// Our Voices Need to Be Heard More Than Once a Year We’re from Wisconsin and we’re here to help!

With optimistic goals of influencing our nation’s politicians, your PHCC delegation — ­ consisting of Jeff Beiriger, Jeff Kuhn and me — flew to Washington, D.C., in hopes of reducing government obstacles and representing our trade.

We had face-to-face meetings with Sen. Ron Johnson, Congressmen Tom Petri and Reid Ribble, and we met with Congressman Ron Kind’s staff person handling our issues.

We introduced ourselves as representatives of the oldest trade organization in the nation, still going strong after 139 years, and explained that we also represented small business interests across the country – all of whom are affected by the decisions (or lack thereof) that politicians and regulators make.

We asked for their support in renewing the Carl Perkins Act, which provides funding to states to offer incentives for people to enter the trades. Most were supportive, though Sen. Johnson pushed back some based on the conservative notion that we need to reduce federal outlays. He suggested the issue was important, but that it may be better solved by state government or by private associations like ours.

I think we sparked some interest in each of our legislators when we asked them to stop the enormous problem of federal agencies putting new regulations into effect without input from industry experts and without congressional review or approval. In fact, we learned that the House had already passed a bill that would require

congressional approval of such proposed agency regulations that might cause unreasonable cost increases to businesses and individuals. Regrettably, senate leadership has refused to bring the bill to the floor for discussion.

Even though the favorability ratings for Congress are at an all-time low, they can’t be held responsible for the frustrating new regulations affecting us all.

We pointed out specifically the EPA lead paint rule that will be expanded to include public buildings. It’s unlikely that small children are eating lead paint chips in office buildings, so who are we protecting?

Plus, we still don’t have reliable tests for lead paint, so we end up having to treat everything in older buildings as if it might contain lead.

We could also have pointed to the new EPA power plant carbon emissions regulations that will cause an immediate spike on all of our electric bills. That change is being made in the name of slowing or reversing climate change. At the same time, the EPA is slowing or preventing the construction of the Keystone pipeline that promises reduction in energy costs.

We stressed in each of our visits that the new DOE energy efficiency regulations will outlaw electric water heaters as we know them today. Without professional input from our trade or manufacturers, the new regulations (which go into effect next spring) will require that we install water heaters that don’t even exist yet, that may not fit in the existing space, may be too heavy for the stairs, and may not even fit in our trucks! The cost is high. The benefit is small.

If you agree that these agencies need to be reined in, let your congressman know. Send them an email, or better yet, see them when they are home in your district. If they don’t respond to your satisfaction, then maybe it’s time to find someone different for your area. Maybe we need to elect more contractors to Congress – like Wisconsin’s Reid Ribble, a Fox Valley roofer, or Markwayne Mullin, an Oklahoma plumber and PHCC member. Maybe we should elect you....

Without a doubt, there are some good people elected to Congress, but something happens to far too many of them. Too many become obsessed with the potential for a lifelong congressional career and put their own needs ahead of those of their constituents. Maybe it’s time for term limits because that way, their votes wouldn’t be skewed by reelection considerations. Maybe they would just do the right thing.

A long time ago, George Washington could have made himself king. He could have been president for as long as he would have wanted, but instead, he stepped down after just two terms. I think he understood the risks to a democracy when leaders use their time in office to build power rather than serve the people. What do you think?

We grunt and groan when the Internet is slow or, God forbid, down for a few minutes. We complain when there are two cars ahead of us in the drive-thru line. We don’t want to be put on hold. We want our top five picks in the first round of the draft to make an immediate impact – to start in their first year and to lead us to the championship.

But let’s hold on a minute or two. OK, let’s hold on a second or two. I know you can’t wait....

How did we survive without the Internet? How did we deal with life when there was no drive-thru? How did we get that top-five pick in the first place?

For one, we didn’t know what we HUGE selection of inventory were missing. That helps a lot. But we still functioned. We found a way. It’s hard for me to consider the industry’s response to this most recent licensing issue and to not be proud of the response. We asked people to make phone calls and they made them. We asked industry groups to come together and write letters and they did. We asked for some time from key industry lobbyists and they gave it in abundance. We invited industry experts – our members and suppliers – to provide input and to attend meetings and they did. // Our Industry’s Need for Members and Apprentices Must be Met We’re back from the National Board Meeting and the Legislative Conference in Washington, D.C., and I have a few thoughts to share from the meetings.

We visited the offices of our legislators and dropped off a brochure informing them that, “PHCC is the oldest trade association in the country.” That is a very significant fact. As we made our way around, we were using our voices and presence to send the message to those who would listen that we protect the health of the nation and we want to be a part of any discussions that take place about our trade. We are the “professionals” and should be consulted before any legislation or rules are considered.

So my question to all of you is, “Are you a member of this fine organization or are you letting those who are members carry the load for you?”

We have strength in numbers and we need you on board. The benefits, programs, videos, advertising, webinars, specialty groups and services that are available as members will more than aid you in running a successful business.

As I looked through the reports from the five states in our zone, I found several mentions of plumbing code and licensing issues. We are all in a constant battle to obtain or maintain our codes and licenses. Those codes and those licenses are what separates us from the DIY’s in our trade. I’m pleased to see that everyone is doing what needs to be done to protect what we’ve earned (and to protect the health and safety of the nation, the reason we support codes and licenses in the first place).

Two new videos promoting member benefits have been added to the video series available on YouTube and the National PHCC website. Both are excellent and I encourage you to check them out.

Across all of the zones within PHCC-NA, we are seeing a common trend that will have a significant impact on our businesses

in the near future. The average age of our P-H-C workforce is edging closer to 50 and will soon cross that threshold.

The recession and shallow recovery have resulted in few apprentices being trained. We are heading for the “doughnut hole” in our workforce that needs to be filled. We will be short not only on apprentices, but on skilled workers who are our quality technicians and the on-the-job trainers of our apprentices. That gap is one of the reasons we supported the reauthorization of the Carl D. Perkins Act to put at least $1.1 billion in federal money back into technical education programs.

But the money is only the beginning. We need you – the industry – to help on the local level by informing schools, parents, community leaders, and anyone else who’ll listen that we have jobs available. We need to encourage people to seek out our trades as a first choice, for those who favor hands-on learning and technical skills. We have to change the notion that the trades are “last resort” jobs for those who don’t go to college or who can’t cut it in college. We provide great value and service in our communities.

These are great jobs and rewarding jobs that pay well.

In closing, I encourage you to make your plans to join us for CONNECT 2014 and “get jazzed” October 8-10 as PHCC-NA heads to the New Orleans Marriott Hotel for our Annual Conference and Exhibition.

Building Information Modeling (BIM) is an information –based process (vs. a drawing-based process) that builds long-term value and advances innovation.

It’s about integrating and streamlining design and construction processes, making them collaborative, and about the software tools needed to achieve that end. It’s the “I” for information in BIM that sets the process apart from simple 3-D modeling.

Early BIM Mandates – Big Projects and Public Owners (2001-2006) Public (federal, state) design and construction projects created many of the first BIM-mandated projects.

Mandates stipulated that all project team members must use the same BIM software for designing and constructing the building. Upon completion of construction, the as-built BIM files would be turned over to the public facility owner’s Facilities Management (FM) Department.

Public BIM-mandates began delivering these business values to the design/construction team: • Basic benefits of better coordinated construction document sets; • Time-saving benefits from a more collaborative, integrated design and construction team; • Simulation and phasing of a project’s construction resources & processes; • Functional, as-built construction models that served the owners’ FM Department’s roles of facility management, operations, and maintenance.

BIM Mandates Mature – Project Firms and Private Owners (2007-present) Design/construction project firms have both public and private facility owner clients. The BIM benefits achieved from their public projects could be adapted to their private projects. The BIM process and team members became a competitive force for improving overall design documentation, reducing construction time and cost over-runs while improving client satisfaction.

Project firms began building cost and time-saving BIM-based processes that made their design and construction processes more efficient. If the team wanted to achieve the benefits (financial, time, quality) of using BIM, all project members needed to be using BIM processes. Team members using CAD and\or paper processes clearly disrupted the efficiency of a BIM process.

Their BIM dependence began defining BIM mandates. All project participants, from design through construction, must demonstrate a proven record of BIM literacy, proficiency and competency.

Here are just three ways a project firm may measure a contractor’s BIM competency: • A portfolio of past BIM-project deliverables.

• References. Who can vouch for the contractor’s successful BIM-project team collaboration?

• Who are the contractor’s BIMqualified project leaders and what are their credentials?

More facility owners are contractually mandating BIM deliverables for their FM Department. Design and construction firms that lack BIM competency face the easy choice of being disqualified from the project team.

Global contractor Balfour Beatty issued a statement in December 2012: “We are trimming our supply chain companies from 15,000 to 10,000 over the next year. BIM proficiency will serve as the ‘qualifier’ to remain in Balfour Beatty supply chain.”

BIM for Construction Now Exceeds BIM for Design Based on McGraw-Hill’s 2012 survey, “Business Value of BIM in North America,” the construction market sector is the leader for using BIM processes. The survey reports that growth of BIM has created opportunities to integrate BIM with several other project delivery processes.

Together, they’re helping contractors to reduce construction time, improve project quality, provide labor savings, while increasing worker safety.

Turner Construction: Safer, Faster MEP Hanger Inserts Installation Process Turner Construction is using a BIM-based construction process that delivers a dramatically faster process for installing MEP hanger insert, while providing a substantially safer work environment for construction workers.

The BIM process has enabled subcontractors to connect geographically-positioning (GPS) technology and BIM facility files to create a way-finding, installation system.

Turner teams collect hanger point locations from the GPS coordinated BIM file (in the office) for layout in the field.

Traditionally, MEP hanger inserts were installed from the underside of the deck; after the concrete topping was poured. We used a ladder (less safe), drilling up into the underside of concrete. One worker could install approximately 20 holes a day.

The GPS\BIM-enabled process empowers a crew of three workers to install (from top of metal deck and walking with no ladder needed– safer) 750 hanger inserts\day.

Installation is much faster and safer – simply walk to a hanger insert location using the GPS device and screw in the threaded rods for pipe hanger racks, cable tray, electrical conduit racks, etc.

This is an excellent example of a time-saving, safer, and more efficient process to install 100,000-plus hanger inserts into metal deck before concrete topping is poured.

Building Blocks: Offsite Prefabrication Saves Time and Money HVAC and plumbing subcontractors incorporate BIM components with their prefabrication software which spools the model data to sheet metal and piping fabrication equipment. MEP Systems Racks are prebuilt offsite and then trucked to the facility. Skanska defines this process as MultiTrade Prefabrication (MTP); that is completed in Offsite Construction Facilities (OCF).

BIM software verifies there is enough room for all MEP systems to “fit” into a space; like a hallway ceiling. However, it may be impossible to efficiently “fit” all the required trades’ people and equipment into the space to install the systems. MEP BIM components i n c l u d e “clearance boxes” around MEP equipment service areas; to maintain “open space” around those areas for future access by the Operations & Maintenance Department.

BIM helps create a Bill of Materials (BOM) of parts and fabricated components. The BOM with assembly drawings will be sent to the contractor’s fabrication floor. There, the MEP Systems Racks are more easily and safely assembled on the ground using a manufacturing methodology. Trades’ people are working in an environmentally-controlled building that uses Lean & Green Manufacturing processes.

The systems are inspected, tested, labeled and tagged prior to being shipped to the construction site for final installation. q Daniel Hughes serves as Bradley Corporation’s BIM Strategist.

Navisworks | File-Neutral BIM Viewer MEP Contractors use BIM-authoring software to create BIM files for design, prefabrication and construction. Contractors also use a BIM file-viewing tool called Navisworks. It is a “file-neutral” BIM file viewer that allows contractors to view BIM model files from several BIM software packages.

Project BIM files may have been created in Autodesk Revit, Bentley Microstation, ArchiCAD, TEKLA, Vectorworks, AutoCAD 3D or Autodesk Civil 3D file formats. The MEP contractor links the various discipline specific BIM files together (HVAC, electrical, architectural, structural); to create a fully coordinated facility model.

Navisworks analyzes the coordinated facility model and verifies that MEP content is not interfering with other BIM building components.

For example, Navisworks verifies the sprinkler heads are not occupying the same space as a light fixture. It verifies the hot water pipe is not running through a column. Both of these examples help coordinate the plumbing design and construction process “in the computer” prior to onsite construction.

Navisworks’ automated “interference detection” between the trades’ models includes “3D mark-up” tools for enhanced communication between the designer & contractor.

According to the U.S. Environmental Protection Agency (EPA), there are many sources of indoor pollution in homes, including household cleaning products, wet carpet, tobacco products and building materials. For decades, lead has been used around the world as an essential element in the production of brass and bronze plumbing fittings and fixtures. In 1986, the U.S. Environmental Protection Agency amended the Safe Drinking Water Act (SDWA), stating that drinking water in contact with plumbing products like pipe, solders and copper alloys in fittings, faucets and lavatory fixtures with greater than 8% lead were no longer allowed.

Products containing less than 8% lead content by weight were allowed but not labeled as “lead free.�

In January 2011, the Reduction of Lead in Drinking Water Act modified the definition of “lead free” in the SDWA. Effective January 2014, the maximum lead content has been reduced to a weighted average of 0.25% for pipes, pipe fittings, plumbing fittings and fixtures.

To support manufacturers with products complying with these requirements, NSF’s joint committee on Standard 61 wrote and adopted an annex to Standard 61 known

Lead content evaluation and test methodologies can be found in NSF Standard 372, referenced by NSF Standard 61 Annex G. To comply with the new law, suppliers developed and introduced several new low-lead or Zero Lead copper alloys for the continued production of brass and bronze plumbing products.

These alloys are all unique in that they contain no purposeful introduction of lead and use small amounts of bismuth, bismuthselenium or silicon in place of lead to allow the metals to be machined, forged or cast. Each of these replacement elements has its own pros and cons, but no matter the replacement element, all leadfree alloys will be more expensive to manufacture.

New copper alloys are fully compliant with the upcoming legislation and offer the best performance. The new lead-free fitting products made with Viega’s

mandates, Viega chose to develop a bronze alloy specifically for mechanical cold-press fittings in order to meet the state and federal leadfree mandates while maintaining a high level of quality. Many press ends are manufactured from a variety of lead-free brasses. While leadfree brass can be a suitable material for lead-free plumbing fittings, its physical properties make it a more difficult material to press.

Depending on the alloy, leadfree brass has higher yield strength and tensile strength than Zero Lead bronze. This means the press force requirements may be higher for lead-free brass than Zero Lead bronze, which can result in a fitting or valve that is not completely pressed at the completion of a pressing cycle.

Lead-free brass press ends that are properly pressed may have higher residual stresses at the

completion of the press cycle as a result of their increased hardness. This is essentially a cold-working process.

As residual stress increases, so does the potential for stress cracking.

Often unnoticeable to the naked eye, the formation of microscopic cracks as a result of tensile stresses can occur when a material is deformed beyond its working limits.

Stress corrosion can intensify the micro-cracks, causing the cracks to grow. Such a phenomenon can result in premature failure during the service life of a plumbing system.

Zero Lead bronze is a copper alloy designed specifically for press systems to minimize the risk of stress cracking and stress corrosion.

The federal mandate for the use of lead-free materials in potable plumbing systems took effect on Jan. 4, 2014. Physical properties of lead-free alloys remain an important consideration in material selection and the design and installation of lead-free plumbing fittings, valves, components and overall systems. q

Milwaukee Tool Hosts PHCC-WI Board

Larry Bayer, President of Bayer Plumbing in West Bend, will represent District 1 of PHCC-WI, the area covering southeastern Wisconsin. Larry was appointed to a oneyear term to fill a vacancy left when Dave Karlsen’s (Karlsen’s Plumbing) term ended.

Milwaukee Tool welcomed PHCC board members to their headquarters in Brookfield for PHCC’s June board meeting, lunch, and tour of the facility.

After the board meeting was held in a private room, the president of Milwaukee Tool Power Tools, Shane Moll, welcomed the members and gave a brief overview of the company’s history.

Moll emphasized the company’s focus is to provide innovations and solutions for their core users including plumbing, HVAC, and the remodeling trades. Through this focus, Milwaukee Tool is developing innovative products for the marketplace by going out in the field, talking to contractors, finding solutions and then designing accordingly.

The tour ended with board members competing against each other using cordless and corded tools and using Milwaukee Tools vs. competitors. Milwaukee Tools always performed best.

Board members then attended a Milwaukee Brewers Game as guests of Milwaukee Tool.

// By The Numbers + There are less than six months before the November elections and things seem relatively quiet. Three polls have been released by Marquette University with the first showing little name recognition for challenger Mary Burke, the second a wide margin favoring for Scott Walker, and a third an increasingly tight race.

Whether Scott Walker, Mary Burke, Tammy Baldwin, Ron Johnson, or Barack Obama, the margin between “favorable” and “unfavorable” among Wisconsin voters is only a couple of percentage points, suggesting we are a very “purple” political state. The only real difference is that the number of people without opinions of the governor and the president pales in comparison to the number who have no opinion regarding other candidates, suggesting that a little education about the candidates can go a long way. + In 2004, there were 1,322 active plumbing apprentices in Wisconsin working for 628 different employers. Ten years, a recession, and a slow recovery later, there are just 468 active apprentices working for just 277 active employers. While down, the rate of decline has flattened significantly since 2012, suggesting that the economy is stabilizing some – or the need for qualified workers is becoming so critical that employers are willing to bring on apprentices in spite of the slow work environment. + According to the U.S. Census Bureau, 1.6 million Americans do not have indoor plumbing (which means they do not have one or more of the following: toilet, tub/ shower, running water). Where are these Americans? The statistics suggest areas such

as Alaska, along the Rio Grande in Texas, and on Indian reservations in states such as South Dakota and Arizona. In 1950 – well within the memory of many people – fully 25 percent of U.S. households did not have indoor plumbing. + The U.S. Environmental Protection Agency estimates that the U.S. may need to spend upwards of $380 billion to make capital improvements to the nation’s drinking water systems. Driving the need for change is an aging infrastructure that is being increasingly pressured by population shifts (especially to areas of the country that are generally drier) and the demand for stable agricultural production without regard to annual changes in weather (heat/rain) patterns. + Over the past decade, more than 1 billion people living in cities across the world have gained access to improved drinking water and sanitation. The problem? Those same cities have seen increases in population in excess of 1 billion people, meaning the rate of growth of the problem continues to outpace the rate of growth for the solution. + Sometimes, you have to look at longer-term trends. Over the past 20 years, coal prices are up 74 percent; crude oil prices are up 532 percent; and natural gas is up 104 percent.

As the nation continues moving away from coal, experts estimate that by 2030, natural gas prices will increase another 42 percent and electric prices will increase 33 percent or more. Whether the market demands it or the government requires it, it’s likely that efficiency will continue to be an issue facing the P-H-C market and our nation.
