FATAL INJURY Deep cuts, deeper inefficiencies.

Such is the fate and the state of the public education system in the Philippines. With a looming P11.65-billion budget cut for the Commission on Higher Education (CHED), the sector is bound to sustain far more serious injuries.

A bulk of the impending cut is on the free tuition policy with a budget of P35.36 billion in 2020, P7.1 billion lower than last year’s P42.52 billion. Financial assistance programs also sustained cuts, incurring a P3.66 billion slash.

In contrast, the Department of Education (DepEd) stands at a much better position, as its budget will increase by P20 billion, reaching a P501.1-billion fund next year. The difficulty, however, lies in DepEd’s weak capacity to disburse its funds.

It is utterly disconcerting how, despite receiving one of the biggest quantity in terms of budget, the quality of education remains lagging behind.

building projects for DepEd were completed by the end of the year.

This, while public schools still lack more than 80,000 classrooms to accommodate the increasing number of enrollees each year, according to the Alliance of Concerned Teachers (ACT).

The insufficient number of teachers nationwide further complicates the situation. DepEd initially proposed a P10.45-billion fund for the supposed hiring of 40,000 teaching professionals, only to be given P1.27 billion which can only accommodate 10,000 personnel.

Stringent compensation also worsens the lack of teaching force. An entry-level teacher earns a measly P20,000 gross monthly income, subject to further deductions due to loans. Teachers have availed of a P319-billion loan within two years, based on understated data from DepEd. That teachers are forced to incur such large loans and use ATM cards as collateral speaks volumes of the wanting compensation and lack of state support.

The cuts go deeper in state universities and colleges (SUCs): More than 50 SUCs face budget cuts, including UP that is set to incur a P1.6 billion deduction. From this year’s P17-billion budget, the UP System will receive a much lower P15.4-billion fund in 2020. This will push the national university towards “self-sufficiency”—an excuse to legitimize state neglect that weakens the public character of UP. This, in turn, incapacitates universities from delivering quality education for its students.

Inadequate funding for SUCs wears away services that their constituents

rightfully deserve. CHED, for its part, has not done anything to mend such suffering. In fact, the agency is caught in deeper inefficiencies for its slow implementation of the free tuition policy.

Rather than healing its inflicted pain, the government has only added salt to the wound. The increase in intelligence and confidential funds to P8.28 billion only intensifies the government’s war against the people. This allotment has no clear purpose— aside from waging the inhumane drug war and militarization of schools and local areas.

ACT Partylist Rep. France Castro could not be any clearer: “We urge Congress to give priority to social services for the people instead of having a budget for war.

Prioritize substantially increasing salaries of civilian personnel who are on the front lines in providing services for our people.”

This kind of persistence to engage the government must be echoed by the citizenry. This voice can further be amplified by educating the public—a kind of education that is not just bound within the confines of a university.

PGH Diliman construction feared to displace UP Arboretum residents JOSE MARTIN SINGH An iron and cement fence stands in between walls splotched with environmental and urbanthemed art along a sidewalk at Central Avenue in Quezon City.

Beyond the hedges are homes of around 160 UP Arboretum residents facing imminent displacement due to the construction of the Philippine General Hospital (PGH) Diliman.

Karina*, a long-time resident in the area, believes that the hospital’s construction can bode trouble. “Hindi kami makatulog kasi nandun ‘yung takot namin [na paalisin kami],” she said.

“Siyempre wala kaming pera kung i-force kami [na umalis].”

Spanning 17 hectares, the UP Arboretum is the last man-made forest in the city; it is home to 77 plant species or 9,298 plants.

Keeping the area’s biodiversity in mind, the 2003 UP Diliman Land Use Plan sought to ensure that the Arboretum “shall not be subject to any invasive development or other activities that will undermine its environmental integrity.” The UP administration, for its part, took this provision into account, UP Vice President for Public Affairs Elena Pernia told the Collegian in a previous interview.

First initiated in 2017, the PGH Diliman’s construction aims to address a surge of patients in the PGH Manila over the years. Under the Public-Private Partnership (PPP), the PGH Diliman will consist of a tertiary care hospital, medical research center, and commercial areas. The hospital’s construction is projected to cost P2 billion, according to UP’s proposed budget for 2020.

Block 2 residents like Karina could not help but worry about the future that awaits them, especially since prospects of demolition have been bugging them since December. Months later, they saw a plot at Block 2 of the Arboretum fenced-off, cleared, barricaded, and worked on with shovels and cranes.

The Office of Community Relations (OCR), meanwhile,

has not been responsive to their concerns regarding the hospital’s construction, Karina said.

Community Relations Officer Zain Gapit said the project concerns the Office of the Vice President for Development (OVPD), and the OCR merely follows orders from the said office.

The Collegian tried to reach the OVPD, but the office forwarded the interview request to Pernia, who also said in an earlier interview that she was unaware of the project details. “I’ll tell you, however, that right now, the area where it is to be constructed is the least occupied by informal settlers,” Pernia said.

While the UP administration has devoted much attention to the PGH Diliman project, the PGH Manila continues to bear the brunt of deteriorating wards. With a measly P2.78-billion funding for its operations in 2020 based on the National Expenditure Program, the PGH administration may face difficulties in covering the P4-billion average operational expenses of the hospital.

The Manila hospital’s plight is even exacerbated by a flawed patient referral system, said College of Medicine Education unit vice chair Dr. Gene Nisperos.

“Yung gatekeeping napakahirap,” Nisperos said. “You wind up with a tertiary hospital seeing cases that should be seen in a health center.”

“There’s no need [to build another PGH],” Nisperos said.

“It’s impossible to do it because it will entail spreading the personnel of PGH Manila further,” he said, adding that most PGH Manila workers are unpaid student interns. Furthermore, the project’s absurdity can be attested to by the presence of seven government hospitals within the vicinity of the Arboretum, he said.

Having to sacrifice much from such an area as the Arboretum to develop it is pure injustice, Nisperos said. “We are selling ourselves short in the PGH Manila alone,” he said. “For whose benefit would this project be? No one.”

Block 2 residents, meanwhile, will hold their ground as long as there are no clear plans for their benefit, Karina said.•

‘Martial law museum to highlight resistance’ DANIEL SEBASTIANNE DAIZ A museum honoring martial law victims will soon rise on a 1.4-hectare lot along C.P. Garcia Avenue in UP Diliman. The P500-million Freedom Memorial Museum project, which is expected to be completed by 2022, seeks to impart the importance of struggling amid the dictatorship, a martial law victim said.

Youth leaders played a huge role in fighting for the freedom of the country back then by resisting the crackdown during the dictatorial rule, said UP alumnus and martial law victim Bonifacio Ilagan.

The College of Fine Arts lot where the museum will be erected is likewise a significant location for then-student activists like Ilagan, as it used to be their hideout every time they were dispersed during protests in the early 70s. “The place is actually very symbolic. Para siyang sentinel eh,” he said.

The initial project funding came from the Marcoses’ illgotten wealth, as provided for in Republic Act 10368 or the Human

Rights Victims Reparation and Recognition Act signed in 2013.

Bonifacio welcomed the construction of the museum as something beneficial, which he hoped would help counter the state-sponsored whitewashing of history. In 2016, President Rodrigo Duterte allowed the burial of the dictator’s remains at the Libingan ng mga Bayani amid strong public outcry and pending Supreme Court petitions. Bonifacio also expressed disappointment over the lack of thorough discussion in schools about the atrocities committed during the dictatorial rule.

The construction of the museum can be considered a step forward in educating people about martial law, said Chuck Crisanto, executive director of the Human Rights Violation Victims’ Memorial Commission (HRVVMC).

“It is not only about the human rights violations that were [committed] during the [martial law] period, but [also] for the young people to understand that many of the problems [they] are experiencing today came from that period,” Crisanto said.

Under the Marcos dictatorship, the country’s debt ballooned to as much as P470 billion, according to

data collated by think tank Ibon Foundation. Filipino taxpayers would have to pay for the said amount until 2025, IBON added.

But in order to fully educate the youth about the horrors of the military rule, teachers should also be trained in discussing martial law history and lessons, Crisanto said.

“We have partnered with several government agencies to encourage educators to join our ‘Essential Truth Series’ seminars, which will equip teachers [with] the necessary skills and knowledge in teaching martial law,” Crisanto said.

The HRVVMC’s charter sets out that the agency shall coordinate and collaborate with other government institutions to ensure the teaching of martial law atrocities and to enshrine victims’ heroism in the country’s educational system.

“We studied history, and we studied it well [so] that we’re able to determine kung ano ‘yung totoo at hindi totoo,” Ilagan said. “It’s [a] really important lesson to keep the commitment [to study history] alive, kasi palaging andyan ‘yung kaaway–it’s really a contradiction that will go on hanggang hindi natin naipaglalaban ‘yung tunay na pagbabago ng ating lipunan.” •

FEATURES Within a cubicled and air-conditioned office, a transaction aided by signal transmitters and fiber cables connects Texas and Cubao. Both parties assume their own formulaic roles in the exchange. One lets out a tirade of profanities and the other mutters in retreat; one rants and the other apologizes; one demands and the other delivers.

Jason* has served at the receiving end of this conversation for eight years now, performing at most 50 cases a day. But beneath his pretend American accent and scripted pronouncements, his cries over their inhumane working conditions, low wages, and contract insecurity are being muted.

“It’s not worth it. Your physical strength and intellect are being extracted from you,” said Jason, heaving a sigh as he stared at the high-rise buildings spanning the EDSA skyline. He had just gone out of his graveyard shift, and after a few hours of commuting and attempting to catch up on sleep, he would have to be entrapped once again in these offices he branded as ‘carceral’.

Besides the physical sales he generates from far-flung strangers, Jason knows that something else is being traded away in his transactions. His Waray tongue was the first to go, followed by his hearing faculty, and now, he said, his identity is deteriorating.

Jason and a million others entangled in the Information Technology and Business Process Outsourcing (IT-BPO) embody the direct casualties of an exploitative global exchange.

Much as they want to flee from this limbo, the need to provide for their everyday living impels them to stay within.

“This job is not for us,” Jason said. “The service we provide does not mean anything to us at all.”

Heavy duty Inside a call center, time is obscured into seemingly endless hours. With curtains drawn and clocks reconfigured to different time zones, night and day are indistinguishable. Sanity breaks are forbidden. Every minute wasted away from a call

translates to deduction from the workers’ monthly wage.

Call center agents are expected to reach a quota of 40 to 50 cases every day, with each call lasting for about 8 minutes.

They have borne this intense pressure, physically and mentally. The likelihood of chronic burnout, enforced insomnia, caffeine-induced acidity, and pneumonia developed from chain-smoking, was apparently concealed from the packaged offer they acquired upon recruitment.

Rest seems a luxury they cannot afford. Any moment they tune out of the grind, two points are deducted from their track record as per the company’s protocol against negligence of work.

Aileen*, a call center agent of three years, has not seen her eight-year old son for months now. With the management’s newly implemented policy that allows only one leave for a group of ten agents, her chances of seeing him have diminished.

“Isang beses ka um-absent, final warning agad. [Sunodsunod] na late every week tapos [i-su-suspend] ka ng limang araw. Siyempre, pag suspended walang sahod,” said Aileen. “‘E diba may pamilya ka, paano iyon?” said Aileen.

On top of these stringent conditions are schemes to rev up competition among the agents, such as unrealistic sales targets, intending to individualize them and maximize the company’s profit.

“Yung iba, [binabantayan] ‘yung threat sa posisyon niya.

Ang labanan sa’min ay hindi maipasa yung quota ng 100 cases a day. Ang labanan ay malampasan ang perfect score of 120,” Aileen said In the absence of a group that can startle the higher-ups with the prospect of dissent, what remains, as expected, are repressive workplace policies draped as administrative prerogatives, to be accepted along with all the other terms and conditions.

Out of service With no signs of decelerating, the rate at which Filipino workers opt for call center jobs continues to spur, luring in high school graduates and degree holders alike. Within a decade of its onset in 2000, the Philippines has become “the call center capital of the world,” amassing about 17 percent of the total outsourced services globally by 2016.

This sector drives a significant chunk of the economy, increasing the country’s gross domestic product (GDP) by a huge margin, and effectively overtaking remittances from overseas workers as the top earner for foreign exchange.

But its prosperity seems a distant reality from its key drivers. The very trajectory of this so-called economic pillar is founded on and propelled by the continual estrangement of these call center agents.

“Workers are considered an expense. The only way [these companies] can maximize profit, which is its very essence, is through its workers,” said Mylene Cabosas, president of the BPO Industry Employee Network (BIEN) “Because materials are fixed costs, and the only variable is labor cost, the call center agents are victimized.”

Besides their reversed circadian rhythms and lingual modification, the identities of call center workers are also rendered malleable to foreign corporations’ profiteering demands. More often than not, these are accepted with little to no opposition, aware as the agents are of dim prospects elsewhere.

Their subordination is more likely to be entertained, not by force, but through implicit micro negotiations. Their local identities are retained, but it is continually molded by their knowledge of the greater economic value of a global personality.

Precisely in this process, where the West actively yet subtly holds control over the cultural identities of Filipino workers, the illusions of a decentralized power in a supposedly free global market are debunked.

At the core of a global community are largely imbalanced power relations, with foreign businesses wielding the upper hand in the exchange. Far from developing dwarf economies, they seek primarily to assert authority over the latter’s productive systems.

Just as how Jason and Aileen have to live and breathe the cultural contexts of their clientele — to change their names to a Western sounding ones, adopt a Texan twang, restructure their daily schedule, and learn an entirely new set of foreign instructions — the Filipino is molded anew to tailor-fit transnational needs.

“Kahit noong training, [tinuturuan] kami na hayaan mo [sila] dahil hindi ka naman kilala niyan, pero hindi mo maiiwasan na dibdibin, na mainis. Yinuyurakan ka na Pilipino ka,” Jason said. “Pero hindi ka pwede sumagot—naka-mute ka lang.” •

Hindi naligaw ang Hello, Love, Goodbye ni Direk Cathy Garcia-Molina sa pasikut-sikot ng kontemporaryong pelikulang Pilipino na kung hindi lumulutang sa ere ay nahuhulog sa bangin ng de-takal na kwentong pag-ibig.

Hindi naman nagpanggap ang pelikula, naging totoo ito sa palasak na paksa at tunggalian. Nauwi sa pagiging domestic helper sa Hong Kong ang nursing graduate na si Joy. Determinado siyang makapuntang Canada makatapos magpakayupapa ng ilang taon para suportahan ang pamilya sa Pilipinas nang sa isang iglap, tumigil ang oras, nakilala niya si Ethan.

Bagaman taglay ang mga plakadong linyahan ng mga pelikulang Pilipino, tipikal na katangian ng bidang lalaki at

babae, ang lahat ng ito ay umakma sa panlipunang isyu sa pelikula— danas ng mga manggagawa sa ibayo o OFW. Matatandaan ang dokyu na Sunday Beauty Queen noong 2017 kung saan ipinakilala sa lingguhang beauty pageant ng mga kababayan nating manggagawa sa Hong Kong ang kanilang danas bilang OFW. Naging kalahok din si Joy sa mga ganito kalakip ng iba pang kalidad ng turistang Pinoy—sa pahuling bahagi ng pelikula ay nilibot nila ni Ethan ang Hong Kong na tulad ng mga karaniwang Pilipino sa ibang bayan.

Ito ang reyalismong hindi isinasagawa ng mga pseudorealistikong pelikula na malaon nang pinapagana ng mga industriyang pansining.

Halimbawa nito ang mga likhangsining na bagaman nagsasaad ng reyalidad tulad ng pamamaraan ng pamumuhay sa bukid, nalalahukan ng romantisismo—nakangiti ang mga magsasaka sa mga obra ni Fernando Amorsolo.

Manipestasyon din nito ang melodramatikong depiksyon ng pampamilyang mga kwento, poverty porn at marami pang iba. Ito ang maling direksyon na tinatahak ng mga kritisismo at pagpapaunlad sa larangan ng sining—sa halip na palubog ay paangat sa lupa kung magpakahusay.

Kung kaya, mainam ang tunay na reyalismong taglay ng pelikula dahil mahalaga itong bahagi sa pagresolba ng mga panlipunang suliranin. Sa pelikula, ang atrasadong pag-iisip ni Ethan na kaya niyang pangibabawan ang karelasyon niyang babae sa usapin ng pagpaplano ay naresolba sa abanteng pagtingin ni Joy sa sarili—may mga agam-agam na siya lang ang makakasagot.

Gayunman, sa kabuuan, hindi pa rin nasapol ng pelikula ang resolusyon sa pinakamalaki nitong kontradiksyon—malaon nang suliranin ang kawalan ng kakayahan ng ekonomiya ng bansa na magkaroon ng trabaho para

Buhay pa rin ang mga problema ng nakaraan sa kasalukuyan. Ang simpleng pagtanod sa social media ay katumbas ng kawalan ng paninindigan sa anumang dalawang nagtutunggaling isyu.

Ngunit hindi lamang ito ang usapan, ang diin ay kung wala at ayaw mong pumanig, nasa kampo ka ng mapaniil.

Dahil sangkot ka sa buhay ni John Denver.

Sa iyong pag-upo sa sinehan, nararamdaman mo ang inis, hirap, at higit, pagkakasala dahil sa kabuuan ng pelikula, wala kang ginawa. Harapharapan nang nilalapastangan ang karapatan ng mga bata.

Iminulat ka sa katotohanang ikaw ay may pribilehiyo bilang isang

buhay. Pangmatagalan ang lahat ng bagay lalo na sa ngalan ng paglaya ng lahat ng manggagawang tulad niya. At tulad ni Joy, matatag ito, determinado, at higit, nasa tamang direksyon. •

Distress pervades the rural countryside. Farmers in the country have long had to put up with low wages and landlessness. Worsening these problems is a newly passed law aiming to direct the Philippines to depend on unbridled importation for stocks of rice, the country’s food staple and a major crop grown by over two million Filipino farmers.

The government fast-tracked the implementation of Republic Act 11203, or the Rice Tariffication Law (RTL), which removes the quantitative restriction (QR) on rice, arguing it will benefit consumers as cheaper rice will be available in the market. The RTL imposes a 35-percent tariff on rice imports from Southeast Asia, while those from outside Asia are slapped with taxes nearly half or double their price.

Farmers are left to face the brunt of the law as the farmgate price of palay plummets to as low as P7 per kilogram, even in riceproducing regions (see sidebar 1). The Department of Agriculture (DA) addressed these concerns with the promise of a P1.5-billion one-time loan to farmers.

Despite such a promise, farmers remain wary of the DA’s pronouncement.

sell their produce at low prices just to break even as competition between imported and local rice intensifies.

“Mababa talaga [‘yung kita],” Benemerito said, “mas mababa pa ngayon lalo na sa mga magsasakang walang lupa.”

Withered promises Initial talks of the RTL were met with strong dissent by farmers’ groups. Its main proponent, Senator Cynthia Villar, a real estate developer, continued to assert that the law would improve rice producers’ profitability and competitiveness.

Both farmers and consumers cannot, however, feel any such benefit. Imported rice still costs P39 to P43 per kilogram, while locally produced rice is priced at as much as P47. The National Economic and Development Authority initially projected a free fall of the prices to as low as P27 per kilogram.

This translates to a 29 percent decrease in rice farmers’ income, per the projection of the Philippine Institute for Development Studies. A farmer earns a monthly wage of P9,119, based on the 2017 labor statistics survey by the Philippine Statistics Authority (PSA). With the RTL now in effect, the advocacy group Bantay Bigas estimates said income to be slashed by almost half—or 53 percent of the minimum P10,481monthly wage that can sustain the basic needs of a family of five, according to the PSA in 2018.

recent reports, farmers spend approximately P70,000 per hectare every planting season, which lasts for six months. They often borrow from usurers who receive one cavan of palay as interest for every P1,000 loan, said former Department of Agrarian Reform (DAR) Secretary Rafael Mariano.

RCEF, said the Federation of Free Farmers in recent reports. The bulk of said funds will be used to procure farm machineries, rather than farm inputs (see sidebar 3).

Apart from farmers’ groups such as KMP and UMA, the progressive bloc in Congress continues to call for the repeal of the RTL and to demand the government’s more active role in aiding farmers.

For one, the National Food Authority (NFA) could offer to raise their procurement price of local palay from P17 per kilogram, Mariano proposed. Yet provisions of the RTL have also stripped the agency of its powers to regulate imports, and in turn, to stabilize rice prices and supply.

As of August 2019, the NFA still failed to secure a buffer stock good for 30 days amid reliance on imported rice. Such underachievement speaks of deficient state subsidy as the NFA had to divert funds from its food security programs to pay off maturing loans for the past two years, based on a report by the Commission on Audit in 2019.

Poor budget allocation has stymied the DA and the Department of Agrarian Reform (DAR) for the past decade as well (see sidebar 4). But though higher state subsidy would help alleviate farmers’ burdens, other problems will continue to persist due to land insecurity.

Only around 5 in 10 farmers have received land titles since the Comprehensive Agrarian Reform Program was signed into law over three decades ago.

About 1.2 million hectares of these distributed lands are still controlled by private landowners who engage in agribusiness ventures, according to DAR. Such market-led agreements will compound the implications of policies such as the RTL without a genuine agrarian reform anchored on unconditional redistribution of land. Rice farmers, comprising the majority of the working rural population, can gain more control over their harvest once given lands for free.

Sa kakainan pa lang, napakarami na ng pwedeng pagpilian—mula sa mga murang karinderya hanggang sa mga mamahaling kainan. Dala na rin sa lala ng trapik ngayon, sasagi sa isip ng ilan ang gumastos na lang ng ekstra para sa Grab, sa halip na magkomyut.

Malaya kang gastahin ang pera mo sa kung anong maibigan, ngunit kung hilig mo ang bumili ng branded shirt at uminom sa Starbucks, asahan mo na ang mga pasaring at paratang na rich kid ka. Kahit na biruan lamang ito at madaling ikibit-balikat, sabi sa kumalat na post sa social media, ito ay ”rich shaming” na humahamak sa mayayaman.

Sanay ang katauhan niya na laging sinusundo ng driver at inaasikaso ng yaya sa kanyang malaking bahay. Sa tuwing nakikipag-usap na siya, dinig na mas sanay ang dila niya sa Ingles kaysa Filipino.

Pero higit pa sa mga ito, sa kanya lagi umiinog ang kwento dahil ang mga kagaya niya ang kadalasang bida at nakaaangat sa iba.

Hindi nalalayo rito ang mayayaman sa totoong buhay.

Makikita mo silang karga-karga sa dalawang braso ang nag-uumapaw na pinamili sa mall. Madalas mong madaraanan sa social media ang mga larawan nilang nagbabakasyon sa iba’t ibang bansa taun-taon. Nagagawa rin nilang suportahan ang magagara nilang luho, gaya ng golf o di kaya’y ballet. At gaya sa mga teleserye, ang mayayaman din ang nakapangyayari sa ating lipunan.

Tumatagos din ang paghahariharian nila sa pulitika. Labas pa kasi sa posisyon nila bilang mga negosyante, may nakalaan ding pwesto sa kanila sa gobyerno.

Mula rito nagagawa nilang protektahan ang interes nila na may basbas ng batas. Sa ganitong gana, hindi na makakailang gumagalaw ang karamihan ayon sa kumpas ng iilan.

Sapagkat hawak nila ang buhay natin, mahirap din maging mayaman dahil bunga ng pagsisikap ang posisyon nila. Sana ito ang rason kung bakit nila

tinatanggihan ang paratang na mayaman, ngunit hindi.

para hindi malantad ang uri nila.

Sa pagtanggi rin ng pribilehiyo nila, pinawawalang-bahala ng rich shaming ang totoong diskriminasyon batay sa uri.

Batayan ng pagpapalagay na may rich shaming ang ethos na barocco, isang paraan ng interiorisasyon ng kapitalistang modernidad ayon kay Prop. Ramon Guillermo. Upang masikmura ang lumalalang kondisyon ng lipunan, nilulusaw na lang ng mamamayan ang mga kontradiksyong taglay ng kapitalismo.

Kaya ganun na lang kung itanghal ng mayayaman ang sarili nila: malayo sa tunay nilang danas ng kumportableng buhay at lapit sa danas ng api. Ngunit kung babagtasin ang kasaysayan, sa hanay ng mayayaman primaryang nanggaling ang kawalan ng katarungan sa lipunan. Sila ang nanguna sa pang-aalipin sa mahihirap, pambubusabos ng kalikasan,

at sapilitang pagpapaalis sa mga minorya sa ngalan ng paglaki ng kita nila.

Kaya hindi mailalagay ng mayayaman ang sarili sa pwesto ng inaapi. Mayaman sila unang-una dahil may hindi pagkakapantaypantay, kawalan ng oportunidad para sa lahat, at pagkalam ng sikmura ng karamihan. Maiuugat ang mga suliraning ito sa kung paano ginagawa ng mayayaman ang lahat para mapanatili ang tinatanging pwesto nila sa lipunan.

Tanso Sa mukha ng patung-patong na krisis, patuloy na hinuhubog ng makapangyarihan ang lipunan ayon sa interes nila. Sa ganitong antas, natutulak sa hangganan ang namamayaning kaayusan at naituturol ang kapitalismo tungo sa lalong kabulukan nito.

Sinasabing bulok na ang kapitalismo kapag nagugunaw na ang mga pundasyon nito. Batid ng kalagayang ito ang pagpapalit ng robot sa pwesto ng tao sa trabaho, sumisidhing hidwaan sa hanay ng mayayaman, at pagliit ng kita ng mga manggagawa.

Ang unti-unting pagkabulok ng kapitalismo ay bahagi ng huling yugto nito, o late stage capitalism. Tumungo ang lipunan sa panahong ito dala ng hindi mapagkasundong kontradiksyon sa pagitan ng pag-unlad ng pwersa ng produksyon at pagbuhay sa kapitalistang relasyon ng produksyon, ayon sa ekonomistang si Ernest Mandel.

Mula sa tunggaliang ito nailuluwal ang samu’t saring krisis, kasama na ang kabulukan ng kapitalismo.

Sa mas komon na pagtingin, inilalarawan ang huling yugto ng kapitalismo bilang irasyonal at hunghang. Susi kasi sa panahong ito ang paglalakip ng presyo sa lahat ng bagay at paspas na pag-unlad ng teknolohiya. Ang paglagos ng umiiral na komodipikasyong ito sa kultura ay ang paglaganap ng disoryentasyon sa lahat ng uri—tulad na lang ng pagpapalagay na kapantay ng mayayaman ang api.

Kung ano pa man, mahihiwatig sa pagtuntong natin sa huling yugto ng kapitalismo ang abot-tanaw na katapusan ng lahat ng ito. Subalit nasa sa ating kamay ang pagsakatuparan ng mas pantay-pantay na lipunan sa dulo nito. •

Imamapa niya ang sariling landas sa madawag na kagubatan ng babae at mamarkahan, gamit ang laway, ang bawat sulok na makapagpapaalala sa kanyang pinanggalingan. Mapapaliyad ang babae dala ng paulit-ulit na pagguhit sa kaniyang katawan.

Buong magdamag, paliligayahin siya ng lalaki–paupo, patayo, at iba-ibang posisyon, gamit lamang ang bibig nito. Hindi maipinta ang mukha ng babae— naliligayahan ba siya o hindi?

Pigil naman ang halakhak ng mga batang nagkukumpulan sa harap ng skrin habang nakatitig sa bawat aksyong kanilang natutunghayan.

Ang iba’y nakatulala’t pinagpapawisan, ang iba’y nanginginig at di mapakali.

Sa mga susunod na araw, ganito na rin kung ituring nila ang bawat babaeng makikita nila— isang nilalang na nilikha upang kanilang makaniig.

Mula sa ganitong kaisipan, susulpot ang “kain pepe”—isang sekswal na aktong naglalarawan kung papaano, katulad ng pagkain, kinakain ang ari ng babae. Ipinamamandila nito na ang pagsupsop sa puki ng babae ay pagdakila sa kaniyang pagkatao, isang bagay na dapat ipagdiwang.

Subalit laging may panganib sa pagdakila—ang matali sa mga pamantayang kalauna’y sisiil sa kaniyang kalayaan. Dahil kailanman, hindi naging dominante ang pagiging babae batay sa malaong pakikibaka laban sa diskriminasyon at pang-aabuso.

Sa lipunang nakabulid sa tanikala ng patriyarkiya, kung saan itinuturing na “default” na kasarian ang lalaki, habang “other” ang babae, tila nagiging simbolo ng tukso ang puki, at ang pagpapakita nito ay pag-anyaya ng karahasan, ayon sa peminista na si Simone de Beauvoir.

Araw-araw ipinamumukha sa atin ang pagtinging ito. Mula sa mga men’s magazines, sexiest woman of the year, hanggang sa mga billboard sa kalsada, mababakas kung papaano sapilitang ipinapatanggap sa atin ang ganitong atrasadong kultura.

Sa pamamagitan ng pangmadlang midya, na pangunahing kasangkapan ng naghaharing-iilan upang kumita, naipadudulas ang mga produktong tulad ng sex sa kamalayan ng mamamayan.

Metikulosong nililinang ito ng makapangyarihan upang pagkakitaan ang mamamayan nang hindi niya namamalayan.

Pag dumikit, kumakapit Itinatakda ng may kontrol sa ekonomiya ang namamayaning kultura sa isang lipunan. Katulad sa Pilipinas, kung saan monopolyo ng mga dambuhalang korporasyon ang tagapagtaguyod ng kultura sa pamamagitan ng pangmadlang midya, gagamitin niya ito pabor sa kaniyang interes.

Ayon sa teoristang si Raymond Williams, hinuhubog ng kasalukuyang materyal na kondisyon ng lipunan ang pamamaraan ng komunikasyon, mula wika hanggang teknolohiya.

Dahil nasa kontrol ng malalaking kumpanya ang pamamaraan ng produksyon, nagagawang manipulahin ito batay sa pangangailangan ng iilan.

Susi kung paano hinuhulma ng mga makapangyarihan ang komunikasyong pangmadla upang makonsolida ang kanilang interes.

Namumuhunan sila sa sex at

sekswalidad upang kumita nang labis-labis—hinuhubog ang mga produkto sa ngalan at katawan ng babae upang maging katanggaptanggap sa kumukonsumo nito.

Ngunit hindi ibig sabihi’y ito ang hinahanap ng mamamayan, o hilig niyang tangkilikin ang ganitong klase ng produkto. Dahil ito ang mga produktong pinababaha sa merkado, lumilikha ito ng ilusyong kinakailangan ito sa buhay, para mabuhay.

Kung kaya, ilusyon ang konsepto ng ahensya—ang kakayahang pumili at bumili ayon sa sariling dikta—dahil bago pa man pumili, mayroon nang nakapili para sa kaniya. Sa sistemang ito, pasibong tagapagkonsumo lang siya ng mga produktong inilalako sa kaniya, habang patuloy ang paglobo ng kita ng mga lumilikha ng produktong hindi niya kailangan.

Gamit ang atrasadong oryentasyon ng ekonomiyang siyang sumusuhay sa ganitong klase ng sistema, labis na inilulugmok ang mamamayan sa basurang kultura upang siya’y lalong pagsamantalahan.

Sobra-sobra, labis-labis Nabubulok ang kultura kung natatali na lamang ang lipunan sa sirkulo ng paulit-ulit na pagkamal ng kita. Umiiral, kung gayon, ang penomenang katulad ng “kain pepe” upang mapag-inugan ng sistemang nagsisiguro sa kita ng mga makapangyarihan.

Gayunman, palakpak at halakhak ang reaksyon sa bastos na bibig ng kasalukuyang pangulo, habang taas ng kilay at pamemewang ang natatanggap

ng karaniwang Pilipino na nagmumura, nangangantiyaw at nambabastos sa kababaihan.

Ang kabalintunaang ito ay maipapaliwanag ng kanilang magkaibang uri—maaaring masesante ang bastos na manggagawa at humahanay naman ang mga babae para sa halik ng pangulo. Hindi apektado ang mga makapangyarihan sa atrasadong kultura ng pagkabastos dahil sila ang pangunahing nakikinabang dito. Samantala, ang ordinaryong mamamayan ang pangunahing biktima dahil bagsakan sila ng bulok na kultura at higit, binabansot at sinasamantala.

Sa ilalim ng sistemang kapitalista, wala nang bagong kulturang nalilikha. Karamihan ay rekonstruksyon na lamang ng mga dati nang penomena upang mapanatili ang namamayaning kaayusan.

Halimbawa’y ang pagkahumaling sa “golden age” na panahon ni Marcos, na para bang nakasalalay ang kaginhawahan ng bayan sa pagbabalik-tanaw sa lumipas nang panahon.

Kung hinuhubog man tayo ng kasalukuyang sistema sa ganitong klase ng kultura, hamon sa atin na lumikha ng isang lipunang nagagawa ng babaeng makapagtaguyod ng pamilya habang nagtatrabaho. Hindi na lamang siya nakatali sa kusina, o sa kwarto ng kaniyang mga anak; bagkus, nagagawa niyang maging produktibo, kagaya ng kalalakihan.

Pagkat ang tunay na kulturang makamasa ay hindi mapanghati at mapagsamantala, bagkus ay mapanghamig at mapagpalaya sa lahat ng kasarian. •

Walang nagmamay-ari sa mga salita, walang nagiisa sa eksploytasyon at pananamantala.

Galit din daw siya sa kasalukuyang administrasyon, pero wala namang pinag-iba ang ginagawa niya sa ginagawa ng mga pulis at militar sa mga aktibista. Higit na nakababahalang bilang isang dekana, lantaran nyang inilalagay sa bingit ng kapahamakan ang mga estudyante sa halip na isipin ang kanilang kapakanan.

Buhay na mismo ng mga estudyante ang nalalagay sa peligro dahil sa mga maling akusasyon. Ilan pa bang kabataan ang kailangang makulong o paslangin bago nila mapagtanto ang panganib na dala ng redtagging?

Marahil sa mga susunod na araw, muli akong makakabasa ng mga pahayag ng dekana.

Pero ang hinihiling ko lang ay ito: sana, hindi na sya muling gumawa ng anumang hakbang na mapanganib para sa mga mag-aaral ng pamantasan. Sana.

Hindi ito madaling proseso.

Ngunit kung tunay talaga niyang naiintindihan ang sitwasyon ng bansa sa kasalukuyan, malalaman nyang hindi naman talaga ang mga kabataang aktibista ang kalaban, kundi ang pamahalaang tahasang pinapaslang ang mamamayan. •

Palagi tayong ginigising ng kamatayan ngunit iba ang umagang iyon. Parang naramdaman kong niyakap ng mahamog na lupa ang nalaglag na sanga.

Mahirap sulatan ng artikulo ng pagpupugay ang pagkamatay ng dakilang makata ng bayan tulad ni Gelacio Guillermo dahil sa lahat ng kanyang naisulat, ito ang hindi niya naituro. Hindi naman talaga nagkaroon ng sulatin si Ka Gelas na komprehensibo at hakbang-hakbang na nagtuturo ng teknikalidad ng pagsusulat.

Sa haligi ng akademya ko na ito puspusang pinag-aralan at nang lumaon ay dinaan-daanan na lang.

Marahil ganoon din siya.

Noong panahon ng batas militar, nilisan niya ang pamantasan at nagtungo sa kanayunan. Bitbit ang sagisag-panulat ni Kris Montañez, lumahok siya sa armadong paglaban sa diktadurang Marcos sa ngalan ding ito.

Hindi naman siya isinilang sa rebolusyunaryong pakikibaka, ngunit mula siya sa uring magsasaka na sagana sa pananamantala. Naigaod niya ang pag-aaral hanggang maging isa sa mga pinagpipitagang propesor ng

unibersidad. Ang mga salaysay ng mga kakilala’t kaibigan na siya’y napapaalis sa pagtuturo buhat ng mga leksyong anti-gobyerno ay isa lamang sa napakaraming alaalang iniwan ni Ka Gelas.

Sa laksa-laksang ambag niya, ang isa sa pinakamaningning ay ang pagbitbit niya ng rebolusyunaryong oryentasyon sa institusyunalisadong panitikan sa lungsod. Isa ang Ulos sa maraming antolohiya kung saan naging patnugot si Ka Gelas na binago niya mula sa oryentasyong panlunsod tungong pang-rural.

Nailathala rin ang mga sinulat niyang piyesang panliteratura sa Collegian na nasasalat lang naming mga patnugutan ngayon sa tuwing bubuklatin ang mga dyaryo ng pahayagan noon. Marahil wala na ang ginamit niyang tasa, o di kaya’y kumot sa aming opisina ngunit ang bakas ng kaniyang sining ay buhay.

Ang esensya nito ay inspirasyon sa pana-panahong tipo ng pagkilos ng mga kabataanestudyante, mamamahayag at manunulat na tulad ni Ka Gelas noon at ngayon. Ang patuloy na paglalathala sa kabila ng krisispampahayagan at ang pagdagsa

ng mga rebolusyunaryong sining ay kaalinsabay ng isinusulong na teoretikal na suri ni Ka Gelas sa mga manggagawang pangkultura.

Laging ubod ng kanyang mga sulating rebolusyunaryo muna ang makata bago siya maging manunulat; at walang ibang mabisang patunay nito kundi ang kaniyang buhay. Gayundin, hindi niya ito binutbot at inihanay na tuwirang parang metodo sa pagluluto—dahil ang pagiging manunulat ay hindi madali.

Bagaman isinasampal sa atin araw-araw ang krisis at kahirapan sa bansa, hindi ito lubos na mauunawaan kung hindi lulubog sa mga komunidad.

Ang ubod ng mga piyesa ay hindi tinangay ng alon papunta sa mga makata at kwentista, ito ay nagmula sa ordinaryong mamamayan—direktang naririnig ang tangis ng inang namatayan ng anak, nahahawakan ng makata ang malamig niyang kamay, nararamdaman ng ina ang dantay ng pakikiramay.

Kung kaya ang mga purong intelektwal na teorya tulad ng istrukturalismo na patay na ang manunulat sa kaniyang mga sulatin

dahil ang lahat ay naisulat na at baryasyon na lang ang mga bago ng mga nauna ay wala sa agamagam ni Ka Gelas.

Ang rebolusyunaryong panitikan at sining na itinaguyod ng mga tulad ni Ka Gelas ay hindi naghahangad ng titulo sa kanyang panulat dahil ang pangalan ng panulat ay pangalang pandigma. Walang nagmamay-ari sa mga salita, walang nag-iisa sa eksploytasyon at pananamantala.

Sabi nila, ang mga mandirigmang umaakyat sa armadong paglaban ay nagbabago ng pagkatao.

Ngunit sa tuwing may nabubuwal na rebolusyunaryo, inilalakip ang kanyang tunay na pangalan sa lahat ng pinakamatataas na pagpupugay at parangal.

Hindi lamang sa kahon ng akademya matatagpuan ang pagkilala sa mga pantas na tulad ni Ka Gelas dahil nasa mamamayan ang walang hanggang pagalala sa kanya. Ang talulot ng buhay ni Ka Gelas ay patuloy na umuusbong—habambuhay siyang kinikilala ng mga magsasaka at manggagawang sinulatan niya ng akdang pampanitikan, pang-armas, pandigma. •

Habang malaya ang mga may sala, nakukulong naman ang mga mahihina at mahihirap, dagdag pa ang takot na maging sunod na biktima.

Hindi ko malilimutan ang gabing ito.

Pamilyar ang eksena sa akin, madalas ko itong makita. Mula sa saglit na pag-ere nito sa mga balita sa telebisyon, sa talumpati sa mga protesta, hanggang sa madaanan kong post habang simpleng tumitingin sa aking feed—naging parte na ng arawaraw ko ang mga kwento ng karahasan.

Mabilis ang mga pangyayari sa napapanood ko, walang palugit na binibigay at asintado ang biktima. Ngunit iba ang lamig ng metal sa aking leeg, at ang desperasyon sa bulong ng demanda.

Hindi na bago ang ganitong istilo ng mga masasamang-loob; tina-target ang mga walang laban saka susubukang ikubli ang nagawa. Ngunit lalong tumatapang ang mga ito kung alam nilang mas malakas sila, at kasabay nito ang paglaki ng kanilang entablado. Dahil ‘di tulad ng holdaper na kinakailangang magtrabaho sa dilim, may kakayahan ang may kapangyarihan na magtago at tuluyang tumakas.

Kaya hindi malaking bagay para sa dating meyor ng Calauan na si Antonio Sanchez at sa mga kasabwat nito ang gahasain at patayin si Eileen Sarmenta at Allan Gomez. Wala ring takot ang mga mayayaman na halayin at itapon sa kung saan ang magkapatid na si Jacqueline at Marijoy Chiong.

Kumpara sa mga mahihirap na tinutulak ng matinding pangangailangan upang gumawa ng mga bagay na labag sa batas, ang krimen nina Sanchez ay tulak ng pangangati nilang magpamalas ng kapangyarihan.

At sa pagkakataong sila ay mahuli, tila mapang-asar pa kung ipilit ang kawalang-sala, gagamitin lahat ng koneksyon upang ipako sa iba ang krimen, o ibaling ang atensyon ng madla sa ibang bagay.

Dito nagmumula ang kawalan ng hustisya: ang pagiging kampante na gumawa ng krimen at makaiwas sa parusa nito ay naging natural na sa isipan ng mga may kapangyarihan, dahil matagal nang naikintal sa kanila na mayroon silang kakayahang dominahin ang mga mas mahihina. Gayundin, pinapanatili ng mapaniil na kultura ang

kanilang katayuan; patuloy ang pag-uusig sa karaniwang tao upang ipamalas ang kanilang kapangyarihan.

Ganito ang katangian na ipinapamalas ng estado sa tumataas na bilang ng patayan.

Bukod sa pangingimbabaw laban sa mga mahihirap at pag-iwas sa responsibilidad ng maling mga polisiya, ang dumadalas na pangyayaring ito ay nagpapanormal din sa kultura ng karahasan sa bansa.

Sa pag-iral ng kasalukuyang kulturang ito, nais ipakilala ang batas na Good Conduct Time Allowance (GCTA) na nagbibigayhalaga sa mabuting asal na pinapakita ng mga preso at ibawas ito sa panahong dapat nilang ilagak sa kulungan.

Sa ilalim ng GCTA, tinatayang 11,000 na bilanggo ang mapapalaya, kasama rito ang mga sangkot sa mabibigat na krimen tulad ni Sanchez. Samantala, tatlo sa pitong sangkot sa kaso ng magkapatid na Chiong ay nakalaya na sa bisa ng batas.

Binibigyang halaga ng estado ang interes ng mga bilanggo sa ilalim ng nasabing batas, at higit

na makikinabang rito ang mga makapangyarihan na hinatulan ng mahabang oras na pagkakakulong dahil sa bigat ng kanilang sala.

Ngunit sadyang pumalya ang batas na kilalanin ang pagkasira ng buhay ng mga biktima at ng mga pamilya nito.

Pinapatibay ng GCTA ang kultura ng karahasan sa bansa at ang kakayahan ng estado at makapagyarihan na gamitin ito para sa sarili nilang interes.

At sa tuwing ang kapakanan nila ay umaangat, palaging bumubulusok pababa ang mahirap—kaya natural sa naaapi ang lumaban.

Hindi na nahuli ang lalaking iyon, kaya sa bawat pagdaan ko sa madilim na kalsada, tagaktak ang malamig na pawis, paranoid sa bawat kaluskos at anino.

Habang malaya ang mga may sala, nakukulong naman ang mga mahihina at mahihirap, dagdag pa ang takot na maging sunod na biktima.

Walang pinipiling oras ang krimen at pananamantala ng kapangyarihan, gayundin ang paggiit sa karapatan, pagtatanggol sa sarili. •

FIREBRANDS AND TRAILBLAZERS Behind the smokescreen of the Amazon forest fires RICHARD CORNELIO

The rabble-rousers that hold the world’s top jobs do more than share a penchant for baying their ravings—they harbor, too, a sense of camaraderie scarcely extended to their constituents.

US President Donald Trump, infamous for deriding minorities and trolling critics, recently lauded President Jair B o l s o n a r o of Brazil for “working hard on the Amazon fires.” His tweet disputed rebukes of the latter’s unconcern as the forest

shrinks and succumbs to a surge of blazes, a scorched-earth tactic to clear land.

The forest fires gutting the planet’s largest rainforest, a crucial carbon sink, amount to a stunning windup of Bolsonaro’s incendiary policies meant to dismantle environmental safeguards and siphon off resources for revenues. Pillars of smoke belched by the fires have swept down through Brazil’s southeast coast and shrouded Sao Paulo, a metropolis thousands of miles away from the inferno raging on at record rates in the Amazon. Globally, they threaten convulsions of apocalyptic proportions in the face of climate crisis.

Bolsonaro, a climate-change denier, is hardly a man of niceties. “Brazil is a virgin that every foreign pervert wants,” he said last month, lashing out at European leaders concerned about the Amazon. He ladles out conspiracy theories to impute the destruction to environmentalists and NGOs. He shrugs allegations of his complicity in exhorting settlers, miners, ranchers and loggers to power up their torches and chainsaws.

He has gone out of his way to signal similar hostility against the many indigenous groups who have for millennia stewarded the forest. Such a rhetoric of bravado, however, only ignites the tinderbox that his devastating dalliance with bureaucrats and agro-industrial financiers has long assembled.

“Indigenous reserves are an obstacle to agribusiness,” Bolsonaro said in 2015. Three years later, vowing to lift the economy out of the ditch he claimed left-wingery had plunged it into, he said at a campaign rally: “If I become

President, there will not be a centimeter more of indigenous land.”

In Bolsonaro, corporate powers poised to cannibalize what little space is left for Brazil’s most vulnerable populations found a champion.

Fire sale Such notoriety for bombast and bigotry had preceded Bolsonaro’s presidential campaign, which had at its core the backing of the arms industry, the religious right, and agribusinesses. The last one, particularly, provided a groundswell of support from rural voters who had brooked spells of recession and felt Brazil’s political machinery conspire against them.

Bolsonaro rode waves of such sentiments to sweeping victory.

His capture of power favored Brazil’s ruralista congressional caucus, a right-wing coterie of agro-industrial lobbyists and policymakers. They insist on stripping the Amazon of protections and short-circuiting laws to raze or pillage previously shut-off areas for cattle grazing, soybean farming, and mining, among others. Several have stood accused of stashing billion-dollar profits in booty and are positioned to shovel in some more, out of breaches of sustainability standards.

Conservationists estimate that a parcel the size of 12 basketball courts gets wiped out every minute the forest is afire. Though this spells tragedy for the 306,000 indigenous people in the Amazon, it brings forth Bolsonaro’s drive to assimilate them rather than keep them apart, in his words, like “animals in the zoo.”

The next months risk lending greater license to transnational investors, traders, and consumers —to the detriment of local communities,

which have increasingly fallen prey to these retrograde actors.

No sooner will the flames lick and level the forest than companies will jostle for a larger stake in the charred landscape.

Bolsonaro will watch the scramble and go on snubbing the mortal peril of having choked the planet’s lungs. His track record, after all, portends greater liabilities. He has understated satellite data showing 85 percent more forest fires this year than the last. He has, over the years, kneecapped Brazil’s environmental agency, Ibama, with budget slashes and political strong-arming, and gone so far as to sack 21 of its senior officials.

Left unchecked, he is bound to erode democratic institutions with more menace to the world’s existential survival than he has so far done.

Crash and burn Bolsonaro’s response to the attacks on the Amazon has triggered jitters among the country’s international allies. They are quick to censure him and make a case for their governments as nature’s custodians. Their pledges to help salvage the ravaged Amazon, however, serve to air their plutocratic pieties while obscuring their culpability in wearing the planet down.

The inequality in global carbon emissions, for one, strikes at the heart of why Bolsonaro might believe the USD22-million aid from the G-7 countries, the world’s biggest advanced economies, is but a monument to hypocrisy. It is spare change compared to the sum needed to absorb the share of per capita emissions from North America and Europe, about 86 percent of the total in 2018, per the Global Carbon Project.

To be sure, this data escapes Bolsonaro, who dismissed the offer as revelatory of “a misplaced colonialist mindset in the 21st century.” His belligerence toward leaders like Emmanuel Macron of France has begun to contradict Brazil’s commitments abroad.

International o u t r a g e soon stoked

an appraisal not just of his leadership but also of leverage available to rein in a man spiraling out of control.

Just as he had done when Bolsonaro wavered on the Paris Agreement, Macron again threatened to block a deal, twenty years in the works, between the European Union and Mercosur, the chief trading bloc in South America. The move constitutes less an affront to Brazil than a bargaining chip. If played, it could paralyze an export-oriented economy already hobbling on the heels of its worst slump in recent memory.

Macron and his clique may have sounded the alarms, but their largesse and retaliation could nowhere near rescue a country long buckling under the weight of failed market policies.

Sanctions on export goods would, at best, infuriate Bolsonaro and, at worst, hurt the wider public. Tycoons for whom Bolsonaro already blazed the trail in the Amazon would, on the other hand, emerge unscathed and loaded.

The costs of this crisis cannot be overestimated. The casualties stretch beyond the Amazon, from the far right to countries where populist authoritarians are just a flashpoint short of burning their houses down.

The likes of Bolsonaro and Trump are, as yet, few and far between. But a pivot to their politics already risks straining the threshold of catastrophe incited, in the first place, by a global order bent on amassing capital at the expense of multitudes.

Extinguishing these forces of reaction requires resisting their efforts to reimagine the society in their own selfaggrandizing image and striving to organize in the name of all the democratic values now under fire.

Such a reckoning can only begin by recognizing their regimes for the emergency that they are. •
