EMC News – A future condominium development in downtown Kemptville will help breathe new life into the district, says the project manager. LA Group’s Fred Heller said Kemptville is facing the same types of challenges similar-sized communities face. “It’s not unique to Kemptville, and not unique to other communities in Ontario,” he said of the hardships businesses face while trying to operate. The cure to this, he said, is to bring more people into the downtown core who will, in turn, enjoy the different amenities and businesses the area has to offer such as restaurants and specialty stores. Furthermore, he said, some of the business loss throughout the downtown can be attributed to the opening of large retail stores located outside downtown – such as Walmart and Staples – a factor which he says is also happening across the province. The way a municipality like Kemptville can adapt, Heller went on to say, is by creating more residential opportunities in the downtown core, so as to create more traffic and economic benefits. “People can then enjoy the benefits of living in the downtown,” he said, adding perks such as the chance to shop and dine and enjoy recreational centres, such as the curling club and nearby parks and waterways. The condominium development would bring anywhere between 200 to 300 people to the downtown. Blending in At council last Monday (April 8), councillors voted to pass the Official Plan amendment for 120

Reuben Crescent, the first step in a formal approval process for the residential development. A public meeting to consider the application from LA Group for the development, as well as for 220-222 Reuben Crescent was held during the Committee of the Whole meeting on April 2 with a goal of rezoning the lands to permit a condominium apartment building. The meeting was to discuss details surrounding both the Official Plan amendment and the zoning by-law amendment. At the time, Debbie Belfie, representing LA Group, was on hand to provide councillors and staff with additional information on the development. LA Group will be developing two condo buildings on the 1.7 acres of vacant land, with frontage on Reuben Street. The 11 storey, 140 unit condo will also entail an accessory building with guest suites, and have a setback at the 10th floor with a condominium terrace. Parking will be included in the basement and on part of the ground floor, with 35 additional surface visitors parking to the south. Development may be in two phases, comprising of two square towers. It will be constructed with heritage sensitive, brick, lots of glass with copper coloured metal roofing. There will also be corner windows and balconies to soften building appearance. “We’ve been very careful with the design of the buildings,” he said. “We want it to blend in properly with the surrounding buildings.” At the time, Belfie said there would be a good mix of one, two or three-bedroom apartments. bylaw that covers all signs in North Grenville, and the other to establish a sign strategy for the municipality, which would be specific to the establishment of signs within the public rights-of-ways of the municipal, county, and provincial roads within North Grenville. “Public consultation and business engagement are cornerstone elements of the development of a new sign bylaw,” states the report. “It is felt that the businesses that will be directly impacted by the bylaw should be involved in the development of the specific regulations.” This would ensure successful implementation.
