That's right. A recent economic study found that when in production the Cactus Mine will generate more than $15 billion in Western Pinal County. That's the equivalent of hosting multiple Super Bowls in Casa Grande and Maricopa every year for 36 years.

Encouraging development and other activities that continue to
support the City’s role as a regional retail and entertainment leader is important.

EARLY HISTORY OF CASA GRANDE
The Hohokams abandoned their settlement in this area (now Casa Grande Ruins National Monument) for reasons that are still being questioned and under archeological theory. The Spanish Conquistadors were most likely the first “outsiders” to visit the area, sometime during the mid-1500s. During this time, the Akimel O’Odham lived along the Gila River. In addition, the Tohono O’Odham and the Maricopa peoples settled nearby.
In 1848, the section of Arizona north of the Gila River was part of the land ceded to the United States by the Treaty of Guadalupe Hidalgo, ending the Mexican war of 1848. The land south of the Gila River, which includes Pinal County, was acquired in the 1853 Gadsden Purchase.
Casa Grande began as many other towns and cities across the west began: as the end of the railroad. As the Southern Pacific Railroad was being built across Arizona, construction had to stop for a variety of reasons. Each place it stopped was called Terminus until the railroad continued. Each temporary stop was either renamed as a town or abandoned.
The Southern Pacific Railroad Company obtained permission to build from the west to the Colorado River at Yuma. The Southern Pacific arrived at the river opposite Yuma on May 20, 1877— only to have to halt construction until September 29, when the bridge across the Colorado was finished.
Work was resumed November 19, 1878. As the railroad progressed across the desert from Yuma, the heat became oppressive. By May 19, 1879, a point was reached about where the present town of Casa Grande is now located. Work was stopped until January 24, 1880 and that temporary stop was called "Terminus." In September 1880, executives of the Southern Pacific Railroad renamed the town after the prehistoric Hohokam Indian structure (Great House) and ruins located 20 miles to the east.
The Casa Grande Post Office was established September 10, 1881. By the end of 1880, Casa Grande had 33 permanent residents. The town boomed as a railhead to mines by 1882. In 1886 and 1893, the town was decimated by fire. All of the wooden-frame buildings that had been erected after the 1886 fire were burned in the 1893 fire. As result of these fires, the entire business district had to be replaced twice in less than a decade. Although the town might have died after each fire, Casa Grande’s indomitable community spirit stirred and merchants and business leaders rallied together to rebuild. By 1890, the town had an ethnically diverse population of 256, and the town had 70 buildings.
A national mining slump almost killed the town during the 1890s. By 1902, Casa Grande’s business district had dwindled to a mercantile store, saloon and two smaller stores. Agriculture saved the community from becoming another Southwestern mining ghost town. Small-scale agriculture and farm trade, livestock and vegetables, crops such as
alfalfa, wheat, barley, citrus and cotton became important export commodities. Agriculture became an important economic driver for Casa Grande and Pinal County.
The City of Casa Grande was incorporated in 1915.
Casa Grande continued to grow during the 20th Century. The hardworking residents continued to face obstacles head-on. The character traits of determination and community spirit, continued to inspire each generation through today to work through problems and build Casa Grande, while maintaining its renowned small-town charm and friendliness. In 2000, the population of Casa Grande was 20,000. In 2025, it has grown to 70,000 residents.
The ongoing development of industry, manufacturing, technology, commercial business, communications and an ideal central location between Phoenix and Tucson, at the crossroads of I-8 and I-10 have created Casa Grande’s tremendous potential for the future. We value our long, rich past. Our 146-year history informs who we
are today. Careful planning, a solution-based attitude and loveof-community have brought us to this point and will lead us in the decades to come.

NATIVE AMERICAN NATIONS
Historically, the O’odham inhabited an enormous area of land in the southwest, extending South to Sonora, Mexico, north to Central Arizona (just north of Phoenix, Arizona), west to the Gulf of California, and east to the San Pedro River. This land base was known as the Papagueria and it had been home to the O’odham for thousands of years.
From the early 18th Century through to the present, the O’odham land was occupied by foreign governments. With the independence of Republic of Mexico, O’odham fell under Mexican rule. Then, in 1853, through the Gadsden Purchase or Treaty of La Mesilla, O’odham land was divided almost in half, between the United States of America and Mexico.
According to the terms of the Gadsden Purchase, the United States agreed to honor all land rights of the area held by Mexican citizens, which included the O’odham, and O’odham would have the same constitutional rights as any other United States citizen. However, the demand for land for settlement escalated with the development of mining and the transcontinental railroad. That demand resulted in the loss of O’odham land on both sides of the border.
Following the Plan de Iguala, O’odham lands in Mexico continued to decrease at a rapid rate. In 1927, reserves of lands for indigenous peoples, were established by Mexico. Today, approximately nine O’odham communities in Mexico lie proximate to the southern edge of the Tohono O’odham Nation, a number of which are separated only by the United States/Mexico border.
The division of O’odham lands has resulted in an artificial division of O’odham society. O’odham bands are now broken up into 4 federally recognized tribes: the Tohono O’odham Nation, the Gila River Indian Community, the Ak-Chin Indian Community and the Salt River (Pima Maricopa) Indian community. Each band is now politically and geographically distinct and separate. The remaining band, the HiaC’ed O’odham, are not federally recognized, but reside throughout southwestern Arizona. All of the groups still speak the O’odham language, which derives from the Uto-Aztecan language group, although each group has varying dialects.

Casa Grande’s 146-history both surrounds and connects residents and visitors to its colorful and unique past with historic buildings and original commerce district, museums, landmarks, leafy, mature landscaping and parks. Vibrant, colorful murals, sculptures and art pieces populate the city, part of the City’s ongoing efforts to beautify the community. Streetscapes are transformed with art that represents aspects of Casa Grande through each artist’s vision and that tell the story of Casa Grande, its culture, business and history, past and present. Hiking, biking and walking opportunities, plentiful amenities, professional business and medical services, excellent schools, entertainment venues, recreational opportunities and signature community events and programs – all combine to invite residents and visitors to become part of Casa Grande.

The septic receiving station is nearly complete to allow for safe and efficient treatment of septage. Multiple components of the project such as grit pumps, influent junction structures, concrete pads, and more are complete or nearly completed.
Florence Blvd Streetscape (Community Development) – The City’s design firm is working on the design of the Florence Streetscape project. They are designing it in three segments. At the first public outreach meeting, staff receive great feedback from the public. Staff is now in the process of evaluating that information, incorporating it into the design where appropriate, attempting to progress the design to a point to take back to the Council as well as the public towards the end of 2024.
Construction of Recharge Facility – The original plan to construct recharge basins adjacent to the Water Reclamation Facility was cancelled due to hydrological issues. The city is exploring several options for recharge as well as being underway with design and construction of an effluent delivery line to provide effluent to the rapidly developing industrial area on the west side of town. The city is planning to apply for WIFA grant funding that would help cover part of the costs of construction if a surface recharge facility was provided.

PINAL ALLIANCE FOR ECONOMIC GROWTH: MAKE I-10 SAFE!
The Situation
The 26 miles of Interstate 10 (I-10), between Casa Grande and Chandler remains the only section of I-10 between our two major metropolitan areas that has not been expanded to at least six lanes.
Significant population growth and increased traffic flows indicate the widening of this segment is critical.
Over $1.4 Trillion of freight travels along the I-10 annually.
With over 90,000 cars traveling along this portion of the interstate each day, the highway stretch is the site of more than 350 crashes every year.
Due to the higher-than-average crash rate, this stretch of I-10 is one of four Safety Corridors in the state, as identified by the Arizona Department of Transportation.
Another 100-year flood could wash away the Gila River bridge and cripple the region (bridge has been flooded out twice in the past).
There is funding available to widen I-10 at this time, but we must remain vigilant in protecting that funding to ensure it remains dedicated to this project.

WHERE DREAMS MEET OPPORTUNITIES
ECONOMIC AND WORKFORCE DEVELOPMENT: 2025
Pinal County continues to see significant economic activity, with the announcement of over $10.5B in manufacturing projects in recent years. There is activity in nearly every part of our County, with additional development expected in the coming years.
The region continues to experience considerable investment in electric vehicles, with companies like Lucid and Nikola currently manufacturing in the County, and LG Energy Solutions under construction on a facility that will make vehicle batteries. The semi-conductor supply chain has seen a number of announcements recently, and these projects will support the large manufacturing projects that are under development in the Phoenix Metro Area.
The County has also seen the development of and/or announcements
WORKFORCE DEVELOPMENT
City of Casa Grande Economic Development
The Local Workforce Board has launched a new marketing campaign designed to highlight the training and employment services available to residents through a series of engaging informational videos. As part of the AZ@Work program, the initiative seeks to raise awareness and improve access to critical resources that support the development of the community’s workforce.
A Z@Work is also strengthening its collaboration with the local high school district, the Central Arizona Valley Institute of Technology (CAVIT), and Central Arizona College. These partnerships are aimed at creating smoother educational and career pathways for students,
of other manufacturing projects, including companies like Kohler (complete), Procter & Gamble and Gold Bond. In addition, over the next decade, tens of billions of dollars in investment is anticipated related to copper mining, which is critical in the move towards electric vehicles and solar applications.
The County is committed to providing the workforce that our employers need to be successful. Our Arizona@Work - Pinal County Team has been busy collaborating to ensure our County thrives. This includes the development of a new local plan. Other County initiatives that will move us forward are partnerships like Drive48 (serving Lucid), and Future48 (serving LG), and a job training reimbursement program.
James Smith, Pinal County Economic and Workforce Development Director
facilitating their transition from the classroom to the workforce.
In addition, the City has been working closely with industrial employers to establish connections with the high school district and its Career and Technical Education (CTE) programs. By aligning industry needs with the training and curriculum offered, the goal is to create more internship opportunities that will prepare students with the practical skills necessary for success in the modern job market.
This collective effort is focused on building a strong workforce that supports the local economy while empowering residents to achieve their full potential.

ACHIEVE PINAL
Achieve Pinal, a project of Pinal Alliance for Economic Growth, is a regional grassroots effort dedicated to working with education, government, business and other interested community partners to develop a competitive workforce for future jobs by improving educational attainment in Pinal County.
Articulating curriculum from kindergarten through post-secondary education is essential to better prepare students to be skilled workers and job ready for new jobs coming to the region. Retraining current workers towards higher skills will create a more qualified workforce. Anticipating the arrival of new employers and many other existing employers countywide, Achieve Pinal is working to improve educational attainment and develop a qualified workforce.
Achieve Pinal has adopted strategies established by Achieve60AZ that are focused on the goal of 60% of Arizona adults, ages 25-64, will successfully acquire a professional certificate or a 2 or 4- year college degree by 2030. Our Career Expo and Achieve Pinal Experience Corps programs directly address the deficits in Pinal County’s population by making residents aware of education opportunities and careers available in Pinal County and working toward a goal of having all third grade students reading at grade level by the time they leave third grade. Eighty-three percent of participants in last year’s program moved up one full grade level, while 38% moved up at least two grade levels, which dramatically exceeds the national average. If you’re interested in providing
financial support to this program, or if you’re over 45 years of age and interested in volunteering for this program, please visit our website at achievepinal.org/aarpprogram
The strategies are:
Strengthening the K-12 Pipeline –Increase college readiness and high-school graduation rates.
Completing Credentials – Implement policies to make it easier for Arizonans to finish their certificates or college degrees.
Increasing Access – Raise awareness about options beyond high school and make them more affordable.
Aligning Workforce Needs – Engage businesses, governments and educators to identify and close the skills gap.

SUSTAINABILITY
ARIZONA WATER COMPANY
STATE OF THE WATER SUPPLY
Casa Grande has changed significantly since becoming a city in 1879, and it will continue to develop and change in the coming years in order to create the best quality of life for Casa Grande. As the main water utility for the City of Casa Grande, Arizona Water Company (AWC) takes great care to ensure it can provide adequate, reliable, and safe drinking water to its Casa Grande customers today, tomorrow, and for decades to come. The water resources used to supply water to Casa Grande are groundwater, Colorado River water delivered by the Central Arizona Project (CAP), and reclaimed water.
What are the water resources for Casa Grande? There are three main supplies:
GROUNDWATER
Groundwater is water that is stored within the aquifer, where water lies in between the layers of rock, gravel, and sediment below the surface. This supply is considered non-renewable because it is difficult to put the water back into the aquifer once it has been taken out. Groundwater is the main supply for the City of Casa Grande, provided by Arizona Water Company.
COLORADO RIVER WATER
State leaders in the past knew that Arizona’s future depended on using more than just groundwater. Which is why creative solutions to supplement groundwater were pursued. Water from the Colorado River travels through Arizona by the Central Arizona Project or CAP. The CAP system is a 339-mile canal that runs from the Colorado River just north of Lake Havasu to just south of the City of Tucson, and it is vital to water resources within the state. Construction of the CAP system began in 1973 and was completed 20 years later at a cost of more than $4 billion. The outcome is the CAP water system. This system brings CAP water to Casa Grande. It is imperative for
utilities to acquire and maintain a diverse water supply that includes surface water.

RECLAIMED WATER
Lastly, reclaimed water is wastewater that has been treated to a specific quality. Wastewater is water from activities such as flushing toilets, faucets, and using other water-using devices. Reclaimed water has specific uses like irrigating for golf courses or for irrigating nonedible crops such as cotton or alfalfa.

This diverse water portfolio enables Casa Grande to continue planning for the future while still having enough water to meet current demands.
CITY CONSERVATION EFFORTS
The 2030 General Land Use Plan sets a goal of reducing water use by 15% of projected demands in the next ten years. To achieve that, everyone in Casa Grande, residents, businesses, and even the city, has to do their part to conserve. To reduce their water footprint, the City of Casa Grande has been evaluating water use at city facilities and finding ways to reduce their use. One way they have done that is by getting rid of non-functional turf. Non-functional turf is grass that is ornamental and not utilized or used by the public for recreation or event purposes. To date, the City of Casa Grande has removed nonfunctional turf at the following facilities:
City Court: over 5,900 square feet of turf removed
Fire Station 501: over 3,300 square feet of turf removed
Dorothy Powell Senior Center: over 4,300 square feet of turf removed
City Library: over 3,300 square feet of turf removed
Dave White Golf Course: about 16.9 acres of turf removed
In the next few years, the City also plans on removing non-functional turf at City Hall, and showcase the beauty of natural Arizona desert landscapes.
WHAT CAN YOU DO TO CONSERVE?
The City of Casa Grande and Arizona Water Company have come together to launch Save IT!, an Integrated Demand Management Program that builds upon the existing foundation of conservation in the city. One way residents and business can do their part to conserve water is by reducing any non-functional turf they have, and installing natural desert landscaping. Need inspiration for designing desert landscaping? Stop by the local Arizona Water Company office or email savewater@azwater.com and request a free Xeriscaping: Landscaping with Style in the Arizona Desert book. This book explains how to design, install, and maintain a low-water use desert landscape. It is also available online for free. amwua.org/landscaping-with-style

The Casa Grande Mountain trails system started through primarily social uses by hikers and bicyclists who were creating their own trails and routes on CG Mountain, located on the southern edge of the city.
Since starting with the very first volunteer trail build in April 2010, Casa Grande Mountain is now home to more than 17 miles of established and marked trails. At its highest point the mountain reaches an elevation of 2,538 ft. and provides unparalleled views of the surrounding mountain ranges and valley.

REcreation & Tourism
CASA GRANDE RUINS NATIONAL MONUMENT
Casa Grande Ruins National Monument is one of the area’s most prominent attractions.
The Casa Grande Ruins were protected as the nation’s first archeological reserve beginning in 1892. The site was declared a National Monument in 1918. The park is one of over 20 National Park Service (NPS) sites you can visit in Arizona, and one of over 400 NPS sites in the United States.
The Casa Grande (Great House) was built between 1300 and 1400 CE (Current Era). Between 1355 and 1450 CE, the ancestral Sonoran Desert people began to move out of their walled compounds and villages. Archeologists do not know all the reasons for the dispersal of the people from large walled communities to other areas and smaller communities.
Casa Grande Ruins National Monument, 1100 Ruins Dr., Coolidge, A Z 85128, is open daily from 9 a.m. to 4 p.m., except for Juneteeth, Independence Day, Thanksgiving and Christmas when the park is closed. The park is fee-free to visit. Annual and senior passes are no longer available for purchase, however, staff is still available to issue the free passes. Special events and activities are held at the park throughout the year.
For additional information, contact the Casa Grande Ruins National Monument, (520) 723-3172 or visit nps.gov/cagr.

THE BEAUTY OF THIS DESERT
What makes a desert a desert? Lawrence of Arabia backdrops?
Parched lips and barren slopes of piercing sand? Perhaps, but that is not this desert. This desert transforms with one drop of summer rains. It bursts with emerald green leaves and summer poppies. It has bouquets of white yucca blooms atop a throne of green swords, and blood-red saguaro fruits devoured in the night by fruit-eating bats. This desert thrives and sprouts with all of its reserves until it falls away in the winter to a frosty sculpture garden of dormant mesquite and leafless Palo Verde trees.
The Sonoran desert is home to desert people, the four-footed, the antlered, the soaring and the scaled. It is rugged, brutal, plush, and peaceful. People are often surprised to learn that it is not just the first two. They are surprised to learn about all of the life and spirit hiding in the burrows, trees and rock crevices but life here has desert adaptations that make them uniquely suited to living in the dusty dreamland they call home.
Morning in the desert is often signaled by a red glow. The hue of the sun extends over the vast expanse of open sky like a strong perfume infusing a room. Lizards and snakes slowly find their ways to warming rocks and roadrunners, shadows of their ancient ancestors, scan for them with their blue-rimmed eyes. Desert tortoises emerge from their evening burrows, 40 years wiser than the new leaves they pluck from plants in the cracked soil.
Hidden in a maze of cholla cactus needles, Cactus wrens bring the music with a “chuck” and “buzz,” and the Bewick’s wren’s melody fills in the spaces. Jackrabbits, the Schwarzenegger of the rabbit relatives (actually a hare), bound across the landscape with its strong hind legs
and long antennae-like ears releasing heat and cooling its body. They weave expertly through ocotillo plants that stand tall like thin torches with fiery red tips. Coyotes, singers of the night, lower their shoulder blades, calculating each slow, deliberate step toward lunch.
Fishhook barrel cactus lean to the southwest orienting the lost but desert-wise. Like incoming tides, sometimes dark heavy clouds roll into the afternoon sky, bringing baritone thunder and demanding attention. The high buzzing heat breaks as monsoonal rains pour into every arroyo and hidden metate divot. Rushes of water sheet the earth and quench the thirsty air. Saguaro cacti have a short tap root anchoring to the ground, while the other roots stretch as far out as the saguaro is tall, snagging all of the surface water it can to prevent falling to the earth, a pile ribs after centuries of life.
As the sun sets, casting pink highlights on the thinning ripples of clouds, the desert is calm. Lesser long-nosed bats drink royally from the saguaro’s bloom, transferring pollen and saving a species. Mexican free-tail bats leave their colonies to fill their bodies with moths to the sounds of moonlit crickets.
This desert is rich with life, strength and ancestry. The thorns are the badges of self-preservation, the cracks remind us of harder days past and the footprints in the sand that tell the story of active nights and the magic of an unassuming dusty dreamland.
