Greg Selinger, MLA for St. Boniface, raises a cheer for the newly elected MLA for Wellington, Flor Marcelino during the NDP’s victory party at the Winnipeg Convention Centre on May 22 WINNIPEG – It was a twist of fate that could be described as a stroke of serendipity, or unexpected good fortune, not only for Flor Marcelino, but also for the NDP and the constituents of the Wellington riding. One month ago, Flor Marcelino was juggling the responsibilities of being a wife and mother, owning a small business and editing the Philippine Times community newspaper. At the start of the recent provincial election, she was also prepared to extend her efforts to help one of the candidates as she does in every election. Then, with only a few days remaining before the deadline to submit candidates, the NDP’s original choice for Wellington, Angie Ramos, suddenly pulled out of
the
race
citing
unspecified
health reasons. The party turned to their long-time supporter Flor Marcelino to take her place. Now, only a few short weeks later, after winning the riding in a landslide victory with more than three times the number of votes of her
closest
rival,
Marcelino
finds
herself about to take her place in the Manitoba Legislature as the first
Filipina
MLA
in
Canada
and
the
first
woman
MLA
in
Manitoba
from a visible minority. Far from being the NDP’s “second choice”, Marcelino is already proving to be a wise investment for the party. National commemoration and public memory As we prepare for the upcoming June 12th celebration of Philippine Independence here in Winnipeg (as the main part of the Philippine Heritage Week events), I cannot help but wonder of all the dates suggested or insisted upon as the date for Philippine Independence Day (in case you are wondering, there are at least six possible dates), why do we still choose June 12, 1898 to mark the declaration of our independence? Why not choose August 23, 1896 which was supposedly the day Andres Bonifacio and his secret revolutionary society, the Katipunan, proclaimed independence at Pugadlawin/ Balintawak and also marked the beginning of the Philippine Revolution? Or, what about the date many Fil-Americans and Americans insisted upon? July 4, 1946 was when the “benevolent” Americans
finally
gave
back
the independence that they stole from the Filipinos – or bought from Spain for $20 million, depending on how you look at the humiliating conclusion of the Spanish-Filipino-AmericanCuban
War
of
1898.
Why is June 12th, which according to historian Ambeth R. Ocampo was in fact the ‘fourth’ date out of the long list of possible dates for independence, so significant
that
many
Philippine
historians maintained its historical importance above others? The answer to this question can be found in former President Diosdado Macapagal’s memoirs where
he
justified
the
importance
of June 12. According to his memoirs, “The historical fact was that the Filipinos proclaimed their independence from foreign rule on June 12. Even the national anthem and
the
Filipino
flag,
which
are
essential features in the birth of the nation, were played and displayed respectively at the independence proclamation
in
Kawit
(Cavite).”
Eventually, in 1964 Pres. Macapagal
made
it
official
after
he signed a law changing the date of Philippine Independence Day from July 4th to June 12th. So basically, at the stroke of a pen, Macapagal had effectively changed and established our point of historical reference as well as “symbolically” reclaimed our independence (again) but this time from the American expansionists. As a historian, I know the
importance of national/historical dates and national symbols in shaping public memory and fostering national pride amongst the citizens of every nation. Whatever we choose as national symbols or national dates dictates how our nation’s identity is shaped and eventually, recognized by others. If we go back to Macapagal’s reasoning for changing July 4th to June 12th as the Philippine Independence Day, it clearly tells us how he envisioned what our nation should
be – a sovereign political entity with its own history of struggle and its own identity that we can be proud of. By establishing our own historical representations and national commemorations, we are taking ownership of our own past and shaping it to suit our own purpose. That’s a good try but your guess is incorrect. LGV is not a new designer label or a new brand of electronics. LGV is a new sexually transmitted infection (STI) [also commonly called sexually transmitted disease (STD)]

LGV

Lymphogranuloma Venereum. Until recently, LGV was an infection that occurred mostly in the tropical regions of Africa, Asia, South America and the Caribbean.

Canadian Permanent Resident Cards Before the implementation of the current immigration act, Canadian
residents
had
no
easy
way of proving they were residents of
Canada
without
having
to
pull
out their original passports that contained
their
Canadian
resident
visas and proof of landing papers. In June 2002, the Immigration and Refugee Protection Act came into force and created the Permanent Resident
Cards
(PR
Cards).
Citizenship
and
Immigration
Canada
(CIC)
introduced
the
PR
card: • to increase border security; • to improve the integrity of the immigration process; and • to provide holders with secure proof of their permanent residence status
when
re-entering
Canada
on
a commercial carrier (plane, train, boat, and bus). These cards now provide individuals with secure, convenient proof of their residency. Canadian
Resident
Cards
are
typically
valid
for
only
five
years.
Thus,
the
first
wave
of
cards
issued
in
2002
will
soon
expire.
Canadian
residents who have become Canadian
citizens
during
this
period of time no longer need to worry about keeping their resident cards valid because as citizens they no longer require them. However, those residents who have chosen not to pursue citizenship, or who are not yet eligible for citizenship for various reasons, must renew their resident cards. The renewal process for PR Cards
is
currently
taking
at
least
6 to 8 weeks. Similar to obtaining a
new
Canadian
passport,
if
your
PR
Card
is
expiring,
you
will
need
to
apply
for
a
new
PR
Card.
The
fee is $50 per applicant, including children. Once your card is ready the
closest
CIC
office
will
contact
you to pick up the card. Existing permanent residents must pick up their
PR
Cards
in
person.
If
you
fail to pick up your card within 180 days after you are contacted by
CIC,
your
PR
Card
will
be
cancelled and you will have to begin a new application.
The requirement for the permanent resident to pick up their
new
PR
Card
is
so
that
CIC
can verify the person’s identity. In today’s age of identity theft, this extra step ensures the government that the individual picking up the card is the actual permanent resident and not just some individual trying to steal their identity. Canadian
residents
who
have
PR
Cards
expiring
in
the
near
future and who plan on travelling before
they
renew
their
PR
Cards
should
contact
their
local
CIC
office.
Why?
Permanent
residents
who
are
returning
to
Canada
by
commercial carrier (airplane, boat, train or bus) will require a PR card to board the carrier. If you suddenly discover that you will be travelling soon and you don’t have enough time
to
renew
your
PR
Card
or
you’ve already submitted your application but haven’t received your card yet, you have a couple of options. If you have not yet mailed in your application, you should submit a copy of your plane ticket with your application. You
will also need to write “Urgent – Proof of travel included” on your envelope. Once received, your application will be examined on a priority basis. If you have already submitted your application before the processing times posted on the CIC
website
(www.cic.gc.ca)
and have not yet received your PR

you
can
send
a
fax
to

The colour purple can help bring more success, love and wealth Purple is a potent colour. In every society, purple holds a special place, and a special meaning. It is said that Leonardo da Vinci believed meditating in lavender or purple-coloured light improved meditation by a factor of 10. Purple is associated with wealth, nobility, stature, religion, piety, magic, and sexuality. Purple is a mixture of soothing, calm blue with boisterous, energetic red. Purple is associated with royalty. It symbolizes power, nobility, luxury, and ambition. It conveys wealth and extravagance. Purple is associated with wisdom, dignity, independence, creativity, mystery, and magic. Some 75 percent of small children choose purple over other colours. It is said that purple was a favourite
colour
of
Cleopatra.
It
has
continued to be a colour associated with royalty, with high honours, such as the Purple Heart awarded American soldiers wounded or killed in war. Obviously, purple is a very special colour. That is also true in feng shui. In feng shui, there is one colour that is suitable in any direction. That colour is purple. Purple is the colour associated with any of the directions as a beneficial

A Gawad Kalinga weekend!
The weekend of May 18-20, 2007 was a special time for many local Gawad Kalinga supporters and advocates. The GK inspired movie trilogy, Paraiso was shown to hundreds at the Winnipeg Art Gallery over the weekend. The movie beautifully highlights how GK has the potential to help all people, of all ages and in all
sectors
of
society.
Comprised
of
three true stories of hope, it gave the audience a realistic illustration of the current conditions of poverty in the Philippines. Canada’s

Mike Pagtakhan were also in attendance and delivered messages of inspiration and encouragement in support of the project. On the same weekend, many
interested youth of Winnipeg enjoyed a musical night as Joey, along with St. Peter’s youth band, Light House and local GK youth group put together a concert to generate awareness for the youth’s important involvement in Gawad Kalinga.

Serendipity strikes Wellington An interview with Flor Marcelino
Pilipino Express (PE): Your candidacy came as a big surprise. How did that happen? Flor Marcelino (FM): It was a bigger surprise to me when I received a phone call from Les Crisostomo
while
tending
my
store
(Padalahan) on a Thursday around noon (May 2) asking me to await the arrival of some members of the NDP executive. He didn’t say what the purpose of the visit was, he just said, “Basta hintayin mo sila, huwag kang aalis...” (Just stay and wait for them...) I had no inkling that they would ask me to stand as the candidate for Wellington. I could not give them a definite
answer
but
I
was
told
they
needed a reply immediately. After consulting my family about the positive and negative aspects a role in public life might entail, and after learning the dire need for a strong and credible candidate after the nominated candidate resigned, I felt obligated to accept the offer to run in the riding. On

candidate
yet
you
were not among those who vied for the party nomination, why? FM: After Angie Ramos gave her resignation on Wednesday (May 2), I was told that it was no longer possible to hold another nomination due to time constraints. I did not vie for the party nomination because while I was a long-time NDP
member and volunteer, I prefer working behind the scenes and have shunned publicity. However, after learning the issues behind the urgency of the situation, I was challenged to offer my experience in community service as a decent and positive alternative. PE: How well do you know the Wellington Riding? FM: Very well. For eight years, I lived on Bannatyne Avenue West (in the centre of the Wellington riding). Many relatives and friends still reside in the riding. PE: How will you do things differently from your predecessor? FM: I am determined to give strong representation to all constituents of Wellington. What is at stake here is Wellington; one of the poorest ridings in all of Manitoba, a community in need of revitalization and empowerment. This reality stared me in the face as a result of my door-to-door sorties in the neighbourhood. Meeting residents and hearing their stories strengthened my resolve to be a strong advocate for them. The

order
of
the
day
is
to
have an accessible constituency office
and
a
staff
that
will
work
intently to provide the services that the public deserves. I will connect with residents, youth, educators and community leaders and listen to their stories. Together we will seek institutional resources and broader community support in order to build the framework needed for the Wellington community to empower itself and to chart its own course.
PE: How are you preparing yourself for your new role as MLA? FM: Being a rookie MLA, I need to do a lot of reading to understand the workings and the political culture of the provincial government and its relation to the other levels of government. There’s a learning curve and I am ready to put in the required time and effort to fully comprehend the enormity of the task ahead. PE: You have always been passionate about Philippine issues, particularly human rights. How will you balance this with your new job? FM:
Really,

is
no
conflict
with my passion for justice and human rights in my new role as a MLA. Being a MLA does not preclude me from speaking against human rights abuses. My exposure to these issues in the Philippines makes me especially sensitive to problems that plague Wellington including housing, poverty and other barriers that affect stigmatized populations. I will continue to work with groups that advocate for Philippine human rights. PE: How do you see yourself being

FM: My daughter, Malaya, cautioned me that my constituency work could mean working long hours and that, “You would not see your family for four years…” I intend to work hard for my constituents

Ogie, Regine finally admit to being in love After years of holding back the truth, long rumoured sweethearts Ogie Alcasid and Regine
Velasquez
have
finally
let
the cat out of the bag. Yes,
Ogie
has
finally
confirmed
the obvious—that he and his Miss Australia-Universe wife Michelle Van Eimeren-Alcasid are separated. Ogie has also mustered enough guts to admit that he loves Regine Velasquez and he is crazy about her. It was indeed anticlimactic, in a sense, because Ogie did not really expound on these two admissions. Everybody wanted to know how long the romantic relationship had been going on or if the rumours regarding their impending matrimony had basis or not. These would have been the juicier items. Why didn’t he say more? Perhaps, he has endorsement contracts to keep and abide by, or he hasn’t really made the initial steps toward an annulment. But those are completely separate stories on their own. But then again, it is Ogie’s right to determine the right time to reveal anything (more) to the public, isn’t it? He promised
that he will make an important announcement by June and he kept that. In fact, nobody knows at this time if this “June announcement” he is referring to is the same announcement that he made. Who knows? He might still be planning to make other (more important) announcements this month. Despite the admission, the fact remains that Ogie is very protective of his Australia-based family and he accords Regine the respect due to her, too. He is without question a true gentleman, and no matter that he didn’t give us the details and other statements we were expecting, he still caused a lot of media frenzy. Ogie has been in this business for a long time and I’m sure that he knows a lot about strategy. Of course, he won’t spill everything because that would mean the start of the end for this controversy. After pointing out those two issues, he still succeeded in leaving the media salivating for more. Whoever his advisers are must be given a tap on the shoulder. Of course, everyone knows that they have been in love for quite a while. But that’s the way entertainment is – whether it’s Brad Pitt leaving Jennifer Aniston for Angelina
Jolie or Marc Anthony leaving Dayanara Torres for Jennifer Lopez or Ogie Alcasid leaving Michelle Van Eimeren-Alcasid for Regine Velasquez. And yes, Regine Velasquez has also unloaded her longsuppressed feelings to the media, saying that she loves Ogie very much. “Thank you for your patience and understanding,” she begins, telling the local media in a press conference, and with tears swelling fast, she adds, “I’m thankful
to

Again, I’m making it clear that nobody is in any position to dictate his or her own beliefs, religion and principles or force his or her own standards of morality or righteousness on others. If Ogie loves Regine and
Regine loves Ogie in the same manner and with the same intensity, then so be it. We cannot do anything about that. It’s their life, their feelings, and whatever consequences they will face because of acknowledging those emotions are theirs and not ours to impose. Both of them are consenting adults and their realities are different from ours. Believe me, after a few months, people will no longer talk about Michelle and the kids because they are too far from the
centre of the local showbiz circuit. We will all be more interested with the developing romance of the songbird and the songwriter. Believe me, too, that after their concert tour in the United States this June, there will be bigger concerts and perhaps a movie or a TV show starring the two of them. Ito rin ang nagsasama kay Tamara sa pagpunta sa tindahan para mamili ng kung anu-anong maliliit na bagay. Pinababayaan ang kapatid na babaing magbayad at tumanggap ng sukli at magbilang ng sarili niyang pera. Tinuruan si Tamarang ngumuya at magpalobo ng bubble gum. Isinasama ang kapatid sa panonood ng sine. Tinuruan din itong maglaro ng holen, ng trumpo, ng baraha. Kasabay maglakad pagpasok sa eskuwela at inihahatid paguwi bago aalis na muli pag may lalakarin. Sinisigurong ligtas na at nasa bahay ang kapatid bago umalis. Si Teddy ang tagapangalaga ni Tamara. Pag may tumutudyo kay Tamara ay nakalapit agad ito, handang ipagtanggol ang kapatid. Kaya naman may mga pilyong tumutudyo kay Tamara ay may bahagyang papilantod ang lakad nito dahil sa kapansanan noong anim na taong gulang pa lamang ito. Kahit halos hindi mapapansin kung hindi pagmamasdang mabuti ang pilantod ni Tamara ay may mga pilyo pa ring tumutukso rito pagka’t napakasensitibo at iyakin. Nagiging tampulan tuloy ng biro ng mga magugulo sa eskuwela. Dahil kay Teddy ay takot ang mga ibang estudyante. “Hindi tayo pupuwedeng manudyo kay Tamara dahil laging nakaaligid si Kuya Teddy,” patuyang wika ng mga ito. At dahil popular si Teddy sa buong eskuwela, nang lumaon ay hindi na napapansin o hindi na pinapansin si Tamara ng mga estudyante. Anupa’t mahal na mahal ni Tamara ang kapatid. “Kuya, palagay mo ba ay pinagtatawanan ako ng mga girls sa eskuwela dahil pilantod ako?” tanong ni Tamara kay Teddy isang araw. “Wala namang pumapansin o bumibiro sa iyo, ah,” ani Teddy. “Kasi, pagdadaan ko, nagbubulungan sila. Pagkatapos, magtatawa,” ani Tamara. “Iba siguro ang pinaguusapan nila. Akala mo lang, ikaw. Isa pa, kung ikaw nga ang pokus ng usapan, hindi mo sila masisisi dahil selos na selos sila
sa iyo. Maganda ka kasi, sila pangit,” pabirong wika ni Teddy sa kapatid. Napasibi si Tamara. “Binibilog mo na naman ang ulo ko,” anito. Tiningnang mataman ni Teddy ang kapatid. Totoo ang sabi niya rito. Maganda talaga si Tamara. Kung hindi sa bahagyang pilantod ay tunay na kaakit-akit si Tamara dahil kainaman din ang taas nito. Pag nagdalaga na ito ay tiyak na hindi mawawalan ng tagahanga. Limang taon ang tanda ni Teddy sa kapatid kaya talagang para siyang guwardiya nito. Palibhasa’y sakitin mula nang ipanganak, alagang-alaga si Tamara ng pamilya. Lalo’t sinabi ng doktor na hindi na mag-aanak ang kanilang ina. “Mabuti’t sa halip na magselos si Teddy sa atensiyon natin kay Tamara, katulong din siya ng pangangalaga sa kapatid,” sabi ng kanilang ina. “Dinaig mo pa ako sa pagbabantay sa kapatid mo. Kung minsan tuloy, nakakalimutan kong ikaw ang kapatid ni Tamara at hindi ama. Parang ako ang kapatid, ah,” tudyo ng ama kay Teddy. “Hindi naman, Tay. Kasi bukod sa sakitin si Tammy ay iyakin pa. Kaya inaalalayan ko sa eskuwela.” “Teddy, huwag mong pansinin ang Tatay ninyo at tinutudyo ka lang. Ang totoo’y natutuwa kami dahil nagkakasundo at nagmamahalan kayong magkapatid.” anang ina. “Isa pa, Nay, Tay, mahirap hindi alagaan at mahalin itong kapatid ko at napakainosente, mabait at malambing,” ani Teddy. “Masiyado lang mahiyain.” Ngiting-ngiti naman si Tamara sa papuri ng kapatid. Talagang mahal na mahal siya ng Kuya niya. Naunang nagtapos ng high school si Teddy. Nasa Junior High pa lamang si Tamara. Magpapatuloy ito sa unibersidad. Lungkot na lungkot si Tamara. Umiyak pa. Pinasabihan siya ng mga magulang. “Ano ba ang iniiyak mo, Tamara? Hindi naman pupunta sa ibang lugar ang Kuya mo. At dito pa rin nakatira. Ayaw mo ba siyang magtapos ng pag-aaral?” “Kung wala si Teddy, sino ang titingin sa akin sa eskuwela? Sino ang kasabay ko sa pagpasok? Sino ang kasabay ko sa pag-uwi?” “Makipagkaibigan ka, anak. Hindi puwedeng palagi kayong magkabuntot ng Kuya mo. Panahon nang makatayo ka sa sarili mong paa. At ang Kuya mo naman, kailangang harapin ang sarili niyang buhay. Kailangan ding sumama siya sa mga kaibigan niya.” May katuwiran ang mga magulang niya. Nauunawaan ng mga ito na takot at kawalangtiwala sa sarili ang umaali sa anak
na babae. Ngunit alam din nilang kailangang matutong tumayo sa sariling paa si Tamara. Sa uang araw ng pasukan ay may nakitang bagong estudyante si Tamara. Mukhang kiming-kimi ito at mahiyain. Naglakas ng loob si Tamara na kausapin ito. “Si Tamara ako. Bagong pasok ka rito, ano?” aniya. “Oo. Hindi ko nga alam kung saan ang classroom ko sa first
period,”

Mapagpasunod na mga magulang ang mga ito, wala nga lamang panahon para sa nag-iisang anak. Nang minsang abutan ni Teddy si Alyssa sa bahay nila ay napansin agad ni Tamara na may crush ang kaibigan niya. Sanay na si Tamara na makitang pumapalo ang mga babae sa kapatid dahil guwapo ito at napakasimpatiko. Pagka’t kaibigang matalik ni Tamara si Alyssa ay magiliw si Teddy rito. Nagpapasalamat na may kaibigang nakakabarkada ang mahal na kapatid. Kaedad ni Tamara si Alyssa. Ang agwat ng edad nila ni Teddy ay hindi naging sagabal sa damadamin ng kaibigan ni Tamara. Kitang-kita ni Tamara na talagang umiibig ang kaibigan sa kapatid niya. “Kuya, baka naman patulan mo si Alyssa. Alalahanin mong mas bata siya sa iyo. Magkasingedad kami. Huwag kang masiyadong magiliw sa kaniya. May girl friend ka,” paalala ni Tamara. “Tammy, magiliw ako sa lahat ng mga kakilala, hindi lang sa kaniya. Matalik mo siyang kaibigan kaya nagbabait ako sa kaniya,” ani Teddy. “Isa pa, wala akong magagawa kung pumalo sa akin ang mga babae. Hindi ko kontrolado ‘yan. Kasalanan ko bang mukhang movie star ako?”
“Kuya, sinasabi ko lang. Baka mamaya akalain niyang may gusto ka rin sa kaniya. Ayokong mawalan ng best friend.” “Huwag ka sabing mag-alala,” ani Teddy. “Natutuwa lang ako sa kaibigan mo dahil talagang in love na in love sa akin.” “Basta, Kuya. Saka mo na lang malalaman,” makahulugang wika ni Alyssa. Hinarap ni Tamara ang kapatid. Inulit ang sinabi sa kaniya ng matalik na kaibigan. “Natutuwa lang naman ako sa kaniya dahil haling na haling sa akin. Ilang beses lang kaming nagsine at kumain sa labas,” pagtatapat ni Teddy sa kapatid. “Hindi ko akalaing paglalaruan mo ang damdamin ng aking matalik na kaibigan,” galit na wika ni Tamara. “Ititigil ko na ang pagsama sa kaniya. Iiwasan ko na siya,” pangako ni Teddy. “Siguro, tuwiran mong sabihin sa kaniya na may girl friend ka na,” ani Tamara. Kung biro para sa iyo ang ginawa mo, masakit na biro ‘yan.” Niyayang muli ni Teddy si Alyssa na mag-ice cream
at kinausap nang masinsinan. “Parang kapatid ang turing ko sa iyo kaya kita sinasamahang manood ng sine at lumabas, paris ng ginagawa ko para kay Tamara.” Naawa si Teddy sa dalagita. Nagpipigil umiyak ito. “Isa pa, Alyssa, may girl friend na ako,” pagtatapat niya. “Pinaglalaruan mo ako, pinagtatawanan,” mapait na wika ni Alyssa. “Nagkakamali ka. Ang trato ko sa iyo ay parang trato ko kay Tammy.” Tumayong bigla si Alyssa at patakbong nilisan ang ice cream parlour. Naiwan si Teddy na nagsisisi kung bakit nagawa niyang saktan ang murang damdamin ng matalik na kaibigan ng kapatid. Pinagbigyan lamang niya ito pagka’t iniidolo siya. Ano itong nagawa niya? Isang linggo ang nakaraan. Hindi pumasok sa eskuwela si Alyssa. Hindi rin sumasagot sa telepono pag tinatwagan ni Tamara. “Hindi na pumupunta rito si Alyssa. Kuya. Hindi rin tumatawag at hindi sumasagot pag tinatawagan ko. Galit na sa akin ang matalik kong kaibigan. Kagagawan mo,” sisi ni Tamara sa kapatid. “Sorry, Tammy. Niyaya niya ako, sinamahan ko naman siya. Wala naman sinabi o ginawa para isipin niyang may gusto ako sa kaniya,” katuwiran ni Teddy. Inirapan ni Tamara ang kapatid at tinalikuran. Kahit anong kausap ni Teddy sa kapatid ay hindi siya pinapansin at sinasagot. “Ano ba ang nangyayari sa inyong magkapatid? Bakit ba ayaw mong kausapin ang Kuya mo?” “Siya ang tanungin ninyo,” sagot ni Tamara. Isang hapong umuwi si Tamara ay umiiyak ito. Nilapitan agad ni Teddy. “May sumalbahe ba sa iyo, Tammy?” “Alam mo ba kung ano ang nangyari kay Alyssa? Lumipat na sila.
