Commissioners meeting canceled by error David Ball

The regular meeting of the Orange County Commissioners Court was canceled Monday due to the meeting’s agenda not being posted on the county’s website, according to County Judge Carl Thibodeaux. Thibodeaux said open meetings law states for counties with a population greater than 65,000, agendas must be posted online 72 hours prior to the start of the meeting. County personnel forgot to post the agenda. Thibodeaux said this is the first time for this to happen in 20 years with him serving as judge. The predominate issue listed on the agenda was the discussion and possible action concerning and establishing any or

all proposed Transportation Reinvestment Zones (TRZ). It was reported in the November 26, 2014 edition of THIBODEAUX The Record the Orange County Commissioners Court last addressed the Vidor Loop at a public hearing on November 24. The hearing was in regard to creating one or more TRZ in conjunction with the proposed FM 299 in Vidor. Duane Gordy with the Community Development Education Foundation was on hand with maps of the proposed zones and to answer answer any questions commissioners and/or citizens had on the mat-

ter. He explained the TRZ needs to be in place to capture reinvestment opportunities that will arise from the development of the new roadway. “They have to be there in ad-

vance of growth, or you don’t capture anything,” Gordy said. “There have already been three projects identified that make this necessary,. It doesn’t have to be about the one project. The zones can be used to facili-

The year 2014 was an eventful and busy year. Here are some the news highlights from The Record archives. January

A development group met with the Bridge City City Council to request a portion of this property at FM 1442 and Ferry Road be rezoned as commercial. The request was denied. Mayor Kirk Roccaforte said the group gave them the indication a Walmart could be built there though they were not with the company. Some of the first articles of the new year were the flu spreading around in Orange County and R.C. Slocum, Orange native and former Texas A&M head football coach, being honored with the Amos Alonzo Stagg Coaching Award. Jerry Jones, city manager for Bridge City was named as Citizen of the Year by the Bridge City Chamber of Commerce and Lucy Fields, former city councilwoman, was named as president of the chamber. Tanner Lynn Bourque of Vidor was sentenced in the U.S. District Court for the murder of James Lee Sedtal of Bridge City. The Texas Department of Transportation began Phase II of the rehabilitation of the Cow Bayou Swing Bridge. The Bridge City Lady Cardinals basketball team beat Hardin-Jefferson at the buzzer with a three -pointer from Baillee Bacon.

Status of new BC Walmart still uncertain David Ball

Mayor Kirk Roccaforte said it’s been no reply at all regarding a tentative proposal in building a new Mini Super Walmart in Bridge City. A Mini Super Walmart doesn’t have an automotive service center. Roccaforte and other city officials last met with a development group a year ago. The group was not with Walmart Corporation. The city is still waiting to hear from them. “There’s been no answer,” Roccaforte said. “We want Walmart to stay in Bridge City. The last thing we’ve heard was they were putting off any new construction for a year and they’ll get back with the city. “The sad part is we really don’t have a discussion on this

other than a piece of property requested to be rezoned to be a possible Walmart.” That piece of property is located behind Bridge City Bank at the intersection of FM 1442 and Ferry Road. Roccaforte and the city council had the impression from the visiting group the development could possibly be a Walmart. “We had every indication it would be a Walmart. But Walmart didn’t make the pitch,” he said. The group requested a portion of the property to be rezoned to commercial, but they were denied their request by the city council. The property behind the bank and Good Shepherd Lutheran Church is currently zoned as commercial.

March Republican primary voters selected John Dubose and Brint Carlton to face each other in a runoff election in May since neither candidate received a majority of the vote out of a field of four running. Barry Burton also would face challenger Ron Cowling in a runoff for their primary election for Precinct 2 County Commissioner. Joy Dubose Simonton won her primary election. February The Orange County Expo Center opened for business while the city of Orange reported economic development activity occurring around the city. Reported crimes in Orange County dropped 58 percent. Steve Faircloth, former Bridge City police chief, died at age 63. The Orange County Commissioners Court instituted a hiring freeze and a new staffing policy. They also considered cuts to the budget. Earl Thomas III, West Orange-Stark High School and University of Texas alumnus, and a member of the world champion Seattle Seahawks rode in the Orange Mardi Gras parade February 27 was also proclaimed as Earl Thomas III Day in the city of West Orange.

Joey Hargrave, former longtime Bridge City police officer, joined the Orange County Sheriff’s Office. The Orange County Commissioners Court approved a change in rates paid to rent the Orange County Expo Center. Dr. Michael Shahan, president of Lamar State College-Orange, was named as The Record Newspapers 2014 Person of the Year. Gene Smith, Veterans Service Officer for Orange County, was terminated from employment at the regular meeting of the commissioners court. Mayor Kirk Roccaforte announced federal legislation will give relief to residents of the city on flood insurance rates by reinstating the grandfather clause and subsidies. May Republican runoff election candidates faced each other in a debate. Mark Hammer was named as Veterans Service Officer by the Orange County Commissioners Court. Former BCISD superintendent Glenn Pearson died in May. The Friends to Save the Orange Depot kicked off their first phase of formal fundraising for the restoration of the Southern Pacific depot. County Judge Carl Thibodeaux said his objection was the county being required to front the $40 million to pay for it and the county was in no position to do that. “Nobody in the court is against the loop,” he said. Thibodeaux added the county wasn’t in a position to pay for the project. Gordy responded he didn’t see that happening. “At this point, we don’t believe there is going to be a financial institute that is going to require that guarantee,” he said. According to Gordy, if the language is drafted correctly in the original paperwork of the proposed regional mobility authority (RMA), the county would not be liable. A RMA is a political subdivision formed by one or more counties to finance, acquire, design, construct, operate, maintain, expand or extend transportation projects. BCCC hosts ‘Taste of the Bayou’ Jan. 12 Staff Report

The Bridge City Chamber of Commerce is proud to present the 2015 Taste of the Bayou Annual Banquet. This event will be held Monday, Jan. 12, at 6:00 p.m. at Bridge City Elementary School cafeteria and gymnasium and is open to the public. Entertainment will be provided by the Gulf Coast Playboys Band. Participating restaurants will begin serving at 6:30 p.m. and the Chamber’s Annual Meeting will begin at 7:00 p.m. Some of the participating restaurants include: Hushpuppy’s Seafood, Peggy’s on the Bayou, Texas Gumbo Hut, Moz Grill, Gulf Coast Cajuns, Bridge City Pizza, Tico’s Cuban Café, Dominos, Da Shak, and Little Caesars Bridge City. The Taste of the Bayou is an opportunity for Orange County restaurants and food service businesses to showcase their wares to the public. The Bridge City Chamber’s Annual Meeting will commence at 7:00 p.m. at which time the Chamber will recognize the Citizen of the Year and Business of the Year.
