Reaching out to the marginalized sector on her birthday, Sen. Imee Marcos, along with the Department of Social Welfare and Development (DSWD)-10 and the city government here, provided cash aid to 942 beneficiaries in the city through the Assistance to Individuals in Crisis Situation (AICS), November 13.

Each beneficiary received P3,000 in cash, and 200 nutribuns and toys were also distributed to daycare children in the city.

Continuing the legacy of their family, Marcos said the present administration targets strengthening and prioritizing the implementation of Kadiwa, nutrition program for children, and AICS.

Normin inflation rate high at 7%, says PSA

The regional inflation rate, or the rate of average goods and services, increased to 7.0 percent in September 2022, from 6.6 percent in the previous month, and 3.6 percent in September 2021, said Janith C. Aves, officer-in-charge of the Philippine Statistics Authority (PSA), during the closing ceremony of the 33rd National Statistics Month.

"Based on the trend, we can expect that our inflation will continue to rise," she said.

Month-on-month, inflation was higher in September 2022 in the following commodity groups: food and non-alcoholic beverages at 7.7 percent; alcoholic beverages and tobacco at 5.3 percent; health at 3.1 percent; education services at 1.7 percent; restaurants and accommodation services at 5.1 percent; and personal care and miscellaneous goods and services at 3.6 percent.

The major contributors to the uptrend of the food commodity group were rice, sugar, confectionery and desserts, and meat and other parts of slaughtered animals.

Further, food inflation accelerated to 8.0 percent, from 6.6 percent in the previous month.

Among food commodity groups, the inflation rates of the following sub-commodities increased in September 2022 compared to August 2022: Cereals and cereal products 4.4%; meat and other products from slaughtered animals, 10.8%; fish and other seafood, 11%; vegetables, tubers, plantains, cooked bananas, and pulses 12.5%; sugar, confectionery, and desserts, 32.4%; and readymade food and other food products, 4.2%.

On the other hand, rice registered an inflation rate of 1.9 percent in September 2022, following a deflation of 0.1 percent

in August 2022.

Corn inflation increased to 10.7 percent from 8.1 percent in the preceding month.

Further, inflation of flour, bread, and other bakery products, pasta products, and other cereals accelerated to 7.8 percent in September 2022 from 6.7 percent in the previous month.

The provinces and highly urbanized cities that had major contributions to the uptrend of regional inflation were Cagayan de Oro City, Misamis Oriental, and Lanao del Norte.

National Economic Development Authority's (NEDA)-10 Assistant Regional Director Leonila G. Cajarte shared food comprising 70% of the inflation.

Cajarte said subsidies are provided for vulnerable sectors, particularly farmers and fisherfolk to ensure food supply and increase food productivity.

30 cooperatives in Lanao del Norte receive P100k from provincial government

As part of the celebration of the Culmination Program of the Annual Cooperative Month here, 20 cooperatives received P100,000 each from the provincial government thru the Cooperative Livelihood Assistance Program (CLAP) and 10 cooperatives with best practices best cooperatives received another P100,000 each thru the Initiative for Quality Development (IQD) awards on Nov. 3.

The CLAP was funded through the 20% development fund allocated by the provincial government that aims to provide additional capitalization for micro cooperatives and to develop and promote their viability.

Jacinta Cellona, vice chairperson of the San Isidro Upper Farmers Multipurpose Cooperative based in Lala town, expressed gratitude as they will use the aid from CLAP in putting up an agri-supplies business.

“For that, we have proposed for this another assistance, we have to establish an agri-supplies business. We’ll have to put up a store for farmers' needs. Like for example fertilizer, insecticides and other needs of farmers,” she said.

Meanwhile, Virgilia Samaniego, chairperson

of the Bualan Agrarian Reform Community Cooperative based in Tubod town, conveyed gratitude as they are one of the cooperatives that received the IQD award. Their cooperative started in the 1980s and has been producing banana chips and banana ketchup. With the cash prize they received, they can now start sanitization for banana flour processing.

“Dako kaayo among pasalamat especially kay Gov. Angging Dimaporo nga natagaan mi ani nga award kay matuloy-tuloy na jud ang among plano nga makaprocess ug banana flour. Gikan pa sa pandemic diin among kooperatiba, nihinay-hinay jud syag bangon,” she said.

[We are very grateful especially to Gov. Angging Dimaporo that we were given this award because we can now pursue our plan to process banana flour. Ever since the start of the pandemic, our cooperative is slowly recovering.]

Various activities were also lined-up during the culmination program such as the Cooperative Hymn Chorale contest, raffle draw of home items and performance of winners of the TikTokoop dance contest.

4 Butig villages benefit from CFSI's community-based projects

Four villages in the municipality of Butig received community-based support to livelihood (CBSL) projects from the Community and Family Services International (CFSI).

The projects consisted of two warehouses for Barangays Pindolonan and Butig Proper, two solar dryers for Barangay Malungun, and a hanging bridge for Barangay Samer.

The projects were turned over by CFSI to the recipient barangays in a simple ceremony held on Nov. 15 in Barangay Pindolonan. The ceremony was witnessed by Butig mayor Dimnatang Pansar and the Project Steering Committee of each barangay.

The CBSL projects were implemented under the Marawi Covid Recovery Project (MCRP) of CFSI which aims to promote the protection, psychosocial, and economic recovery of at least 4,000 families or 20,000 individuals in Marawi City and six other municipalities in Lanao del Sur from the impact of displacement and the Covid-19 pandemic.

CBSL projects have previously been turned over to target barangays in the municipalities of Lumbayanague, Marantao, and Piagapo.

MCRP Project Coordinator Farida Mangcaan said they identified Butig

as one of the target municipalities for the project since it is one of the areas in Lanao del Sur that was affected by protracted displacement.

"It is where usually the armed conflict is being ignited and, most significantly, a lot of people have been displaced in Butig. With that nadidiminish yung mga investments towards human development and economic development," she said

She said that her organization which focuses on peacebuilding has been aiding the municipality as part of its humanitarian response and protection works.

"At the same time, helping the government to bounce back together with the people themselves para maibalik yung kanilang dignidad, para maibalik yung kanilang self-help initiatives, at para muli ay makarecover sila from the impact na meron yung ating mga protracted displacement," she added.

Gratified to have partners

Butig Mayor Dimnatang Pansar expressed gratitude to CFSI and DFAT Australia for the projects implemented in his municipality saying that these projects address the specific needs of the target community.

He also recognized the efforts and contribution of the four barangay local government units in the successful completion of the projects.

The mayor further disclosed that there are also infrastructure projects being undertaken by the municipal government to complement projects coming from the BARMM government, the provincial government of Lanao del Sur, and non-government organizations like CFSI. Among these are several road projects that will enhance transport accessibility leading to more opportunities and better lives for Butig residents.

Pansar is optimistic that through continuing efforts of the government and non-government organizations, the municipality will soon become prosperous contrary to its image of being a poor and dangerous place.

On the other hand, folks from four villages are thankful for the aid poured into their communities.

Casimra conveyed his thanks for the two solar dryers their barangay got from the MCRP adding that the project will benefit farmers in his village since Malungun is a producer of palay and corn in Butig.

He said children can also use the area as a playground when the drying of the harvest is completed.

Samer Punong Barangay Mangontawar Amatonding Jr. also thanked CFSI, DFAT Australia, and LGU Butig for the hanging bridge project. He said, previously, villages used a zipline track to transport their produce to the other side of the barangay posing a risk to the farm products during wet weather.'

The hanging bridge, he said, will not only improve access but ensure easier transport of farm products. "Babaguhin nito ang kabuhayan sa Samer, lalakas ang development sa Samer," he added.

Amatonding also underscored the impact of the project on the promotion of peace in the village stating that unstable livelihood can contribute to conflict by forcing locals to resort to violence to obtain the necessary resources they need.

Bukidnon business establishments bag

DTI’s BAGWIS Award

Twelve Bukidnon-based enterprises recently bag the Department of Trade and Industry’s (DTI) BAGWIS Seal of Excellence Award in a ceremony at the Mallberry Suites and Business Hotel in Cagayan de Oro City.

DTI Bukidnon Provincial Director Famelah Racquel Villanueva, said the BAGWIS Award gives recognition to establishments that uphold the rights of consumers while practicing responsible business where consumers get the best value for their money.

“Twelve of the 65 awardees in Northern Mindanao were from the province of Bukidnon that covers business establishments under categories namely Supermarkets, Department Stores, Appliance Centers, and the DTI-accredited Service and Repair Shops,” she said.

Villanueva reported that five establishments that obtained the Silver Bagwis Awards during the ceremony are Valencia Goodwill Commercial Inc.; Toril LCY Trading Corporation/ Citi Hardware-Malaybalay City Branch; RD Enterprises; Valencia MGS Mart Corporation; and Princemin Corporation–Manolo Fortich Branch.

Meanwhile, DTI-Bukidnon Consumer Protection Division Chief Junar Merla explained that the Bagwis Awards have three levels: Bronze, silver, and gold. Businesses that have complied with fair trade laws and have an established consumer welfare desk or an equivalent consumer relations office within their stores will receive the Bronze Award.

Those businesses that have already met the criteria for the Bronze Award and demonstrated a commitment to social responsibility are eligible for the Silver Award.

Finally, the Gold Seal is given to stores that have met the Silver Award requirements as well as have an established quality orientation management system.

“In support of the program, DTI encourages consumers to patronize establishments granted with Bagwis Award,” Merla said.

Several children and their parents coming from different barangays in Cagayan de Oro City participated in the 30th National Children’s Month celebration, November 4, with the theme, "Kalusugan, Kaisipan, at Kapakanan ng Bawat Bata Ating Tutukan!"

"Ang paghatag bili sa mga kabataan ginapakita na pinaagi sa atoang P.D. 603, gilagdaan atong 1974, which looks after the children and their welfare. Buot pasabot, kini nga balaod kinahanglan natung tumanon," said Regional Director Ramel F. Jamen of Department of Social Welfare and Development (DSWD)-10.

"We cannot separate our mothers from their children. Kung unsa ang problema sa bata, ang inahan ang gipangita o gapangita ug paagi. Kung unsa ang problema sa inahan, ang pamilya labi na gayud ang mga anak ang labihang maapektuhan. So, that is the very reason that the government ensures the protection of not only the rights of women, but also the rights of our children," said City Councilor Joyleen Mercedes "Girlie" Balaba.

She added that under the administration of Mayor Rolando Uy, the government strengthens its programs for the development and promotion of the well-being and welfare of women and children, so that they may live their lives to their full potential, especially the children, and that they may grow up as responsible individuals, giving them equal opportunity to pursue their dreams and equipping them with the necessary tools mentally, emotionally, spiritually, and socially to achieve these dreams.

The councilor also expressed her gratitude to barangay officials, police personnel, and social workers for their compassion in attending to the needs and ensuring the welfare of children in Cagayan de Oro City.

"To our parents, mothers and fathers, lolo and lola, let us teach our children the values that will shape their character and self-worth. Give them kindness, understanding, and most of all, give and show them love. May this be the day to start in fulfilling our goal to protect the life of every child," the councilor said.

The activities slated for the month include sessions that address the mental health of children, as well as child participation. In other words, children have the right to participate in discussions about issues and decisions affecting the sector.

The National Children's Month 2022 also promotes child protection from pandemics and other disasters, as well as online and offline bullying, among other things. (IJBD/PIA-10)

NCSC hears out sector to uphold senior citizens rights, welfare

Senior citizens' rights and welfare are now a top priority as the newly created National Commission of Senior Citizens (NCSC) conducts consultation activities with various senior citizen associations in the country, such as the 1st Joint NCSCFederation of Senior Citizen Associations of the Philippines Summit Region 10, November 1415, here.

Created under Republic Act No. 11350 signed by former President Rodrigo Duterte on July 25, 2019, the commission ensures that the rights and welfare of senior citizens are protected, and with the conduct of a joint summit between the commission and the federation of the senior citizen association, the commission assures all elderly that their concerns and inputs are considered in drafting policies and

guidelines to ensure that they will be protected.

"This activity is part of the continuing consultation process that we are holding. We want to get the whole picture as a new commission created under Republic Act 11350 signed into law in July 2019. We would like to get all the necessary information so that we would be able to set the direction, and formulate policies and guidelines for the development of the elderly sector," says NCSC Commissioner Edwin Espejo.

Espejo added that the commission is primarily a policymaking body with programs and capacity-building focused on the senior citizen sector of the country. Further, he said they are also lobbying in Congress for legislation that would benefit and further enhance the protection of

senior citizens. Aside from that, all the functions and services of the DSWD for senior citizens will then be transferred to the commission as part of their mandate.

With the conduct of the nationwide summit, NCSC hopes to gather all information they need to guide them as they move forward as the government responds to the needs and concerns of the senior citizens.

The commissioner says they are doing all the necessary steps to be of service to the senior citizens, accommodating their needs and prioritizing their welfare. NCSC urges the family members of senior citizens to have the latter be registered in the commission's database by simply visiting https://www.ncsc.gov.ph/, and downloading the form.

43M electrification project to light up Nunungan town

Eleven barangays here will soon have electricity through the Barangay Line Enhancement Program (Electrification Project) of the National Electrification Administration and efforts of the local government unit (LGU) and provincial government.

This, after the LGU of Nunungan, provincial government, Lanao del Norte Electric Cooperative Inc. (LANECO), Lanao del Norte Police Provincial Office, 5th Mechanized Battalion, led the groundbreaking ceremony for the said project on Nov. 8.

Targeted to be completed within 120 days, the initial project costs about P43 million. Of this, P8 million was partly funded by the LGU Nunungan. It will also light up Barangay Baning in Sapad town which is a barangay before Nunungan.

Mayor Marcos Mamay emphasized that they are working together with the provincial government of Lanao del Norte to settle “ridos” (family feuds) to achieve peace and order and to concretize roads for accessibility in the area.

1.600 MisOcc SMEs get DSWD livelihood grant

A TOTAL of P9 million worth of livelihood assistance was distributed to 600 small and medium enterprises (SMEs) from three towns and two cities in this province to help them recover from the effects of the COVID-19 pandemic.

Governor Henry S. Oaminal led the Livelihood Assistance Grant (LAG) distribution of the Department of Social Welfare and Development (DSWD) to beneficiaries in Calamba (50), Plaridel (75), Jimenez (50), Ozamiz (200), and Oroquieta (225).

The 600 beneficiaries each received P15,000 from DSWD and the provincial government of Misamis Occidental hoping to recover from the effects of the COVID-19 pandemic.

Misamis Occidental Governor Henry S. Oaminal emphasized that the financial assistance is a big help for the low-income residents in the province who are affected by the coronavirus disease (COVID)-19.

"Mutaas inyong income, na increase pa ang atong Gross Domestic Product, mao kana ang atong programa karon. Kung gikahimuot ninyo ang tag P15,000, ayaw kabalaka kay inspired kaayo si Director Cui ug sa sunod tuig dungagan pa nato ni," Oaminal said.

Oaminal also said that he wanted to see smiles every time he visited the market or store because they were not in debt with their businesses.

"Ang gusto nako makita inig subay nako sa inyong tindahan, inig adto nakos merkado, makita nako inyong mga pahiyom ug happy mo kay walay giapas na utang sa negosyo," he added.

The governor also shared that the

provincial officials will find ways to support the businesses individually, and they will not go to the mayor, governor, vice governor, and board members because Team Asenso will deliver the Christmas gifts.

"Mao kini atong direksyon. Ang atong vision Asenso Misamis Occidental. Ang atong goal Misamisnon Magpuyong Malinawon, Malambuon ug Malipayon," he added.

Oaminal also announced plans to distribute Christmas gifts to the farmers and provide P5,000 in financial assistance anytime before December.

157 Marawi IDPs move to new safer, permanent homes

A TOTAL of 157 internally displaced persons (IDPs) in Marawi City were additionally relocated to their new homes, this time permanent ones after their old shelters in the most affected area (MAA) were ravaged by the firefight in 2017.

Situated in a village named Pamayandeg sa Ranao Residences at Dansalan (PRRD) in Brgy. Mipantao Gadongan, the awarding of permanent housing units was realized through the Task Force Bangon Marawi (TFBM), the city government of Marawi, and the National Housing Authority

as the implementing agency which successfully led the land development and construction of the houses in the said area.

TFBM Field Office Manager Felix Castro Jr. highlighted that the village would also be equipped with community facilities such as a school, wet and dry market, multi-purpose center, and transport terminal while the water supply is also being processed.

He stated that this is part of their commitment to continuously aid those seriously impacted by the siege.

“Para sa 157, bagong buhay kayo

dito at susuportahan namin kayo. Ituloy tuloy natin iyan. Hindi namin kayo pababayaan at lage [namin kayong] tinitingnan,” said Castro.

[For the 157, you have new lives here and we will support you. This is continuous. We will not set you aside and we will always look at you.]

The TFBM field office manager stressed that there might be challenges along the way but they would always recognize that these are nothing compared to the sufferings each displaced resident has undergone.

As such, he assured that they

would always try their best to find appropriate means to get through any problem for the welfare of the citizens of the city.

“Hindi kayang masolve ng onetime. Ang importante, ang NHA, si mayor at TFBM ay sinosolba namin. We are attending at inaayos natin iyan para maresolba. Lagi nga naming sinasabi sa Task Force Bangon Marawi na sabay-sabay nating ibabangon ang Marawi,” said Castro.

[We cannot solve this at one time. What is important is the NHA, mayor and TFBM are solving it. We are attending and we are taking care of it for it to be resolved. We, in TFBM, would always say that together, we will make Marawi rise again.]

Elated over new, safer homes Families formerly living in danger zones, along the banks of Agus River and Lake Lanao in Marawi, are thankful for the new and safer homes they got from the government.

Rohanisah Asum conveyed her gratitude to the government for the permanent shelter that she can call her own family's new home. "Kami ay nagpapasalamat dahil napili kami na nabigyan ng permanent shelter kasi hirap kaming makitira sa mga relatives namin. Mahirap kasi yung

walang bahay. Pero ngayon, may sarili na kaming bahay na masasabi naming amin talaga. Kaya maraming salamat. Pwede na rin kaming magbusiness sa bakuran namin," she said.

Cayamombao Cabugatan is also grateful for the house her family got from the government. "Pinasasalamatan namin sila dahil nagkaroon na kami ng sariling bahay [We thank them because we now have our own house]," she said.

For Abdullatif Sandab, he said it gratified him to finally have a permanent home where his family could start anew. Asum, Cabugatan and Sandab are among the 157 IDPs recently awarded permanent shelters in PRRD village in Brgy. Gadongan.

TFBM has been focusing on the building of 2,800 permanent shelters where families living in the 'danger zones' can be relocated.

Through the NHA, Social Housing Finance Corporation, UN-Habitat and the Government of Japan, and the local government units of Marawi and Lanao del Sur, permanent shelters were built in PRRD Village Phase I and II in Barangay Kilala, PRRD Village Phase III and IV in Brgy. Gadongan, Hadiya Village in Dulay West, Darusallam Village in Brgy. Dulay Proper, and Norsalam Village in Brgy. Patani.

This is on top of the permanent shelter project of the Bangsamoro government in Brgys. Mipaga and Patani (Pabahay ng BARMM) and Brgy. Kilala (BARMM Duplex Permanent Shelter).

DILG-Buk’n hosts regional forum, guides

LGUs to full devolution

The Department of the Interior and Local Government (DILG) in Bukidnon hosted a regional forum to synchronize Devolution Transition Plans (DTPs) between national government agencies (NGAs) and local government units (LGUs) in view of the MandanasGarcia Supreme Court ruling.

Rhona Pedraza-Abadilla, DILG Bukidnon provincial director, said that while the transition towards full devolution may be challenging, it presents an opportunity for the government and LGUs to elevate their development strategies and find innovative ways to further serve the interests of their communities and constituents.

“This forum is designed to become an avenue for local government units to engage with

national government agencies to assist the LGUs in their journey towards full devolution,” she said.

Abadilla also urged the LGUs to revisit their local development plans and see how these align with the national and regional directions, particularly on the devolved functions, services, and facilities.

Forum discussion topics include the status of the LGU’s devolution transition plans (DTPs), organizational structure and staffing pattern, updates on NGA DTPs, and full devolution. Among the functions assigned to local governments based on the Local Government Code are agriculture programs, local infrastructures, environmental services, revenue mobilization, health services, maintenance of peace and order, employment facilitation,

transportation, tourism, and housing.

The Mandanas-Garcia ruling was the result of a petition filed before the Supreme Court by Batangas Governor Hermilando Mandanas and former Bataan Governor Enrique Garcia Jr. about local government shares on internal revenue allotment (IRA).

Last year, then President Rodrigo Duterte issued Executive Order No. 138 and its Implementing Rules and Regulations mandating all provinces, cities, municipalities, and barangays to prepare their DTPs in close coordination with the concerned national government agencies to guide them towards full assumption of devolved functions and services that come with more financial resources. 4th quarter NSED in Gingoog City

The Regional Disaster Risk Reduction and Management Council (RDRRMC)-10 conducted the 4th Quarter National Simultaneous Earthquake Drill (NSED) together with the City Government of Gingoog at Christ the King College, here, November 10.

The event aims to test and strengthen the preparedness and response of both Gingoog City and Christ the King College when faced with emergencies such as earthquakes and other effects the calamity may bring afterward.

"This simulated exercise, also conducted at the same time in different regions of the country

today, aims to promote regular disaster preparedness and recovery exercises. A national simulated earthquake drill is designed and held to test institutional capacities and individual awareness relative to earthquake preparedness and response," says OCD-10 Regional Director Antonio Sugarol.

With the conduct of the drill, the school and the local government displayed their readiness to respond in case a strong earthquake hits their area, showing the proper evacuation and rescue procedures necessary to use in such a calamity. Meanwhile, Sis. Felicisima Cruz, school president and principal of Christ the King College, was

thankful that they were chosen to be the venue of the earthquake drill and reminded their students and faculty that there is no knowing when an earthquake will strike, which is why it is important to be prepared and be aware of the hazards that may occur during and after such a calamity.

On the other hand, Gingoog City Mayor Erick Cañosa expressed that his administration will continue to do its best to protect all its constituents, and the safety of each individual is their top priority, especially in any type of calamity. OCD-10 steps up DRRM efforts in Camiguin

The Office of Civil Defense (OCD)-10, led by Regional Director Antonio B. Sugarol and Disaster Risk Reduction and Management (DRRM) Division Chief Gilbert H. Conde, conducted a one-day DRRM orientation for local chief executives (LCEs) and local disaster risk reduction and management officers (LDRRMOs) of Camiguin, November 18, at the Convention Center, here.

It is the fourth leg of a series of orientations for LCEs and LDRRMOs across northern Mindanao.

The orientation was graced by Provincial Governor Xavier Jesus D. Romualdo, LCEs of the five municipalities of the province, and the local DRRM officers and representatives. Aside from the LCEs and LDRRMOs, the 58 punong barangays and their barangay councilors also attended the said activity.

Romualdo emphasized the importance of the activity and its commitment to be always ready, responsive, and cooperative with the national government on disaster risk reduction and management.

Sugarol cited the importance of coordination before, during, and after a disaster, saying, "It is always better to coordinate and know each other, develop partnerships and cooperation, and understand our roles in preparedness and building resiliency in our communities prior to the advent of any calamity or disaster."

Further, Sugarol assured that OCD will always support the LGUs down to the local communities, especially in conducting the capacity building programs of DRRM.

The orientation also aims to supplement the Local Government Academy's (LGA) efforts to orient

the newly elected officials (NEO) on the functional understanding of the organizational, political, and constitutional environment of public service at the local level.

MisOr sees slight rise in COVID, dengue cases doubled

AS the Provincial Health OfficeMisamis Oriental (PHO-MisOr) continues its crusade to protect all Misamisnons, the health office has noticed a significant increase in the number of new cases recorded within two weeks of monitoring the province's COVID-19 situation.

"Medyo naay gamay nga pagsaka sa COVID-19 cases ang atong na-monitor over the past two weeks. (We have monitored a slight increase in COVID-19 cases). That is why we continue to emphasize the need for COVID-19 vaccination,” Dr. Teodoro Yu, technical division chief of the Misamis Oriental Provincial Health Office said.

Yu emphasized the importance of the vaccination program, saying that despite the tireless efforts of all of the province's health workers to explain the importance of vaccination by conducting house-to-house campaigns even in the province's most remote areas, there are still those who are hesitant to get booster shots due to fears of rumored side effects and misconceptions, while others do not see the need for such additional

shots.

He said that during the ’Pinas Lakas’ vaccination program, the province had a turnout of 20.10 percent compared to the fifty percent target set for the first booster dose, and 73.65 percent out of the ninety percent target for the senior citizen population.

Though the target was not met, PHO assures the public that they will continue to do their duty to inform the public about the importance of being fully vaccinated, including a complete set of booster shots, and to implement the vaccination campaign, especially now that new variants of COVID-19 have been identified and reported by the Department of Health.

Meanwhile, Yu shared that, in addition to COVID-19, the PHO is also monitoring dengue cases in the province, which, according to him, have significantly increased compared to last year.

PHO MisOr reported that as of October 22, the case had increased to 1,459, more than doubling the previous year's total of 759.

Records also show that patients

who contracted dengue were aged 1 to 12 years old, making up 67 percent of the total number of cases.

It was also noted that the number of recorded dengue deaths had increased, with four deaths recorded as of October this year compared to one death last year.

With such an increase in dengue cases, the PHO continues its campaign to implement the 5S Kontra Dengue: Search and Destroy breeding sites, Self-protection measures, Seek early consultation, Sustain Vector Control Measures, and Sustain Hydration, in which the public is urged to join to reduce the risk of having dengue in their community.

PHO MisOr continues to remind the public to be mindful of one’s health and that their office is always open to assist all of the province's rural health. They also urge those who have not yet been fully vaccinated to avail of the government's COVID-19 vaccination program so that they can be protected from severe virus infection.

More than 2,000 Barangay Nutrition Scholars (BNS) from different parts of Northern Mindanao convened here for the 7th Regional BNS Conference.

This was organized by the National Barangay Nutrition Scholars Federation Inc. - Northern Mindanao Chapter in coordination with the National Nutrition Council (NNC)-10.

“Ang intention ani is for their continuous learning. Through this conference maghatag mi ug updates to improve or enhance their knowledge and skills na pwede nila magamit sa ilang trabaho as nutrition worker, as bns sa ilang community and of course kaning camaraderie,” said Gladys Mae

[The intention of this conference is for their continuous learning. Through this conference, we provide updates to improve or enhance their knowledge and skills that they can use in their job as nutrition workers, as BNS in their communities and of course for camaraderie.]

BNS from different provinces and towns in Northern Mindanao joined in the Modern Dance Contest and Mutya ng BNS.

BNS from Lanao del Norte province won the Modern Dance contest followed by Cagayan de Oro City and Misamis Oriental. They won P10,000, P7,000 and P5,000, respectively.

City is elated as she was crowned the Mutya ng BNS.

The BNS also learned strategies on how to improve their communication skills in influencing the behavior and attitudes of their communities by supporting their programs. They were also empowered how to improve their work.

The Northern Mindanao Consortium for Health Research and Development (NorMinCoHRD) held its 5th Regional Health Research Conference to showcase various researches from students and professionals in different parts of the region.

Bonita Manguilimotan of Department of Science and Technology-10 said that the conference provides an avenue for researchers to showcase the results and findings of their study focused on health to the public.

A TOTAL of 367 online freelancers throughout the country attended the 2022 Philippine Online Freelancers Conference (POFCON) here on Nov 8-9.

Reaching out to the marginalized sector on her birthday, Sen. Imee Marcos, along with the Department of Social Welfare and Development (DSWD)-10 and the city government here, provided cash aid to 942 beneficiaries in the city through the Assistance to Individuals in Crisis Situation (AICS), November 13.

Each beneficiary received P3,000 in cash, and 200 nutribuns and toys were also distributed to daycare children in the city.

Stating the difficulties faced by many Filipinos with the onslaught of the COVID-19 pandemic and the price increase of basic commodities, Marcos said, "Ito nalang ang ating magagawa, magtulong-tulong nalang tayo, bulig nalang, tabang nalang (This is what we can do for

Continuing the legacy of their family, Marcos said the present administration targets strengthening and prioritizing the implementation of Kadiwa, nutrition program for children, and AICS.

NCCA creates learning hub to boost arts, culture education

The National Commission for Culture and the Arts (NCCA) recently introduced the NCCA Learning Hub website, an online portal that lets teachers and students access resource materials for the arts and cultural education.

The learning hub is aimed at supplementing and improving contemporary learning and teaching practices in the field of arts and culture.

This platform provides Filipinos a "one-stop-shop" for all NCCA educational resources, says Elvert Bañares, the website designer.

Bañares says the NCCA Learning Hub is designed for teachers and for everyone who "wants to share information, everyone who wants to share and partake of cultural education, and anyone who loves education."

The learning hub also provides materials for the Filipino Values Program of the NCCA, including Heneral Tuna which is an animated series produced by the commission specifically to promote Filipino values among young learners. This animated series was launched online in 2021 through the NCCA's Facebook page, YouTube, and other online platforms due to the pandemic.

It also includes films from Sine Halaga, a film festival featuring stories with Filipino values, which Bañares also curates as the festival director.

The learning hub website is an online portal that gives plenty of information that aims to help teachers and students understand the fundamentals of arts and cultural education and supplement and improve contemporary learning and teaching practices in the field.

This learning platform is part of the annual NCCA Filipino values month celebration, dubbed "Bálay Pinoy," in November in partnership with the Negros Cultural Foundation, Inc.

The celebration in 2021 brought together film, TV, and multimedia production masterpieces under one digital festival to culminate year-long values education and

awareness initiatives.

Dubbed "Bálay Pinoy," the NCCA Filipino Values Month Celebration aims to streamline and expand the efforts to promote awareness of the 20 core and shared Filipino values were identified on the basis of the research conducted by the NCCA and the National Economic Development Authority (NEDA) in 2019 and 2020.

This year, "Bálay Pinoy" returns to offer the Filipino public a hybrid experience between online and offline, with the theme "Halagahan, ang puso ng pagka-Pilipino" (Filipino values, the heart of the Filipino identity).

NCCA Executive Director Oscar Casaysay said the thrust of the commission is clear: to partner,

cooperate, unite, and collaborate with various sectors, be they private, public, or even international, "kailangan maibahagi namin, wala kaming monopolyo ng kaalaman wala ring makakapagsabi na kami lang sa NCCA ang makakapgsabi ng totoo, ang katotohanan po ay kinakailangang tinitignan natin ito sa iba't-ibang perspektibo para mapagsangayunan."

Save the Children, Miss Universe PH champion welfare of children in Marantao town

IN PURSUIT of building a better society for children and making all the basic necessities accessible to each one of them, Save the Children Philippines has built a sturdy partnership with the Miss Universe Philippines so that, together, they can successfully banner the welfare of children in the province of Lanao del Sur, particularly in the municipality of Marantao.

As part of this undertaking, the Life Changer for Children Program was launched on November 10 wherein a temporary learning space was opened to cater to young learners of Ranaoranao Elementary School.

Among the Miss Universe Philippines delegates welcomed by the

benefitting town were Miss Universe Philippines 2022 Celeste Cortesi, Miss Universe Philippines Charity 2022 Pauline Amelinckx, and Miss Universe Philippines 1st Runner Up Annabelle McDonnel who witnessed the Save the Children Philippine’s programs firsthand and committed to using their influence to call for more support for the life-changing initiatives.

Save the Children Philippines Team Leader for BARMM Edwin Horca shared that although the program has just been officially launched, they already had a soft implementation of such since the warfare in Marawi City in 2017.

He underlined that needing

marginalized children would be reached through this effort. And with their partnership with the Miss Universe Philippines, they look forward that local organizations sharing the same mission with them are exposed and given more opportunities to boost their respective programs.

“The Save the Children with the Life Changer for Children na programa ay inensure natin na lahat sila ay educated, healthy at protektado [a program to ensure that all of them are educated, healthy and protected]. She stressed that everyone is inclined to leave a legacy in this world, however, she encouraged everyone to go beyond that legacy and think of the people, particularly the children, who would be primarily benefiting.

“Let us take care of them so they can continue the legacy that we give to them,” said Amelinckx.

Further, Miss Universe Philippines 2022 Celeste Cortesi stated the best way that she can help the needing communities is to keep working with Save the Children Philippines which she sees as a great organization.

“I think amplifying and sharing information, and really working with the organization, the Save the Children Philippines, can really help a lot. This is my duty as the Miss Universe Philippines and I am very happy and grateful to be working with that,” she said.

Lauding efforts to preserve Meranaw culture

Cortesi also lauded local initiatives to preserve and promote the rich Meranaw culture. "When I came here, I was amazed by the culture and something that really stick into my mind is when they told me that they teach a lot of culture and tradition in

school," she said.

The beauty queen stressed that it is important to teach culture and tradition to children so they can pass it on to the future generation.

Cortesi arrival was welcomed by Grade 6 learners of Rana-ranao Elementary School through a Meranaw dance.

"It [the welcome dance] was very nice to watch and I'm really looking forward to learn more about their culture. It is my first time visiting here but everything was so nice and the people are very welcoming. I really hope to come back," she further

said. The Miss Universe Philippines delegation also went to Marawi City and visited the Raheemah Economic Hub and Youth Development Center where local products, including traditional craftworks, were showcased.

The three beauty queens also learned how Raheemah Peace Weavers Cooperative is helping the women and youth sector in Marawi, particularly in promoting their livelihoods and preserving Meranaw culture and heritage.

Honoring the bountiful harvest of the province and its agro-industrial produce, traditions and tourist attractions, the Province of Misamis Occidental celebrated its colorful culture in the 1st Perangat festival 2022 held at Misamis Occidental Provincial Athletic Complex (MOPAC) Grounds, Oroquieta City.

The Perangat "Pag-asenso" festival featured the Subanen Tribe's traditions, culture, beliefs, and a thanksgiving celebration for the abundance of blessings among the Subanen tribe.

Misamis Occidental Governor Henry S. Oaminal congratulated the officials of the province for the successful celebration of the Perangat Festival 2022.

The contingents from Oroquieta City and the Municipality of Jimenez emerged as champions of the ritual dance showdown competition of the 1st Perangat Festival 2022.

Oroquieta received P300,000 in cash and a trophy for the city category winner and P200,000 in cash and a trophy for the dance showdown and ritual presentation municipal category winner. The city and municipality champion also bagged the awards for best in costume, best in musicality, best in props, best in choreography, and best in festival director. They also received P15,000 in cash and a trophy for special awards.

Asenso MisOcc food and trade fair showcase local products

One of the highlights of the Pagsaulog sa MisOcc, on the occasion of the province’s 93rd Founding Anniversary, was the Asenso Food and Trade Fair that showcases the diversity of products and delicacies available in the province, as well as promotes the tourist destinations of the different municipalities of Misamis Occidental.

Vyne E. Real, Plaridel Tourism Officer said, "Nalipay kaayo mi nga naa ning trade fair kay nakatabang siya para ma-showcase ang produkto sa Plaridel ug sa uban nga mga municipality ug makatabang sad ta sa mga tao sa ilang livelihood."

400 couples tie knot in Oroquieta

A TOTAL of 400 couples from Misamis Occidental tied the knot during the “Kasalan sa Kapitolyo 2022” hosted by the Provincial Government of Misamis Occidental.

Held at Bayfront Arena in Oroquieta City, each couple received a wedding cake and P25,000 cash gift from the provincial government during the Kasalan.

The representatives of the first and second districts of Misamis Occidental also gave P10,000 cash gift to the oldest couple, youngest couple, longest cohabiting couple, couple with the most number of children, and couple with the huge age difference.

Mambajao NHS student wins PSA Camiguin's stat quiz bee

The competition was attended by 13 senior high school students from different secondary schools in the province. The young participants battled it out in three closefight rounds. The winners were determined by their cumulative total score at the end of the competition.

Oaminal vows to prioritize tourism industry in MisOcc

For the province of Misamis Occidental to bounce back, Governor Henry S. Oaminal is eyeing to boost its tourism industry as part of the province's pandemic recovery.

During his State of Province Address (SOPA), the governor explained that tourism boosts the revenue of the economy, creates thousands of jobs, develops the infrastructure of the country, and plants a sense of cultural exchange between foreigners and citizens.

"When COVID-19 pandemic hit our country, tourism was one of the industries that was terribly affected as the Philippines closed its territorial borders and implemented quarantine protocols which truly hampered our economic activities. In order for us to bounce back, we have to mark our province a name in the tourism sector in the Philippines,” he said.

Citing his plans for the province, Oaminal emphasized that the goals for tourism in Misamis Occidental are to attract more investors, provide employment opportunities, and generate revenues.

“Last September 30 to October 2, the provincial government of Misamis Occidental joined the 33rd Philippine Travel Mart in SMX Convention Center, Pasay City, the biggest one-stop Tourism and Travel Trade Exhibition showcasing and promoting quality tourism destinations and properties. Our province excelled in such a way that we were able to promote and market our potential tourist destinations

He also shared that the Asenso Misamis Occidental Global Gardens and eco-tourism park is also for completion this year and they project a soft opening this December. Moreover, the Migpangi Boulevard and Port Development in Bonifacio will soon become one of the major tourist attractions in the province.

“These tourism infrastructures and tourism site developments, once fully operational will attract more tourists to our province. More tourists mean more livelihood

opportunities for our constituents. More jobs mean increased financial capability, and so on and so forth. Currently, OPTACA is coordinating with tour operations and tour agencies so that we can prepare tour operations and tour agencies so that we can prepare tour packages including hotel accommodation, food, tourist guide, and others,” he said.

On November 9, 2022, the tourism promotion board will visit Misamis Occidental to package the tourism destinations.

Oaminal urged the city and municipal mayors to make their respective localities tourismready because he said the tourism industry in the province will catapult to greater heights.

“It is our top priority to recalibrate and boost the tourism sector of the province. This administration aims to market the province as one of the premier tourist destinations in the Philippines. Hence, I anticipate the active participation of every LGU, focusing on tourism infrastructures and enhancing existing tourism sites through continuous collaboration with the provincial government and various stakeholders of the tourism industry sector,” he said.

Just recently, they conducted the groundbreaking ceremony for the construction of Gakit parking lot and amenities which will serve as the gateway to Gakit Floating Cottages and Capayas Island in Lopez Jaena.

Oaminal also continues to support other tourist destinations such as Cotta Shrine development project and the wellness center of Ozamiz City, Piduan falls and strawberry farm in Don Victoriano, Subanen village in Tudela, Heritage town of Jimenez, Bao-Baon Island in Plaridel, man-made lake in Calamba, Caluya Shrine and Floating Cottage in Sapang Dalaga, Guiban falls in Conception and other tourism destinations in the province.

He also underscored the need to ensure that these destinations

are accessible through improved tourism infrastructure.

In terms of infrastructure developments, the provincial government has allocated funds for the development and construction of multi-purpose halls and roads in towns and cities.

Subsidy to the LGUs from local funds was released last August 16 with a total amount of P150,700.000.

He also approved the P120million for the construction of covered courts in various barangays in the province.

PSA Camiguin names 33rd NSM poster making contest winners

IN PARTNERSHIP with the Department of Education (DepEd)–Division of Camiguin Office, the Philippine Statistics Authority (PSA)-Camiguin's 33rd National Statistics Month poster making competition was participated by 13 junior high school students from secondary schools in the province.

With this year’s NSM theme, "Boosting the Country’s Recovery with Informed Decisions, Better Policies," the participants were challenged to translate their rich minds into a poster, depicting the vital role of statistics in pursuit

of economic recovery, and as the country adopts strong, responsive socioeconomic policies based on relevant and accurate statistics.

The judges for this year’s contest were composed of Generoso V. Retor, Bazil T. Sabacajan, and Siegred R. Pulgarinas, of DepEd Division of Camiguin Office.

The entries were judged based on the relevance to the theme (40%), creativity (40%), and originality (20%).

Participants were given one hour and thirty minutes to complete the poster, which had to be done only

on the spot.

Elvis B. Manino from Kuguita Integrated School was champion, with an average score of 96.33%, second was Albeah Joy A. Dagondon from Yumbing National High School, with an average score of 94.67 %, while Angel Rose C. Abian from Mahinog National High School claimed third place, with an average score of 92.67%.

The winners received plaques and certificates, while the others received certificates of participation for their cooperation and support.

100% of public, private schools resume full

F2F classes in Camiguin

One hundred percent of the public and private schools in Camiguin resumed the five-day in-person classes, November 2, 2022, almost three years after the onset of the COVID-19 pandemic.

The Department of Education (DepEd) Camiguin reported 25,441 learners from 66 public and 13 private schools in the province, an increase of 435 learners from 25,006 on the first day of school for SY

2022-2023, August 2022.

Schools Division Superintendent Edgardo Abanil said the return of mandatory face-to-face classes in public and private schools starting November 2 has been orderly.

"Right now, the resumption of our classes is going well so far. We are also awaiting feedback from the school heads so that if there are any challenges encountered, they can be addressed immediately," he said.

Marawi’s 25 OSYs grateful to finish tech-voc course

Some 25 out-of-school youths (OSYs) in Marawi City were joyous to have achieved another milestone as they completed the technical and vocational education training initiated by World Vision Philippines through its Urban Child Protection and Participation Project (UCPPP) Year 1.

In partnership with the Ministry of Basic, Higher and Technical Education- Technical Education and Skills Development (MBHTETESD) and Provincial/City Manpower Development Center (PCMDC), the 25 beneficiaries underwent a Tile Setting NCII training course for 15 days and received their start-up kits after completion of the training.

Abdul Muloz Andullah, one of the trainees, affirmed how beneficial the training was, especially since he was not able to finish college due to financial constraints.

He stated that completing the training opened him to a new experience that could alleviate his life.

“Maraming salamat sa World Vision. Nakakatulong ito kasi sa experience sa makapag-aral. Pwedeng iyong hindi nakapag-aralan at nakapagtapos ay natulungan ng World Vision,” said Andullah.

Another trainee Ashraf Corot thanked the organization as well for extending its effort to youths like him.

He shared that although he graduated from college, he still needed new skills to secure his livelihood.

“Kailangan na may maidagdag na kaalaman. Kahit college graduate, kailangan ko magkaexperience para maiapply ko. Nagpapasalamat ako kasi malaking tulong ito kasi nadadagdagan ang aming skills,” said Corot.

[There has to be additional knowledge. Although I am a college graduate, I need to have experience to be able to apply. I am thankful because this is a big help since another skill was added.]

For trainee Mohaimen Cosain, he prayed that another intervention similar to this would likewise be delivered to teens like him.

“Maraming salamat sa ganito na ibinigay ng World Vision at TESD kasi malaki talagang tulong na nakapagtraining kami. Marunong na kami magtiles ngayon. Sana maulit pa ang pagtatiles sa iba,” he said.

[Thank you so much for this that was given by World Vision and TESD because it is a big help that we were trained. We already know how to tile. I hope this tile [setting training] can be done to others.]

three of the 25 benefiting OSYs coming from Barangays Cadayonan 1 & 2, Tuca Ambolong, Malimono and Rapasun.

Witnessing the numerous positive impacts effected in every targeted community, the city government of Marawi and even the Bangsamoro region firmly conveyed their desire to maintain their partnership with the World Vision Philippines which has been aiding localities since the eruption of the infamous warfare in 2017.

Public Employment Service Office (PESO) Officer-in-Charge Cabsaran Pacasum Jr. expressed his most profound gratitude to World Vision for initiating an intervention for their constituents from the less affected area of the city,

He underlined that while the infamous siege in 2017 affected those coming from ground zero, it could not be denied that the tragic event has also intensely changed the way of life in their city, including those who were not from ground zero.

“This is entirely the reason why this intervention could not be more fitting to our beneficiaries, especially that livelihood has become scarce after the siege. This project is really something that could positively change the lives of our constituents and with this, we are continuously thankful to World Vision,” said Pacasum.

One Cup of Sugar, Two Cups of Perseverance

Losing their life to the siege was one thing, but losing her husband just one year later left Anamira Altao feeling like the weight of the world fell entirely on her shoulders.

Now a single mother with six children, Anamira was left to her own devices. At first, she got away with selling vegetables but everyone around her was also recovering. The International Organization for Migration (IOM) Philippines and Korea International Cooperation Agency (KoICA) was starting to get around so she took a chance and tried applying.

Lo and behold, she got the call!

Once beneficiaries get chosen, they're given the chance to choose which skill they'd like to learn in relation to the livelihood they want to pursue, and in Anamira's case, she opted for baking. It wasn't long before 45 days' worth of training seminars and baking classes went her way.

IOM-KoICA, partnered with the Technical Education and Development Authority (TESDA) and taught them everything they needed to know about running

their future business – from actual baking techniques down to bookkeeping and entrepreneurship, they were honed and prepped in every single way possible in order to make sure that their livelihood would not only succeed but be sustainable as time went on.

When they graduated, they were given everything that they needed to start their business – from the oven to the fridge, and even starting ingredients. IOM-KoICA had them covered, but a guaranteed business didn't necessarily mean a successful business.

Despite the safety net that was already given to them, Anamira still took matters into her own hands. Before their equipment was officially turned over, she was already advertising and telling her friends about her soon-to-be business and they were more than supportive, promising to avail her cakes the moment she started baking.

Averaging about P800 with a capital of P300, each cake gives her a profit of up to P500 and she operates on a strict made-to-order, payment-first policy.

“Kasi syempre nga, diba, yung mga bogus na order,” she explained. “Paano kung hindi nila kukunin?” (Because they might be bogus orders. What if they don’t actually pick them up?)

Compared to her old source of income, her bakery is much more sustainable and brings in more profit. It allows her to provide for her children’s financial and educational needs without leaving home. While none of this would have been possible without IOMKoICA, her persistence to keep providing for her children is just as important of an ingredient in her success.

Now, five years after the siege and four years after losing her husband, Anamira is slowly making a name for herself as a baker in their community while her children continue to pursue their education without much of a hitch. This is no sleepy-beauty cake propped up by a broom coming to life with a wave of a magic wand, this was baked through the harsh furnace of life, preheated at tragedy and lossmuch like her own livelihood, she too rose above.

Once upon a dream

When Nayra Limgas lost her home and her livelihood to the siege, childhood dreams and fantasies were the last thing on her mind. She had three children to care for, and as a single mother with no stable income, it was a steep uphill climb.

Before the attack, despite not having a stable source of income, it was easy to find side hustles in Marawi given its businessnatured economy.

However, after the siege, opportunities dwindled until there were hardly any left. Nayra was able to make due though by reselling whatever products she could get her hands on and planting 'pechay' in the nearby vacant lot. Still, even when she was working double time, with prices being what they are, even that wasn’t enough.

Thankfully, her name was listed as one of the single mothers in need of livelihood and before she knew it, the International Organization for Migration (IOM) and the Korea International Cooperation Agency (KoICA) were at her door offering her a second chance at life.

She was offered a wide variety of choices for her livelihood under TESDA and she jumped at the opportunity to take up a dream she’s had for as long as she could remember - baking.

With the enthusiasm of a child on Christmas morning, she pushed through

TESDA’s 21-day strict training seminar with determination. Her dream of owning her own bakery came closer and closer to reality on her graduation day, when IOM-KoICA gave her all the things she needed to start building her business. From an oven to a refrigerator, even down to the ingredients, it looked like everything she ever wanted was within her grasp.

True enough, Nayra wasted no time advertising her new business. Long-time friends were supportive and told their neighbors that they should try her cakes, both in support of her livelihood and her childhood dream. She even set up an online page for her business but admitted that she focused more on her clients within their neighborhood since they were a more secure demographic compared to her online customers.

Of course, she is well aware that baking equipment is far from cheap, and without IOM-KoICA, her dream of becoming a baker would have been just that - a dream. But now she runs a stable business that provides for her children’s needs while supporting their family. The best part? She’s doing what makes her happy!

Finding both love and passion in her business, Nayra continues to provide for her family all while living out her childhood fantasy.

Mambajao LGU trains fisherfolk on hands-only CPR

Emphasizing the importance of saving lives, the Municipal Government of Mambajao through Mayor Yñigo Jesus Romualdo provided handsonly CPR training to the 50 fisherfolk of Barangay Agoho, as facilitated by the town's Disaster Risk Reduction and Management Office (DRRMO), November 7. The same training was conducted for the fisherfolk of Yumbing, Mambajao, November 4. "Gihimo ni aron makahatag kasiguruan nga ang mga mananagat bisan pa man sa ka delikado sa ilang panginabuhian, luwas ang ilang kinabuhi kung ugaling adunay mahitabo nila sa kadagatan pinaagi sa pagtudlo niining hands-only CPR," MDRRMO Raquel Ranara said.

(We are conducting this activity so we can ensure the safety of the fisherfolk so that even with the hazards of their livelihood, they are safe if ever there are untoward incidents that they may encounter while on the seas through teaching this hands-only CPR)

Ranara said the local

government will conduct the training for all of the fisherfolk's associations in the town to make sure no one is left behind, especially in saving lives.

Alberto Balbutin, president of the Agoho Fisherfolk Association, extended his gratitude to the local government, citing that the

activity is a big step to ensure the safety of all fisherfolk in their community, especially in the midst of calamities and disasters.

"Dako kaayo ni og ikatabang sa mga fisherfolks, labi na katong mga tao nga mamanaay. Gitun-an ta nila kung unsaon pag-revive sa usa ka tao nga tabangunon, nga kinahanglan gayud nga kitang mga fisherfolks makamao kung unsaon nato sa pagtabang sa usa ka tao ilabina naa sa kalisdanan ug anaa sa mga kakuyaw," he said.

(This is a big help to fisherfolk, especially those who are fishing with arrows. The MDRRMO taught us how to revive struggling people, stressing that fisherfolk should know how to help people in need and those who are in danger)

DA-10, city agri pay tribute to Valencia City farmers

Recognizing farmers' role and contribution to the development of the agriculture sector, the Department of Agriculture (DA)-10 joined the City Government of Valencia in the culmination of its Farmers' Month celebration, October 2022.

Under the theme "Hamon ng Buhay Magsasaka ay Kayang Kaya Basta Tayo ay Sama-sama," this year’s celebration is especially focused on pushing forward the agriculture industry to ensure longterm sustainability.

Spearheaded by the Valencia local government through its city agriculture office, the event honored the hardworking farmers in the locality by opening the field up for fresh and innovative ideas to continue to grow and improve production methods.

Famed as the ‘City of Golden Harvest,’ Valencia is the leading rice producer in Northern Mindanao.

DA-10 Regional Technical Director for Operations Carlota S. Madriaga extended her appreciation to the city government for their untiring support to farmers.

"We, at the Agri Department, seek to strengthen the farming community in this city through partnership and effective service delivery. We also urge farmers to cooperate with the implementing sectors for them to be more empowered, financially independent, and productive in their farming," she said.

Madriaga reported that under the leadership of Regional Executive Director Carlene Collado, the department provided P27.63 million in agriculture projects for the city, including rice and corn seeds, organic fertilizers, forage seeds, livestock, machinery, and infrastructure.

This year, she said, DA has

assisted in the cultivation of more than 30,000 hectares, with 5,855 farmers cultivating more than 11,000 hectares for rice production.

Meanwhile, City Mayor Azucena Huervas thanked the agriculture department for the help.

"As an agri-based city, the local government continues its mission to support the industry by addressing farmers' needs through various programs and services," the mayor said.

Mayor Huervas, Madriaga and City Agriculturist Connie Dalangan presented the city's nominees for the Provincial Gawad Saka Search for Outstanding Farmers in 2022.

As part of the month-long celebration, the city also hosted a series of seminars on high-value crop production; rice, corn, and livestock production; as well as balanced fertilization.

65 Hedcor scholars in Bukidnon finish TESDA courses

The Technical Education and Skills Development

Authority (TESDA) together with the Manolo Fortich Public Employment Service Office (PESO) held its first-ever graduation rites since the onset of the pandemic, honoring 130 TESDA scholars in a simple ceremony.

Among the 130 graduates, 65 are scholars of Aboitiz Foundation and Hedcor. Of the 65 scholargraduates, 25 residents from Barangay Santiago completed a one-month Certificate in Bamboo Production NC II course, while 40 Guilang-Guilang youths completed a three-month Certificate in Masonry NC II and Shielded Metal Arc Welding (SMAW) NC II course.

Bamboo Production NC II graduates were equipped with knowledge of bamboo nursery operations and establishing a bamboo farm, safety measures, and operating simple equipment utilizing various tools.

After completing the course, Hedcor awarded the Santiago Diversified Farmers Association (SANDIVFA) a financial grant of P390,000 for the second phase

of the livelihood project where trainees will upgrade their skills and learn about conducting bamboo clump rehabilitation, harvesting, and post-harvesting operations.

Meanwhile, Masonry NC II and SMAW NC II graduates went through skills training to increase their chances of employability. Hedcor also hired the said scholars to construct their barangay's covered court perimeter fence upon successfully completing the TESDA courses.

Aside from scholarships, the graduates under Aboitiz Foundation and Hedcor scholarship also received a daily allowance and free training in farming skills, safety measures, and equipment operations. They also received assistance such as personal protective equipment; tools and equipment; and bamboo seedlings.

Hedcor President and Chief Operations Officer Rolando Pacquiao congratulated the graduates and encouraged them to use their NC II certification in the job market.

“The greatest challenge you will face after graduation will be beyond

the four walls of your training institution—the application of the skills you have learned in TESDA, whether as an employee or an entrepreneur. Skills are still the global currency today. Hard-earned skills and training are essential for getting hired,” Pacquiao emphasized in his keynote speech.

He said that the Aboitiz Foundation's support would not end here because the company will continue to do its best to help more youths in communities across the country, directly or indirectly, as the Foundation hopes that the collaboration and relationship become two-way. After all, it needs everyone's contribution and commitment to be able to advance businesses and communities.

“Before the year ends, community members from Barangay Lingion in Manolo Fortich, Bukidnon will be gifted with TESDA scholarship from the Aboitiz Foundation and Hedcor as it continues to wade on leading the community to a path where dreams come true and its vision of safe, empowered and sustainable communities is attainable,” Pacquiao said. PRO-10 observes decline in index crimes, criminality

As part of its campaign to sustain its efforts in countering criminality in Northern Mindanao for the holiday season, the Police Regional Office (PRO)-10 has intensified its anti-criminality operations through the conduct of drug clearing operations, law enforcement activities, and the strengthening of relations in the barangay down to the grassroots level.

“We are very much thankful dili lang sa atong mga kapulisan but also sa atong mga kauban sa katawhan nga nagkig timbayayong sa atong mga kapulisan, which is a holistic approach nga ato ginahimo tungod kay ang krimen na natala nato diri sa rehiyon kay ni ubos kita by 119 cases sa panahon sa pag sulod sa atong bagong police regional director police brigadier general Lawrence Coop,” PRO10 Regional Operations and Management Division Chief Wilbur M Salaguste shared.

The Police Regional Office (PRO)-10 was also able to conduct a total of 543 operations, arrested 638 illegal-drug suspects, and confiscated illegal drugs amounting to a total value of P19,434,076.16 from the same time period, while bolstering its partnerships in the barangays through its Malasakit, Kaayusan, Kapayapaan tungo sa Kaunlaran (MKK=K) peace and security framework to build stronger relations and trust among its stakeholders.

58IB marks 37th anniversary, keeping troops’ morale high

Troopers of the 58th Infantry "Dimalulupig" Battalion (58IB) were in holiday mode as they marked their 37th founding anniversary at the base camp here, November 11.

With the theme, "Dominating the Battlefield to Sustain Peace while Carrying a Warrior’s Spirit Devoted for Excellence," the 58IB’s activeduty personnel, volunteers, former rebels, soldiers, screen and music, and stars of the stage gathered to mark a milestone for the battalion’s foundation as it continues charting its way forward in promoting peace, protecting lives, and securing the land.

Battalion Commander LtCol Christian Uy said Misamis Oriental's implementation of Executive Order No. 70 to put an end to local communist armed conflict (ELCAC) has been very successful.

"Our troops are in high morale. With the encounters that had been

made last year, no one had been wounded or killed. With that, we are hopeful and continue to pray to God, so that our troops will be protected, especially since we are still carrying out continued operations," he said.

Following the 58IB's successful operations in the province last year, Uy reported that a total of 18 pursuits against the Communist Terrorist Group- New People's Army (CTG-NPA) were carried out, of which 12 offensives successfully dismantled guerilla fronts Huawei, Independent Platoon Ryan, and Independent Platoon Falcon—all of which are components of the CTG-NPA’s SubRegional Committee 1 NorthernCentral Mindanao.

In addition to destroying the Guerilla fronts, Uy said that the operation also resulted in the recovery of 18 high-powered weapons and a few low-powered firearms, the killing of 12 enemies,

with one being held for debriefing, and the surrender and reintegration of many former rebels.

Uy cited the services provided by the provincial government and the Department of the Interior and Local Government’s regional and provincial offices in facilitating the Enhanced Comprehensive Local Integration Program (E-CLIP).

The battalion commander also lauded Misamis Oriental Governor Peter Unabia for his dedication to helping ex-rebels and indigenous peoples in the far-flung areas.

"As the 58th IB continues to keep peace and order in the province, I am urging the remaining rebels to surrender and return to the folds of the law because the government is always ready to help, especially in the livelihood needs. However, if the rebels decide to engage in combat, the Philippine Army will never hesitate to respond with force to protect the public," Uy said.

77 ex-NPA rebels in Bukidnon get P4.3M in DILG's ECLIP aid

The Department of the Interior and Local Government (DILG) distributed P15,000 each as immediate assistance to 77 former rebels (FRs) as part of its Enhanced Comprehensive Local Integration Program (E-CLIP) in a brief ceremony, November 4 at the 403rd Brigade, Camp Osito Bahian, here.

Among the FRs, 59 have received additional livelihood assistance worth P50,000 each.

Rhona Pedraza-Abadilla, provincial director of DILGBukidnon explained that the E-CLIP is a government program meant to help members of the Communist Party of the Philippines-New People's Army-

National Democratic Front (CPPNPA-NDF) and the Militia ng Bayan restore their allegiance to the Philippine Government.

"Through E-CLIP, they can be integrated back into the community, be with their families, and start over with their new, normal lives," Abadilla said.

The DILG-administered event includes the turnover of firearms, release of reintegration assistance, and firearms remuneration.

Col. Ted Dumosmog, 403rd Infantry ‘Peacemaker’ Brigade commander, presided over the ex-rebels' Oath of Allegiance and conveyed the government’s efforts to achieve a cohesive, secure, and progressive nation.

He said that the Amnesty Cluster and the Bukidnon Task Force to End Local Communist Armed Conflict (BukTF-ELCAC), via the E-CLIP, are always ready to serve and facilitate the aid that the government had pledged to those who returned to the fold.

"To the ‘Friends Rescued’ (former rebels), now is the right time to tell your former comrades that it’s never been too late to make a change in their lives. Please help us in urging them to coexist in peace with their family. May this activity inspire NPA members who want to avail of the government's integration program," Dumosmog said.
