PORT ANGELES — Motorists traveling between Port Angeles to Sequim on U.S. Highway 101 will be riding their brakes come the first of the year. A temporary detour with a posted 25 mph speed limit will be in place for up to 90 days near the Deer Park Cinema east of Port Angeles where Clallam
County is putting an underpass. County Engineer Ross Tyler said the curves getting on and off the short detour are too sharp for 45 mph traffic. The contractor, Scarsella Bros. of Kent, plans to move traffic onto the detour, which was paved Oct. 11, in January or possibly February in order to install the underpass. Once the precast concretearch tunnel is in place, the high-
way will reclaim its existing alignment and 45 mph speed limit through the area. Crews continue to dig large holes where a new county road — Deer Park Loop — will dip into the underpass. Deer Park Loop will eliminate left turns across the fourlane highway from Deer Park Road and Buchanan Drive. TURN

State opens fraud probe into PA’s missing $40,775 BY JEREMY SCHWARTZ PENINSULA DAILY NEWS
PORT ANGELES — The state Auditor’s Office has opened a fraud investigation into a case involving $40,775 in missing city funds that Port Angeles police have forwarded to the Clallam County Prosecuting Attorney’s Office for a charging decision. The Police Department began investigating missing parks and recreation department fees Sept. 20 after city recreation coordinator Amber L. Mozingo, 40, was fired following an internal investigation. The case was referred last week to the county prosecutor for

PORT ANGELES — Gov. Jay Inslee will attend a private ribbon-cutting ceremony Nov. 1 to herald the later-in-November startup of Nippon Paper Industries USA’s expanded biomass cogeneration plant. The ribbon-cutting ceremony for the upgraded boiler, which will burn forest slash and other woody debris, is tentatively scheduled for 2 p.m. Nov. 1 at the paper-making plant at the base off Ediz Hook. “It’s a private function,” company Manager Harold Norlund said last week. Norlund added that local elected
officials are on the guest list. “Selected individuals have been invited,” Norlund said. In Olympia, Inslee spokeswoman Inslee Jaime Smith confirmed that the governor will attend. “Nippon’s new biomass cogeneration plant is great news for Port Angeles,” she said. “The governor is looking forward to celebrating both the new jobs and the new source of renewable power this brings to Washington.” Nippon has received public money for the $85 million project, which will generate 20 megawatts of electricity.
