EMC News - Attendees of the regular meeting of municipal council Monday night heard a presentation from the TransCanada Pipeline regarding Energy East, which would bring the oil pipeline through part of North Grenville. The plan is to convert existing natural gas lines, now at only 50 per cent usage, into oil pipelines that will extend from the Alberta/Saskatchewan border through Iroquois, Ontario, eastward to Quebec and New Brunswick. Rather than decommissioning the underused natural gas pipelines, the plan is to convert the existing infrastructure to oil. The pipeline will bring Canadian oil to Irving Oil in St. John, New Brunswick, which currently imports foreign oil. Energy East rep Derek Siegel said the supply of natural gas will not be disrupted during the conversion process. The pipeline itself is in good condition and will undergo integrity testing on a regular basis. Upon installation, safety sensors will monitor the line 24/7 for irregularities in pressure. One of the oil sources, but not the only one, is the Alberta oil sands. Siegel said it is exciting to be using Canadian sources for Canadian oil. The National Energy Board is expected to take up to the fall of 2015 to make its decision on the project. The proposed timeline shows construction of new pumping stations beginning in 2016, along with environmental and pipeline safety testing. The line should be in service to Quebec City by 2017 and it will reach St. John, New Brunswick by 2018. Siegel wants to assure residents that Trans-Canada is very thorough in their reclamation and study of the local environment when they install pipelines. Their plants have a 99.99 per cent safety record.

More than 100 different tests will be conducted before the line becomes operational, through a section of the Rideau River in North Grenville. The municipality will host an open house by Energy East this fall, at which the public can get more information on the project. Sidewalk approved; street name to change Also at Monday’s meeting, council approved the installation of a sidewalk on Bridge Street from Oxford Street to Maley. The total cost of this project is $37,320. There is a Grenville Street in Kemptville and also one in Burritts Rapids. In order to eliminate road name conflicts for EMS dispatch purposes, council has voted to change Grenville Street in Kemptville to “Anniversary Way”. This renaming is a tribute to the 150th Anniversary Legacy Project as the street crosses over County Road 43 and leads to Anniversary Park and the pumping station in The Ferguson Forest Centre. Citizen Appointments to Waste Reduction Committee The North Grenville Waste Reduction Committee has a few new members. At Monday's regular meeting of municipal council, it was announced that Ken Finnerty and Terry Butler would be joined on the committee by Bill Curnoe, Brooke McEvoy, Victoria McKeage, Samantha Rivet, Sean Ward and Diana Fisher. The group will work to process results on a community survey about curbside organics collection, among other waste reduction initiatives. The goal is to get North Grenville at the provincial standard of 60 per cent waste diversion away from landfill sites. See FINNERTY page K3

Clothier Street in Kemptville is enjoying a bit of infrastructure rehabilitation. The plan is to replace the underground sewer and water pipes from Barnes Street to Pine Hill Road. The original water pipes were put in almost 60 years ago.

Kemptville faces summer of necessary rehabilitation “We are rehabilitating all of the underground infrastructure,” said Karen Dunlop, the director of public works for North Grenville. That means all of the sewer pipes including waste water as well as storm sewer pipes along with fresh water lines will be replaced. The original pipes date back to the late 1950s. There could be no better time for the municipality to have its way with a downtown street. The funding is available for the $1.7 million project with two-thirds of the money needed

EMC News - Kemptville residents and Old Town Kemptville merchants will be testing their patience this summer as Clothier Street receives a much-needed underground makeover. This particular infrastructure rehabilitation project has been years in the making and is expected to be complete by the fall. The nearly kilometer long construction area running from Barnes Street in the east to Pine Hill Road in the west will be subject to a complete overhaul.

coming from the province and the federal government. Added to that circumstance is the potential for a relatively rain-free month or two, which will make all the difference to the construction crews. The job has been contracted out to a company called Dalton Enterprises Inc. The construction will disrupt downtown business to a certain extent but the municipality is hoping to minimize any inconvenience. See NEW page K14
