WO O DL A N D —T h e P i n e l a n d s Commission has issued a stop-work order prohibiting construction of a previously approved 120-foot cellphone tower (and associated 2,500 square foot equipment compound) on Giles Avenue, a paper street recently vacated by the Woodland Township Committee “right behind” the Woodland Township Volunteer Fire and EMS Company’s firehouse in the Chatsworth section of the municipality, at least until the state agency acts on a “substantial issue” raised by the “conditional use and minor site plan approval with bulk variance relief granted by the Woodland Township Land Use Board for the proposed development.” The issue was brought to the attention of the commission in an Oct. 15 letter, authored by Andrew Windisch, who has been leading the charge to get approvals overturned for the tower recently granted by the commission
and Woodland Township Land Use Board. He testified during a Sept. 15 land use board hearing on the proposed tower’s application that his “living room couch is 120 feet away” from the proposed site for it. Windisch, along with some 30 others, mostly whom live in the vicinity of the proposed site, have recently signed a petition and joined a Facebook page called “STOP Cell Phone Tower in Heart of Chatsworth NJ,” contending that they support better emergency communication, but are opposed to the selected site for the tower because they contend it will “expose residents and the public to radio frequency (RF) radiation and other hazards, creating potential health, safety, financial, liability and scenic impacts.” Chuck Horner, director of regulatory programs for the commission, in a Nov. 25 letter addressed to the project developer, TowerNorth Development, LLC, also known as Centerline Communications,
explai ned that u nder the Pi nelands Comprehensive Management Plan (CMP), a local communication facility (tower) is “only a permitted land use” in the “Pinelands Village of Chatsworth” if it “qualifies as an accessory use” to the existing firehouse “on the parcel.” “The definition of ‘accessory’ contained in the township land use ordinance and the CMP includes the requirements that an accessory structure serve the principal use, be subordinate to the purpose of the principal use served and contributes to the necessity of the principal use served,” Horner wrote. “For this application, the principal use served would be the existing EMS/Fire Company.” However, as pointed out by Horner in his letter, and previously reported by this newspaper, Sean Paul, a radio frequency engineer, who testified on behalf of the applicant during the Sept. 15 land use board
MEDFORD—Ice cream, coffee, beer and barbecue will soon be offered in historic downtown Medford in a new food marketplace arrangement on the same grounds where a landmark family-owned farming business operated for decades. A group of investors that paid $300,000 for the property at 67 North Main St., where the former Kirby Bros. Inc. feed store stands, has fully leased the site to four businesses that are playing a role in its redevelopment and have committed to occupying about 10,000 square feet of the facility for a “long time,” according to Tristan Sylk, one of the investors. Sylk, in a recent telephone interview with this newspaper, said that Harvest Coffee Roastery, Whole Hog Café, and King’s Road Brewing Company will be the establishments occupying the main building, while Peewee’s Ice Cream will take over a detached structure on the side of the lot, closer to Charles Street. The quartet of locally owned shops could be up and running as early as this March, with township officials having “been nothing but amazing” in helping move this project forward, he said. The entire lot takes up three quarters of an acre and will include space for parking and outdoor dining. The second floor of the main building, which comprises about 3,500 square feet, is still available for lease, Sylk said, and “The Feed Mill” is the proposed name for the
