Medford Council Mulls Repeal of Township’s Pay-to-Play Law

MEDFORD —Lawmakers in Medford Township are considering a measure that would remove the municipality’s current pay-to-play restrictions on public contractors, put into place in 2012.

Vendors holding or seeking to obtain public contracts with Medford Township are subject to limits on political spending imposed under the township’s 2012 Contractor Pay-to-Play Reform Ordinance.

However, these township restrictions would be lifted if Medford Township Council chooses to move forward with a newly proposed ordinance, introduced for first reading at council’s Nov. 19 meeting, that would repeal the 2012 law in full.

“It wasn’t a good ordinance,” said Mayor Charles “Chuck” Watson of the 2012 Contractor Pay-to-Play Reform Ordinance in a phone interview with this newspaper. “It was very confusing. A lot of our professionals had a hard time understanding what exactly they could and could not do.

“The last thing we want is for someone who is working for us to accidentally violate it (the ordinance) and then all of a sudden we lose someone who is important to our team.”

The 2012 ordinance places caps on political spending in Medford and Burlington County

politics by companies holding or bidding on township contracts. It disqualifies any business from receiving public contracts from the township if the business (or individuals affiliated with the business) has made political contributions exceeding certain thresholds in the preceding calendar year.

The thresholds vary from $300 to $500, depending on the recipient of the contribution.

Recipients covered under the ordinance include individual candidates for municipal office, candidate committees and joint candidate committees for candidates for municipal office, municipal and county political committees and political party committees, and “any continuing political committee or political action committee that regularly engages in the support of Township of Medford or County of Burlington elections and/or Township of Medford or County of Burlington candidates, candidate com m ittees, joint candidate committees, political committees, political parties, or political action committees.”

Watson said Township Solicitor Timothy Prime had reviewed the 2012 ordinance and recommended that council repeal it.

Prime, also in a telephone interview with this newspaper, said that the wording of the 2012 ordinance makes it unclear in certain cases whether a contribution would be permissible, particularly in the case of contributions to

political action committees.

“You have to be clear who you can contribute to, or not,” Prime said. “That was my main problem with the ordinance. It (has been) hard for us to give advice to people on what was acceptable or not under the ordinance.”

If the 2012 ordinance is repealed, contractors doing business with Medford Township would still be subject to state pay-to-play restrictions.

State law places a $300 cap on contributions to municipal candidates, and municipal political parties, from contractors awarded municipal contracts worth more than $17,500.

Watson said the township council would consider instituting a new pay-to-play ordinance that is “easier to understand and comply with” in the future.

“There is state law that we certainly need to comply with, whether we have an ordinance or not in town, but we’ll be looking at how to replace this (municipal ordinance) at some point,” Watson said. “We clearly believe in not having a pay-to-play situation.”

Council, in 2014, found that five contractors had violated the township’s pay-to-play ordinance by making contributions to a council candidate that that exceeded the $300 municipal threshold, according to township records.

BASS RIVER—The New Jersey Department of Transportation (NJDOT) contended in correspondence with this newspaper that it is exploring the possible use of flaggers or State Troopers to help regulate a single-lane alternating traffic pattern on Route 9, at the site of a Jobs Creek Bridge improvement project, following yet another new account that motorists are disobeying temporary traffic signals posted at the bridge.

The state’s exploration followed its review of postings in local social media groups by a project worker on Nov. 20 (whose name and position we are withholding at this time from publication) pleading with motorists to obey the temporary traffic signals, posted at both ends of the bridge that carries Route 9 over the Mullica River, which eventually turns into Jobs Creek.

“Alright, I know this might be tough for some people to understand, but when the traffic lights are red at the Jobs Creek Bridge, that means stop,” the project worker said. “Yes, there is a countdown timer for the green light, but if the light stays red, there is probably a reason for it (hint: the light isn’t broken)! It could mean an emergency vehicle triggered a sensor at the other light, or crews could be working out in the lane.”

The project worker’s postings were apparently made shortly after three motorists disobeyed one of the traffic signals and came up upon work crews filling potholes in the open lane of travel.

“Once again, we had three cars run the red light, heading northbound, and pull up to our crews, while we were fixing the potholes,” the project worker said. “Please be mindful of our workers and follow the traffic laws, so everyone remains safe. Remember, these workers have family and friends outside of work that they would like to go home to each day (you may even know some of the workers who live in this area).”

The project worker added in the posting that “this wasn’t the first time” motorists had run the red lights at the bridge.

It was just two weeks ago that this newspaper reported at length on resident and local official concerns regarding the traffic signals.

In early October, Commissioner Louis Bourguignon, of the Bass River Township Board of Commissioners, contended that “everybody was calling him and complaining” about the temporary traffic signals. He said that they were apparently malfunctioning and not changing about every four minutes as they were intended to do.

The NJDOT later confirmed to this newspaper that the traffic signals did malfunction at the start of the alternating traffic pattern.

Bourguignon said he was advised that there was a bad sensor.

Some who attended the October board meeting remarked that the situation had resulted in some motorists disobeying the traffic signals, and due to a curve in the area, those who did so

were taking their chances crossing the bridge without knowing whether or not there was oncoming traffic.

Tom “Tommy” Wetmore, chief of the New Gretna Volunteer Fire Company, contended at the time that firefighters, responding to fire calls, were being held up at the bridge by having to sit and wait for a green light.

“First, they were supposed to give clickers out,” Bourguignon said. “Then, they said they don’t have to, and when you drive the fire tucks up there, the strobe lights are supposed to change the signal. That is what I was told.”

Deputy Mayor Nicholas Capriglione called the situation a “hazard.”

“The problem is that the passageway seems to be so long that even if you were able to change the lights, the firefighters would still have to wait for a lot of that traffic to come through, and that is going to be a hazard,” Capriglione said.

“It is quite a distance, even if the light changes, you still have no idea who is passing through.”

Wetmore said that firefighters can’t go through any red light because it is impossible to see who is coming from the other way.

“If you meet somebody there, you are done,” he said.

Resident Kevin Foder told Mayor Deborah Buzby-Cope that he observed state troopers in three New Jersey State Police cruisers, with activated red lights, just “waiting and waiting” for the traffic light at the bridge to change from red to green.

Additionally, since the traffic sensors are automated, there is no one manning the regulation of the alternating traffic pattern.

On Nov. 4, a tractor trailer carrying a wide load apparently became stuck between a concrete barrier and a guardrail placed on the edges of the open one lane of travel. Route 9 had to be temporarily closed completely between East Greenbush Road and Munion Field Road, in Bass River, for several hours, snarling traffic in the area.

At the time of this newspaper’s initial story, Steve Schapiro, deputy director of Communications for the NJDOT, contended that there have been “very few problems or incidents” at the Jobs Creek Bridge site that he was aware of since the improvement project began.

Following this newspaper’s initial coverage of all of the issues at the site and the new developments with the project worker’s postings, Schapiro contended the use of a single lane of alternating traffic with temporary traffic signals during a construction project is a common traffic staging configuration that has been used for decades.

“It is extremely uncommon to have problems in which drivers do not observe a red signal,” he said. “NJDOT is working with the contractor to explore what can be done to improve safety at the Route 9 bridge over Jobs Creek for both drivers and construction workers on site. Those options may include the use of flag men or state police.”

The fatal collision occurred near mile marker 2.8 around 2:03 p.m. on Nov. 24, according to Trooper Charles Marchan, a spokesman for the New Jersey State Police.

“Both drivers suffered fatal injuries as a result of the collision,” Marchan said.

Route 72 was closed from about the FourMile Circle to County Route 563 for several hours Sunday while state police investigated the collision, according to emergency notifications from Woodland Township.

“There is no further information (about t he c ra sh) ava i lable at t he moment ,” Marchan said.

Janda had just graduated in June from Pinelands Regional Senior High School in Little Egg Harbor Township.

SOUTHAMPTON—Brenda Jones would wrap her arms around every woman going through medical treatment, if she could.

But because doing so isn’t feasible, instead, the Southampton resident has created “Hug Wraps,” a non-profit organization that handcrafts soft and colorful kimono-style flannel robes that she hopes feel like a warm embrace, when women may need it most.

Earlier this fall, she gathered 92 volunteers— ages 5 to 91—on the second floor of Olde City Quilts, in Burlington, to embark on her first-ever Hug Wraps Two-Day Sew-a-Thon fundraiser.

Volunteers included members of the Burlington City police and fire departments, and the city’s Niagara Fire Department brought a firetruck to show its support for the cause.

“It was so great to see everyone in the community—families, church groups, Girl Scouts, moms and dads and kids—not only to support Hug Wraps but also the 10 non-profits

that we chose to make things for,” Jones said.

“I Spy” blan kets for k ids, bibs and pillowcases were among the items made during the sew-a-thon. Jones said that the items will be distributed to pediatric cancer, adult cancer and hospice patients; homeless men and women; and for the care of animals.

Jones planned the fundraiser to coincide with Breast Cancer Awareness Month in October, which also corresponds with the time of year she was diagnosed with breast cancer, 11 years ago.

She said she hoped the event would “put a spark in people that would spread” and is pleased that the volunteers saw the amazing results that can occur when people are determined to make a difference.

As previously reported by this newspaper, for Jones, it was her feelings of anger and frustration that caused her to act at the time of her diagnosis and create Hug Wraps: not only did she face a health crisis at the time,

Father of 8 Killed in Crash on Garden State Parkway LITTLE EGG HARBOR—An early Sunday morning accident on the Garden State Parkway, in Little Egg Harbor Township, has claimed the life of a father of eight.

The fatal accident occurred near mile marker 58.3 on the parkway around 2:21 a.m. on Nov. 24, according to Trooper Charles Marchan, a spokesman for the New Jersey State Police.

Marchan said a 2009 Honda CRV, driven by Stephen M. Izzo, 35, of Milmay, was traveling northbound on the parkway when it struck the side of a disabled 2010 Ford Edge belonging to Stephen M. Chiarle, 48, of North Cape May. “The driver of the Ford suffered fatal injuries,” Marchan said. “The driver of the Honda suffered serious injuries. There is no further information (about the crash) available at the moment.”

Chiarle created a GoFundMe page in September, asking the community for financial support after falling on hard times. In a

fundraising description, Chiarle had contended he had been disabled for four years, his family had run out of funds and two of his children were “extremely handicapped.”

Chiarle’s loved ones told Philadelphia’s WCAU-TV (NBC 10) on Nov. 25 that Chiarle was working as an Uber driver at the time of the accident, only just hours after attending a birthday party for one of his seven grandkids.

Vicki Ehrenberg, Chiarle’s girlfriend, told the television station that Chiarle was so excited to work for Uber because he could make money for his family and “finally have a decent Christmas for the kids.” She added that Chiarle also enjoyed the Uber job because it provided him with an opportunity to share his story of overcoming addiction.

“He said, ‘If he could touch one person, it meant a lot to him,’” said Ehrenberg to the television station, noting that Chiarle was clean for more than six years.

Pack Up the Traffic Lights and Use Flaggers, State Police complaints and incidents at the bridge a few weeks ago, contended that there have been “very few problems or incidents” that he was aware of since the project began.

Diane Gutierrez-Scaccetti, commissioner of the NJDOT, needs to convene an urgent meeting with state police, the project contractor and local officials to not only iron out a solution to the concerns and troubles, but to hear of all the troubles first-hand—of which there have been many.

Bass River Township Mayor Deborah Buzby-Cope said NJDOT officials initially wanted to shut down Route 9 during the course of the project. She contended the township wouldn’t let it happen.

An NJDOT official told this newspaper a few weeks ago a complete closure of the highway was never considered as a viable option.

T h e New Je r s ey D e p a r t m e nt of Transportation (NJDOT) and New Jersey State Police need to work together to come up with an immediate, sustainable solution to make the Jobs Creek Bridge project site safe for motorists and work crews until the project is complete, now anticipated to be sometime in May. Multiple problems, including an accident, have occurred since an alternating traffic pattern, regulated by temporary traffic lights, has gone into effect at the project site located in Bass River Township.

Motorists have raised alarm.

Local officials have raised concerns.

Now, even a project worker is speaking out, raising new concerns, and publishing a desperate plea for motorists to obey the signal, so workers don’t get run down.

thoroughfare completely is one of last resort.

So, what can be done then?

The same spokesman for the NJDOT, after our initial report on the matter was published, and aware of the project contractor now sounding off, said the agency is now exploring the use of flag men or state police as a possible option to address the situation.

We think the NJDOT should pack up the traffic lights and go with that option.

It is a sensible solution.

It would subst a ntia lly reduce t he opportunity for head-on collisions, ensure safe speeds are maintained, prevent oversize vehicles from getting stuck and improve the flow for emergency vehicles responding to an emergency.

It is important that if flaggers are used, that the state police maintain a presence to monitor that the flaggers are not put in harm’s way.

Seniors Convert Plain Porcelain Cups Into Intricately Decorated Creations

PEMBERTON—Some area seniors have learned during the past two weeks that porcelain cups, which more often than not are white with thin walls, don’t have to be so plain as they are relatively cheap to decorate.

Carol Smith, who has been instructing craft classes at the Pemberton Township Senior Center for several months now, gathered ten seniors together on Nov. 15 for a porcelain painting class, providing them with instruction on how to use paints to decorate porcelain cups.

Each participant, per Smith’s instructions, took a porcelain cup and began cleaning them with an alcohol swab, removing any potential fingerprints and oils.

Sm it h t hen d isplayed a PowerPoi nt presentation showing a number of painted cups with various designs and themes. Each design that was displayed brought sighs of admiration; they were all so beautiful.

Smith also showed the class a porcelain cup she had decorated to further serve as an example of what can be done to them to jazz them up.

Thereafter, participants had to decide what would work best for their personal creation and sketch their intended design on a piece of paper. Participants, after sketching their design on paper, each had to take a permanent marker and intricately outline lettering and spots for fill-ins and accents on their cup.

Flowers were the favorite design choice for several seniors, but some cups were decorated into holiday-themed gifts for friends or family members.

The paints Smith provided for use during her class were imported from Germany and relatively difficult to acquire. Smith cautioned all to be careful and not wasteful.

Ooo’s and aaah’s were heard continually during the class as participating seniors admired each other’s progress.

Porcelain painting proved to be the most popular craft class subject so far, so Smith scheduled a second porcelain painting class on Nov. 22. Participants were equally delighted with the second class.

Smith’s craft classes, usually held on a Friday, have become so popular, limited spots are filled within an hour of her announcing one.

Classes, which cost $2 per person to help cover the cost of the materials, are limited to ten seniors because of available room space.

Provided materials cost considerably more than the $2 fee, but the rest is covered by the senior center’s budget.

In other happenings, Pemberton Township Senior Council President Frank Journeigan is arranging for area seniors to visit The Creation Museum in Petersburg, Kentucky from March 23 to 28 and see “Noah’s Ark.” Spots can be secured for a $75 deposit. The total cost is $629 for the trip. The cost includes five breakfasts and three dinners.

with eyewitness accounts of multiple law enforcement officers ca r r ying tactical shotguns and utilizing K9s, all while a New Jersey State Police helicopter flew above them, led to the peaceful apprehension of several suspects. Armored Humvees were deployed to the area in the latter incident.

The first incident unfolded at around 12:58 a.m. on Nov. 17 when a Stafford Township Police Department patrolman attempted to stop a silver BMW in the area of Route 72 East and East Road, in Stafford Township, for traveling at a high rate of speed.

“After failing to stop, the BMW led Stafford Township police officers to Route 9 and Sooy Road in Bass River Township, where three occupants fled on foot into a wooded area,” said Captain James R. Vaughn, a spokesman for Stafford Police.

A “short foot pursuit” led to the apprehension of one of the BMW’s suspected occupants, David Griffiths, 22, of Springfield Gardens, New York, according to Vaughn.

Vaughn added that an additional suspected occupant of the BMW, later identified as Elijah Bryant, 20, of Valley Stream, New York, was subsequently arrested with the assistance of New Jersey State Police K9 and Aviation Unit, Little Egg Harbor Township Police Department and Tuckerton Borough Police Department.

“The third suspected occupant of the BMW is unable to be identified at this time,” Vaughn said.

Griffiths was charged with possession of controlled dangerous substances, possession of controlled dangerous substances with intent to distribute, hindering apprehension and eluding a law enforcement officer.

Bryant was charged with possession of controlled dangerous substances, possession of drug paraphernalia, eluding a law enforcement officer and obstruction.

Vaughn told this newspaper on Nov. 25 that the third suspect has not been located.

“We are still investigating the incident,” he said. “However, there is no threat to anyone.”

The second and unrelated (as confirmed by Vaughn) incident occurred at approximately 10:22 a.m. on Nov. 21 when a Tuckerton Borough Police Department officer exchanged gunfire with a man after the vehicle he was a passenger in fled a motor vehicle stop near the intersection of Route 9 and North Green Street in Tuckerton, and caused a subsequent collision with another vehicle near the intersection of Route 539 and Third Avenue in Tuckerton.

Ocean County Prosecutor Bradley D. Billhimer said the officer was not injured in the incident.

Eyewitnesses said the officer told the shooting suspect to put his hands on the hood of the car before the multiple gunshots rang out.

The shooting suspect, later identified by the county prosecutor as Miguel Angel Villegas, 29, of New Haven, Connecticut, fled the scene on foot.

A “massive manhunt” ensued across several Pinelands communities along Route 9 with police warning the public that the suspect was considered to be “armed and dangerous.”

Schools in Bass River, Little Egg Harbor and Tuckerton, including those that are part of the Pinelands Regional School District, were moved to shelter-in-place status as a precaution. Multiple parents took to social media, remarking that they were concerned for the safety of their children. Some reported that their children were calling them, concerned

Tuckerton, in an emergency notification sent to residents at 11:27 a.m., advised members of the public, outside of the schools, to also shelter-in-place.

The Little Egg Harbor Township Police Department, at 11:43 a.m., disseminated a photograph of the suspect “considered dangerous,” riding a tricycle, and warned that he might be at large in the area of County Route 539 and Church Street.

“If seen call 911 immediately,” wrote Little Egg Harbor Police on social media. “Avoid area, large police presence.”

The tricycle, according to authorities, was stolen from a house near the crash scene.

By late morning and early afternoon, the Tuckerton area was on a virtual lockdown.

A staging area, with a large contingency of heavily-armed officers from numerous law enforcement agencies, was established in the search area.

Numerous officers could be seen walking the streets of the search area with tactical shotguns in hand, and some wearing riot helmets. Other officers were driving Armored Humvees.

A short-time later, television cameras captured police converging on a home in the search area, with crime-scene tape posted.

Eyewitnesses said it was here that police found the suspect’s tricycle.

The tricycle, authorities would later confirm, was recovered about a half-mile from the shooting scene.

Recipes to Make Mealtime Healthier This is the time of the year when families gather to eat a lot of food (and shop)!

This latest column, appropriately timed, discusses how to indulge a meal without increasing the bulge!

My intention is to give you some recipe tweaks to make your meals healthier.

Here are my best tips: Turmeric: A quarter teaspoon of this spice added to your green bean casserole will go virtually unnoticed from a taste perspective, but it adds some anti-cancer and anti-inflammatory benefits to your meal. It also reduces the build-up of brain plaque, according to some mice studies.

Shiitake Mushrooms: Using these mushrooms in your stuffing adds to it some biologically active compounds t hat m ay prot e ct aga i nst ca nc er a nd inflammation.

A 2015 study in the American Journal of Clinical Nutrition concluded that regular consumption of these mushrooms resulted in improved immunity, and a reduction in the pro-inflammatory compound, C-Reactive Protein.

Cauliflower: Consider making cauliflower mash as a substitute for the high-carb, regular mashed potatoes. This also prevents a big blood sugar spike! But what about “Cauliflower Macaroni and Cheese?” I have the recipe posted at my website and it is awesome for both children and adults.

Coconut Water: In my cranberry sauce recipe, I replace plain water with a high-quality coconut water and it doesn’t alter the flavor at all! Coconut water is hydrating and it contains compounds that are anti-fungal and antioxidant in nature.

It may help you if you are prone to kidney stone formation, or if you have diabetes. You can substitute coconut water in any recipe that calls for water.

Tea Seed Oil: Tea seed comes from the seeds of Camellia sinensis, a plant that also produces green tea.

Almond Flour: In order to get the pain-relieving benefits of almonds, use ground almond flour instead of all-purpose flour for your gravy. If you want to reduce sodium content commonly found in traditional gravy that starts with chicken broth, just substitute with plain water! You’ll want to add spices like onion, garlic powder, smoked paprika and fresh rosemary so that the gravy’s flavor is not compromised.

Avocados: Instead of mayo, you can use a crushed avocados as a spread. T h is m ight be something you do with leftover turkey subs.

(Continued from Page 9) but she also faced a personal one: she was mad about the cancer diagnosis and found it degrading to wear the traditional hospital gown for treatment.

“I wanted to wear something that was soft, warm and louder than cancer,” Jones said.

She decided to channel her energy toward the creation of something she might even enjoy wearing: A Hug Wrap.

Jones was a novice, however; she did not know how to sew. She asked a friend to teach her, and she bought a used sewing machine to accomplish her goal of making herself a cozy, vibrant robe to wear for treatment. A woman seated next to her noticed; Jones made one for her too.

Eleven years later, Jones has supplied nearly 2,000 women all over the globe—with any type of cancer or illness–with Hug Wraps. She has received positive feedback from the highest order: the patients themselves, as well as their caregivers.

It is no surprise to Althea Jones, Brenda Jones’ mother who lives in Southampton, that her daughter turned her negative feelings about the hospital gown into Hug Wraps.

“When something bothers her, she pushes harder,” said the elder Jones of her daughter.

A second non-profit that Jones founded is “Along Comes Owen,” a new feral cat rescue.

“When Brenda was young, she brought home a wounded raccoon,” said Althea Jones. “She was adamant that she’d take care of it. She named it ‘Brandi,’ and she nurtured it to health.”

She also picked up a cat on the side of road and brought it to the Medford Animal Hospital, where she worked as a veterinary technician and took the cat home on weekends.

Althea Jones said that her daughter, to this day, brings hurt animals to the local animal hospital and tells them she will cover the cost

of their care.

At the sew-a-thon, “Dee” from Holiday Village East in Mount Laurel, was diligently working at her sewing machine. Jones said that Dee frequently reminds her to “save scraps” from her Hug Wraps that she and fellow quilters can transform into finished goods year-round, many of which Jones then donates.

“It makes me feel good to help and to give back,” said Southampton volunteer Susan Molchini, whose daughter Sarah—now a sophomore in college—met Jones when she was in the Girl Scouts in high school as well as when she was in the National Honor Society, which required a number of hours as

a volunteer.

The Girl Scout leader at that time, Emily Traenkner—also of Southampton—was volunteering at the Sew-a-Thon with her daughter, Devon. Emily Traenkner credited fellow Girl Scout leader Linda McArdle with teaching the girls how to sew so that they could immediately put their talents to use for women’s shelters and animal rescues.

“It is amazing,” said Traenkner of Jones’ large volunteer network. “…It started out so small.”

Althea Jones, who years ago made food for the homeless at the Church of Christ in Philadelphia, told this newspaper that that her daughter also has a huge heart for the homeless too.

Suddenly, Vacations Are Fun “The family vacation.”

Just the mere mention of those three words used to conjure up thoughts of a sedan packed to the brim with oversized sneakers, smelly kids and everloving calling out of “He did it first!”

The planning of the trip was never a picnic for us, the parents. It was a job for the diligent, the creative and the adventurous at heart.

There were reservations to be considered, meals to plan, entertainment to organize and somebody had best be scheduling stops for caffeine.

Back in the day, our family vacations were limited to a 300-mile radius. Heaven knows that nerves could stand no more than four-long hours in the car. We also had to pick safe destinations for family vacations because, in case you didn’t know it, boys are fearless.

I have spent many chest-tightening moments trying to pull my children off of ledges, and too many times to mention I have jumped into waters, fully-clothed, to rescue one little dear or another.

Not exactly a look for Bay Watch, rest assured, but I got the job done.

By far, the worst vacation moment was chasing then-three-year-old Vernon around Pikes Peak during my eighth month of pregnancy, and trying to keep him from going over the edge while his oblivious father marveled at historical plaques.

While the image of a chubby woman waddling after a lightning-fast toddler was surely great entertainment for our fellow Pike’s Peak-ers, I certainly wasn’t laughing at the time.

Time passed, things changed and these days those four sons of ours are grown men. Rest assured, they still poke and prod and rarely resist the urge to pinch a brother and say, “Pass it on!” But these days, we can make it across the state line and sometimes beyond, before the first punch is thrown.

The job of making arrangements for the family vacation used to rest solely on my shoulders.

I have been chastised for reserving a parking lot of a campground along the interstate in the mountains, ridiculed for trying to save us a buck with a discount room at the Fly and Flee Inn and the family still won’t let me forget the little picnic spot I picked out at a crack park in Sunny Meadows.

“How about we do something different this summer?” our Vernon asked several times a few years back.

“Yeah,” echoed his younger brother. “We are sick of noob vacations.”

I wasn’t sure what, exactly, a noob was, but I

will tell you this, I knew it was not a compliment.

That my friends, is when the venue for the Clinch family vacation changed for good, and, within minutes, our sons were on their smartphones, gadgets and gizmos. Before I knew it, we were headed to Chicago. The following year we drove to Montana. I must say, there is nothing like cramming a family into an SUV to bring out the closeness that existed between us, the fiber that held us together, and, oh my goodness, the aroma.

I will spare you the details.

We finally decided to add air travel into the mix and I am here to tell you that I couldn’t love the planning more. Back in the day, I would sit at the computer for hours checking into flights, booking hotels, and looking at rental car options.

These days, the family decides where we should go, my Pat whips out his map, our sons get on their smartphones and it is all planned without me.

They book the flights; the accommodations and I remain blissfully ignorant of any details other than our destination and whether or not I will need formal wear.

Last week Pat and I, all four sons and our beautiful daughter-in-law, Stephanie, toured the beautiful state of Washington with its breath-taking views and high mountain passes.

We went, we saw and we conquered.

Thanks to the implementation and enforcement of rules such as, “No fake pushing!” and “Don’t even fake a fake push!” I made it through with only a few chest pains.

Next year, they are entertaining the notion of a trek across Alaska, including a level-six white water rafting trip.

At least there is not much chance that I will be pregnant.

But there was still no sign of the suspect by mid-afternoon.

A suspicious person seen on the grounds of the Bass River Elementary School, in Bass River, just before its regularly scheduled afternoon dismissal time, prompted brief concern, causing the school to move into lockdown status.

“T he school is on lockdown due to suspicious person seen on the school grounds,” wrote Bass River school officials at 2:05 p.m. to parents.

The lockdown was lifted 17 minutes later.

“After investigation of the school grounds by the NJSP we have moved (back) to a shelterin-place status with regular dismissal planned with a New Jersey State Police presence,” wrote Bass River school officials at 2:22 p.m. to parents.

Schools in Bass River, Little Egg Harbor and Tuckerton were dismissed around their regular times, with some delay, but under very heavy police guard.

A photograph showed at least ten state police vehicles were posted outside Pinelands Regional schools on Nugentown Road during the dismissal of Pinelands Regional Junior High School and Pinelands Regional Senior High School.

“It was much more than that,” said Dr. Melissa McCooley, superintendent of the Pinelands Regional School District. “Between the local police, state police, county sheriff’s department and surrounding area police departments, there was than I could count.

The police presence was amazing.”

After school activities at the local schools were canceled.

“Thank you to all teachers and staff for attending to our students today with such care, comfort and creativity,” wrote the Bass River School District in a statement. “We greatly appreciate the assistance from the New Jersey State Police to ensure our safety and oversee dismissal.”

At 3:44 p.m., the Little Egg Harbor Police Department put out an emergency notification advising that “the wanted subject” had been confirmed to be “out of this area” and is “no longer a danger to our local residents.”

Daniel Zieser, director of the Union Township Police Department in Union County, told NJ Advance Media, which publishes the Star Ledger newspaper in North and Central New Jersey, that the U.S. Marshals Service notified his department around 3 p.m. that the shooting suspect was possibly headed towards Union (Train) Station in town after he apparently got an Uber ride from the Tuckerton area.

“Apparently, he was through (the station) already by the time we got notified,” Zieser told NJ Advance Media.

Billhimer, at 9:36 p.m., announced the shooting suspect was taken into custody in New York City.

“Villegas, 29, of New Haven, Connecticut was taken into custody at Penn Station in New York, New York shortly after 8 p.m. this evening by the U.S. Marshals Service and the NYPD,” he said. “…Villegas will be charged with attempted murder, kidnapping, unlawful possession of a weapon and possession of a handgun for an unlawful purpose.”

The county prosecutor added that it was his understanding that Villegas had been wanted out of Connecticut.

“We will be seeking extradition from New York to bring him back here to Ocean County, to face these charges,” Billhimer said. “…Even though Villegas is in custody, this remains an ongoing investigation. More details will be released as they become available.”

According to a spokesman for Billhimer, the kidnapping charge stems from a female who was in the driver’s seat of a vehicle Villegas was in before the motor vehicle accident.

“I didn’t plan on my day starting with a car accident, immediately followed up by a shoot-out, but that is how it went,” said Rachel Sarno Nuss. “This isn’t my picture (of her blue Nissan as taken by Reporter Jim Murdoch of News 12 New Jersey), but this is my truck; I was in there. I just want to thank everyone who stopped to help me, all the first responders and especially the officer who was first on scene. It was truly a terrifying experience, but I just got word the cowardly man was apprehended and I trust the system to handle him accordingly.

We really are blessed to live in a town with so many amazing people. My family thanks you!”

Patrick Colligan, president of the New Jersey State Policemen’s Benevolent Association (NJ State PBA), called the apprehension of the “would-be cop killer” a “great job by all.”

“Today just reinforces what we all know; danger is constant in our work and in a split second you can be in a life or death situation,” he said in a statement, while also telling News 12 New Jersey, a television station available through cable, that the PBA got so lucky last Thursday. “…Angels were watching over these officers.”

Vaughn said both pursuits occurring within a few days of each other in the same general area happened to be just a “coincidence.”
