The City of Eloy Police Department is dedicated to ensuring the safety and well-being of all residents, businesses, and visitors in our community. As part of our mission, we work tirelessly to foster trust, promote transparency, and build lasting relationships with those we serve. Public safety is a shared responsibility, and we are proud to partner with the Eloy Chamber of Commerce to support a safe, vibrant community where businesses thrive, families prosper, and neighbors look out for one another.
One of our top priorities is reducing crime through proactive policing and community engagement. Our officers are in the community every day, patrolling neighborhoods, responding to emergencies, participating in community events and working closely with residents to address concerns.
Traffic safety is another critical focus area for the Eloy Police Department. Safe roadways are essential for the daily activities of our residents and the success of our businesses. We are committed to reducing traffic accidents and fatalities by
enforcing traffic laws, and educating the public on safe driving practices through programs such as our Community and Police Engagement (CAPE) program which focuses on positive and safe teen driver interactions with law enforcement officers.
Technology is also playing a vital role in modernizing our approach to public safety. From implementing body-worn cameras, police vehicle dash cameras, and soon to come, real time crime center software that will provide critical information to assist with quickly identifying crime trends and patterns. These advancements allow us to allocate resources effectively, respond swiftly to incidents, and maintain open lines of communication with the public. Our investment in technology reflects our commitment to serving Eloy with the highest standards of professionalism.

The Eloy Chamber of Commerce recognized six individuals and one company at its 2024 annual awards banquet for all the hard work they have given to Eloy.
Anna Maria Chávez developed the leadership skills growing up in Eloy, Arizona, that would propel her into a career in public service. Her desire to transform the world through servant leadership led her to Yale University, before pursuing a juris doctorate at the University of Arizona. She held numerous posts in President Bill Clinton's administration and later returned to Arizona to serve then-governor Janet Napolitano. Her success led to her appointment as the CEO of Girl Scouts of the USA where she served from 2011-2016. In 2016, Anna was named one of the World’s 50 Greatest Leaders by Fortune magazine, cited for her vision and creativity in working to revitalize the Girl Scout brand for a new century. In April 2017, Chávez joined the National Council on Aging (NCOA), our nation’s oldest advocacy organization dedicated to helping Americans navigate the challenges of

Less than a year later, Chávez was promoted to the leadership role of NCOA's Executive Vice President and Chief Growth Officer where she led the day-to-day operations of NCOA and the national team in advancing the organization’s mission to improve the health and economic security of 10 million older adults by 2020. She was ultimately appointed to serve as NCOA’s Interim President and Chief Executive Officer. On June 1, 2020, Chávez became the Executive Director & Chief Executive Officer of the National School Boards Association (NSBA) and served as an ex-officio director on its Board of Directors.
In 2021, Chávez was appointed as the inaugural Chief Impact Officer of Encanto and President of Encantos.org. FORBES magazine named Chávez one of the 50 over 50 women leaders in June 2021 for her leadership in public education.

They specialize in social media marketing, video production, digital advertising, and website design and development. They are a division of Kramer Media and with their assistance, they help make the chamber and city outstanding.

Micah Powell was first elected to the city council in 2012. He’s a strong supporter of bringing jobs and economic development to Eloy and making sure that the jobs stay in Eloy. Despite his full-time employment, he commits time and effort to improve Eloy. The mayor has always been a cheerleader for his community and represents "Eloy Strong".
On 01/07/24 these officers were responding to a distress call. Upon arrival, officers heard cries for help in a camper trailer. Officers tried several times to breach the locked door. Once breached in they were met with smoke on their faces. Officers saved a male who was near the door. They were told there was a woman inside. Officers then entered a second time. Where they dragged the unresponsive woman out. Both officers were transported to a local hospital with the two victims. All made a FULL Recovery. Their exemplary conduct serves as a shining example of the finest traditions of law enforcement and embodies the highest ideals of service and sacrifice.
Belinda was hired by the City of Eloy on June 9th, 2000. She is a City Planner in Community Development. Whether it is a new shed, home addition, subdivision, or the new gold bond factory, Belinda works with residents, businesses, developers, and property owners to navigate Eloy’s planning, subdivision, and zoning regulations - ensuring Eloy is maintained as a vibrant community of tradition while accommodating population and industry growth.
Theland upon which Eloy is situated has long been inhabited.
The first people to live in the region were the Hohokam Indians, believed to be ancestors of the contemporary Pima and Papago tribes. They settled this area prior to the 15th century. Later during the 15th century, a Jesuit priest named Fray Marcos de Niza, led the Spaniards through this area. In 1694, another Jesuit priest named Father Kino came through this area.
When building a railroad from San Francisco to Tucson, the Southern Pacific Railroad, reached Yuma in 1878. After a short delay they reached Maricopa in April 1897. Another stoppage in work occurred due to disputes between Chinese laborers and the railroad company, but work was eventually resumed and in early 1880 tracks were laid through Casa Grande and the area known as Eloy. The railroad reached Tucson in March 1880.
Why the railroad named a section “Eloy” has not yet been ascertained. According to unfounded, local legend, someone connected with the railroad took one look at the surrounding barren waste land and named the location “Alofi”, supposedly the Spanish pronunciation of the Biblical quotation, “Eli, Eli, lama
sabachthani?” - the meaning of this being: “My God, My God, why hast thou forsaken me?”.
As late as 1918, there was no town or settlement of any kind in the vicinity of Eloy, but merely a section of land belonging to the railroad bearing the name “Eloy”. Eloy did not appear on General Land Office maps until 1921.
Late in 1918, W.L. Bernard, J.E. Myers and John Alsdorf bought a one-half mile square section of land from a man named Frank Trekell to establish a town-site. The three men purchased the east half of the section named Eloy and drilled a well. They subdivided the area and called the proposed development Cotton City, which soon had an administration building and the first store owned by John Alsdorf. The same men bought land west of Eloy and divided it into tracts for growing cotton.
An application was made for a post office at Cotton City, but the name was rejected in favor of “Eloy” to maintain routing simplicity since the railroad carried the mail and already had the name, “Eloy”, on its records. The first post office for Eloy was established on May 1, 1919, and the first Postmaster was George L. Stronach.
For a couple of years (1920-1922), Eloy lingered and almost died. After completing its task of laying out lots and only finding a few takers, the Cotton City Land and Building company faded into oblivion. During this period nearly the only permanent residents were John Alsdorf and the postmaster.
The area around Eloy did not appear to be well-suited for agriculture, but with the advent of deeper water wells and deeper plowing it soon became very productive. The main crops were originally cotton, but soon lettuce also thrived in the area. While he still served, Alsdorf installed the first municipal water system.
With the completion of the highway through Eloy in 1928-29, Eloy no longer was an isolated area with a great distance between itself and the trade centers of Phoenix and Tucson. This rapid means of transportation to market was another factor in the stimulation of agricultural endeavors.
business establishments could not handle the influx in business. Furthermore, the good citizens of the community became afraid for their safety; it wasn’t healthy for a woman to walk the main streets alone on a Saturday night in harvest season.
The abundance of agriculture developed in the area, naturally brought in great numbers of workers as both cotton and lettuce required a tremendous amount of manual labor. There is no actual account of what the change in population from established residents and transients was in Eloy’s early days, but, as nearly as can be estimated, the population during harvest season would sometimes increase from normal of about one thousand to as high as ten or fifteen thousand.
The great number of people coming to Eloy during the harvest season not only brought great economic prosperity, but also considerable crime. On Saturday afternoons and evenings,
It is this which gave Eloy a notorious name during the early days. But this is true of any “boom” town and Eloy was no exception. The crime found in Eloy was not unlike that found in other farming areas with similar conditions.
The amount of crime found in Eloy can be attributed to two main reasons: first, the workers were making aboveaverage wages and could spend more money on liquor and gambling. This alone often lead to serious criminal ends. The second reason for the amount of crime found in Eloy was due to the type of people whom migrated to the area during the harvest season. Most of these people had little or no education.
National publications and writers starting calling Eloy “The Toughest Town in the West” and the “Toughest Town in the United States.” The crime in Eloy was at times greatly over-exaggerated and greatly over-emphasized. This took place in the early 1940’s.
The real beginning of progress for Eloy was in 1948 with the incorporation of the city. The government of the town had been handled at various town meetings from time to time and the decision was reached at a general basis. Legally, the government of the town was entrusted the Pinal County Board of Supervisors and they would usually agree with the ideas and decisions voted on at the city meetings. It was agreed by many of the leaders of the community that more progress could be made if the
city was incorporated. Petitions were held December 6, 1949. The approximate population at the time was 2,500 and of this number 307 voted under the requirements of being a resident and property owner. The final vote was 257 for incorporation and 50 opposed. The following were elected and subsequently appointed by the Pinal County Board of Supervisors as the first city council: Mayor Harry Fabricant, co-owner of Fab’s Department Store; Frank Hale, owner of Hale’s Oil Co.; E.T. Fowler, owner of Fowlers Food Market and motel operator; George Hodges, owner of Hodges Pharmacy; Jack Ralston, farmer and manager of Allison Engine Distributor; S.L. Robinson, owner of Robinson Hotel, and Glen Hathcok.
On January 25, 1950, a special census was conducted to enable the fledging community to receive the state taxes available to incorporated communities. The census found that, with a population of 4,770, Eloy has a larger population than any other city in Pinal County.
A combination city hall-county building was constructed in 1952, with the seat of government contained for the first time in one location. That same year the council appointed the first city manager, Robert C. Sartain, with Harold C. Jones superintendent of city streets. Sartain served as city manager until 1954, then Jones was appointed city manager.
An Arizona Daily Star article dated June 2, 1957 describes the community of 4,5000 as having 125 businesses employing 750 people with and annual sales of approximately six million. Some of the streets were paved and U.S. 80 had been rebuilt into a modern, four-lane divided highway. The Police Department
employed seven uniformed patrolmen and the city had recently adopted a zoning ordinance to insure orderly growth. The Chamber of Commerce had recently hired its first manager, David M. Clark, and published a brochure describing the community in an effort to entice new industry.
The 1960’s brought an increased population to Eloy as it grow to house 6,500 residents. By the mid-sixties, there were twenty churches, a medical and dental clinic, eight policemen and a twenty-six man volunteer fire department. The city owned and operated its water and sewer system, and had erected municipal buildings which included a public library.
In 1965, the City of Eloy annexed the Toltec area which had been originated by the Golden Valley Land Company as a planned community. This annexation made Eloy a city of more than twelve square miles and helped increase the official population figure.
In the late 1980’s an economic development division was added the Eloy Chamber of Commerce through awarding of the Rural Economic Development Initiative through the Arizona Department of Commerce.
Being located 58 miles from Phoenix or Tucson with mainline Southern Pacific Rail service, two interstates (10 & 8) nearby and an industrial-zoned corridor between the state end interstate highways, Eloy now considers itself...
EloyElementary is a multicultural district serving approximately 1,000 students. Our students are educated throughout three neighborhood elementary schools in the heart of Eloy, Arizona.
Eloy is midway between Phoenix and Tucson and provides a rural setting for life and learning. The schools in Eloy Elementary School District provide instruction in a core curriculum including reading, language arts, mathematics, science and social studies.
Kindergarten through third-grade students attend Curiel Primary School. EESD offers full-day kindergarten to all students. We also offer a preschool program. EESD also offers tutoring and early risers as programs to help students succeed. Curiel Primary was awarded a 21st Century Grant to assist in providing enrichment and intervention programs for our students. Enrichment programs include newspaper, music, Reader’s Theater, dance, virtual field trips and many others.
Fourth-through-sixth-grade students attend Eloy Intermediate School. Eloy Intermediate School has implemented the use of Samsung Smart Technology in all of its classrooms. Eloy Intermediate students are provided the most integrated and innovative technology available to schools to assist in providing an education worthy of the 21st century. Eloy Intermediate School has been a model school for technology in the classroom.
Eloy Junior High School is home to the seventh-and-eighthgrade students of EESD. Our Blue Devils have an outstanding athletic program and several enrichment classes including band,
Mariachi Band, Student Council and yearbook. After-school activities such as athletics and National Junior Honor Society provide a wide range of experiences and opportunities for EJHS students. EJHS was also awarded a 21st Century Grant to assist in providing enrichment and intervention programs to promote student achievement. Some of the enrichment programs at EJHS include STEM robotics, Writers Club, STEM nutrition, Gamers Club, arts and crafts, Mariachi, D-Back science, drama and dance, and photography. In addition to these enrichment programs, intervention programs are provided to assist students in meeting the goals and requirements for promotion to high school.
Eloy Elementary School District values dedication to our students and their families. Most of our certified staff have at least 10 years of experience in the classroom. Our support staff is also highly experienced in assisting students in the learning process.

Students who choose Central Arizona College as the place to pursue their educational dreams can do so without the worry of having to pay too much for their continued education.
All students who reside in Pinal County and graduate from a Pinal County high school are eligible to receive two years of in-state tuition (fall/spring, fall/spring) funded by CAC and the CAC Foundation through Pinal Promise. This alleviates a huge financial burden for students who may not otherwise be able to attend college. Pinal Promise provides funding for any tuition need that has not been met, meaning that Pinal Promise funds will be applied after all other Financial Aid has been applied to the student’s account (this excludes student loans). To be eligible for Pinal Promise, students must reside in and graduate from a Pinal County high school, participate in 20 hours of community service that can be completed in high school or while attending CAC and complete the CAC Scholarship application. The Recreation Division’s after-school program is at Curiel Elementary School and operates nine months out of the year, Monday-Friday from 2:30 to 6 p.m. in conjunction with the Elementary School District calendar. The program provides children kindergarten through sixth grade with after-school activities including homework assistance, arts and crafts, games, exercise and an afternoon snack. Participation remains consistent throughout the year with approximately 25 students daily.
The Community Services Department continues to provide building accommodations and support services at the Community’s Senior Center at 3650 W. Shedd Rd. in Toltec. The Center hours of operation are Monday thru Thursday, 9 a.m. to 2:30 p.m.
Eloy has 12 parks throughout the community including the city’s cemetery.

It is hard to miss the prominent 1,500-foot peak of Picacho Peak State Park west of I-10. Enjoy the view as you hike the trails winding up the peak and, often in the spring, overlook a sea of wildflowers. The park and surrounding area are known for their unique geological significance, outstanding and varied desert growth and historical importance. The unique shape has been used as a landmark by travelers since prehistoric times. One of the first recordings was in the 1700s by the Anza Expedition as it passed through the area.
Picacho Peak is not a volcanic cone but is part of a volcanic flow that has been partially eroded away. It has long been known for its spring display of wildflowers. If rains come at the right times in the winter, the spring will bring an explosion of gold to the bajadas of the mountain that appear as a tapestry of color. The wildflowers are predominantly Mexican Gold Poppies.
The park offers an abundance of hiking opportunities from gentle desert strolls to the formidable Hunter Trail ascending to the summit of Picacho Peak. Before you hike, be prepared with enough water and proper footwear as the trails are steep and challenging.
In addition to hiking, there is a gift shop and day-use ramadas. Overnight camping is available featuring electrical hookups, a dump station, restrooms and showers, and Wi-Fi is available.
Rooster Cogburn Ostrich Ranch is a three-generation familyowned-and-operated working ostrich ranch at the base of beautiful Picacho Peak. Open to the public since 1999, when just ostrich were fed, nowadays there are lots of critters to feed!
Joining the ostrich are miniature Sicilian donkeys, Nigerian dwarf goats, fallow deer, prairie dogs, Peking ducks, boar goats and rainbow lorikeets. We also have a unique Goat Penthouse feeding station. The ranch has been featured on “Larry the Cable Guy — Only in America”, “Extreme Roadside Attractions” and “Amazing Animals”. On Saturdays, Sundays and holidays, monster truck tours are available.
Contrary to popular belief, ostriches do not bury their heads in the sand: the myth probably originates from the bird’s defensive behavior of lying low at the approach of trouble and pressing their long necks to the ground in an attempt to become less visible.
Santa Cruz Valley Historic Museum is a non-profit organization dedicated to preserving the rich history of Eloy, Arizona. The museum was founded in 1994 by Dick Meyers.
The museum has many exhibits showcasing the events that have made Eloy the City that it is today. One of the more popular exhibits is the recreation of Hodges Drug Store. The original counter that was in Hodges Drug Store has been restored and brings back so many wonderful memories. Another unique building on the property is the original “Colored School” where children of color attended school. The third most popular exhibit is the original movie reel used in the Dust Bowl and it still has film from a movie on it. There is also a small exhibit that shows the history of the extremely popular Eloy Grand Prix.
The museum offers educational programs to the local schools and encourages seminars to teach children the history of Eloy.

Arizona™ is located in the heart of the scenic Sonoran Desert and lies midway between Arizona’s two largest cities, Phoenix and Tucson. Drop zone founders Larry and Liliane Hill started in the skydiving business at a gravel airstrip north of Phoenix with a single Cessna 182 in January of 1978. As their operation grew, it became apparent they would need more space. In 1986 they moved to Coolidge, Arizona to start Skydive Arizona™. Soon the drop zone had grown to four Cessnas, four Beeches, and two DC-3s.
In 1990 Skydive Arizona™ obtained its first turbine airplane, a Westwind Beech. Business continued to grow and a new location was sought out that would allow for further expansion. Work began on the new DZ at Eloy (just 10 miles from Coolidge) in February of 1991, and the new facility opened for business in April of 1991.
Skydivers soon learned that the new Skydive Arizona™ was unlike any other drop zone in the world. Although close to major highways, it is surrounded by flat, uninhabited land for miles in every direction. Visitors remark on the oasis like appearance of the center, which has plenty of grass, a swimming pool, and trees in the midst of an otherwise barren desert.
It takes more than just great facilities to put thousands of
skydivers a year in the air efficiently and safely. No other skydiving center has the quality or quantity of aircraft found at Skydive Arizona™. The fleet is led by 5 Super Otters and 7 Skyvans, each capable of taking twenty three skydivers to 13,000 feet.
A venerable DC-3, once the workhorse of the fleet, carries the occasional load of 43 jumpers. Altogether, these airplanes can put over 240 skydivers at a time in the air, or over 500 jumps an hour!
Visitor Center is one of three full-service Visitor Centers in the State of Arizona.
The Sunland Visitor Center is known for providing visitors with information about the area known as the “heart”of the Golden Corridor in Pinal County.
Visitors will find over 350 free brochures, pamphlets, books, tourist guides, maps, and other local printed materials. Upon entering the Visitor Center, one can view displays of cotton, gems and minerals, Native American exhibits and other interesting items all produced in Arizona.
The Sunland Visitor Center also has display boxes outside near the gates that contain brochures, pamphlets and maps of local cities and visitors are welcome to help themselves. This is especially useful for visitors when the center is closed for the day.
The Sunland Visitor Center averages about 4,000 visitors a year. Visitors come from all areas of Arizona, the USA, and foreign countries.

• Exceptional Community Hospital Opening: Construction of the Exceptional Community Hospital is on track to be completed by April, with a grand opening anticipated in Q2 2025. This state-of-the-art healthcare facility will enhance access to quality medical services for Eloy residents and the surrounding region.
• FreePoint EcoSystems Construction Initiation: The advanced recycling facility announced by FreePoint EcoSystems is aiming to break ground in Eloy, with construction anticipated to begin in Q4 2025/Q1 2026. This innovative project represents a major step forward in the circular economy, bringing significant economic benefits to the region. During the construction phase, the project will generate approximately 200 jobs, and once operational, it is expected to create an estimated 100 full-time positions focused on sustainable and advanced recycling operations.
• Employer Attraction and Expansion: Eloy Economic Development is actively working with multiple potential employers that have expressed preliminary interest in establishing or expanding operations within the city. These businesses represent a diverse range of industries and will contribute to the continued growth of Eloy’s industrial and
commercial sectors, creating jobs and strengthening the local economy.
• Strategic Residential Growth: With the industrial sector gaining momentum, Eloy is focusing on sparking residential development through strategic infrastructure improvements. Increasing and diversifying the city’s housing stock is essential to meet the needs of new employers, their workforce, and future residents, while also supporting commercial and retail expansion.
