location: conroe, texas
PGAL designed a four-story, 20,800-square-foot police training facility to replace the original building lost to flooding. The new structure doubles the previous building’s interior space and raises the finished floor above the 500-year flood plain to reduce future risk.
The facility supports law enforcement training at all levels, with classrooms, offices, a shooting range, armories, and a rooftop sniper range. Ground-level exterior areas provide added training and storage space.
Designed for long-term resilience and value, the building uses an economical tilt-wall system and reuses existing site infrastructure to control costs and stay within budget. PGAL also provided civil engineering services, including flood protection berm upgrades and stormwater improvements.



location: kyle, texas
The City of Kyle consolidated its police operations into a new, purpose-built facility that brings modern law enforcement services under one roof. Located on a new site in Kyle, Texas, the two-story, 64,000-square-foot building replaced multiple outdated facilities that had outlived their capacity.
Designed in a T-shaped layout to support operational efficiency and flexibility, the steel-framed structure is clad in durable brick veneer and accommodates all police department functions, including administration, dispatch, investigations, evidence processing, and detention.
The design also incorporated secure parking, public engagement areas, and dedicated spaces for training and support services.
By unifying personnel and resources in one location, the facility enhanced collaboration and streamlined response capabilities, better serving the needs of the growing community.



location: bellaire, texas
PGAL designed a LEED-certified, 30,882-square-foot Police and Municipal Courts facility as part of Bellaire’s new Town Square, a civic hub adjacent to the city’s library and fire station.
The two-story building houses a new courtroom, jury room, clerk offices, police department, jail, and support spaces. A public-facing training program is also included.
Designed for adaptability, the state-of-the-art facility provides room for growth and evolving technology. During construction, the police department operated from the civic center, allowing uninterrupted service.
The hardened structure enhances public safety presence and is sited to face the “great lawn,” ensuring high visibility from the main thoroughfare.




location: dallas, texas
PGAL designed the 140,000-square-foot Public Safety Headquarters at Dallas Fort Worth International Airport (DFW) to support police, fire, special services, and detention operations in a single, secure facility.
Through stakeholder workshops, PGAL helped identify department needs and shape a program prioritizing interdepartmental collaboration and operational efficiency. The result is a two-story facility with administrative offices, support spaces, and specialized areas such as a detention center, apparatus bay, SWAT deployment zone, and fitness center with showers.
Additional features include seminar rooms, crime and evidence labs, huddle areas, and an investigation suite— all designed to reinforce DFW’s commitment to safety, readiness, and long-term flexibility.




location: college station, texas
PGAL provided master planning, programming, and design for College Station’s new two-building police headquarters.
The 63,625-square-foot main building features a welcoming two-story lobby and a T-shaped layout that supports future expansion into an H-shape. The first floor includes a community media room, training room, lockers, and police department operations. A high-volume support wing houses evidence and property storage, a forensics lab, and a vehicle bay.
Upstairs, a balcony overlooks the lobby and connects administrative, dispatch, and detective functions with space for recruiting and training.
The 11,000-square-foot annex, located on the southern portion of the site, supports department vehicles, storage, and fitness functions.



location: baytown, texas
PGAL designed a Tier 2 operations center for the City of Baytown, located outside the 500-year flood zone and engineered to withstand up to a Category 4 hurricane.
The facility supports 9-1-1 emergency communications and includes ITS shared areas for the city’s Information Technology Services department. The ITS department operates 24/7 and houses a dispatch center, consolidated radio/9-1-1 equipment room, communication coordinator office, and a secure data center.
A three-level security system integrates motion detection, IP cameras, and HID scanners to protect the facility’s critical infrastructure and continuous operations.



PGAL designed this 69,500-square-foot public safety complex to support Conroe’s growing law enforcement and court needs. The facility includes a combined police headquarters and municipal courts building, as well as a standalone SWAT facility.
Program elements include a 150-person courtroom, uniform services bureau, crime lab, secure 9-1-1 server room, evidence processing, and a secure lobby. Two distinct entrances and parking areas separate police and court functions for added security and clarity.
Built for resilience, the structure is rated to withstand 146 mph winds and offers ballistic protection. The 11.59-acre site allows for future development and is configured to maintain safe, efficient access for emergency vehicles.



location: allen, texas
Before joining PGAL, Pro Forma Architecture designed a vertical expansion of Allen’s Police Headquarters, winning an open design competition for the city.
The 36,000-square-foot project added a 17,100-squarefoot second floor, renovated the first floor, and reconfigured the interior courtyard to meet department needs for the next decade. The building’s exterior was also updated to match nearby civic structures.
A key innovation preserved the original sloped roof, enclosing it between the new second floor and the existing ceiling. This strategy minimized disruption and
saved the city nearly $750,000 in relocation, demolition, and temporary facility costs—allowing the department to remain fully operational throughout construction.



location: hedwig village, texas
To support long-term growth, PGAL designed a 12,065-square-foot replacement station for the City of Hedwig Village, replacing the outdated 7,500-square-foot facility built in 1984.
The new police department is designed to align with the surrounding neighborhood and adjacent City Hall while projecting a clear civic presence.
Program elements include an expanded jail with eight holding cells, juvenile detention space, a two-vehicle sally port, interview rooms, and a detox unit. The facility also features a crime lab, armory, server room, evidence
and property storage, and records rooms. A fitness center includes male and female locker rooms.
Additional spaces include administrative offices, a squad room, training and conference rooms—creating a modern facility that meets current and future operational needs.




location: dayton, texas
The City of Dayton engaged PGAL to provide programming, design, and construction administration for a new 30,000-square-foot public safety complex.
During planning, the decision was made to co-locate police and municipal court operations in one building, while reserving a separate facility for the fire department. A site north of downtown was selected to accommodate the two-building campus and allow for future expansion.
The police and court facility includes a sally port, private offices for all sworn personnel, and shared spaces that support daily operations. A flexible training room is
designed to double as an emergency operations center, enhancing the city’s readiness in critical events.
The new complex reflects the city’s long-term goals for safety, efficiency, and growth while creating a more centralized and accessible civic presence.



location: sugar land, texas
To address space limitations and construction issues at Sugar Land’s underperforming police and courts facility, PGAL was engaged to renovate and expand the 39,000-square-foot building—originally designed by another firm less than three years prior.
As part of the design process, PGAL conducted a comprehensive needs assessment and benchmarking study to support current demands and long-term growth. The resulting 19,000-square-foot expansion accommodates 58 new staff, adds a modern training facility, and reorganizes departments within the existing footprint for better operational flow.
Municipal courts were updated with a new courtroom and expanded public lobby to improve seating and queuing. A new 500-square-foot communication center was also added, adjacent to the emergency operations center. Both are supported by a backup generator system to ensure continuity during critical events.
PGAL’s thoughtful reprogramming and renovation resolved prior planning shortfalls while positioning the city for future success.


location: sealy, texas
PGAL served as lead architect for the Sealy Police Station and emergency operations center, replacing a cramped, outdated facility originally built as a mechanic’s shop and later used as a car dealership.
The new station doubles the size of the original and introduces a railroad-inspired design that honors Sealy’s historic roots. Located on land master-planned for emergency services, the building shares architectural elements with the adjacent fire station to create a cohesive civic campus.
The facility includes administrative and office space, a full kitchen, locker rooms, a fitness area, interview rooms, a two-vehicle sally port, squad room, dispatch center, armory, and dedicated areas for evidence storage and processing.
Designed for long-term growth, the building supports future expansion as department needs evolve. The emergency operations center is co-located on-site and serves both the City of Sealy and Austin County.




location: league city, texas
PGAL designed League City’s 74,000-square-foot Public Safety Building as a multipurpose, hardened facility housing the city’s police, jail, fire administration, 9-1-1 dispatch, and emergency operations center.
The two-story structure includes a public lobby that connects police and fire departments and provides access to records and evidence services. A floating stair leads to the second floor, which houses police administration. The building also contains an 80-person training room, locker rooms, briefing room, and spaces for fitness, SWAT, armory, and crime lab functions.
The 9-1-1 dispatch center spans 1,500 square feet and accommodates up to 20 call stations. Staff use multiimage projection and wall-mounted video displays to monitor traffic cameras, weather alerts, local TV stations, and other real-time data. The center is adjacent to the city’s emergency operations hub, allowing shared use during critical events.
A glass front entry offers a beacon-like presence for the community while enhancing visibility and access.






location: frisco, texas
PGAL provided master planning, site planning, and architectural design for Frisco’s 94,000-square-foot Police Headquarters and holding facility.
The building houses administrative offices, security rooms, conference rooms, jail, firing range, emergency operations center, 9-1-1 dispatch, and forensic labs. The emergency operations center is located on the ground floor with a row of single-use workspaces along the north wall to support additional staff during high-demand scenarios. This area connects directly to the 9-1-1 communications center.
Support spaces near dispatch have full visual access via windows or corridors, helping maintain awareness while minimizing distractions. Furniture was selected for ergonomic performance to help staff remain focused and alert during extended shifts.




location: liberty, texas
After Hurricane Ike destroyed the original police station, PGAL designed a new 10,000-square-foot facility for the City of Liberty. The replacement was crafted to match the adjacent fire station—built in 2005—creating a cohesive civic presence while delivering a modern, resilient public safety asset.
PGAL’s design blends traditional form with highperformance function, providing a secure, state-of-theart environment tailored to current and future needs. The facility includes administrative offices, a squad room, secure lobby, and evidence processing and storage areas.
Additional program elements include a dispatch office, receiving room, interview space, 9-1-1 server and telecom rooms, locker room, and secure areas for records, property, training, and staff support.



location: navasota, texas
PGAL provided master planning, programming, and bond referendum support for Navasota’s new 30,000-squarefoot City Hall complex, which includes municipal, police, courts, and emergency operations functions.
The design team was tasked with recreating the character of Navasota’s historic architecture—most notably the original 1903 City Hall. The final building echoes early 20th-century design while delivering modern efficiency and secure functionality.
The facility houses the police department, city administration, municipal courts, and public works.
Public safety spaces include 9-1-1 dispatch, a forensic lab, community room, secured detention and jail areas, and evidence processing and storage. The layout also features a property room, records retention area, fitness space, sally port, and dedicated rooms for interviews, interrogation, and administrative operations.


location: west university place, texas
PGAL provided architectural planning, programming, design, and construction administration for the renovation and 19,000-square-foot addition to West University Place City Hall.
The expansion houses the new police station and emergency operations center, including space for detectives, squad room, interview rooms, juvenile detention, jail, armory, sally port, records and evidence processing, and locker/shower areas. Additional upgrades include administrative offices, training, and conference rooms.
Designed to complement the original 1950s building, PGAL’s addition blends seamlessly with the existing facility while modernizing operations. Using a collaborative planning process, the team conducted a full needs assessment to evaluate the existing site, equipment, staff requirements, and growth projections. This strategy allowed PGAL to resolve current space shortfalls and deliver flexible solutions that will support the city for years to come.




location: frisco, texas
PGAL led the renovation and expansion of Frisco’s existing Police Department facility, originally designed by the firm in 2012. The project includes extensive secondfloor interior renovations to the 95,000-square-foot headquarters and the design of a new, 17,500-square-foot auxiliary building on the same site.
To meet evolving operational needs, upgrades include expanded locker rooms, more offices, and increased storage. The new annex—adjacent to the headquarters— houses the Fitness Center, Training Room, and multiple police divisions, as well as space for the K9 unit, armored vehicles, and a vehicle maintenance bay. It also
supports staff relocation tied to growing storage and equipment demands.
As part of Frisco’s long-term planning, PGAL is also providing conceptual master planning for future facility and site expansion. This renovation reflects the city’s continued trust in PGAL’s design leadership and commitment to responsive, forward-looking solutions.




location: garland, texas
The City of Garland selected PGAL to provide master planning, programming, and design for a new municipal justice campus that reflects the city’s civic identity and supports long-term growth.
Set on a 24-acre site, the three-building complex occupies 14 acres, with the remaining 10 acres dedicated to flood control. PGAL’s plan includes a 133,500-squarefoot police headquarters with a 9-1-1 dispatch area, patrol zone, community and records rooms, and administrative offices. A connected 103,000-square-foot jail features four pods with a total of 103 beds.
Also on campus is a 33,400-square-foot municipal courts building, a 10,000-square-foot central utility plant, and a 5,000-square-foot forensics lab that includes a car-lift for evidence retrieval.
This cohesive campus established a new architectural benchmark for Garland’s justice system—combining efficiency, civic pride, and resiliency in one forwardlooking development.



location: mckinney, texas
PGAL designed the 84,100-square-foot McKinney Public Safety Complex to support multiple city departments while enabling future expansion.
Located at the intersection of Taylor-Burk Drive and Community Drive, the facility houses the Police Department, Fire Administration, Emergency Operations Center, special units (K-9, SWAT, and crime), a fitness center, and a fueling station for city fleet vehicles.
The complex was strategically sited to promote collaboration with Collin County Community College, home to the Law Enforcement and Fire Training
Academies. It also neighbors the Collin County Sheriff’s Office, County Courts Facility, and Fire Station #2— creating a regional public safety hub.
Designed with long-term needs in mind, the facility serves the citizens of McKinney today and into the future.




location: conroe, texas
PGAL designed the Montgomery County Sheriff’s Office Indoor Full Tactical Range as a state-of-the-art training facility for law enforcement officers to meet mandatory qualifications and skills development.
The 50-yard range accommodates 10 shooters simultaneously and features rubber bullet traps, wall and ceiling protection baffles, and lighting controls to support tactical training, safety, and performance. The range includes target retrieval systems and meets rigorous standards for ballistic protection, sound mitigation, and user comfort.
Site improvements included drainage upgrades and new lighting. All work was completed on an active law enforcement training campus without disrupting ongoing operations.



location: houston, texas
PGAL designed the 48,600-square-foot Tom Bass Building to support 9-1-1 emergency operations across 49 cities in Greater Harris County. The mission-critical facility supports 41 call taker locations and was built to remain fully self-sufficient for up to 10 days during disaster events.
The hardened structure can withstand a Category 5 hurricane and includes secure server rooms, its own power and water supply, food storage, and sleeping quarters. Protected by advanced AV, IT, and security systems, the building houses 9-1-1 operations, administration, training, and communications support.
The design also supports LEED Silver certification, with careful interior material selection and high-efficiency systems. PGAL placed the boardroom, critical server room, and a divisible training space on the ground floor, while the second floor includes private offices, locker rooms, a fitness facility, and a 24/7 command center.




location: granbury, texas
PGAL designed Granbury’s 26,000-square-foot police headquarters to serve the city through 2038. Located near City Hall, the building’s exterior is contextual to the civic campus while maintaining a clear presence of authority.
The one-story facility includes a public meeting room near the lobby that accommodates up to 100 citizens. All other areas are secured and do not permit public access.
The program includes traditional office spaces, squad room, secure dispatch and interview rooms, evidence processing and vault, receiving room, sallyport, interrogation and crime investigation rooms, locker and
fitness areas, training, and property storage.
Designed for long-term growth and civic continuity, the station enhances operational efficiency while aligning with the city’s broader municipal vision.


location: new braunfels, texas
The City of New Braunfels partnered with PGAL to deliver master planning, programming, and design for a two-building police headquarters supporting long-term departmental growth.
The 62,285-square-foot main building includes a twostory public lobby that connects community-facing and operational zones. The H-shaped layout organizes spaces for training, media, lockers, offices, and a mezzanine level with the dispatch center, detective workspaces, and executive offices. Back-of-house functions include evidence storage, forensic services, and a vehicle processing bay.
Located at the northwest edge of the site, a 13,905-square-foot pre-engineered annex houses fitness space, departmental storage, and room for future expansion.
PGAL’s flexible, forward-thinking design supports longterm efficiency, collaboration, and scalability for a growing police department.




location: manvel, texas
PGAL designed the proposed Manvel Police Station on an 8.64-acre site at 6615 Masters Road to serve the city’s growing public safety needs.
The 45,000-square-foot facility will house multiple police departments, an emergency operations center, community room, and jail with 10 holding cells and a four-car vehicular sallyport. The program includes evidence processing and storage, building support areas, and a standalone 1,250-square-foot animal shelter near the rear of the site.
Additional site elements include a retention and detention pond, secure and public staff parking, and covered parking for designated vehicles. Planned for long-term use, the facility supports efficient day-to-day operations while reinforcing safety and service for the Manvel community.
