An anniversary, an upgrade and plenty of fun and fitness at William Shore Memorial Pool We feel very fortunate to be part of the Port Angeles community as the William Shore Memorial Pool District executive director and board of commissioners.

It is an exciting year at William Shore Pool as it is celebrating its 50th anniversary as well as undergoing some major improvement upgrades.

Our highest priority is to provide a lifetime of swimming needs to our community through safe and family-friendly programing for all ages.

This is done by establishing long-term financial stability, diverse programming and a safe and clean facility.

A lot has happened in the last 50 years, but one of the biggest changes was in 2009 with the removal of the pool operations from the City of Port Angeles.

Voters approved the formation of a new park district — the William Shore Memorial Pool District — to manage and operate the pool.

The pool is now operated and maintained completely by district staff.

When the district was established in 2009, we realized that the pool was not in the best

shape and needed some work.

Since then the district has: • Completed a structural survey of the entire building. • Performed an energy consumption audit to identify areas where we can conserve energy. • Replaced all water and pool piping. • Upgraded pool lighting. • Painted and tiled the showers and pool walls. • Installed new lockers.

We still have some more work to be done next March, which will include new electrical service connections and a new HVAC for the entire facility.

The area we are proudest of is the expansion and improvements of our programming.

We currently have more certified teachers and instructors than ever before and this is making our programing grow and become very popular to all ages.

Some highlights include having 2,200 kids go through our “Learn to Swim� program in 2011, which is twice the amount since the pool district took over operation of the pool.

We have also expanded programs for

She is a certified pool operator and is a Red Cross-certified water safety instructor and lifeguard instructor and has a lifeguard instructor training certificate. She is certified by the Aquatic Fitness Association for water aerobics.

Leah’s duties include managing aerobics instruction, swim lessons and financial management.

swim lesson coordinator.

The pool was dedicated to the memory of longtime swim teacher and coach William H. Shore on May 21, 1962.

Shore taught thousands of local children and adults to swim at the outdoor pool located where the parking lot of the Clallam County Courthouse is today. “With all the water around here, swimming should be an essential for everyone,� Shore said in 1949.

Executive Director Steven D. Burke started working for the district as an advisory committee member when the district was formed in 2009.

He was hired as the executive director in December 2010.

Steven has been involved with operating commercial pools for more than 20 years, is certified as a aquatic facility operator, and has graduated from the National Aquatics Management School.

Aquatic Manager Seth Leighton joined the pool’s team in September 2011.

He holds a recreation management degree from Central Washington University and a certified pool/spa operator National Swimming Pool Foundation certification.

Seth is an ARC-certified and SAI-certified lifeguard and a SAIcertified lifeguard instructor.

His duties include hiring, training and scheduling staff; developing camps and special events; and overseeing daily activities and operations.

William Shore Memorial Pool in Port Angeles was built in 1961 to replace an outdoor swimming pool located within what is today the Clallam County Courthouse’s parking lot.

The new state-of-the-art indoor pool opened amid much community fanfare in May 1962.

The facility was dedicated to the memory of William “Bill” Shore, who was a beloved coach and swim teacher in Port Angeles.

From 1962 to 2009 the City of Port Angeles owned and operated the pool facility.

In 2008, the city no longer wanted to operate the pool and planned on shutting the facility down, says Steven Burke, pool executive director.

A group of pool patrons decided to try to keep the pool open by suggesting the facility be separated from the city and be operated and owned by a newly established park district, Burke explains.

City and county officials approved the matter to be brought to the people for a vote.

The voters established the William Shore Memorial Park District in 2009.

The district is a separate governmental entity known as a “metropolitan park district” and serves all of the residents who live within the district’s service area, which is currently the Port Angeles School District boundary.

The William Shore Memorial Pool District is a governmental agency responsible for operating, maintaining and improving the pool.

District staff plans, develops and implements recreational programs and activities which reflect the interests of all age groups.

“Our programming is outstanding, we offer an array of classes, lessons and activities for the entire community,” Burke says.

“We are proud to be a community pool and value the support community members, local businesses and others have given us throughout the years.

“Our 50th anniversary is a celebration of the pool, but also of the community. Thanks for your past, current and future support of William Shore Memorial Pool.”

Pool district operations are funded by revenue

generated through program fees, tax dollars, grants, donations and interest.

These funds pay the staff members who care for the facility, plan and supervise programs and help pool patrons register for classes, Burke says.

They also pay for all the materials, supplies, utilities and other resources required to keep the facility functional, attractive and safe.

“Your pool district responsibly uses available funds to plan, design and construct new features and programs at the facility, renovate and upgrade the existing facility for you and your neighbors to enjoy,” Burke says.

A board of five appointed commissioners set policy and carry out the official business of the district.

All commissioners serve without pay.

PROGRAM DESCRIPTIONS Shallow water aerobics class: Taught in shallow water designed to tone muscles, raise your heart rate and maintain personal fitness.

Deep water aerobics class: Taught in the 12-foot dive tank with flotation equipment to support buoyancy and encourage proper form.

Designed to tone muscles, raise your heart rate and maintain personal fitness. Deep water aerobics gives you the benefits of weights, aerobics and stretching in a nonimpact workout that focuses on calorie burning and improving all aspects of physical fitness.

OMC class: This Arthritis Foundation-based class is taught by trained teachers from Olympic Medical Center. You may join this class at any time, contact OMC for payment and class information. Before your first day, you will need to fill out a participant release from the pool’s front office.

Synchronized swimming: A very demanding sport and a beautiful art form, synchronized swimming combines the skill and endurance of speed swimming, the grace, balance and precision of ballet, and the ability to hold your breath and work underwater. This is open to all ages. You must be able to pass at least the Learn-to-Swim Level 4 swimming lesson skills.

Home School PE: Physical Education Class for the local home school community. The program establishes an environment in which children of all skill levels have an equal opportunity to develop individual physical skills relating to swimming and water recreation skills. Grades K-12. $44 per month. (10 percent off additional family members.)

Preschool swim: A swim designed for families with young children.

Only the shallow section of the pool is open.

Family swim: The dive tank and shallow end are open for families and children. The lap lanes are open for lap swimming, not for recreational swim. Diving board and rope swing use is up to the supervisor’s discretion.

Open swim: A swim open to all ages and abilities. The deep end, shallow end and three lanes are open. Two to three lap lanes are available for circle lap swimming. Children 7 years old and younger must be accompanied in the water by an adult.

Port Angeles Swim Club: A swim team for children, teenagers and adults. Practice days and times vary depending on age and ability.

Normal practice times are Monday through Friday, 5 p.m. to 7 p.m.

The pool receives between 45,000 and 50,000 visits annually, including 175 youngsters a month who receive swimming lessons.

Pool undergoing major renovations to become like-new energy-efficient facility and upgrade different systems of the pool, such as: • New overhead lighting in pool area. • New in-pool LED lighting. • Replace pool piping. • Replace all domestic hot and cold water piping. • Replace main sewer line. • Replace main water line. • Replace old breaker panels in office.

The pool was closed from June 29 to Aug. 13 for the $323,000 upgrade.

In 2013, the replacement of facility-wide HVAC systems and upgrading electrical service will begin.

An ultra violet system will be added to help reduce chlorine usage. The 2013 upgrade will cost an estimated $500,000, Burke says.

Renovations have and will be funded by a $415,000 grant from the state Department of Commerce and a capital improvement loan from the state of Washington, he added.

During this summer’s renovation, 52 tons of metal pipe were replaced with PVC pipe, and more than 50 gallons of paint and 6,000 pounds of tile were used. “At the conclusion of this upgrade project, William Shore Pool will be almost brand new and will be one of the most energy efficient pools operating in the state of Washington,� Burke says.

When the newly-formed William Shore Memorial Pool District became responsible for running the pool in 2009, it was unknown what shape the building and pool was in.

One of the first things Steven Burke did when he became the executive director was to hire a structural engineer, who specialized in commercial pools, do a complete evaluation of the facility and pool. “The report came back with good and bad news,�

Burke says. “The good news was the pool and the building was structurally sound and in good shape. The bad news was the City of Port Angeles had been putting off major upgrades to the pool for several decades and as a result the pool needed some significant investments to bring it back up to code and become reliable.�

In addition to the structural review, the district also began an energy efficiency review to see how it could reduce energy consumption and become more energy efficient, Burke explains.

Since most of the mechanical parts of the pool were using original equipment installed in 1961, the energy consumption showed to be very high and huge improvements could be done with new mechanical equipment.

During the summer of 2012, the district was able to start replacing the pool’s old mechanical equipment

Public invited to pool’s 50th anniversary celebration Photos, newspaper clippings, stories, other pool memorabilia sought for displays The community is invited to participate in a 50th anniversary celebration for William Shore Memorial Pool, 225 E. Fifth St. in Port Angeles, from 1:30 p.m. to 3 p.m. Sunday, Sept. 30.

— ties in to the yearlong celebration of the milestone anniversary.

The Sept. 30 party will include concurrent demonstrations of how the community uses the pool in multiple purposes and partnerships.

The pool’s anniversary committee is assembling a collection of historic information, pictures and artifacts from the pool since its opening in 1962 to today.

The celebration will include memorabilia, displays, demonstrations, dignitaries and food — the last hot dog of summer, lemonade and an anniversary cake.

The ceremony will close with all local partner organizations active at the pool participating in a symbolic “Ribbon Joining.” A free open swim will follow the ceremony until 4 p.m.

As a special bonus, annual swimming passes can be purchased or extended at the celebration for 10 percent off the regular price.

Pool patrons through the years are asked to search basements, attics, albums and scrapbooks to find interesting information and items that testify to the value of the pool to individuals and the community

through the last 50 years. Community participation in the displays will enhance the celebration.

In 1962, the City of Port Angeles named the then municipal pool in memory of William “Bill” Shore, a long-time educator in Port Angeles schools and a summer swim teacher to thousands of local children.

Pool anniversary committee members are hoping the public will loan them additional memorabilia for the public celebration.
