Pemberton Township to Take Control of New Lisbon Water System for $800,000 with Plans to Interconnect It With Two Other Systems By Douglas D. Melegari Staff Writer

PEMBERTON—Burlington County is in the process of selling the New Lisbon Water System; also known as the Burlington County Water System, comprising of three deep water supply wells, a 150,000-gallon elevated water storage tank and approximately 26,000 feet of distribution pipes, meters, hydrants and other appurtenances; to the Township of Pemberton, which plans to interconnect it with two other township water systems to ensure reliability of all its systems. The Burlington County Board of Chosen Freeholders approved 4-1 the $800,000 sale of the over 50-year-old system during its July 8 meeting, after Pemberton Township Council unanimously agreed to have the municipality acquire the New Lisbon system during its June 17 meeting. (Burlington County officials declined to identify to this newspaper the freeholder who voted against this decision—and did not respond, as of press time, to an Open Public Records Act (OPRA) request seeking the county resolution approving of the sale and related meeting audio, contending freeholder meetings will be posted online again for

public access once they are no longer virtual due to the pandemic). According to a copy of the sale agreement recently obtained by this newspaper through an OPRA request placed with the township, closing was scheduled to take place by July 30, with the township assuming ownership at 12:01 a.m. on Aug. 1 of this year, or within seven days of the New Jersey Department of Environmental Protection (NJDEP) approving the purchase. Mayor Dav id Pat r ia rca told t h is newspaper in a July 27 interview that an “application to the NJDEP to transfer rights” is being worked on, with officials gathering necessary paperwork from the county last week. “I can’t say how fast the NJDEP will be working on this matter, but I can say they have supported the position of Pemberton Township taking over this system, even though we did not have the ability to invest in it,” the mayor said. “I am sure they welcome our plans to improve this system.” The sale agreement stipulates that the buyer shall assume “all liabilities, obligations and undertakings” of the seller “pertaining to, or arising from, the water system” from and after the closing date.

Patriarca, as the township first moved June 3 to assume ownership of the facility, said the New Lisbon Water System supplies water to the Pemberton Township Municipal Building, as well as to the county’s facilities along Pemberton-Browns Mills Road, some of which, including the former Rowan College at Burlington County’s Pemberton campus, are now closed. “Since the closing of many county facilities, we targeted this particular facility as a potential asset for our water system,” the mayor said. “My personal belief is that water is a tremendous asset, a basic need for a community that should be controlled by the community.” Patriarca contended that if the New Lisbon system had become privately owned, it could have led to water utility rates “at a much higher rate than what we provide for our residents.” Business Administrator Daniel Hornickel pointed out during a recent council meeting that while the county owned the New Lisbon system, the municipality took care of it for nearly 40 years (up until recently as the two parties did not renew a licensed operator See WELL/ Page 10

PEMBERTON—The Pemberton Township Police Depar tment, after five repor ted shootings over the last two months in and near the municipality, including two in which bullets were fired into homes, one in which a vehicle was shot at on a main thoroughfare and another that police concluded evolved into an all-out gun battle, is vowing to “put a stop to the uptick in gun violence that we’ve seen.” The rash of shootings in the Pemberton area began June 8. Authorities, according to a press release from the Pemberton Township Police Department, were called to the 160 block of Kinsley Road, in the Sunbury Village section of the township, at around 9:19 p.m. that day and discovered multiple shell casings in the roadway. A 19-year-old man was shot in the leg, the release said, and sought aid at nearby police headquarters all as investigators descended upon the shooting scene. The victim is said by authorities to have survived the shooting, but “has been uncooperative with investigators.” A second shooting, which police determined involved “multiple subjects” that “became involved in a gun battle” occurred in Sunbury Village at 6:04 p.m. on June 30. Multiple shell casings were found by police at the intersection of Kinsley Road and Emmons Avenue, and at the intersection of Anderson Road and Norcross Lane. “It (the gun battle) progressed to the area of Anderson Road,” the release said. “Multiple people have been interviewed about the incident, however no cooperating victims or witnesses have been located.” On July 15, around 7:22 p.m., just outside of the Pemberton Township line on the Joint Base McGuire-Dix-Lakehurst (JBMDL) portion of Fort Dix Road, two vehicles, police determined, were involved in a shooting in which multiple shots were purportedly fired at one of the vehicles. “This incident was called in by eyewitnesses in the area, however, at this time, we have no one reporting that they were shot at,” the release said. A second July 15 shooting being probed by authorities occurred around 10:55 p.m. in the 100 block of Alabama Trail, in the Browns Mills section of Pemberton Township. “Upon arrival, officers found a scene on Alabama Trail consisting of multiple shell See SEIZE/ Page 10
