EMC News – Kingston appears ready to move ahead with its own policy that would ban teenagers from using tanning salons in the city. The public health unit appealed to councillors less than two months ago to impose an under-19 ban on indoor tanning due to research showing that it greatly increases the risk of skin cancer. “It’s increasing in our youth,” warned Dr. Kieran Moore, associate medical officer of health for the KFL&A health unit. “It’s avoidable and preventable.” However, councillors
held off on a study of local regulations when premier Dalton McGuinty indicated his government would support an NDP Private Members bill that sought to bring in similar restrictions province-wide. The premier’s recent resignation, coupled with proroguing the Legislature, have effectively killed the Private Member’s bill and left the tanning issue in limbo, once again. Rather than wait for the issue to return to Queen’s Park, the local council was asked this week to launch made-in-Kingston tan ban regulations. Coun. Jeff Scott urged council to reconsider his original motion that was shelved on September 18. The mo-
tion - which requires twothirds council support to reactivate - would direct municipal staff to work on a bylaw to: -prohibit indoor tanning among youth under the age of 19, -require tanning salons to get a business license and be regulated with appropriate signage, -encourage other municipalities to adopt similar measures, -delegate enforcement to public health inspectors with the authority to issue provincial fines. The findings are to be reported to a committee by next March before a final council decision is made. The under-19 ban was suggested by local health
officials because the age is consistent with tobacco and alcohol laws. In his original presentation to council, Dr. Moore says public education can only do so much and the time has come to regulate the local tanning salon industry. He also urged councillors not to wait for the province to bring in its own regulations. “Sometimes municipalities have to show leadership that the province doesn’t.” Proposed legislation to regulate tanning salons has been introduced at Queen’s Park three times, and failed to pass each time. smoking and, more recently, extending the smoking ban to outdoor public places such as parks, playgrounds and sports fields. Despite extensive public ads warning young people about the dangers of tanning rays, a survey showed that 21 percent of students in Grade 12 have used a tanning bed, and 85 percent of them are women. Dr. Moore voiced concern that more young people are being diagnosed with melanoma due to exposure to ultra-violet radiation from tanning beds. The quest for a bronze look increases the risk of skin cancer by 87 percent in people under the age of 35, he added.
