in place, which we are working to obtain.”

The partnership also said it will make its final investment decision in “late 2016,” but that the partnership has yet to decided exactly when that will be.

“The exact timing of that decision will be up to the Joint Venture Participants to make,” a release said.

AltaGas Inc. is seeking approval to expand its proposed LNG plant in Dawson Creek.

The plant, announced in 2014, is seeking to add another 7,000 gallons to its licensed daily sales capacity of 20,000 gallons. If the Oil and Gas Commission (OGC) approves the expansion, the facility would be allowed to sell up to 102 cubic metres per day. Its intake will also grow, from a daily maximum of 66,500 cubic metres to 85,000.

The plant is the first piece of what AltaGas hopes will be a regional chain of small LNG facilities. It is aimed at the oil and gas industry, which currently uses more expensive and carbon-heavy diesel to power drilling operations, as well as remote communities on generators.

The company announced a project agreement with Premier Christy Clark

when she visited Dawson Creek in 2014.

The plant is located in an industrial area on the west side of town. While construction was expected to begin in late 2015, no major work has begun on the site.

The company expects a maximum of two gas hauling trucks a day at the facility.

The City of Dawson Creek has been invited to submit comments on the proposal. However, the change is small enough to avoid requiring a new development permit from the city.

Plans for a floating liquefied natural gas (LNG) export plant in Kitimat have been shelved, the first B.C. LNG project to be postponed indefinitely.

AltaGas Inc., a partner in the proposed Douglas Channel LNG (DC LNG) plant, announced the decision to cancel the project in its fourth-quarter 2015 results, released Feb. 25.

The $500-million plant would have processed gas from the Northeast B.C. for shipment to Asia. It is the smallest of the 20 export projects proposed on the B.C. coast.

“The DC LNG Consortium, comprised of AltaGas Idemitsu Joint Venture Limited Partnership (AIJVLP), EDF Trading Limited (EDTF) and EXMAR NV (EXMAR), announced today its decision to halt development of the DC LNG project due to adverse economic conditions and worsening global energy price levels.”

The company reported a net loss of $54 million in the fourth quarter of 2015, compared to income of $10 million in the fourth quarter of 2014.

John Lowe, executive vice president of AltaGas, said the project could quickly come off the shelf if prices improve. “This is a tough energy cycle, but it will be back. We’ll be back.”

While they won’t be binding, Dawson Creek is developing local hiring guidelines for oil and gas companies operating near the city.

Mayor Dale Bumstead, who travelled to Calgary last week to meet with oil and gas companies about municipal issues, said several representatives felt a policy defining what the community considers “local” would be helpful.

“Industry are really keen about it, because they see the benefits of getting social licence,” he said, referring to local buy-in for natural resource projects.

The South Peace Economic Development Commission, a committee made up of mayors from Dawson Creek, Tumbler Ridge, Chetwynd, Pouce Coupe and electoral area directors, is working to craft the policy.

However, the city has no binding say in how companies hire.

“You’re not asking them to change their existing procurement policies, you’re asking them to have a look at your aspirations and see if that’s something they’d accept,” Chief Ad-

ministrative Officer Jim Chute told council at its Feb. 22 meeting.

“You’re not talking about regulating, you have no authority to regulate.”

Bumstead said the policy could include lists of local service companies, including water haulers, vac trucks, and industrial first aid providers.

The policy would also open lines of communication between industry, local government and businesses in the region, Bumstead said.

He did not know of other resource communities with similar guidelines.

“It gives local companies the opportunity at being considered,” he said. “Our expectation is that if industry are coming in here and building a pipeline, they will give local companies an opportunity at bidding on that.” reporter@dcdn.ca

On Feb. 24, the B.C. Ministry of Natural Gas Development put up two drilling licences and three parcels of land at its monthly petroleum and natural gas rights public tender.

Not one sold.

For the first time in history, the B.C. government is walking away from an oil and gas land sale with $0 on the ledger.

It’s the lowest total on record, and another sign of the dire toll low prices and market uncertainty are exacting on the B.C. oilpatch.

“I can’t find anyone who can remember a zero-dollar land sale,” said Energy Services BC director Art Jarvis. “It’s very indicative of what 2016 is going to be like. There’s all sorts of indicators in the last little while that have been frightening people in business.”

Rights to drill for gas are leased for terms of five to ten years. The land sale typically accounts for the majority of the

province’s oil and gas revenues, with natural gas royalties making up the balance.

The ministry confirmed it was the first time the province received no successful bids at a land sale.

“The prices received reflect a lower number of hectares being requested and a reduced geological potential in comparison to previous years,” a ministry spokesperson said in an email.

Seen better days Ten of the top-25 sales came in 2008— a banner year for the industry.

The best-ever land sale was July of that year, when the province leased $610 million in land and drilling rights. May 2008 saw a record $9,537 paid per hectare.

Last month, the sale netted just $200,000 at an average $76 per hectare, continuing the trend of 2015, which was among the worst years on record.

Income from earlier windfalls continue to prop up the province’s oil and gas revenues, but those revenues are pro-

jected to shrink unless significant progress is made on the province’s liquefied natural gas (LNG) export industry.

While royalties are expected to grow over the next few years, the province announced $120 million in royalty credits on the day of the land sale to “attract new, long-term investment in the natural gas and oil sector.”

Jarvis said that while low land sales bode poorly for future oil and gas activity, that doesn’t mean the industry will grind to a halt.

“What it means, for one, is there’s no new players coming here,” he said. “But the land sales have been so huge for so long now that these producers who can afford to do this new horizontal drilling have purchased enough property that they haven’t (fully) explored it. They have a lot of room to do what the need to do in the next little while.”

B.C. budget forecasts $128M in natural gas royalty revenues Jonny Wakefield

producing record amounts of gas—a situation some say poses an existential threat to the industry in Canada.

Premier Christy Clark has said sales to Asia, where prices are higher, are needed to prevent the sector from going into decline.

Despite those pressures, B.C. sold more gas last year than in 2014. The province sent 43.9 billion cubic metres down the pipeline in the last fiscal year, compared to 39.3 billion cubic metres the year before. However, the industry was less profitable due to the fall in prices.

Gas reached its highest point of the past 10 years in June 2008, selling for $9.34 per gigajoule. In 2014, gas peaked at just under $6.

Royalties and drilling rights sales are tumbling, but there’s no oil and gas-sized hole in B.C.’s fiscal plan—yet.

The B.C. government tabled its 2016/17 budget Feb. 16, a $47.5 billion spending plan that remains balanced despite major downturns in nearly every natural resource sector.

Energy, metal and minerals are expected to account for $1.03 billion in provincial revenues this year. But those incomes are sagging under weak prices, earlier windfalls are drying up and hopes for a liquefied natural gas (LNG) export market remain shaky.

The government expects income from the sale of natural gas drilling rights—its largest source of energy revenue—to decline 65 per cent over the next three years as the industry copes with a crash in prices. At the same time, revenues set aside from billion-dollar land sales between 2007 and 2010— which helped offset one of the worst land sales on record last year—are running low.

The province is forecasting natural gas royalty revenues of $128 million for the 2016/2017 fiscal year, down from an estimated $151 million for 2015/2016. Both those figures are well off from the $493 million collected in 2014/2015.

B.C. enjoyed even higher natural gas royalty revenue during the 2000/2001 to 2008/2009 timeframe thanks to elevated gas prices. During this period, gas revenue passed forestry — the traditional top industry in the province — in terms of resource revenue.

While natural gas royalties are expected to rebound starting in 2017, they won’t be enough to offset the drop in land sales. Overall, income from energy, metals and minerals will shrink from $1.2 billion last fiscal year to $825 million in 2018/19, according to government figures.

Stewart Muir, executive director of the think tank Resource Works, said declining resource revenues first cargoes of LNG shipped to Asia, which would are cause for concern.

He added that the natural gas industry is unique because it pays both royalties and export fees, in addition to the taxes paid by other businesses. An analysis by Resource Works found strong correlations between capital spending in the resource sector, housing starts and business incorporations.

“The bottom line is this: the more that’s invested in building our natural resources sector, the more businesses are created, and the more jobs are created,” he said.

If it has wheels or treads and moves dirt, chances are there’s one sitting in the Grande Prairie Ritchie Brothers lot.

A notice for the auction house’s upcoming sale is a list of just about every piece of heavy equipment found in the oilpatch, including skid steers, graders, dump trucks, water trucks, vac trucks, and camp shacks.

In mid-March, Ritchie Bros. will hold an early spring auction—a relatively rare event scheduled to meet added demand.

“Size wise, it’s not a lot different from any of the other auctions we’ve had in Grande Prairie,” said Simon Wallan, vice-president of sales at Ritchie Bros. “But it’s one of the first March auctions we’ve had in the past five or six years.”

Some worry the sale—as well as a series of massive auctions in Edmonton—are signs of a crippling sell-off of heavy equipment brought on by the oil downturn.

“It’s pretty scary,” said Dawson Creek Chamber of Commerce Executive Director Kathleen Connolly. “Anyone you talk to in industry right now, this is what they’re talking about: what’s going on at R.B.”

The sale includes equipment from Continental Pipeline, which suspended operations in Fort St. John earlier this year, as well as a “complete dispersal” of Pinnacle Services’ High Level fleet. As of Feb. 19, there were 1,766 items listed on the March auction.

Wallan said he couldn’t speculate on why companies are selling.

“We service customers for a lot of reasons,” he said. “Obviously, the economy and the amount of work that’s out there dictates that. (Sellers) have made business decisions that they don’t need the equipment anymore or they’re ceasing to be in operation.”

Ian Marchuk, a Dawson Creek resident who’s been in business in the oilpatch since the 1970s, said the next few auctions represent a once-in-a-generation loss of capital investment.

“It gives you an idea of the spread and value of the work that has, all of a sudden, gone,” he said. “These next few sales—Prince George, Grande Prairie, Edmonton—are complete game-changers.”

He added that watching the auction circuit is especially frustrating amid talk

of bailouts for the aerospace industry in Quebec.

Connolly said many companies that can’t make payments on loans or equipment are being forced to sell.

“If you look at the list of what’s going to auction, not only in Grande Prairie but in Edmonton, it’s a lot of the oil and gas fleet. It’s vac trucks, it’s a lot of the service equipment.”

She suspected that with the weak dollar, much of that equipment will go to the United States.

If the oilpatch rebounds, “you’re buying back against the American dollar. It’s brutal,” Connolly said.

“The bad side of that story is that when the economy does recover, is there going to be any equipment left in Western Canada?”

The Grande Prairie auction is set for March 14 and 15, with another scheduled in April. Industrial sales in Edmonton are set for this month, April and December.

Getting creative in the economic slump Bronwyn Scott

When work started becoming scarce as oil and gas activity slowed in the Peace, Dean Bell took the opportunity to get in touch with his creative side.

Now, the welder-turned-craftsman is viewing the economic slump as an opportunity to embrace his latest passion full time.

Using reclaimed materials, like from the scrap bins at his work, Bell has been making artistic, one-of-a-kind coffee tables, and statuesque animals out of recycled piping and related materials.

“When it started not being that busy at work, I just started putting around in my shop and started building stuff,” Bell said.

The hobby isn’t entirely new for Bell. A decade or so ago, he used to build tables on the side to help pay for his racecar, an expensive pastime and a bone of contention in his marriage, he said.

He’s no longer into racing—“too much money involved,” he says—but his love for building has been rekindled.

“I’ve been procrastinating about doing it for years and this is the perfect opportunity. The nudge is there,” he said.

A common motif he incorporates into his tables is a killer whale, with its dorsal fin coming through the top of the glass surface, “so it looks like it’s breaking the surface of the water,” Bell said.

Each table Bell makes is unique.

“I just get recycled materials and I just place them how I figure they should look, and just

While Bell has been focused on making tables for the time being, his repertoire may expand as he further develops his talent.

“It just depends on what I come up with. I’ll just wake up some days and I’ll just have an idea in my head and I’ll go out and start on it.”

Bell has been living in Fort St. John for 40

years, but he’s recently put his house up for sale so he can leave town, start fresh and pursue his table-making passion full time.

NEB admits faults, says it’s working to improve trust with Canadians Mike Carter Staff Writer

The National Energy Board is working to restore public trust after a series of pipeline breaches and a much-criticized review process for energy projects, Chief Operating Officer Josée Touchette told the House Standing Committee on Environment and Sustainable Development March 1.

Touchette’s comments come on the heels of a fall audit report from Canada’s Commissioner of the Environment and Sustainable Development, Julie Gelfand, that revealed the national energy regulator was failing to keep up with pipeline safety breaches.

The NEB provides regulatory oversight to about 73,000 kilometres of interprovincial and international pipelines—enough pipeline to wrap around the earth twice.

Touchette said that since taking her position a year ago, she and CEO Peter Watson were “already aware that the NEB needed to change to respond to a growing issue of public trust,” she said.

Touchette said she and Watson quickly learned that although the board had 475 “welleducated, talented and dedicated” staff, it was evident that “the energy and environment discussion in Canada had changed dramatically over a short period of time,” and the board was “not prepared” to deal with that change.

“The systems that support our oversight function were not sophisticated enough to help us analyze and demonstrate our performance,” she said.

Most notably, the board failed to be transparent and show Canadians how regulators work to keep pipelines safe, she said.

Because of this, Touchette says the board was not surprised by Gelfand’s report.

“We immediately embarked on an aggressive agenda of modernization,” Touchette said.

The first changes were to the leadership team. Of the 10 most senior staff in the organization, six are either new, or new in their positions.

The board also brought online an interactive map of all pipeline incidents, and made inspec-

tion reports and evaluations of emergency exercises conducted by pipeline companies available on its website.

In addition, Touchette says the NEB will help pipeline companies post their emergency procedure manuals online in the next few weeks.

The NEB also opened new offices in Vancouver and Montreal and is in the process of posting all pipeline approval conditions issued since January 2010 to its website.

“This audit confirmed our diagnostics and helped guide the change we are undertaking, that will, we believe, lead to more robust oversight, greater transparency and ... greater public confidence and engagement in the decisions of the board,” Touchette said.

The NEB reports to Parliament through the Minister of Natural Resources.

Spectra wins appeal in toad habitat case Mike Carter Staff Writer

The National Energy Board has fined Spectra Energy $4,000 after the company failed to update the regulator on the impact of a pipeline expansion on Western Toad habitat.

The original fine was $28,000, but was reduced after the company was successful in a challenge last July.

The fine relates to impacts on an area of the toad’s habitat along the Transmission North Expansion project north of Moberly Lake, in the Beryl Prairie area near Butler Ridge Provincial Park.

“It was an administrative error,” Spectra spokesperson Jesse Semko said.

“We thought in the report we submitted that we addressed the mitigation (of toad habitat) to a satisfactory level, but the NEB had something else in mind so that was the reason for the fine.”

In a decision letter issued March 2, the board said that after reviewing all of the evidence, Spectra failed to provide information that it was minimizing the effects of construction on the Western Toad after the first year of construction in 2012.

However, the NEB said Spectra, operating as Westcoast Energy Inc., was not aware it had made an error. Spectra says it was not clear what needed to be reported and says it effectively mitigated any impact on the toad’s breeding habitat by constructing water dugouts.

The NEB found that although Spectra failed to report information on this mitigation after construction, the violation was primarily a reporting or record keeping failure.

The Transmission North Expansion began in August 2012 after receiving environmental approval. It involves the construction of 24 kilometres of 42-inch pipeline designed to transport sweet natural gas adjacent to the existing Westcoast Fort Nelson Mainline. dcreporter@dcdn.ca
