PORT TOWNSEND — Memorial Field’s grandstand roof won’t be ready for fall sports, but portable grandstands will ensure the field can be used. Jefferson County Central Services Director Frank Gifford said the two bids received for the work exceeded the engineer’s estimate by too much,
and he will meet with Public Works Director Monte Reinders next week to determine next steps and prepare another call for bids. “We won’t be able to get this done by the time the field is put into use for football and soccer,” Gifford said Thursday. “Many similar fields throughout the state don’t have a roof structure because they are so expensive to construct and maintain.”

and Chimacum public school districts. The county had received two responses to a call for bids to repair the grandstand, which was closed in May because of structural weaknesses.
Exceeded expectations Grant Steel Buildings in Port Townsend bid $882,817. John Lupo Construction in Aberdeen bid $301,930. Both exceeded the projected $200,000 to $250,000 roof replacement cost. Grant’s bid also included a $460,850 line item for lead paint stabilization, a process that Gifford determined could be accomplished more economically. TURN

Howard Street project moving

PORT TOWNSEND — Businesses have been inquiring when Howard Street will be ready for them to move in, city officials said. Economic stagnation had stalled development of the southern part of town, but conditions are improving, according to City Manager David Timmons. “In the past because of the recession, we haven’t had a lot of interest in commercial expansion,” Timmons said Thursday. “Recently, we are seeing a lot of interest in that area, so this is a positive sign.” The city is laying the groundwork for using Howard Street to connect Sims Way to Discovery Road. Cutting through the last half-mile on Howard Street will be the first step toward creating a north-south traffic connection. Eventually, this connection will extend Ranier Street to meet Howard Street and end up at Sheridan Street, Timmons said. TURN

Ex-Clallam Bay inmate’s suit to go to trial Man claims officers gave him razor BY JEREMY SCHWARTZ PENINSULA DAILY NEWS
A federal judge has ordered a trial in a lawsuit filed by a former Clallam Bay Corrections Center inmate alleging two corrections officers gave him a shaving razor after he threatened to kill himself. Kyle L. Payment, 28, said in the

lawsuit filed in June 2013 that he used the razor, given to him after he was escorted to a shower, and cut himself along his arm, resulting in the need for eight stitches. Payment, who is representing himself in the case, said his rights were violated because the corrections officers deliberately failed to
protect him from himself. Payment said Officers Randy Simonsen and Steven Weed gave him the razor and a shower kit, which also included a towel and soap, after he had pressed the emergency call button in his cell because he was having suicidal thoughts Feb. 20, 2013. He said he asked whether he was going to get a razor, to which Weed replied, “Absolutely.” Payment also claimed he heard
Weed say to Simonsen, “What, you think I want to put up with him for the next 30 years?” Payment says in the suit that Weed handed him the razor, saying, “Here, you are going to need this — that is, if you are really serious,” and walked away. In his ruling filed July 21, U.S. District Judge Ronald Leighton dismissed several other defendants in the lawsuit, including the superintendent of the Clallam
