Research conducted by the UN Research Institute for Social Development (UNRISD) shows that inclusive social and political institutions are prominent features of countries that have universalized social protection to leave no one behind. Accountable and effective institutions are necessary for sustainable societies because they transmit people’s demands to the government, and because they are often accompanied by a high degree of popular mobilization and political representation of marginalized groups.
